"The consequences of ineffective mine closure in South Africa are evident from the number of abandoned mines and operations on extended care-and-maintenance, the on-selling of mines to less well-resourced companies to close, and increasing illegal mining activities. However, the data to substantiate these observations and provide insight into the underlying issues has not been available. Through the Promotion of Access to Information Act, a list of mine closure certificates applied for between 2011 and 2016 and a list of certificates granted over the same period for all nine regions of South Africa was obtained. From the analysis of this data, we show that the mine closure system as implemented in South Africa is largely ineffective. Although closure certificates are being granted, these are for prospecting sites and small-scale mines, which have a relatively small environmental impact. No large mines of any environmental significance were relinquished over the period under review, with very few applying for closure certificates. Furthermore, the issuing of closure certificates varies significantly between regional offices, with the success rate for applications being generally low and issuing of certificates taking an extended period. IntroductionThere are a number of concerns with the mine closure process as practiced in South Africa, and these have largely been laid at the door of government. Alberts et al. (2017) stress that the legislation generally conforms to international best practice. However, the system is ‘complex and unwieldy’, involving various pieces of legislation and different government departments with overlapping requirements and different interpretations of the law. A further area of concern is the capacity and competence of government to implement legislation. The ‘shortage of relevant mine closure skills and knowledge within the regulator’ was identified by van Druten and Bekker (2017) as a key contributor to unsuccessful closure. Lack of capacity and resources within the regulator has also been highlighted by Botham, Kelso, and Annegarn (2011) and Milaras, McKay, and Ahmed (2014). A recent study of the mineral application process by Corruption Watch (2017) indicates that positions in the regulator have been frozen for many years, leading to a shortage of staff, and that unqualified individuals have been appointed. There is also the perceived reluctance of government to grant closure in order to limit transfer of the liability to the state and delay the inevitable job losses."

In June 1929 the Bureau of Mines issued a 13-page information circular entitled "Mineral Wool," which was one of the first publications to present to the public Rome technical aspects of the mineral-wool industry. Since then several articles on the subject have appeared in the technical press as well as in publications of State organizations. Inquiries for information on mineral wool have continued to be received by the Bureau of Mines in large number, and in 1935 it was decided to make a field survey of the plants then producing and to collect therefrom technical data to be compiled in a paper for nubile distribution. With the cooperation of the industry, this survey was made, and Information Circular 6984, Mineral Wool, was published in January 1930. The issue was exhausted after a few months, and requests for copies continued to come to the Bureau. As opportunity arose, further field studies were made in American as well as Canadian plants. The present circular contains the essential information in Information Circular 6994 together with date from later field studies.

There was a plant equipped with a 32000t Hydraulic Press to be built, under which a box foundation of 22.5m x 15m x 14.25m (depth) with a base slab of, varying thickness was proposed. The subgrade reactions, bending moments and settlements needed to be determined by means of in-situ model test. A model of the same materials as the prototype scaled to l/10 was embedded in-situ with simulated depth in the bedrock. A lot of data obtained from 39 bench marks, 32 elongation measuring points, 30 couples of electric resistance strain gauges and 24 pressure cells attached to the model foundation enables all the quantities required to be found out. Since it was put into operation, the settlements measured has reasonably agreed with the test results and the foundation has been in good condition.

As part of the Lake Fort Smith Water Supply Dam Enlargement project, located in northwest Arkansas, microtunneling methods were used to install two side-by-side,1.53m (60-in) inside-diameter steel pipes between the intake structure shaft and the lake. The 46.6 m- (153 ft-) and 41.7 m- (137 ft-) long tunnels were excavated in Pennsylvanian sedimentary bedrock ranging from coarse sandstone to siltstone and shale-like claystone. The intake tunnels were constructed 18.3 m (60 ft) below lake level from the dry shaft. Special installation methods and procedures described herein were used to complete the lake taps. Installation difficulties that caused minor delays are also reviewed. After the excavation of the Intake shaft was completed, the two lake taps were installed in approximately ten weeks with the same microtunneling machine.

This work is concerned with studying possible reactions in the ilmenite furnace which may control the product quality of both slag and metal. Two different approaches were followed: comparing actual furnace slag compositions with the calculated equilibrium values and using commercial oxygen probes to measure the effective partial oxygen pressure in the slag and metal. It appears from a comparison of actual furnace slag compositions (in terms of the distribution coefficient of vanadium) with equilibrium values, that the TiO1.5-TiO2reaction may fix the effective partial oxygen pressure for the vanadium reaction. This possibility was tested using commercial oxygen probes (traditionally applied during steelmaking) to measure the effective oxygen partial pressure of both the slag and liquid iron in Iscor?s 3MVA pilot plant ilmenite furnace. From these measurements, it appears that commercial oxygen probes containing zirconia solid electrolytes can be used to measure the effective oxygen potential of both the slag and liquid iron. This oxygen activity correlates well with the FeO content of the slag. The results, furthermore, clearly illustrate that equilibrium conditions are not attained in the ilmenite furnace during the production of high titania slags, since the effective oxygen potential of slag and metal differ substantially.

