This summary of State laws on explosives wag compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not Include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

This paper has been prepared as a progress report in connection with the series of articles on mining methods and costs which are being published by the U. S. Bureau of Mines in the form of information circulars. Then enough circulars have been completed it is planned to publish a more complete and comprehensive paper in bulletin form dealing with the subject of underground transportation. Progress reports, followed by bulletins, will be prepared from time to time dealing with other subjects included in the general study of mining methods at individual mines, such as mine development, drilling, and blasting; stoping methods (each principal stoping method to be summarized in a separate paper); ventilation; wage, contract end bonus systems, etc.

Rock fall accidents continue to be the main cause of fatal and serious injuries in the mining industry. Although there has been an improvement in the FOG (falls of ground) related fatal and serious injuries over the past few years, the rate is still too high. New technology has made it possible to reduce this rate significantly. FOG accidents imply failure of the support system or the design of the support system in use. In this paper we deal with the latest technology available to assist the mines to reduce the rates of FOG related injuries and fatalities.

The purpose of this investigation was to assess the environmental impact of the surface mining methods currently used in the steep-sloped areas of Central Appalachia: southern West Virginia, eastern Kentucky, southwestern Virginia and northeastern Tennessee. Comparisons are made between mountaintop/cross ridge mining, contour strip, augering and an innovative method surface shortwall mining which was attempted at Julian, West Virginia. Included in this final report are a discussion and analysis of current Appalachian production, reserves, and the extent of land affected on a county- by-county basis. Additionally, the seams within the steep sloped region have been assessed according to minimal standards of thickness, surrounding lithology, and areal extent to determine their amenability to surface shortwall mining. These seams have been tabulated with their ash, sulfur, and BTU content on a county-by county basis. Only minimal statements are made concerning quantity because of the narrow set of conditions required by the shortwall method. Other sections deal with the possible technical failings of an operational surface shortwall system based on field studies at shortwall operations, discussions with people experienced with shortwalls and research into ground control problems at sites where short- and longwall operations have been monitored. A final section details proposed additional research directions which the Bureau might take in the future.

"The Canadian mining industry faces the prospects of a severe shortage of graduate mining engineers over the next decade. This arises from three factors: first, a growth in industrial activity; second, the average age of company engineering and management staff; and third, the reduced number of students in engineering faculties around the world. This paper aims to identify the critical factors underlying the trend of inadequate recruitment into higher education for mining and to examine means of alleviating the problem.This paper is based upon surveys of potential and current students and graduate mining engineers from four mining schools. Asbestos crystallizes within rock formations undergoing intense deformation characterized by folding, faulting, shearing, and dilation. Some of these conditions have prevailed during formation of the taconite iron ore deposits in the eastern Mesabi Iron Range of Minnesota. This range includes the Peter Mitchell Taconite Mine at Babbitt, Minnesota. The mine pit is over 8 miles long, up to 1 mile wide. Fifty three samples were collected from 30 sites within areas of the pit where faulting, shearing and folding occur and where fibrous minerals might occur. Eight samples from seven collecting sites contain significant amounts of ferroactinolite amphibole that is partially to completely altered to fibrous ferroactinolite. Two samples from two other sites contain ferroactinolite degraded to ropy masses of fibers consisting mostly of ferrian sepiolite as defined by X-ray diffraction and TEM and SEM X-ray spectral analysis. Samples from five other sites contain unaltered amphiboles, however some of these samples also contain a very small number of fiber bundles composed of mixtures of grunerite, ferroactinolite, and ferrian sepiolite. It is proposed that the alteration of the amphiboles was caused by reaction with water-rich acidic fluids that moved through the mine faults and shear zones. The fibrous amphiboles and ferrian sepiolite collected at the Peter Mitchell Mine composes a tiny fraction of one percent of the total rock mass of this taconite deposit; an even a smaller amount of these mineral fragments enter the ambient air during mining and milling. These fibrous minerals thus do not present a significant health hazard to the miners nor to those non-occupationally exposed. No asbestos of any type was found in the mine pit. © 2007 Elsevier Inc. The Bureau of Mines has recently completed a comprehensive study of coal strength. More than 4000 individual test results from over 60 seams were extracted from the literature and combined in the most complete data base of the uniaxial compressive strength of coal ever assembled. In addition, more than 100 case studies of in-mine pillar performance were available in the Analysis of Retreat Mining Pillar Stability (ARMPS) data base. Statistical analysis of this wealth of data has yielded valuable results. The data shows clearly that the "size effect" is related to coal structure. The widely-used Gaddy formula, which predicts a significant strength reduction as the specimen size is increased, was found to apply only to "blocky" coals. For friable coals, the size effect was much less pronounced or even non-existent. Case histories of failed pillars are the best available data on in situ coal strength. This study found no correlation between the ARMPS stability factor of failed pillars and coal specimen strength. Pillar design was much more reliable when a uniform coal strength was used in all case histories.

