During the past few years great progress has been made in the United States toward safer, more efficient, and more economical tunneling methods. This advance is partly due, no doubt, to the recent increase in the number of tunnels and adits driven for devel- oping and draining mines and transporting ore. The Bureau of Mines during 1911 and 1912 made a special examination of this phase of mining operations, in connection with an investigation of mining methods and means for preventing accidents. The details especially studied were the provisions for the safety of employees, the kinds of equipment, the methods of driving, and the costs of con- struction. The results and conclusions obtained from that investi- gation are discussed and summarized in this bulletin. Up-to-date information concerning tunneling methods is difficult to obtain. There are few books on the subject; and much of the material they contain, although interesting and of value historically, is now obsolete. The engineering periodicals, it is true, endeavor to keep abreast of the times, and several in nearly every issue present some article bearing upon tunnel work. But the very multiplicity of these articles prevents one from reading them all, and the foreman or superintendent in charge of a tunnel, or the mining engineer designing one, and especially the business man financing the project, has no time for a lengthy search after scattered articles in order to determine the present status of tunnel work. Then, too, knowledge of new methods travels slowly. Valuable inventions and improve- ments in tunneling as well as in all the other industries frequently remain in the notebook of the investigator, or as theses are buried in university libraries, or are published only in journals of small scien- tific societies. New tunneling methods and equipment that are prov- ing safe, efficient, and economical may be totally unknown outside the district in which they originate. This paper, based on a special examination both in the field and in engineering literature, is in- tended to supply data concerning modern and recent tunneling practice in the United States, and to make suggestions that, it is hoped, will result in a saving to the mining industry of energy, capital, and life.

The Bureau of Mines has been conducting an investigation of the feldspar resources of the New England and North Appalachian States with a view to greater efficiency and economy in their utilization. Such an investigation was deemed necessary, not only because of the continued and increasing consumption of these minerals, but especially because of the demand for better technical control of the raw materials that are used by the white-ware industries of the United States. Most manufacturers of white pottery wares have only a limited knowledge of the origin, mode of occurrence, and methods of mining and preparation of the materials that they use. Heretofore, owing to a belief that the supply of raw material was unlimited, the manufacturer had concerned himself chiefly with the solution of the problems of manufacture. Within the past few years, however, it has been found that difficulties arise in manufacture which can be traced beyond the manufacturing process and are believed to be due to a need of better control of the materials used. Furthermore, as competition becomes more severe, more attention must be paid to selection of materials in order to minimize consumption and also to avoid unnecessary expense for transportation of material. Doubtless the lack of interest as regards these details has arisen from the fact that in the past a considerable proportion of the whiteware ingredients has been imported and the manufacturer has been forced to rely on the samples submitted and the general uniformity of the source of supply to insure against variation of the material. An extra precaution arising from this lack of definite knowledge still prevails in the common practice of never depending on one source of supply for anyone ingredient. Often the products of three or more producers are blended so that if anyone shall vary without warning the variation arising from its use will not be sufficient to ruin the ware.

The Bureau of Mines is investigating the technology of petroleum and its products, the investigation including well-drilling methods and the transportation, treatment, and utilization of petroleum and of natural gas, with especial reference to the prevention of waste and to increased efficiencyin the development of oil and gas resources in land belonging to or controlled by the Government. During. the winter of 1912-13 the enormous waste of the gas encountered while drilling for oil in the Cushing field, Oklahoma, called forth protests from various sources, and appeal was made to the President of the United States and to the Secretary of the Interior in behalf of the landowner and of the public in general. The facts were wanted regarding the amount of waste and the technical conditions that were responsible for practices causing it. An investigation was ordered and conducted under the direct supervision of the late J. A. Holmes, the first Director of the Bureau of Mines. R. S.Blatchley was sent to investigate the amount of waste going on in the Mid-Continent flelds.s In the latter part of March, 1913, J. A. Pollard and A. G. Heggem were sent to Oklahoma to study well-drilling methods with reference to the waste of gas from wells on Indian lands and to suggest means of preventing the waste of natural gas on such lands. Pollard and Heggem decided that the mud-laden fluid process, which had been used successfully for some years in Texas, Louisiana, and California was the method that would meet the situation most efficiently and economically. The method was accordingly demonstrated in Oklahoma. In 1914 Congress provided for the employment of six oil and gas inspectors to supervise oil and gas mining operations on lands of the Five Civilized Tribes in Oklahoma and to conduct investigations with a view to the prevention of waste. Positions under this appropriation have been held by William F. McMurray, James O. Lewis, Harry D. Aggers, Ralph R. "Weed,George W. McPherson, James C. Fowler, Louis W. Courtney, and Carl H. Beal, the technical work of these men being directed "byW. A. Williams, chief of the petroleum division, Bureau of Mines. After careful and impartial investigation of conditions in Oklahoma, these men also decided that the mud-laden fluid process was the one best adapted to prevent further wastes. In 1915 laws were passed by the State of Oklahoma that provide for the conservation of natural gas and oil, authority being given to the corporation commission to make rules and regulations and to employ agents to enforce them. After hearings and investigations, the corporation commission reached substantially the same conclusions as the Federal agents regarding the importance of the wastes and the best methods of conserving the gas. Technical Papers 66a and 68b were published by the Bureau of Mines in December, 1913, and January, 1914, respectively. Technical Paper 66 deals with the mud-laden fluid process in general and No. 68 with its application in Oklahoma. The interest aroused by these publications has been so widespread that within two years the first editions have been practically exhausted. Rather than reprint these publications, it has been considered advisable to replace them with the present report, which includes the results of more recent investigations. The methods of using the mud-laden fluid are an outgrowth of the rotary drilling system, which was developed in Texas and later employed in Louisiana and California. Some of the principles of the use of mud fluid had been observed and used to a limited extent for a long time in cable-tool drilling. So far as known it was first used successfully with a circulator and cable tools in the Coalinga field, California, in 1906,Harry D. Aggers, one of the contributors to this paper, working on the well. The part of the Bureau of Mines has been to call attention to its merits and to demonstrate its practical use in fields like those of the Mid-Continent.

