Coal mines and mining-, as well as metal and nonmetallic mines and min¬ing, are not inherently unsafe, although mining people think they are and would like to have everyone else think so. It is now being demonstrated that mines can be operated with essentially as much safety as any other major industrial enterprise; but most mining people, including workers as well as officials, have been slow to realize or admit this. In the past, and with most people even at present, the idea has prevailed that it is utterly impossible to operate a mine without accidents. Although, as in all other kinds of industrial activity, it is true that some injury is likely on occasion to occur to some workers and an extraordinary accident may occur to one or more persons under exceptional conditions, mines can be operated with few if any accidents if a reasonable amount of the right kind of precautionary effort is exerted and kept in effect.

The treatment of preg-robbing gold ores has always been a technical challenge in the gold industry. Early solutions included removal of preg-robbing carbonaceous material by flotation, the addition of kerosene to æblindÆ/passivate the surface of the preg-robbing component, and the most effective of all options, roasting the ore. Unfortunately gold ores have become more complex and roasting has environmental challenges, so other methods of treatment have had to be found. In previous studies of various HPDC magnesium alloys we found that the corrosion properties of the skin are inferior in comparison to the bulk, However, this is surprising as one would expect better corrosion properties for the finer microstructure of the skin, In a more detailed study using 2 and 6 mm thick sections from HPDC AZ91 step plates, the corrosion results of the original skin, the slightly removed skin and the bulk were compared, Indeed, the corrosion measurements including potentiodynamic polarization, long term polarization resistance measurements and electrochemical impedance spectroscopy (EIS) revealed a lower corrosion resistance of the original as-cast skin. An explanation for this corrosion behavior was found, on the one hand, in the microstructure concerning especially the amount and distribution of the 13-phase and, on the other hand, in the composition, including the distribution of the most important alloying element Al and of some impurities such as Fe.

The Bureau of Mines conducted a Laboratory and pilot-plant investigation of the flotation of iron sulfides from zinc-lead mill tailings near Platteville, in south-western Wisconsin, at the North Central Experiment Station, Minneapolis, Minn. The procedures used and the results obtained in this investigation are described in this report. Samples for laboratory tests were obtained from each mill in the district, namely, Calumet & Hecla, Inc., Eagle-Picher Co., Vinegar Hill Zinc Co., and Tri-State Zinc, Inc. The sample fat pilot-plant work was obtained from the Davis Mining Enterprises mill.

AT FOUR O'CLOCK members gathered in the auditorium for the annual business meeting of the Institute which, according to its charter, must be held on the third Tuesday of February each year. President Turner presided and after the usual formal action on minutes announced that he would create a precedent by transferring the President's annual address (which by tradition has always been delivered at the banquet on Wednesday evening) to the business meeting, and, furthermore, would only present a brief abstract of it. Since it appears in full on pages 127-131 of this issue it can be followed with the careful attention its thoughtful analysis of current conditions deserves.

The purpose of this publication is to describe the power-distribution system of the mine and refinery of the Duval Sulphur & Potash Company at Carlsbad, N. Mex. This distribution system has been excellently predesigned to meet requirements and fit special conditions encountered at the property. In presenting the material, the authors point out various features that would be desirable for incorporation in other systems under similar conditions. Central location of switchgear in pressurized vaults and ventilation of such equipment with filtered air prevent salt accumulations and contribute to trouble-free operation. The simplification of power-distribution circuits and overload protection, as a result of centralization of switchgear, the use of individual control circuits enclosed in conduit (which aids troubleshooting), and central location of control panels, are factors which contribute to efficient, safe operation. Those features are applicable to many operations where fire or explosion hazards are encountered, or where dusty conditions may exist, as well as in operations where numerous individual drives are involved.