Many of the gases and vapors used in anesthesia form explosive mixtures with oxygen or air. Sources of ignition for these mixtures always have existed, in operating and anesthetizing areas. When ether was first introduced, candles and gas-lights and coal stoves caused fires and mild explosions of the vapor-air mixtures. Today the chief causes of ignition are electrical. Fires and explosions are still much too frequent; and, because many of the mixtures are rich in oxygen, the explosions sometimes are very violent. Obvious sources of ignition, such as electric-power sparks and arcs in open motors, switches, and receptacles, as well as exposed incandescent wires and hot plates, usually are recognized by hospital personnel and corrected. A source of ignition that is not so obvious to many is static electricity. Until quite recently the presence of this hazard in a large majority of anesthetizing areas was not even suspected. However, numerous explosions -many of them fatal to patients -have been attributed, with good reason, to sparks from static electricity. In this paper the authors present facts to show the prevalence of static electricity in the average hospital anesthetizing area, and the degree to which this easily developed electrical form of energy constitutes an explosion hazard. An effort is made throughout to explain how static electricity behaves, why it is a hazard, and why certain safety measures are needed and recommended. Following the introduction and a short general discussion of static electricity, which incorporates a glossary of pertinent electrical terms, an account is given of inspections and tests made in a number of hospitals. This account includes many suggestions that should be useful to any person who plans to make similar inspections and tests. However, a comparison of materials and equipment used with those described in the report will reveal, in many cases, the potential dangers and obviate the necessity for tests. The hospital work was supplemented by considerable laboratory research designed to determine the spark energies required to ignite anesthetic-gas mixtures and the exact amount of time involved in developing the usual static charges. The results of this research are reported and the implications examined. The paper concludes with a general discussion of static and related hazards in anesthetizing areas and of the most urgent preventative measures.

An investigation was made to determine the mechanical properties of oil shale at elevated temperatures and confining pressures, the thermal properties at elevated temperatures, and to provide mathematical models for mine design for in situ oil shale retorting. A review of current activity in in situ retorting is included with a comprehensive list of references. Tests were run at temperatures from 20°C to 500°C and confining pressures to 1500 psi with shale of 10 to 30 gallons per ton. A major loss of strength occured in heating 140°C with a partial regain from 380°C to 500°C. Higher grade shale had lower compressive strength. Elastic properties showed large variations. Brazilian tensile strength showed a similar temperature sensitivity as the compressive strength. Equations were developed for each property in terms of grade, temperature and pressure. Thermal, electrical and acoustical properties showed anomalies through the temperature range. Creep is a major factor in overall deformation of heated shale. Oil shale was found to be an excellent insulator. Loss of pillar support area at 800 hours of heating would be about 10 percent. Good correlation was found between a finite element model using the developed properties and an in situ heater test.

For mining medium-hard materials on the surface, "Continuous Surface Miners" have been employed for some years. The latest generation surface miner extends the performance of this type of machine to the point where the same cost efficiencies can now be achieved in medium-hard materials as has been achieved in softer materials by machines such as the bucket wheel excavator. The paper explains briefly the technology of the Krupp Surface Miner (recently released to the market) and develops the costs of ownership and typical operating costs. Comparisons are made between a shoveLtruck system and Krupp Surface Miner (KSM) systems based on both truck and conveyor transport systems. Further benefits of mining with the KSM, such as environmental, selective mining and improved product reovery are discussed briefly. The equipment is now available to mine semi-hard materials (with compressive strengths up to 60MPa) on a continuous basis and reap the benefits which continuous systems can deliver. All new and existing open cut mines should review their costs with regard to this technology.

