El presente trabajo señala el proceso de cierre desarrollado durante el año 2000 en la mina Julcani. Las etapas de cierre comprenden el procedimiento de diseño, ejecución y control-seguimiento y como tal, contienen un sistema de seguridad (SHEB) en las operaciones de la mina. El principal objetivo del proceso de cierre es la estabilización a largo plazo del entorno físico, químico y socioeconómico en las áreas afectadas por la actividad minera para asi proteger la salud, el ecosistema y reducir los efectos negativos en el ecosistema. Finalmente, es más factible ejecutar el plan de cierre durante la operación de la mina que cuando no es económicamente viable.

Several bauxite residue sands and muds produced by Bayer plants in the U.S. and overseas have been fractionated using dry and wet magnetic separators. The magnetic sand fractions typically contain about 60 wt% iron and the bulk of the radioactivity in this waste. The muds are more difficult to process than the sands, but some fractionation is possible using a combination of flotation and magnetic separation techniques.

The 53 countries that constituted Africa in 1991 accounted for a significant portion of total world output of a number of mineral commodities. However, total output for the continent declined for many major mineral commodities produced compared with that of 1990. Also, Africa's share of total world output of these commodities generally declined. (See tables 1 and 2.) The most conspicuous declines were for cobalt and copper owing to mining and metal processing difficulties experienced by the world's two largest cobalt producers, Zaire and Zambia. Phosphate rock output declined primarily owing to a sharp fall in production from Morocco, also a leading world producer. Morocco's state corporation for phosphate production experienced marketing problems, leading to the decline.

Operator efficiency and control capability along with cost effectiveness have been the quest of mining, industrial, and mobile hydraulic engineers for years. The majority of the functions in present day fluid power systems are controlled by on/off control valves. They are inexpensive and provide easy installation and operation, but they lack the quality of fine control of load flow or what is sometimes known as "feathering the load". An alternate approach to obtaining this capability is the use of electro-hydraulic servo-valves, but their implementation into a system is complex, and they are expensive. As a result, electrohydraulic systems are still used primarily in the aerospace industry. Of late, a compromise seems to have evolved between the on/ off control systems and the servo-technology is the so-called proportional flow control valves. A proportional flow control valve meters fluid to the load in proportion to the input command from the operator. In principle, it is similar to a conventional flow control valve and is tailored to meet the control requirements from the load point of view. The hydraulic system using this valve usually works in an open-loop mode with the operator closing the loop. Incorporating load-sensing mechanisms and adoption of electrical/electronic signalling into the valve make it the "ideal valve" which designers have been looking for from a techno-economic point of view.

Editor's note: The subject of mining on the moon can generate a wide range of strongly held opinion, from those leaning toward the view that, ultimately, such activity is the destiny of mankind to those who believe that all suggestions for moon mining to date are unrealistic, wildly expensive and in the hands of people who 'know nothing.' MINING ENGINEERING herewith publishes some of the basic pros and cons on the subject of moon mining by writers who are among those holding strong views on the subject, with the hope that some of our readers may be interested in joining this debate. Every mineralogist and most mineral industry people were keenly interested in the examinations of the first moon rocks brought back by US astronauts in 1969. Suffice to say that the examinations revealed nothing exotic in the mineral makeup of the very limited rock samples. The rocks were generally of igneous type, dark-colored and contained some common, Earth-type minerals. There was, in Earth terms, above average TiO2 content, but they contained nothing of commercial significance by Earth standards. Therefore, interest in moon minerals rapidly faded. Years later, on Sunday, May 4, 1986, living in Reno, NV, this author was shocked to read a local newspaper article by the Dean of the Mackay School of Mines, University of Nevada, Reno, headlined, "Moon Mining Not Far Off." "OPENING REMARKS Yesterday and today we have heard some very interesting papers on operating matters and some of you are probably wondering what we are now doing talking about Communications in Plant Design. Let me tell you! Before the techniques we have heard being discussed can be used, there has to be a properly operating plant. It is certainly a fact that many mineral processing plants achieve only limited success and a number of them can even be said to be failures. Some of you sitting here are probably living with operating problems that are clue to errors in the design.If the histories of these problem plants are examined, it will be found that in many cases, the necessary skills were available during the period of the plant design. There was extensive operating know¬ledge together with a full range of project expertise. Why then the failures? In a substantial number of cases it can be traced to the old, old problem of communications. As plants get bigger, money costs more and smooth startups become more important, it becomes less and less economic to fix up any design errors during plant operations.During our careers in mineral processing, nearly all of us will be involved in at least one plant design and I feel that it is as well if we understand some of these communication difficulties that can lead to a problem plant. There is little point in us being experts in mineral processing if the knowledge we have acquired doesn't somehow get incorporated into the plant.I would, therefore, like to present this short paper that mentions a few of the significant communication problems that can occur during the design of mining and mineral processing plants, together with some thoughts on answers to these problems."

