Guidelines for publication of information defining the amount and grade of resource material available in a deposit are well established in Australasia?s JORC Guidelines, Canada?s National Instrument 43-101 and similar documents in South Africa, Peru, Chile and elsewhere (Table 1). These guidelines provide standards to apply regarding the geologic and geostatistical basis for describing the level of confidence to be assumed for an estimate of the amount and grade of material. All of them provide for a strict distinction between material that has been demonstrated to be economically mineable and that which has not, and all of them provide terms such as ?resource? or ?exploration information? to be applied to data regarding material that has not been demonstrated to be economically mineable. It is not until an economic study has been completed that we are allowed to apply the powerful terms ?reserves? and ?ore? to our deposit material. Indeed, the application of these eye-catching labels immediately tells the reader that an economic study has been completed by a qualified person, and that the results of the study were positive. While extensive guidelines are established for describing the level of confidence in published geologic data, and the nature of the economic study that should be accomplished before using the terms ?reserves? or ?ore?, surprisingly little guidance is provided regarding the process to use, and the level of detail to attain, for estimating capital and operating costs for the study. The intent of this paper is to lay the groundwork for development of suitable guidelines for the cost estimating process. While the codes do not provide specific instructions for the cost estimate, they do provide numerous hints and clues to help determine the level of detail expected and the type of procedure to apply in preparing the estimate. This paper will first review the various codes to gain an insight into the thinking of the drafters of the codes regarding their unstated expectations for the cost estimating process. Based on this review, a series of guidelines are proposed for this purpose.

The Eastern Manus Basin (EMB) contains three major active hydrothermal zones and a number of smaller occurrences of hydrothermal deposits, and can be considered as a regional-scale modern analogue for volcanic-hosted mineral fields on land. Unlike the central Manus Basin, a back-arc spreading zone with some MORB-like basalt-hosted massive sulfide deposits, the EMB is a pull-apart rift zone between two transform faults, where a basement of Eocene-Oligocene arc crust is being thinned by extension, with rapid sedimentation on the tilted fault blocks. Present-day submarine igneous activity in the EMB, with which hydrothermal activity is associated, has arc geochemical affinities and is related to subduction of the Solomon Sea Plate at the New Britain Trench. Overall, hydrothermal deposits in EMB are found with lavas ranging from picritic basalt to rhyodacite in composition, although the two major occurrences of massive sulfide are hosted by the more siliceous dacite and rhyodacite variants. Some volcanic edifices are central eruptions, mostly of porphyritic lavas or domes, while others are elongate ridges formed by fissure eruption in which the typically aphyric lavas were very fluid. Evidence for shallow-level fractional crystallisation controls of lava chemistry implies presence of subjacent differentiated intrusions or former magma chambers. Seismic tremor at one site during the nearby 1994 Rabaul eruption suggests magma movement in the chamber.

Mining law has developed in Great Britain (GB) over centuries, mainly in response to lessons learned after disasters and other major incidents. This has led to a culture of preventing repeat accidents, rather than predicting and controlling unsafe acts or conditions.This paper explains how, initially in response to a government drive to reduce the burden on industry, the opportunity was taken to review and reform all 48 sets of GB mining-specific law into a single document. The philosophy adopted, the procedure followed and the significant changes that resulted are explained.CITATION:Leeming, J R, 2017. This paper describes the significant advantages and improvements in operational availability, reduced breakdowns, and overall cost reductions that can be achieved through the application of a Reliability Centred Maintenance (RCM) program, including Condition Based Maintenance (CBM) and Equipment Health Monitoring (EHM), in a mine environment. It uses a case study to illustrate the essential elements that constitute the basic requirements to establish such programs. This CBM case study analyzed the Load-Haul- Dump (LHD) vehicle sub-systems and their dominant failure modes, as a precursor to the development of condition indicators. The case study describes a disciplined process to enable condition indicator development and qualification in support of a CBM program. The identified condition indicators vary from readily applicable off-the-shelf monitoring systems and techniques, through to "leading edge" technologies that require further research and development. The paper also explores the developments that have been made in the combination of expert system software associated with modern computer based control systems, and the availability of "intelligent? sensor technology that complement the control system capability.

