Ontario Power Generation is building a 10.4-km water diversion tunnel in Niagara Falls, Canada. The tunnel is a two-pass, cast-in-place prestressed concrete-lined pres-sure tunnel with a nominal internal diameter of 12.7 m. It is mostly situated within the Queenston formation which swells in contact with fresh water and has very aggressive groundwater. Tunneling in this material presents challenges in both design and construction. The tunnel design includes for a membrane to eliminate the potential for rock swelling and to protect the concrete liner from the ground conditions. A unique three-stage Geotechnical Baseline Report (GBR) is being used and is expected to provide an equitable method of dealing with any variations in subsurface conditions.

LTl’s MapStar LPS (laser positioning system) utilize both tripod mounted and hand held reflectorless distance meters. These are eye safe, easy-to-use, and specifically designed to endure the harsh environment characteristic to the mining, quarry and explosives industries. Survey data collected by the systems is digitally stored in a ruggedized data collector and then processed with a specialized, interactive software program, which can be run on any standard PC. Win Prof, the Windows-based analytical software package is used to reduce the data for generating bench face profiles, surfaces, volumes, estimating true burdens and mining ratio calculations. In addition, the software has many other built-in routines to calculate powder factors, toe shear, to map structural contacts and to predict the flyrock potential based on the Burden to Energy ratios. An extensive, built-in library of explosive’s data facilitates these calculations. It will also conform automatically to user-specified minimum and/or maximum burden in relation to the explosive energy, hole diameter and bench geometry - for both vertical and inclined holes. Numerical data can be represented in 2D or 3D to emphasize the hole-burden-face relationships.In this workshop, the MapStar LPS instruments and Win Prof analytical software will be thoroughly demonstrated. Demonstrations include equipment configuration, typical field setups and several effective survey procedures, including processing of some sample data.

Steele: The global nuclear power industry is a major contributor to the electrical needs of the world. Though generation by nuclear reactors has primarily attracted attention through the reactor accidents at Three Mile Island and Chernobyl, nuclear power continues to quietly and safely provide power to a growing and power-hungry world population. As of March 2008, 30 countries were operating 439 nuclear power reactors. Nuclear power plants provided about 15 percent of the world?s electricity production in 2007. France leads the world in nuclear utilization, with 77 percent of its power coming from nuclear plants. And Lithuania, Slovakia and Belgium each derive more than 50 percent of their power needs from nuclear plants. For much of the developed world, nuclear generation has already been contributing significantly to the supply of electricity. Additionally, 34 new nuclear plants are under construction in 14 countries. Leading the rush to build new nuclear generating plants are China, Russia and India. Each of these countries is building six new nuclear power plants. These 18 plants, totaling almost 12,000 MW of generation capacity, will require about 7.25 kt (16 million lbs) of U3O8 for their initial fuel load and will consume about 2.45 kt/a (5.4 million lbs/year) for the rest of their operating lives. The rest of the world, outside of the United States, has used nuclear power as a viable and economic generation alternative since the commercialization of utility nuclear reactors. And current activity supports the strong future of the nuclear alternative internationally.

This paper intends to introduce the development of copper smelting and converting technologies in China in recent years, with a particular emphasis on the introduction of various continuous converting technologies, and moreover, it analyzes the advantages and disadvantages of those technologies, including their impact on the downstream anode refining from different points of view. INTRODUCTION At present, many converting technologies are used in copper pyro-metallurgical plants in China, including Peirce-Smith (PS) converter, flash converting furnace, multi-lance based top blowing, bottom blowing and so on. These technologies have spanned a wide range of time. PS converter technology has been applied in copper smelters for many years and most of the blister copper have been produced by this technology; flash converting technology has been developed since 1990s and been maturely applied in several plants up until now; top blowing and bottom blowing technologies have been revived in China in the past decade and boast good environmental protection performance, energy efficiency, throughput capacity and short process flow. All of the said technologies have reference operations in treating high-grade matte. As more and more attention is paid to environmental protection globally and copper smelters continuously seek for cost reduction, it is necessary to share those converting technologies, especially those new converting technologies derived in China, with copper smelting practitioners in the world. This paper aims to analyze the advantages and disadvantages of various technologies from a macroscopic view and discuss their actual application effects, current developments and future improvements. BRIEF INTRODUCTION OF VARIOUS CONVERTING TECHNOLOGIES IN CHINA China has seen a rapid development in copper smelting industry in the past 30 years and has become the largest gathering place of copper smelters in the world, most of which are operating with PS converting furnace technology, however, with the increasingly strict environmental requirements of the Chinese government in recent years, the low-level pollution issue and the disadvantage of large gas exhaust amount per unit of copper of converting furnaces are particularly prominent.

