I HAVE to thank the members of the Institute most cordially for the honour conferred upon me in selecting me President, which position my poor services have prevented my filling adequately. I have, therefore only been able to stumble through my year of office under the guiding direction of our esteemed Secretary. I fully appreciate the honour done to me; and, now that it is over, I can look back with pride and pleasure at having occupied the chair; but I am told that it remains for me to fill one of the requirements of our Institute and present you with what has been dignified by the name of a presidential address. My relief in complying with this is in the knowledge of its freedom from the usual discussion which appertains to papers presented by our worthy members. It has been usual in the past for the subject chosen to be specially connected with the work immediately engaging the attention of your president, and on this occasion I would like to break away from this time-honoured custom and engage your attention for a brief space on what is equally dear to us all namely, Ideals of the Profession. In doing so, the retort of Whistler to an art student gives me, I must admit, much misgiving, for, on being asked how he developed his artistic talents, replied that he painted what he saw, which produced the immediate reply, "Ah, but the tragedy will come when you see what...

THE machine from which the following results were obtained makes one of a row of seven at work in the Junction North, Concentration Mill at Broken Hill, New South Wales. It consists essentially of a belt for dressing purposes, which travels round two 12-in drums situated at either end of a wooden frame. This frame is supported on wooden legs, and the whole is affixed to two iron castings, one on either side of the frame. A to-and-fro motion is obtained from an eccentric shaft, which, together with the stationary end of the supporting legs, is carried by the iron castings. A belt drive to the forward drum provides a constant rate of travel to the dressing belt.The top half of the dressing belt is supported on 3-in rollers spaced about 12-in centres along the frame of the vanner. A fairly thick dressing belt is used, and no trouble whatever is experienced from the formation of gutters between the rollers.These belts are 28 ft 4 in long, 4 ft wide, 3-16 in thick, and are made of two-ply 32-oz duck, with a coating of rubber on either side. The surface available for dressing is about 10 ft 6 in x 3 ft 8 in- ie, about 38'5 square feet. The machine is driven atthe rate of 245 i-in strokes per minute, while the dressing belt travels at 15 feet per minute...

FOR many years past it has been the practice at the Bairnsdale School of Mines to treat any parcels of auriferous concentrates sent in from the surrounding district by roasting them in a handworked reverberatory, and then chlorinating or cyaniding the product. According to Donald CIark, who has done a large amount of work on these ores, the results obtained were fairly satisfactory extractions of over 90 per cent being claimed. With some modifications, the method has been very generally adopted, not only in Gippsland but throughout Victoria. It is, however, difficult to get exact information as to the extractions actually obtained, and unfortunately no records of working results have been kept at the Bairnsdale School of Mines.Having treated several lots of ore by this method during 1907 and 1908 with unsatisfactory results, the writers thought it desirable to make a detailed investigation on some particular ore, both in the laboratory and on a working scale. The ore selectedwas a parcel of low-grade concentrates from Stirling, a small mining field situated about forty miles to the east of Bairnsdale. This ore was chosen chiefly on account of the heavy and inexplicable volatilization loss which took place even on roasting with the greatest care; the loss amounting to between 10 and 15 per cent. GENTLEMEN, lt is with much pleasure I meet you tonight at this the second meeting of the Australasian Institute of Mining Engineers, held in Western Australia, and I sincerely thank you for the honour you have conferred upon me in electing me as your President. I greatly appreciate the distinction, and will endeavour to fulfil the duties of the office to the best of my ability, and hope to prove a worthy successor to those gentlemen who have held the position before me. On behalf of the local members of the Institute, I extend a hearty welcome to the members from the other States of the Commonwealth, who have come so far to attend this meeting, and also to the non-members whom we have invited this evening. We are especially pleased to have Mr. Gregory, our Minister of Mines and Railways, and the Government and School of Mines officials with us; and I take this opportunity to thank the Premier, Mr. Gregory, and the Government officials for the assistance given us, and for doing so much to make the visit of our members from the other States so pleasant and instructive. THE method depends upon:--1. The position of the mill.2. The space available for stacking the residue.3. The nature of the residue as discharged from the mill.4. The requirement of the residue for underground filling.Originally the conditions in this district varied mainly in the position of the mill, some mills having an elevated site with plenty of dumping space for the time being, whilst others had a flat site, and very little dumping space near at hand; but in most cases the residue discharged was in the form of filter-press cakes, suitable for conveying on belts, or in trucks, and stacking in a high clump; and, while a portion of the residue was used for underground filling, the dump was regarded as a valuable asset, to be re-treated later. Under these conditions, conveyor belts, electric trams, aerial trams, and hose trucks, all gave satisfactory results, and the following figures, taken from "'West Australian Metallurgical Practice," will show how these methods compared as regards costs...

