The traditional view taken of commodity prices is that they are cyclical, with strong demand boosting prices and attracting new suppliers. The resulting increased supply pushes prices down with consequent exit of the higher cost producers. And so the process repeats itself. Little attention is given to shifts in underlying global issues and their effect on the traditional process which is seen as being controlled by ?amorphous? market forces with producers profiting from the good times and trying to survive in the bad.. The questions posed are: does this still apply and will it apply into the future? What new factors are affecting the cycles? Can we expect to find the traditional commodity cycles repeated in the 21stcentury? Are producers powerless within the forces of the cycles? Forces likely to affect future commodity prices will be suggested, using gold, zinc, copper, tin and coal as case studies. The long-term downward trend in the real price of commodities is identified.

The first reinforced earth railway bridge abutment in China has been successfully constructed of September, 1985 under the supervision of the Reinforced Earth Researth Group of Shanghai Institute of Railway Technology. In order to verify the reliability of the designed structure and its behaviuors, the 1:10 reduced scale model tests in laboratory and field tests on the actual structure during construction were proceeded. Various loads of different positions were charged, the vertical and lateral earth pressure in the filling soil, the stresses developed in the reinforcements, and the deformations of the models or the actual structure were recorded in those tests. The behaviors recorded are presented and discussed in this paper.

Although not fully accepted in South Africa, the Theory of Sampling originally proposed by Pierre Gy is fast becoming the cornerstone of sampling practice throughout the world. The growing acceptance of Gy?s Theory of Sampling in South Africa can be attributed to a number of factors, chief amongst them being the development of a tradable mineral asset market, the promulgation of the Mineral and Petroleum Resources Development Act (MPRDA), the growing number of commercial and academic courses that are offered on sampling, and the regulation of the industry through internationally acceptable guidelines and rules for reporting and trading in mineral assets. The size of the South African minerals industry and the dependence of our economy on mineral production have also meant that correct sampling is of key importance to mineral trade. ISO standards have been the principal guides for producers of mineral bulk commodities who produce to customers? specifications, whereas Gy?s insights have been most readily accepted by precious and base metals producers whose product is sold into metal markets. Understanding of small-scale variability is essential in the precious and base-metal industries, but detailed studies of the effects of heterogeneity have not been as productive in the bulk commodities. Sampling practices at different stages of mineral development from exploration, face sampling and grade control, ore processing and handling, metallurgical sub-sampling, point of sale sampling, and sampling in the laboratory are considered in the gold, platinum, ferrous metal, and coal industries. A summary of the impact of poor sampling in these industries is presented. Generally it appears that poor sampling practice is most likely to erode mineral asset value at the early stages of mineral development. The benefits of good sampling are considered, especially with regard to the financial implications of bias and error on large and consistent consignments of bulk commodities. "Over the last 15 years, there has been a number of plant scale sulfide mineral flotation tests organized by this author specifically aimed at understanding how flotation rate varies with reagent type and dosage. With regard to the Interaction of collector dosage, particle size, and frother type, the eight specific trends listed in the paper (Illustrated with data from two specific case studies) are qualitatively the same for almost all plants studied in some depth. The Interaction of flotation rate K and equilibrium (Infinite time) recovery R in the plant has been denoted as the R/K trade-off. The effect of collector dosage on the rate of flotation of specific particle size intervals is particularly interesting and once understood, is quite useful In understanding how industrial flotation plants respond to changing reagent type and dosage. The location and magnitude of the R/K trade-off can be different for various ores and various plant configurations, but the RIK trade-off is almost always present. The purpose of this paper is to clearly describe and illustrate the nature of this very Important flotation system Interaction so that operating engineers have a starting reference point for beginning successful plant Improvement studiesIntroductionIt is well recognized by industrial froth flotation plant operators that improving existing sulfide circuit performance is often difficult due to the self-compensating systems nature of the froth flotation system, e.g. Klimpel (1988, 1989, 1995). Extensive plant testing with existing and new reagents by this author throughout the world has clearly shown that one of the more important self-compensating mechanisms is the Interaction between collector dosage, frother type, and particle size. The term self-compensation in flotation simply means that as the plant operator consistently changes one parameter in the same direction, the nature of the froth flotation system Is such that the circuit will eventually begin to resist this controlled parameter change by automatic (uncontrolled) changes In other parameters and the overall circuit performance will go through a maximum or minimum (hence causing the operator to stop the parameter change)."