INTRODUCTION The subway line B of Toulouse (France) has been realized with three different tunnel boring machines (TBM) techniques: Contracts 2 and 5 are excavated with earth-pressure balanced TBM, Contract 4 with a slurry shield TBM, and Contract 3 with a compressed-air TBM. The first three machines are around 7.7 m in diameter, while the last one is 5.3 m. Moreover, a small part of the line (50 m) has been excavated by a conventional method. The tunnels run through the Toulouse molasses, composed of hard sandy clay with pockets and lenses of dense sand. Geotechnical investigations have shown that in these formations, K0 is greater than 1, around 1.8 at a depth of 25 m (Serratrice,2005) and that geotechnical characteristics are homogenous on the whole layout (? =22 kN/m3, Su = 300 kPa, c' = 30 kPa, F' = 32°). The water table is found between 2 and4 m below ground level. As geology, stratigraphy and tunnel cover (between 10 and 20 m) are almost identical, a comparison of movements induced by the excavation by each of the four excavation techniques is possible. This paper presents the soil mass movement measures in the case of the conventional excavation method and in the case of TBM sections. It shows how tunneling parameters may explain the different surface movements observed during excavation. For the sake of simplicity, only the results of Contract 2 (earth pressure balanced TBM)will be presented. This report concerns cooperative milling investigations of the Central mill of the Eagle-Picher Mining &. Smelting Co, The work carried on at the Central mill and the Rolla, Station shows that: It is possible to reduce the Central mill heavy-medium plant tailings by 0.05 to .15 percent zinc; the 3/16-inch to 10-mesh fraction of the jig feed can be treated by sink-float to obtain a tailing containing only half as much zinc as the jig tailing; Humphreys spiral concentration of the flotation tailing does not recover enough zinc to be economically attractive; and crushing and wet grinding of ferrosilicon for heavy medium are commercially feasible. The Eagle-Picher Co. operates extensive mines in the Tri-State area of Missouri, Kansas, and Oklahoma. The ore is milled at its Central hill, which also accepts custom ores. During the recent war the mill handled about 12,-000 tong- of low-grade ore per day. The company milled about 50 percent of the district tonnage and purchased nearly 90 percent of the custom ore. About 50 percent of the mill feed was from company mines. Zinc is the chief value in the Tri-State ores,-with Varying quantities of lead and cadmium minerals, as well as small amounts of germanium and gallium.

Synthesis of fibrous Ni-Co alloy powders was achieved by thermal decomposition of precursor of complex Ni-Co oxalates solid solutions obtained via modified coprecipitation method among intimate mixing solution of NiCl2?6H2O , CoCl2?6H2O and H2C2O4?2H2O in the presence of surfactant polyvinylpyrrolidone (PVP) and organic solvent ethanol. Scan electron microscopy (SEM), X-ray diffraction (XRD), X-Ray photoelectron spectroscopy (XPS), disperse energy X-ray analyses (EDX) were used to characterize the structure features and chemical compositions of the as-prepared fibres. The influences of decomposition conditions, including temperature, time, the flow rate of N2+H2, and the heating rate, on the morphology, average size and specific surface area of the Ni-Co alloy powders were investigated. It is found that a trend of the mutual alloying of nickel and cobalt: the formation of perfect solid solution for any compositions NixCo100-x was indicated and corresponding NixCo100-x alloys with fcc phase can be obtained under the optimal conditions.