It is a far cry from the small and uncertain mining efforts of 50 years ago to the splendidly equipped and solidly financed organiza- tions that now handle thousands of tons of ore per day. The old mining was largely speculative; the new is practically on a manu- facturing basis. In the old days of mining the aim was, chiefly, to find comparatively rich ore; modern practice looks more toward efficiency in mining and milling, so that vast tonnages of low-grade material may be worked at a profit. The old operators had faith and hoped for good returns; the new ascertain with a fair degree of precision what the available tonnage is, what the cost of mining and treating the ore will be, the time necessary to exhaust the deposit, the capital required, and the net profits to be made. The old mining was financed on a highly speculative basis, and the value of mining stock was largely controlled by the imaginations of the promoters and of the individual holders. In the new régime the financing of mines is often as conservative as the financing of manufactures or railroads, and the value of stock, quoted on the leading exchanges, is controlled by the carefully estimated profits in sight. Of course, with every legitimate industrial enterprise go certain business risks, and mining is not exempted from these. Then, too, valueless mining as well as valueless industrial stocks are sometimes offered for sale by the intentionally dishonest, or the ignorant. However, the prospective purchaser of a mine nowadays, if he is willing to pay for the services of reputable mining engineers, can obtain information on which to base an opinion as to the quality of his investment. The relatively recent development of cheap and efficient methods of mining and of ore dressing has given value to low-grade ore bodies that a few years ago were almost valueless. The iron mines of northern Minnesota have been fruitful in developing efficiency in mining methods, notably the open-cut methods in which steam shovels strip off the overburden and then load the ore directly into railroad trains for transport to the furnace. In 1907 open-cut mining was applied to the low-grade copper ores of Bingham, Utah, with splendid results, and since then it has won a most important place in the min- ing of large masses of low-grade ores in several other mining regions, especially at Santa Rita, N. Mex.

Francisco, CaI.-A sliding. scale of royalties was proposed to the Department of the Interior in connection with the fixing of royalties to be charged upon oil leases made on the Osage Reservation in Oklahoma. The possibility of evasion and difficulty of enforcement required close inspection to satisfy all interests, particularly in connection with the exemption from royalty on oil to equal maintenance and interest on the junk. Mr. Johnson discusses the block method, the period method, and the cumulative method, and favors the adoption of the cumulative method with a proviso that the wells should be permitted to be pumped until the gross income is as low as the maintenance cost, which would mean exemption from royalty on the smallest wells. He recommends that depth be the variable factor upon which the sliding royalty is based and suggests that on partially developed territory in the Osage, the royalty be one-sixth for oil wells averaging less than 2,000 ft. in depth, one-eighth for wells from 2,000 to 3,000 ft., and one-twelfth above 3,000 ft.; for the rest of the Osage he suggests one-eighth above 2,800 ft. and one-twelfth below that depth. The net result, if Mr. Johnson's suggestions had been accepted in the Osage, would have been to reduce the then existing rate of royalty and considerably increase the cost of administration. The difficulties in determining the size of wells to be exempt and the possibility of obtaining oil at different depths in the same well might lead to complications which are avoided by charging a flat royalty as now universally charged throughout the United States. It is not uncommon to reduce the royalty when the production of the wells becomes unprofitable at an existing rate of royalty, accomplishing very much the same results as Mr. Johnson has attempted to accomplish by the cumulative royalties, and probably in a manner far more satisfactory to the operator and the lessor. A. C. MCLAUGHLIN, San Francisco, Cal.-The net revenue of the well depends, first, on the cost of production; second, on the amount of oil produced; therefore it would be impossible under Mr. Johnson's system to set a royalty which would be fair to all concerned. If it is impossible to set it at the beginning, it is certainly further impossible to do it from day to clay. I think it is entirely impracticable of application.

