Bardon Trimount Inc., a large producer of aggregate, crushed stone, and concrete, was experiencing significant public opposition to its five quarries in the Boston area. It was believed by the authors that this opposition could be significantly lessened if the total number of blasts per week were reduced. Although the blasting company at these quarries, Austin Powder Company, contended that this could easily and safely be accomplished by increasing the size of the blasts, regulations precluded this alternative by limiting the total amount of explosives that could be used per blast.

Many, if not most, of today's pollution liability claims are related to events ("occurrences") that happened in the past. This fact creates an opportunity to obtain a large amount of insurance coverage at essentially no cost. Furthermore, in many cases, this insurance coverage is readily available. Scenario #1 For some 15 years, an underground gas tank has had a slow leak. The leak has now been discovered because the gas has contaminated nearby wells. As a result, an expensive $1 million cleanup is required. In addition, a liability suit has been filed for damages due to the contamination of nearby wells. Consequently, legal expenses are being incurred. Are all of these actual and potential costs insured? Obviously, if you have a pollution liability policy in place, the above costs will probably be insured. I say probably because business liability policies are not uniform. But, what if you don't have a pollution liability policy and what if your current general liability policy excludes all pollution liability (as most of them do today)? Under these circumstances, it first appears there is no insurance for this $1 million cleanup and liability suit. But this is probably not the case. You may well have insurance coverage, and you may well have much more insurance coverage than you ever expected. And, the insurance that I'm referring to is already in place. You simply need to find it and learn how to use this insurance - I'm referring to your old policies. In many cases, old liability insurance policies provide coverage for claims made today, because these policies were written on an "occurrence" basis of coverage. In fact, most still are written this way. This means that the insurance policy covers bodily injury or property damage liabilities (as defined in the policy) arising out of' "occurrences" or accidents that happen during the policy period regardless of' when the claim for damages is made. Therefore, for insurance purposes, the key question is: when did the "occurrence" take place? If someone falls and breaks a leg, that is clearly an "occurrence." The broken leg occurrence is, therefore, insured by the liability policy that was in existence at the time of the fall - regardless of when the claim or suit is filed, if ever. However, the answer to this question is seldom an easy one when you are looking at a pollution claim. In our scenario, the tank had a slow leak over 15 years, but property damage was not discovered until now. The question of when the "occurrence" (as defined in the insurance policy) took place has been litigated and continues to be litigated in many courts across the country. But, most often the answer has been that, for insurance purposes, the "occurrence" is the entire period that the tank was leaking (15 years), even though the contamination to the water was not discovered until 1987. This means that the person or company that is insured can potentially use all of its general liability policies (if they are "occurrence" policies, and most were), which were purchased during the 15 years from 1972 until 1987. And, these policies will potentially insure all of the claims and related exposures that arise out of this leaky underground gas tank. Scenario #2 In our first scenario, the claims and expenses were insured by past general liability policies because the claims arose out of events in the past, which, in turn, caused damage. Let's look at another example. In this scenario, Company XYZ has received a request to help clean up a landfill site because 10 years ago, XYZ dumped some toxic substances at the site, which was totally legal at the time. XYZ has not dumped anything at the site since this time. Nevertheless, XYZ is now being required to contribute $2 million to the cleanup of this site. In this scenario, if you had purchased "occurrence" general liability policies 10 years ago, these 1977 policies would (potentially) apply to the current $2 million cleanup claim. And, the reason is that the "occurrence" leading to the 1987 claim took place in 1977.

The Heartland Corridor Clearance Improvement Project is part of a regional Public-Private initiative to allow double stack container trains a direct route from the Port of Norfolk through Virginia, West Virginia, Eastern Kentucky and into Central Ohio. In the Preliminary Engineering stage, 30 existing tunnels were assessed and 28 were found to need clearance improvements to allow the use of double stack trains. Alternative tunnel enlargement methods were developed to achieve the desired clearance improvements, while maintaining structural integrity and minimizing disruption to train traffic. This paper summarizes the geometric and condition investigations of the existing tunnels, as well as describes the preferred methodologies to achieve the desired clearance. The clearance improvements will be implemented beginning in the summer of 2007.