Oxyfuel combustion is currently one of the principal technological options being considered for capturing carbon dioxide from pulverised coal power plants. In oxyfuel combustion, coal is burnt in a mixture of recycled flue gases and added oxygen instead of in air. In principle this yields a flue gas containing only carbon dioxide, water vapour and small amounts other impurities. Oxyfuel combustion is superficially similar to combustion in air, but there are inevitable differences. This paper describes ignition tests on pulverised coal suspensions using a suite of coals of different rank and from different countries of origin and over a range of oxygen and coal concentrations of interest for oxyfuel combustion. The ignition tests were carried out using the National Institute for Occupational Safety and Health (NIOSH) 20-litre explosion chamber. The purpose was to determine how easily the various coals ignite and burn in mixtures of O2 and CO2 compared to their combustion in air. The residual char volatile and ash contents for the ignition residues were measured using a thermogravimetric analyser (TGA), allowing Q factors (i.e., enhancement in apparent volatile yield due to higher heating rates and/or heterogeneous reactions) to be determined and compared. An ignition index has been derived from the explosion and char data. This index has been used to rank low volatile coals for ignition propensity in air. The results show that to obtain ignition and combustion comparable to that in air, the oxyfuel O2-CO2 gas mixture must contain over 30% O2. Keywords: CO2 capture, combustion, pyrolysis, oxyfuel.

Keywords: Thermal conductivity of sulphates, flash smelting, heat recovery boiler, flue dust Accretions and build-ups in metallurgical heat recovery boilers decrease the efficiency of the heat transfer and may cause process shut downs. Transient plane source method (Hot Disk) has been applied to measure the thermal conductivities of the Copper Flash Smelting flue dusts. Thermal conductivities of copper, iron and zinc sulphates, and process flue dusts were measured. The results indicate that all the components are effective thermal insulators, having a thermal conductivity of less than 1 W/mK. Decreasing dust layer porosity has an increasing effect on thermal conductivity. Insulating layers on the boiler walls decrease greatly the heat transfer efficiency of the boiler. The gathered information will be used in CFD-modelling of the process, and in the process control.

Since 2008, the Portuguese Task Group for the Extension of the Continental Shelf has been operating the ROV "Luso" (rated for 6000m depth) for geological sampling of the deep North Atlantic seabed, performing surveys on, e.g., seamounts and hydrothermal vent fields. Amongst other sensors, the ROV is equipped with a full HD video camera with which still images of the deep ocean floor are recorded. Fixed on the ROV’s frame are two underwater "line" lasers, each generating a sharp green line (532nm) over the seabed. The two lasers are paralleled and calibrated at a set distance. Provided that the camera’s angle of view is known, numerical values for seabed surface area may be calculated using direct measurements taken from the pictures containing the laser lines. We present the corresponding main mathematical formulas, which are derived from simple geometrical considerations, and discuss how to generalize these results for an arbitrary camera tilt or pan. We present an example of application of our method by estimating values for percent coverage of rock substrate versus sediment. Our results are also relevant for determining seabed polymetallic nodule abundances from still images obtained during ROV surveys.

INTRODUCTION The need for cleaning and recovery of fine (minus 28 mesh or 0.5 mm) coal fraction has increased in recent years. This results from realizing a substantial recovery of ultraclean coal from the waste stream improving overall Btu (heat) recovery, providing extra revenue for the coal industry. Also the potential of using the clean coal so obtained for making coal-water mixture which could replace oil. An additional benefit of recovery clean coal from the waste stream is reducing environmental concern of burning uncleaned coal and in waste disposal. Deashing of coal by physical beneficiation processes is limited by the degree to which ash components are liberated from coal. Conventional processes have been inefficient in terms of Btu recovery, for ultrafine coal. Chemical cleaning methods, which involves leaching of ash material from coal, have provided ultraclean coal at high Btu recoveries, are more costly than the physical cleaning methods. An advanced physical separation technique that appears to address the need discussed above is selective flocculation. This technique which has been successfully utilized in iron ore beneficiation offers the potential of processing fine and ultrafine coal to produce a clean fuel. OBJECTIVES The main objective of the present study is to investigate applicability of selective flocculation technique for recovery of clean coal product from the waste coal slurry supplied by the Peabody Coal co., from their three different coal preparation plants. It is also the objective of the program to conduct preliminary economic study of the selective flocculation process.