Uncertainty quantification of a spatially distributed variable at any scale can be handled through geostatistical simulation. Large computation time, storage, and post-processing of the realizations are required to obtain a final assessment of block uncertainty. Multi-Gaussian kriging is a flexible alternative to simulation. The idea is to compute the conditional distribution of uncertainty after normal score transformation of the original samples. Under the multi-Gaussian assumption, all marginal and conditional distributions are Gaussian, hence fully defined by their mean and variance. The parameters of the conditional distributions are obtained by simple kriging and can be back-transformed to the original units of the variable of interest. An estimate and any summary of uncertainty can be easily retrieved. The main disadvantage of performing multi-Gaussian kriging is that change of support is not straightforward, that is, calculating uncertainty of block grades. We propose a methodology to overcome this limitation by considering a matrix simulation to generate multiple probability fields. Each probability field is used to draw spatially correlated point values from the point-support conditional distributions, and multiple realizations of the average can be obtained. This permits the calculation of the average over the block and its uncertainty. These blocks may correspond to selective mining units or to volumes from longer production periods relevant for engineering decisions. They can even be disjoint blocks, such as when several faces are mined at the same time. POSTMG, a Fortran program to perform these calculations, is described and a case study is provided.

New Gold?s New Afton Mine, located 8 km (5 miles) west of Kamloops, British Columbia, is a 4.5-Mt/a (5-million stpy) block cave mine, making it the highest tonnage underground hard rock mine in Canada. The reserve is estimated at 52.5 Mt (55.9 million st) with grades of 0.65 g/t (0.02 oz/st) gold and 0.93 percent copper (2012). Commercial production was achieved in July 2012 and nameplate production was achieved ahead of schedule in September 2012, with the cave breaching to surface in 2013. The mill has a SAG and a ball mill with a froth flotation circuit.

WHEN "Chief" Buehler in mid-September set out on his official 10,000 mile swing-around-the-circle visiting Local Sections he decided not to tell his audiences how to organize and operate a state geological survey. As the director for 28 years, of the Missouri Bureau of Geology and Mines (which, he concedes, is the best in existence) lie could have done this to good advantage; but he preferred to discuss affairs of the Institute. In 25 speeches made to member and student groups, he dwelt on sonic or all of the following phases of activities. He stressed the vital importance of the Local Sections in providing the opportunity for members to associate under pleasant auspices with others in their profession. The benefits of Institute membership he classified as tangible and intangible. Of the two lie felt that the latter were more important. A man's progress in his profession depends in large measure upon a broad acquaintance and friendship with others. The Institute is incomparably the best medium for meeting fellow engineers. The primary, function of the new enlarged Membership Committee is to obtain a comprehensive list of engineers eligible to be members, always hearing in mind that the standards of membership must not be lowered in any degree. These men are to be invited by individual letter to apply for membership. Whether they become members or not is of less importance; but it is vital that no qualified man should be outside the fold for the reason that membership had never been suggested to him. Dr. Buehler emphasized repeatedly his feeling that the younger man that had never had Institute membership brought specifically to his attention had been cheated:

