The U.S. Bureau of Mines made an economic appraisal of the Buttermilk study area, Inyo County, California in October 1980. Results of surveys indicate no potential for metallic, non-metallic, or energy resources in the area. However, glacial till covering most of the area prevented bedrock examinations by the appraisal teams or earlier prospectors. No mining claims are known to be in the area. INTRODUCTION Present Studies The U.S. Bureau of Mines, Western Field Operations Center, searched county mining claim records and other data available concerning mineral deposits, claims, leases, production, and mining activity in the area. The Bureau conducted field work in October 1980 searching for prospects and claim locations. Fourteen reconnaissance lode and placer samples taken from the area were analyzed for gold, silver, and tungsten; a spectrographic analysis also was run on selected samples.

Free cyanide has been successfully determined in ground and surface water by isolation using a microdiffusion technique followed by a pyridine-barbituric acid photometric finish. The determinable free cyanide includes hydrocyanic acid, ionic cyanide, and the cyanide of weak complexes such as cadmium, lead, manganese, and zinc cyanide. Complexes of copper, iron, nickel, and silver are sufficiently strong so the dissociation into free cyanide does not occur at the microdiffusion pH 7. Cyanate, sulfide, and thiocyanate do not interfere. Samples containing as little as 0.005 mg/L are successfully analyzed. The relative standard deviation is <10%. Samples stored at pH >I2 in the dark are stable at least three weeks.

In the past two years recent increases in silver prices over levels that prevailed for many years have changed supply/demand patterns. On the supply side, a silver mining boom is in progress in the United States and elsewhere. On the demand side, traditional uses of silver by individuals are dropping while industry is conserving. These changes will alter the supply/demand balance and bring about more moderate rises in silver prices, which in turn will impact the mining industry.

The sequence of development and back analysis of the failure of a spoil pile in the 1B pit of the Moura Mine are given. The mode of failure was a two-wedge mechanism with a basal slip plane passing through a clay band about 2 m below the pit floor. Remedial actions for improving spoil pile stability are discussed.

Magnesite-rich and dolomite-rich ores from the Savage River region of Tasmania are being considered as potential feed material for a commercial process for production of magnesia.Two selected samples have been characterized by chemical analysis, X-ray diffraction, and differential thermal and thermogravimetric analysis. The materials differ in calcination behaviour, with magnesite decomposing at a significantly lower temperature than dolomite. Calcination conditions have a marked effect on the rate and percentage of magnesium dissolved as the bicarbonate when slurries of the calcine are leached with carbon dioxide. From a process point of view, the feed should have the highest possible magnesite/dolomite ratio, while the optimum calcination conditions are determined by the behaviour of the magnesite component of the feed.From batch calcination tests, it is apparent that the optimum calcination conditions for magnesite-rich ore are a temperature in the vicinity of 700&#176;C and a calcination time of one hour.

Conceptual studies of the run of mine stockpiling and reclaiming requirements at Thiess Bros Pty Ltd South Blackwater coal mine commenced in 1975.Final selection of equipment was made in 1978 and the equipment was commissioncd in June 1979. Equipment selection was made after extensive investigation and visits to existing facilities throughout the world.The equipment selected is described and compared with the alternatives. Foundations were designed to minimise clean up effort and to ensure stabilily of equipment under design wind loading without storm bays. Programmable logic control enables the stacking and reclaiming facility to provide a blended feed to the coal preparation plant.

In an attempt to develop technology to use domestic resources in place of imported bauxita, the Bureau of Mines investigated sulfurous acid leaching to extract alumina from kaolin. The process consists of leaching the calcined kaolin with a 30 wt-pct S02 solution at 60° C and 160 psig for 17 hours, fil¬tering the leach slurry, precipitating monobasic aluminum sulfite from the filtrate at 110° C and 60 psig, a& decomposing the sulfite in the spent liq¬uor at 150° C and 55 psig to produce crude alumina. Purification of the crude alumina was accomplished using a modified Bayer process. Results from closed-circuit tests employing the sulfurous acid process showed that overall extraction of alumina from kaolin was 67 pct. Production of 1 ton of alumina would require 3.6 tons of calcined kaolin, 0.7 ton of sul¬fur dioxide, and 8.4 tons of water. After purification by a modified Bayer process, the alumina product contained the following; impurities, expressed in weight-percent: Fa203, 0.009; S, 3.6; Si02, 0.07; Ti02, 0.002; K20, 0.017; and P205, 0.03.

