The Sam Goosly or Equity silver deposit is fundamental- ly a discovery based on the analysis and interpretation of reconnaissance geochemical samples. The discovery was made by Kennco in an area of heavy forestation and wide- spread cover by thin glacial debris. No major mines had been discovered in the vicinity of the discovery prior to the geochemical reconnaissance, and the interpretation of the geochemical results therefore was based on data available through geologic mapping and the sample collection process. In the period 1959-1961, PE. Hirst and his crew, in 1962- 1965 P.T. Blackand his crew, and in 1966-1967 C.S. Ney and P.T. Black and their crew collected geochemical samples from the area of what is now the ore body. Several of these samples were compiled and reanalyzed in the winter of 1966- 1967 for various trace elements, including fluorine. A strong, almost 16-sq-km (10-sq-mile) fluorine anomaly was projected along with a very weak heavy metal anomaly. On the basis of this anomaly, a chalcopyrite-bearing quartz monzonite was discovered in 1967. This was a misleading, noneconomic discovery not associated with the Sam Goosly discovery. The interpretation of the geochemical data by Barakso that summer indicated that another source was responsible for the fluorine anomaly. The conclusion was based on the assemblage of trace elements. Therefore C.S. Ney recommended further regional soil sampling to check the original data. The early results of this follow-up sampling found over 33 ppm silver. First float, then ore outcrop was found in the area of the silver anomaly. The attached reprints complete the development of the property after the discovery of the outcrop of ore.

INTRODUCTION Acclimatization of the labour force to heat is an integral aspect of gold mining in South Africa. A recent survey revealed that about 250,000 Bantu mine workers require to be acclimatized to heat each year. Until 1965 men were acclimatized by means of one of the Chamber of Mines methods (introduced by the Human Sciences Laboratory in 1953). This type of acclimatization was carried out underground where men shovelled rock in hot stopes under careful supervision. However, it has become increasingly difficult in the last few years for mines to provide underground the conditions of work and environmental heat required for adequate acclimatization to heat. In examining an alternative to acclimatization in underground hot stopes, the Human Sciences Laboratory carried out a trial in 1965 of acclimatization in an air-conditioned climatic room on the surface of a mine. The new procedures developed from this trial have been so successful that there are today 26 climatic rooms on different mines. These rooms have been built following a design proposed by Mr Hodgson of the National Mechanical Engineering Research Institute1. Approximately 85 per cent of the total number of men being acclimatized each year are put through the new procedures in these climatic rooms. This paper gives an account of the problems which arose and how they were solved, the inter-relationship between physical conditioning and climatic room acclimatization, the prodecures developed for elimination of labourers with low maximum oxygen intakes, and the advantages of climatic room acclimatization. CLIMATIC ROOMS The majority of the climatic rooms (twenty) have been built on the surface, but a number (six) of mines preferred to establish their acclimatization centres underground in order to decrease the initial costs involved in the construction of such facilities. These underground climatic rooms are usually located near shaft stations in redundant haulages and they can accommodate from 200 to 400 labourers, thus eliminating the need for multiple acclimatization shifts. Figs. 1-4 illustrate various aspects of a surface climatic room. PROBLEMS WHICH AROSE IN INTRODUCING CLIMATIC ROOM ACCLIMATISATION There were four main problems which arose in connection with the introduction of the new method. These were: (i) The type and rate of work to be used. (ii) The air conditions required to obtain optimum acclimatization. (iii) The duration of exposure to heat each day and the total number of days of acclimatization. (iv) The methods of cooling labourers with high body temperatures. Shovelling rock would have been the desirable type of physical work to employ, but the air-conditioned space required to accommodate large numbers of men and the difficulty in standardizing the work rate in shovelling led to the decision to employ instead the work procedure used by the Human Sciences Laboratory in acclimatizing men in the Laboratory. This is the lifting of the body weight against gravity when men step on and off a bench. It has the advantage that large numbers of men can work physically at the required rate in a relatively small space (120 men can be accommodated in an area of 70 ft by 21 ft) and the cost of construction and ventilation of the climatic rooms is thereby reduced. Also the work rate can be standardized by varying the height of the stepping benches in relation to the individuals' body weights. The next problem was the air condition to be used in the climatic rooms. The Laboratory's research experience in acclimatization led it to choose an air temperature of 89°F (with the air almost saturated with water vapour) and an average velocity of air movement of 100 fpm. This air condition was combined with a work rate of 1,560 ft lb/min (oxygen consumption 1.0 litre/min) on day 1, and the work rate was increased gradually over the period of acclimatization to reach a work rate of 3,120 ft lb/min (oxygen consumption 1.6 litres/min) on day 9.