The development of a laboratory and pilot-scale high-tension electrostatic flowsheet for the production of iron-ore super concentrates having silica contents in the range of 0.1% is presented, A variety of hematite and magnetite ores were tested with this flowsheet, and the pertinent metallurgical data are given. The applications and limitations of this process are brought out in terms of both practical and theoretical considerations. There have been many new developments in the past few years that have required mineral beneficiation engineers to consider new techniques for iron-ore concentration. Developments in iron powder metallurgy, and particularly the making of sheet metal directly from high-purity iron-ore concentrates, and the concept of using metallized pellets as a substitute for scrap in electric-furnace steelmaking have created demands for what is commonly referred to as iron-ore superconcen-trates. In most cases, specifications for superconcentrates are that they contain less than 0.1% total gangue, with some applications requiring less than 0.05% gangue. To produce these concentrates, new and modified processes are being developed, and the three methods receiving attention as the primary concentrating methods are: 1) Magnetic separation in which dry rotor-type equipment is used for magnetite and the high-intensity magnets are used for hematite. 2) Amine flotation. 3) "High-tension" electrostatic separation (or, elec-trodynamic concentration). This paper examines the high-tension electrostatic process in terms of its limitations and abilities for the production of iron-ore superconcentrates. A technically effective and simple flowsheet was developed through laboratory and 5 and 100-ton pilot-plant studies for the production of concentrates containing from 0.02 to 0.20% SiO, with iron recoveries between 85 and 90%. The process is also shown to be economically feasible. Laboratory Test Program Separation Characteristics: The suitability of the electrostatic high-tension method for iron-ore supercon-centration stems from the fundamental mechanism governing the process, i.e., particles are separated on the basis of differences in electrical conductivities. This conductivity is a characteristic property of minerals, and if the difference between the conductivities of two min- erals is great enough, then their separation can be performed by a high-tension machine. As shown in Figs. 1 and 2, the critical factor is the time necessary for the particle charge density, which is established by a corona discharge field, to decay to a level such that the centrifugal force acting on the particle exceeds its electrostatic, or image, force. At this point, the particle can leave the rotor at some trajectory and fall into an appropriate product receptacle. This decay time is directly proportional to electrical conductivity, and the process variables, such as feed rate, rotor speed, electrode configuration, and rotor composition, are selected to optimize the ability of the separator to resolve different conductivities. Table 1 lists the measured conductivities for some of the iron and gangue minerals used in developing the flowsheet. These results were obtained by using the conductivity cell described by Lawver and Wright.' The U.S. Geological Survey has completed a dig-ital coal resource assessment of six of the top-producing coal beds and coal zones in the northern and central Appalachian Basin coal regions. These include the Pennsylvanian-aged Pittsburgh, Upper Freeport, Lower Kittanning, Fire Clay, Pond Creek, and Pocahontas No. 3 coal beds and coal zones. Resources were calculated on all of the coalbeds/zones, with the exception of the Lower Kittanning coal bed. Preliminary original resources are estimated at about 93 billion short tons (84 billion tonnes), of which about 66 billion short tons (60billion tonnes) remain. Much of the remaining coal in all five coal beds/zones is thinner [<3.5 ft (1.07m)] and deeper [>1,000 ft (305 m)] than the coal that has been mined, but economic resources are still available and mining in each coal bed/zones will continue throughout this decade and into the next given current market conditions.

