With the burgeoning development of precious metals heap leach mining projects throughout the country regulatory agencies are beginning to take a closer look at the short-and long-term environmental consequences of heap leach mining. This increase in regulatory review is occurring on federal, state and local levels, and is affecting both large- and small-scale mining developments. Small-scale mining developments are receiving especially critical regulatory scrutiny because in the eyes of some regulatory agencies, small developers lack the credibility automatically accorded to major mining companies. This is due in part to a bad image of small miners based upon past environmental problems and permit violations caused by a few, small operators. The proponent of a small mining development thus faces special problems during the project permitting process, and must convince the regulatory authorities of his company's ability and commitment to plan, develop, and decommission a mining operation in compliance with environmental regulations. Not only must the small developer have a thorough understanding of the regulatory requirements affecting his project, he must also devote considerable effort to careful internal planning in order to produce a well organized approach to project permitting. The importance of proper planning cannot be overstated. Project planning is key to convincing the regulatory agencies that the small miner is capable of developing a viable project. More- over, the economics of a small mining project demand permit acquisition at modest cost and in a timely fashion. A well planned permitting effort will thus ensure that permits are received within budget and on schedule. This paper will review the federal, state, and local permitting requirements for heap leach projects, and the variability of these requirements from state to state. The environmental assessment process for projects developed on public lands, and the acquisition of zero- discharge water quality permits, air quality permits, and local special use permits as they apply to small mining developments will be discussed. The paper will conclude with a review of project decommissioning and cyanide neutralization requirements and their implications for small-scale heap leach projects.

Paper written on project work carried out in partial fulfilment of MSc thesis This paper investigates the effects of thiol collectors: xanthates, dithiophosphates, dithiocarbamates and mixtures of these on the froth flotation performance obtained with a bornite-rich copper sulphide ore from Okiep Copper Mine with a feed grade of 1.8%copper. Batch flotation tests were used to assess the performance in terms of mass-water recovery, sulphur grade-recovery and copper grade-recovery relationships and the Klimpel rate constant for copper recovery. The results showed that the di-ethyl-dithiocar-bamate (di C2-DTC) was the weakest collector of copper sulphide minerals. Highest copper recoveries were obtained with the di-ethyl-dithiophosphate (di C2-DTP), which were accompanied with more watery froths and lower copper grades demonstrating frothing properties in addition to collector action. Superior copper recoveries were obtained with the 90% ethyl xanthate (C2-X):10% di-ethyl-dithiophosphate (di C2-DTP) and 90% ethyl xanthate (C2-X):10%di-ethyl-dithiocarbamate (di C2-DTC) collector mixtures compared to that obtained with ethyl xanthate at an equivalent collector dosage of 0.139 mol/ton ore (a dosage equivalent to 20 g sodium ethyl xanthate per ton ore). A superior copper grade was obtained with the 90% ethyl xanthate: 10% di-ethyl-dithiocarbamate collector mixture at a dosage of 0.0695 mol/ton ore compared to that obtained with ethyl xanthate at the same equivalent dosage. This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation, and utilization of coal . The mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British Committee . Engineers from other allied countries cooperated in some of the investigations . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , deputy solid fuels administrator . The personnel of the mission consisted of H. F. Yancey , in charge , J. W. Buch , Thomas Fraser , L. L. Newman , and L. D. Schmidt , of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology ; H. J. Rose , vice president and director of research , Bituminous Coal Research, Inc .; and F. H. Reed , chief chemist , Illinois Geological Survey . Over 50 reports were written by the members of the Solid Fuels Mission . These and microfilms of supporting data obtained in the course of the investigations are on file at the Bureau of Mines , Washington , D. C. where they are available for public examination . The Australian glass sand industry produces some 2.8 million tonnes per annum of silica sand, of which about 2.0 million tonnes are exported and the rest is for the domestic market. Approximate production rates for each Australian state are listed. The variety of processing methods used in the currently exploited deposits reflects the size, location, and characteristics of the various deposits and the requirement of the end market/s. The industry uses to a large extent equipment developed for the separation of mineral sands, particularly as it applies to low grade heavy mineral deposits, where low cost, high capacity and metallurgically efficient equipment has proved eminently suitable for the production of the low value glass sands. The requirements of the domestic market, as well as those of the present and potential export markets are discussed covering quality requirements, distribution channels and other factors critical to success.

