12.1-BASIC AND PARAMETRIC CRITERIA IN THE SELECTION, DESIGN AND DEVELOPMENT OF UNDERGROUND MINING SYSTEMS STEFAN H. BOSHKOV AND FRED D. WRIGHT The criteria governing the selection of an underground mining system relate to several factors the importance of which varies with geographic location, the state of development of the industrial technology, the economic climate in the Nation and, perhaps, in the world-all these as functions of time. Thus, the best choice of a mining method depends upon sets of definable and undefinable values for numerous factors that may be considered fixed at the precise point in time. Subsequent changes in economic and/or technological developments may necessitate modification or complete revision of the existing mining system. A classification of criteria for selecting a mining system must be based on the broadest definitions. Specific cases may present simple solutions or pose very intricate questions, the answers to which are frequently based on judgment rather than explicit logically reasoned and derived results. Specific criteria may be of negligible consequence in some instances and of overriding importance in other cases. It would be foolhardy to attempt to point out, in the limited space available, all possible variations and interplay of factors, as well as to define the setting in which this interplay can take place. The reader is, therefore, referred to the case histories described in the subsequent parts of this section where actual practice will point out the variability of the problems encountered in the selection of a mining method. A popular thesis suggests that the proper approach to selecting the method of mining should be rooted in the inverse solution, whereby the limitations of the various methods in use serve as criteria to eliminate most of these methods from consideration in the specific case. This narrows the ultimate selection to one or perhaps two most appropriate methods. At this stage, a critical comparison analysis will lead to the ultimate choice. Although such a negative approach un¬questionably is valid in discarding obviously inapplicable mining systems from consideration, it falls short in defining the best system, which in practice quite often turns out to be a variation of a textbook standard, or a combination of two or more such standards. Because the deployment of capital and manpower over a long-term commitment closely follows the selection of the mining system, the decision-maker can well afford to spend a great deal of time and effort in evolving the optimum solution for the peculiarities of his specific case. Within the basic engineering tenets of economy and safety to which the design of a mining system must adhere lie numerous factors of constraint which may be grouped, somewhat arbitrarily but for ease of discussion, into several categories. The criteria that enter into the choice of a mining method derive from the following groups of factors: 1. The shape, size and spatial position of the ore deposit.

"The City of Ottawa’s Combined Sewage Storage Tunnel consists of two interconnected tunnels totaling 6.2 km with a diameter of 3m including access shafts and hydraulic structures which connect to the City’s most critical sewers. This tunnel will be built 15m to 30m below ground in the downtown core adjacent to, and crossing below, the Light Rail Tunnel, which introduces additional considerations in terms of sequencing and risk mitigation. The City embarked on a unique Procurement Process to address the risks involved with a large tunnel project and those associated with tunneling below downtown, underneath and adjacent to UNESCO World Heritage Sites, and connecting to live critical sewers. This paper describes the unique procurement approach employed and the contractual risk mitigation measures developed to provide the best value while minimizing risk. Specific features include Market Sounding, using a Fairness Commissioner, Contractor Prequalification and Risk Mitigation Measures in the Tender documents. INTRODUCTION This paper describes how the City of Ottawa (the City) and the project design team developed a strategic Procurement Process and Tender that incorporated industry best practices for technical and contractual risk management for the Combined Sewage Storage Tunnel (CSST) project. The process was unique in that, while it employed a systematic review of project risks, it also solicited input from industry, stakeholders and provincial and federal partners to develop the request for Tender for this traditional design-bid-build project. Key drivers for this approach were initiated from the City’s concerns for cost control, cost certainty and overall project risk mitigation. To address these concerns, the City implemented the risk review and mitigation process right from the project design team selection. It was critical that the project design team embraced this risk management philosophy and carried it through each phase of the project. This paper serves as an excellent resource for municipalities or other owners embarking on a similar tunnel project, on how to properly apply industry best practices and the benefits of using them."

