This report describes the development and limited testing of a semi-automatic, raise climber, Compact Service Hoist System designed for stope access in underground metal and nonmetal mines. Demonstrated capabilities of the system include a 1,000-lb payload capacity, control from the traveling cage and from up to three remote stations, operating in vertical or inclined raises 3 ft in diameter and up to 300 ft in length and a travel speed of 50 ft/min. The system has the capability of operating in crooked raises because the conveyance climbs two stationary wire ropes suspended down the raise. The drive unit is electrically powered with power and control signals supplied to the drive unit through an umbilical 'cable also suspended down the raise. The system has been designed for portability, ease of installation and minimum raise development. The hoist has been demonstrated successfully in an above ground test tower. This report provides a detailed description of the hoist design and its demonstrated performance to date.

PRESIDENT AND GENTLEMEN : I have been invited to meet you here this evening to extend to you the cordial greeting of the regents of the Smithsonian Institution, and to assure you that they are most happy to have it in their power to place at your disposal this beautiful hall, dedicated to science and art. This National Museum is the property of the United States, of which the regents of the Smithsonian are simply the custodians, and the board has delegated to its secretary, Professor Baird, the right to extend its use to the National Academy of Sciences and like kindred societies, among which we are glad to class the Institute of Mining Engineers. The first major evaluation of the nation's raw materials prospects after World War II was completed by the President's Materials Policy Commission (Paley Commission) in 1952 and submitted to the President in June of that year, as a five-volume study entitled Resources for Freedom. The bulk of the report was devoted to an analysis of the past, present, and probable future of the Nation's mineral supply industries. The Commission's evaluation of the future situation regarding minerals was derived from its forecasts of the probable domestic demand for the major minerals in the 1970's. This demand analysis was made in the context of probable worldwide demand. Several crucial assumptions were made by the Commission's fore-casters. It was assumed in 1950 that the next 20 to 30 years would see no major wars and be a period of sustained economic growth. Another assumption was that the anticipated demand for raw materials must be supplied at essentially no increase in real cost in order to avoid crucial supply problems. The Commission's forecasts were derived within the context of the country's expected future rate of economic activity. The gross national product (GNP) growth to 1975 was derived from projections of the number of people in the labor force, hours of work, and an index of probable production measured per unit of labor input. It was believed labor hours would decrease and labor productivity would increase. The result was a forecast GNP growth rate of 3 percent.

Over 500 industrial, academic, and government representatives from Europe, Canada, and the United States attended the first large symposium ever held in this country on fly ash utilization and technology, March 14-16, 1967, at Pittsburgh, Pa. Sponsored by the Edison Electric Institute, the National Coal Association, and the Bureau of Mines, the symposium featured 27 formal presentations by leading reports from the United States and Europe on all major phases of fly ash production, utilization, and research. Representing the three sponsoring organizations were Edison Electric Institute, James D. William- son, The Dayton Power and Light Co.; National Coal Association, James R. Garvey, Bituminous Coal Research, Inc; and Bureau of Mines, Harry Perry. Symposium chairman was John H. Faber of the Bureau of Mines. Gerard C. Gambs, Consolidation Coal Co., addressed the opening session. Moderated by Mr. Garvey, President and Director of Research of Bituminous Coal Research, Inc., the opening session was devoted to a discussion of the nature of the fly ash problem, including availability, specifications, and limitations on its use. Subsequent sessions covered Fly ash marketing, fly ash utilization in concrete and masonry products, specialized uses, and recent developments in basic fly ash research. Others serving as session chairmen were Oscar E. Manz, Associate Professor of Civil Engineering, University of North Dakota; Mrs. Katharine Mather, Chief, Petrography and X-ray Section, Concrete Division, U.S. Army Engineers Waterways Experiment Station; Mr. Williamson, and Mr. Perry.