Ground control problems in the form of large dome or wedge collapses have been experienced at Tau Lekoa Mine since production began. Crush pillars in various configurations have been used and through a process of trial and error the current pillar layout has been derived. A strike pillar layout is used and additional mid-panel pillars are left spaced a maximum of 10m or 16m apart, depending on conditions and mining direction. Pillar spacing is based on an empirical relationship between fallout height and pillar spans. Analysis of the spatial distribution of large falls of ground indicates that there may be several geotechnical relationships contributing to stable pillar spans. The current focus is to define the relationship between geotechnical areas and hangingwall stability so that area specific support strategies can be formulated that could result in increased production efficiencies. Depuis le début de la production, la mine Tau Lekoa a connu des problèmes de contrôle au sol, sous la forme d’effondrements de grands dômes ou coins. Des piliers d’écrasement, dans des configurations variées, ont été utilisés et une série d’essais a résulté en la disposition de piliers en cours. Une configuration de piliers de direction est utilisée, et des piliers mi-panneau supplémentaires sont laissés, espacés d’un maximum de 10m ou 16m, selon les conditions et la direction de la mine. L’espacement des piliers est établi sur une relation empirique entre la hauteur des retombées et les intervalles entre piliers. L’analyse de la distribution spatiale de grandes tombées de terrain indique qu’il peut y avoir plusieurs relations géotechniques qui contribuent à des intervalles de piliers stables. L’intérêt présent est de définir la relation entre les zones géotechniques et la stabilité du toit, pour pouvoir formuler des stratégies de support spécifiques à un endroit, ce qui entraînerait des accroissements de production. Ein Layout für Strukturpfeiler wird verwendet und zusätzliche mittig situierte Pfeiler in einem Maximalabstand von 10m bis 16m installiert, abhängig von den Konditionen und der Vortriebsrichtung.Der Pfeilerabstand basiert auf dem empirischen Verhältnis Fallhöhe und Pfeilerspannweite. Die Analyse der räumlichen Verteilung großer Bodenabsenkungen deutet an, daß es einige geotechnische Verhältnisse geben kann, die zu stabilen Pfostenspannweiten beitragen. Der gegenwärtige Fokus soll das Verhältnis zwischen geotechnischen Bereichen und Stollendeckenstabilität definieren, damit bereichspezifische Unterstützungsstrategien formuliert werden können, welche in erhöhter Produktionsleistung resultieren könnten.

Numerical modeling was used to investigate the feasibility of using two geophysical imaging techniques, cross-borehole ground penetrating radar (XBGPR) tomography and electrical resistivity (ER) tomography, for detecting and characterizing defects in deep-mixed soil columns. XBGPR modeling was accomplished with a three-dimensional numerical forward modeling code and a two-dimensional inversion routine. Spatial variations in apparent dielectric constant (Ka) and attenuation (a) were mapped. Electrical resistivity modeling was accomplished with a three-dimensional numerical forward modeling code and a three-dimensional inversion routine. Spatial changes in electrical resistivity were then mapped. Three different types of defects were simulated, in addition to a defect-free column. The computer simulations suggest that XBGPR tomography and ER tomography might be useful, non-destructive methods for detecting and estimating the extent of defects in deep-mixed soil columns. The results show that small, isolated defects might be difficult to detect, but defects approximately equal to or larger than the sampling interval (for XBGPR) or vertical electrode spacing (for ERT) should be detectable.

This Bureau of Mines report presents three methods for designing bulkheads to impound water underground: (1) thin and thick plate design; (2) South African plug design; and (3) single and double bulkhead seal design. Related areas critical to the long-term effectiveness of underground water impoundments are also addressed. These include bulk-head anchorage, concrete specifications and placement, the grouting of permeable strata, and the sizing of barrier pillars. A case study involving hydrostatic tests conducted on a single bulkhead seal constructed in the Safety Research Coal Mine of the Bureau's Pittsburgh Research Center is presented in an appendix.