THE history of mining in South Africa differs somewhat from that of other countries in the part taken by the aborigines in the development ?of the mineral deposits. The Spaniards in America, and the fortune-seekers of Australia and New Zealand, found large numbers of natives in these new countries, but the inhabitants did not become willing or efficient workers ill the mines which the white men started. The Kaffirs of South. Africa have not shown the same antipathy to labor, nor do they show any signs of dying out in the presence of the white man's civilization. They are a virile race, and so far the vices of civilization have not killed. them. While it is true that the brain and skill necessary for the exploitation of the mineral resources of this sub-continent-have been supplied by the white race, it is also a fact that most of the rough labor in the development of the mining industry of South Africa has been done by the Kaffirs. The Kaffir tribes differ greatly in their mental and physical capabilities. Compare, for instance, a Zulu of Natal with a Bechuana, or a Xosa of Cape Colony with some of the degenerate tribes of Central or East Africa, and you will find that they have little in common, save that their skin is black and that they do not believe in clothes. As a general rule, the tribe's in the milder, healthier climates are far superior, both in mind and body, to the Kaffirs brought up in the hot malarial sections of Central Africa; and it naturally follows that the black men from the temperate zones of the country, are much finer workmen than the degenerates from less favorable sections: It is universal in South Africa to speak. of the .Kaffirs as " boys." No matter if he is 90 years old, the Kaffir is always a " boy," and in this paper the word " boy " is synonymous with Kaffir.

THE subject of the constitution of copper-iron mattes has received considerable attention in recent years by Keller,1 Bolles,2 Hofman,3 and Gibb and Philp.4 Still more recently Friedrich, Röntgen, Wiedmann, Heyn and Bauer, and Leroux have published, in some instances, elaborate researches on the various systems of the sulphides, and the sulphides and their respective metals, which enter into the constitution of mattes, and have added very greatly to the knowledge of the subject. The work of Friedrich has been especially fruitful. But to date no effort has been made to correlate the data obtained in the latter researches and apply then to the study of the product called " matte," which is made in such large quantities by copper and lead-smelters. In this paper we propose to determine, by metallographic and chemical means, the constitution of copper-iron and copper-lead mattes in the light of the recent data above mentioned. We do not discuss copper-nickel mattes or speisses (artificial arsenides). The paper is divided into three sections I. A review and discussion of the various binary systems of the metallic, sulphides, and the binary systems of various metals and their respective sulphides entering into the constitution of mattes; also a discussion of the physical and chemical properties of these sulphides. II. A description of the results obtained from the chemical and metallographic examinations of the samples of copper-iron and copper-lead-iron matte obtained from various plants.

In the following paper it is aimed to present only an outline of the geologic relations of the ores, since the Appalachian geology of Alabama has been discussed by many previous writers, but to describe rather fully the ore of the Birmingham district, and to discuss its relations and probable extent. IT. OUTLINE OF THE GEOLOGY. 1. Stratigraphy. The pre-Pennsylvanians rocks exposed in and along the borders of the valley-regions of Alabama, range from middle Cambrian to Mississippian (Lower Carboniferous), and at the SW. extremities of the valleys these rocks are overlain by coastal-plain deposits of Cretaceous and Tertiary age. FOSTER BAIN.+ THE recently aroused public interest in the conservation of our natural resources has peculiar importance to mining-men, since they deal with resources which are stored products. Within certain limits, the fertility of a worn-out soil may be restored, deforested areas can be replanted, one year's wasted water-supply is followed by another; but coal and ores, once taken out, cannot be mined again, and should therefore be conserved with especial care. This means, however, not that mining should be restricted, but that it should be done most economically and with the minimum of waste.