Discussion of the paper of Frederick Laist, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 79, July, 1913, pp. 1147 to 1162. J. C. DICK, Salt Lake City, Utah :-I would like to ask Mr. Laist why a 10 per cent. salt solution was used. MR. LAIST :-The reason for using salt in the solution is to get .the sulphur. The solution of dilute sulphuric acid has no solvent action on the sulphur even after roasting, and the addition of the salt is made primarily to dissolve the sulphur chlorides. MR. DICK:-I would like to ask also if you made any experiments as to grinding fine your calcines, rather than leaving the coarse material. MR. LAIST :-We have not made any experiments along those lines except in the laboratory, but the objections which we have to grinding are that the difficulties of roasting are very much greater when roasting finely ground material than when roasting coarse material, and the difficulties of leaching are somewhat increased; the percolating system is simpler and easier to manipulate, particularly when acid solutions are used, so that we prefer from our experience not to grind. (communication to -the Secretary +) :-In order to meet the conditions involved in his ore-treatment problem, Mr. Laist has developed a very interesting and apparently successful metallurgical hybrid which he calls the oxychloridizing roast. The lower floors of the MacDougall furnaces are made to accomplish what used to be done on the " cooling floor" in the old days of salt roasting and " hypo " or brine leaching of silver ores.

A method new to Australia was used for sinking a vertical shaft at Broken Hill in the development of Pasminco Southern Operations No 5 Ventilation Shaft. The 6 m diameter shaft of 820 m depth was planned with a construction method which allowed access for ground support as sinking proceeded by mechanical excavation.The vertical shaft boring machine, known as the V-Mole, was originally developed in West Germany. The machine operates in a manner similar to a full face TBM but vertically and the cuttings drop down a previously constructed raise. The raise is subject to stringent tolerance on verticality and must remain stable for the duration of reaming.