A mathematical model was developed to assess the costs for reclamation of surface mining using the shovel overcasting operation, the front end loader operation, and a backfilling operation. A literature review was made of the present laws in Kentucky, Pennsylvania, Virginia, and West Virginia pertaining to surface mining and of the various parameters that influence the input data for a mathematical model. It was determined that the working mathematical model would have to be applied on an area to area basis, preferably on a permit by permit basis in the area where surface mining was being done. To this end, a flexible model was developed with input data obtained from the area of study. The results of the study show that the cost per ton of coal for reclamation can be estimated for various reclamation levels. Validation of the model was done for selected permits from Virginia. It was determined that the permits could easily be used for input data to the model.

The final objective of a mine ventilation project is to find a way of supplying the working faces with the necessary quantity of air to dilute all the possible air contaminants to safe limits and to maintain the temperature, humidity and oxygen content within desirable limits. To accomplish the aforesaid, decisions have to be made at early stages of planning and design of a mining operation. That is, ventilation and mine planning are closely related and interdependent, and experience has proved that improvisation as related to mine environment is rarely optimal in ventilation engineering. Mine management should be concerned with two general aspects of ventilation problems. The first is related to the statuatory requirements which are usually the minimum standards that have to be maintained. During the last two decades, mining laws have become increasingly stringent and management of operating mines had to face the effects of these externalities. In some cases these required either a production rate reduction or additional mine development. The second aspect that management should not overlook is the technical and economical importance of mine ventilation on the overall mining cost. In coal mining it is necessary to move, on an average, five tons of air through the mine for each ton of coal produced. The power cost incurred is perhaps the single most important direct cost assigned to ventilation but it is not the only one. Other costs that should be considered include the supervisory labor cost, fan depreciation and maintenance, doors, stoppings and regulators construction cost and maintenance, the additional mine airways development and maintenance because of ventilation requirements. It is apparent that coal will play an increasingly important role in satisfying the nation's energy requirements for the remainder of this century. Both deep mining and surface mining will be practiced to develop known U.S. coal reserves, but until significant improvements in the productivity of deep mining emerge, surface mining is likely to be predominant. This report addresses the problems of coal extraction and surface mine reclamation in the 11-state Midwestern coal resource region, where surface stripping of high-sulfur, bituminous coal has been a well-developed industry for most of this century. Midwestern coal markets have declined in recent years. In part this is a result of widespread conversions to more convenient and (apparently) economical liquid and gaseous fuels, but the decline in Midwestern coal use is also attributable to the impact of current air pollution control regulations that prohibit emissions of sulfur oxides and particulate matter. A part of the regional demand for Midwestern coal has been transferred to the Northern Great Plains where extensive low-sulfur coal reserves are currently being developed.

In this paper, the forced features and dynamic behaviors of stone-column composite foundation are concisely related. The characteristics of Rayleigh wave method is summarised. This method is proposed in which, the stress ratio of the stone-column to the surrounding soil and the bear­ing capacity of the composite foundation are determined. Through the engineering cases, it is shown that, checking and evaluating the composite foundation in this method, is feasible, with high speed and low cost.

