PERSONNEL work is a term recently introduced to cover the great variety of activities in industrial work that deal with the human factor. Much attention has been focussed upon individual phases of personnel work, such as accident prevention, sanitation, "welfare" work, reducing labor' turnover, and so on. In most cases these activities have been carried on as though they were distinct and separate fields; as a matter of fact, they are only different phases of the single problem of human engineering, and each has important and fundamental relations with the others. Thus, for example, high labor turnover is one of the most .important causes of a high accident rate, and unsatisfactory housing conditions are an important cause of labor turnover. In the early stages of the study of these problems, it was necessary to take them up separately; the time has now arrived at which it is desirable to consider them as a whole in order to bring them into the right relation to each other. When thus considered as phases of an interrelated whole, they may be grouped as personnel work. A discussion of the importance of personnel work as a means of in creasing dividends in industry may be objected to by some as a too materialistic way of looking upon work that is humanitarian. Nothing could he more mistaken than such an opinion. Humanitarianism, per se, has no place in industry, and nothing is gained and much is lost in pre tending that it has. The only reason why a corporation engages in business is to make profits, and any activity of the corporation that does not tend either directly or indirectly toward that end is poor business. It is equally poor business to overlook any activities that do tend indirectly to the making of profits. On this basis, personnel work can be justified as a corporate activity; there is no justification whatever for abstract humanitarianism from the business standpoint. One characteristic of the American workman is a general high level of intelligence, and it is an insult to intelligence to ask a man to believe that anything so impersonal as a corporation is really desirous of benefiting

The Library of the above-named Societies is open from 9 A.M. to 10 P. M. except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The tine spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape.

FOREWORD THE problem of concentrating the disseminated lead ore of southeast Missouri is extremely simple. The economic mineral is galena and the gangue is dolomite. The ore assays from 4 to .6 per cent. lead, 80 per cent. of which is recovered in a 70 per cent. concentrate.. The ore is crushed through 10 mm. and sized on 2 mm.; the oversize is jigged, while the undersize is tabled, and the slime treated by flotation. The district is the largest lead producer in the world, the output of metallic lead for the year 1915 being 183,906 tons. Over 20,000 tons of ore a day is being treated. The management of the different properties is progressive and always open to suggestion. The fact; however, must not be lost sight of, that the problem in the district is peculiar, as the average ore contains but 80 to 120 lb. of a metal normally selling at about 4c. per lb. The low price of the metal limits the treatment system to one of low cost. An elaborate treatment is neither logical nor advisable. An engineer first visiting the district may consider that the method of treatment could be improved

The mines of the New Jersey Zinc Co. in New Jersey, are situated in the northern part of Sussex County, at Franklin, formerly Franklin Furnace, and also at Ogdensburg. The mine at Ogdensburg is still in the development stage, but the, mine at Franklin, with which this paper deals chiefly, has been a steady producer of high-grade zinc ores for many years. The town is about 50 miles from New York City, among the foothills -of the Kittatinny Mountains. It is equipped with water supply (filtered and chemically treated), good roads, electric lights, efficient police protection and excellent schools, including a new vocational high school. For a mining community, the conditions and location are far above the average. Franklin Furnace Folio, No. 161 of the U. S. Geological Survey, describes the geology and mineralogy of the district in detail, so that merely an, outline of the main characteristics of the orebody need be given. The

THE earliest mention of the sulphur deposits in what is now Culberson County, Texas, seems to be contained in "Explorations and Surveys for a Railroad Route from the Mississippi River to the Pacific Ocean, United States War Department, 1853-54." Captain John Pope (he was not commissioned Captain until 1856) had charge of one of the divisions of the Survey. In his report on the geology of the route, William P. Blake noted the analysis of a greenish earthy powder from the bed of Delaware Creek, at the springs, which contained 18.28 per cent. of free sulphur. The report states: "From the chemical examination of the waters of the spring, by Dr. Booth, it appears that chloride of sodium is the principal solid ingredient, but considerable quantities of sulphide of sodium are present. * * * * * The waters from the springs examined by Dr. Booth were alkaline, but it is possible that some of the springs are acid; and in this case the precipitation of sulphur would ensue on the mixture of the acid waters with those charged with alkaline sulphurets and the origin of the deposits of sulphur would he thus explained." This is the first reference to the existence of sulphur in that region, the first mention of the character of the water found there and the first suggestion as to the' origin of the deposits. The possibility of the existence of acid waters was confirmed by E. M. Skeats, nearly 50 years later.1 In this publication, Skeats says that the water from the sulphur deposits in Section 11, Block 114,, Township 5, contains 79.08 grains of free sulphuric acid per gallon. This locality is about 13 miles (21 km.) south of Delaware Creek and about 35-miles (56 km.) east of the Delaware Springs. The next published reference to the existence of sulphur in Trans-Pecos Texas is in the First. Annual Report of the Geological Survey of Texas, 1889, page 226, where W. H. von Streeruwitz mentions that sulphur is found in that region, but gives no further information. In the