ABSTRACT: An evaluation of the importance of the thermo-hydro-mechanical couplings (THM) on the performance assessment of a deep underground storage design has been made as part of the international DECOVALEX III project. It is a numerical study that simulates a generic repository configuration in the near field in a granite medium. The thermo-hydro-mechanical evolution of the whole configuration is simulated over a period of 100 years. The model used to represent the unsaturated behaviour of the various porous media makes allowance for moisture transfers through the effect of thermal and water gradients. The paper presents a comparison of the temperature, water pressure and stress fields obtained by TM, TH, HM and THM coupled calculations. The results demonstrate that temperature is hardly affected by the couplings. In contrast the influence of the couplings on the mechanical stresses is considerable. This is attributed to the key role that water has on bentonite swelling or shrinkage effects that are dependent on its saturation level variations. ZUSAMMENFASSUNG : Im Rahmen des internationalen Projekts DECOVALEX III wurde untersucht, wie groß der Einfluss thermisch-hydraulisch-mechanischer Kopplungen (THM) auf die Leistungsfähigkeit eines Konzeptes zur Lagerung hoch radioaktiver Abfälle zu bewerten ist. Bei dieser numerischen Behandlung wird eine generelle Lagerungskonfiguration in granitartigem Milieu simuliert. Die thermisch-hydraulisch-mechanischen Prozesse werden für eine Dauer von 100 Jahren simuliert. Bei dem Modell, mit dem das Verhalten der verschiedenen, unterschiedlich porösen Milieus in ungesättigtem Zustand dargestellt werden soll, werden die Feuchtigkeitstransporte infolge thermischer und hydraulischer Vorgänge berücksichtigt. Verglichen werden in diesem Artikel verschiedene Temperatur-, Wasserdruck- und Beanspruchungsfelder, die sich aus TM-, TH-, HM- und THM gekoppelten Berechnungen ergaben. Dabei stellte sich heraus, dass die Temperatur nur gering von den Kopplungen berührt wird. Die Einflüsse der Kopplungen auf die Mechanik sind hingegen bedeutend; ausschlaggebend dafür ist der Faktor Wasser, der den Bentonit je nach Sättigungsgrad quellen oder trocknen lässt. Le modèle utilisé pour représenter le comportement non saturé des différents milieux poreux prend en compte les transferts d’humidité sous l’effet de gradients thermiques et hydriques. L'article présente une comparaison des champs de température, de pression d’eau et de contraintes obtenues par des calculs couplés TM, TH, HM et THM. Les résultats montrent que la température est peu affectée par les couplages. En revanche, l’incidence des couplages sur la mécanique est importante; ce qui est attribué au rôle majeur joué par l’eau à travers les effets de gonflement ou de retrait de la bentonite selon la variation de son degré de saturation. A GaC12--B2 l-eachtng procedure and meEal-recovery method for treating an arsenical Cu-Co sulfide concentrate was developed by the Bureau of Mines as an alternative to smelting, which is no longer considered an environmentally acceptable method for treating arsenic-containing ores. The procedure involved leaching in a CaC12 solution with CaC03 for 96 h at 26 pct solids (concentrate and CaC03), 1150 C, and a pressure of 50 psig (345 kPa) with oxygen. More than 98 pct of the cobalt and 97 pct of the copper were extracted, and 99.98 pct of the arsenic and 99.9 pct of the iron remained in the leached residue. A filtration rate of 2.9 gal/(ft2.h) [118 L/(m2.h)] and a cake formation rate of 36 Ib/(ft2.h) [172 kg/(m2.h)] were obtained by filtering reacted pulp at 1000 C. More than 99 pct of the copper in the pregnant solution was extracted as CuCl2 by golvent extraction with a new copper extractant. Copper was stripped from the loaded organic with a sulfate-chloride solution, which was used as the anolyte for electrowinning of copper in a membrane cell. Copper plate produced was more than 99.99 pct pure and requi.red 0.81 (kW'h)/lb Cu [1.78 (kW·h)/kg Cu]. Cobalt sulfide was precipitated at pH 3 with Ca(HS)2.

Atmospheric conditions underground are constantly changing and from a safety perspective, it is critical to identify when conditions are trending abnormally. Atmospheric monitoring in underground coal mines allows mine operators to analyze atmospheric conditions underground in real-time. Real-time monitoring can then be used to identify whether atmospheric conditions underground have become problematic. The implementation of a risk assessment and management process allows operators to then use a risk-informed decision making to identify comprehensive site specific ventilation parameters. Establishing risk-informed ventilation parameters and tracking conditions relative to these parameters, management can modify ventilation plans as mine conditions develop to manage evolving risks. Ventilation risk assessment and management allows developing atmospheric monitoring technologies to be fully utilized in order to increase safety standards in the United States. This paper reviews general risk assessment approaches, state of the art ventilation based risk assessment, and the risk assessment and management application within the United States regulatory framework.

