Tennessee is the largest federal program state in the nation, with 62 active surface and underground coal mines. Tennessee's coal resources lie in 22 coal seams in 22 counties. Twelve seams are being mined at this time. Mining in the northern counties is primarily in steep slope areas in the Cumberland Mountains. The relatively flat terrain associated with the Cumberland Plateau makes area-rnining the most common production method in Tennessee's southern counties. The State of Tennessee gained primacy August 10,1982, when its regulatory program was conditionally approved, subject to the correction of certain deficiencies. On May 16,1984, the Tennessee General Assembly repealed most of the Tennessee Coal Surface Mining Law of 1980, effective October 1, 1984. With this action, withdrawal of the state regulatory program was formalized, and on October 1,1984, the Office of Surface Mining's Knoxville Field Office became the regulatory authority. Tennessee is not eligible to receive funds for an abandoned mine reclamation program because it does not have an approved regulatory program. Accordingly, the Tennessee Abandoned Mine Lands Program does not receive federal AML grants. Since 1984, AML projects have been completed under cooperative agreements between OSM and the state; emergency projects are completed by the Office of Surface Mining.

A common problem encountered in the mineral sands industry is that the mineralogical measurements used in defining the resource are not readily converted to metallurgical recoveries, which are used to predict the quantity of the final products. The problem stems from the different objectives of the exploration and metallurgical assessment programmes, and is often compounded by the use of different laboratory techniques and mineral definitions. Common mistakes include the misapplication of routine analysis, incorrect interpretation of mineral recovery, the confusion of mineral recovery with product yield and inconsistent definition of the same mineral. Experience has shown that unless these potential mistakes are identified, the measurement techniques used during exploration and metallurgical assessment are not compatible, often resulting in large errors in the prediction of mineral production. There are no easy solutions to the problem, as there is no universal assay technique which can cost effectively characterize all the mineral sands resources. The recommended course of action will therefore require several iterations to optimize the assay technique to suit the resource. Fundamental to the success of the measurement technique is the understanding of the mineralogy, its behaviour during mineral processing and the quality requirements for the final products.

It is known that exposure to high sound pressure levels can lead to permanent hearing loss; however, many workers, in mining as well as other occupational sectors, frequently receive hazardous noise exposures. The National Institute for Occupational Safety and Health (NIOSH) recommends using a criterion level of 85 dB(A) for implementation of hearing loss prevention programs1. But, despite engineering and administrative controls, workers continue to exceed their recommended daily noise dose. Hearing protection devices are worn as a final defense against noise overexposure, but many workers have difficulty communicating or detecting warning signals while wearing them. New electronic technology has been integrated into conventional hearing protectors to allow for some degree of sound restoration. Research is currently being carried out within NIOSH, Pittsburgh Research Laboratory (PRL) to evaluate the performance of sound restoration hearing protectors. Due to certain features of the devices, such as their non-linear performance and possible manipulation of electronic settings, there are obstacles to testing them using the existing standard hearing protector test methodology (ANSI S12.42-1995 and ISO 4869-3:1997). These and other issues related to testing these devices are outlined within this paper, and possible solutions are discussed. Measures of attenuation properties have been done on a set of the devices and preliminary findings indicate that new test methods, or at least modifications of existing methods, must be developed to accurately determine device performance. Furthermore, it is necessary to know not only the attenuation properties of such devices, but also the degree to which speech intelligibility or recognition of warning signals is preserved, as compared with conventional hearing protectors. As additional data is collected a more accurate and reliable test methodology will be developed, and a more comprehensive picture regarding device performance will be determined and disseminated.