Managing a highwall failure risk in an open pit mine by controlling and mitigating the impact of vibrations produced by blasting operations is key to achieving safe and cost-effective operations. The impetus behind this study was the risk of multiple bench failures in an open pit mine that was detected by Slope Stability Radar (SSR) following blasting at the foot of a highwall. The unstable high wall was over 140 meters(459.3 ft)high and 200 meters(656.2 ft)wide. The quantity of associated material was estimated at 3,000,000 metric tons(3,306,934 US tons). The overall slope angle was 44 degrees. In order to continue mining without causing the highwall to fail, this study was initiated as part of a risk management plan to mitigate this major risk by identifying mitigation measures related to blasting operations and assessing the response of the rock mass to each blast. Identifying blasting mitigation measures consisted of optimizing blasting parameters to avoid failure of the highwall. First, a signature hole operation was carried out to obtain seismic records that were georeferenced and associated with known single charges. The method used made it possible to determine the propagation velocity of the P-waves associated with the various lithologies studied and to calculate, from the geomechanical properties of the rock masses, the maximum peak particle velocities to be respected. Subsequently, the targeted area of operation was modelled with the I-Blast software in order to optimize the firing sequences to be used according to the different lithologies present. The model also made it possible to optimally predict the particle velocities associated with each blast and ensure compliance with the previously determined peak particle velocity limits. The assessment of the rock mass’s response using SSR consisted of defining alarm thresholds and an intervention plan for various possible alarms as well as quantifying the damage to the highwall from blasting. Controlling the impact of blast vibrations on the highwall’s stability was successful, as the mitigation measures used during mining did not accelerate the highwall’s movement. No upward trend in the stabilization time of the rock mass was observed by the SSR after each blast. Post-blast geotechnical inspections and analysis of post-blast deformations in the highwall also did not reveal significant damage to the highwall as a direct consequence of the blasting.

THE object of the air-tight stopping is either to prevent a current of fresh air from getting into the fire area, or to prevent an escape of fumes and gases from the fire area into the workings of the mine. In the former case all is "plain sailing," but in the latter case there are certain difficulties to be overcome.In the Broken Hill Proprietary mine there were two styles of stopping used during the last fire-brick and bag and the following were the chief points that determined the use of one in preference to the other:-If the required stopping were to be more or less permanent, bricks were used, also if the area to be blocked were large-bricks being so much lighter and easier to handle than bags filled with -skimps. If, however, the air contained much gas, a bag stopping was put up. Great difficulty was experienced in getting essentially surface men, such as bricklayers, to work where there was the; slightest trace of gas; miners, however, would willingly do the work, and a bag stopping could be built without skilled labour.In old drives and gangways, where there was the liability of settlement, the bag stoppings were preferable to brick. The slightest movement around the sides or foundations of the latter would cause cracks, thus rendering the brick stopping useless;whereas, in the former, there was a certain amount of elasticity.

Unlike the first predicted deep-sea mining (DSM) boom 35 years, the public response to the re-emergent possibility of DSM is this time round is not entirely optimistic, with serious economic, social, and environmental concerns being voiced. In the intervening years, the troubling notion of the ‘resource curse’ has been popularized, whereby the economies of developing nations rich in natural resources (agriculture, minerals, and fuels), paradoxically appear to fare more poorly than their brethren who have fewer such resources. There have been a variety of explanations and counter-arguments regarding why the resource curse occurs, including how it can be ‘escaped’, and even some disagreement on whether it in fact does occur. Nevertheless, many commentators appear to agree that that the quality of governance is strongly implicated in the socioeconomic success, or failure, of these resource-dependent nations, and could indeed be the deciding factor. Unlike nations with diversified economies, the majority of the income from natural resource economies, in the form of royalties and rents, flows through national government; hence, good governance and fiscal management is of particular concern.

"INTRODUCTION During September, October, and November 1946 the Safety Division of the Bureau of Mines, off' the United States Department of the Interior, Pittsburgh, Pa., tested four new types of self-contained breathing apparatus and approved them in accordance with Schedule 13C. Approval was granted with the proviso that certain specifications outlined on the approval plate be made fully effective, and with the understanding that established safe practices in training in the care and use of self-contained breathing apparatus are of major importance.The excellent records made during the past 30 years in the safe use of self-contained breathing apparatus, some of which required the almost continuous wearing of apparatus during several hours daily for days, weeks, or months, may be attributed largely to the Bureau's system of rescue organizations, selection of physically fit rescue workers, effective training, and educational work done in rescue and recovery operations during fires or following disasters and in the care and use of self-contained breathing apparatus. Loss of life during wearing of breathing apparatus was due almost invariably to poorly assembled or otherwise defective apparatus, poor physical condition of the wearer, or insufficient training or some incorrect procedure.The newly developed breathing apparatus are of much simpler design than the conventional type used for the past several years; however, it is just as important to select rescue crews carefully and to train them properly in the care, use, and limitations of the new types of apparatus as for the older long-established types, if anything like safety is to be achieved in using them. The Bureau of Mines considers that 1/2-hour and 3/4-hour self-contained breathing apparatus should be used only as auxiliary equipment in mine rescue and recovery work, and their capabilities and limitations should be well understood by those who wear them."