"A simple method is presented whereby the additional quantity and static pressure necessary to compensate for ventilation duct leakage may be estimated using the circular reference functions of modern spreadsheets. Favourable comparisons have been made to the National Coal Board (United Kingdom) design charts and to a case study analysis. IntroductionIn mining, most ducted systems are applied to the development of access tunnels, and most of these systems leak to some extent. When the ventilation duct fails to deliver the required quantity of air to the work place, there is a significant contribution to the development costs, either directly or indirectly.Directly — More air and more pressure are required to compensate for the leakage, more capital development (ventilation shafts, parallel drives) are required because ventilation systems cannot push the fresh air far enough, and longer re-entry times to ensure toxic blast fumes to be diluted.Indirectly — There is a reduction in productivity because of the inclement atmospheric conditions, and/or closure of development ends because of unacceptable atmospheric conditions at the working place. This has been exacerbated over the last few decades because of the increased use of diesel equipment of ever increasing power, and the more stringent Occupational Health and Safety requirements demanding more air flow per kilowatt of diesel power.The leakage from a duct must, therefore, be reliably estimated in order to assess the effectiveness and construction of the system; assess the effectiveness of the maintenance or repair of the duct; appreciate the cost of the leakage, and therefore apply effective maintenance and installation procedures; and engineer safer, healthier and more cost-effective ventilation systems."

A computer program was developed to simulate transient strains and stresses during an overcoring in the situ stress measurement. The solution is based on superpositioning of elastic stresses. The measured strains can be compared with the calculated ones to check if the measured transient behaviour is accordant with the interpreted in situ state of stress. If not, the in situ state of stress can be calculated based on any transient or final strain values. The transient stresses can be compared with the strength envelope of intact rock and thereby estimate the core damage potential. Technically, the developed code fulfilled all the objectives, and the numerical error was found to be less than 5%. The basic idea can be applied also for different overcoring probes with minor modifications and recalculation of stress tensors. The analysed case studies showed clearly the advance of having an objective and practical quality control method to study the reliability of the in situ stress measurement data. The study was set up and funded by the nuclear waste management companies Posiva Oy ( Finland ) and Svensk Kärnbränslehantering AB ( Sweden ). Un programme informatique a été développé pour simuler des tensions et des contraintes passagères pendant la mesure in situ de contrainte de surcarottage. La solution se fonde sur une superposition de contraintes élastiques. Les contraintes mesurées peuvent être comparées avec celles calculées pour vérifier si le comportement passager mesuré correspond à l'état de contrainte in situ interprété. Sinon, l'état de contrainte in situ peut être calculé à partir de n'importe quelle valeur de contrainte passagère ou finale. Les contraintes passagères peuvent être comparées avec l'enveloppe de force de roche intacte et ainsi il est possible d'évaluer le potentiel de dégâts au noyau. Techniquement le code développé a rempli tous les objectifs, et le taux d'erreur s'est révélé être inférieur à 5 %. L'idée de base peut être appliquée aussi pour différentes expériences de surcarottage avec des modifications mineures et le recalcul de tenseurs de contrainte. Les études de cas analysées ont montré clairement l'avantage d'avoir une méthode de contrôle de qualité objective et pratique pour étudier la fiabilité de données de mesure de contrainte in situ. L'étude a été fondée et financée par les sociétés de gestion de déchets nucléaires Posiva Oy (Finlande) et Svensk Kärnbränslehantering AB (Suède). Es wurde ein Computerprogramm entwickelt, um Transient-Beanspruchungen und Spannungen während eines Überentkernens in situ-Spannung-Messung zu simulieren. Die Lösung beruht auf Superpositionierung von elastischen Spannungen. Die gemessenen Beanspruchungen können mit den berechneten Daten verglichen werden, um nachzuprüfen, ob das abgemessene Transient-Verhalten mit dem interpretierten in situ-Zustand der Spannung übereinstimmt. Wenn nicht, kann der situ-Zustand der Spannung auf irgendwelchen Transient- oder endgültigen Beanspruchungswerten berechnet werden. Die Transiet-Spannungen können mit dem Stärke-Umschlag des intakten Felsens verglichen werden und dadurch ein Kernbeschädigungspotential kalkulieren. Technisch erkannte der entwickelte Code alle Ziele und hat gefunden, dass die numerische Fehler weniger als 5 % waren. Grundsätzlich können auch verschiedene Überentkernen-Untersuchungen mit kleineren Modifizierungen und Wiederberechnung des Spannung-Tensors angewandt werden. Die analysierten Fallstudien zeigten deutlich den Fortschritt, objektive und praktische Qualitätskontrollmethode zu haben, die Zuverlässigkeit in Situ-Spannung-Messung-Daten zu studieren. Die Studie wurde aufgestellt und durch Atommüll-Management-Firmen Posiva Oy (Finnland) und Svensk Kärnbränslehantering AB (Schweden) finanziert.