Computation is believed to be a powerful tool in scaling-up chemical processes and in designing materials, however, is being challenged by low predictability and limited scalability. This presentation will discuss the promising future of multi-scale computation in solving these two problems to realise the real-time simulation of industrial processes. Multi-scale structures are a common nature of most chemical systems and the meso-scale phenomena are believed to be the road blocks not only in improving the predictability of physical modeling but also in extending the scalability of computation. Focusing on the meso-scale phenomena, a series of research has been carried out at the Institute of Process Engineering, Chinese Academy of Sciences, for the past three decades. Starting with a simple idea of modeling the meso-scale clusters in gas-solid two phase flows, the so-called EMMS (Energy-Minimisation Multi-Scale) model was established. In verifying the stability condition of the model, the pseudo-particle approach was proposed to explore the micro-mechanisms in particle-fluid systems, and the strategy of the EMMS model was extended to other six different multi-phase systems, resulting in a unified conceptual formulation of multi-phase complex systems expressed by a multi-objective variational problem. In applying this model to different multi-phase systems and to industrial problems, it was recognised that the EMMS model defined a new paradigm of multi-scale computation by realising the structural similarity between software, hardware and the problems to be computed. This paradigm of computation was implemented on a multi-scale supercomputer with a capacity of 1.0 petaflops by integrating CPUs and GPUs (Graphic Processing Units), showing high efficiency and low cost. Running the EMMS model on this computer, the simulation of hydrodynamics of multi-phase systems can be speeded up very much, indicating a promising future of virtual reality of process engineering. The presentation will review this series of work, introduce successful applications in industries, and will be concluded by emphasising the critical importance of the meso-scale phenomena as the bridge between macro-dominants and micro-mechanisms. "IntroductionThe purpose of this chapter is to describe current practices in operation and maintenance of flotation circuits in Canadian mineral processing plants. The chapter consists of five sections covering description of equipment, typical flow diagrams, operating practice, instrumentation and maintenance. The approach to this subject matter is intended to be practical in nature, hence no deeply technical treatment of flotation theory will be included.Flotation is an extremely common method of beneficiation of ores. Reasons are the relatively low cost of flotation compared to many other processes, the wide range of minerals to which flotation may be applied and the high efficiency of separation which can usually be achieved. The flotation process as we know it today has been developed within this century and it has had a major impact on the mining industry. While flotation is commonly considered to be important because it provides a relatively simple method of separating minerals in complex ores, the availability of flotation has also made a multitude of mineral deposits in Canada into economically viable mining operations because it allowed production of a concentrate of valuable minerals from the ore. These concentrates could then be transported from geographically remote locations to centraHzed plants for further processing, although the existence of the remote and perhaps small ore body alone would not have justified installation of metallurgical processing plants on site and the grade of ore would not have justified direct shipment of ore.Some of the more common minerals concentrated by flotation are sulphides of copper, nickel, cobalt, iron, zinc, molybdenum, lead and arsenic, as well as non-sulphides such as sodium chloride, potassium chloride, phosphates, silicates, chromite, fluorite, limestone and coal. Precious metals are also recovered by flotation, generally in association with another sulphide mineral."

This report covers the work performed by the Advanced Products Division of FMC Corporation under Bureau of Hines Contract J0155166, Design Evaluation for Development of an Advanced Bolter Module. FMC has evaluated the existing ISMS bolter designs, and the corrections and improvements in progress, including the effect of the three-chain magazine presently being fabricated, and recommends that a complete bolter module featuring a new magazine, safety post and lower stabilizer or similar device be designed, fabricated, and tested, A 29 week program is proposed which includes a four week demonstration. This module would eliminate those reliability problems not presently being solved and would provide a reliable bolter module for a production oriented miner/ bolter.