"Since ancient times, storing and conveying water via underground water systems and tunnels has been touted for its strategic advantages. Underground cisterns and tunnels assured protection of essential fresh water supplies from man made contamination and especially from enemies who would gain an advantage by disrupting an adversary’s water supply in a siege. Modern day engineers do not usually specify tunnels for reasons of avoiding deliberate contamination or siege — however, they are just as enamored with the idea of building tunnels for water conveyances.Such was the case for the San Francisco Public Utilities Commission (SFPUC). The SFPUC provides drinking water to 2.6 million residential, commercial and industrial customers in the San Francisco Bay Area. The SFPUC’s water system includes 257 km (160 miles) of transmission pipelines and tunnels from the SFPUC’s largest reservoir, the Hetch Hetchy Reservoir inside Yosemite National Park, to San Francisco. About 129 km (80 miles) of the system consist of tunnels. A 30-km (19-mile) section of the tunnel network, called the Mountain Tunnel, was thought to be at risk of a catastrophic failure in its concrete-lined section of 18 km (11 miles). For much of the project planning process, a new replacement tunnel was presumed to be required according to the tunnel planners.Originally constructed between 1917 and 1925, the Mountain Tunnel has been in continuous service since 1925. The 30-km (19-mile) tunnel is located downstream of the Hetch Hetchy Reservoir water source in Yosemite National Park, between the Early Intake and Priest Reservoir (Fig. 1). Approximately 18 km (11 miles) of the tunnel is lined with unreinforced concrete. Though the condition of the tunnel was being monitored through water sampling and periodic inspections, there was growing concern that the tunnel lining was at risk of a partial collapse that could interrupt water delivery for up to nine months. The SFPUC was faced with a decision to construct a new bypass tunnel to replace the lined section of the Mountain Tunnel or to rehabilitate the existing tunnel."

"Conservation of slateWaste slate is a problem of outstanding importance in the slate industry, for a very large proportion of all slate quarried is thrown on the waste heap. While many uses for waste slate have been found, the demand calls for merely a fraction of the present supply of unused material. If the slate industry is to increase in prosperity, the producer's energy must be directed toward the development of ways and means of reducing waste to the lowest possible point. The Bureau of Mines of the Department of the Interior has devoted much study to this problem and a recent bulletin ** contains a detailed discussion of the waste problem.Attention has recently been directed toward an improved method of cutting slate in quarries, a method that promises to reduce greatly the percentage of waste material. The method has been introduced since that bulletin was published, and this supplementary paper covers the details of the process.A reversion in method,In connection with this new mode of operation history is repeating itself in a very interesting way, for the old quarry bar used years ago with steam drills, and later discarded in favor of the channeling machine .and the hammer drill, has been salvaged from the scrap heap, and again put to active use. The occasion for its employment is an attempt to improve quarry methods by the substitution of drilling for channeling or blasting."

DURING the early years of Homestake operations, shaft signaling from the cage tenders to the hoisting engineers was done by mechanical means. Small steel cables or jointed steel rods were suspended in the shaft compartments and counterbalanced with weights or springs. These cables or rod strings were connected to the mechanically operated gongs at the engineers' stations by means of bell cranks and steel wires. The system was simple and economical and served the purpose well until the mine reached a depth of 1000 ft., then the system became slow and cumbersome and required a considerable amount of muscular effort to operate it with much speed, because of the inertia of the heavy moving parts. The mechanical signaling was superseded by a simple electrical system consisting of a single pair of wires in steel conduit for each shaft compartment. In the shaft at each station a pull switch was connected to the wires. The switches were operated by means of bell cords, which extended from station to station. This electrical system was a great improvement over the mechanical one, but it had one serious drawback, which also applied to the older system; namely, the engineer did not know where a signal originated. Later on this signaling was improved to overcome this drawback, and to give the engineer a positive indication of a signal's origin. In this system a separate return wire from each pull switch is carried to an annunciator at the engineer's station, where it indicates the signal's origin. While the annunciator system used by Homestake is very safe and reliable, it has the inherent drawback of all wire-connected systems in that it is impossible to send a signal from a moving cage. A number of years ago Homestake became interested in the possibility of using some sort of radio transmission for shaft signaling. The company did much experimental work with purely radio signal transmission, but no practical way was discovered to use radio transmission in a mine shaft for signaling to or from a cage. Therefore, all efforts were directed to devising a practical way of using the hoisting rope as part of the circuit. It was realized that the return circuit from the rope would need to be through electrostatic coupling between the cage and the earth or ground sides of the shaft, because the guides would not always be wet enough to make possible good electrical contact between the cage and earth, therefore relatively high-frequency alternating current was chosen as the medium of transmission. Soon a practical system was developed for transmitting an electric current from a moving cage over an electric circuit of which the hoisting rope was a part. Tonnage quantities of hafnium metal have been prepared in Kroll-process equipment designed for producing zirconium. Some slight process modifications have been necessary, but overall operation is the same as for zirconium. Hafnium oxide is chlorinated in the presence of carbon and the resultant hafnium tetrachloride reduced by magnesium metal. Byproduct magnesium chloride is removed in a high-vacuum distillation step and the hafnium sponge metal crushed for further use. Arc-melted metal can be forged and rolled to sheet, but the best material produced to date would not be considered cold ductile. INTRODUCTION This investigation is part of the program for the production of pure metals from domestic and foreign ores that has been underway at the Bureau of Mines for several years. It was done in cooperation with the Atomic Energy Commission and the Bureau of Ships.

