The objectives of this study were to examine a representative cross section of formal safety analysis techniques developed for the nuclear and aerospace industries, to recommend those methods that would be suitable for application to the mining industry, and to include those methods in a user's manual. Volume II of this report, the user's manual, describes several methods that were determined to be immediately transferrable to the mining industry. The handbook gives detailed instructions on appropriate application and utilization of the methods. Other techniques will require further development before they can be effectively transferred to the mining industry.

There was a time when an occasional failure of a tailings embankment was considered an acceptable risk associated with mining activities. This is not the case anymore. A major tailings failure today could result in the indictment of mine officials, huge fines and a possible site closure due to the loss of operating permits. As a result of this changed operational environment, tailings disposal facilities must be operated with these potential consequences in mind. Physical controls for tailings embankments are prohibitively expensive. However, the nuclear industry has developed a system of administrative controls as an alternative to physical controls. Administrative controls may be defined as control of actions, through organizations and management, using written procedures, record keeping, review and audit to assure operation of a facility in a safe manner (10 CFR 50). Administrative controls can reduce the cost of operating tailings impoundments, as well as increase the level of confidence in these facilities.

Late Cretaceous Blue Spur Conglomerate preserved as isolated remnants at Gabriels Gully, Weatherstones, Forsyth, Waitahuna Gully and Adams Flat was deposited during the intiation and early stages of extensional movement on the Tuapeka Fault zone at each locality. The deposits represent successive courses of a single fluvial system flowing across the Tuapeka Fault zone from the up-thrown (northeast) block. Each course, beginning with the channel at Gabriels Gully, was abandoned as a result of uplift-induced defeated antecedence in favour of a new course farther to the southeast around the southeast-propagating tip of the Tuapeka Fault zone. Schist and quartz in the conglomerate was derived ultimately from schistose rocks northeast of the Tuapeka Fault zone. Caples Terrane greywacke detritus in the middle and upper beds of the conglomerate was probably recycled from pre-existing sedimentary cover on the up-thrown block, following initiation of uplift on the Tuapeka Fault zone at each locality. Most of the gold is derived from vein sources in Otago Schist rocks to the north, and/or associated placers. Hydrothermal veins at Waipori, Hindon, Barewood, and Macraes are the most likely primary sources. There is no evidence to support previous interpretations of deposition by river systems flowing from the southwest, or axially along the Tuapeka Fault zone from northwest to southeast. High gold grades within Blue Spur Conglomerate should have a linear trend more or less similar to the orientation of the host channels, but are likely to drop off rapidly to the southwest. Extensions of the conglomerate-filled channels are unlikely to be preserved, but there is a strong probability that younger placers recycled from the former channels exist.

The commercial application of electrolysis to zinc sulphate solutions for the production of metallic zinc is a development ·of the past twenty years. Earlier attempts failed to give satisfactory results, chiefly because certain harmful elements were either not recognised as being present in the solution, or, if recognised, suitable methods of removal had not been developed. The electrodeposition of zinc from zinc sulphate solution is extremely sensitive to the influence of a great many factors, all of which appear to be closely inter-related.Some of these factors tend to minimise the necessity for a high degree of purity of the solution, while other factors aggravate the harmful nature of certain impurities.The relationship existing betweBn the various factors in zinc electrolysis makes a general discussion of the injurious effect of impurities very difficult since, under one set of conditions a given concentration of an impurity may be of minor: importance, where its under another set of conditions the same concentration of that impurity may prove dangerous to successful electrolysis.

Two remediation strategies have been considered to reduce the levels of acidity and dissolved metals in acid mine drainage discharging from Sullivan Mine, West Coast, New Zealand. The oxidising strategy involves adding alkalinity and dissolved oxygen (DO) resulting in the precipitation of metallic oxides and decreased acidity. The reducing strategy involves removing DO, resulting in the precipitation of metallic sulfides, followed by addition of alkalinity to decrease acidity. Field remediation trials indicate a reducing system may be more effective for this site than an oxidising system. A residence time of only two hours in the limestone layer of a successive alkalinity producing system (SAPS) is sufficient to reduce acidity by 100 per cent, iron by 71 per cent, aluminium by 59 per cent, nickel by 38 per cent and manganese by 26 per cent. The proposed remediation plan will likely include a series of SAPS, followed by an anoxic limestone drain, and settling ponds to capture any remaining precipitates.