The use of electrical or electronic safety systems to protect personnel, and the engineering tasks associated with the design, manufacture and maintenance of these systems are referred to using the term ‘functional safety’. In the past ten years, the use of such systems has transitioned from its traditional base, in oil and gas major hazard facilities, to being a part of most large mining and materials handling projects. In particular, functional safety is rapidly becoming a significant component of Australian iron ore projects, typically in the form of emergency stops, remote isolation, drive through interlock, robot cell entry or mobile machine anti-collision systems. While these types of systems have been in use in iron ore for a long time, functional safety standards (eg AS61508, AS62061, AS4024.1503) require more rigourous demonstration of the level of risk reduction provided by the systems.The early engineering project development phases require a number of key decisions to be made around functional safety implementation. The decisions made at this point in a project will go on to dictate the required types of risk assessment and analysis, equipment selection, sizing of substations, and training and maintenance requirements for owners. For project teams that are unfamiliar with functional safety, or inexperienced in its application, an incorrect decision or failure to understand the requirements of the chosen standard can lead to a failure to meet contract requirements, as well as major cost and schedule overruns.This paper examines the implications of functional safety on early engineering studies, focusing on the following questions: How does a designer or company determine what standard is best suited to their project? What key aspects of functional safety design need to be considered during project development? "Phosphate ore is one of the most significant secondary resources for rare earth elements (REEs), and Florida phosphate is of particular interest due to its much higher ratio of heavy REEs, especially yttrium. Analyses of numerous samples from different phosphate processing streams in Florida showed that heavy REEs account for about 50% of the total REEs in Florida phosphate with yttrium accounting for approximately 30%. It was estimated that the amount of yttrium from US phosphate processing could meet the world demand for this critical element. This research aimed at recovering both REEs and phosphorus from a phosphate flotation tails. This tails is composed of mainly silica and phosphate with a small fraction of heavy minerals including monazite and xenotime. Since the specific gravity of silica is 2.6 versus 3.2 for phosphate and 4.5-5 for rare earth minerals, pre-concentration of the minerals of interest by gravity separation was investigated first. A pilot scale shaking table was used in this study. One pass gravity concentration achieved a shaking table concentrate analyzing over 600 ppm REEs at about 40% recovery. Flotation of the shaking table concentrate resulted in a product containing 1809 ppm REEs and 26.37% P2O5 with corresponding recoveries of 73% and 82%. Sulfuric acid leaching at 75oC could recover over 60% REE and nearly all the P2O5. Higher REEs (>90%) recovery was achieved by conducting leaching at higher temperature with concentrated sulfuric acid. The phosphoric acid from leaching of the flotation concentrate is of superior quality compared with that generated from regular phosphate rock.INTRODUCTION Rare earths are a group of 17 elements including those of the lanthanum series, as well as the non-lanthanides, yttrium and scandium. These elements have very specific critical uses in a multitude of markets. For example, lanthanum is used as a catalyst in breaking down crude oil to produce gasoline, diesel and jet fuel and neodymium is the core magnetic component in high-strength magnets for electric car batteries, wind turbines and hard disk drives. Rare earths are also essential for many military applications. Many of these applications have no substitute materials and the move to green technologies has dramatically increased their demand."

During Phase IV of our Landfill Mine Stabilization project at a coal burning power generating station, it was determined that a coal barrier pillar separating two abandoned areas of the deep mine had to be breached prior to expansion of the ash disposal area. The proposed plan by the landfill design engineers involved using a high pressure jet cutting tool to cut a slot to allow water flow to an existing industrial waste water treatment facility. Our plan proposed using explosives to breach the pillar from the surface reducing earth disturbance in a high quality watershed while reducing the project cost and accelerating the project time schedule. Many issues surfaced with the proposed change of using explosives. There were a number of lessons learned from this case history and is the primary basis of this paper.

Mine fires have occurred since the mining of coal was begun, and they are still occurring. The resulting economic waste may become considerable (219),3 especially if a fire is allowed to assume major proportions or to get beyond control temporarily. It is important, therefore, to act promptly whenever a fire is suspected and to have every action count. To do this effectively, it is necessary to know at the earliest possible moment and thereafter what is happening in a remote or inaccessible area. It is equally important to know before¬hand what may be expected as a result of any proposed combative measure. The logical method of combatting a fire demands the cooperation of both mining engineer and chemist. They should decide the course of action to be taken, drawing upon the mining engineer's intimate knowledge of the physical structure of the fire area, the cost and time required for proposed operations, and the probable efficiency with which they could be carried out, and upon the chemist's knowledge of the results to be expected therefrom.