INTRODUCTION South Coast Water District (SCWD) operates the Beach Interceptor Sewer Tunnel(BIST) in South Laguna, Orange County, California between Monarch Beach and Aliso Beach (Figure 1). The 10,200-foot long BIST houses a 24-inch gravity Techite sewer pipeline critical to the SCWD Sanitary Sewer Collection System. The original tunnel and sewer pipeline were constructed in 1954 and the sewer line was replaced in 1974.Periodic inspections by sewer pipeline maintenance crews documented deterioration of specific intervals of the tunnel. Rotting timber supports and rock falls in the tunnel as a result of the deterioration were endangering the sewer pipeline and a 731-foot section of tunnel located at Thousand Steps Beach was determined to be in immediate need of repairs. SCWD and consultants Hatch Mott MacDonald (HMM) and Tetra Tec prepared a Work Plan for emergency tunnel stabilization and pipe protection measures that was implemented in January 2007. Normal access to the beach and the section of tunnel requiring repairs was limited to public stairs referred to as Thousand Steps and, therefore, all materials and equipment needed for the work were transported to the beach by ocean-going landing craft. Additionally, the emergency repairs had to be completed without taking the pipeline out of service. Numerous environmental, logistical and operational requirements had to be overcome to complete the challenging emergency repairs. GEOLOGICAL SETTING The Laguna Beach area is located in the Peninsular Ranges of Southern California. The project area is located on the southwest flank of Niguel Hill along marine wave-cut cliffs and slopes. The tunnel was excavated in the San Onofre Formation, a marine deposit, characterized by abrupt lateral and vertical changes in lithologies that vary from boulder to cobble and gravel size breccias to medium coarse sandstones with gravel, sandy claystone and siltstone. The interval of the tunnel that required repairs is located within the San Onofre breccia, a moderately-to-well cemented, poorly bedded to massive unit with angular to subangular boulder and cobble sized clasts of schist. The sandy silt matrix of the breccia is composed of quartz, feldspar and schist grains (Figure 2). GENERAL TUNNEL DESCRIPTION The approximately 6-feet high by 6-feet wide 10,200-foot-long BIST was hand mined in 1954 at the base of the coastal cliffs. Primary access is through twenty-one access adits from public and private beaches. The tunnel is located in an easement that extends beneath private property with residential structures situated 50 to 80 feet above and horizontally in close proximity to the tunnel alignment. This is a new era for the minerals industry. Never before has there been more need for effective communication. So said Robert Anderson, chairman and chief executive officer of Hanna Mining Co. He was speaking to the American Mining Congress's Communication Workshop. The question is whether there is enough industry concern to meet the challenge. Anderson observed that increased workshop attendance, in continuing tough times, reflects the industry's concern for communication. But, why were students, faculty, engineers, supervisors, and managers not at the conference? Communication applies to every manager, Anderson said. But he was the only operating manager present. And only one company sent operating supervisors. The remaining conference participants were public relations personnel, generally with nonmining backgrounds. And the program dealt mostly with public relations issues. Role of Communication in the Minerals Industry. It is well known that the minerals industry faces economic, political, and social problems. Economic shifts and foreign competition have created an international minerals industry and an international marketplace. This, in turn, calls for worldwide communication. Other factors effecting communication are: • Governmental protectionism as well as regulatory reforms call for increased interaction with governing officials. • Changing social values have created environmental issues and anti-industry attitudes. This intensifies the need for improved public relations. • Traditional work values are shifting towards self-actualization and humanistic movements. The work force is better educated and more informed. Employees demand more satisfaction, equality, and job autonomy. • The mining industry's task of managing its human resources is complicated by layoffs, job uncertainties, and bleak outlooks concerning employee morale and motivation. Technology and Information for a New Era As noted, this is a new communications era, one propelled by technology and information. Technology has led to reduced demand for raw materials by developing substitutes. Copper demand, for example, will never fully recover. Copper cables are replaced by fiberoptics; copper transmission lines, with aluminum. Technology has shifted the US from traditional to high tech and service industries. The speed, frequency, and scope of information transmission have greatly increased. But the most significant characteristic of this information is not the pace of advancing technology. It is the dramatic increase in the importance and frequency of our personal transactions. Knowledge has replaced raw materials and capital as the strategic resource. Information has replaced energy as the transforming resource. And the game against nature has become an interpersonal game (D. Bell, Post-industrial society, Physics Today, '76). In Megatrends, John Naisbitt says that information will soon double every 20 months. So, professionals will become "information workers." And communication will be the life channel of the information age. Thomas Wolfe said you can't go home again. Hanna Anderson said we are, indeed, facing a new day. It will never again be "business as usual." We must move into the information age with the rest of society. We cannot trust that the world will continue to rely on our products. Nor can we place the responsibility and control for problems and solutions outside the minerals industry. Improved communication is not a panacea. But, Anderson said, it is critical to the minerals industry. What is Communication? The word communication is overused. It is applied to every aspect of our lives. Satirist Tom Lehrer got sick of hearing about the need to communicate. He said, "It seems to me that if someone is having all that trouble communicating, the very least he can do is shut up!" Obviously, we cannot follow that advice (though we might wish that some others would do so). Communication is always going on. It is inevitable. Yet we have many misconceptions about com-

