The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

Health and safety issues are a very important aspect of mining activities. Although the application of scientific research and current technology shields workers from many dangerous aspects of mining, accidents do happen. Many companies and institutions worldwide have committed to a continuous effort to minimize such occurrences. In this study, the health and safety data pertaining to the Greek mining and quarrying industry for the last 3 decades are presented and critically evaluated with respect to number of workers, annual production, etc. Appropriate indices are also calculated regarding the incidence and frequency of accidents. Health and safety issues specific to mining in Greek are also discussed.

The authors were responsible for a series of large scale multiple chamber charge blasts conducted in the granite mountain area for making construction space on the southeast sea coast in China during 1993-1996. This paper describes the blast design and damage control of one mountain blast 320m in length and 280m in width in the vicinity of two wharfs and a dam. In order to obtain better rock fragmentation and muckpile, the explosive charge should be well-distributed in the mountain. The charge pattern, therefore, was designed with mainly 5 rows of tunnel charge in regular terrain in combination with a chamber charge in irregular topography area and the maximum burden was limited to be less than 38m. In order to protect the dam and wharfs the firing sequence was carefully arranged in 29 intervals and the distance between different charges of the same delay to the dam or wharf was taken into account as an additional delay interval based on the difference of p-wave propagating times. The maximum charge fired in an interval was also limited to less than 34t explosives through dividing the larger charge by a stemming deck.

As part of the 3RPORT and NEBT Projects, 5-mile Combined Sewer Overflow Tunnels were excavated with a 19 ft diameter Slurry and 26 ft diameter EPB Tunnel Boring Machines. Due to the difficult geological and hydrogeological conditions, both tunnels were excavated maintaining a ground support pressure between 2 and 5.5 bar imposing significant challenges to the projects. The first part of the paper describes the general characteristics of both projects while the second part focuses on the challenges and technical details of the pressurized breakthroughs that took place in deep shafts excavated in urban environment as part of the projects.

CIM, by its name and by the nature of its history and make up, has mainly been a Canadian entity. It has been created by an act of Canadian Parliament and it is set up to work within the Canadian federal and provincial framework.Yet the name CIM is one well known and recognized for quality and professionalism worldwide. One could say that CIM has established a level of brand recognition that transcends it name and its origin. CIM has also evolved with the times, as the world has evolved and more so as the world of mining has evolved. So we stand today with a fairly large portion of our membership residing outside Canada and outside the United States. We also stand today looking back at the role CIM has played in events that we have been partners in organizing outside Canada; and for a long time CIM has provided insights into what is going on in the rest of the mining world by inviting authors and by featuring topics from around the globe.Today, Canada is still a leader in the mining industry. Canadian mining companies are involved in exploration and operations around the world. Canadian operations serve a good portion of the global demand of many metals and minerals, recently adding diamonds to the slate. Canadian expertise in various areas also makes Canada a good base for exporting a wide range of products and services around the world."

The sign of the surface charge of selected potassium soluble salt minerals namely KClO4 , K2SO4 , KNO3, and KCl was determined from nonequilibrium electrophoresis measurements and found to be negative for each of the salt. Dodecylamine flotation of these salts revealed that the concentration of amine required for flotation increases in the order KClO4< K2SO4< KNO3<KCl. Precipitationof the amine collector colloid was not required for flotation of the oxyanion salts and in this case it appears that adsorption of the dodecylamine cation is sufficient to create the hydrophobic surface state. The order for flotation is explained in terms of surface hydration of these respective potassium salts based on contact angle measurements and FT Raman spectroscopic characterization of water structure.

Glencore Technology (GT) has over four decades experience supplying stainless steel cathode plates (“cathode plates”) to the electro-refining and electro-winning industry. Cathode plates are typically the single biggest capital investment in a refinery. Refineries may view cathode plates as fixed asset or consumables depending on their operational characteristics. This paper examines the issue of cathode plate life and the strategies and philosophies used by different plants in the management of their cathode plate asset. Some plants operate with their original plates after more than 20 years. Others accept high turnover and regular maintenance as normal operating practice. Reference data are provided on plate life for various operating plants including benchmark plants achieving best-practice plate life and operating cost. The role of the electrode handling equipment on cathode plate longevity is also examined, including latest developments in Cathode Stripping Machine, robotic copper stripping, and full-automation production cranes. The ability to identify and manage the population of plates in service is also critical for maximising plate life and minimising its overall operating cost. This paper discusses a novel and unique RFID system for tracking and managing cathode plate inventory. INTRODUCTION Permanent cathode plates The adoption of permanent stainless steel cathode electrodes in the electro-refining of copper was the most significant process development since the first commercial electro-refineries were built in the late 19th century. It provided significant improvement over the labour intensive and complicated starter sheet system. Copper grows over the permanent cathode blade for a number of days before being stripped, and the permanent cathode can be returned straight back to cells for the next cathode cycle. Glencore Technology (formerly Mount Isa Mines (MIM), then Xstrata Technology) has been manufacturing permanent stainless steel cathode plates from the late 1970s with the birth of ISA PROCESS™, and the Kidd process that came one decade later. Invented and commercialised by Mount Isa Mines, the ISA PROCESS™ was first implemented into Copper Refineries Limited (CRL), Townsville, in 1978. The KIDD PROCESS by Falconbridge evolved in the 1980s and was first implemented into the Kidd Creek Tankhouse, both operations converting from traditional copper starter sheets.