The authors have conducted several investigations into the prediction of the beach profile of high-density tailings and have found that there are a number of important considerations that need to be taken into account over and above the reliability of the beach profile prediction methodology. These considerations relate to the chemistry of the slurry and specifically the influence of pH and flocculation, both of which have a significant influence on the rheology of the slurry at the discharge point. A number of examples are discussed and a potential testing protocol that will assist in assessing the influence of chemistry ahead of the beach profile predictions is presented. A methodology for assimilating the results of the testing into the likely field situation is discussed, and suggestions are made on application of the results in beach profile prediction. Three stages are involved in the complete design and evaluation of an open cut mine. These are:1. design of the optimu,m ultimate pit, and selectionof the optimum mill capacity,2. development of production schedules, with intermediate pit designs, and3. evaluation of the project, based on factors from stages 1 and 2, by means of discounted cash flow analysis.Stage 1 requires relatively complete information on metal distribution, metallurgical performance, and cost factors, which is used to design a series of pits, corresponding to a range of milling rates.For each milling rate considered there is a unique pit design which maximizes operating profitability. The computer outlines this design (in terms of size, shape, and location; tons and grade of ore; and tons of waste), by considering the effect on profitability of mining each block in the mineralized inventory in relation to every other block which would be affected by its removal.The computer selects only those blocks for mining which result in an overall increase in profitability, maintaining pre-determined wall slope conditions throughout.Both operating profitabilities and capital costs increase with throughput, and the two curves will combine to produce a flat peak in net profitabilities at a certain rate, with its associated pit design.Stage 2 can maximize head grades early in the life of the operation. This increases the projected present value, but there are good arguments for maintaining steady head grades throughout the life of the mine.A modification of the programme used in Stage 1 is used here.Stage 3 is a conventional discounted cash flow analysis, using factors obtained in stages 1 and 2. It can be computerised, but a manual treatment is probably just as fast overall.

Within a 30-mile radius of Sudbury, Ontario, the Ontario division of the International Nickel Co. of Canada, Ltd., operates nine underground mines and two open pits. Prior to 1966, ore removal from the underground workings was mainly by scraping, using 125-hp electric slushers in blasthole and caving mining, and 30-hp or less air-operated slushers for fill- method mining. The development and evaluation of low-profile, diesel-powered front-end loaders, designed specifically for underground operations, was followed with keen interest during the period 1964-1965.

Paper written on project work carried out in partial fulfilment of Bachelor of Engineering-Mining Venetia Mine, an open-pit diamond mining operation in the Limpopo Province of South Africa, currently has a mixed haul truck fleet consisting of Caterpillar 785B and C; 789C; modified 793D and 793D. Even in an ideal situation these trucks have different cycle times, which causes queuing at the loading area and their different speeds cause bunching on the ramps, leading to higher overall cycle times and lower productivity. This problem was identified but the root causes of the problem were not investigated and quantified. A time and motion study on the haul trucks was thus undertaken to measure actual cycle times and compare them to ideal cycle times as well as to observe any reasons for deviations. Ideal cycle times are partly evaluated on the basis of simulation and partly from production optimization expert input. Several areas that affect production were identified and these include: haul road conditions, the control room, dispatching programme and dispatching data management, as well as truck-shovel matching. The investigation was important in establishing control parameters for haul fleet operation since time spent queuing is production time lost, which defers waste tonnes to later in the life of mine, thus decreasing the tempo at which kimberlite is exposed.

The Cliffs and Associates Limited (CAL) 500,000 tpy HBI plant located in Trinidad was commissioned after modifications in early 2001. This plant employs the novel Lurgi Circored® process to reduce iron ore fines using a combination of circulating fluidized bed and conventional fluidized bed reactors in a hydrogen based. This paper will review the advantages offered by working in the Caribbean nation of Trinidad and Tobago, the Circored® processes, and plant start-up experience.

The physical beneficiation of iron ore that has a wide particle-size distribution is problematic, regardless of the process applied, whether dense medium separation, gravity concentration, magnetic separation, or flotation. The problem of particle size is further compounded when there is a significant -10 µm fraction. Generally the approach to a wide particle-size distribution is to split into narrower size ranges and treat each separately. More often than not the -10 µm fraction is not treated but discarded. This approach results in a more complicated and expensive flow sheet and the loss of any potential value in the -10 µm fraction. Wet high-intensity magnetic separation (WHIMS) bench-scale test work was conducted on a haematite-rich material with a particle size of -200 µm. What made this material different was that it contained a 60% -10 µm fraction, hence discarding the -10 µm material was not an option. The objective of the test work was to determine how to maximize the recovery of the haematite across the full particle size range. Given the unusual particle size distribution, it was concluded that WHIMS would be the only practical beneficiation route. The -200 +10 µm and -10 µm fractions were treated separately and together under varying WHIMS conditions. For a given concentrate grade, the mass yield obtained was greater when the total particle-size distribution was treated. The inferred optimum conditions, using the same material, were tested on a pilot-scale WHIMS and similar results were obtained.