THE Bureau of the Mint of the United States Treasury maintains 13 offices for the purchase of gold-bullion, and this paper describes an investigation to establish the reasonable differences in the assay-results at the various institutions which may be commercially allowable in the settlements between them. Beginning with the comparative assay of proof-gold at the Philadelphia mint and the Utrecht mint, which shows 0.00002 as the closest agreement now possible, eight tables of comparative results, taken from the regular work of the service, are given. These tables begin with very fine gold, produced in an electrolytic refinery, showing close agreement. in the assay-results, and follow through decreasing gold fineness and . increasing amounts and complexity of base metals to very impure and complex bars produced at cyanide-mills, some of which give widely-varying results. Next is given a series of results on samples, prepared and sent out to various laboratories in the service, to test the influence of different metals and various combinations upon the' agreement of the assay-results; 11 samples were sent out and each one was assayed from 44 to 71 times, making a total of 623 assays. To these are added 107 assays of identical samples of coin-gold. On a previous occasion,' I have endeavored to show the degree of accuracy that may be expected in the ordinary everyday analysis of various materials, and on another occasion2 I

Law of the Sea. - The Ninth Session of the Law of the Sea Conference resumed July 28 at Geneva and will run for 5 weeks. The 160-nation Conference began in 1973. Two of the major factors to be discussed are the transfer of technology to the UN-controlled Enterprise or mining authority, and how the 36-member Council will make decisions. As the session completed its third week, delegates expressed little hope of completing a treaty text this year. There was a feeling, though, that substantive issues might be settled so that a treaty text can be completed next year. The Deep Seabed Hard Mineral Resources Act signed by the President on June 28, provides an interim regulatory procedure for ocean mining activities conducted by U.S. nationals that may be superseded by a law of the sea treaty.

U.S. Bureau of Mines contract H0122053, "Improved Sensors and Fire Control Systems for Mining Equipment", was an investigative effort involving: ? Study of the fire problem on large mobile mining equipment ? Identification of equipment most prone to fire, to serve as a design case example ? Design of an improved fire protection system ? Demonstration of the developed system This effort was performed during the period June 1972 through May 1973, and was conducted in two phases. Phase I, June through November 1972, was devoted to identifying the fire problem and developing and evaluating design criteria. Phase II involved translating the design into hardware and demonstrating its effectiveness during actual fire tests, first on a wooden mockup of a truck, then on an operating truck at a working mine site.

This paper is one of r series published by the Bureau of Mines dealing with the mineral resources of western South Dakota. The mining of pegmatite minerals is described mainly from the standpoint of the feldspar industry, as most of the other .pegmatite minerals produced are recovered as byproducts from the mining of feldspar. Feldspar is shipped from the Black Hills by three companies, all operating in the southern Hills. Because the pegmatites of the northern Hills, represented by tae Tinton area, have been described in other papers3/ of this series, the present paper is confined to the pegmatite dikes of the southern Black Hills. Emphasis is placed upon the current activity in pegmatite mining; little attention is given to the history of many famous mines in the district, and information concerning them may be obtained by consulting resorts cited in the bibliography. The field work was carried on from July 28 to October 15, 1938. ACKNOWLEDGMENTS The geology of the Black Hills has been studied almost continuously during the last half century. A wealth of literature has attempted to explain the geology and mineralogy of the pegmatite dikes of this region. On November 9, the Reynolds Metals Company cut production by 12 at its primary aluminum smelters at Troutdale, Oreg., and Longview, Wash., as a result of an earlier 25% power cutback by the Bonneville Power Administration due to lower than normal stream flow in September, the Aluminum Company of America had closed one potline at its Vancouver smelter because of the power cutback. Nearly 700 union workers at Anaconda Aluminum Company's primary aluminum smelter at Sebree, Ky., walked off the job when their contract expired or, November 15, after rejecting a proposed 3-year contract. The smelter has an annual capacity of 180,000 tons mid accounts for 50% of Anaconda's aluminum production. No talks are scheduled.