THE following paper has been prepared with the object of placing on record in the Transactions some facts concerning the present condition and future prospects of the coal industry of Illinois. In presenting it, the writer wishes to say that a considerable amount of the material contained is taken from the publications and records of the Illinois Coal Mining Investigations, the annual Coal Report of the State Mining Board, and the work of the State Geological Survey. Coal Beds and Mining Methods According to the latest maps of the State Geological Survey, there are only 19 of the 102 counties of the State some portion of whose territory is not within the borders of the coal measures. If outlying areas in Calhoun and Whiteside Counties are considered, the number is reduced to 17. This does not mean that all of the 85 counties that are partly or wholly underlain by coal measures will become producers, as there are some portions of the State in which the coal does not occur in beds of such thickness as to warrant the hope that it can be mined. The mining of coal is widespread, however, for in 1916 there was production from 51 of the 102 counties of the State. There seem to be no cases in which operations will be limited by depth, as none of the coal measures lie at depths much greater than those at which it has been proved that coal may be profitably mined in this field. In fact, the deepest shaft reaching a bed of bituminous coal in the United States is located in this State at Assumption, where coal only 3 ½ ft. (1.07 m.) thick is worked at a depth of 1004 ft.. (306 m.) The coal beds occur in the form of a basin which is deepest along a line extending through the central part of the State and bearing a, little west of north. The northern, western and southern borders of this basin lie within the boundaries of the State, but on the eastern side the Illinois field is continuous with the Indiana field. THE structure of wrought iron as usually described by metallographists and workers in metal in general is that of a fairly pure iron. Impurities, if present, are usually considered as being in solid solution in the crystals of the ferrite matrix or as forming part of the ever present "slag streaks." Attention is herein directed to one type of these dissolved impurities; to the detection of such impurities, particularly in low-grade irons, and to their possible influence on the physical properties of the metal. The attention of the Bureau of Standards was first directed to wrought iron of the peculiar and unusual characteristics to be described later, in material which had failed in service and was submitted for test. The examination was extended to other grades of wrought iron, to see whether such features are of common occurrence in this class of material. MICROSTRUCTURE OF WROUGHT IRON Usual Structure The general microstructure of wrought iron is so well known that a detailed description of it here is needless. There is shown in Fig. 2 the structure of a sample of Swedish iron which illustrates well the matrix of ferrite crystals in which are embedded the slag threads so characteristic of the puddling process and the subsequent working of the material. The usual commercial product contains varying amounts of the impurities commonly associated with iron and steel, i.e., manganese, phosphorus, silicon, and sulphur together with small amounts of carbon. Of these, the larger part of the phosphorus and some of the silicon present are held in solid solution in the ferrite while most of the remaining impurities, other than carbon, exist in the inclosures of slag. Aside from the discontinuities introduced by the slag streaks the ferrite matrix has the microstructure and appearance of a pure metal. No definite orientation of the various crystals or grains is apparent; deep etching of the specimens reveals no intracrystalline features (i.e., within the grains) other than those noted in "pure" metals in general (etching pits).