A RESIDENCE of 14 years in the Republic of Colombia, spent in almost continuous traveling and prospecting-trips, has given me an intimate knowledge of the resources of that wonderful country. The man who best knows Colombia is unquestionably General Rafael Reyes, President of the Republic for the past three years, and with seven years more to serve in his present term. Such is the strength of his personality and the wisdom of his policies that his term of office will no doubt endure as long as he is willing to serve. The vastly improved economic situation and the brilliant outlook for Colombia are so directly due to the influence of President Reyes that a few lines concerning him. will not be amiss, if they serve towards a better understanding of his personality. Born of a distinguished ancestry in the mountains of Boyaca, he is now 57 years old, just the age of his friend Porfirio Diaz when be began the work which has placed Mexico in the rank of great modern nations. It was Reyes who came to Washington to protest against the action of the government of the United States of America in reference to the establishment of the Republic of Panama, and, without entering into a discussion of this affair, it can be fairly said that there was not an American in Colombia whose feelings of justice were. not outraged at the government action and subsequent refusal to submit the matter to the impartial judgment of the' Hague. President Reyes is an accomplished linguist, speaking English, French, German, Portuguese, Spanish, and Italian. He has a remarkably. powerful voice, which can readily be heard by a large assemblage. PART I. § 1. Introduction. After giving certain definitions, this paper gives the reasons which led to Roozeboom's form of the diagram of the freezing-point curves and general equilibrium of the iron-carbon compounds, steel and cast-iron ; and then those which led to replacing it with the present or double diagram, in which graphite is at all temperatures held to be the more stable and cementite the less stable (metastable) form of carbon. Next in § 10 the evidence supporting this greater stability of graphite is examined, then in § 17 that which seems to oppose it, and in § 22 a summary of the evidence is presented. The second part of the paper considers the topography of the graphite-iron diagram, rejecting summarily the solubility-lines based on the data of Charpy and Grenet and of Mannes-mann, on the ground that the data even on their face do not really point toward these lines, and that they are wholly incompetent to determine any solubility-lines whatsoever, because they report together with the dissolved carbon also an indeterminate quantity of cement-carbon, and because even such carbon as is actually dissolved, only in part represents the solubility of graphite, and in another and indeterminate part represents the solubility of cementite, or at least of carbon in presence of cementite as distinguished from graphite. It might be thought that graphite is but slightly soluble in iron, because of the absence of any suggestions of eutectoid graphite, corresponding to the eutectoid cementite of pearlite in very many cases in which the cast-iron seems to consist of ferrite and massive graphite only, and because of the micrographs of Goerens and Gutowsky. The treatment of slime is of special interest to those engaged in cyaniding gold- and silver-ores. The usual practice is to make as small a percentage of slime as possible. In many instances the slime is given no treatment, but is impounded in dams in the hope that the future will develop some method of economically treating this product. The filter-press was the first step upward from ordinary decantation, but, on account of heavy labor-charge and high cost, its use has been limited to high-grade material. The slime at the Combination mill at Goldfield averages perhaps $20 per ton, and although the values are quickly dis solved the filter-press installation was not entirely satisfactory, resulting in the erection of the canvas-cell filter, developed by Chas. Butters and his staff. This filter is a great improvement over the filter-press, and the following description of it will be of interest to those engaged in treating slime produced in crushing ores, especially in view of the fact that, by the use of this filter, slime can be treated at a lesser cost and with a higher percentage of gold- or silver-extraction than in the ordinary treatment of sand; and, moreover, the initial outlay for an all-sliming plant is less than that for the ordinary sand- and slime-plant. The economy of construction of the Butters filter-plant is clearly shown in Figs. 1 and 2, which illustrate the 20-frame filter of 40 tons capacity, now being installed by the Nevada Goldfield Reduction Co. In this construction the slime-pump is so