Iron ore pellets are a preferred feedstock for ironmaking. One method used for pelletizing is the grate-kiln process, first established in 1960.During the past decade, the establishment of new grate-kiln plants has increased rapidly, especially in China, and new constructors of pellet plants have started to operate in the market. It is well known that the grate-kiln method yields a superior and more consistent pellet quality compared with the straight-grate process. However, certain issues exist with the grate-kiln plant, which are discussed here, together with proposed practical solutions.

In the past, mining has represented between 11% and 12% of the gross domestic product (GDP). In 1982, mining contributed over $150 million to the estimated $1.4 billion GDP.2 Overall economic growth for 1983 was projected at about 2%, primarily as a result of increased tourism. The inflation rate remained at or fell below the 1982 level of almost 4%. The Government continued its efforts to strengthen the industrial base by improving infrastructural systems and the establishment of a free trade zone. Laws against property ownership by foreigners or foreign-owned companies were strengthened, but the prohibition was softened to allow for close family inheritance. Otherwise, Government approval must be obtained to retain property acquired through inheritance, court order, mortgage, or other means. Special consideration was granted to foreign investors seeking to promote industries beneficial to the economy.

As a result of the increased depth of mining in the South African gold mining industry mining induced seismicity is a severe problem. One of the strategies within the industry to contain the problem is to incorporate a system of regularly spaced stabilising pillars into mine layouts. At the Driefontein Gold Mine a system of closely spaced dip pillars is used to contain seismic energy emissions. Comparisons of seismic data for several mining clusters initially indicated a possible measure of success in the containment and occurrence of larger events. A detailed analysis of data over a 5-year period since the start of mining however, has revealed a delayed seismic response to the increasing strike spans. Significant changes marked by an increase in certain seismic variables have been observed at mining spans of between 100 to 120 meters and could be of significance to pillar spacing in the design of deep level mining layouts. La sismicité occasionnée par l’exploitation minière est un problème grave dans les mines profondes de l’industrie minière aurifère en Afrique du Sud. Une des stratégies utilisées dans l’industrie a été de maîtriser le problème en incorporant un système de piliers de stabilisation régulièrement espacés dans la disposition des mines. A la Driefontein Gold Mine, un système de piliers de pendage proches les uns des autres est utilisé pour contenir les émissions d’énergie sismique. Au début, des comparaisons de donnés sismiques pour plusieurs groupes d’extraction ont indiqué un succès possible dans la limitation et l’occurrence d’évènements sismiques. Cependant, une analyse détaillée des données sur une période de 5 années a révélé un délai entre la progression de l’extraction et une réponse sismique accrue. Des changements considérables dans les variables sismiques ont été observés dans des intervalles d’extraction entre 100 et 120 mètres, ce qui pourrait être significatif pour l’espacement des piliers dans la conception de la disposition des mines de fond. Resultierend aus den zunehmenden Tiefen des Bergbaus in der südafrikanischer Goldbergbauindustrie stellt sich die vom Bergbau hervorgerufene Seismizität als bedrohliches Problem dar. Es war eine der Strategien innerhalb der Industrie, das Problem dadurch einzudämmen, daß regelmäßig plazierte Stabilisierungspfeiler in den Bergbaulayouts inkorporiert wurden. In der Driefontein Gold Mine wird ein System von knapp aneinandergesetzten im Abfallbereich befindliche Pfeiler benutzt, um seismische Energieemissionen einzudämmen. Vergleiche der seismischen Daten für mehrere Bergbaugruppen zeigten anfangs ein mögliches Maß von Erfolg in der Eindämmung und im Auftreten von größeren Fällen an. Eine ausführliche Analyse von Daten über einen 5jährigen Zeitraum hat jedoch ergeben, daß eine Verzögerung zwischen der Progression des Bergbaus und einer erhöhten seismischen Reaktion besteht. Bedeutende Änderungen in den seismischen Variablen wurden an Bergbauspannen von 100 bis 120 Metern beobachtet und könnten für Abstandsbemessung von Pfeilern im Design des Tiefbergbaulayouts von Bedeutung sein.