Pyrophyllite is a hydrous aluminum silicate (A1²Si4O10(OH)²)1 that, occurs in both the foliated and the massive forms. The foliated variety resembles talc in that it has a greasy feel, a pearly luster, perfect basal cleavage, and usually is white, although in some deposits apple green, gray, brown, russet, and nearly black specimens may be found. The massive deposits of pyrophyllite yield pearl gray to light tan aggregates, some of which are so friable that they may be crushed with the hands into a fine gritty powder. Frequently specimens of the massive variety are studded with crystals of radial structure. The mineral has a specific gravity of about 2.7 and a hardness of 1 on Mohs' scale.' The chemical composition of commercial pyrophyllite reflects the mineralogy of the deposits, which, according to Stuckey12 contain pyrophyllite and quartz, together with chloritoid, sericite, and a few other minerals of negligible importance. The latter, he says, ('are noticed in but small quantities to the extent they might occur as accessory constituents of an igneous rock or as products of regional metamorphism or weathering. . . . Quartz is abundant everywhere except in the very best grades of pyrophyllite." Analyses of specimens from several deposits are listed in Table 1, showing that the silica content varies from 57 to 73 per cent and the alumina from 22 to 33 per cent. Oxides of iron and the alkaline metals are collectively present, with one exception, to an extent of about 1 to 1.5 per cent. Sources At present, North Carolina is the only commercial source of pyrophyllite, although the mineral has been found in small quantities in many parts of the world. The North Carolina deposits are in the "Carolina Slate Belt," which traverses the center of the state in a southwesterly direction. This belt varies from 8 to 50 miles in width. THe elements silver, cadmium, tin, antimony and tellurium either are found as impurities in commercial coppers or are intentionally added to produce coppers for special uses. When present in small quantities, each of these metals exerts a significant effect on the properties of copper, but despite considerable experience and investigation much remains to be learned about their specific behavior. The presence of extraneous elements, particularly oxygen, complicates the study of individual additions of impurities in the range o to 0.05 per cent, and the use of high-purity copper has been found extremely helpful in circumventing these difficulties. It has also been found that individual behavior can be satisfactorilv determined from measurements of two commercially important properties, conductivity and softening temperature, according to methods that have been described previously.1,2 Data of this type, obtained in the course of a general investigation of the effects of impurities on the properties of both oxygen-bearing 2nd oxygen-free copper are presented herewith. All samples except those containing cadmium were prepared as 3/8-in. continuously cast oxygen-free rod from pure copper and weighed amounts of a similarly synthesized master alloy. Composition was checked by chemical methods, which in every case verified the calculated analyses. Test wires were cold-drawn one B, and S. number per pass on a string-up machine using four 30-min. 600°C. anneals at 0.3125, 0.257, 0.204 and 0.162 in. and a final cold reduction of 75 per cent to 0.081 in. Some oxygen-bearing samples were produced directly from the 3/8-in. oxygen-free rods by diffusion from a surface scale at 850°C. and drawn to size as listed above, but most of the alloys were remelted in pure graphite and cast through air into a I-in. round mold. The slugs were then hot-rolled to 5/16 in., drawn to 0.162 in., annealed as listed above, and drawn to 0.081 inch. Conductivity wires were annealed for I hr. at 100°C. intervals between 300' and 800°F., using a hydrogen atmosphere for oxygen-free samples and purified nitrogen for the oxygen-bearing type. All samples were quenched from the annealing temperature in 10 per cent H²S04 and conductivity was measured on a Hoopes bridge that had been checked against a Kelvin bridge. The softening temperatures represent the half-hard stage of the annealing curve as determined by a standard procedure.' The coal resources of the Singleton- Muswellbrook area of New South Wales are of major importance to Australia, and are likely to play a significant role in meeting the expanding demands for energy in many countries of the world. Coal resources of 45 thousand million tonnes of which 15 thousand million tonnes lie at a depth of less than 200m have been estimated. The history of coal mining in the area commenced in the mid 1800's and has been one of fluctuations in production but of rapid expansion in more recent years. It is destined to become the largest coal producing area in New South Wales. Coal is being won from the area by strip mining, open pit mining and by underground means. The techniques involved are described. The area is well endowed with infra- structure such as modern towns, railways, road- ways and access to port facilities. Production of both coking coal and steaming coal is expected to rise significantly within the next 25 years. A large proportion of the State's anticipated increased production to between 117 and 177 million tonnes by the year 2000 is likely to come from this area.

Pongkor Gold Mines is one of seven units of production owned by PT Aneka Tambang (State owned mining company). The mine is located in the western part of Java Island, Indonesia. It is in the Bogor District and approximately 110 kilometres to the south of capital Jakarta. It is located in very steep hilly terrain intersected by many river valleys and the mine site is approximately 500 metres above mean sea level (see Figures 1 and 2 - Mine location map and picture)

INTRODUCTION THE importance of magnesium alloys in the manufacture of aircraft engines has been realized for many years. A concentrated effort has been exerted in the laboratories of the Dow Chemical Co. to develop magnesium-base alloys with improved properties at elevated temperatures whereby greater advantage can be taken of the inherent lightness of these materials. In an earlier publication,1 attention was called to the superior tensile properties and resistance to creep of cerium-containing magnesium alloys at temperatures up to 700°F. More recently, additional data on magnesium-cerium alloys have been furnished by Murphy and Payne.2 The present paper deals with the mechanical properties of sand-cast magnesium alloys containing zinc, at temperatures up to 500°F. The study includes binary Mg-Zn† alloys containing up to 10 pct zinc and several ternary and some polynary alloys based on the Mg-1Zn,†Mg-3Zn, Mg-4.4Zn, Mg-6Zn, and Mg-10Zn binaries. The compositional variation in the tensile properties, hardness, and creep at room and elevated temperatures, and in the electrical conductivity at room temperature has been determined. The results of these tests show that many zinc-containing magnesium alloys exhibit resistance to creep at elevated temperatures significantly higher than that of present commercial magnesium alloys, but lower than that of alloys of the magnesium-cerium type. In addition, they have high tensile properties at room and elevated temperatures and high conductivity. This combination of mechanical properties and conductivity indicates that these alloys should be given serious consideration for commercial applications involving exposure to temperatures higher than those to which present commercial magnesium alloys can be taken safely. LITERATURE The properties of sand-cast magnesium alloys containing zinc as a principal alloying element have not been investigated very extensively, especially at elevated temperatures. The following remarks, which are confined to sand-cast alloys, will serve as a summary of the most important references on this phase of magnesium metallurgy. The first recorded determination of the tensile strength of binary Mg-Zn alloys as a function of zinc content was reported by Aitchison.3 Similar studies, including the measurement of elongation and hardness, have been performed by Gann and Winston,4 Dumas and Rockaert,5 Haughton and Prytherch,6 and by Spitaler, the last being reported by Beck.7 A slight superiority in the tensile strength of chillcast Mg + 8 Zn alloy over the sand-cast alloy was noted by Maybrey 8 That alloys of magnesium containing 5 to 12 pct zinc