Does mine-sampling show the commercial value of a coal, and if so, how should it be done? This question is often asked, but seldom answered. During the past summer, while engaged in securing coal for the Government coal-testing plant at St. Louis, I had an excellent opportunity to obtain information on this subject, and the results seem to furnish an answer to the questions propounded above. Sampling for the Geological Survey Coal-Testing Plant. In organizing the work of the testing-plant, it was decided that coal in car-load lots only would be accepted for testing, also that this coal should be loaded under the immediate supervision of a representative of the plant, so as to be certain that the car-load sample would be representative. As an additional check on the work, two mine-samples were to be collected from each mine visited, and these samples, as well as the sam¬ple from the car when it was received at the testing-plant, were to be carefully analyzed at the chemical laboratory, which was established in connection with the plant and operated under the direction of Prof. N. W. Lord, of the Ohio State University, Columbus, Ohio. Mine-Sanmhling:-Mine-samples were collected with great care by me and my assistants, Messrs. J. Shober Burrows, John W. Groves and Frank W. De Wolf. The dominant idea in the regulations which were adopted for mine-sampling was that it should be done in such a manner that the sample would have the same composition as the commercial output of the mine. .

Bacteria can play a key role in the processing of &apos;difficult&apos; ores. Bioleaching opens the way to potentially extract copper from vast amounts of otherwise hard to process refractory low-grade chalcopyrite. In my talk I will outline our research philosophy to develop bioleaching as a Precision Processing unit process step. In our view, Precision Processing is a sophisticated approach to mineral processing where the ultimate goal is to measure and characterise the ore body in-ground and in real time during mining, allowing the down-stream unit processes (bioleaching, in this case) to be continuously tailored and tuned via feedback and feed-forward controls to obtain the highest possible recoveries at the lowest possible cost and environmental impact. I will describe some of the work that we are undertaking to better understand the interfacial phenomena underlying the fundamental bioleaching process with the aim of coming to a Precision Processing approach. We use techniques such as interfacial electrochemistry (scanning electrochemical microscopy, SECM), AFM, zeta potential measurement, and synchrotron science to elucidate the parameters that drive bacterial selectivity and adhesion, bacterial metabolism, and dissolution and precipitation processes for model systems and real chalcopyrite ores. As examples of our research, I will discuss in some detail our method to produce and characterise micro-patterned CuxS - silica thin films as model substrates for electrochemical and bacterial adhesion work and our approach to the interfacial chemical characterisation of extracellular polymeric substances of bio-active bacterial cells. I will also cover some of our recent findings relating to measurement and interpretation of bacterial adhesion on sulfidic substrates and its implications for bacterial adhesion and substrate selectivity. After having identified and discussed crucial leaching parameters, such as pH, Eh, T, [Cu2+], and [O2], the talk will go on addressing some of the early achievements and challenges encountered in our work to design and prepare low-cost, rugged sensing devices that allow the in-situ (in this case, in-dump or in-heap) localised measurement of these parameters. I will conclude my talk by painting the picture of how the work of our group might contribute to realising the dream of transforming bioleaching into genuine high-tech Precision Processing of minerals. The mining industry continues to faces significant challenges due to increasing resource constraints (quality of ore bodies, water, energy, human resources) and increasing license to operate requirements (safety, health, environment, location) from society, employees and shareholders. Technology advancements and hence research are necessary to ensure that the industry remains viable in this changing environment. Collaborative research is an important part of a company&apos;s research portfolio and offers the opportunity for the industry to work on generic issues that it is facing. Obvious benefits include the reduced cost to individual companies by sharing the costs, the opportunity to leverage government funding and the opportunity to conduct longer term