Bacterial Leaching of Complex Polymetallic Sulfide Ore The work described here concerned the study on bacterial leaching of complex sulfide minerals and polymetallic ores operated in shaken flasks and small-scale columns. The bioleaching of jamesonite was not accessible. The iron extraction in pyrrhotite leaching reached 98.2 per cent after 23 days. After 26 days, the zinc extraction of marmatite reached 92.3 per cent while the iron extraction only reached 13.6 per cent. The pulp density had effect on the metal extraction of pyrrhppite and marmatite. For complex polymetallic sulfide ores, after 10 days in shaken flasks, 97.1 per cent zinc extraction was achieved. While after 60 days in small-scale column, the zinc extraction only proceeded to 7.8 per cent; By SEM and EDXA of experimental samples and their leaching residuum, the bioleaching mechanism was discussed.

A prediction model, developed by Central Mining Research Institute (India) for evaluation of fire risk rating of underground coal mine panels in bord and pillar working in respect of their proneness to spontaneous heating, is presented in this paper. The concept used in this model is innovative and user friendly. This model may be applied to a panel where extraction is carried out using any of the techniques: i) depillaring with formation of small pillars as final operation, ii) extraction by broadening of galleries, iii) depillaring with hydraulic sand stowing, and iv) depillaring with caving. Here, major fire risk parameters are short-listed and divided into three broad groups in accordance with the nature of their contribution to the spontaneous heating of a mine panel. The paper describes the procedure for estimating the fire risk rating of individual groups using separate objective type models developed for this purpose. Then it evaluates the overall fire risk rating of the panel by combining the fire risk ratings of all the three broad groups. The model is tested with the field data collected from different collieries spreading across the country and with the laboratory data for critical assessment of fitness. "Research on the control of exposure to respirable contaminants in mine atmospheres is conducted in five areas; 1) control of dust generation, 2) dilution, dispersion and collection of dust in mine airways, 3) characterization of dust particles, 4) interaction of dust and lungs, 5) relationship of mine environment, geology, and seam characteristics to dust generation and mobility. The distribution of research findings to the mining industry, to government agencies, and to scientists at other universities is accomplished in several ways.A data bank of respirable dust samples displaying a wide range of characteristics (low volatile, medium volatile, high volatile, silica fireclay, rockdust) has been established by the Center. This data bank is being utilized by Center researchers in a suite of medical, scientific, and engineering tests (FIGURE 26).The Center has honored requests for educational and informational materials from several sources, including MSHA and CANMET who received information on Center generated software and used the Center's expertise in developing a computer program for particle distribution model (DISFIT).The Generic Mineral Technology Center for Respirable Dust has organized two dust conferences on respirable dust, the Coal Mine Dust Conference, held at West VirginiaUniversity, Morgantown, West Virginia from October 8-10, 1984 and Respirable Dust in the Mineral Industries: Health Effects, Characterization and Control, an international symposium on Respirable Dust in the Mineral Industries held at The Pennsylvania State University, University Park, Pennsylvania from October 14-16. 1986. These conferences were co-sponsored by the U.S. Bureau of Mines, Mine Safety and Health Administration, National Institute for Occupational Safety and Health (NIOSH), and the American Conference of Governmental Industrial Hygienists (ACGIH). On August 23-26, 1988, the VIIth International Pnuemoconioses Conference was held in Pittsburgh, Pennsylvania. While not a sponsor of this conference, researchers in the Generic Mineral Technology Center for Respirable Dust had significant participation with sixteen (16) papers presented (see Volume 8 of this series for abstracts and papers). These conferences provided a significant forum for the exchange of ideas on dust research and the interchange of research findings. The proceedings from these conferences are available from NTIS and ACGIH.In sum, significant benefits to mine worker health have resulted and should continue to result from the synergistic scientific, engineering, and medical research in respirable dust (FIGURE 27). As always, an important objective is the rapid dissemination of the results of this research to industry. Video tapes and the Bureau's Technology News series have been a very effective means of USBM technology transfer. Inertial navigation technology has, for the first time, allowed the position of a longwall shearer to be mapped in three dimensions. Following the success of the technology in highwall mining and successful trials on a longwall face, the Australian Coal Association Research Program (ACARP) commissioned a three year "Landmark" project that aimed to advance longwall automation to the level of "on-face observation" by the end of 2004. This project has been completed with the following successful technical outcomes: Automatic face alignment was achieved, using an inertial navigation-based sensor on the shearer, to accurately measure face geometry and feedback signals used to move OEM (Original Equipment Manufacturer) roof supports. Operational on-line measurement of creep with creep information incorporated into face alignment corrections. Inertial Navigation System (INS)-based enhanced horizon control was bench-tested. Operational broadband communications system to shearer using wireless Ethernet on a commercial-product basis. Acquisition of located coal-face features for use in thermal infrared-based horizon control. Automated Longwall Information System (LIS) developed which integrates information from multiple systems and sensors and provides high quality visualisation and control interfaces. Automatic roadway and face convergence monitoring tools successfully tested. Condition monitoring tools developed and demonstrated for improved face reliability. This paper summarises the outcomes of the project and describes the work being undertaken for the 2 year Landmark Extension project approved in April 2005. Consistent with the conference theme, the paper focuses on the ground control aspects of the project.

