Since the adoption of the Surface Mining Reclamation and Control Act of 1977, which mandates that surface subsidence be an intergral part of the underground coal mine design, there has been a sudden rise of demand on guidelines for minimizing surface subsidence and its associated structural damages. Unfortunately there is no sufficient amount of systematic subsidence data to fill such a gap, although considerable research has been devoted to the subsidence-induced damages of surface structures in the past. However, it was said that many surface subsidence surveys have been performed and monitored by coal companies during the past twenty years, and that it will be a great source of information for subsidence engineering design if they can be collected and assembled together. An effort was therefore initiated in the Department of Mining Engineering, West Virginia University, under contract with the U. S. Bureau of Mines in December 1978 to contact each individual coal company in the Northern Appalachian Coal Field for any surface subsidence survey data. After 10 months' survey, the data collected include 17 longwall panels and 2 room and pillar sections. The data in-each panel and section cover the complete set of subsidence survey raw data, underground mine layout maps, surface topo maps, geological loggings showing the stratigraphic sequences and thickness of the overburden, and if available, locations and types of surface structures. On-site visits were followed to study the surface terraines and structures. Interviews were conducted with the owners of the surface structures in most cases about, if any, the history and characteristics of damages.

"Many underground mines are achieving extended life and optimizing existing facilities by mining at greater depths. The challenges to do this require a sound engineering approach to mine design and mine services, as well as ingenuity in safety design. The social consequence is full utilization of existing infrastructure.Accessing ores at depths of 2000 m to 3000 m requires exceptional hoisting design. May’s theme issue includes a paper that examines a case study of one such hoisting plant, with emphasis on the hoist rope selection at Agnico-Eagle’s Penna shaft. The paper also describes the process whereby consultation with provincial safety authorities resulted in a revised safety factor suited to the hoist. Another paper examines the challenges of ventilating mechanized mines to 3000 m, including air cooling and dilution of diesel exhaust emissions. Vent system designs are discussed, using sound engineering design, and proven technology that minimizes emissions to achieve cost efficiencies. The paper suggests design based on process and ventilation simulators to obtain realistic economic data at the design stage. Increased ground pressures present unique challenges for production and safety. While this is not confined to deep mining, one paper examines rock pressures and seismic events at the Brunswick mine, for which experience may be applied at depth. It describes seismic monitoring as a predictive tool in a real mine situation, and how it is used to improve overall recoveries and maintain worker safety."

The Resource Management Act has been in force now for approximately ten months. This Act, and the Crown Minerals Act which accompanied it, have substantially changed the manner by which mining operations and other resource uses obtain access to resources and are subject to controls of their environmental effects. This paper briefly summarises the key elements of the regulatory provisions of the Resource Management Act. It identifies the types of resource consents required, and discusses these and procedural matters in relation to mining in Otago. It addresses the transitional provisions and highlights inconsistencies and difficulties in the implementation of these provisions. This paper identifies potential future developments in the planning and regulatory environment relating to mining in Otago.

A pressure acid leaching process has been developed for the extraction of metal values, nickel, copper, cobalt and zinc, from base metal smelter slags. The basic concept contemplates cooling the smelter slags through solidification sufficiently slowly to induce a good measure of crystallization; and subsequently, after fine grinding, to pressure leach such slags at around 250°C while applying oxygen overpressure, utilizing smelter byproduct sulphuric acid. High levels of extraction of the slags' metal values are thereby achieved. It has been shown that if the same slags are quenched thereby producing an amorphous structure, the resulting metal extractions are very low. The process is applicable to smelting furnace throwaway/discard/dump slags, as well as to in-process converter slags. By extracting the bulk of the residual base metal values in the throwaway/discard/dump slags, the resulting leached residues are rendered virtually benign vis-à-vis the external environment.