The Bureau of Mines developed a flue gas desulfurization process as part of its goal of minimizing the undesirable environmental impacts associated with energy and mineral-processing plants. The modified citrate process involves absorption of sulfur dioxide (S02) in a buffered citric acid solution. The S02-loaded solution is regenerated by countercurrent contact with steam in a packed tower. The wet S02 product is then dried and can be liquefied or further processed to make sulfuric acid. Test data from process investigation unit studies are presented. Material balances, flowsheets, and cost estimates are given for recovering S02 from copper smelter reverberatory gas, lead smelter sintering machine tail gas, and power-plant stack gas. Operating cost estimates show the process will add $0.04 per pound of copper, $0.01 per pound of lead, and $0.015 per kwhr to the cost of the respective operations. These costs could be substantially reduced if a source of waste heat was avail-able to provide the process steam requirements.

Longwall ground behavior in the Illinois Coal Basin was studied in the past (1, 2, 3). Most of the past studies, however, were concentrated on either surface subsidence or underground structural behavior. In this study, both surface and in-mine ground behaviors are considered, which include: 1) stress and deformation characteristics in the chain pillars; 2) roof and floor deformations; 3) surface subsidence characteristics, including time effect; 4) relationship between the surface subsidence and underground strata behavior; and 5) the ultimate hearing capacity underneath the chain pillars. Field measurements and tests were conducted and the data were analyzed using both analytical and statistical methods. The findings in this study can he used by mine operators in the Illinois Coal Basin for longwall ground control planning and design.