COAL EXPLORATION Coal exploration may be defined as the acquisition of data necessary to define and acquire a block of coal which can be mined at a profit. Unlike ore minerals, coal resources are widespread and relatively abundant with supply exceeding demand in almost every case. Thus simple discovery of coal is generally not enough. The chemical and physical variability of individual coal seams, the capital intensive nature of coal mine development, and the changing patterns of utilization require that a multiphase, three-dimensional evaluation be made of each potential reserve. Factors which must be investigated include not only the quantity and quality of the coal but also the geologic, hydrologic, and engineering characteristics of the seam and its surrounding strata. Acquisition of property to provide a secure base for exploration and mine development is equal in importance to the geologic and engineering programs. The successful development of a coal reserve requires that control of coal and, in the case of a strip mine, the surface be in the form of contiguous blocks of sufficient size to support mining. PHASES OF EXPLORATION The high capital risks of coal exploration and land acquisition dictate that a multiphase program be utilized to minimize initial risk. In such a program, phased development of the data insures that each increase in capital expenditures will be justified by a corresponding increase in the level of confidence in the ultimate success of the project. Each phase is designed to provide sufficient data and property control to facilitate the decision whether to proceed to the next phase of development or to discontinue the program (Table 1). "The ultimate aim of the Law of the Sea Conference, held under the auspices of the United Nations, is to ensure that all aspects of the use of the sea are covered by international law. The question facing the nations of the world can be stated as: "" Who will control and benefit from the use and the wealth of the sea?""The United Nations Conference on Law of the Sea - known as UNCLOS - which reconvened in New York during the latter part of August 1978 was the third such Conference in the UN&apos;s history. The concepts of sovereignty over the territorial sea and freedom on the high seas have remained fundamental to the international law o f the sea until our time. The legal regime based on these two concepts developed initially from state practice meant that the unilateral actions taken by one or more countries were eventually accepted and followed by others.It was not until 1958, during the first Geneva Conference on the Law of the Sea (pursued in a second Conference in 1960) that the Law of the Sea was codified and modified to a certain extent by the then independent nations of the world in the four multilateral conventions on territorial sea and contiguous zone, continental shelf, high seas, and fishing and conservation of living resources.A third Conference got under way many years later when the members of the UN met in New York at the end of 1973 for preliminary discussions . This meeting stemmed largely from the need to fill gaps in existing international legislation which did not cover the new uses of the sea. The Conference was subsequently reconvened a number of times - in Caracas (1974), in Geneva (1975) and twice in New York (1976) for what was called "" substantive negotiating sessions."" A sixth session was held in New York in 1977; a seventh, held in Geneva at the beginning of 1978, recessed and reconvened in New York at the end of August 1978. This is what is referred to, in international jargon, as the seventh session of the Third United Nations Conference on the Law o f the Sea. The following dates are the principal markers of a saga which began some twenty years ago with the purpose of regulating the use of the oceans."

REFERENCES Under the heading "Development System for Block Caving under Severe Conditions" a report was presented to this congress regarding a magnesite mine using block caving for several years. On account of the experience gathered in this mine and the results of far reaching exchange of experience, as well as under due consideration of the international literature it is tried to systematically list and briefly discuss the following factors that have to be considered for development and draw control of block caving. 1. NATURAL FACTORS It is self evident that this implies all those circumstances given by nature and which cannot be altered by man. Any mining activity is subjected to those and the success is depending on how far technology can be adjusted to those conditions. Geology Deposits of considerable thickness with rather steeply inclined flat-faced contacts are optimal for block caving. While vertically there is practically no limitation- for the deposit, theoretically, the smallest horizontal basis apt for operating block caving is the minimum area necessary to get the rock to completely cave in by undercutting and drawing. Practically, only consider- ably bigger main dimensions are found, mainly because of technical factors (machinery and equipment) and economic factors (cost ratio of exploration vs. development, danger of contamination).

Despite the phase-out of earned depletion allowances for most oil and gas operations as part of the federal government&apos;s new National Energy Program, earned depletion provisions are still alive and well for the mining sector, although they might well be slowly strangling to death in their own entanglement of complexity!"

The coal wants at the Westland Mine in southwestern Pennsylvania consist chiefly of elongated, sandstone-filled channels with slickensided basal contacts. Tentatively identified as washouts, these channels are about 1,000 feet long and 300 feet wide, are erratic in occurrence and trend, and are difficult to delineate from the customary core drilling pattern. Roof conditions are hazardous adjacent to the washout contact, but roof stability is generally unaffected greater than 30 feet away.