Building stone, cassiterite, kaolin, gold, lime, and peat were the only commodities mined, The country's main economy was in agriculture, primarily in coffee exports. Tribal violence occurred again, between the Hutu and Tutsi tribes, causing an estimated 50,000 deaths, mainly in rural and mining areas. The inflation and a large deficit continued. The country continued to import cement, fertilizers, oil, and petroleum products. Burundi possessed numerous small gold deposits. The northwest and north-east were the country's two most important gold-bearing regions. A large kaolin deposit was found at Ngozi, and its mining was specified in the fifth 5-year development plan for 1988-1992. In the area of Rugombo, limestone was being explored with the intention of opening a cement plant.

The purpose of this bulletin is to describe the methods of constructing and operating representative types of plants in the United States used for removing the light hydrocarbons from petroleum by continuous distillation, such plants being commonly known in the trade as topping or skimming plants. In the discussion of each plant an endeavor has been made to arrange the text similarly in order to facilitate comparison and to emphasize the important features. The various experimental values for the specific and the latent heats of the oils apply approximately to the oil treated. Careful experiments with each oil and its commercial fractions were not justifiable in view of the purpose of this report. It is regretted that limitations for recording data at the different plants made impossible the determination of a heat balance for each, which would have provided an equitable method of comparing efficiencies. The plants described are all in California where the topping industry has had its growth accentuated by the character and the use of the oil handled. The scarcity of suitable coal made the adoption of other fuel necessary, and the heavy oil of California supplied the need. To raise the flash point and to dehydrate this oil, various plants have been developed. However, the topping industry is represented in other fields; the Roxana Petroleum Co. of Cushing, Okla., and the Warner-Quinlan Asphalt Co. of New Jersey, are operating Trumble plants, and Texas and Oklahoma operators have been experimenting with different pipe retorts for continuous running. In addition to the reasons for topping cited above, in California topping has other purposes which give the plants practically a universal field in the oil industry. These additional purposes are (1) to remove the lighter constituents of the oil prior to storage for a long period, thus reducing the losses from evaporation, (2) to dehydrate and clean the oil, and (3) in conjunction with a complete refinery, to remove the lighter fractions cheaply and quickly, leaving a residue to be rerun for lubricants, coke, and other products. The reader in studying a plant for possible adaption to his own use should note that local considerations enter into the design and size of a plant. Several questions present themselves, as follows: 1. What type is suitable for the oil? 2. How much money is available for construction? 3. Will the volume of residuum be large enough for heat exchange with the crude? 4. Can the heat content of the vapors be used to reduce the cooling-water requirements? 5. What method will best recover the heat from stack gases? 6. Are the various pieces of apparatus adequate in size and best adapted to their purpose? 7. Is every possible provision made for the recovery of waste heat? 8. What products will be made, and what volume of each? 9. Is there provision for the recovery of light vapors? 10. Will the saving of fuel justify the capital and maintenance charges on the regenerative apparatus contemplated? It is regretted that information concerning the operation of topping plants with eastern and Middle West oils is not available. The writer carefully canvassed the Middle West, but did not find a plant where operation had progressed beyond the early experimental stages and reliable figures could be furnished. The reader will find fuel economy and heat recovery emphasized throughout the descriptions. The conservation of the available petroleum supply is of the utmost importance, and the Bureau of Mines presents this paper to encourage the hearty cooperation of operators to that end. The Baume gravity scale used throughout the report is that of Tagliabue with a modulus of 141.5 for conversion to specific gravity.

Despite a global slowdown in most mining sectors, Caterpillar, the world?s largest mining equipment maker continues to forge ahead with new, and improved offerings to the global mining industry. On Nov. 10, as part of its Loading and Hauling Mining Focus Session at its Tinaja Hills proving grounds south of Tucson, AZ, Caterpillar unveiled to customers and media its two latest mining products, the 994K wheel loader and 6020B hydraulic shovel. The Caterpillar 994K wheel loader builds on a nearly 25-year history of the 994 model but with one noticeable difference ? the 994K is bigger ? much bigger. Weighing in at 239,142 kg (527,218 lb) the 994 K is up to 20 percent larger and comes with up to 30 percent increase in payload capacity. This behemoth of a machine is currently being tested at Caterpillar?s Tucson Proving Grounds, Anglo Gold Ashanti?s Cripple Creek and Victor gold mine in Colorado and Taseko?s Gibraltor copper and molybdenum mine in British Columbia, Canada.