"A preliminary examination of the Bi-Metallic molybdenum prospect was made in October 1944, as a result of which it was recommended that a trench exploration project be undertaken on the property. This report presents the information obtained from project work done during June 1945.In its program of exploration of mineral deposits, the Bureau of Lanes has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to the national security and. economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.With respect to this report, special acknowledgment is due S. H. Lorain, chief, Albany Division, Mining Branch, for aid in preparing the report.The property is situated in the NW1/4, sec. 26, T. 39 N., R. 29 E. about 21 miles northeast of Tonasket. Tonasket (population 643), the nearest town, is a way point on a branch line of the Great Northern Railway. The prospect is reached by a good gravel road through Havillah to Vincent's ranch, about 3 miles northeast of Havillah. From the ranch, an abandoned dirt road extends to the portal of the Moly alit, about 1 mile distant. The mine road could be kept open without difficulty if properly graded and surfaced."

The flow associated with the pouring of molten metal into moulds has been modelled on the basis of certain simplifying assumptions. A finite element based Navier-Stokes equation solver has been used to analyse the flow. The velocities obtained from the Navier-Stokes equation solver are used to advect a pseudo-concentration function for modelling the fluid front. A simple problem with a known analytical solution is solved first to test the model. Subsequently, several more examples with varied geometrical configurations are modelled, including one with curved flow boundaries.

"More complex ore comminution and concentration operations have found increasing application in the mining industry due to lower grades and higher complexity of the available ores. An alternative to coping with the higher capital and operating costs of ore processing plants is the use of pre-concentration stages. They allow removing a significant mass of material with little or no content of the relevant mineral before the ore is fed into the processing plant, with the consequent reduction in the mass to be processed in downstream operations. Significant benefits arise out of the use of pre-concentration, such as higher contained metal output without the need to increase the grinding or flotation capacity, and longer mine life. The grade of marginal ores could be enhanced to a level that would make their exploration economically feasible, which would result in increasing exploitable reserves. Nevertheless, few studies to date have assessed the resulting impacts on ore grinding energy consumption and wear after the gangue is removed through pre-concentration operations. This study evaluated the energy consumption and wear of grinding circuits in Brazilian mining operations in which the feed has gone through a pre-concentration stage. Such assessment was based on different samples of sulfide and oxide ores. Laboratory tests were carried out to investigate the power consumption and wear of grinding circuits with and without a pre-concentration stage. Laboratory test results were used to simulate industrial grinding circuits based on both alternatives and illustrate the environmental and economic benefits of each one.INTRODUCTION Increasingly complex ore concentration operations in several stages have found broadening application in recent years in view of lower grades and higher complexity of the available ores. An alternative to coping with the higher capital and operating costs of ore processing plants is the use of pre-concentration stages. Different ore processing technologies can be used for that purpose, such as magnetic separation, density segregation, and separation methods based on high-tech sensors (ore sorting). Currently, the most common methods are gravimetric processes, in view of their low cost, particularly jigging and dense medium separation methods, such as the drum and cone separators manufactured by Western Machinery Company, Teska, Drewboy, Norwalt, Dynawhirlpool and Tri-flo, and dense medium cyclones (CAMPOS; LUZ; BRAGA, 2010). The use of dry ore sorters has also grown significantly in recent years (Jose Neto et al. 2017). The selection of the separator type depends essentially on the ore particle size, required flows, and operating density ranges. All these methods may even be used after preferential blasting in mining (Grigg & Delemontex, 2015)."