Abstract : The deformation monitoring data of the middle pier of the in permanent ship lock in Three Gorges revealed several interesting deformation phenomena. Conclusions and explanations are made concerning the phenomena in this paper, based on the finite element and engineering geology analyses. Firstly, the fluctuation of the horizontal transformations can be attributed to the alternate excavation of the two neighbouring ship lock rooms. Secondly, the rock mass discontinuities result in the displacement breaks. Lastly, the main reasons for the one-sided leaning phenomena are the natural stress, which is not evenly distributed, and the presence of discontinuities. This paper presents a valuable reference for studying the ‘individual phenomena’ in geotechnical engineering. ZUSAMMENFASSUNG: Die Beobachtungs claten an der Mittelpier deformation bezüglich Permannenter Schiffsschleuse in den Drei Schluchten offenbaren einige interessante Deformationsphänomene. Die Schlußforgerungen und Erklärungen dazu in dieser Arbeit basseren methodisch anf der ‚’ ‘Endlichen-Elemente-Analzse’ und der ‘Ingenieurnissen-Geograhnie-Analzse’. Erstens kann die Fluktuation der horiyontalen Transformation durch die ungleichzeitige Ausgrabung der zwei benachbarten Schiffsschleusenräume verursacht werden. Zweitens resultzert die Diskontinuität der Felsenmasse ans dem verlagerten Bruch. Drittens: Die Hauptgründe für das Zu-einer-Seite-Neigung-Phänomen in manchen Stellen sind der ungleich eigeteilte natürliche Druck und das vorhandersein der Diskontinuität. Diese Arbeit präsentiert eine wertvolle Referenz für die Untersuchung der Sonderfälle in geotechnischen Bau. Résumé: Cet article a analysé sérieusement et profondément , en utilisant des procèdes d’étude par exemple l’analyse d’éléments défini et celle de la condition géographique de traveaux , des règles typiques de la déformation montrées dans les données surveillantes à propos de la déformation des pierres centrales dans les écluses éternelles du Trois Gorges , on en a tiré une conclusion : 1) le changement des chiffres des déplacements horizontaux des pierres centrales est causé par les creusages séquentiels des cannelure voisines ; 2) l’inclinaison au Nord de toutes les pierres centrales entre les deuxième et troisième chambres d’écluse est causée par la différence de la gravitation entre les deux chambres d’écluse et par l’existence de la surface structurale ; 3) l’existence de la surface structurale cause le changement des chiffres des déplacements horizontaux des pierres centrales au niveau profond . Cet article donne une référence utile pour l’étude du ‘ problème d’indivudualité’( ou les situations anormaux) dans les données surveillantes de la déformation des pierres centrales de la génie civile.