connected that it call pump to or from either tank or the filter by changing the valve-settinga—a combination which is necessary in this particular installation, since sufficient fall is not available for filling and discharging the filter by gravity. The application of the camera as an adjunct to topographic mapping began practically with its invention, and it has been employed with varying success since that time. With the exception of the camera to be described, the plate-camera has been universally used in this work, thus giving a projection of the area photographed on a flat surface. From such projections or photographs, by the rules of geometry and of perspective, points defining topographic features and seen from at least two camera-stations may be projected upon a ground-plane—the map.' In 1904 I employed the plate-camera for this purpose in Alaska, but found that the labor necessary to plot the maps, even in a general way, was long and tedious. In 1905 a small Eastman panoramic camera was fitted with spirit-levels, a sight-alidade and a transparent scale, introduced inside the camera to register the degree-points in the sky-line of the film-negative ; also, arrows to indicate the horizon-line. This was, on the whole, successful; but the details in the topography were not brought out in the views with sufficient clearness, aid the photographs were too small. These difficulties were overcome by obtaining a larger and more carefully constructed instrument, which was satisfactorily employed in the field during the year 1906. A panoramic view is made up of an integral number of perspective views upon flat surfaces, and logically is the most accurate and direct means to obtain an impression of a field of * Published by permission of the Director of the U. At the Lake Superior meeting, September, 1904, Messrs. A. Gibb and R. C. Philp presented a paper entitled " The Constitution of Mattes Produced in Copper-Smelting,"' in which they concluded that ferrous and cuprous sulphides formed the chemical compound, 5 Cu2S, FeS. They arrived at this inference from the observed fact that a matte containing Cu,S, 90.4, and FcS, 9.6 per cent. (or, in round figures, Cu2S, 90, and FeS, 10 per cent.), did not contain any metallic copper, while one with more than 10 per cent. of FeS readily dissolved copper, and with less than this amount retained copper in mechanical suspension. Although they determined the melting-points of five mattes containing from 32.6 to 80.1 per cent. of copper, they did not draw a freezing-point curve, as the necessary apparatus was not available. A microscopical examination of 11 polished samples gave them a grayish-black field of very uniform appearance, except that five of the specimens showed the presence of metallic copper. The object of the present investigation was to supplement the above paper by drawing the freezing-point curve of the ferrous sulphide-cuprous sulphide series, and to see how the constitution could be further revealed by microscopical work. The results obtained lead to conclusions very different from those of Gibb and Philp. While their paper bears the date 1904, it was published only in 1906.2 In the meantime, Bolles3 had presented his paper, " The Concentration of Gold and Silver in Iron-Bottoms." The raw material which formed the basis of the research was a matte containing Fe, 61.68, and Cu, 11.20

Many members of the Institute, who participated in the visit made, during the Bethlehem meeting of February, 1906, to the shops of the Ingersoll-Rand Company, at Phillipsburg, N. J., inspected with interest the new Electric-Air drill, which the company had set up for the purpose of showing it in actual operation to American mining engineers. At the request of the Secretary of the Institute, I promised at that time to prepare a paper for our Transactions, describing the construction and advantages of the machine. But such a paper would then necessarily have contained much that was only expected or claimed by the designers and manufacturers of the drill, and not yet incontrovertibly proved by varied and long-continued practice. However moderate such statements might have been, they would have given inevitably to the paper, to some extent at least, the air of a prospectus, rather than of a technical contribution. I therefore decided, with the Secretary's approval, to postpone the writing of the promised paper until it could set forth the results of adequate actual practice, as well as the latest details of construction, etc., based upon practical experience. That period has now arrived. The Electric-Air drill has been exhaustively tested in the field, under varied and arduous conditions and upon the hardest rocks. It is now fairly in the field; its merits and performances are matters of unimpeachable record, and its place among established