The reduction in the number and duration of machinery and equipment failures is an important source of economical efficiency enhancement in the Polish coal mining industry.Non-dismantling methods have been thus developed to evaluate the technical state of machines. Among these viroacoustical methods are the most effectively employed. Two-directional organisation of the testing can be chosen, such as periodical and continuous inspection. The monitoring methods for ball bearing, rope tension uniformity, longwall shearers, main fans and shafts installations etc. Instrumentation for monitoring measurements are either of intrinsically - safe or explosion - proof construction, which enables using them in a gas-hazard atmosphere. The development of these procedures has led to the trials to insert the diagnostic methods into the organisational scheme of a coal mine.

The Imperial Smelting Process for the simultaneous production of zinc and lead is probably regarded by the ecologist as a necessary evil with the benefits of its products marginally outweighing the adverse effects of its operation. The purpose of the paper is to examine the environmental impact of the process and to provide information which will demonstrate that the process has considerable indirect environmental benefits and that success is being achieved in reducing direct pollution of the environment by the process. About 12 per cent of the world's zinc and seven per cent of its lead is produced by the process. This proportion will increase with the construction of a new smelter in China. After a brief description of the process the paper considers one of its principal advantages, its ability to treat bulk concentrates. The production of these at the mine can have a number of environmental benefits. Less comminution may be required to separate the metals from the gangue than is needed to separate them from each other; recoveries can be improved in flotation resulting in cleaner tailings dams, less power demand and reduced consumption of potentially hazardous reagents. Simplification of mining and above ground ore handling may also give significant benefits . The process is a considerable consumer of secondary materials such as galvanisers' ashes, copper smelter dusts and materials containing zinc and lead derived from steel plant dusts. The majority of these materials are fed to the blast furnace after hot briquetting. The consumption of secondary materials is a considerable environmental benefit since otherwise they would require to be dumped in secure land-fill sites. The operation of the process itself continues to be subjected to increasingly stringent environmental standards of which examples are provided. Details are provided of lead emissions at Avonmouth showing considerable success in reducing these while increasing production. The slag from the process continues to find many useful applications.