GC. Waterman Mr. Grieves' paper on "Shaft Sinking Today--A Boring Business Tomorrow" in the Dec. 1981 issue of MINING ENGINEERING is an excellent description of recent improvements in speed and costs of shaft sinking. However, shaft boring techniques are not a recent development. In 1935-36, the Idaho Maryland Co. (gold), Grass Valley, CA, bored the vertical 1.5-m-diam Idaho No. 2 ventilation and supply shaft to a depth of 346 m. The equipment was designed and perfected by Branner Newsome and was, I believe, described in "Transactions." Pickands Mather later bored a 1.8-m-diam shaft to a depth of about 305 m using Newsome's design. The Idaho No. 2 shaft cut through hard gabbro, diabase dikes, soft serpentine, very incompetent ankeritized serpentine and a strong fault zone. The completed shaft did not require timber support; the fault zone was cemented. Equipment consisted of a rotating 1.5-m or 3-m core barrel with a slotted bottom which cut a 76-mm kerf. The cutting agent was chilled steel shot introduced into the slot as needed. The driving mechanism and core barrel were lowered into the shaft, the former secured to the wall and the inshaft "engineer" operated the motors which controlled core barrel rpm and advance. After an advance of 1.5-3 m the equipment was lifted out of the shaft, a half(?) stick of powder cut off the drilled core, and it was hoisted to the surface with a cable attached to an eye bolt at the tope of the core. A "shift" consisted of three men: hoistman, equipment operator (down the shaft), and a surface laborer. Advance was variable as equipment and techniques were perfected. Near the end of the job advance was, as I remember, 1.5-3 m per shift. Costs were, as I recall, about $115/m. Up to 4 m cores were lifted out in one piece and swung to the dump by a stiff leg derrick. The Newsome equipment was relatively inexpensive to build and operate and his method should be (more than?) competetive with the methods described by Grieves. W.E. Hawes The author, in mentioning the South African developments of the cactus grab, ignores the parallel development of the Cryderman mucker in this hemisphere. Perhaps a slightly longer history of blind hold drilling would have been in order. Blind shaft boring got a major boost at the Nevada Test Site, as part of the nuclear weapons development, when it was essential to be able to quickly assess depth for weapons testing. One of the early civilian attempts to utilize this technology occurred when Kerr McGee drilled the shaft at the Section 19 Mine at Ambrosia Lake, NM. This twin masted drill rig belonged to a subsidiary of Kerr McGee, not Shaft Drillers. This was a difficult hole, due to bentonitic shales that decomposed. Later advances in drilling fluids eliminated this problem. The Conoco project referred to is not entirely correct, and needs minor amplification: The depth of the development (not pilot) shaft drilled was 684 m, at a diameter of 3.05 m, with a 2.16 m ID hydratatic casing being installed to a depth of 669 m. Conoco Inc., not Challenger, executed the drilling, however Conoco did use Challenger Drilling Company's Rig 14-S. Rig 14-S is unique in that it is specifically designed for shaft drilling, rather than being an oil field rig used for this service. All work was planned and directed by Conoco personnel. Deviation of the aforementioned shaft from vertical was 31 cm. Two smaller shafts (pilot shafts) were drilled with the same rig. These smaller ones were drilled 1.8 m in diameter, to depth of 665 m and cased with .91-m-diam casing, to depth of 650 m to be used as pilot holes for 5.5 m diameter shafts. The total elapsed time for all drilling, casing, cementing, and rig moves was 50 weeks. The constraints mentioned of vertical accuracy, torque, wall collapse, rig set up time, lining time etc., pumping out, etc., may not be as serious as the author implies. First, vertical accuracy: The record achieved by Conoco indicates that with reasonable care, good accuracy can be obtained, primarily by having a fair amount of weight in tension, rather than on the drill bit. Second, the amount of torque that can be applied to the drill stem has been greatly increased by the introduction of larger diameter drill stems, such as the new Hughes rig uses. Third, risk of collapse of shaft walls is minimal with the proper mud program. Basically, the walls are supported by the weight of the mud and it is not removed until some type of casing is installed and grouted in. Here in the real challenge of blind drilling shafts to devise a more economical method of lining bored shafts than using steel casing. The remaining issues were minor at Conoco, provided adequate planning and scheduling takes place. An excellent paper, "Shaft Drilling--Crownpoint Project" by Hassell H. Hunter, presented at the Fifth Uranium Symposium in Albuquerque in Sept. 1981 contains details of this project. A combination of blind boring, with enlargement by either mechanical means (boring machine, or tunneling type shield) or slabbing down, with muck removal through a larger bored shaft would seem to be the future trend in shaft development. The economics, especially for wet conditions, favor this concept over conventional sinking, as has been demonstrated at Kerr McGee --Churchrock, UNC--Churchrock and Conoco at Crownpoint.