"The Big Four zinc-deposit, directly above the north bank of the Green Mountain Reservoir on the Blue River, Summit County, Cole., was discovered in 1937 by the present owner, Walter McDaniel, who lives on the property. Mr. McDaniel, together with members of his family, have worked the mine on a small scale since its beginning and have shipped quantities of sorted high-grade ore to the International Smelting Co. at Tooele, Utah, and the Combined Metals Corp. at Bauer, Utah. More recently, parts of the nine have been operated by lessees.The property had been examined previously by the Federal Geological Survey, and the geological report was made available' to the Bureau of Mines.The Big Four mining claim was located in 1937 by Walter McDaniel and his wife Frances,- who had been prospecting in the vicinity since 1933. The discovery of the high-grade zinc deposit caused considerable excitement, as it had not been regarded as a mineralized area.Mining was begun in 1937 and carried on until 1944 by Mr. and Mrs. McDaniel with the help of a few hired miners. During 1944, parts of the mine were leased: to various parties Who produced small quantities of ore but did no development work.Shipments during 1941 .totaled 752 tons; during 1942, 387 tons; and during 1943, 510 tons. From the beginning of 1944 to April of that year, 98 tons wore produced and shipped to Utah,Since the lessees began operations, a grade of 30 to 35 percent zinc has been maintained by careful sorting. No production has been recorded for 1945.The Big Four mine is situated on Colorado State- Highway 9 between Dillon and Kremmling on the south face of Green Mountain overlooking the Green Mountain Reservoir, a Federal irrigation project on the Hue River, Green Mountain rises 1,600 feet above the general level of the valley to an altitude of 9,408 feet and the surrounding terrain, i s correspondingly mountainous and rugged."

The U.S. Bureau of Mines has established a wire rope research laboratory to examine the factors that affect the life of wire rope. A 2-in-diameter 6x25 fiber core rope was degraded on a bending fatigue machine. This was the first in a series of tests on rope of this construction and size. Baseline testing at the laboratory was reported in an earlier publication. Tensile and nondestructive tests were performed on samples of the rope to determine the relationship between rope deterioration and rope breaking strength. The tests indicated that as a wire rope nears the end of its useful life, deterioration and the consequent loss of rope strength increase at an accelerated rate.

"Blast fumes are one of the major sources for NOx in underground mines. In 2016, the Occupational Exposure Limits for NOx in Germany were reduced by 90%. The task is to keep re-entry times after blasting at the present level and thereby ensure an economic operation of the mine. Measurements show that using ventilation solely is not sufficient. A new approach to reduce NOx from blast fumes is described. Laboratory experiments were performed and a reduction of NOx was observed. Measurements were conducted at an explosive factory’s testing facility and in an underground mine at blasting operations. INTRODUCTION Whether for production of ore or for drift development, the processes in an underground mine are always the same: 1) fracturing the rock, 2) loading the pile, 3) support the resulting cavity. The fracturing of the rock can be done mechanically, by cutting, for example by using continuous miners or tunnel boring machines, or by drilling and blasting. Drilling and blasting is more flexible than mechanical driving, as it can be used independently of the rock strength. Furthermore, this driving method allows a more flexible reaction to changes in geological and/or operational conditions. Thus, underground mining and blasting are almost inextricably linked with each other, and regardless of the size and level of technology of the mine, blasting is hardly avoidable. Depending on the mining method chosen and the existing framework conditions, such as the mechanical properties of the rock or the availability of machinery, blasting is an integral part of daily operations. Even in mines where blasting is not part of regular operations, it cannot be completely avoided. The blast fumes generated by the explosions are, in addition to diesel engine emissions, one of the two main sources of emissions of nitrous gases underground. Up to now, state of the art for dealing with blast fumes is ventilation. The fumes are diluted with fresh air and ventilated out of the mine. This treatment of blast fumes is more than sufficient with the former German Occupational Exposure Limits (OEL). The adaption of the OEL in Germany to the recommendations of the Committee on Occupational Exposure Limits (SCOEL), a committee of the European Commission, leads to big challenges for the mining industry in reducing the concentrations of these gases at the workplaces underground. On its meeting on May 2nd and 3rd 2016, the Committee on Hazardous Substances (Ausschuss für Gefahrstoffe, AGS), an advisory body of the German Federal Ministry of Labour and Social Affairs (BMAS), advised the BMAS to copy the OEL, as recommended by the SCOEL, to the Technical Rules for Hazardous Substances (TRGS 900). BMAS followed this advice, consequently the new OEL where published on November 4th 2016 and became part of the TRGS 900. Table 1 shows the former and new OEL for Germany. These new OEL became law after publishing, but two exceptions were made: For tunneling operations, they became law on October 31st 2017, for mining operations they will become law on October 31st 2021 (BAuA, 2004, 2016, 2017)."