Project delivery strategies are determined by project context, business case requirements, scale of project, market conditions, ownerÆs capability and preference, contractorÆs experience, resource and skill availability, project location and type of project or facility.Successful project management requires the setting of coherent, effective and realistic business objectives and success criteria. The management team needs to lead, prioritise, resource, align, plan, track and communicate the processes that enable the realisation of these business objectives and success criteria.For any given project there is a unique balance between selection of a simple project delivery strategy that minimises interfaces and a complex strategy that necessarily engages the use of expertise and experience from numerous parties. The right balance for a project between these "book-end cases" is a function of how the project owner or managing contractor defines its objectives and chooses to manage risk, cost, schedule and project quality, in the context of the conditions affecting the project.Selection of an effective project delivery strategy requires a detailed appreciation of the range of external and internal environmental / shaping factors which influence the project. These factors include the project constraints imposed by the business, market or operational environments and the selection of an effective mix of primary (head contract), secondary (mix of vertical and horizontal packages) and tertiary (type of individual contract) strategies. The selection of the primary, secondary and tertiary strategies also shapes the project, the size and responsibilities of the ownerÆs team and the framework for delivery of outcomes.How does an owner or prime contractor decide? What is the optimum for a given project? Those with operations management backgrounds will have different views to those with project and construction management backgrounds.Is the simplest practical approach the best approach? Each and every interface needs to be managed.The owner will want a very experienced team that is engaged directly with the owner. The team will have a track record of successfully performing projects using contractors skilled in their respective disciplines and selected using competitive tendering on brilliantly designed scopes of work and good contract terms, with a fully defined project scope and appropriate schedule, for which all significant risks have been addressed and no scope changes are outstanding. Budget and schedule will be expected to have been developed with a full understanding of the scope, situation, risk management requirements etc.The problem is that these conditions rarely exist. The challenge in selection of a project delivery strategy is to resolve how best to address the inadequacies between the ideal case and the present reality. A new water treatment plant is to be constructed for a portion of the water supply system of New York City. The project includes construction of new water conveyance tunnels crossing perpendicular and sub-parallel to the existing pressurized water tunnel at two locations. A study was conducted to evaluate the impact of new tunnel construction on stability of the existing tunnel and hydrojacking potential in the surrounding rock mass. This paper introduces a practical approach to evaluate tunnel interaction, expressed in terms of rock-liner interaction, stress-induced stability and hydrojacking failures. A simple method to evaluate hydraulic and mechanical properties of concrete liners and jointed rock mass is also presented.