The effects of alloy composition, deformation temperature, heal treatment, ad inlerstilial contamination on the occurrence of deformation twins were studied. The twinning transition temperature varied with composition and was a maximuni of 140°C for the 40 pcl V composition. Tire remperature range of the transition was very narrow. Alloys of 20 to 70 pet V could he cold-rolled and exhibited profuse twinning. The alloys which did not twin at room temperature (10, 80, and 90 pel V) could plot be cold-rolled. Oxygen additions systematically lowered the transition temperatures for all vanadium contents. The transition temperature for a 30 pet V alloy increased with annealing temperature, apparently due to changes in dislocation density and configuration. Twinning did not nucleate fracture in any specimen in the 20 to 60 pet V composition range. THERE is great current interest in the refractory metals and alloys as structural materials. An important factor in considering the ductile-brittle behavior of such materials is the role of mechanical twinning as a deformation mechanism. Mechanical twins have been observed after deformation at low temperatures or at high loading rates in the pure metals iron,1 vanadium,2,3 columbium,4,5 tantalum,6 Chromium,7 molybdenum,8 and tungsten.9 Binary alloys in which mechanical twins have been observed include: iron with silicon,10 phosphorous," or aluminum;12 and chromium, molybdenum, or tungsten with rhenium.13-17 The increase in low-temperature ductility obtained by alloying the Group VI-A elements with rhenium is very important with regard to fabricability, and there has been considerable effort to understand the so-called '(rhenium effect". Factors suggested to explain this effect include:'' 1) increase in solubility of interstitial impurities with alloying (electronic effect): 2) changes in the nature of grain boundary phases; 3) changes in interfacial energies of grain boundaries and stacking faults: and 4) promotion of twinning. Although an outstanding characteristic of these alloys is the profuse twinning that accompanies low-temperature deformation, most studies of the rhenium effect have been concerned with the other factors. During recent studies of refractory-metal alloys, it was noted that solid solutions of columbium and vanadium exhibited high hardness and strength at room temperature and elevated temperature and, surprisingly, also showed considerable ductility at room temperature and below. These alloys deformed by twinning at room temperature when subjected to slow loading rates. It appeared that the low-temperature ductility resulted at least in part from the relaxation of stresses by twinning in a system where slip is difficult. THE decades immediately before and after the end of the nineteenth century (1890-1910) were a period of increased activity in mineral industry education. One reason for this, undoubtedly, was the rapid increase in mineral production in the decade 1880-1890; pig iron and copper production tripled; coal, lead, and zinc output more than doubled. Most of the other mineral substances followed the same general trend. Aluminum production began in 1886; petroleum output, which in 1888 was less than it was in 1882, almost doubled in the next three years. Gold alone showed no appreciable change until its discovery at Cripple Creek in 1891, followed by the Klondike in 1896, brought to boiling a public interest in minerals that had been simmering for some years previously. The first cyanide plant in the United States was erected at Bodie in 1892, and the first chlorination plant at Cripple Creek* the next year. Silver- lead smelting had already greatly developed, and the metallurgy of copper was almost transformed. The hearth area and smelting capacity of copper reverberatory furnaces more than quadrupled between 1878 and 1894; matte converters were first erected at Butte in 1884. Copper production of the United States in 1899 was 20 times that of 1872. While it was the increased technology used in mineral production that really made the field attractive for educated young men, undoubtedly they did not realize that, and were impressed mainly by the quantitative increase in output. Another factor was the increased general interest in engineering education; three times as many men took engineering degrees in the United States in 1890 as in 1880; 1892 showed almost a 56 per cent increase over 1890. The displacement of oil by water in a waterflood project is accomplished by the action of transient viscous, gravitational and capillary forces which drive fluid through interconnecting pore spaces toward production wells. The relative importance of each of these forces to the effectiveness of the displacement and the production history depends on properties of the reservoir itself and the manner in which it is operated. There has been considerable discussion'-3 concerning the importance of these factors and the extent to which they control the performance of individual waterflood projects. No data have been presented, however, to demonstrate the effect on waterflood behavior of variations in rock permeability, water-injection rates and mobility ratios in three-dimensional reservoir systems in which viscous, gravitational and capillary forces are allowed to assume the proper relative influence on fluid flow. Much information relevant to water flooding has been gained from the study of field case histories. But, the complexity of the systems involved, the difficulty of defining geometry and obtaining sufficient data, and the fact that the same reservoir is never flooded twice with the same initial conditions, all obscure the role of process variables such as rate. Further, mathematical calculations of waterflood behavior are restricted at this time by available mathematical techniques to highly simplified situations. Scaled models, however, do offer an approach at the present time to evaluation of the effects of the pertinent variables. Several investigators have predicted prototype reservoir behavior from observations of model waterflood performance under a variety of conditions. Two-dimensional aspects of waterflood pattern efficiency have been investigated by Muskat, Aronofsky, Dyes, et al, raig, et al,' and Rapoport, et al. he effects of gravity segregation, viscous fingering and permeability stratification have also been studied in two-dimensional models. Craig, et al," studied the importance of gravitational forces on frontal displacement in three-dimensional models with wells on a five-spot pattern. This work in- vestigates the tendency for water to segregate in homogeneous reservoirs because of gravity and to under-run the oil for a range of water-inject ion rates. The effects of permeability stratifications were investigated by these authors using miscible fluids to simulate water-channeling through permeable strata in systems of negligible capillary force. In this investigation, a three-dimensional model of a five-spot pattern flood was designed to represent typical prototype conditions, and the sand and liquid properties were selected so that capillary, gravitational and viscous pressure gradients were scaled. It was not, however, possible to achieve exact similitude regarding viscous fingering when the more viscous oil was used. The effects of rock stratification on waterflood behavior were studied by changing both the permeability ratio and the position of the more permeable sand stratum in a two-layered, horizontal model. For each type of stratification, constant-rate floods were performed and the rates were varied, in separate experiments, over a tenfold range. To observe the effect of mobility ratio on flood performance, two series of constant-injection-rate floods were performed on the most highly stratified reservoir at a water-oil viscosity ratio of one.

