Gy's formula for the variance of the fundamental sampling error (FSE) is based on a model that assumes independent selections of particles. A generalization of this model, which can theoretically lead to more realistic representation of actual sampling processes, was, for the first time, experimentally verified by repeated sampling from a well-mixed batch consisting of particles of zirconium silicate of two different sizes. The predictions for the sampling variance made in Gy?s theory and in the more general model were compared with the experimentally observed sampling variance. During the experiment performed here, the variance prediction made in the theory of Gy ranges from 0.96 × 10?7(g2/g2) to 0.95 × 10?7(g2/g2), which is approximately a factor 60 lower than the experimentally observed variance (5.76 × 10?6(g2/g2)). The difference between the Gy prediction and the experimentally observed variance cannot be fully explained by the uncertainty in the experimentally obtained variance due to the finite number of degrees of freedom. Therefore, the difference is likely to be a significant effect. This shows that, under the experimental conditions, Gy?s formula for the variance of the FSE probably undervalues the sampling variance, unless an empirical correction factor for grouping and segregation is applied in the theory of Gy. The new theory resulted in a variance prediction of 6.00 × 10?6(g2/g2), which is much closer to the observed variance than the Gy prediction. This indicates that the generalization of Gy?s theory offers an outlook for providing a better variance prediction than the Gy predictor in the case of dependencies between particle selections. An important requirement in every geological quality control program is that the identity and grades of the control samples (duplicates, certified reference materials (CRMs), and blanks) must remain æblindÆ to the analytical laboratory. Once the entity to be controlled is aware of relevant details of the control process, such as the identity of the control samples, the objectivity may be lost and the control may no longer be completely valid. Whereas the blind insertion of field duplicates and coarse blanks can be easily conducted at site, simultaneously with the sampling process, the rest of the control samples should be inserted into the batches during or after sample preparation and prior to assaying, in order to ensure a proper assessment of precision, accuracy and assay contamination, independent of the internal quality control of the laboratory. Such a procedure raises the concern that blind insertion of crushed or pulverised material in sample batches prior to assaying could represent a breach in the chain of custody principle, as samples would have to be temporarily returned to the custody of a non-laboratory person in charge of the insertions. In this seemingly conflict scenario, what should we give up? Do we maintain the strict chain of custody, knowing that the laboratory will be aware of the identity of some of the control samples, or that some duplicates will not be true same-batch duplicates? Do we ignore chain of custody issues to maintain the anonymity of the control samples and insert blind same-batch duplicates, CRMs and blanks? Is it possible to do blind insertions without breaching the chain of custody? Current NI 43-101 and JORC requirements, as well as real-world QA/QC and sample security practices, are discussed in light of AMECÆs approach to the solution of this apparent dilemma.

Solvent extraction of Cu from acidic leach, using an oxime extractant, e.g. LIX 984 or Acorga is a well known and established process. As the process advances, Cu is extracted to the solvent and is replaced by H+ in the aqueous phase. At high acidity the distribution coefficient of Cu between the solvent and the aqueous phase decreases, and eventually relatively high concentration of Cu remains in the raffinate, regardless of the number of equilibrium stages. In many processes this phenomenon is immaterial, as the raffinate returns to the leaching and no copper is lost. But when the copper raffinate is used for processing of additional metals, minimal concentration of Cu in the raffinate is essential for an effective process. The recommended process includes three steps: 1. SX-1: Standard extraction of Cu with oxime. The resulting raffinate contains about 6-8 g/L Cu and 50 g/L H2SO4. 2. SX-N: Extraction of most of the acid into an amine-based solvent, and stripping it with a base, e.g. aqueous ammonia, caustic, Na2CO3 etc. The extraction removes no metals, but decreases the concentration of acid from 50 to 10 g/L. 3. SX-2: Extraction of the neutralized solution once more with oxime, to remove the residual copper. Such a process enables one to get down to 100-150 ppm Cu in the final raffinate. This process was developed and tested in the R&D facility in Chambishi Metals plc, by a joint team of Chambishi & Bateman, using Cognis LIX 984N and real solutions from the plant. In the laboratory scale, the equilibrium isotherms for SX-1, SX-2 and the neutralization were developed. Computer simulation of the results showed that the optimal configuration is two stages for both extraction and stripping for SX-1. For SX-2 2-3 stages of extraction and two stages of stripping are needed. The stripping stages may be common to both SX-1 and SX-2. The neutralization of SX1 raffinate was tested both by conventional precipitation with lime and by extraction with Alamine based solvent extraction and stripping with a solution of 10% NaOH. For the SX-N only one stage was needed for both the extraction and stripping. The bench scale pilot plant was run for both SX-1 & SX-2. The results were very similar to the simulated ones, and the configuration of 2E2S for SX-1 and 3E=2S for SX-2 delivered the required raffinate with less than 150 ppm Cu.