projects resulting in skills development (PhD and MSc). Limitations of collaborative research include the reduced focus on company specific issues and the loss of competitive advantage from owning the outcomes of the research. The challenge for researchers and research managers is for them to demonstrate the value derived from longer term, pre-competitive collaborative research. The competitive advantage is not necessarily derived only from the outcomes of the research but rather from the company&apos;s ability to direct the research, translate the generic research outcomes to address company specific issues and to implement improvements at its operations. Implementation remains the greatest challenge. In this paper, case studies of selected collaborative research projects are presented to demonstrate key success factors required for implementation of research outcomes. In the sintering of iron ores, the partial substitution of anthracite coal for coke breeze has been considered to be an effective way of reducing emissions and improvement in sintering properties. In the present study, the combustion characteristics of the anthracite coal and coke breeze were investigated and its influence on product sinter quality and sinter flue gases is being monitored. Pot trials are carried out with different coke breeze ratios, 0%, 40%, 50%, 60%, and 100%. It is found that as the percentage of anthracite coal is increased from 0 to 100%, the sintering time decreased from 24 to 20 min, and the productivity increased from 2.25 to 2.60 t/h/m2. Up to 60% anthracite coal substitution Tumbler index (+ 6.3 mm%), Product yield (+ 5 mm%), and fines generation (− 5 mm%) is found 62.29%, 85.17%, and 15.33%; moreover, hematite ( Fe2O3), magnetite ( Fe3O4), calcium ferrite phases ( CaFe2O4, CaFe3O5), and Silico ferrite of calcium and aluminum (SFCA) are major mineral phases found during microstructural analysis of product sinter. The authors have proposed and discussed storage of low temperature materials such as LNG, LPG and frozen food in rock caverns. In this case, as the rock mass around the caverns will receive effects of low temperature, it is necessary to consider the thermal behavior and the stability of caverns. In this study, strength and deformation characteristics obtained by the uniaxial tension test and the compression test at low temperatures were discussed. Using the results, temperature and stress distribution around caverns when LNG was stored, were analyzed. Then thermal behavior of the rock mass around caverns was discussed. Die Autoren haben Lagerung von Niedertemperatur-Materialien wie LNG, LPG und tiefgefrorenen Nahrungsmitteln in Felskavernen vorgeschlagen und diskutiert. Da in diesem Fall die Felsmasse um die Kavernen den Effekten der niedrigen Temperatur ausgesetzt ist, ist es erforderlich, das Thermalverhalten und die Stabilität der Kavernen zu berücksichtigen. In dieser Untersuchung wurden Stärke-und Deformationseigenschaften, die durch ein-axialen Spannungstest und Kompressionstest bei niedrigen Temperaturen erhalten wurden, diskutiert. Mit diesen Ergebnissen wurden Temperatur- und Stressverteilung um die Kavernen bei Lagerung von LNG analysiert. Dann wurde das Thermalverhalten der Felsmasse in der Umgebung der Kavernen diskutiert. The speed and internal accuracy of today&apos;s electronic calculators can be utilized to write an efficient slurry calculation program. The calculator&apos;s input/output printing feature offers additional benefits for data organizing and record keeping. This program allows slurry calculations to be performed without the urgency of immediately transferring a calculated result onto a process flowsheet or specification sheet. The number of flowsheets required for some hvdrometallurgical processes means the number of process stream blocks or ladder diagram entries can become substantial. Slurry calculations for such projects tend to become repetitious and tedious, and the chances for errors increase both in calculation and data entry onto process documents. Using this program has minimized both types of errors. Checking process flowsheets is particularly expedient with the program because you may "walk" through the flowsheet on a weight basis, i.e., solids rate and solids density, and have the program verify and/or correct the volume entries, gallons, and specific gravities. The program was initially used on a beneficiation project to check some 500 data entry values on ladder diagrams covering seven process flowsheets. Numerous hand calculation errors were determined and corrected, and the time for completely checking and correcting the flowsheet ladder diagrams was substantially reduced.