This work is a continuation of a program of study of the measurement and correlation of fundamental thermodynamic data inaugurated several years ago by the United States Bureau of Mines. Previous bulletins in this series were concerned with (1) The Entropies of Inorganic Substances (66),3 (2) High-Temperature Specific-Heat Equations for Inorganic Substances (67), (3) The Free Energies of Vaporization and Vapor Pressures of Inorganic Substances (68), (4) Metal Carbonates-Correlations and Applications of Thermodynamic Properties (71), (5) Heats of Fusion of Inorganic Substances (69), and (6) A Revision of the Entropies of Inorganic Substances-1935 (70). The present bulletin has as its primary purpose the correlation of the thermodynamic properties of elementary sulphur and its inorganic compounds and the presentation, after careful consideration of all available information, of a self-consistent system of thermodynamic relationships for these substances. It is believed that such a set of relationships, concerning substances of such great metallurgical importance as sulphur, sulphur oxides, hydrogen sulphide, metal sulphides, and metal sulphates, is of considerable value in indicating directions of possibly profitable experimental work and in clarifying subjects of technical interest upon which direct experimental information is difficult and expensive to obtain. It cannot be doubted that many problems of technical importance that at the outset appear almost hopelessly complex or obscure either may be solved, if enough information is available, or the specific lacking information clearly indicated by the adoption of the thermodynamic viewpoint. This has been demonstrated many times in the work of the Metallurgical Division, Pacific Experiment Station, Berkeley, Calif. Even when only crude basic information is available, a semiquantitative picture often may be developed by thermodynamic means in which general trends and approximate limits of a proposed process or modification of practice may be clearly portrayed and thus used as guides in further considerations and experimentation.

The quality of resin used in South African collieries is currently controlled according to South African Bureau of Standards, "SABS-1534:2002". It has however been found that resin which passed the SABS tests failed in underground short encapsulation pull tests. An investigation was therefore conducted to determine the characteristics of resins that are currently being used in collieries. A series of in situ short encapsulated pull tests was conducted to determine the effect of expired resin on support performance. The results showed that the longer the time after the expiry date the poorer the resin performance. A series of resin-torque tests has been performed using Anglo Coal's testing facility. The following parameters were investigated on different resins: Spinning speed, Mixing time, and Setting time. An attempt was also made to develop a new quality control procedure for resin. This procedure enables mining personnel to make sure that the quality of resin can provide the required support performance. The effect of spinning speed on resin performance was also investigated. The results showed the resin gelling times of resin decreases as the spinning speed increases. It is found that over-spinning with slow speed roofbolters may result in decreased bond strengths. It was found that a 30-second resin (10-second spin, 30-second hold) should never be spun more than 20 seconds, even with very slow roofbolters (100 rpm).

From the time when man first pounded one rock upon another or used heat and sudden chilling with water to disintegrate rock, the art of crushing advanced but slowly to the mule-driven arrastre and the Chilean mill stage until the advent of power-driven appliances made material progress possible. The combined efforts of manufacturers and operators have made modern machines highly efficient mechanically. Although marked progress has been made along mechanical lines, the theory and conception of underlying principles have not advanced so rapidly. This lack of advance in theory may be attributed to the unfortunate situation resulting from the controversy as to whether the Rittinger or the Kick law is applicable to crushing. Many pages of the technical literature are burdened with theoretical discussions in favor of one or the other of these laws, which have tended to cloud rather than to clear the atmosphere.

The project investigated regional impacts of mining on the ground water system of the Powder River Basin by: 1) establishment of a regional ground water monitoring network. and 2)development at a set pit digital computer models to simulate ground water flow and quality, ground water contributions to surface water flow and quality (i.e., baseflow), and watershed run-off and recharge. Over 100 wells were monitored for physical and chemical parameters. Data were used as input to the models and for the development of a comprehensive data base. The basin was modeled on a regional and subregional scale using a finite -difference model employing an alternating difference technique. Two water-shed models were evaluated fur their ability to provide runoff and recharge inputs to the basic ground water model. Application of the regional and subregional models using conservative mining scenarios showed that drawdowns may extend west from the mines as far as ten miles but that impacts would be insignificant on a regional scale. The watershed model could be effectively applied to small watersheds only.

