Strategy development by the minerals industry identified the fragmented management of mineral resources as a significant impediment to the discovery and development of New Zealand Æs mineral resources. The total gross value of New Zealand Æs potential resources of coal and minerals is estimated at about $400 billion, but their potential value is not being realised. The management of minerals is now largely under the control of 86 local authorities (regional and district councils) and the lack of recognition of the significance of the sector has lead to inconsistencies in the way minerals are managed. The industry strategy influenced science funding for minerals, with the result that the 'mineral wealth' component now includes research on making better use of resource data in minerals management. Initially this research has targeted Otago and Northland regions where a number of initiatives are now in progress.   In Otago the Regional Council has budgeted to contribute $1 million towards a regional geophysical survey to advance mineral exploration and the management of subsurface resources in the region, to work cooperatively towards improving public awareness of the significance of minerals to regional economic activity, and to better coordinate policy-making for minerals at regional and district levels.   Crown Minerals, and the Far North and Whangarei district councils are considering providing funding support for an economic study of the mineral potential of Northland, building on a mineral resource assessment undertaken by GNS Science. Enterprise Northland is adding minerals to their list of potential growth sectors, and is supporting the operation of a Northland region minerals focus group.   Regional development agencies and local authorities have shown that they are willing to include mineral resources in their development strategies and to provide for them in policies and plans when supplied with information and assisted with technical support.

ISO 14031 is an international standard that describes a process for measuring environmental performance evaluation by setting quantitative indicators and providing a structured approach for organizations to follow, independent of location, size, complexity and type of activity. It is not a standard for certification as ISO 14001 is, but it fits into the ISO 14000 series of standards and is intended to assist organizations to apply environmental management systems and obtain environmental evaluation. This case study’s main objective is to identify the interaction between ISO 14031 and ISO 14040-42. ISO 14040-42 is referring to Life Cycle Analysis (LCA) methodology. More specific, LCA is applied (based on the ISO 14040-42 standard) to stone wool’s production, the market dominating thermal insulation material, produced by bauxite and amphibolite. LCA is used as a decision making tool for the development of environmental indicators (based on ISO 14031 guidelines) and for environmental performance evaluation.

Despite the assertion above, this paper is not about to provide delegates with the answer to whom they ought to consult or identify the expectations that Maori might have in regard to the consultation process. It would be a very brave person indeed who would venture an opinion on such a sensitive subject. There are no short cuts to finding out what expectations Maori might have on any given situation. Nothing can be taken for granted. What this paper will attempt to do however is provide practical insights into what might be on the minds of Maori interests as they deal with the issues associated with mineral resources, particularly those under Treaty of Waitangi Claim. The Treaty of Waitangi has a significant bearing on the current debate between Maori and the Crown regarding ownership of mineral resources in New Zealand. The Waitangi Tribunal is currently hearing a case presented by a number of Iwi over the ownership of oil and gas resources in Taranaki and Hawkes Bay. Others will follow. The Crown and Maori have never been able to settle differences over ownership rights without resorting to legal action and it looks like this scenario is about to be repeated in regards to minerals. The Crown has a duty to actively protect the Maori interest. This is a fundamental expectation in the relationship between Maori and the Crown. In the case of minerals, Maori have yet to see the Crown do its duty. The impact on developers has become evident through Maori objections to consent applications as the issues of mineral right remain unresolved.

NVI Mining’s Myra Falls operation is a forty-year-old underground mining operation feeding a 4,000 metric tonnes per day concentrator. The current mill, built in 1985, was designed to process a massive sulphide ore-body. This orebody, known as the HW, contains about 50% pyrite. Minerals of value are chalcopyrite and sphalerite, with precious metals occurring in all mineral types. By 1997, mining of a new ore-body, known as Battle-Gap, commenced. Mineralogically complex, the new orebody contains about 15% pyrite copper minerals, including primary chalcopyrite and secondary bornite, chalcocite and tennantite, combined with increased galena and sphalerite. Flotation performance generally decreased with increasing amounts of Battle-Gap ore types, with both copper concentrate quality (increased lead and zinc content) and copper recoveries being affected. Following significant metallurgical test-work, a new, fully sequential copper-lead-zinc flotation flow sheet and reagent scheme was developed. This sequential flow sheet was progressively installed and commissioned during 2006. Copper concentrate lead and zinc smelter penalty contents have been reduced by some 40%, while increasing copper recovery by 10%.