The possible closure and subsequent flooding of South Deep Gold Mine?s (SD) neighbouring Randfontein Estates Limited No. 4 Shaft (REL 4) necessitated the construction of five concrete plugs in the connecting tunnels to prevent the ingress of groundwater into REL4 from flooding SD. This paper describes the proposed controlled flooding of REL 4, the planned in-service monitoring of the five plugs and the water barrier between REL 4 and South Deep Mine, and the long-term maintenance of the plugs and rock mass in the immediate vicinity of the plugs.

Globalization creates investment opportunities for enterprises around the world. Attracting foreign investment has been a key challenge for economic growth in developing countries. Corruption, political instability, armed conflict, and other internal problems affect foreign direct investment (FDI) inflows negatively. A framework of criteria provides a basis for comparing non-commercial risk (NCR) among twenty-three mineral economies. Countries competing for foreign direct investment inflows are ranked from least to most risky. This study compares Inward FDI Performance Index (IND) with NCR ratings in developing countries and shows that risk is increasingly mitigated by means of appropriately structured insurance. Given the option for countries with similar mineral potential, investors will generally invest in the country that offers lower non-commercial risk. Early in 1944 the Chilean Government expressed a desire for assistance from the Bureau of Mines in a study of the coal deposits, coal-mining methods, and preparation and benefication of coals in Chile. A Memorandum of Understanding setting forth the purpose of the work was executed by the United States Government and the Government of Chile. Parts of this agreement are quoted: On February 4, 1944, the Ambassador of Chile in Washington expressed the interest of his Government in obtaining the loan of a mission of experts to assist in the conduct of a survey looking toward the utilization of the low-grade coals of Chile and the application of such technology as may be developed for the distillation of these coals and the use of oil shales. The matter has since been the subject of correspondence between the Secretary of State and the United States Department of the Interior, and the latter Department has agreed to cooperate with the Government of Chile, through the Bureau of Mines, subject to the following understanding:

"The Alberta and Northwest Chamber of Mines was founded in Edmonton, Alberta in 1935. The organization represented private sector mining explorers and developers in the province and north west Canada. The Chamber aided and abetted the establishment of the two territorial mining associations. Because of corporate human resource department creation by north of sixty mine operators, the Chamber refocused on Alberta and broadened its perspective to include activities beyond mining. In 1977 the name changed to the Alberta Chamber of resources. The slogan (in more modern terms vision, mandate, goal, etc) remains as Orderly Development of Canada's Resources.The sixty-three year reputation of the Chamber, built on volunteer rather than staff contribution, is the principal reason for any success. The key has truly been the reputation, not an image, as all activities have been solution oriented.This presentation provides insight into the structure and methodology applied by the organization, and reviews some of the successes and failures during the period 1985 to present. In both Canada and the United States, a company making a public offering of securities must comply with regulations which have been passed by Federal, State and/or Provincial Legislatures. These regulations usually require the distribution of an acceptable prospectus which provides essential background information about the issuer, the project and the share offering. when the public offering has been accepted, the unlisted company may then seek a listing of its shares for trading on a Stock Exchange. Once listed, the company will be subject to rules of the Stock Exchange. This paper will deal with the specific information required for inclusion into a prospectus being submitted for a resource company and particularly those parts of concern to mining engineers and geologists.