Liberation (the process of destroying the interlock between unwanted materials, such as mineral matter and pyrite, and coal) is one of the most important precursors to the benefication of raw coal in order to produce high grade marketable coals at economical recovery levels. Liberation is achieved usually by comminuting the raw coal. However, because of the significant interaction between the production of fine particles to achieve liberation and the cost of separating fine particles, the coal industry needs a method projecting the change in washability with size reduction. Such a projection can be combined with size reduction and separation simulators in order to examine completely beneficiation circuitry to produce coals of stringent specification. This paper presents the development of an appropriate liberation model for coal and its solution by Monte Carlo simulation to predict the expected washability of the raw coal as a function of comminution. It includes model validation with a known binary mixture as well as with a known teritary mixture.

The Hopi Reservation is in Arizona, where coal mining can be traced to the 13th century. Bituminous coal is found in varying quantities throughout the Hopi Reservation. The Hopi Tribe has a 50 percent mineral interest in the coal resources of the joint-use area adjacent to the Navajo reservation. The only coal presently mined on acornrnercial scale from lands in which the Hopi Tribe has an interest is from the Wepo formation at the Black Mesa and Kayenta Mines. These two large surface mines, located over 50 miles northeast of most Hopi settlements, have disturbed more than 6,000 acres. Income from royalties generated by the mines provides significant economic support for the Hopi Tribe. The Office of Surface Mining's Albuquerque, New Mexico, Field Office is responsible for regulating mining and reclamation on Hopi land. The Hopi Abandoned Mine Land Program was approved June 28,1988.

1.0 PROLOG Since the "end" of the Cold War, revolutionary new research and commercial remote sensing capabilities are being developed that will dramatically change the way we map the earth and address its environmental problems. The technology challenge is not the growth of new environmental remote sensing technologies themselves. It is, rather, how these new innovative observing systems can be accepted and used to the benefit of both the regulatory and the mining communities in the light of present concerns about unknown risks of discovery and liability. The basis for this paper is an unpublished technology primer prepared for the industry-government Workshop on Advanced Measurement and Site Characterization for Mining Impacts held at Colorado School of Mines, Golden, Colorado, July 14-17, 1997

A.B. Rushton The work and resulting publications of the Committee on Underground Coal Mine Safety and The President's Commission on Coal were appropriate at the time of publication. The statistics cited in the publications appeared to be valid, and the actions proposed by the committee had merit. Although the actions proposed to achieve further improvements in safety may have been worthy of repeating, to associate statistics (Table 1) that are seven to eight years old with company names is bad. Statistics are readily available from the Mine Safety and Health Administration (MSHA) and are usually within three months of being up to date. A review of the most recent Coal Controlling Co. Report will reveal significant changes in the rankings. The more recent statistics should have been cited, or at least compared with those used in the article. Westmoreland Coal Co. is listed as having a 21.1 disabling injury rate for the period (1/78-12/80). The disabling injury rate for the Company for the year ending 1985 was 7.4 for the underground mines and 6.25 for the total facilities. Through March 1986, the disabling rate for the underground mines was 2.86. The management and employees of Westmoreland Coal Co. are committed to safety. The improvements achieved over the past five years attest to that commitment. We are justifiably proud of the achievement and dislike being misrepresented as in the April 1986 article. Reply by E.M. Spokes I regret that the lapse of time since the original work gives a picture of safety practice that is no longer true today. That Westmoreland has reduced its disabling injury rate by 65% to 7.4 in 1985 is most commendable, and I congratulate you for this accomplishment. It is typical of the progress sought by the National Academy of Science and National Research Council when they funded the original study and published "Toward Safer Underground Coal Mines" in 1982. If a significant number of companies do as well as Westmoreland, the report will have served its purpose. Since the paper was primarily a condensation of the original report, it would not have been appropriate to seek access to later statistics. The purpose in seeking its publication at the time of presentation was to reach those who might have missed the original report. The fact that publication was delayed has not voided that purpose and may have reminded some who were aware of the original that its recommendations still apply to improvement of underground coal mine safety.