Overexposure to noise remains a widespread and serious health hazard in the U.S. service providing and goods producing industries. Excessive noise can lead to poor verbal communication and reduce the ability to recognize warning signals. These dangerous work conditions can also cause stress and fatigue. Occupational hearing loss is a permanent illness, with no recovery currently possible. Method: National Institute for Occupational Safety and Health (NIOSH) has recognized Noise Induced Hearing Loss (NIHL) as one of the ten leading work related diseases and injuries in the United States, and has emphasized its importance as one of the critical areas expressed in the National Occupational Research Agenda. Results: One of the most serious noise problems in the goods producing industries is the operation of continuous mining machines during underground coal mining. In order to minimize occupational hearing loss, noise hazards are “designed out” early in the design process. NIOSH is leading a national initiative called Prevention through Design (PTD) to promote this concept. This paper describes the quiet by design approach of a noise control that reduced noise exposures of continuous mining machine operators by 3dB(A) using the four functional areas of PTD, namely Practice, Policy, Research, and Education.

Platinum-based alloys are being developed for high temperature and special applications for good corrosion and oxidation resistance. The microstructures are similar to those of nickel-based super alloys, and comprise ~Pt3Al particles in a Pt-based matrix. After assessing binary alloys, the best candidate system was found to be Pt-Al. Testing and selection of alloys based on Pt-Al were undertaken, where the ternary additions comprised Ru, Cr, Ta, Ir and Ti. As well as phase characterization work, mechanical and oxidation tests were undertaken. The best alloys were found to be Pt-Al-Cr and Pt-Al-Ru. However, the volume fraction of the ~Pt3Al was only around40 per cent instead of the ~70 per cent found in Ni-based super alloys. To increase this, trials were conducted on a range of Pt-Al-Cr-Ru alloys, the optimum composition being Pt80:Al14:Cr3:Ru3.Currently, further additions are being made to the quaternary alloys to change selected properties. As well as developing the alloys themselves, another part of the project is to compile a thermodynamic database using Thermo-Calc?. Phase diagram work has been undertaken so that the results can be input to Thermo-Calc? so that the descriptions of the phases can be optimized. The final database will allow the phases and compositions of selected alloys to be derived, thus predicting the alloys? components without necessarily undertaking further experimental work. This will aid the development of the alloys and will be a useful tool to the final developers of the alloys. Laboratory research on the reducing and matte smelting of Jamesonite concentrate has been carried out. The influence of the process conditions such as the smelting temperature, the amount of pyrite cinder (the agent of fixed sulfur) and the amount of additives on the smelting process have been studied. Under the optimum condition the direct recovery ratios of antimony and lead are 83.26% and 68.50% respectively. The ratio of fixed sulfur is 98.97% but more than 15% lead and 30% silver remained in the ferrous matte. The key problem to be solved of this new process is how economical and effective is the recovery of silver and lead in ferrous matte.

The Bureau of Mines two-stage coal-pyrite flotation process was modified to provide a more concentrated final clean coal slurry underflow which could be dewatered economically by filtration or centrifugation. This was accomplished by doing the first-stage coal flotation step in the conventional manner with a slurry of about 8 percent solids, but running the second-stage pyrite Flotation step with undiluted coal froth concentrate containing about 25 percent solids. The final clean coal underflow produced by the new technique contained between 26 and 30 percent solids; this pulp was sufficiently concentrated to be filtered industrially without further thickening. This paper is published as a progress report for the first half of 1929 on the study of wining methods and costs in the Eastern and Central States. Data obtained from 25 mines using open-stope methods are correlated and summarized. Some of these mines have been described in considerable detail in reports already published as Information Circulars. In addition to the published reports on individual mines, considerable data have been obtained from other mines which were visited and studied during the course of the investigation. Many of these mines will later be described in detail in separate papers, and when the field has been covered in this manner it is planned to issue a bulletin on open-stops methods of mining which will amplify the subject matter of the present paper. Definition of ?Open-Stops?. - The term "open-stopes" as employed by the Bureau of Mines is applied to all naturally supported stopes; that is, stopes in which the excavated ore is not replaced by support of an artificial nature other than preps or stulls and in which the ore or (and) capping are not caved during the active life of the stopes.

A.B. Rushton The work and resulting publications of the Committee on Underground Coal Mine Safety and The President's Commission on Coal were appropriate at the time of publication. The statistics cited in the publications appeared to be valid, and the actions proposed by the committee had merit. Although the actions proposed to achieve further improvements in safety may have been worthy of repeating, to associate statistics (Table 1) that are seven to eight years old with company names is bad. Statistics are readily available from the Mine Safety and Health Administration (MSHA) and are usually within three months of being up to date. A review of the most recent Coal Controlling Co. Report will reveal significant changes in the rankings. The more recent statistics should have been cited, or at least compared with those used in the article. Westmoreland Coal Co. is listed as having a 21.1 disabling injury rate for the period (1/78-12/80). The disabling injury rate for the Company for the year ending 1985 was 7.4 for the underground mines and 6.25 for the total facilities. Through March 1986, the disabling rate for the underground mines was 2.86. The management and employees of Westmoreland Coal Co. are committed to safety. The improvements achieved over the past five years attest to that commitment. We are justifiably proud of the achievement and dislike being misrepresented as in the April 1986 article. Reply by E.M. Spokes I regret that the lapse of time since the original work gives a picture of safety practice that is no longer true today. That Westmoreland has reduced its disabling injury rate by 65% to 7.4 in 1985 is most commendable, and I congratulate you for this accomplishment. It is typical of the progress sought by the National Academy of Science and National Research Council when they funded the original study and published "Toward Safer Underground Coal Mines" in 1982. If a significant number of companies do as well as Westmoreland, the report will have served its purpose. Since the paper was primarily a condensation of the original report, it would not have been appropriate to seek access to later statistics. The purpose in seeking its publication at the time of presentation was to reach those who might have missed the original report. The fact that publication was delayed has not voided that purpose and may have reminded some who were aware of the original that its recommendations still apply to improvement of underground coal mine safety.