INTRODUCTION SOONER or later in the development of any natural resource it becomes highly desirable to know the quantity of this resource in the country as a whole, as well as of the part that is being developed, for the general course and. conduct of the development work must be governed to some extent by the total supply available. An accurate estimate of the quantity of any natural resource is difficult to make; yet if one is diligent enough one can obtain a pretty accurate idea of the quantity of marketable timber, the acreage of tillable land, or the horsepower that may be developed from the streams, for these are things that may be measured. But any attempt to estimate the quantity of some mineral in the ground appears to enter the realm of imagination and it seems that the estimate can be nothing more than a blind guess. It may appear to be especially futile to attempt to determine the quantity of oil and gas that is available in the ground, for these minerals are so vagrant that even if the quantity now available should be known quite exactly, the quantity that will eventually be obtained may be much less, for certain losses in the extraction of both oil and gas are unavoidable, and just what these losses will be cannot be predicted. Though necessarily inaccurate, estimates of such mineral reserves are, however, of distinct value, for they summarize the existing knowledge of the deposits of the mineral and thus enable those who are interested in some industry that depends in one way or another on this mineral to formulate a rational commercial policy. Some time ago, when the price of gasoline suddenly rose in a rather spectacular manner, the writer was one of the U. S. Geological Survey geologists called upon to help to estimate the quantity of oil that could be obtained in the United States, for the fear had become widespread that perhaps the rate of increase in the price of gasoline was a measure of the rate of depletion of the supply of petroleum. Introduction BODIES of pyritic ore in schistose rocks have long been known in different parts of the world. The several occurrences resemble each other in being usually of more or less lenticular shape, inclosed in walls of schist or gneiss, and carrying pyrite, chalcopyrite, and pyrrhotite in varying proportions, as the chief ore minerals. The deposits differ, however, in that sometimes one, sometimes another, of the three sulphides mentioned may predominate. The orebodies in general are more or less closely conformable with the schistosity of the wall rocks, although in cases this may not hold true. The boundaries may or may not be sharp, but in general are fairly distinct. The lenses vary in size, may occur singly, or in groups; in the latter case they may be in line, overlapping, or occasionally parallel. Pinching and swelling of individual lenses is not uncommon. The genesis of these pyritic bodies has provoked much discussion, and they have been variously classed as sedimentary, igneous intrusions, hydrothermal replacements or impregnations, etc. Indeed, in some cases different geologists have most positively assigned widely diverse origins to the same deposit, as in the case of Rio Tinto 1 and Rammelsberg.2 It is true that in the light of modern criteria, we have been able in a few cases to decipher clearly the process of origin and so there seems no doubt now regarding the genesis of the deposits at Rio Tinto, Spain;3 Rammelsberg, Germany ;4 Ducktown, Tenn.;5 southwestern Virginia;6

INTRODUCTION MANY different shapes of drill bits are in use with hammer drills, but little definite information is available whereby to judge which one of these shapes is the best. The following investigation was undertaken in order to determine what effect, if any, the shape of the cutting edge has on the cutting speed and wearing qualities of drill bits. The bits tested were those in common use, namely, the 4-point or cross bit, the 6-point bit, the Z bit and the "Carr" bit. The rock in which the tests were made was the red granite from southeast Missouri. It is a coarse crystalline granite containing an unusually large amount of quartz and is extremely hard, and on account of its uniform texture is admirably adapted to this work. While tests in other rocks might show somewhat different results, nevertheless it is the opinion of the authors that the relative cutting quality inherent in the shape of the bits would be the same in all rocks. Other qualities, such as mudding freely, freedom from fitchering, etc., might make one bit more desirable than another in softer rocks. DESCRIPTION OF BITS TESTED The 4-point bits were the usual shaped bits commonly made on the Leyner sharpener with 14° taper on the wings and a 90° angle between cutting edges. Some tests were run at 85 lb. pressure with a 4-point bit made with a 5° taper on the wings. This was made by using the Carr bit die. The 6-point bits were the usual shaped hits made on, the Leyner sharpener. The Carr bits were made with a 5° taper and an angle of 100° between cutting edges.

AMONG the many cases of replacement of one mineral by another, that of quartz or silicates by pyrite, or even other sulphides, is not uncommon, but the reverse of this process does not appear to have been recorded, even if it has been observed. It, therefore, seemed to the writer that the case described below was worthy of record. FIG. THE unprecedented high price of zinc ore prevailing through the early months of 1915 caused great activity in the Joplin district of Missouri. The Media mill is conspicuous as one of the first of the new "big mills" of the district. The mill was built over a mine previously worked but abandoned in 1912 because of the leanness of the ore and the large quantity of water encountered. The ore prices prevailing-$100 a ton in June, 1915, as against $50 in 1912-favored the new undertaking. The mill was designed for good recovery so that it might operate in times of depression. In design and equipment, the mill is exclusively local in conception and construction. Former Exploitation The tract of land is a part of the large Guinn holdings; 70 acres are comprised in this particular lot, which is situated just a mile north of the center of Webb City on the Alba line of the Southwest Missouri Electric Railway. The ore lies 242 ft. below the' surface at the top of the knoll which is surrounded by the well-known properties: Black Cat, Ground Floor, Florence, Hurry-Up, Electrical and Mercantile. Since the abandonment, in 1913, of the Yellow Dog. a bit farther to the north, the Black Cat, Ground Floor and Florence workings had been flooded. However, as there was no cut through from this side into the area it was proposed to exploit, it was thought that moderate pumping facilities would take care of the water.