The nature of the density distribution in a gas-solid phase fluidized bed for dry coal separation is an important factor in influencing the performance. However, during coal processing, fine slime would mix with dense medium of magnetite powder and accumulate in the bed, and its influence will affect the density of the bed. The mathematical model of the density distribution with fine slime behaviour was studied in an experimental laboratory system. The functional relationship between the density of the air dense medium fluidized bed and the coal slime content were fitted, applying the principle of least-squares method with damping factors. With the model, by analysing the trial testing data, the mechanism of the density distribution of the bed was studied and applied to a coal separation test with a pilot scale separator. Native asphalt was produced by five companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by White Uvalde Mines and by Azrock Industries Inc., Uvalde County, TX. In June, Azrock Industries was purchased by the R L. White Co. Gilsonite, a solidified hydrocarbon found only in Utah and Colorado, was mined by American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California); by Ziegler Chemical and Mineral Corp.; and by Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation) from properties in Uintah County, UT. Gilsonite is used for a variety of purposes including automobile bodysealer, light-weight aggregate for cement used in oil well drilling, asphaltic building board, protective coverings, anticorrosive paints, and roofing compounds.

In 1985 at the request of the Bureau of Land Management, personnel from the U.S. Bureau of Mines examined a 27,680-acre portion of the 30,420-acre King Hill Creek Wilderness Study Area (10-19-2) in order to evaluate the mineral resources. The study area, in southwestern Idaho, is underlain by Tertiary tuffs and basalt. There are no known mining claims or prospects in the study area, and no mineral resources were identified. The Volcano mining district is immediately north, but mines there are in granitic rock which does not crop out in the study area. Oil and gas leases were offered for land in the southern part of the area, but no applications were filed, and the lease offering was withdrawn (1985). INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of the King Hill Creek study area at the request of the BLM (U.S. Bureau of Land Management). The USBM examines individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of the investigations will be used to help determine the suitability of the study area for inclusion into the National Wilderness Preservation System. Although the immediate goal of this and other USBM mineral surveys is to provide data for the President, Congress, government agencies, and the public for land-use decisions, the long-term objective is to ensure the Nation has an adequate and dependable supply of minerals at a reasonable cost.

Changes in the 1978 quantity and value of the sales of various natural abrasives, compared with the data for 1977, were of a mixed nature. Output of tripoli-type materials and garnet increased in both tonnage and value. Emery production also increased. But special silica stone product sales decreased in both tonnage and value, and the reported quantity and value of sales of manufactured abrasive material also decreased for 1978. In 1979 output of tripoli-type materials and special silica stone products decreased in both tonnage and value when compared with the previous year. The tonnage and value of sales of garnet and manufactured abrasives increased when compared to 1978 data.

Central Alaska contains a wide variety of pre-, syn-, and post -accretionary mineral deposits that are related to the growth and evolution of the north-west North American continental margin. Withinpre-accretionary terranes, the Devonian-Carboniferous, carbonate platform-hosted MVT zinc-lead deposits of the Kandik and Reef Ridge districts in central Alaska, and the Devonian-Mississippian volcanogenic massive sulfide (VMS) polymetallic deposits of the Bonnifield, and Delta mineral belts of eastern Interior Alaska have received the most exploration interest to date. Syn-accretionary rift related, mafic and ultramafic sill swarms and zoned plutons of the Kluane-Nikolai igneous belt are currently being explored for Ni-Cu-Co-PGE deposits. Syn-accretionary granitoid complexes in the PurcellMountains, Illinois Creek, and Sitylemenkat areas have been explored for uranium-REE-gold, and tin-silver mineralization respectivelyPost-accretionary granitoid intrusions and associated volcanic fields that range in age from mid-Cretaceous to early Tertiary contain significant gold-silver-polymetallic resources in the East Central Alaska, Hogatza, and Kuskokwim Mineral belts. Collectively the three main post-accretionary plutonic/volcanic belts of central Alaska are part of the Tintina Gold Province, where exploration since 1990has identified about 848 tonnes gold.