Born in Bothaville (OFS) on the 26th August 1919, Daniel G. Krige grew up in Krugersdorp on the West Rand. Hematriculated from Monument High School in Krugersdorpin 1934 at the age of 15 and graduated with a B.Sc. (Eng.)degree in mining engineering from the University of the Witwatersrand at the end of 1938 (age 19). In 1938 he joined Anglo Transvaal where he worked on a number of gold mines until 1943, gaining a wide range of valuable practical experience in surveying, sampling and ore valuation. He then joined the Government Mining Engineer’s Department where he worked for 8 years during which time he participated in the uranium negotiations with the British and American authorities and designed the uranium pricing formula for the contracts which led to the establishment of South Africa's profitable uranium industry in the early 1950s. During the same period he began his pioneering work in the application of mathematical statistics to the valuation of new gold mines using a limited number of boreholes and of ore reserves for existing mines. His early papers in the application of mathematical statistics, some republished in French, created world-wide interest that led to the development of the science and concepts that surround the spatial evaluation of mineral resources and reserves known as geostatistics. This technique has contributed to improved ore evaluation techniques as well as the reduction of the financial risks associated with investment in mining enterprises. Furthermore, it led to the recognition of his contributions to the evaluations of mineral deposits through the coining of the term ‘kriging’ that is used to describe a spatial mineral evaluation process known and practised in international mining circles. He continued his work in geostatistics throughout his career as Group Financial Engineer of the Anglovaal Group until his retirement in1981 and afterwards for ten years as Professor of Mineral Economics at the Witwatersrand University. He is still active as a consultant and is a registered Professional Engineer. He has published some 90 technical papers both locally and overseas, some in Russia, and has lectured and participated in international congresses in many countries. His contributions were recognized by the Witwatersrand University through the award of the D.Sc. (Eng.) degree in1963, by three honorary degrees (from the universities of Pretoria, UNISA and Moscow State Mining University), by many awards from the South African Institute of Mining and Metallurgy, the International Association for Mathematical Geology, Die Suid Afrikaanse Akademie vir Wetenskap en Kuns, the SME of the American Institute of Mining Engineers, the International APCOM Council in1999, the University of Antofagasta in Chile, and by the South African President (Order for Meritorious Service, Class 1, Gold). He has served on various Government committees, notably that for State Aid for gold mines (1967/8) and designed the State Aid formula which enabled many mines to survive a period of low gold prices; also various taxation committees, and the mining mission to Iran in 1974. He is a fellow and/or honorary life member of various technical societies locally and overseas, including the Royal Society of South Africa. During the period in the Government service he also handled several of the post-war lease applications in the Free State and Klerksdorp goldfields. The fact that decisions on new gold mines of critical importance to the State and the economy as a whole, were being taken on a limited number of drillholes without any scientific analysis of the risks of failure, stimulated him to start basic research into ore evaluation. His approach was based on the application of Mathematical Statistics to these problems, an approach of which very little was known world-wide at that stage but which had already been initiated in South Africa by Sichel via the lognormal frequency distribution model. In Krige's 1951 paper published in the Journal of the Chemical, Metallurgical and Mining Society of South Africa he covered the statistical explanation of the conditional biases in ore block valuations and stimulated the use by several gold mines of regression corrections for routine ore reserve valuations, a technique which, in effect, was the first use on an elementary basis of what is now known as kriging. His 1952 paper introduced, inter alia the basic geostatistical concepts of ‘support’, ‘spatial structure’,’ selective mining units’ and ‘grade-tonnage curves’. His 1951 paper was based on his M.Sc. (Eng.) thesis submitted in the Department of Mining Engineering to the University of the Witwatersrand, and expounded his pioneering work in geostatistics in more detail. His early research papers that had stimulated interest in several mining circles overseas, were republished in French in1955, resulting in a major research effort by French mining engineers in this field. This, in turn, led to the establishment of the now world-renowned French school of ore evaluation in Fontainebleau, Le Centre de Geostatistique de l’École des Mines de Paris. The Tertiary channel gravel deposits in northern California were selected Or detailed investigation by the U. S. Bureau of Mines as part of a national program to locate potential sources of gold that might be developed rapidly by large-scale mining operations. Five bureau research centers representing mining and metallurgy subsystems coordinated their efforts in a team operation to identify and investigate possible solutions to the problem area, that long have discouraged the resumption of large-scale mining in the deposits. This report summarizes the individual investigations, conclusions and recommendations conducted and prepared by all mining subsystems research groups after the completion of two years of field work at the deposits on San Juan Ridge in Nevada County, California. The studies indicate that modern mining technology can cope with the environmental problems that closed the immense hydraulic mines in 1,884. however, they also indicate that mining can be conducted with only marginal profits its unless the price of gold remains substantially above $70 per ounce or unless sufficient by-products can be recovered and sold to place the average value per cubic yard of gravel into a positive commercial range. The by-product potential of the Tertiary gravels remains to be investigated in more detail.