competitors can be definitely determined. As a representative of the Ingersoll-Rand Co., as well as a member of the Institute, I may be permitted to add that my company, being largely interested in the manufacture of air-coxpressors and machinery driven by compressed air, has no desire to injure its own business by claiming for this new machine that it should immediately supersede all existing applications of pneumatic transmission of power for drilling. I. SITUATION AND SURROUNDINGS. THE Promontorio mine is situated at the northern end of the Sierra San Francisco de Coneto, in the town of Promontorio, Partido of El Oro, State of Durango, Mexico. As shown in the sketch-map, Fig. 1, the nearest railroad station is Chinacates on the Mexican International Railroad, 82 miles north of the city of Durango. The mine is 16 miles north of the station by air-line. It is reached by means of a good wagon-road which first crosses the Guatimapé Plain, passing the ranches of San Antonio and San Julian, to Estacion-a distance of about 15.5 miles-and then entering the mountains crosses the Sierra to Promontorio-a further distance of 11.5 miles¬making in all a distance of 27 miles by road from railroad to mine. Promontorio is just beyond the summit of the range, at an elevation of about 8,000 ft. above sea-level, or 1,350 ft. above the Chinacates station. The Castillo de San Francisco, the highest peak in the Sierra, has an altitude of 10,000 ft., and the Promontorio road crosses the summit of the ridge at an elevation of 9,000 ft. by a pass just below this peak known as the Puerto del Almagre. The Promontorio mill is situated at Santa Ives, 2 miles by tram or 3 miles by wagon-road to the north of Promontorio and about 600 ft. lower. The Sierra San Francisco de Coneto decreases in height towards the north and west till it comes to an end at the Melchor Arroyo on the ranches of Melchor and Ramos. Beyond this arroyo another range, the Sierra de la Candela, begins. I. INTRODUCTORY. Lake Valley, New Mexico, has long been one of the most widely known mining districts of southwestern United States. For many years its silver-mines have been among the most famous of the country, visited by many mining men and geologists; yet little information regarding the origin of the ore-deposits and the influencing geologic conditions has found its way into print. With the recent revival of public attention, after a decade and a half of utter stagnation, to the mining of silver in the Southwest, special interest attaches to the genesis and geologic disposition of the ore-bodies which are so finely open to inspection in the Lake Valley district. Moreover, the local features here described are typical of the conditions existing over a much larger field. The fact that the ores are chiefly the chloride and the chloro-bromide of silver adds further interest. Data bearing upon the genesis of haloid ore-deposits are, at the present time, very much sought. Arid regions offer particularly favorable conditions for the formation of such ores. This New Mexican district appears to supply solutions to many problems concerning this class of ores, which have long vexed the student of ore-deposits. II. LOCATION AND HISTORY. The town of Lake Valley is situated in Sierra county, in the southwestern part of New Mexico, and 100 miles northwest of El Paso, as the crow flies.From a mining standpoint, the location of the place is itself suggestive, as it lies on the southeastern slope of the great quaquaversal arch of the Colorado plateau. The center of this vast dome is in north-central Arizona, and radii about 150 miles in length reach its foot in all directions. Around its basal margins runs the broad mineralized belt containing most of the great mines of the Southwest, which extends from south-central Colorado southward and southwestward through New Mexico, thence westward through Arizona, northwestward and northward through southeastern California and western Nevada, and, finally, eastward through Nevada and Utah into Colorado again. This great mineralized belt is important as geographically limiting profitable mining over the greater part of five States.

In 1861, Reich and Stockhardt examined the extent of injury to vegetation by the Muldner works. Needles and twigs of pine showed in 100,000 parts : Pb, 5 to 50 ; As, 3.3 to 14.3 ; S02, 62 to 120. In the top twigs, 5 to 8 ; needles, 10 to 16 ; thicker twigs, 10 to 22 ; thinner twig-ends, 17 to 54 of lead. Lead greater in amount in sickly twig-ends with few needles ; also in the bark than in the naked wood of the trunk, which had hardly a trace ; also in the part turned toward the works than on the opposite side. Pb and As diminished in the vegetation with distance from the smelter ; and the same with regard to the soil. Fresh snow was collected, and SO, As, and Pb detected in it.