The leaching of zinc and copper from Nigerian bulk sulphide ore with sulphuric acid in the presence of hydrogen peroxide was studied. The aim of the study was to investigate the effectiveness of hydrogen peroxide as an oxidant for the sulphuric acid leaching of zinc and copper from a complex sulphide ore. Distribution of elementals within the various particle sizes was initially determined by ICP-OES and XRF to provide a basis for explaining the dissolution process. The effects of concentration of hydrogen peroxide, particle size, stirring speed, and leaching time at a constant temperature of 298K were studied. There were variations in elemental and mineralogical composition within the different sizes. The concentrations of zinc and copper reduced as particle size decreased while silica, sulphur, iron and lead contents increased. Dissolution results showed that the leaching rate of copper was lower than that of zinc. The highest recoveries of zinc and copper were obtained at a leaching time of 180 minutes, stirring speed of 160 rpm, particle size of 75 µm and a concentration of 1M H2SO4/1MH2O2. It was observed that the leaching rate of zinc and copper increased with increasing hydrogen peroxide concentration. Increased stirring speed had a negative leaching effect as it promotes hydrogen peroxide decomposition. Because of the growing importance of back analysis for the interpretation of rock slope failures, particularly in open pit mines, it is suggested a methodologic sequence of activities for dealing with those problems. The principal mathematical tools for the interpretation of the most common mechanisms of slope failures are reviewed, including methods of stress and strain analysis, which seem to be more powerful for parametrization studies, and for developing more realistic explanations of slope behaviour, such as the measurement of displacements. An application of those methods is described, using slope failures detected in a Brazilian uranium mine (Cercado), thus providing reliable shearing strength parameters for the rock mass discontinuites, which were used in the final pit design. The concept of using backanalysis results to supply input data for pit design was implemented by means of the excavation of an experimental trench within mine limits, where specific instruments were installed, and several slope failures were monitored and backanalysed, in order to yield information about sliding mechanisms in the future open pit.

Quartz, adularia and clay minerals from low-sulfidation epithermal veins at Hishikari were analyzed for their oxygen and hydrogen stable isotope compositions to establish the source of paleohydrothermal waters. Positive correlation between Au-Ag and adularia: quartz ratio, the presence of quartz pseudomorphs of bladed calcite, and Au-bearing smectite and vermiculite is indicative, but not definitive, evidence for the control of boiling on ore mineralization. Oxygen isotope equilibrium temperatures between quartz and adularia are about 220¦C and average homogenization temperatures of fluid inclusions vary between 190 to 210¦C. The calculated d18OH2O and dDH2O values (from quartz, adularia and early smectite) are consistent with paleohydrothermal fluids that were a mixture of magmatic and meteoric waters, or alternatively, the values could derive from heated meteoric water which had undergone isotope exchange during circulation through basement rock. Overall, d18Oqtz values in veins increase toward the north, most likely reflecting palaeo-fluid flow (source).

Others apply to subsequent mining unit operations and can generate data for objective assessment of blasting results. These new technologies can accurately capture the information component of blasthole drilling, andindeed of each unit operation. Knowledge can be extracted from this information and passed forward and back through the mining system to improve operations and factually assess results. This leads to an evolving and improving system."

Mining activity in a number of metal ores has been running quite high over the last few years. In particular, those metals that employ acid functional extraction processes such as copper, nickel, cobalt and uranium have been particularly active. The world?s largest nickel mine ? the massive $4.76 billion Ambatovy nickel mine on the African island nation of Madagascar is nearing completion. When it reaches its full production capacity in 2013, the mine will produce 60,000 MT/yr of nickel and 5600 MT/yr of cobalt. Coming on the heels of the Ambatovy project is the Long Harbour Processing Plant in Newfoundland, Canada which will process the ore from Vale?s Voisey Bay mine in Labrador. Voisey?s Bay is expected to generate more than 50,000 MT/yr of nickel ore when it starts up in 2013. Next up will be the Boleo project in Mexico on the Baja peninsula. When commissioned in 2013, the $1.4 Billion Boleo project is expected to produce 60,000 MT/yr copper, 3100 MT/yr cobalt, 36,000 MT/yr zinc and 100,000 ? 250,000 MT/yr manganese carbonate.

In order to derive the population distribution of gold nanoparticle morphologies as a function of size, highresolution electron microscopic (HREM) observations and structural analyses were done for over 4000 particles (3-18 nm) grown by an inert gas aggregation (IGA) source using helium. To obtain structural features threedimensionally and not to skip high-contrast images, twenty photos were taken for each particle by changing tilting angle of a specimen holder in combination with the through-focus procedure. For the reliable structural determinations, HREM images and their tilting sequences were directly compared with multislice-simulation results for icosahedral, decahedral and face-centered cubic morphologies, and finally the population distribution of each morphology was obtained as a function of size. In the present sample, icosahedral particles were dominantly populated over the whole observed size range and decahedral particles with non-spherical truncated bi-pyramid shape were secondly dominant. Even though a large number of sampling has been done, few crystalline particles were observed.