The Thalanga massive sulphide deposit is hosted by Upper Cambrian rhyolites and volcaniclastics of the Mt. Windsor Volcanics near their contact with overlying dacites, rhyolites and sediments of the Trooper Creek Formation. The ores and host rocks have been subjected to a single strong deformation and to lower to middle greenschist facies metamorphism. A main lens with surface gossan dimensions of 55U m x 6 m dips steeply, plunges shallowly to the west and is offset by a series of normal faults. It is flanked by smaller lenses to the east where the mineralized horizon is stopea out by granite. The area to the east and south of the gossan is masked by Tertiary cover. A complex exhalite package is represented by banded sphalerite-pyrite- galena-chalcopyrite, massive pyrite and chalcopyrite and assemblages dominated by dolomite, chlorite-actinolite, tremolite, talc, barite and rare gypsum. Accessory tetrahedrite, arsenopyrite, bismuthinite, magnetite and native gold are associated locally. Pods of quartz-magnetite formed distally. The ores are underlain by strongly to moderately pyrite-silica-sericite altered rhyolites with the strongest alteration closest to an interred synvolcanic fault. This alteration is characterised by an enrichment in MgO, Na2O, FeS2 and base metals with a depletion in CaO and Na2O. There is a general enrichment in Pb and Zn towards the hanging wall with some enrichment of Cu near the base of the main lens due to replacement by ore tiuias near vent discharge sites. Blast control in small scale underground mining leads to improved fragmentation control, improved control over overbreak and dilution, and the optimisation of drilling and charging operations. Greatly improved control can be achieved through blast monitoring, to confirm proper implementation of blast designs and blasthole charging. Further improvements can be achieved through simple modelling, enabling blastholes to be placed in the correct locations and charged with the correct weight and strength of explosive. Improved design can be shown to significantly reduce overbreak and dilution, and even ground support costs. In one mine in Quebec, open stopes of widths varying from 2.5 metres to four metres and dipping at 36¦ to 38¦ were designed to achieve zero dilution using open sloping blasting practices. The first stope designed in this manner was monitored in detail and achieved its objective.A method for contouring damage around blastholes is presented as a basis for selection of drilling patterns, with particular application to the control of overbreak and dilution. The conductivity of copper wire is of prime importance to the electrical industry and consequently to the copper refiner and wire manufacturer. Annealed copper wire has a higher conductivity than hard-drawn wire, but, on the other hand, its tensile strength is lower. In an attempt to explain the reasons for these changes in properry. or at least to study the conditions existing in these two types of copper wire, the experiments described here were carried on in the Department of Metallurgy of the Michigan College of Mining and Technology This is only a partial and preliminary report on some of the work done to date on a research program of which the object is an intensive study of copper. It is offered with the hope that, though it is not an exposition of the most rigorous of conclusions, the general trend of inferences which may be drawn will be of value and interest. Effect of Direction of Drawing In 1928 some work was done on hard-drawn copper wires to determine whether wire drawn in a continuous machine (that is, all in one direction) would have a different structure from wire that had a reversal in direction at some stage of the drawing process. The diffraction spectra obtained indicated that as the position of the wire rayed approached the core, a preferential crystal orientation existed, and that the closer to the core the more preferred was the orientation. The data obtained partly corroborated the work done by Schmidt and Wassermanl and by Clark.2 Samples Used in Following Investigation The samples selected for use in both the diffraction work and the resistivity measurements were taken from Nos. 6, 8, 10 and 12 gage

The challenge of narrow vein mining is to produce ore with as little dilution as possible, at the least cost -commensurate with the increasing degrees of safety being demanded for mine workers by the modem 'duty of care' legislation. Geotechnical factors play an important, if not overriding, role in these areas. The geotechnical factors cover the complex interaction over a period of time, between the in situ and induced rock stresses, rock structures, rock mass strength and the cable, rock bolt and other ground support members. In the Archaean schist belt areas where many of our narrow vein mines occur the pre-mining in situ rock stresses are commonly significantly higher than the overburden stresses. These are concentrated in areas beneath previous open pits and may be highly concentrated in the pillars and abutments of stopes on narrow veins. The presence of high in situ stresses may be suspected from the appearance of drill cores and underground development long before they become sufficiently concentrated by mining to cause damage or bursts. These initial indications are discussed and modem low cost methods of stress measurement are described. Practical and quick methods of analysing the stress redistribution around scopes and other underground excavations are now available and guidelines for interpreting them in terms of rockmass characteristics, stope stability and support requirements are developed with the object of increasing safety, whilst reducing overall costs and dilution.

Unrecognized roof beam failures resulted in 69% of the falls of ground injuries occurring in underground U.S. stone mines from 1990 to 1996. Field investigations at 45 underground stone mines suggest that excessive beam sag or deflection is the principal unstable roof behavior characteristics associated with miner injuries. Laminated roof structures, common in most underground stone mines, allow the immediate roof to separate into distinct beams. The timely determination of roof beam deflection could provide stone miners with advanced knowledge of potentially hazardous roof. Existing methods to assess roof conditions consist of observational and monitoring techniques. Observational techniques include open drillholes, sounding, wedging, and borescopes. Monitoring techniques include scratch tools, extensometers, telltales, Miners Helpers, and Guardian Angels1. Miners have difficulty utilizing these techniques because roof beams are located an average of 8 m(26.5 ft) above the miner’s head in environments that are dark, dusty and noisy and these deflections are measured in millimeters of movement. To help mitigate the potential for falls of ground injuries to underground stone miners, the National Institute for Occupational Safety and Health (NIOSH) has developed the Roof Monitoring Safety System (RMSS) to aid in monitoring dangerous levels of roof beam deflection. If enough site-specific information is collected and placed on highly visible maps, individual mining operations could establish general guidelines for responding to specific roofbeam deflection occurrences. This would help in implementing a pro-active, comprehensive roof control plan for reducing falls of ground injuries.