MinerSIM is an augmented reality system with integrated hypermedia that is suitable for training underground miners in the basics of using a jackleg drill to install rock bolts. While statistical evidence shows that rock bolting with such a drill has an inherent level of risk, it is conjectured that this can be mediated with adequate safety training outside of the actual mine environment using a variety of educational media including interactive three-dimensional images, games, animations, and videos to describe the mechanics of rock bolting and its principles. Ultimately, trainees will install rock bolts in an immersive environment mixed with real and virtual images generated via a gaming graphics engine. This paper will discuss considerations, implementation issues, and evaluation methodologies of the MinerSIM system.

One of the significant benefits of electronic detonators is their safety, especially their relative insensitivity to extraneous electrical energy. The various brands of electronic detonators on the market have different resistance to electrical stimuli, but all have safety structures designed to afford a significant level of protection. A common source of extraneous electrical energy is lightning. This paper discusses the nature of the energy that occurs with a lightning strike and the resistance offered by electronic detonators. Four actual cases of exposure of electronic detonators to lightning strikes are considered. Electronic detonators, like other initiation systems, are vulnerable to very close or direct lightning strikes. The incidents are a reminder that all blast patterns need to be vacated on the approach and during the progress of a lightning storm. 1. Orica

The Port of Shekou is situated at Shenzhen Bay on the east bank of Lingding Ocean. Its coastline is about 6 km long and the water depth near the shore is Favourable. Across the bay is the ' New Territories " of Hong Kong. The port is at a distance of 22-23 seamilesaway from center of Hong Kong and 80 seamiles to Huangpu Harbour of Guangzhou, its highway links with Shen-Guang Highay. Since 19 79 China Merchants Group of the Transportation Department, began to set up Shekou Industrial Zone, the port has been developing and flouri­shing in business. With 15 large or small berths in all, the present portline is 2600 m, and the annual cargo throughout is over 3,000,000 tons and the annual passenger traffic is about 2,000,000 persons. Equalling a medium-scale seaport, it has been officially approved as an oceangoing transit port by the ministry of Transportation. The construction of Shekou port is chara-terized by the self-collected funds and the short construction period. In view of this, the optional plan of the port structure must serve the requirements of simplicity in struture, economy in mate­rial and speed in construction. That accounts for the most application of the sheet piling type to the port in Shekou. Once the project was approved, the cons­truction started. Only within an average period of 7-8 months, a deep water pier was completed and put into operation, which covered series of processes from exploration, designing, tender for con­struction to completion.

Comminution is one of the fundamentals of mineral processing, requiring large expenditures to be made on capital equipment, installation, power and maintenance. The trend toward lower grades and higher operating costs, mean mining operations are becoming increasingly marginal. The challenge is to improve and more importantly, utilise crushing and milling technologies that provide for reduced capital and operating costs whilst providing increased unit efficiencies. The Svedala Barmac Autogenous Crushing Mill presents such an opportunity by providing many of the cost savings and production increases required by its ability to produce a finer mill feed size and realise reduced energy consumption. This paper briefly describes the operation of the Svedala Barmac Autogenous Crushing Mill and reviews its benefits towards improving the efficiency of crushing and milling operations.