A microseismic roof fall warning system was field tested in Western and Eastern coal mines in the United States to better define the capabilities and limitations of the microseismic method in predicting roof fall. Microseismic event and energy type data were obtained and documented for twenty-three coal mine roof falls, Field test results indicate that both the microseismic event and energy methods, as applied in this development effort, have a high probability for successful application in a commercially practical roof fall warning system. Based on the results and experience obtained during field testing, a commercial prototype microseismic roof fall warning system was designed and constructed. Although it was the intent of the program to field test the commercial prototype system, delays in equipment fabrication and contract time limitations did not permit field testing.

"Titanium alloy was prepared from titania-bearing blast furnace slag (Ti-BF slag) by aluminothermic process in an induction furnace. The effects of aluminum amount on the titanium silicon yield and titanium recovery ratio were studied. The phase transformation and chemical composition of the prepared alloy were investigated by X-ray diffractometry (XRD) and X-ray fluorescence (XRF) respectively. It was found that the mass fraction of silicon and aluminum increased with increasing the aluminum amount, however, the mass fraction of titanium increased first and then decreased with increasing the aluminum amount. Furthermore, both the titanium alloy yield and titanium recovery ratio increased with the increase of aluminum amount. The main phases of the alloy were TixSiy and AlTi3. The titanium alloy samples prepared in various conditions had a composition (wt.%): 38–50% Ti, 29-34% Si, 4-11 Al%, 1.6-2.2 Mn%.IntroductionPanzhihua and Xichang regions in the southwest of China are rich in vanadium-titanium magnetite containing iron, vanadium, titanium and gangue. According to the characteristics of the resource, iron and vanadium are successfully recovered with a blast furnace process and a converter process. However, most content of titanium are entered in the blast furnace slag with TiO2 22% -26% and metallic Fe 2%–6% called Ti-BF slag. Due to the dispersed distribution of Ti in various fine grained mineral phases with a complex combination between Ca, Al and Si, it is difficult to recover the Ti components[1]. This slag is generated at a current rate of 3.6 million tons per year, which adds to the existing 70 million tons of slag produced so far[2]. The slag has had to be piled as large as the mountains, which not only waste of resources but also cause a pollution of the environment. Therefore, the study of integrated utilizing Ti-BF slag has become very significant."

"In this Bureau of Mines report, the Federal income tax treatment of mineral exploration and development expenditures is summarized, and changes in the tax treatment of these expenditures since 1951 are detailed and analyzed. Although no attempt is made to establish causal relationships, major tax changes favorable to exploration and development activities did occur in 1951 and 1966 when the Nation was engaged in military actions and the economy was expanding. More recent changes have been unfavorable to exploration and development and were parts of major tax reform efforts. INTRODUCTIONThis Bureau of Mines report discusses the Federal tax law provisions relating to mineral exploration and development expenditures. These provisions, contained mainly in sections 616 and 617 of the Internal Revenue Code of 1954 (Title 26 of the U.S. Code), apply specifically to minerals (other than oil and gas), and thus are of interest to the Bureau of Mines.Bureau of Mines involvement in this subject stems from the legislative mandate in the 1913 amendments to the Organic Act of 1910 (the Act creating the Bureau) to conduct economic investigations of the mineral industries. Congressional concern with the financial conditions in the economic and mineral industries was expressed more recently in the Mining and Minerals Policy Act of 1970 and in the National Materials and Minerals Policy, Research, and Development Act of 1980. The General Accounting Office recommended in 1976 that the Department of the Interior ""identify and evaluate laws and agency programs that affect maintaining and developing a sound and stable domestic mining and minerals industry"" (17, p. iii). 2Taxes, a source of revenue to governments, are a cost to private firms. Thus, taxes directly affect private sector profits, and unique tax provisions are designed to encourage (or discourage) activities such as agriculture, construction, or mining. Even the international competitiveness of the domestic mineral industries may be affected by taxes because many minerals are traded in world markets."

Keywords: Ultrasonic velocity, Poisson?s ratio, Elastic constants A new correlation has been established between two independent elastic properties, ultrasonic shear wave velocity and Poisson?s ratio, in a wide variety of isotropic solid materials, such as pure metals, ceramics, polymers and intermetallics. It has been shown for the first time that Poisson?s ratio decreases with increase in elastic moduli, E & G and ultrasonic velocities. This new correlation between two independent elastic constants may lead to the reduction in independent elastic constants for isotropic solid materials from two to one, at least for a given alloy system with different microstructural conditions.