"INTRODUCTION As part of a general investigation of the zinc-producing area of southwestern Wisconsin, the Bureau of Mines undertook a limited amount of exploratory drilling in the immediate vicinity of the New Dale Rundell mine, in the Mifflin District of Iowa County, Wisc.The work was carried out during the early part of 1945, at a time when all effort was being directed toward increasing production of metals important to the Nation's war program. Bureau of Mines engineers decided to conduct exploration at the New Dale Rundell mine after a preliminary study of available data showed a reasonable possibility of indicating an important deposit. Before the Bureau of Mines investigation, 50 holes had been drilled in the vicinity. Of this number, 18 encountered ore of minable grade. Subsequently the mine was developed and operated for a brief period; however, work was stopped before all of the ore disclosed by drilling had been mined. There appeared to be a correlation between the ore shown by the drilling in the New Dale Rundell mine and another disclosure some 1,500 feet to the northwest. The Bureau of Mines exploration was pinned to explore this possible correlation. Of the 7 holes drilled by the Bureau of Mines, 3 disclosed minable ore beyond the limits of previous drilling."

The oil shale from the Mahogany zone of the Green River formation in northwestern Colorado has the greatest potential in the United States for early utilization. A large reserve of adequately rich shale is available to support a sizable industry, and crushing of tremendous tonnages will be required if conventional processing methods are used. This report presents Bureau of Mines data on crushing experiments, physical properties, and related information for Colorado oil shale. Among the properties important to crushing are slab-forming tendency, resilience, slippery character of the richer grades, and heterogeneous nature of an average charge of Colorado oil shale.

"The first 90 years of the last century generated a considerable volume of technical literature on the subject of grinding mill power and its prediction. It is therefore surprising that during this time there were no published models for predicting grinding mill power draw which were validated using a wide range of comprehensive industrial scale data.Notwithstanding this lack of data, the majority of models placed limited emphasis on the internal dynamics of mills and relied on simple assumptions which considered the charge to take up a fixed position and shape.Laboratory based studies (Liddell, 1986), and industrial data (Morrell, 1993), showed that these assumptions did not hold over a wide range of operating conditions, and brought into doubt the ability of the (then) existing models to accurately predict grinding mill power draw. Furthermore no model treated AG,SAG and ball mills as a single class of devices whose power draw could be predicted with the same equations.Through a detailed investigation of the charge dynamics, coupled with a large data base of industrial mill power draws, this situation was rectified by the end of the century, by which time a model had been developed and validated, which accurately predicted the power draw of all wet tumbling mills. This paper describes this model and reviews some of the earlier attempts at mill power modelling.INTRODUCTIONThe early 1900?s saw the beginnings of published papers which tackled the problem of what influenced the power draw of tumbling mills and what equations (models) were suitable for predicting power draw. This interest continued for the rest of the 20th century and the literature contains many papers that attempted to satisfactorily answer these questions. A common and disappointing theme in the majority of them, however, is the distinct lack of suitable experimentally derived power draw data. This deficiency consequently limited the practical application of many of the attempts at modelling mill power draw. Prior to the early 1990?s some limited data on the power draw of grinding mills in the literature can be found, but as Harris et al (1985) remarked they are ?... too frequently unusable simply because one or more essential variables have been omitted?. The absence of published results, from vigorous experimental testing of the various models, has resulted in a general lack of evaluation of the validity of assumptions and hypotheses that such models contain. Harris et al (1985) however, did make some efforts in attempting to evaluate the performance of various power prediction equations and in so doing further developed a semi-empirical one of their own. However, in using manufacturers? published data, which themselves were undoubtedly generated by proprietary equations of unproven validity, they probably succeeded in generating little more than a consensus of the various errors in these models."

A Mineral Processing facility in Montreal has recently implemented a leading-edge intranet solution for monitoring the performance of plant operations, and providing condition-based maintenance. This innovative multi-faceted software implementation incorporates: web-delivered plant information systems; area-wide control loop performance assessment (using sophisticated algorithms to evaluate poorly performing controllers); and integrated alarm management functions. The system has enabled a project to improve plant operations through better process control. Maintenance technicians, engineers, supervisors and managers all can see the performance of the controllers, and the performance of the plant itself, through webdelivered graphics and reports. Information is combined from many sources, real-time, historical, relational and analytical, to provide a complete picture of plant operation. The web-based solution centralizes the administration of user access, and simplifies the deployment of several different kinds of information to many desktops. It is an extensible system that allows users to create and share their own web pages and data views. The paper will discuss the solution architecture and the improvements the I.T., operations, maintenance, and engineering groups have experienced, and overall benefits to the facility.