Valuations in the mineral industry differ from those of other enterprises because mines and oil wells have a definite life so cannot be considered a perpetuity. This requires that in any mineral-property evaluation the recovery of invested capital is necessary during the life of the property. Capital write-offs for nonextractive industries are assumed to be continuously plowed back to sustain the operation and produce yields on the capital invested. The extractive or mineral industry, however, generally attempts to return to the investor both interest and principal during the life of a property. Normally this is done currently and the dividend includes both items. Where the mineral property possesses large reserves and the life factor approximates a perpetuity, the return on investment is generally comparable to that of industrial stocks. The valuation of a mineral property, at best, is based on educated estimates and judgment factors. This is particularly true as it relates to estimating selling prices over a long term or assessing the quality of management. Also, it is possible to make various assumptions as to rapidity of working out the deposit, varying time for start-up of operations, varying earning rates, so as to obtain different results with the same basic facts. Thus it is not surprising that two engineers, irrespective of their abilities, may not agree exactly even when given the same facts, but their results should be close enough to be used in establishing a fair value for trading purposes. The valuation is no better than the source of basic data and the soundness of judgment factors. Fundamentally the basic principles of mineral valuation are similar for base metals, sulfur, oil, or any other mineral. Each mineral, however, requires an engineer to have a knowledge of such factors as its occurrence, distribution, mining and processing methods, and marketing problems in order to gather and analyze all the facts and data that have a bearing on the earning potential of the property. Present Value of a Mineral Property In essence the present value of a mineral property is a sum of money in today's dollars that future income from the property are worth. It differs from the total anticipated earnings by the amount of the interest that the unrecouped investment could be expected to earn during the period of recoupment. Thus, if one could accurately estimate what a mineral property will earn during its life, after deducting all operating, administrative, capital, interest, and tax charges, the determination of present value would be a relatively simple mathematical calculation. Normally, where the expected life of the mineral property extends beyond 20 or 25 years, the discounted value of earnings beyond this period is relatively small. Iron ore samples representing the input and output of several jigging experiments were analysed to determine the effect of particle size, shape, and density on jigging performance. Traditionally, the manual measurement of the size and shape of individual particles is very tedious and prone to inaccuracies and inconsistencies. Using a novel multi-view imaging technique the 3-dimensional representations of each particle in the sample was determined. From this representation several size and shape measurements were extracted, and these were correlated with the individual particle density measurements. A rigorous investigation into the confidence associated with density and the size and shape features as a function of sample size was conducted, thus allowing the significance of correlations in the data to be determined. The jig?s performance was seen to be clearly sensitive to density and markedly so to particle size, while the results for shape indicated the need for continued work in the definition of particle shape.

THE term "longwall mining" is best known to coal men, although modifications of the method are continually being used in other fields. Longwall mining is of interest today because it makes for greater mecha-nization and better supervision at the working face, and therefore lower production costs and increased safety. It is an approach to the factory system of production, the high efficiency of which as compared to that in mines is well known. There is available an accumulation of experience regarding this work but coordination of experience is lacking and this series of experiments was undertaken to help serve this purpose. Model experiments were used for reasons of safety, cost and time, and because it has been previously shown1,2,3 that a scalar model built of the same material as the prototype will behave in a manner similar to that of the prototype, with time effects the same, if the effective weight of the model is increased in the same proportion as its linear dimensions are decreased. This is accomplished by substituting a centrifugal for the gravitational field; i.e., placing the model in a centrifuge and controlling the strength of the centrifugal field by varying the rate of rotation. Many factors affect the behavior of the geologic material overlying a bed, therefore results and conclusions contained in this paper apply only to the conditions presented herein.

"Health hazards in the mining industry may be attributed to (1) abnormal conditions of the air, (2) improper sewage disposal, (3) bad drinking water, (4) bad illumination, and (5) local mechanical irritation.Abnormal conditions of the air may be due either to physical or chemical changes. The physical changes are (1) abnormal temperature, (2) abnormal humidity, (3) air movement, and (4) presence of dusts. Dusts may be either poisonous, as salts of lead, arsenic, zinc, or mercury; or nonpoisonous, as dust from coal, silica or quartz, limestone, gypsum, or silicates. Chemical changes may be due to changes in the normal constituents, as lowered oxygen or increased carbon dioxide; or to the addition of abnormal constituents, as carbon monoxide (white damp), hydrogen sulphide (stink damp), sulphur dioxide, methane (marsh gas, fire damp), hydrogen, and nitrogen.Effects of High Temperatures and Humidities The effects of various temperatures and relative humidities have been studied in mines in many countries. Harrington and myself studied them in the metal mines of this country and, in a report written recently, they have been summarized as follows:A. Remaining at rest in saturated air at 91 1/2° F, for one hour, With no air movement caused -1. An increase in body temperature;2. A moderate increase in pulse rate;3. Profuse sweating;4. After effects of dizziness and weakness with air movement caused ¬1. Slight or no increase in body temperature"

Our recent studies revealed that the sulfide minerals in contact with water during grinding produced hydrogen peroxide (H2O2) where the amount of H2O2 production by the minerals found to be in the order of pyrite > chalcopyrite > sphalerite > galena. The H2O2 effect on the oxidation of pulp components and its influence on the concentrate grade and recovery in flotation have been studied and the results have been presented and discussed in this paper. Studies have also been carried out to build correlation between percentage of pyrite in the concentrate, grinding conditions and concentration of OH•/H2O2 in the pulp and as well of controlling the formation of these species through known chemical means for depressing the generation of the oxidant. Flotation tests using a complex sulfide ore with the same reagent scheme that is being used at Boliden concentrator in Sweden but with the addition of i) collector and depressant, ii) Na2S reductant and iii) inorganic (EDTA) and organic (TETA) surface modifiers, during grinding stage have been performed to judge the beneficial or detrimental role of H2O2 on the selective flotation of sulfides. The results demonstrate that the selectivity of metal sulfides against pyrite increases with increasing generation of H2O2 in the pulp liquid. H2O2 is also found to be a better oxidant in chalcopyrite-galena flotation separation than the commonly used K2Cr2O7.

