This paper examines Bolivia's General Environmental Bill recently passed by Congress: a multi-purpose law with two primary objectives: a) the protection and conservation of the environment, and b) the promotion of sustainable development. In this law, environmental benefits are emphasized by stating general principles, not by attempting to define the means. Regulations are left to the writing of subsequent complementary codes. This paper shows that much of the controversy surrounding the legislation disappears when it is seen as guide rather than an operational part of Bolivia's industrial policy. In essence, the law addresses recent environmental awareness in a region more anxious than ever to speed economic growth.

Discussion of the paper of WILLIAM G. KRANZ, presented at the San Francisco meeting, September, 1915, and printed in Bulletin. No. 101, May, 1915, pp. 927 to 930. M. PETINOT, Niagara Falls, N. Y. (communication to the Secretary*). -I have read this paper with considerable interest and agree perfectly with Mr. Kranz that steel for castings made in an electric furnace is not necessarily, because of that fact, all good steel, and also that the qualities which he mentions, such as absence of segregation, elimination of `sulphur, great tenacity, etc., can be obtained in an electric furnace if operated under proper metallurgical conditions. An unusually low content of sulphur in steel for castings is not, of course, an absolute necessity and the range of this element usually obtained in steel made in basic open-hearth furnaces is sufficiently low to meet all physical requirements. The New Celebration Gold Mine near Kalgoorlie in Western Australia was commissioned in late 1986 and the CIL treatment plant currently processes 1.7 million tonnes of gold ore annually. The 1988 geological resource was 13.2 million tonnes grading 2.37 g/t Au in several open pittable deposits with the bulk of gold mineralisation occurring as a stockwork in Archaean quartz feldspar porphyry intrusives along a major regional shear zone. Mine planning, scheduling and operating techniques have focused on minimising open pit dilution whilst maintaining production requirements. This paper describes the successful achievement of this aim in extremely variable ground conditions and orebody widths.

THE theoretical possibilities for the realization of flash smelting have been known for a long time. Calculations concerning the same can be found in previously published literature,1 and suggestions for its accomplishment in practice are described in patents on the subject. Likewise a smaller number of practical test results are known. Autogenous smelting is closely connected with flash smelting, since in flash smelting techniques it is possible to use the heat evolved by oxidation of the sulfides for the smelting process to such an extent that under certain conditions smelting can proceed without additional fuel. However, in the event that insufficient heat is available from the oxidation of the sulfide concentrates, then additional heat may be supplied by preheating the air, using oxygen enriched air, on burning additional fuel with the concentrate.

It takes off an average of 20 per cent. water besides topping the oil. Part of the crude oil is run through an electrical separator before running to the topping plant, but the entire crude averages about 20 per cent. when it enters the topping plant. DAVID T. DAY, Washington, D. C.-I suppose most of the work contemplated in these large topping plants is simply to deal with topping the oils with only a small percentage of water in them. A. F. L. BELL.-Not more than 2 per cent. of water can be handled in ordinary stills without causing trouble. At our Gavotte refinery, where the oil runs from 15 to 30 per cent. water, we carry 20 lb., pressure oil our stills to hold the framing down, we can do that with small stills, with large one's it would not be safe; but with a retort, the quantity of water contained in the oil does not affect its working. It simply means additional fuel to evaporate the water.

The Mechanism of solution of salt and mixed halites of sodium and potassium is reviewed. The variation in the rate of salt removal under both laminar and turbulent flow conditions is discussed. Many changes are possible in the development of solution cavities whether used for production of salts or for storage of hydrocarbons. The parameters influencing the type and shape of cavity formed with single well or multiple well systems are examined and information presented regarding field application of techniques developed and the means of controlling overall configuration of solution cavities.

Anode mud, the residual material collected from the bottom of the electrolytic cells during the refining of copper is leached, roasted, fire-refined and cast into Dore1 metal anodes. Dore1 metal is a gold-silver-copper alloy containing 80 percent silver. The metal is processed electrolytically using the Moebius system to refine silver and separate gold, platinum and palladium. The Moebius cell cathodes receive a deposit of silver crystals which are melted and cast into 1000 ounce silver bars with 999 Fine minimum purity. Gold mud is collected in fabric bags and cast into gold anodes for further refining in the Wohlwill cells. Wohlwill cells are unique in that gold, the noble metal, can be put into solution electrolytically without the use of aqua regia. Gold is collected on high purity gold foil cathodes and cast into 400 ounce bull ion with 999.7 Fine minimum purity. Platinum and palladium remain in the electrolyte progressively increasing in concentration and are finally separated and purified by precipitation.

Assessment of the effect of alternative combinations on the key cost factors - output, capital, labour cost and construction time - allows the optimum choice for particular circumstances, there being no uniform solution.