Ingersoll-Rand Research, T n c and the Lee-Norse Co. built a Bureau of Mines sponsored, special deep cutting continuous miner under this contract to study the effects of rotational speed and depth of cut on airborne respirable dust. After preliminary tests indicated and later verified that deep cutting - low rotational speed reduces airborne respirable dust, a series of underground tests were performed (9 combinations of rotational speed and depth of cut at 45° bit angle and 4" bit spacing). Additional data was obtained on specific energy, coal sizing and noise. The conclusions reached from the tests results were; a) deep cutting reduces airborne respirable dust generated and specific energy needed to cut coal., b) the greater majority of the decrease occurs in going from 1" to 2" depth of cut, c) lowering rotational speed has a particularly sizable effect of reducing the amount of dust at the operator's location, d) no significant relationship was found for either noise level or coal sizing to rotational speed or depth of cut. Recommendations include. a)) use of specific energy as an indicator of the change in dust level correlating to changes in cutting parameters, b) mine operators should acquire new deep cutting machines., since retrofitting would be selective.

The copper content in the waste slag represents the greatest loss in the process of Caraíba Metais' Smelter. By identifying the variables responsible for copper stabilization in the slag, a minimization on these losses is expected, producing a granulated waste slag with a copper content lower than 0.7%. Statistics resourses such as control charts, Pareto's diagram and correlations curves were applied for the data obtained in the first semester of 1992. The magnetite and the calcium oxide contents in the slag of the Flash Smelter Furnace were most prominent variables. Some operational changes introduced during and after this investigation have shown good results.

Six new IsaMills were installed for the George Fisher flowsheet in the Lead/Zinc Concentrator of Mount Isa Mines to produce a product P80 as fine as seven microns. The objective was better liberation of galena and sphalerite. The IsaMill commissioning was completed by the end of 1999. The six new IsaMills were running to the metallurgical specifications almost immediately after start-up. This paper reports the performance of the George Fisher IsaMills in the zinc circuits and some of the latest development in the IsaMill designs and maintenance during George Fisher commissioning.

The Taylor's friction circle method for slope stability analysis can be extended to incorporate multiple circles defining the slip surface in a failure mechanism so that it is a workable method for bearing capacity calculations of foundations and rotational failures of retaining walls and similar structures. The U.S. Bureau of Mines has further extended the multiple-circle method to include friction in the material strength and to utilize computational schemes such that this method can be programmed with optimization capabilities rather than being used as a graphical or semigraphical method. Some examples are given that demonstrate ultimate bearing capacity calculations of embedded foundations with eccentric loads and nearby slopes.