We are now assembled in this hall for the eighteenth lecture in honor of the memory of our greatest American metallurgist, Henry Marion Howe. Many of his most intimate contemporaries, led, as was fitting, by Professor Sauveur, have described his vital accomplishments in three fields: as a leader in technical industrial development; in theoretical research; and finally as a teacher and source of inspiration for nearly two generations of students. In 1914 Professor Howe had retired from active teaching, but maintained his laboratory at Columbia University under the care of Arthur G. Levy, with whom he published many of the papers that later were incorporated into his last book, " The Metallography of Steel and Cast Iron." My position at the time was that of personal assistant to Professor Campbell—no pay, no duties, but the great privilege of preparing specimens, taking pictures and attending to some of the current consulting work. Whenever possible, I visited Howe's laboratory to chat with Levy and gather ideas about the wonderful field of metallography—in which I was a rank amateur, rescued by the quiet enthusiasm of Donald Smith of Princeton from an instructorship in civil engineering. Levy let me act as a fly on the wall during the Professor's occasional visits. Busy as he was, Professor Howe took the time and trouble to encourage my interest, as he had done for hun- dreds of others. He told me how he went about gathering his own information speculating as to causes, considering experiments, and verifying his conclusions. I ventured to mention some tests I had run on the irregular stretching of wires of different metals. He read the small volume I had prepared of ill-assorted facts and fancies and remarked: "Nobody cares for your theories or the history of your tests. Describe what you found as briefly as possible and perhaps I can help you to publish." Curiously enough, among my discards were some autographically recorded load-versus-electrical-resistance measurements. Taken with inadequate knowledge and equipment, these curves did not reproduce consistently, but if the relationship between strain and resistance had then been explored, the latest type of strain gauge might have been in useful service for the past 25 years. Professor Howe was a gifted teacher, perhaps because he was primarily an ardent and assiduous student. His own eagerness to learn and his willingness to revise and extend his opinions constantly encouraged those of his environment to be diligent and painstaking in the pursuit of knowledge. In honoring his memory, I also wish to bring to mind the kindly, humorous and quiet Levy, and join his name again, as it was for too brief a space in the past, with that of many-sided Henry Marion Howe. Economical dewatering of ultra-fine (minus 74 m) clean coal slurry produced in column flotation to a 20 percent or lower moisture level will be an important step in successful implementation of the advanced fine coal cleaning processes. The main objective of the present study was to evaluate efficiency and effectiveness of three dewatering techniques, namely, hyperbaric, vacuum and screen bowl centrifuge, in dewatering of ultra-fine (D50 ~ 25 m) clean coal slurry produced by the `Ken-Flote' columns operating at the Powell Mountain Coal Company, St. Charles, Virginia. he hyperbaric filter using 3 bar pressure and 165o cake formation angle, provided a filter cake with 23.6percent moisture with a throughput of 800 Kg/m2-h and air consumption of 868 Nm3/t (460 scfm/t). The vacuum filter with 30 percent submergence provided a filter cake with 27.8 percent moisture with a throughput of 122 Kg/m2-h. The screen bowl centrifuge provided a dewatered product containing 32.9 percent moisture at a feed rate of 450 Kg/hr, however, the solids capture was only65 percent. Addition of 1 Kg/t of a cationic surfactant provided filter cakes with 19.1 percent, 23percent, and 34 percent moisture using hyperbaric, vacuum, and centrifuge, respectively. Similarly, addition of 0.5 Kg/ton of copper chloride lowered filter cake moisture to 20.7 percent and 24.8percent, using hyperbaric and vacuum. With the centrifuge no improvement in filter cake moisture was noted. However, use of 80 Kg/ton of `orimulsion' in the centrifuge provided dewatered product containing 26 percent moisture, and the solids capture increased from 65 to 95 percent. The dewatered product appeared dry and was easily handleable.

This article discusses the evolution of U.S. laws and policies towards environmental remediation at mine lands over the last 20years, the opportunities that these changes present for reuse, and the remaining challenges associated with community capacity for effective reuse planning and implementation. Emerging initiatives by the U.S. Environmental Protection Agency and Department of Interior for addressing these challenges are discussed.