'T. C. MERRIMAN, New Haven, Conn. (written discussion *).-This most interesting paper gives much carefully obtained and valuable data. However, there are two points in connection with the commercial application of such data that might possibly be a source of trouble and mis-understanding. In the first place, the examination of thin sections of annealed brass, subjected to standard Brinell test.(500 kg. on a 10-mm. diameter ball) at thicknesses from 0.075 to 0.150 in. (1.9 to 3.8 mm.) indicates that cold work has been performed on the specimen during the application of the load sufficient to extend way through the section, and have the hardness of the metal affected by the backing. If the usual steel support is used, this effect is very evident. If a piece of soft brass is used as a support, there is an indentation in the surface of the support accompanied by a bulge on the under side of the tested specimen opposite the impression made by the 10-mm. ball. The result is that Brinell specifications (governmental or otherwise) on stock for a certain purpose may not be fair in all cases, since manufacturers, owing to differences in equipment, etc., may not all use precisely the thickness and conditions of stock on which the Brinell specifications were based. This would mean that the government Brinell specification might not give them the temper of stock best suited for their manufacturing methods. The concluding paragraph of this paper, stating that "the hardness of cartridge brass may be determined with greater accuracy by the Brinell hardness measurement than by attempting to judge it from the grain size" appears to be in line with the movement of the last year or so among brass manufacturers toward substitution of the Brinell test for microscopic examination as an acceptance test on cartridge brass. The statement may he strictly true that the Brinell test is the best test for hardness, but it is not, as the statement might readily be construed, a sufficient test of suitable condition. For instance, some cartridge brass might accidentally have been overheated to a point where it would be distinctly unsafe to use for the manufacture of small arms cases and then be so rolled (reduction 3 to 5 per cent.) as to pass perfectly proper Brinell specifications. Under such conditions the microscope would reveal its unsuitability where the Brinell test had failed so to do.

Prior to July 2007, the only accepted method by MSHA for evaluating the mine seal design and performance is the full-scale explosion tests conducted in the NIOSH?s Lake Lynn Experimental Mine (LLEM) for deeming a seal design suitable for use in U.S. coal mines. Since the new regulations came into effect use of these conventional full-scale explosion tests for evaluating mine seals for the new elevated design standards may not be practicable. Generation of such high explosion pressures in experimental mines is dangerous and may cause permanent damage to the testing facilities. Further, they require significant amount of time, labor and money. Considering these factors, there is a need to develop scientific methods for evaluation of new seal designs and for understanding the dynamic seal response. This paper tries to address the reinforced concrete (RC) seal design using the three dimensional finite element based explicit software ABAQUS. Full-scale explosion test data available from NIOSH?s LLEM on 20 psi reinforced concrete seal is used for validating the numerical models. Further in this paper, based on the results from the validation models, a reinforced concrete seal is designed for 120 psi design standard for typical entry dimensions.

The emergence of electronic detonators for use in production mine blasting has enabled mining professionals to rethink the traditional blast design methodologies that pertain to timing. In many ways, electronic detonators can allow great advances in productivity, cost effectiveness, fragmentation, and safety. This paper reports on an independent study quantifying the accuracy of two electronic and two non-electric systems in which 674 detonators were tested. This research aimed to determine the accuracy of commercially available electronic detonators as compared to non-electric shocktube systems. Each system was tested over the viable ranges of delays available. Statistical models were then applied to quantify the scatter present in each system. Suggestions for the use of electronic detonators are made from the findings of this work.