THE Sub-province of Benguet is in the North Central part of the Island of Luzon. Baguio, the capital, is situated on a piateau 5000 ft. above sea level, and is the main health resort of the Philippines. It is rapidly becoming the favorite resort for the China Coast as well, and has many miles of beautiful, curving drives with nearly every pine-covered knoll surmounted by a summer home. The United States Army has a recreation post here, known as Camp John Hay, with a well-equipped hospital, and there is a Country Club with a good golf course adjacent. The weather during the winter months and until late spring is ideal. The business center consists mainly of Chinese and Japanese stores, several hotels, and a large public market, in which are displayed all of the vegetables of the temperate zone, which are flown near Baguio, and many tropical and other products brought up from below. This district is reached from the Coastal Plain either by the old Benguet road built in 1904 by the United States Government, or by the Naguilian road, built some years later. The former is now a toll road, with a line of stages operating over it to and from Des Mortes in connection with the government-owned rail- road. Auto travel from Manila is also along this road, the trip from Manila to Baguio requiring about seven hours, following up the great valley north of Manila for nearly 150 miles to the lower end of the Benguet road, and thence to Baguio, 25 miles. This is an interesting, scenic trip; the road is especially famous for the zig zags where it climbs out of the canyon of the Bued River to the plateau. In the September number of the National Geographic Magazine, a fine aerial picture of this road, as well as of other interesting points in various parts of the Philippines, appears. Freight for the district is taken in mainly over the Naguilian road connecting with the railroad at Bauang. This route follows the ridges of the mountain slope with broad vistas and views of the coast.

THE crystal structure of Zral, the compound richest in zirconium (91.03 pct Zr by weight) in the system Zr-Al, has been found to be ordered face-centered-cubic. This compound is of particular interest, since it is encountered as the precipitated phase in potentially useful zirconium-rich alloys. It forms peritectoidally from body-centered-cubic zirconium and Zr,Al at about 975°C. The Zr-A1 constitution diagram has been reported by McPherson and Hansen.' For the primary determination a 100 g ingot was prepared by arc-melting in a water-cooled copper crucible under purified argon. The raw materials were crystal-bar zirconium (a purity of better than 99.7 pct) and spectroscopically pure aluminum. The ingot was double melted, examined metallographi-cally, and found to be quite uniform as shown in Fig. 1. The hardness of the as-cast button was VHN 390 to 445. A 20 mil diam specimen was prepared from annealed (900°C) filings of Zr,Al. The specimen was mounted in a 5 cm radius powder camera and an 8 hr exposure was taken using copper radiation with a nickel filter. The structure of the compound Zral was found to be ordered face-centered-cubic of the Cuau type, with an a,, value of 4.37220.003A. Its calculated density is 5.976e0.013 g per cu cm. The relative intensities for the lines were calculated using the formula 1+cos2 20 I oc----------------- • p • /F7 sin2 0 cos 0 1 + COS' 20 where----------------is the Lorentz polarization fac- sin2 0 cos 0 tor, p is the multiplicity factor, and F is the structure factor. The X-ray data are given in Table I. The compound has exhibited plasticity when present as particles in a matrix of a zirconium. During hot working at about 900°C, the compound has been found to deform plastically to the extent that some of the particles exhibit a length-to-width ratio greater than 4:1 as shown in Fig. 2. In answer to the discussion of ref. 1, McPherson and Hansen pointed out that the compound may be cold rolled and reduced as much as 33 pct. Zr,Al has also been found2 under certain conditions to precipitate in lamellar form at grain boundaries of the a phase of hexagonal-close-packed zirconium. The separation of Fe(III) from simulated Ni(II) solutions using different ion exchange resins was studied. The resins tested included cation exchangers with sulfonic and carboxylic groups and chelating resins with iminodiacetic, aminophosphonic, and mixed sulfonic and phosphonic groups. The dosage of resins was varied from 0.1 to 0.5 g/mL to study the impact of resin type and dosage on iron separation from simulated nickel leach solution containing 25 g/L Ni(II) and 25 g/L Fe(III) at pH 1.5. Also, the effects of different metal ion concentrations, Fe (III):Ni(II) ratios in solution, pH, and adsorption times were investigated. Experimental results demonstrate that all the chelating resins selected favored the adsorption of Fe(III) over Ni(II) with high Fe(III) loading. Soft cation exchange resins also favored the adsorption of Fe(III) over Ni(II), but no significant Fe(III) loading was observed. In contrast, strong cation exchange resins did not show adsorption preferences. The most efficient separation was observed using resin with aminophosphonic groups at resin dosage of 0.2 g/mL, having a Fe(III) adsorption over 94% and Ni(II) adsorption below 5%.