An extensive program of laboratory model tests was undertaken to study the effect of slope on p-y curves under passive loading in dry sand. The paper concerns the method developed in a series of laboratory model tests to experimentally determine p-y curves. Bending moment curves are differentiated by using curve fitting method of cubic polynomial function. The study includes effect of slope angle and relative density on bending moment and non-dimensional p-y curves. The non-dimensional p-y curves for piles on sloping ground under passive load are developed modifying API method by including a Reduction Factor (R) using the experimental results.

Since the advent of explosives, people have been trying to mechanize the process of loading it into long, narrow holes. Automated loading frees manpower from the arduous task of charging granular, cartridged and slurry explosives. An unexpected bonus of the automation process has been the realization of some valuable side effects such as high throughputs which speed up the loading process and higher loading densities which enhance explosive performance and permit hole patterns to be expanded.

An 8.5-km (5-mile) conveyor has gone into operation in western Turkey to eco¬nomically transport crushed lignite from the mine area to a power plant. This conveyor has replaced trucks as the principal mode of transporting the lignite. One principal element of Turkish govern¬ment policy is the country's commitment to increase electricity supplies for mining and other industries. Lignite is an important source of electric power supply in Turkey. Production was about 48 Mt (53 million st) in 1987, amounting to more than 20% of the total power supply in Turkey. In the western Anatolia supply network, it plays a major role for power generation. Deposits are located in the Soma region of western Turkey. The lignite is of low quality, deposits are scattered, and the terrain is dif¬ficult and hilly. These conditions demand an economical and technically feasible method of transporting the raw material from mining areas to the central thermal power plant. The Soma power plant is located about 120 km (75 miles) northeast of Izmir, near the coast of Aegean Sea. An overland conveyor of a unique design has gone into commercial operation at the Soma power plant facilities of the Turkish state electricity organization, Türkiye El¬ektrik Kurumu (TEK). The conveyor re¬places truck transport to ensure economical use of the lignite deposits. Computer-aided design (CAD) added more precision, qual¬ity, and flexibility of engineering in design activities. It also helped quick realization of the project that was executed in cooperation with the German company Krupp Industri¬etechnik and the Turkish firm Gama Endüstri AS. Unique features The conveyor includes several major features rarely combined in a single flight: Overland long distance conveyor. • Horizontal curves. -Steep vertical concave and convex curves to match the difficult terrain. Down-hill conveying. Frequency converter drives with vari¬ able belt speed. Generating operation mode to backfeed the energy to the network. Layout The 8.5 km (5 mile) long conveyor takes the -200 mm (-8 in.) lignite from the primary crushing plant located near the mine to the central, final crushing plant located in the stockyard area near the power station. The drive and belt tensioning assemblies are situated near the tail end of the flight. The high voltage switchgear is housed in a room in the primary crushing plant build¬ing upstream from the conveyor flight. The frequency converters are installed in the low voltage switchgear room located below the control room within the primary crushing plant building. We present a review of research and development for coal based clean energy systems aiming for zero emissions to the atmosphere. These systems can utilize all kinds of coal or other solid carbon sources such as tar sands as well as liquid hydrocarbons. The chemical energy of carbon is transferred to hydrogen and used in power generation, in fuel cells, or hydrogen combusting turbines. The waste products of these future power-generating systems are ash, sulfur compounds and CO2. We also summarize current and developing technologies for processing of CO2to produce mineral carbonates for permanent disposal, and associated byproducts.

New buildings in today's urban environment, especially in down-town areas, invariably involve the construction of multiple level basements. Used for parking, storage and commercial space, these underground structures normally extend 30 to 50' and more below grade and, to make optimum use of expensive land, they usually occupy the full site right up to street/sidewalk and property lines. SOIL SUPPORT SOLUTIONS Building these basements requires vertical excavation, and consequently, a temporary soil support system which will eventually be replaced by the permanent foundation walls of the structure.