Because trade increased among various nations after World War II, the Coal Committee of the Economic Commission for Europe established a Classification Working Party in 1949 to develop an International system for classifying coal. Although national classification systems existed, they had been developed in accordance with characteristics of domestic coals without reference to coals of other countries. Terms for describing similar or identical coals differed in each nation. This caused confusion in evaluating coals shipped in international trade and also hampered exchange of technical information on problems of coal utilization. Experts4/ participating in the classification project early in their work agreed that two systems should be formulated, one for the higher rank coals or so-called "hard" coals in European terminology and the other one for the lower rank coals, the latter designated mainly as brown coals and lignites in the various countries. Rank refers to the degree of metamorphism (progressive alteration) in the natural coalification series from lignite and brown coal to anthracite. The system for classification of hard coals was published late in 1956 as a document of the United Nations.5/ Results of a study for applying this system to American coals were published in 1958.6/

Research performed on arcing faults and their interactions with electrical insulating materials within coal-mine power system enclosures are described. This work was performed at The Pennsylvania State University from December 1, 1976 through August 31, 1978. The thrust of this research has been divided into several primary areas. These include the development of a theoretical procedure for computation of three-phase and line-to-line arcing fault currents as a function of time, formulation of arc and tracking models so that arc voltages and energies may be computed, development of a simulation for pressure and temperature rises when a fault interacts with an electrical insulating material within an enclosure, experimental evaluation of electrical insulating materials in terms of their tendency to support and maintain an arc as well as their potential contribution to enclosure pressure rises, and integration of the above research areas to form overall procedures for theoretical and experimental evaluation. During the course of this research, consideration has been given to the possible effects? of an internal methane-air explosion within an enclosure as well as the potential influence of utilization-voltage-level, conductor spacings, and enclosure venting. Conclusions and recommendations address potential means for protection against enclosure failure, internal design considerations, and low-power testing procedures which might be used to evaluate insulating materials to be utilized within an enclosure.

Equilibrium in the reaction H2(g) + [%0] (in liquid copper) = H2O (g) was investigated at temperatures between 1200 -and 1350°C with p(H2Oj/p(H2) ratios between 1 to 15. A semi-microbalance was used for direct measurement of dissolved oxygen in molten copper. Oxygen was found to obey Henry's law under the experimental conditions used. The metallurgical balance is a tool usually applied in the mining industry. The final result is used for different objectives. All the existing software for the calculation of the metallurgical balance fits the numbers in such way that a logical correspondence between the input and output materials exist. Nevertheless, the accuracy of the metallurgical balance strongly depends on the quality of the input data. Division El Teniente of Codelco Chile has been optimizing the metallurgical balance system the last 14 years. As well, it has participated in the development of corporate norms to optimize the operations of sampling and weighting systems. As a consequence, the precision and the accuracy of the metallurgical balance have been improved in a significant way. Also the understanding of process variability was enhanced. The improvements have allowed Codelco to discover and minimize hidden losses and to better support top management decisions. The present paper describes the main aspect of the continuous improvement process.

The U.S. Bureau of Mines investigated the separation of aluminum from copper dump leaching liquors using a supported liquid membrane. Aluminum was selectively transported through porous polypropylene impregnated with di (2-ethylhexyl) phosphoric acid in an aliphatic diluent. The effects of variables, such as solution composition, temperature, and extractant concentration, were measured with a three-level fractional factorial experimental design. Experimental results were used to derive equations for predicting transport rates for aluminum, iron, and copper. The major variables influencing aluminum transport were solution temperature, feed solution pH, aluminum concentration in the feed solution, and extractant concentration. Copper and iron transport rates were almost zero when aluminum transport rates were high. Measured aluminum transport rates under the best conditions of 55° C, pH 3.0, 16 g/L A13+, and 65 pct extractant solution confIrmed the predicted value of 210 f.'g/(cm2.h). Transport rates for iron and copper were less than 5 ug/(cm2.h) under these conditions. Aluminum was recovered from the stripping solutions by sparging with gaseous hydrogen chloride to crystallize aluminum chloride hexahydrate, which was calcined to alumina. Sparging crystallization regenerated the stripping acid for recycle.