It has long been recognized that one of the principal ways of combating dust in coal mines is by means of water sprays. However, spray systems, currently in use, clog or plug frequently, thereby reducing the effectiveness of dust control aid, in turn, possibly increasing the health hazard to mining personnel. Moreover, the maintenance and replacement of spray system components, e.g., nozzles and filters, can be expensive in terms of direct costs of labor and material, and the consequent loss of production. Recognizing these problems, the Bureau of Mines sponsored a research project on the "Development of a Non-Clogging Water Spray System"; this project was carried out by Eastern Associated Coal Corp. The overall objective of this project was to develop a non-clogging water spray system suitable for use in underground coal mines. Since most of the dust formed is at or near the working coal face, emphasis was placed on face equipment such as a continuous mining machine. To accomplish this objective, a two-phase project was carried out. The first phase involved determining the causes of spray nozzle and spray system clogging, determining the availability of spray nozzles or systems that could be modified to be non-clogging, and developing a non-clogging water spray system. Phase two was concerned with the fabrication and the laboratory and field testing of a non-clogging system. In each phase, there were both laboratory and field investigations, and the results of these investigations are presented in this report.

The chalcopyrite ore's anodic and cathodic electrodissolution are studied using a Porous Pulsed Percolated Electrode (3PE) reactor. Stationary solid electrode experiments are also performed to explore the mechanism of electrochemical dissolution of chalcopyrite. Experiments with a low - grade natural ore have been carried out at 25 "C in solutions containing 1 M NaCl and 1 M HCl. Galvanostatic and potentiostatic conditions are employed. The influences of current and potential on selectivity of the chalcopyrite ore dissolution are assessed. Anodic oxidation of this ore leads to a preferential dissolution of iron bearing minerals, whereas cathodic reduction is more selective with respect to chalcopyrite. However, in both cases the electrochemical dissolution is incomplete and the current efficiency is low. Design of the actual reactor has to be modified to increase the bed conductivity and to allow continuous experimentations.

"Low-rank coals have a pronounced tendency to disintegrate or ""slack” when alternately dried, and wetted by exposure to the weather. The more readily a coal slacks the greater is its tendency to ignite spontaneously and the more care must be used in its shipment and storage. Lignite slacks very readily when exposed to the weather. Slacking trouble is also experienced in shipping and storing subbituminous coal, but not to the same extent as with lignite. As a rule, bituminous coals are only slightly affected by weathering and in general may be classified as nonslacking coals. The slacking tendency of subbituminous coal is one of the characteristics that is used to distinguish it from bituminous coal. An accelerated laboratory method of test was developed to measure such slacking tendencies. This method was applied to a number of coals, principally from the State of Washington, and the method and the results obtained are given herein.Helpful information concerning slacking tendencies of coal was received from Marius R. Campbell, senior geologist U. S. Geological Survey.Coals that slack readily contain relatively large amounts of moisture. When exposed to the weather such coals lore moisture rapidly. As the coal loses moisture at the surface there is a gradual drift of moisture from the interior of the piece to the surface. If the loss of moisture at the surface proceeds at a faster rate than it is replaced by moisture from the interior of the coal piece, there undoubtedly in greater shrinkage of the coal at the surface as tom-pared to the interior of the piece and stressed are generated in the surface coal.These stresses in the surface coal cause it to crack and disintegrate.Likewise, when the air-dried coal is wetted by rain, the exposed surface of the coal pieces gain moisture more rapidly than the interior of the piece, causing greater expansion in the surface coal and the coal breaks down further. As this process of air drying and wetting is continued when the coal is exposed to the weather, the slacking proceeds and the exposed lumps of coal may disintegrate completely."