Technical developments in the American petroleum industry as regards exploration, drilling, production, and transportation were characterized by many anomalous conditions during the half decade 1914-19. A review of the literature of that period discloses the striking fact that individual geologists, engineers, and other technologists were surprisingly well versed concerning the occurrence of natural hydrocarbons and methods of extracting them and were acquainted with many of the physical and chemical characteristics that influence the behavior of fluids in natural reservoirs. However, the industry as a whole knew little of the correct application of recognized fundamentals; indeed, judged by present standards certain expediencies of self-styled "practical' operators seem cumbersome, if not evidences of ignorance.

The U.S. Bureau of Mines inventoried Federal mineral lands in Idaho and classified them in detail, section by section, according to their availability for mineral exploration and development as affected by legal restrictions and agencies' management practices. The Bureau also identified known mineral deposit areas (KMDAs) and areas conducive to oil, gas, and geothermal resources. This information is shown on maps (developed in part by geographic information system technology) that spatially compare the availability for mineral entry of Federal land with these KMDAs to demonstrate the extent and severity of restrictions on mineral entry. Idaho contains 53.1 million acres, 35.7 million (67%) of which is Federal mineral land. About 7 million acres of this land is within KMDAs that host medium-to high-value locatable mineral deposits; 36% of this land is available, 27% is slightly to moderately restricted, and 37% is severely restricted or unavailable. For the leasable minerals, about 1.8 million acres are within KMDAs that host medium-to high-value phosphate deposits, about 5.4 million acres are favorable for oil and gas resources, and 3.9 million acres for geothermal resources. The percentages of land availability are 30%, 45%, and 25% for the phosphate acreage, 38%, 34%, and 28% for the oil and gas acreage, and 43%, 30%, and 27% for the geothermal acreage.

This report was written in an effort to provide better control measures for low back pain (LBP) and low back disability in the mining industry. There are numerous factors associated with development of LBP, many of which can be effectively controlled while some cannot. Better job design is promoted as the best method of reducing cases of LBP and can also reduce the disability (i.e., lost time from work) associated with LBP when it happens. The report draws attention to what is currently known about LBP, what the causes are thought to be, and discusses recent back injury trends in the mining industry. Research describing unique physical demands in mining, such as the capabilities and limitations of working in awkward postures, is also presented. Methods that can be used to prevent initial LBP episodes are provided, including facilities design and layout for materials and supplies, use of mechanical-assist devices, improved design of lifting tasks, and better seat design. Methods of reducing the disability associated with LBP (including workplace design, proactive return-to-work efforts, communication, and management commitment) are also discussed. The report concludes that control of LBP and disability in mining requires a comprehensive approach to limit the repetitive loading that can occur on the low back due to manual materials-handling tasks and exposure to whole-body vibration (WBV). Specific recommendations include the following: ? Successful LBP prevention efforts require a proactive program that has strong management commitment and incorporates employee involvement. ? More efficient supply handling systems and use of mechanical-assist devices can greatly reduce exposure to hazardous lifting tasks. ? Lifting tasks should be designed to minimize low back stress. Tools to evaluate and redesign lifting tasks are presented. ? Improved seat design can reduce exposure to WBV and improve posture, leading to reduced LBP risk. ? The disability associated with LBP can be reduced. Getting the worker back on the job as quickly as possible is in the interest of everyone involved.