In the Waiotapu geothermal area only Champagne Pool, 109 ng/L, and Waiotapu Geyser, 7.6 ng/L, have dissolved Au concentrations greater than 5 ng/L and most springs have concentrations less than 2 ng/L. When Au concentration data are combined with other physico-chemical data from each spring including; pH, reduced sulphur concentration and temperature, the degree of Au saturation can be calculated. All samples sites except Champagne Pool, Waiotapu Geyser and the Artists Palette are under-saturated with respect to Au(s) by 1 to 3 orders of magnitude. This indicates that adsorption or co-precipitation or both are important processes depositing Au beneath hot springs. Deposition of Au by adsorption or co-precipitation beneath hot springs implies that dissolved Au may not have to reach saturation concentrations for ore to deposit. This interpretation is supported by the presence of substantial Au as sub-microscopic components within sulphide minerals in ore deposits and indicates depositional efficiency beyond that possible through precipitation of Au(s).

Companhia Vale do Rio Dote - CVRD is the largest mining company in Brazil and the largest iron ore producer in the world. Serra Geral Mine (SGM) is located at Iron Quadrangle of the State of Minas Gerais, approximately 80 kilometers from Belo Horizonte. Hematite and Itabirite are the two main minerals. A blasting with a spherical charge has been introduced at Serra Geral Mine, an iron ore producer in Brazil, belongs to the CVRD (51%) Kawasaki Steel Corporation (24.5%) others (24.5%), in order to improve fragmentation, as well, load, transportation and crushing productivity. This paper will present the results of a successful blast design with a spherical charge carried out by Serra Geral Mine, the Department of Mining Engineering at Escola de Minas - Federal University of Ouro Preto-UFOP associated to a Blasting Engineering Consultant. The results obtained in the field tests and how it was possible to increase the blast pattern in 53%, which allowed one reduction around 31% in the cost of blasting operation in the Serra Geral Mine, will be discussed in details.

This brief discusses the installation and application of sleeved piles of two different types for two different projects, the W, Seattle to Harbor Island Swing Bridge Project and the Seattle Access Project. A description of these relatively novel piling systems is given, as well as some notes on their installation and application. As implied by the term "sleeved" these are piles which consist of two piles, an inner pile combined with an outer concentric sleeve pile. Background, Swing Bridge The Swing Bridge project is virtually unique in the world in that it is a "lift and turn" swing bridge. It is also a concrete, cast -in-place segmental bridge which is designed to be moveable.

This paper is concerned with mineral policy in Ireland and how it might be improved to encourage more exploration and investment in mining in the country. The approach is to first outline the main desirable characteristics of a comprehensive national mineral policy document. This aspirational document is then used to assess the current regulatory, legislative and fiscal frameworks for mining in Ireland. The analysis also contains a brief account of the history, structure and characteristics of the mining industry in Ireland. The main focus of the paper is to identify those aspects of the existing framework that erode Ireland’s attractiveness to mineral investment and to suggest policy improvements.

Two new inorganic-organic hybrid polymers, Al(OH)3-polyacrylamide (Al(OH)3-PAM) and Mg(OH)2-polyacrylamide (Mg(OH)2-PAM) were synthesized and successfully applied for the treatment of oil sand tailings. The results indicate that both Mg(OH)2-PAM and Al(OH)3-PAM were unaffected by the change in pH, and could be applied to oil sand tailings with varying sand-to-fine ratio (SFR). The optimum dosages for the Mg(OH)2-PAM and Al(OH)3-PAM were about 330 g/ton and 650 g/ton, respectively for SFR 3.75. The flocculated oil sand tailings dewater quickly producing 66-68% solids. The flocculated tailings produced similar filtration rate before and after shear. Mg(OH)2-PAM treated oil sand tailings produced twice the filtration rates (220 ml/min) compared with Al(OH)3-PAM. This study clearly indicates that Mg(OH)2-PAM and Al(OH)3-PAM is a viable solution while decreasing the mass-production of tailings and increasing the rate of water-recycle.