One would anticipate that after 40 years in the mineral industry it would be simple to project the trends at least 5 or 10 years into the future. However the last 20 years, 1950-1970, have been so different in the mineral industry from the years 1930-1950 that I suggest only 20 years or so are relevant to any forward projection.Those, of us that have been about during the last 40 years find it hard to relate the two periods.The first with the depression, low base metal prices, attempts to revive the gold industry, very little export of minerals, and finally World War II and the recovery period.The second, a period of unimagined discoveries and the reappraisal of a wide variety of minerals and metals-iron, coal, bauxite, beach sands, manganese, oil and gas, and nickel, to name but a few.The second period started early in the 1950s and was triggered off by the search for oil in Australia.Rough Range No. 1 was an important milestone in our history because it initiated a series of speculations and the re-examination of much of our thinking about our mineral resources. It lead to the discovery of bauxite and the start of a flourishing aluminium industry.The realization of the extent of the iron ore resources was another, major step and the influx of overseas capital and competence started the large wave of development made effective by the Japanese markets.The momentum of the late 1950s has carried us to where we are today and will undoubtedly carry us further forward in the next few years.All this development in the mineral industry has come at a time when our pastoral industries have reached a difficult period. The minerals Industry carries out over US$ 2 billion of R&D annually. The R&D is performed at three levels ? in house research facilities; on a one-on-one basis with a research provider; as syndicated (collaborative) research. The key to a successful R&D programme is project selection. It is suggested that at this time of ?bounty? for the minerals industry the research portfolio should contain some ?blue sky? but potentially long term significantly beneficial projects. This said, the projects should align the technical concepts with the business imperatives. AMIRA has found the ?Road Map? concept has assisted in defining areas for R&D. Examples of this methodology using a Copper Road Map developed by AMIRA for the copper producers operating in South America is presented. The benefits derived from syndicated research are also discussed.

Esso-BHP have installed a production supervisory control system that is presently controlling the offshore oil and gas facilities on the Barracouta and Marlin platforms from an onshore master station. This control is achieved with a computerized master station onshore which uses a UHF radio system for telemetry and control.The system is designed to control, monitor, and gather data from a large number of oil and gas production platforms and has flexibility to handle future variations in operating conditions.The system will be extended to the Halibut platform late in 1970 and to the Kirlgfish platforms during 1971.

Transportation accounts for some 26% of all mine accidents in South Africa. Although this figure may not be as prolific as fall of grounds accidents or accidents caused by seismic events, the enormity of transportation accidents demands attention, especially as many of these accidents are avoidable. This paper investigates vertical (i.e. shaft), horizontal (i.e. haulages), and in-stope transportation systems and their function as it applies to safety. Recent transportation accidents are discussed looking at current trends within the three transportation areas. In the shaft area, discussions will focus on handling of material cars, loading and off-loading of the workforce and management of shaft orepass systems. The horizontal component will focus on personnel transportation, safety around trains and hoppers, and handling of material in the cross-cut. The discussion on in-stope transportation will focus on the general congestion of the stope environment and how it affects the overall movement of personnel, material, and rock. Of concern are the large numbers of material handling and scraper winch accidents that occur and which will be discussed in some detail. The paper will conclude with a section on proposed guidelines within the three above-mentioned systems for mine engineers to consider in mine design and life of mine planning and scheduling. The Loma Prieta earthquake occurred on October 17, 1989 at 5:04 PM, Pacific Daylight Time. It measured 7.1 in magnitude and was felt from Los Angeles north to the Oregon state line and east to western Nevada. The epicenter of the earthquake was located along the San Andreas Fault, in the Southern Santa Cruz Mountains just north of the City of Watsonville, California. It was the largest earthquake to occur in the San Francisco Bay area since the 1906 earthquake. A total of 87 aftershocks of Magnitude 3.0 or larger were recorded within 21 days after the seismic event. As a result of this earthquake thirteen State-owned and five locally-owned bridges were closed to traffic. Three of the most publicized State-owned structures closed to traffic were Struve Slough Bridge, San Francisco-Oakland Bay Bridge and Cypress Street Viaduct. Struve Slough Bridge was twin slab bridges that collapsed and were rebuilt and open to traffic three months after the earthquake. San Francisco-Oakland Bay Bridge experienced collapse of upper and lower spans at Pier 9 and was reopened to traffic one month after the earthquake. The Cypress Street Viaduct experienced collapse of 48 bents that resulted in the upper roadway falling onto the lower roadway.