"In December, 1999 Stillwater Mining Company (SMC) commissioned a new paste /cement backfill plant to supplement the existing sand backfill system for the cut and fill mining operation at it’s Nye, Montana mine. The new plant uses the Baker Process Deep Cone TM Paste Thickener to thicken the total concentrator tailings from 30% solids slurry to a 71% solids paste. This paper describes both general paste formation concepts and the evolution of the SMC paste plant operation from original design criteria, through problem solving and plant modifications, to the operation of the existing plant.Although the original process design was not effective for consistently producing and delivering acceptable paste to the stopes for backfill, SMC was able to make the mechanical and process modifications which allow the plant to now produce and deliver an acceptable product to the stopes. Ongoing test work is targeted at increasing the pumping range of the system, increasing the paste solids concentration from the Deep Cone Paste Thickener and reducing the operating and maintenance costs of the system.INTRODUCTIONThe authors would like to thank both Stillwater Mining Company (SMC) and Baker Process for their assistance in the preparation of this paper. In this bulletin the reports on manganese are presented, which range in scope from the beneficiation of the ore to the utilization of the metal. The bulletin is in eleven chapters, each comprising a separate report, arranged in the order given below. 1. General information regarding manganese, by C. M. Weld. 2. Uses of manganese other than in steel making, by W. C. Phalen. 3. Problems involved in the concentration and utilization of domestic low-grade manganese ores, by Edmund Newton. 4. Preparation of manganese ore, by W. R. Crane. 5. Leaching of manganese ores with sulphur dioxide, by C. E. Van Barneveld. 6. The Jones process for concentrating manganese ores; results of laboratory investigations, by Peter Christianson and W. H. Hunter. 7. Cost of producing ferromanganese ores, by C. M. Weld and W. R. Crane. 8. Production of manganese alloys in the blast furnace, by P. H. Royster. 9. National importance of allocating low-ash coke to the man- ganese-alloy furnaces, by P. H. Royster. 10. Electric smelting of domestic manganese ores, by H. W. Gillett and C. E. Williams. 11. Use of manganese alloys in open-hearth steel practice, by Samuel L. Hoyt. As each chapter was originally prepared as a unit, there is neces- sarily some duplication and overlapping. With certain exceptions, however, each paper is reproduced in practically its original form. In chapter 1, covering certain general phases of the industry, such as uses, specifications, prices, and statistics, the subject matter has been somewhat modified in view of changes in conditions.About 95 per cent of the manganese consumed in the United States goes into the manufacture of steel. The remaining 5 per cent is used in a number of minor industries, the chief of which is the manufacture of dry cells. These minor uses are described in chapter 2. No discussion of the geology of manganese eres is presented, but a short bibliography on the subject is appended. With few excep- tions the manganese deposits of the United States are irregular, pockety, and uncertain. Largely for this reason, mining methods are crude and hardly warrant descriptions. The concentration of manganese ores, however, is an important problem and involves some details not common to other ores. Chapter 3 discusses the concentration and utilization of low-grade ones, notes the relationship of concentration to metallurgical prao- tices, outlines concentrating processes, and treats of commercial problems. In general, as regards concentration methods, manganese ores may be divided into two groups, as follows: (1) Ores permitting mechanical separation of the manganese minerals and the gangue, and (2) ores in which the manganese minerals and the gangues are so intimately associated that separation requires some hydrometal- lurgical or pyrometallurgical process. Heretofore, attention has been confined almost wholly to mechanical separation, chiefly by gravity. In fact, so far as known, all production of concentrates has been by wet gravity methods, although during the war some companies investigated the commercial pessibilities of magnetic separation and reported favorable results, the construction of one magnetic con- centration mill being started. The usual wet gravity methods are described in chapter 4. During the war, the Bureau of Mines undertook investigations of methods applicable to ores of group 2. A hydrometallurgical process involving leaching with sulphur dioxide was studied at the mining experiment station of the bureau at Tucson, Ariz. The results of this work, presented in chapter 5, indicate that the process is metallurgically feasible but the cost makes it unattractive. The results of an investigation of a pyrometallurgical process known as the Jones process are presented in chapter 6. The process, which is still in the experimental stage, was found to be metal- lurgically sound. The manganese product is not a concentrate but an alloy, made directly from a lean unconcentrated ore. The custom- ary method is to manufacture alloys from high-grade ores or from concentrates of leaner ores. A discussion of the costs of ferro-grade manganese ores is pre- sented in chapter 7. This discussion is in general terms only, but should be of use in so far as it relates to competitive conditions.

Investigations show that Co-based melts embedded by glass flux in a crucible can be under- cooled nearly as strong as samples processed containerlessly by electromagnetic levitation. This allows to measure magnetic susceptibility on undercooled melts while combining the use of a Faraday-balance and undercooling technique. The magnetic susceptibility of Co and Co-based alloys (such as Co-Pd and Co-Cu) is investigated as a function of temperature from superheated to undercooled state. This is done by measuring the change of magnetic force F, on a sample in a constant magnetic field Bo and an additional gradient field by means of a Faraday-balance. When liquid Co-based alloys are undercooled the magnetisation steeply rises if temperature approaches the Curie temperature. The magnetisation is measured for some Co-based alloys in liquid state as a function of alloy system and its concentration. The results show that the magnetic susceptibility of the liquid undercooled samples follows a Curie-Weiss behaviour, from which Curie temperature and magnetic moments for the liquid state are inferred.