This report describes the operation and maintenance of the Mobile Inert Gas Generator for use in the Remote Sealing System for fighting underground coal mine fires. Seals are emplaced in mine passageways between the fire zone and the rest of the mine isolating the fire zone from the mine. The seals consist of fly ash that has been pneumatically conveyed via inert gas through a borehole connecting the surface and the passageway, Inert gas is used as the fly ash seal transport medium (instead of fresh air) since the introduction of large volumes of fresh air in the vicinity of the fire zone would be undesirable. The inert gas generation equipment is mounted on two flatbed trailers, the "hot" trailer and the "cold" trailer. The hot trailer contains the combustion and cooling equipment. The cold trailer contains the moisture removal and compression equipment necessary to convey the fly ash. The system is self-sufficient and requires only fuel and fly ash deliveries. The Inert Gas Generator has been thoroughly performance tested and has been operated in the field for approximately 200 hr. The system was employed in the demonstration of the entire Remote Mine Sealing System at the Jenney Mine in the Fall of 1978. The system is currently available for fighting any future underground coal mine fires.

Polish coal mines are well equipped with methane monitoring systems,nevertheless the worsening conditions force a continuous impro- vement in the field of environmental monitoring. Application of modern electronic components make it possible to design the new modular telemonitoring system incorporating the best features of the older systems,widely employed in Polish collieries, eliminating their weak points. Several new sensors and portable instru- ments for methane monitoring and early fire detection have been developed and tested in mining conditions.

Over the last 25 years, through adversity and a growing level of risk mitigation, Australian Longwall mines have been using higher and higher capacity cable bolts for secondary support. A recent survey revealed 85% of Australian longwall cable bolts are a 70 tonne capacity pre-tensioned hollow post groutable system. Mines avoiding pumping cementitious grouts are sometimes using pre-tensioned resin encapsulated solid cable bolts of over 90 tonne capacity. Results from various industry and University research has led to manufacturer's fine tuning the construction of their cable bolts. A review of this research explains how smooth wire construction is now dominant. Aggressive shear has also led to some mines using 8 tonnes pre-tension instead of the previous common 20 tonnes pre-tension. Lower pre-tension acceptance is now leading to a greater use of threaded cable bolt end fittings, these are tensioned to 8 tonne using the drill motor torque. A recent development is the TEX cable bolt, a slim line threaded end fitting that fits with the drill hole like a standard rock bolt. This cable is being installed at the coal face as primary support off bolter-miners. The laboratory and in-situ testing of the TEX cable is presented. In a bid to improve gateroad development rates and ground support in the last several years, a 100 tonne tensile capacity Goliath cable system was developed. The latest development in resin anchored solid cables is a 110 tonne capacity cable bolt, with laboratory and in-situ testing results presented.