Abstract The process of stress-induced fracturing around underground excavations in brittle rock is associated with dilation or volume increase of the failed, fractured rock. Different attempts to account analytically for this dilation have been made within the framework of plasticity theory. This theory has been developed mostly for metals, strain-hardening materials or soils, but brittle failure of rock-like materials is characterized by strain-softening behaviour and the volume change is dominated by geometric factors, which may violate stability principles of plasticity. In this work a semi-empirical Rock Mass Bulking Model (RMBM) was developed, using as starting concepts: dilation angle, plastic strain rates, effective deformation modulus, effective Poisson's ratio, Griffith locus, and the definition of a bulking factor BF introduced by Kaiser et al. (1996). The model was calibrated in order to obtain bulking factors that are consistent with experimental data and case studies of measured bulking around underground excavations. Résumé La fracturation provoquée par le stress autour des excavations souterraines dans le minéral friable est associée à la dilatation ou à l’augmentation du volume de la roche en rupture. Dans le cadre de la théorie de la plasticité, différents essais ont été faits dans le but de trouver une justification analytique pour cette dilatation. Cette théorie a d’abord été élaborée pour les métaux, les matériaux ou les sols d’écrouissage, mais la rupture fragile de matériaux d’aspect rocheux est caractérisée par un comportement d’amollissement et le changement de volume est dominé par des facteurs géométriques, ce qui pourrait ne pas être conforme aux principes de stabilité de la plasticité. Dans le présent ouvrage, un Modèle semi-empirique de masse rocheuse a été élaboré, dont les concepts initiaux sont les suivants : angle de dilatation, vitesse de fluage plastique, module effectif de déformation, coefficient effectif de Poisson, locus de Griffith, et la définition d’un facteur de foisonnement FF apportée par Kaiser et al. (1996). Le modèle a été calibré afin d’obtenir des facteurs de foisonnement qui soient conformes aux données expérimentales et aux études de cas sur le foisonnement mesuré autour des excavations souterraines. Kurzfassung Der Prozess von Brüchen in unterirdischen Abgrabungen in sprödem Gestein ist mit der Ausweitung oder der Volumenzunahme des gebrochenen Gesteins verbunden. Verschiedene Versuche im Rahmen der Verformbarkeitstheorie haben versucht, diese Ausweitung analytisch festzustellen. Die Verformbarkeitstheorie wurde hauptsächlich für Metalle, kalthärtende Werkstoffe oder Böden entwickelt, da sprödes Versagen von Gestein ähnlichen Werkstoffen von kaltenhärtendem Materialverhalten gekennzeichtnet ist, und die Volumenveränderung von geometrischen Faktoren beherrscht wird, die die Stabilitätsprinzipien der Plastizität übertreten. In dieser Arbeit wurde ein halbempirisches Rock Mass Bulking Model (RMBM) (Modell für das Aufgehen der Gesteinsmasse), entwickelt, für das die folgenden Anfangsprinzipien benutzt wurden: Ausweitungswinkel, plastische Fliessensätze, wirksames Verformungsmodul, leistungsfähiges Poissons Verhältnis, die Griffith Ortskurve und die Bestimmung eines Aufgehensfaktor BF1 der von Kaiser et al. (1996) eingefürt wurde. Das Modell wurde so kalibriert, dass es die Aufgehenfaktoren erzielte, die mit den Vesuchsangaben und den Fallstudien von Aufgehensmessungen in unterirdischen Abgrabungen übereinstimmen.

The U.S. Bureau of Mines contracted a study to estimate what effects the underground mining of thick coal seams in the western United Slates would have on the surrounding water resources. Potential coal fields in the western United States where this type of mining might occur were identified. The foreign literature was searched for studies of effects on hydrology from thick seam underground coal mining. Based on the limited information obtained from the foreign literature, estimates of the effects of this type of mining on the ground and surface water in the western states were made.

This paper presents the results of a research study that is being conducted by the Mine Effluents Program, Mining and Mineral Science Laboratory (MMSL), Natural Resources Canada aimed at evaluating biotechnology processes for the treatment of nitrogen compounds such as thiocyanide (CNS) and ammonia (NH4-N) which are present in gold mill effluents. A sequencing batch reactor (SBR) technology, commonly used for the biological treatment of municipal and industrial effluents, was used in this study. In the SBR process, the micro-organisms were able to degrade CNS to NH4-N and NH4-N to nitrate (NO3-N) at operating conditions of two 12 h treatment cycles per day, with pH maintained in the 7.4 to 7.6 range, and at room temperature (approximately 21°C) and also at 12 °C. The end products of CNS and NH4-N biological oxidation were NO3-N and sulphate (SO4) that are relatively non-toxic. Partial removal of NO3-N was achieved by biological denitrification reactions in the SBR process. The SBR process effluent was measured to be non-toxic to rainbow trout based on the 96 h acute toxicity test. The microbial consortium isolated from the SBR treating a simulated effluent was able to effectively oxidize CNS and NH4-N to NO3-N in water samples (under batch conditions) collected at three mine sites located in Quebec, the Northwest Territories, and Yukon.

While benchmarking the integrated finite-volume code MULTIFLO against the analytical solution of Philip et al. (1989) for cylindrical underground openings, we found numerical simulation of dripping threshold flux consistently higher than the analytical solution for both rectangular and unstructured grids. The magnitude of error is proportional to the alpha parameter characterizing capillarity. This may bias estimates of repository performance towards non-conservatism.