"1.1 Location and Transportation ServicesNanisivik Mines Ltd. is located at latitude 73°, 3,200 km north of Montreal and 700 km north of the Arctic circle, on the south side of Strathcona Sound, which is an arm of Admiralty Inlet, in Northern Baffin Island. The orebody and mill site are 4 km distant from Strathcona Sound which provides deep water anchorage for ocean transportation of concentrate to Europe during the short northern shipping season from mid-July to mid-October.The operations and the resident community have direct jet aircraft service from Montreal two days per week, and local nights connect with other Arctic communities in the northern Baffin region. Bulk supplies and general cargo are delivered in the summer shipping season.1.2 HistoryThe Texas Gulf Sulphur Company, now Kidd Creek Mines Limited, staked claims in the Nanisivik area in 1957 and carried out exploration through to 1968. After the Kidd Creek orebody was found, Texas Gulf optioned the property in 1972 to Mineral Resources International Inc. (MRI), which undertook further exploration and completed a feasibility study.Nanisivik Mines Ltd. was formed in 1975, with MRI as the majority shareholder and minority shareholdings held by Metallgesellschaft, Billiton and Texas Gulf. Strathcona Mineral Services Limited was retained to manage the project during both the construction and operational phases."

CHINA can he roughly divided into three metallogenetic province: North China, the Yangtze Valley, and South China. In North China the old Pre-Cambrian schists and gneisses are represented by the abundance of quartz mines in which sporadic occurrences of copper, lead, zinc, gold, and silver are sometimes found in subordinate quantities. Along the Yangtze Valley and in Central China, extending eastward as far as Shantung, are found here and there intrusions of dioritic rocks, in which occur the famous contact deposits of iron ore, besides which minor quantities of copper. lead, and zinc are also found. In South China the igneous intrunsions are of granitoid type in which, or in the vicinity of which, occur in certain regions immense deposits of antimony, tungsten, tin, and mercury. Broadly speaking. most of the famous coal mines are now situated in regions north of the Yangtze River, in which occur also the sedimentary deposits of iron in contradistinction to the contact deposits of iron along the Yangtze Valley.

Aços resistentes ao desgaste são amplamente aplicados em partes estruturais que exigem propriedades como resistência mecânica, tenacidade e resistência ao desgaste abrasivo. O presente trabalho foi realizado devido à necessidade de desenvolvimento de materiais necessários para minimizar os efeitos causados pelo desgaste abrasivo. Os objetivos são: obter microestrutura multiconstituída (ferrita, bainita, martensita e austenita retida) por meio de tratamentos térmicos; e compará-la a microestrutura martensítica revenida. O aço estudado possui a seguinte composição química 0,26%C-1,13%Mn-0,92%Si-0,72%Cr- 0,29%Mo-0,18%Ni-0,17%Cu. Conduziu-se os tratamentos térmicos na sequência apresentada: recozimento subcrítico a 700°C, têmpera em óleo (temperatura de austenitização 940°C) e tratamento isotérmico de transformação bainítica (temperatura de austenitização de 820, 860, 900 e 940°C) ou recozimento subcrítico a 700°C seguido de têmpera/revenimento (940°C e resfriamento em água/250°C por 2 horas). Microscopia Eletrônica de Varredura (MEV) foi empregada para se avaliar a microestrutura do aço. Dureza Rockwell C foi utilizada com intuito de comparar a dureza das diversas microestruturas obtidas. Constatou-se que com a diminuição da temperatura de austenitização houve decréscimo do valor de dureza; e as amostras temperadas e revenidas demonstraram dureza média maior que as amostras que passaram por tratamento isotérmico de bainitização. A microestrutura multiconstituída foi obtida.

The current list of permissible explosives includes 124 different brands. Fifteen of these are gelatinous, and the rest are the more commonly used granular ammonium nitrate type. Their rates of detonation range from 1,300 to 5,600 meters per second, and the weights of 1-1/4 x 8-inch cartridges range from 86 to 244 grams. The list of permissible blasting devices includes 1 Cobra, 2 Hydrox, and 9 Cardox models. All of these devices are based on discharge of high-pressure gas from a pressurized shell in a shothole. INTRODUCTION To be approved for use in underground coal mines in the United States, explosives and blasting devices must pass certain schedule tests prescribed by the Bureau of Mines. The explosives listed here were tested under Schedule 1-G,3 which has since been replaced by Schedule 1-H;4 the blasting devices were tested under Schedule 26A.5