One of the design criteria for the Mount Wright facilities was to incorporate the latest proven automation techniques and devices for the new crushing, grinding and concentrating plant. The heart of the centralized control system is a Fox 1 process computer, located in the central control room in the administration building. The entire operation, i.e. crushing, conveying, storing, grinding and concentrating, is monitored and controlled, through the process computer , by one operator via a CRT console. In case of computer failure, the control is automatically, and without process interruption, transferred to manual back-up panels. One of the newest management tools, the process computer is programmed to collect and automatically print out shift. daily and monthly reports on tonnage, metallurgy and equipment operating time, for better planning of operations and preventative maintenance.

THE high cost of coal in Butte and the development of large amounts of cheap electric power from the Missouri river caused the Anaconda Copper Mining Co. in 1908 to make an investigation as to the possibility of adapting this cheap electric power for the operation of their many large hoisting plants. This document is Volume II of a two-volume report on underground and surface metal and nonmetal mine fires occurring between 1950 and 1979. Two surface fires from 1980 are included. Volume I discusses the methods of data acquisition, data analysis procedures, and results and conclusions. This volume contains (1) a master list of all fire incidents obtained from MSHA reports, (2) an annotated bibliography of all MSHA reports, journal articles on selected incidents, and non-reportable fires (appendix), and (3) indexes to be used in accessing incidents in the master list and annotated bibliography. These three types of information provide the reader with a complete summary of metal and nonmetal mine fires during the period from 1950 through 1979 and a convenient means to locate incidents of specific interest. The body of this volume is organized around two tables and a series of indexes. The two tables are master lists of underground and surface fire incidents. They are followed by 15 indexes keyed to the master list and annotated bibliography. The Appendix contains three different parts: ? The annotated bibliography of MSHA fire reports (one section each for underground and surface mine fires). ? The annotated bibliography of journal and other periodical articles about selected fires from the MSHA bibliography. ? A listing of non-reportable fires (one section each for underground and surface mine fires). Descriptions of the contents and use of each of the three major components of this volume (i.e., master list, indexes, and appendix) are presented in Section 2.0.