Project evaluations of mineral deposits are necessary for mineral rights, owners and investors alike. A feasibility study provides a definitive technical, environmental and commercial base and is the key element leading to a decision to invest or not to invest. For example, the study may be used to justify further exploration and development expenditure or to provide a basis for a major underwriting to raise the required capital. There are three distinct phases in the development of a project and the type of study will differ depending on the quality of information available or the level of decision to be made. This paper looks at these three phases in the development of a mineral project and the type of study required; namely, a scoping study, prefeasibility, and a full feasibility study. Aguas Argentinas,1 a consortium managed by Lyonnaise des Eaux of France and operator of the world’s biggest privatized water supply and waste water collection system for the City of Buenos Aires, a city of 9 million people, was faced with the daunting task of providing new service to 1.6 million more people in the first five years of their 30 year concession. Aguas Argentinas elected to use the Negotiated Compressed Process - NCP - for the fast track implementation of a 15000 meter, 3,5 meter diameter tunnel, a key component of the infrastructure master plan. NCP was developed by Klohn Crippen for the $200 million international railway tunnel between Canada and the United States. The conceptual design of the project was performed by Safege Montgomery-Watson, who engaged Klohn Crippento assist with the NCP, the preparation of the tender documents, and implementation of theproject during construction. The process included the purchase by the client Aguas Argentinas of two sophisticated 4 metre diameter earth pressure balance tunnel boring machines from Herrenknecht of Germany. Construction of the tunnel is being performed by the consortium Wayss & Freytag (Germany) and Sollazzo Hnos S.A. (Argentina). The water tunnel is being built with a one pass, bolted segmented gasketed reinforced concrete liner. The purpose of this paper is to describe a transferable methodology for this innovative contracting procedure, the project organization and quality control plan for this important world class tunnel project which is designed to service one of Latin America’s largest metropolitan areas.

The persistent requirement for methods and equipment capable of detecting hazardous anomalies in advance of underground mining has led to the development by the U.S. Bureau of Mines of a directional radar probe. The probe operates from boreholes drilled from the surface into the underground region to be mined. The engineering model radar was completed in early 1982 and field demonstration tests were performed in May of that year at a selected coal mine. Preliminary in-situ electromagnetic tests were performed at several candidate coal mines to evaluate the radio-frequency characteristics of the coal. A coal mine in New Mexico was selected on the basis of low EM propagation losses in the coal and the presence of an extensive coal seam displacing fault as a radar target. The borehole radar was operated in two vertical boreholes which intersected the coal seam at approximately 25 and 40 feet from the fault interface. Radar reflections from the coal/ rock interface were detected in both tests. Underground tests in a horizontal borehole in the coal were less successful because of interfering reflections. Additional borehole-to-borehole tests were performed with a separate ground penetrating electromagnetic system to obtain radar range calibration data. The coal was found to be bounded by very lossy roof and floor sandstone and shale while propagation through the coal seam was obtained at distances up to 175 feet between test boreholes. Coal seam continuity was indicated by the hole-to-hole experiments through a section of the seam previously thought to be completely cut off by the fault.

The OK orebody comprises a steep dipping narrow quartz reef averaging 0.4 m in width hosted in basalt and gabbro with porphyry bars cross-cutting through it. The following paper tracks the mining of this orebody, challenges encountered, measures undertaken to address these challenges and changes in mining conditions and methods as the mine matured in both depth and age. The initial mining method was narrow vein hand held shrink stoping accessed by shaft, that over the period of the mines life was superseded by gallery stoping, shrink stoping and ultimately mechanised narrow vein long hole sublevel open stoping. The reasoning behind the change in mining methods is detailed, including safety and cost benefits. The transition presented many challenges that were overcome, resulting in the successful development of a narrow vein long hole stoping method. The lessons learnt during the transition period and the practices and principles developed for successful mining of narrow vein orebodies using long-hole open stoping methods are summarised in this paper. The final section of the paper takes a retrospective view of how the knowledge gained through the mining of the OK orebody would be applied to a new mine containing an orebody of this type, with consideration given to the initial excavation design, equipment selection, mining sequence, geotechnical investigations and mining method used.