The MODSIM mineral processing plant simultor is used to find optimal combinations of target separation specific gravities in a typical modem coal washing plant. A plant that is set up with these optimal targets can deliver up to 10% more yield at the same ash content as the same plant set up with separation targets chosen by conventional methods. MODSIM is the only simulator currently available that can simulate the liberation of pyrite and other mineral matter during open- and closed-circuit grinding operations. The simulator can therefore be used to assess the benefits of grinding operations in the flowsheet.

During the last two decades, China has expanded its iron and steel industry very quickly, from less than 100 Mt/a steel production to over 700 Mt/a. It caused big increases in both domestic iron ore production and imported iron ore quantities year by year. The mode of iron ore supply has changed from almost all domestic supply to major tonnes of imported ore plus domestic ore supply. Over 200 blast furnaces with volumes larger than 1000 m3 each have been built and put into operation. Sinter machines have been enlarged quickly. There are now 135 sinter machines with =200 m2 sintering area each. Pellet production increased from 11.94 Mt in 1999 to 210 Mt in 2011, resulting from rapidly increasing domestic concentrate supply and rapid development of the grate-kiln process. The typical ferrous burden constitution is high basicity sinter plus pellets plus lump. The pellet proportion increased and the sinter proportion decreased gradually. A lot of technical improvements, like deep bed sintering, sintering with a high ratio of limonite, composite sintering, pellet process optimisation, a high ratio of hematite in pelletisation, blast furnace operation with low-grade ferrous burdens and hazardous element control, etc have been made to enhance iron burden quality and to reduce hot metal cost. Chinese iron and steel production is expected to increase slightly in the next few years. Its overcapacity should be controlled effectively. Given the variations of iron ore supply, pellet production will keep progressing in terms of production scale and pellet quality, the sintering process will be improved further by various measures to utilise different ores efficiently, and ferrous burden constitution will be optimised continuously to realise the lowest cost of hot metal production.CITATION:Sha, Y and Wang, Z, 2013. Charleston Water System?s Daniel Island Extension Tunnel, initially thought to be the simplest of the four replacement tunnels to design and build, became the most challenging after the discovery of an unexpected 30-ft thick lens of sand in the normally consistent Cooper Marl while sinking a shaft on Daniel Island. This paper will explore the challenges involved with determining the extent of the unforeseen lens of sand, the accelerated boring program, and the redesign of the vertical alignment?keeping the alignment between the sand layer and the bottom of the Cooper River. It will describe how the challenges were overcome, and how the Owner, Engineer, and Contractor were able to team together to achieve the desired results.