(written discussion*).-In Mr. Burke Baker's description of the process of the American Briquet Co., he speaks only of the attractive features, but every process which uses a compound or emulsified binder has certain undesirable features which must be considered. In making an emulsion, the success of which depends upon the introduction of the various ingredients at certain fixed temperatures and the complete intermixing of a soluble solution with an oil which has absolutely no affinity for it, considerable difficulty is found in keeping the various factors in strict accordance with the formula. To serve its purpose properly or, in other words, to be right for easy mixing with the coal, it should be of a certain predetermined density. Among the controlling factors of this ate the proportion of moisture contained and the temperature of the oil when introduced. If the latter is higher than intended, a greater proportion of moisture will be evaporated than is proper, and if the oil is not sufficiently hot the process of emulsification is retarded. These various factors can be controlled with more or less certainty where working in a laboratory or in a small experimental way, but when it is attempted on a large commercial scale, certain obstacles not otherwise apparent are likely to be encountered.

Unusual circumstances may require that a longwall retreat into or through a previously driven room. The operation can be completed successfully, but there have been a number of spectacular failures. To help determine what factors contribute to such failures, a comprehensive international database of 131 case histories has been compiled. The cases include six failures where major rock falls occurred in front of the shields, and seven even more serious failures involving major overburden weighting. The case studies suggest two types of room failure mechanism. The first is a roof fall type failure caused by loading of the immediate roof at the face as the fender or remnant longwall panel narrows. The second is an overburden weighting type failure caused by the inability of the roof to bridge the recovery room and face area, and affecting rockwell above the immediate roof. The data indicate that the roof fall type of failure is less likely when intensive roof reinforcement (bolts, cables and trusses) is employed together with higher-capacity shields. The overburden weighting failures, in contrast, occurred when the roof was weak and little standing support was used. Weighting failures were not greatly affected by the density of roof reinforcement. In one of the overburden weighting cases, in a Pittsburgh coal bed mine, stress cell, convergence, bolt load and extensometer data have been used to analyze the failure in detail. The BLEG (Bulk Leach Extractable Gold) technique is a semiquantitative measure of cyanide extractable gold contained in a sample. A 5kg sample is leached in cyanide solution for 24 hours and gold is precipitated out of the pregnant solution using zinc and assayed by AAS. The detection limit is reported as ppb (parts per billion). Telfer is located 1300km north north-east from Perth in the Great Sandy Desert. The climate is one of hot summers with irregular rainfall and mild winters. A large portion of the area is covered by aeolian sand and seif dunes with poorly developed drainage, rare outcrop; topographic relief is a maximum of 96m. Poor outcrop and poorly developed drainage render conventional stream sediment sampling and soil geochemistry inadequate. Therefore a technique providing a minimum number of samples with maximum accuracy and sensitivity was needed. Consequently BLEG orientation surveys were conducted over the Telfer Mine area in 1983, 1984 and 1985.

Mining is a necessary part of our modern lifestyle. However, mining can cause damage and pollution of the environment and therefore we must manage our resources wisely accounting for the physical, biological and social environments. Contrary to the view of some people not conversant with the facts mining has in many cases improved the environment. This paper described how two sand dune systems that were unstable prior to mining have been stabilised by revegetation after mining.

Coal fines of less than 0.5 mm particle size, discarded as too fine for gravity separation, were subjected to flotation tests at varying pH and temperatures using modified dosages of kerosene as oil phase and methylisobutylketone (MIBK) as frother. Optimal coal recovery of over 74% was obtained using 200 kg kerosene and 4 kg MIBK per ton of coal fines at a pH of 9.7 and an ambient temperature of 26° C. The coal concentrate obtained under these optimal recovery conditions assayed 9.10% ash, 0.35% sulfur and 0.011% phosphorus, representing reductions in the ash, sulfur and phosphorus contents of approximately 75%, 43% and 8.3%, respectively. Its gross calorific value was 32.9 MJ/kg, its percentage of volatile matter measured 30.6 and the fixed carbon content was 66.3% (d.a.f). Caking tests showed the optimal concentrate has a standard welling number of 1 and is a Gray-King coke type C. These results show that the optimal flotation product could be utilized for such industrial purposes as steam raising or for processing in gasworks, but it would be unsuitable for metallurgical coke production.

Autogenous batch grinding tests were performed in laboratory-scale tumbling mills with magnetite, limestone, and sandstone pebbles. The influence of pebble size, feed size, mill speed and loading, and grinding time on the fineness of grinding was investigated. Comparisons were made with the results from ball mill grinding experiments.

C.-From being one of the most maligned of metals-a veritable bugaboo-cadmium has almost overnight become respectable, though its slender claim to respectability rests almost wholly on the possibility of its substitution for tin. Preliminary to any campaign for such substitution, particularly for enforced substitution, the possible supply of cadmium should he determined as closely as possible; for that reason the statistical inquiry of which this paper embodies the results was undertaken. Production Cadmium is marketed in two forms, as metallic cadmium, in sticks or bars, and as cadmium sulfide, the pigment. The metal has found its greatest field of use in this country as a component of an easily fusible alloy that is used in automatic fire extinguishers.