Coal exploration has traditionally involved the acquisition of data to enable a resource to be quantified and qualified to the extent that its economic potential can be determined. This process commonly relied on: drilling to determine the depth and thickness of coal seams, broad characterisation of the overburden and interburden, and to provide cores for coal quality analyses; basic wireline logging to cross-check the depth and thickness of coal seams and provide some indication of rock mass strength; and basic surface geophysics and remote sensing to identify major geological structures. In recent years, the adoption of the JORC Code as a basis for the reporting of resources and reserves has placed a greater emphasis on the need for detailed, reproducible data sets that not only satisfy the traditional requirements of mine planners, but also satisfy the governance requirements of corporate and financial institutions. Similarly, the development of sophisticated numerical modelling techniques for use in both open cut and underground mine design, has seen a greater demand for precise geotechnical data, in situ stress characterisation and hydrological information as routine input to the design process. These requirements, coupled with the prevailing trend toward high capital, relatively inflexible mining techniques less tolerant of geological surprises, and the need for consideration of environmental issues such as groundwater impacts and surface subsidence, requires that modern exploration programs be multifaceted, and designed to commence capturing data relevant to ædownstream issuesÆ even during the initial phases of exploration planning.

Instabilities occurred as a result of climate changes caused to investigate the rock behavior dependency to temperature changes, in this paper. In the natural earth condition, the phase transition of pore water has known to be the most effective factor causing different rocks mechanical properties due to temperature changes. So, the temperature range of [-30, 30]°C is selected in laboratory tests of this study. P-wave velocity, unconfined compressive strength (UCS) and elasticity modulus of rocks at different temperatures are studied by developing a temperature adjusting apparatus. The tests were performed on three rock types. The results show that firstly, the temperature reduction and pore fluid freezing improves these rock?s mechanical properties. Secondly, the dependency of rock properties to climate changes depends on the type and shape of its porosity as well as porosity percent. The improvement of rock mechanical properties in jointed rocks exceeds rocks with spherical pores. Finally, maximum changes in rock?s properties occur at [-10, 0]°C, which includes the phase transition of pore fluid. Keywords: Temperature; Rock Mechanical Properties; Pore Fluid; Porosity.

This paper by Mr Mclvor is yet another contribution to the eternal controversy surrounding the benefits, or otherwise, of high circulating loads in closed circuit grinding. Throughout the paper it is difficult to establish whether the author is referring to effects relating to the mill, classifier, or to the overall circuit. Table 1 is put forward as indicating the advantage of operating at high circulating loads. From the two (it would be interesting to see more) product sizing points provided in each case, the conclusions to be drawn are that cases one and two have very similar size analyses. The third case, however, indicates a much flatter curve, that is to say, higher fines production and a very wide spread of size ranges. If the objective of this circuit is to provide a closely sized product with minimum overground slimes to the downstream process, then it would appear to be the less "efficient" by far. No data is given for product pulp densities either. The term "efficiency" should never be used without a careful and clear definition. In this case, "efficiency" is used to express an apparent percentage reduction in operating work index (Bond) from the measured "standard" at 250% circulat¬ing load operation. This paper describes the microbiology basics underlying heap and tank biooxidation of metal sulfide ores and concentrates. The primary organisms are identified and described along with the reactions they catalyze and their growth requirements. Also described is the interaction between ore leaching bacteria and the leaching environment in terms of solution chemistry, temperature, and mineral precipitation. Specific factors and agents that stimulate or inhibit growth and activity of ore bioleaching will be identified. Some of these factors are organism-specific and others are generic for microorganisms that grow under acidic conditions. Current knowledge of the limits of bioleaching in terms of dissolved ions in leach solutions, pH, and temperature will be summarized.

Several years of operating experience of over 100 gold recovery operations on the West Coast has provided a database from which the basic operating costs of these types of operations can be characterised. Using figures generated from the averaging of plant operating costs throughout the region and financial modelling using Lotus spreadsheets has been developed to analyse both existing and proposed developments. This type of modelling has several uses: 1. Identification of the impact on profitability of changes in management practices, finance costs, operating costs and revenue streams. 2. Project evaluation and planning. 3. Profitability projections for development financing. 4. Troubleshooting with existing operations. 5. Valuation of existing operations and properties.

This study investigates the use of appropriate seating systems for the control of whole-body vibration exposure in vehicles used in the SA mining industry. Six suspension seats were tested with six test subjects to determine the most suitable seat for an articulated dump truck based on the EM1 requirement in ISO 7096 (2000) standards. Transmissibility functions were measured in the laboratory using the newly commissioned Dynamic Seat Testing Facility with two excitation levels of 1m/s2 and 2 m/s2 r.m.s. in the 0.5 - 30 Hz frequency range. SEAT values were calculated for two input spectrums, the EM1 input spectrum specified as in ISO 7096:2000 and measured road vibration data measured on a typical articulated dump truck. The averaged SEAT value calculations indicated that not one of the seats will qualify as an ISO 7096 (2000) suspension seat but that it is possible to select a seat that will significantly reduce the vibration the driver will be exposed to.