The Alpala copper-gold deposit is a recent, high-grade porphyry Cu-Au discovery located in the Imbabura Province of north-western Ecuador. The deposit lies along the crustal-scale Chimbo-Toachi Fault Zone within the Dagua-Piñon terrane, which is an oceanic plateau accreted to the South American convergent margin in the Late Cretaceous. The deposit is hosted by quartz diorite stocks that intrude andesitic volcanic breccias of the Oligocene to mid-Miocene San Juan de Lachas Formation. Miocene-age calc-alkaline plutonism is associated with porphyry Cu, Cu-Mo and Cu-Au deposits in southern and northern Ecuador. The Alpala deposit lies along a sector of the Miocene arc that has recently been underplated by the Carnegie Ridge seamount chain that induced shoaling of the subducted Nazca plate beneath northern Ecuador.Surface expressions of the deposit were recognised in May 2012 during follow-up of stream sediment anomalies, when outcropping sheeted and stockwork porphyry-related veins were discovered in Quebrada Alpala. The roots of a NW-trending, structurally-controlled lithocap were recognised over an area of 4.5 × 0.9 km. The remnant lithocap exhibits well-defined mineral zonation mapped by TerraSpecTM analyses on grid soil samples. Soil sampling, heliborne magnetic surveying and channel sampling defined initial drill targets.Seven diamond drill holes were completed in the year from September 2013. Drill hole CSD-13-005 intersected 672 m grading 0.93 per cent Cu and 0.91 g/t Au in high-temperature, inner propylitic and locally potassic-altered quartz diorite intrusions. Overlying hydrothermal clay alteration assemblages define the base of the lithocap. A NW–SE trending footwall structure defines the south-west margin of the deposit. Drill hole 5 intersected high-grade sheeted ‘B-type’ and ‘C-type’ veins (Gustafson and Hunt, 1975) that lie along the south-west margin of an 1100 × 500 m magnetic anomaly that is the focus of ongoing exploration.CITATION:Rohrlach, B, Poma, O, Rosero, B, Silva, J and Ward, J, 2015. The nature of fracture and factors that control the extent of fracture in the tumble-drum and drop-tower tests have been identified. The product-size distribution, on which the standard strength indices for these tests are based, and the breakage rate constants depend on a number of factors other than the strength of the lumps. The standard indices and rate constants are meaningful only in a comparative context and for events whose loading mechanism is similar. The results of experiments on three Australian ores, from Yandi, Koolan and Mount Whaleback, are used in combination with fracture mechanics theory to explain why different tumble-drum standards have been found to be fully consistent. A more meaningful measure of strength could be the parameters of the Weibull function, scatter and average strength

A reliable laboratory method to characterize the response of free gold particles to flash flotation conditions has been developed. The test has been performed on free milling gold ores as well as synthetic ores, using either a gravity concentrate or gold powder as the gold source, to assess the floatability of gold particles. Trends in free gold flotation kinetics, as well as size and milling effects, were identified for gold recovery based on the different feed types, reagent dosages, and residence times. It was shown that the ultimate recoveries and kinetic trends of gold particles from the gravity concentrate could be enhanced with increased dosage of collector, potassium amyl xanthate. Interestingly, in comparison to gravity-recoverable gold, recovery from pure Au powders was better in collectorless flotation, and cumulative recovery decreased with higher levels of collector addition. Improved coarse particle recovery appeared linked to increased collector additions for both the gravity concentrate and the pure gold powders. In general, coarse gold particles demonstrated slower kinetic rates thaen the fine or intermediate components incomparable tests.

The action of water on a number of Queensland shales which are associated with particular coal measures and oil shales has been studied. The results suggest that the disintegration of some of the shales could cause significant problems in mining and preparation operations. The extent of shale breakdown varies widely from deposit to deposit and from seam to seam but a suitable assessment procedure utilises the test described in AS 1661-1979, and an improved method of presenting the results is described in the paper.

Interest in the tantalum-niobium minerals has been greatly stimulated in Western Australia by the fact that these rare minerals occur at numerous localities in that State, and in the adjoining parts of the Northern Territory, sometimes in mineable concentrations, as at Wodgina and Greenbushes. A large proportion of the world's tantalum comes from these deposits. The late Dr. E. S. Simpson, in particular, made an extensive study of the chemistry and mineralogy of these minerals, and the following observations are based upon the examination of specimens which he and Mr. H. Bawley, Government Mineralogist of Western Australia, have submitted to me for examination from time to time. The fact that so many of the specimens have been analysed provides a unique opportunity for the interpretation of the phenomena observed in the polished sections.TANTALITE-COLUMBITE SERIESIt has long been considered, on the basis of crystallographic form, chemical analyses, and specific gravity measurements, that ferrotantalite (FeO. Taz05), manganotantalite (MnO. Taz05)' ferrocolumbite (FeO. Nbz0 5), and manganocolumbite (MnO. Nbz0 5 ) form a complete isomorphous solid solution series (Simpson, 1937) and this is confirmed by study of polished sections of these minerals, Pehrman (1929) examined a series of five analysed specimens with Nbz0 5 contents as follows:-