Coal mine ground control is the science of the application of rock mechanics principles to coal mining operations. More acceptance of ground control techniques by the US coal mining industry has been seen in the 1980s. It has been demonstrated many times that a proper ground control design is key to a successful coal mining operation. However, numerous in-mine applications of various ground control techniques by the author indicate that cur¬rent techniques need improvement. The biggest problem in coal mine ground control is that miners are dealing with materials of rapidly varying properties and occurrence. And only the exposed surface can be identified positively. Thus, in attempting to solve the ground control problems, many unknown factors are assumed. Some of these problems deriving from such assumptions are discussed here. Coal pillars There are two types of coal pillars - barrier and chain pillars - depending on the purpose. Barrier pillars are those located between panels or sections or mines. Their objective is to isolate the mined-out effects of one from the other. Chain pillars are characteristic of room-and-pillar mining. They are designed to support the overburden load and protect the surrounding entries and crosscuts. Pillar design is the most popular and, frequently, the only ground control technique employed by coal operators for mine design. There are many pillar design formulae available (Bieniawski, 1983; Peng, 1986). Nearly all consider both size and width/height effects. Specifically, pillar strength decreases with increases in pillar size and increases with increase in the ratio of width to height. However, the manner of those changes varies with investigators. Consequently, the pillar size determined varies considerably from investigator to investigator. And the variation grows much more pronounced as the seam depth increases (Fig. 1). The question, then, is which one should be used? One may say each formula is developed for a particular coalfield. A particular formula may have been used to design a pillar, which has not failed. Does that mean it was over designed? Not necessarily, because no one can confirm its stated "safety factor." Recent case studies (Peng, 1986; Tang and Peng, 1988) show that all pillar formulae are too conservative for chain pillar design in room-and-pillar mines due to the following two problems: • Uncertainty about in situ pillar strength. All formulae employ uniaxial compressive strength of selected samples tested in the laboratory and scaled to that for underground pillars. The scaling factors are not well proven. In situ testings by Bieniawski (1969) suggested that 1.5 m (5 ft) pillars are representative of in situ pillars that, after being tested in various US coal mines, are not universally applicable. • Uncertainty about the actual loading on the pillar. The most frequently used tributary loading theory defines the loading as total overburden weight tributary to each pillar (from roofline to surface). This is too conservative when it applies to coal measure rocks. The overburden consists of layered strata of different stiffness. Many stiffer strata will self-support over small roof spans. Depending on the location of these strata above the coal seam, it will reduce pillar loading in various proportions. It follows that total structural analysis using, for instance, finite element method is more appropriate. It can take into account the interaction of roof and floor strata with coal. One critical element of the U.S. Bureau of Mines (Bureau) autonomous mining research program is the development of a reliable coal interface detection (CID) system. Several candidate CID concepts currently being investigated by the Bureau include vibration, passive infrared, radar, and natural gamma radiation (NGR). To establish which CID sensor technologies need to be developed for a given seam, coal and adjacent rock samples (i.e., immediate roof and floor) are being collected from selected major coal seams in the U.S. and are being analyzed in terms of NGR and other geophysical measurements. Results of the NGR measurements indicate that, in general, all shale and shale-like materials (e.g., drawslate, slate, and fireclay) have higher NGR readings than the coal seam. Consequently the NGR method appears to be a potentially useful CID tool, provided that the immediate roof and floor are both composed of a high percentage of shale-type material.

The U.S. Bureau of Mines established a wire rope research laboratory to examine the factors that affect the safety and the useful life of wire rope. In the most recent work, two 32-mm 6x27H flattened strand ropes were degraded on a bending fatigue machine. The two tests were run at constant loads of 285 and 347 kN or safety factors of 2.5 and 2. Nondestructive and tensile strength tests were performed on samples of the ropes to determine the relationship between rope deterioration and rope breaking strength. Neither the area loss nor the number of broken wires measured from nondestructive tests could be used as clear indicators of the loss of strength. However, it was found from the tensile tests for both rope specimens that the strength loss was associated with the reduction of breaking strain. This suggests that measuring the strain of many short sections of a rope in the elastic region may locate the high stress sections and thus delermine the condition of the rope.