(communication to the Secretary*). -I have read this paper with considerable interest and agree perfectly with Mr. Kranz that steel for castings made in an electric furnace is not necessarily, because of that fact, all good steel, and also that the qualities which he mentions, such as absence of segregation, elimination of `sulphur, great tenacity, etc., can be obtained in an electric furnace if operated under proper metallurgical conditions. An unusually low content of sulphur in steel for castings is not, of course, an absolute necessity and the range of this element usually obtained in steel made in basic open-hearth furnaces is sufficiently low to meet all physical requirements. It takes off an average of 20 per cent. water besides topping the oil. Part of the crude oil is run through an electrical separator before running to the topping plant, but the entire crude averages about 20 per cent. when it enters the topping plant. DAVID T. DAY, Washington, D. C.-I suppose most of the work contemplated in these large topping plants is simply to deal with topping the oils with only a small percentage of water in them. A. F. L. BELL.-Not more than 2 per cent. of water can be handled in ordinary stills without causing trouble. At our Gavotte refinery, where the oil runs from 15 to 30 per cent. water, we carry 20 lb., pressure oil our stills to hold the framing down, we can do that with small stills, with large one's it would not be safe; but with a retort, the quantity of water contained in the oil does not affect its working. It simply means additional fuel to evaporate the water.

Y.-In the historical part of the development of the caving system discussed by Mr. Blackner, I notice the absence of one man's name, Charles Henroten. Mr. Henroten used the caving system in South Africa in the. Kimberly mines, and realized from his work there that ground would cave when properly prepared. I think it is due him that his name should be mentioned in connection with an exposition of this system in America.

Discussion of the paper of A. N. MITINSKY, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1697 to 1705. LAWFORD H. FRY, Burnham, Pa. (communication to the Secretary*). -The author assumes that the proportional limit and the elastic limit are coincident or very nearly so, and then further assumes that the stress corresponding to these two points is the least stress which if repeated will cause failure. The point is extremely interesting and it is to be regretted that the author did not quote experimental data to show the relation between the limit of repeated stress and the other properties of the material. The author's suggestion that a steel of poor quality may have a normal value for the yield point and tensile strength (see Fig. 2) and an abnormally low elastic limit, and that this will correspond to a low resistance to repeated stress, may account for a number of failures of axles in which the tensile tests show normal physical properties. If so and if a determination of the proportional limit would have eliminated the material before it was put into service, this determination will merit most earnest attention. It appears, however, that considerable further research is necessary before any definite conclusion as to the quality of a steel can be drawn from its proportional limit. Mr. Mitinsky's paper is extremely interesting and if it stimulates thought and work along the lines indicated, it may prove of considerable practical benefit. H. V. WILLE, Philadelphia, Pa.-The paper discusses the difference between the proportional limit, or elastic limit, and the yield point, and refers to the fact that much harm results from confusion of the terms yield point and elastic limit. Similar confusion has arisen in this country; the American-Society for Testing Materials does not even consider the elastic limit and proportional limit to be identical and recently adopted the following definitions:

Pulverized Fuel Combustion The apparatus shown in the illustration is a complete equipment f r supplying coal to boiler and metallurgical furnaces, cement and lime kilns, dryers, and to all furnaces requiring a temperature and quality of fame under prompt and easy control. It is claimed that the Aero Pulverizer makes practicable the highest efficiency obtainable from burning coal. It makes coal burn like a gas, a flame, the physical and chemical character of which is regulable- a flame that may be elongated or shortened, thus placing the zone of highest temperature where needed- a flame that may be made oxidizing, reducing, or neutral, as occasion may require. The coal is burned as pulverized, and there is no storage of the powder with its attendant hazard. Artificial drying before pulverizing is not necessary if the coal supply be sheltered from rain and snow. Where the Aero is used, it is wholly a furnace question whether a dryer should be installed; it is not at all a pulverizing or storage question. Labor is reduced to a minimum. Slack coal at low cost yields its last B.T.U.

For the proper discussion of this subject it is necessary to incorporate in this paper the substance of part of an article published by rite in Metallurgical and Chemical Engineering for January, 1915. Several years ago, while I was thief chemist for a malleable-iron company, it occurred to me that the mere regulation of silicon was not sufficient to produce the desired degree of chill. But only after repeatedly encountering this fact in befit open-hearth and air-furnace, as well as cupola metal, was I led to regard variation in the total carbon as the principal cause of disturbance; and I resolved to determine the total carbon as well as the sill on ill every heat, and by a carefully prepared test piece to gauge the approximate degree of chill. PRIOR to 1908 the oil production in the State of California, had been almost entirely a heavy fuel, oil, with a high flash point, hut changed within a-short period to a large percentage of refining oil with a low flash, by reason of the coming in of the Santa Maria field, the Midway field, and the increased production of the Fullerton field. This is clearly shown in the following tabulation of California's production: Year Barrels . The Library of the above-named Societies is open from 9 A.M. to 10 P.M. on all week-days, except holidays, from September 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The-Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend .a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining reports maps privately issued, and similar material, which will he classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and. assurance is given that most careful service will be rendered to them.