THE gold mining industry, in Canada as in other countries, has passed through trying times in the past year. The strains and stresses of war have drawn away much of its man-power, both from the labour and the management. The urgent needs of the war machine have greatly curtailed the amounts of steel and explosives that can be allotted to the mines; and the loss, by enemy action, of supplies of such essential things as rubber, bids fair to reduce operations still further, if not cripple them entirely in time. And, as if these difficulties were not enough, war on the psychological front has been declared on the gold mines. Earnest supporters of the war effort, well-meaning theorists, and perhaps others whose intent is less disinterested, have all combined to clamour against the continuance of gold mining. We have been asked, what is the use of taking gold out of one hole in Canada to put it into another in Kentucky. We have been assured that gold will never again have any value, except for filling teeth. We have been repeatedly adjured to look at Germany, how well it has got along without gold. We have been told that it is unthinkable, when this nation is girding her loins for war, that labour and materials should be diverted to this useless effort. Gold miners should be diverted to the base-metal mines, where they can produce something of real value to the war effort; or to war factories; or, in fact, almost anywhere, so long as they are got out of the gold mines. And, what has made the situation even more disturbing, it has seemed as if all this clamour might be convincing governments. In fact, as you all know, the government of the United States did actually take the step of ordering its gold mines to cease operations. Fortunately, however, for Canada, the facts that no large favourable effects resulted from that action, and that, in Canada, gold mining is a much larger part of the national economy than in the United States, have caused our government, so far at least, to avoid this drastic step. In talking about this, however, let me emphasize that I have no more inside information on the subject than any of you. Like Will Rogers, all I know is what I see in the papers.

This report (the second in a series of five) presents the mathematical development in extending the theory of sample reliability from a sample consisting of a fixed number of items to a sample consisting of a fixed amount of items. Examples of a fixed amount of items per sample are samples consisting of a fixed weight or a fixed volume of unequal size particles. The probability distribution functions (those here called the compound binomial and compound multinomial functions) are developed from fundamentals. Their distributions are generalized to include some measured characteristic of the items. Infinite population moments are derived from moment-generating functions, while finite population moments are developed from corresponding infinite population moments using the finite probability operator defined in part 1 of this series.

AUSTRALIANS and New Zealanders, whose countries have respectively yielded gold to the value of £666,000,000 and £96,000,000, are taking full advantage of the current high prices for that metal. There is a marked activity in ordinary prospecting, geophysical exploration, further development of working mines and reopening of old properties, formation of new companies, installation of new equipment and processes, and expansion of operations generally. Australian gold production last year was approximately double the quantity of 1929 and its value three times as great, 1929 being the low of recent years. The 1933 production was about 821,000 oz. From New Zealand, 165,000 oz. was exported last year. Papua and New Guinea contributed slightly over 100,000 oz. What the future price of gold will be nobody knows, but, even if it returns to the former level, Australian producers are almost sure of 110 shillings an ounce until 1940 through the Commonwealth Government's Gold Bounty Act, at present temporarily and necessarily suspended from operation.

Here are summarized 162 papers, published between 1933 and 1967, that deal with various aspects of ore genesis. Emphasis is placed on additions to, or modifications of, ore-formation theory, no matter what type of deposit is discussed. More space is given to papers on the formation of base-metal sulfides solely because more papers are written on this subject. The final conclusion is reached that a chemically and geologically sound theory for the genesis of ore deposits can be built around the concept of concentration of ore e’ements in a magmatically produced ore fluid and around such surface processes as may act to concentrate economically valuable materials from rocks of any origin exposed at the surface.

Having had occasion while in Europe during the past summer to visit some of the foreign mints and assay offices connected with the same, I thought a brief description of the general process of coining employed, and such items connected with assaying as were new, might prove interesting to the Institute. The principal foreign mints are: the Royal Mint, London; and the mints in Paris, Brussels, Utrecht, Berlin, Vienna, Copenhagen, St. Petersburg, Stockholm, Madrid, Milan, Rome, and Constantinople. My time only permitted my visiting a few of the principal and largest given in the list, and for a description of the remainder I am indebted to the kindness of Mr. James M. Napier, who in company with the deputy master, and chemist of the Royal Mint, made a complete inspection of all the European Mints in 1870.