The Canadian Clean Power Coalition (CCPC) was created in 2001 to protect and enhance Canada’s vast coal and other carbon-based resource wealth, and to ensure that environmental public policy decisions recognize that these resources are a Canadian asset, not an environmental liability. To achieve its mandate, CCPC has undertaken to demonstrate technologies for use in new coal-fired power plants to control air emissions including carbon dioxide (CO2), nitrogen oxides (NOx), sulphur dioxides (SOx), mercury (Hg), and particulates (PM). The first phase of the demonstration project assessed three existing technologies for coal-fired power plants that reduce all emissions, including CO2, to levels equivalent to or below that of gas-fired power plants. The technologies considered in this phase included integrated gasification combined cycle (IGCC), ‘oxyfuel’ combustion, and amine scrubbing of pulverized coal. These technologies were evaluated with three coal types: Eastern bituminous, western sub-bituminous, and lignite coals. This paper presents the studies, conclusions concerning the capital and operating costs of these technologies, the cost of electricity produced (with CO2 removed), and the cost per tonne of CO2 avoided. It also discusses the potential for using captured CO2 for enhanced oil recovery, and possible technology enhancements for improving the competitiveness of gasification of low-rank western Canadian coals. The second ongoing phase of CCPC’s work includes the design and construction of a commercial-scale plant to demonstrate the feasibility of integrated gas combined cycle (IGCC) and/or polygeneration technologies and the potential for using the CO2 generated for enhanced recovery of conventional oil.

The past decade has brought significant changes in the use of risk-based criteria for safety within the U.S. Department of Defense. The Range Commanders Council (RCC) chartered a working group to develop and define risk acceptance criteria for protecting the general public and mission essential personnel from debris from launch ranges. This working group has continued to develop and update RCC Standard 321 as the needs of the ranges and range users have evolved. A revision to RCC Standard 321 is near finalization and will include casualty criteria, guidelines for assessing risks due to other flight hazards in addition to inert debris, and an overall risk management process for range safety. This paper reports on work in progress and includes several precedents which may prove important to the explosives safety community.

"Advanced Flotation Technology is the application driven design of Don-Oliver flotation cells to achieve the optimum performance for each type and grind of flotation. Optimum performance is the combination of both recovery and selectivity.Optimized performance is the combined product of optimized mixing and effective froth removal. Optimized mixing is applied to roughers, scavengers, cleaners and specialty cells such as those to float hydrocyclone underflows in both primary and regrind circuits in order to reduce overgrinding. Effective mixing for fine material is easy, but overmixing reduces selectivity in frothbed.Selectivity in flotation is an important target, especially when treating complex ores, and parameters in frothbed have been examined to improve the separation of minerals and eliminate circumstances that reduce separation rate.Advances in process control have been achieved with expert controls and instructive operator information data. This has gained a higher degree of understanding of cell operation and ore type being processed to be used in future process development work. Excellent results of this Advanced Flotation Technology have been achieved and designs through 7000 cu ft (200 m3) are currently available for high capacity concentrators. This paper will detail how flotation cells are more responsive to the exact requirements of the duty specified."

The caisson is adapted to the foundation of concentrated heavy building. As there are the flowing sand, boulder or cobble and other serious obstruction, the open caisson can't sink, the caisson can solve these problems easily. Especially for the stability of the neighour building, the merit of the caisson is outstanding. Therefore, there are the pier, the foundation of heavy instrument and the large water pumping station etc. using the caisson in China. This paper introduce several caissons and successful experience by author's investigation. It contains the feature and application of the caisson : the examples of caissons such as a huge pier of a bridge acrossing a big river, a large instrument foundation and a large water pump station beside a river; the problem of the design of the caisson and notice items during the caisson construction etc.

In 1971 the government of British Columbia issued a permit for the Island Copper Mine to commence disposal of 33,000 tons per day of mine tailings into Rupert Inlet, a marine fjord on the northwest coast of Vancouver Island. There was considerable controversy surrounding the development, public hearings were held, and as a requirement of the permit the company was obliged to carry out a comprehensive environmental monitoring program. The results of this program provide a thorough assessment of the environmental impact of submarine tailings disposal over the 24-year life of the mine. Following closure in December, 1995, the monitoring program continued for three years to determine the extent of marine ecosystem recovery and re-colonization. It is apparent from the findings of the monitoring program that the mine tailings were dispersed more widely than was originally predicted. It is also clear that widespread heavy metal contamination has not materialized. In retrospect it appears that submarine tailings disposal has resulted in far less severe environmental impacts than if the alternative of land disposal had been adopted. This review highlights significant aspects of public policy decision-making, design of environmental monitoring programs, and questions of interpretation of monitoring program data.