The curve of coal production in Nova Scotia over the past forty years shows a definite maximum reached in 1913. Continued production to this maximum will require a greater tonnage per man-day, and this means there cannot be any increase in total man power used in the operations. There are still large reserves of coal but much of it will require washing or beneficiating to make a usable product. By-product recovery based on the present product ion is relatively satisfactory. Further development of secondary industries requires adequate markets for the bulk materials produced by the processing. It also requires access to other raw materials as well as markets for the principal product of the operations. Scientific investigation and research are needed to prove the quantity and value of lower grade or poorer quality coals, and methods for their recovery and utilization. Economics of further processing of present and future production must be investigated beforehand, if a successful development is to be assured. Such development cannot be expected largely to replace present markets. Production of coal for genera l use must continue to form the major function of the coal industry of the Province. Costs per ton must decrease, or subsidies or other assistance must increase, if the industry is to survive. Costs of investigation and research and costs of capital outlay for further development muse be met.

In attempting to study precipitation from a tetragonal lattice, using solid solutione of bismuth in tin, it was found that although a Widmanstätten pattern is observed1,4 only a qualitative analysis of the orientation relationships is possible, because of the unusual structural changes that accompany the precipitation process. Microscopical Studies Alloys were made from Chempur tin (Standard samples 42b and 426, National Bureau of Standards), and bismuth (Kahl-baum C.P.) by melting weighed quantities together under palm oil, stirring well, and castilig in a heated graphite mold. The polishing and etching techniques employed largely govern the visibility of the structural changes. The preliminary surfacing operations were similar to those recommended by Villela and Bergekoff,5 through Behr-Manning 3/0 abrasive papers, lubricated by a solution of paraffin in kerosene. A rough metallographic polish was next given, using a thin cotton cloth charged with relevigated alumina (maximum particle size of about 4µ) and soap solution; repeated etching and polishing served to remove disturbed metal. For high-power examination better preparation was necessary. It was found that on such soft metals the threads of the fabric, rather than the abrasive, cause most of the scratching. Cotton outing flannel, which had been brushed so that the nap lay down, was fairly satisfactory, but a heavy grade of silk velvet (not the noncrushable kind) was found to be better, especially after some use. A better procedure was as follows: The metal lap was warmed slightly, and a 4-in. circle of woolen broadcloth was cemented to its center by a thin film of melted paraffin. The broadcloth was then moistened with water, and a 30 to 40 per cent solution of sodium hydroxide heated to about 50°C. was poured over it, allowed to stand for I to 2 min. and then washed off. It was neither necessary nor desirable to remove all the sodium hydroxide from the cloth, since its etching action aided in the removal of the flowed layer from the sample. The cloth was then charged with a paste of the relevigated alumina in water. Since this lap did not remove deep scratches, it was necessary previously to polish the specimen on some material such as the silk velvet. The sodium hydroxide softens and partly gelatinizes the woolen lap covering, permitting a scratch-free polish, but its action continues, and the cloth deterioratcs after about 24 hr. This is not serious, because a new lap can be prepared in about 5 min., and only small pieces of cloth are used. Etching with a strongly acid solution of ferric chloride was found satisfactory for removing the flowed layer. For the final etching, the most satisfactory reagent was that of Tafls,7 the formula for which is: FeC13.6H2O, 2 grams; HC1, 5 c.c.; H2O, 30 c.c.; C2H5OH (95 per cent), 60 C.C.