Approach Fire hazards on large draglines were analyzed, then appropriate automatic fire sensing and suppression systems developed and in-mine tested. How It Works Five fire hazard areas identified for special attention are: electrical control room, high voltage transformer enclosures, circuit breaker rooms, collector ring/roller path area, and the automatic lubrication rooms. Automatic fire sensing and suppression systems were separately designed for each area. The design of each system was tailored to the hazards and equipment protected. The intention is to review the opportunities that exist for incorporating environmental planning into mining industry practice in New Zealand. The coal mining examples serve to make some general points which have some application for many types of mining.

"The evolution of mining methods at Brunswick Mining and Smelting shows that, in the case of a large deposit, technology must adapt itself to changing conditions. As problems are encountered, management must modify their approach if they hope to meet production quotas. This search for new and better ways started with the opening of the No. 12 orebody and is still going on today.From large-scale open stoping, the Brunswick Mining and Smelting operation went to transversal cut-and-fill, then to longitudinal cut-and-fill, which is the main mining method now employed. However, to solve certain problems experimenting with Avoca methods was initiated. Rebar grouting and prepinning have also made significant contributions toward securing relatively poor ground in the hanging wall and holding badly fractured backs in wide stoping areas. Introduction In 1952, M.J. Boylen had incorporated Brunswick Mining and Smelting Corporation Limited to develop his recently found No.6 and No. 12 orebodies near Bathurst, New Brunswick. Between 1953 and 1957, St. Joseph Lead Company was brought in to try and initiate mining . During those years, St. Joseph Lead sunk two shafts at No. 12-No. 1 to 425 feet below surface and No.2 to 982 feet. They also developed the 200 and 350 levels to sample the ore at depth and operated a 100-tpd pilot plant at the No.6 mine. However, due to low recoveries and depressed metal prices. the project was shut down in 1957.A group including M.J. Boylen. K.C. Irving. Maritime Mining Corporation and Patino Corporation reacquired the property from St. Joseph Lead Company in 1961. New financing was arranged involving La Societe Generale des Minerais, S.A . of Belgium and Engineering Consultants Limited of Saint John. New Brunswick. During the years 1962 and 1963, construction of surface and underground facilities progressed rapidly."

Experiments have been made in a laboratory heavy media separator at various specific gravities of separation using zinc chloride solution and magnetite suspension as media for different types of coals. The results indicate that the magnetite bath gives at better separation than zinc chloride solution. Even though the probable error remains the same for most conditions of operation, the error area is found to have a wide variation which emphasises the importance of the error area over probable error in evaluating the performance of a cleaning unit.

One goal of the Bureau of Mines is to develop technology tp insure a dependable supply of minerals to the United States. To support this goal, the Bureau&apos;s Albany Research Center has modified a commercial atomic absorption spectrophotometer to rapidly determine trace levels of mercury by cold-vapor atomic absorption spectrophotometry. Such diverse materials as ores, mill products, stream water, sediments, and flue dust have been analyzed. A very high dynamic range of 0.2 ng/ml to 1 µg/ml of mercury in solutions is routinely analyzed by this instrument.

A series of tests was carried out on one of the rock-pebble milling circuits treating complex nickel ores at Kambalda Nickel Operations of Western Mining Corporation. A mathematical model to describe the behaviour of a 508 mm hydrocyclone was developed from the data.A &quot;flat&quot; reduced efficiency curve was observed for the system. This was attributed to a marked difference in the specific gravity of different size fractions of the feed. A modified approach in describing the shape or the reduced efficiency curve resulted in accurate prediction of the hydrocyclone performance.

"This paper describes a method of deciding on various design parameters for a sublevel caving layout. Layout design curves are obtained from the output of a computer optimization program. The program uses mathematical relationships derived from the theory of gravity flow of material to optimize the large number of interdependent design variables which are involved.IntroductionIn the design of an efficient sublevel caving mining system, a large number of interrelated variables need to be considered. Although many papers discuss individual variables, very little exists in the literature to show how these variables interact to achieve optimum results. This can lead to trial and error in sublevel caving design, which can prove costly, particularly because sublevel caving is a mining method which requires integration with sublevels above and below. With no pillars being left, experimental stopes cannot be isolated for study. Unfortunately, the complexity of layout design and the costs associated with trial and error have caused many planning engineers to choose more tried and tested mining methods.Sublevel caving works best to extract low-value ore surrounded by incompetent rock. All phases of the mining method can be highly mechanized, allowing low operating costs and high production rates. Good safety records are achieved, as workers are always in &apos;good&apos; ground and the method is regular, making it comparable to an industrial process."