Minerals for electronic and optical uses divide easily into two sections: (1) quartz and (2) minerals other than quartz. Quartz Quartz, having a great usefulness discovered by the radio communication enthusiasts about 1918, has become a subject of amazingly expanded interest in the U.S. over the past decade as a man-made mineral and a $3 million crystal-growing business. An economic summary of the commercial growing of quartz crystals has a place in a handbook directed to the mineral engineering industry when it is remembered that quartz crystals have long been an important commercial mineral, and that the raw material for “cultured quartz”- that is to say, quartz crystals grown through the ingenuity of man-is still natural quartz. Nearly all the natural crystals come from Brazil. The larger pieces which meet rigorous standards of quality are used for electronic and, to a lesser extent, optical components. Smaller pieces and fragments are used for vitreous silica. The need for high quality material in quantity led to U.S. government-sponsored research programs in the 1940s that have resulted in the factory growing of beautiful crystals of prescribed shape, size, and quality. The development of the cultured quartz crystal is typical of man's success in adapting the product of the mine to increasingly sophisticated uses. A remarkable achievement perhaps, but foreshadowed by experiments in 1908 by Giorgio Spezia (1908), an Italian geologist studying the relative effects of temperature and alkaline environment on the solubility of quartz. Modern radio equipment is most often controlled as to frequency by the presence in the circuit of a separately added "crystal"-the 1918 discovery responsible for the existence and growth of the quartz industry. The "crystal" is quartz, but this component is a carefully oriented and prepared slice from a crystal, but not a crystal as recognized by a rock hound or seen in a museum. How quartz operates to control frequencies is not a proper subject for a handbook on industrial minerals, and references should be consulted (Cady, 1964; Mason, 1964). Quartz belongs to that class of materials called dielectrics: those that do not conduct an electric current but permit electric fields to exist and act across them. Quartz shows the "piezo-electric effect," which means that when a quartz plate is mechanically deformed against its natural stiffness, one of its surfaces becomes negatively charged, the other, positively charged. When the plate is released from the stress quickly, the charges disappear as the plate regains its original shape, but because of mechanical momentum the plate deforms in the opposite direction (to a lesser amount) and the surfaces correspondingly become charged in the opposite direction. By coating the two surfaces thinly with metal and attaching flexible wires, these charges may be brought into an electronic circuit. If the surfaces are suddenly electrically charged by movement of current through the wires, the "converse piezoelectric effect" occurs -the plate deforms. Carry the thought further and it is realized that an alternating current flowing through the wires responds to the mechanical oscillation of the plate and is keyed to this oscillation. By controlling the thickness of the plate its mechanical vibration frequency can bevaried through a wide range. One type of quartz plate, called the AT-cut, having a precisely defined orientation with respect to the crystallographic axes of the crystal, vibrates on a microscopic scale much as a book would deform when placed flat on a table and the top cover moved parallel back and forth with the hand. In today’s operating environment many conventional cleaner circuits struggle to produce final grade concentrate with acceptable levels of non-sulfide gangue and/or penalty elements. This is primarily due to poor selectivity and the entrainment of gangue, and is further exacerbated by the processing of lower grade ores with more complex mineralogy that require finer grinding for liberation. In new concentrators, the standard approach to cleaner circuit design is to define the number of stages of mechanical cells required to achieve the desired concentrate grade. Residence time is the primary factor to size cells and to determine the number of cells required to attain target recovery. While it is required for recovery, a bank of mechanical cells is not the ideal solution to maximise concentrate grade. Relatively coarse bubble size means slow flotation of fines, requiring long residence times. The combination of long residence times and no froth washing means higher entrainment as the pulp becomes more barren and froth stability decreases down a bank.In recent years, the Jameson Cell technology has been retrofitted into a number of concentrators around the world to solve both cleaner circuit capacity and concentrate grade issues. Jameson Cells have been installed at the head of conventional cleaner circuits to produce final grade concentrate in a single step of flotation using a single cell (referred to here as ‘cleaner scalping’ duty). The experience gained from these installations has provided the platform for the design of improved and simpler cleaner circuits that will perform better and be more robust to operate. This paper analyses traditional cleaner circuit designs and explains the philosophy behind new hybrid cleaner circuits, which use Jameson Cells to produce final concentrate and mechanical cells for a ‘cleaner scavenger’ duty. The advantages of the new cleaner circuit design are demonstrated by a case study from an operating plant. Engineering studies show that the better metallurgical performance can be achieved with less equipment than conventional cleaning designs, reducing capital cost, operating cost, and with more than 30 per cent energy savings.Finally, the paper describes simple modifications to the standard laboratory flotation test procedures which accurately simulate this new cleaner circuit using routine equipment.CITATION:Huynh, L, Araya, R, Seaman, D R, Harbort, G and Munro, P D, 2014. The federal taxes on incomes and excess profits are of course heavy. In 1917, the value of the mineral production of the United States was a little in excess of $5,000,000,000. The total of federal taxes for that year, for the mineral producing companies, as computed by themselves, amounts, according to tentative compilations, to about $207,000,000, and the total for the comprehensive group of mineral and metal industries to about $766,000,000, which figures represent respectively 9.5 per cent. and 35.1 per cent. of the total tax paid by all corporations. Because of greater complexities in applying the revenue laws to mineral properties than to most other industries, opportunity is afforded for wide differences of view. The taxes indicated above, therefore, are not final and may conceivably be very materially increased. For 1918, the taxes are expected to be still greater, but no compilations are yet available. Taxes at a high rate are to continue indefinitely. The subject is clearly of gravest import to the mining industry in particular. The Commissioner of Internal Revenue, who is charged by law with the administration and collection of the taxes, is determined that these functions shall be performed in a just and businesslike way. Fairness and finality are to be the chief objectives. In view of the peculiar conditions that attach to the tax program as applied to mines and other wasting industries, like oil, gas, and timber, the Commissioner has resorted to professional advice and assistance by manning a Sub-division of Natural Resources with competent engineers, brought in from the several industries, into whose hands he has placed for solution the technical questions involved. These engineers have a two-fold duty: (1) to devote to the solution of these problems their own knowledge and experience; (2) through their acquaintance with their respective industries, and with the men engaged in those industries, to focus upon these problems, by conferences and otherwise, the best opinion of the country.