In examining steel under the microscope, one is constantly confronted with structures that are difficult to interpret. Recently, in a collection of samples for exhibition purposes, the writer found a piece of open-hearth runner metal, 2 in. (50 mm.) in diameter, that had been fractured for use as a sample of cast-steel structure. On polishing and etching a section for the purpose of photographing a field to typify the microstructure of steel in the "as cast" condition, a variety of structures was found (Fig. 1) so arranged as to arouse interest at once. For a distance of about 0.065 in. (1.6 mm.) from the skin of the runner, normal ingot structure was found (Fig. 2); this was followed by a zone, about 0.215 in. (5.5 mm.) wide, of considerably lower carbon content in which occurred a most pronounced Widmannstattian structure (Fig. 3); from this point on to the center of the runner, the metal was again of normal ingot structure (Fig. 4). Representative samples taken from the metal in the three zones showed the following analysis: Carbon Nickel Chromium Per Cent. Per Cent. PeR Cent. Metal from skin........................... 0.34 1.26 0.63 Widmannstattian zone.................... 0.21 1.18 0.63 Metal from center......................... 0.34 1.32 0.67 Such a condition might result from decarburization followed by recarburization of the skin. This section came from one of the branch runners to the bottom of the mold, not from the main runner, and it is difficult to conceive of decarburization occurring in this portion of a runner. If the metal were stripped while quite hot, some oxidation would take place but the recarburization is unaccounted for. It could not occur by segregation after solidification—the tendency then is for diffusion and homogeneity. The following seems to fit the conditions and is offered as an explanation. The outside layer of normal structure 0.065 in. (1.6 mm.) thick was chilled on the walls of the runner brick when the molten metal first entered the runner. "INTRODUCTION These inspection standards have been prepared for use as a guide for the Federal inspection of anthracite mines. They are a revision of ""Tentative Inspection Standards for Anthracite Mines,"" published as Bureau of Mines Information Circular 7231 in January 1943 and used as a guide for Federal inspections. Numerous changes in the original standards have been made, due in part to recognition of shortages of some types of safety equipment due to the war, in part to need of additional standards to cover certain mine conditions and practices, and in part to conditions not foreseen when the original standards were prepared.Throughout these standards reference is made to determining the methane content of the mine air by using a permissible flame safety lamp. The Bureau has approved various electrical devices for the detection of methane, but it is recognized that new devices for determining the percentage of combustible gases as well as the percentage of oxygen, might be perfected for general use in mines, and therefore it may be necessary to revise certain standards to include the use of such equipment if and when the device is accepted as being permissible.About one-fourth of these standards are marked with an asterisk (*) as being of particular importance in preventing accidents in many coal mines; however, failure to carry out the suggestions made in such of the other standards as are applicable may also lead to loss of life.With continuing change in mining methods, some of these standards may become inapplicable, and further revision will be advisable. Therefore, question regarding these standards and suggestions regarding new standards should be brought to the attention of the Bureau, so that changes may be made from time to time. Numerous changes proposed by mine operators and by State mining departments have been incorporated in these standards."

The McArthur River (HYC) deposit, located in the Northern Territory of Australia, was discovered by Mt Isa Mines Limited geologists in 1955. It is one of the largest sedimentary stratiform zinc-lead-silver deposits known. Previous attempts to exploit the deposit have been thwarted by its geographical location, the capital expenditure required to establish an operation and the fine-grained nature of the mineralisation. The steeply dipping western margin of the deposit is covered by up to 25 m of overburden, and lies beneath the McArthur River and its flood plain. Dips are eastward, with the eastern edge of the deposit at a depth of about 400 m below the surface. The average thickness of the deposit is 55 m, and it covers an area of about 1.8 by 1.3 km. Seven stratiform orebodies are interbedded with sedimentary breccia, tuff and poorly mineralised siltstone. Mineralisation consists of finely intergrown sphalerite and galena, hosted by pyritic siltstone of the middle Proterozoic McArthur Group. Selective underground mining of the lower orebodies will extract more than one million tonnes of ore per annum. The dip of the mineralisation demands that mining will be by way of apparent dip room and pillar. Declines will provide access and haulage, and wherever possible development will be in ore. Initially, haulage will be by trackless diesel powered trucks, but these will be replaced by a conveyer system. A single zinc-lead-silver concentrate will be produced from a simple flowsheet. This flowsheet has been developed in the laboratory and demonstrated during an extensive pilot plant campaign. A single stage SAG mill will be utilised to grind the ore down to a P80 = 45 ltm (80 per cent of particles passing 45 ¦rn. Review and evaluation of all available data on the vapor pressure of car-bon dioxide at the ice point, including previously unpublished results obtained by the Bureau of Mines, are presented. Suggested corrections and adjustments to all the data yield an average value of 26,136.4 mm mercury. Indicated agreement is within plus 1 part in 8,000 to minus 1 part in 11,000. A novel pressure bomb in which a sample of pure carbon dioxide is placed and sealed by a diaphragm fluid separator and its use as a reference pressure standard for extended and repeated use in the calibration of deadweight gages is described.