While there is no specific obligation on the part of any applicant to consult directly with tangata whenua (people of the land), recent cases highlight the need to engage in active consultation in order to avoid serious objections and delay, particularly where a proposal may affect the matters referred to in section 6(e) (Waahi tapu/sacred places) and 7(a) (KaitiakitangaiGuardianship) of the RMA.   The Environment Court has shown some sympathy for tangata whenua where waahi tapu and other significant matters of cultural concern are at risk because of a proposed development. There are several practical steps that can be taken to minimise the potential for serious objection including: ò knowing who to contact and how to contact them; ò demonstrating empathy for the concerns of tangata whenua; ò engaging in proactive consultation, for example meeting at a time and a place that is suitable to tangata whenua, and a preparedness to meet the costs of tangata whenua etc; ò demonstrate an awareness of tangata whenua issues; being aware of the types of mechanisms that are available to remedy, avoid etc adverse effects on matters of concern to tangata whenua.

A pilot steel ladle injection facility designed to assist in the production of high quality steels suitable for use in pipelines has been built and commissioned at the Basic Oxygen Steelmaking (BOS) plant at Port Kembla Works.The plant design and the injection procedure are described.The performance of the unit and some metallurgical results are discussed in terms of the addition to the steel ladle of various quantities of calcium silicide and a lime based material. The effects of these additions on sulphur content and inclusion morphology and hence on steel ductility are also presented. The influence of ladle lining on desulphurisation is illustrated.On the basis of the experience gathered in the pilot plant a permanent and more sophisticated injection facility has been designed.

Tumbling mills and some theoretical and practical aspects of milling are discussed. Attention is directed towards the difficulty of relating the dynamical analyses of the motions of particles within mills to the existing treatments of breakage processes. This synthesis may be advanced by a study of milling that utilizes the matrix analysis of breakage processes. Application of the matrix analysis to results obtained on (i) grinding in open-circuit a zinc ore in a conical pebble mill and in a modified conical mill, (ii) "grinding of cement clinker in a compound mill, and (iii) to some drop-weight grindability tests is discussed. It is shown that the 'IT-breakage model adequately describes the breakage processes of each of the tests. (The proportion broken in each breakage cycle is given by 'IT and is independent of particle size.)The size distributions of the products are accurately predicted in the cases considered. Matrix analyses of the breakage of coals, various ores and a cement clinker have been made. Appendices give an elementary account of the matrix methods and give the equations fully describing reverse order closed circuit operations. The matrix analyses of breakage processes and the survey are used to examine briefly closed circuit grinding.INTRODUCTIONTumbling mills are slow-speed crushing and grinding machines which have been developed from some fairly simple types into many widely differing forms. Over the past eight years, Phelps Dodge (a subsidiary of Freeport-McMoRan Copper & Gold, Inc.) devoted a significant amount of effort to the development of a suite of processes for the effective hydrometallurgical treatment of copper sulfide concentrates. This effort resulted in the development of high-temperature (>200ºC) and medium-temperature (150° to 165ºC) pressure leaching processes. Specific configurations of both processes have been commercially demonstrated at Phelps Dodge?s facility in Bagdad, Arizona. This paper reviews in detail the chemistry of medium-temperature pressure leaching of copper concentrates and reports on the process development work conducted by Phelps Dodge and others for this technology. This paper is Part I of a four-part series on this technology. Part II covers the development of medium-temperature pressure leaching and direct electrowinning technology; Part III considers the large-scale demonstration of the MT-DEW-SX process at Bagdad, Arizona; and Part IV addresses the development and design of a full-scale commercial application at Morenci, Arizona.