The members of the Institute living in the lower Mississippi Valley, I extend a hearty and cordial invitation to their fellow-members to meet with them nest October, in St. Louis. They believe that it will be a meeting of singular interest, inasmuch as the district in question can show in active production almost all of the more useful metals and non-metals. Perhaps too few know that the Southeast Missouri District, about 80 miles south of St,. Louis, and to which a special trip is planned, is the largest lead district in the world. It was that before-the European war, and, now that the production of lead has greatly increased abroad, and has correspondingly increased in the United States, this is one of the most interesting of all lend districts. MINE models have three distinct uses: 1. As exhibits in expositions and museums. 2. As exhibits in law suits. 3. As illustrations in teaching mining engineering. All three uses are in a sense educational. The third, or distinctively teaching function, has not been extensively developed in America as it has been abroad, chiefly because of the cost of the models and the scarcity of model makers. In connection with expositions, such as the Columbian, the Louisiana Purchase, and the Panama-Pacific, a number of very good mine and metallurgical models were prepared with funds furnished by State commissions, by mining organizations or mining companies. At the close of these, expositions, some of these models have been deposited in National or State museums or in educational institutions, but too many of them have been lost, or have been stored, away in some mining company's office or in the basement of some State building, where they have been lost sight of and have gradually fallen to pieces. A visitor to a German mining school is impressed by two facts: 1. The mining laboratories are in general inferior to those in America. 2. The mining museums are infinitely superior -to ours, particularly in models exhibited. One may reply to this comparison by saying that a museum is necessarily a work of time. From the historical standpoint this is, of course, true, but it is not necessarily true in connection with a working museum intended to illustrate current practice. For instance, the oldest mining school in Germany, that at Freiberg, has much excellent historical material, but very little on modern practice, while Berlin, one of the youngest German mining schools, has a most extensive and valuable collection of modern appliances and models. This is true in spite of the fact that one of the best-known model shops is at Freiberg, from which many of, the models to be seen in America have come. THE major portion of the work described in this paper was performed by R. W. Young,+ a graduate student in the department of Mining and Metallurgy, Sheffield Scientific School, Yale University, working under a cooperative agreement between the Hardinge Conical Mill Co., the Sheffield Scientific School, and himself. Since this cooperative scheme is at present in effect in the case of a considerable number of other students in the department and since it is the hope of the school that the privilege thus extended may be utilized even more freely in the future by mining and manufacturing companies, it may not be amiss at this point to give a summary of the general plan. Briefly it is as follows: A graduate student, whose undergraduate work in this or other universities shows promise of ability to handle research work, is chosen by conference between the company and instructor involved. The aim of the company in the agreement then entered into is to obtain the solution of one or more of the technical problems with which it may be confronted, or, at the end of 1 or 2 years, to obtain as an employee a man especially trained in its work. As. a means to accomplish one or both of these ends, the company furnishes the machine, apparatus, or material to be tested and pays the student during his graduate work a small salary, usually just sufficient to cover his living expenses, tuition and fees. The aim of the student is special training along a line in which he is particularly interested, the attainment of his advanced degree, and the chance to show to his future employer ability to handle such problems as may be presented to him. In return for the financial aid which he receives he agrees to devote at least half of his working time to the special problem submitted by his company. The other half is devoted to study of the collateral subjects required by the department for the granting of the degree which the student seeks. The student further agrees to enter the employ of the company in question at a wage not greater than that paid in like positions to recent graduates not specially trained and to remain with his employer at such wage for at least 1 year. If the student is to obtain a degree, the special work forming the basis of his investigation must be such as will involve real research and not mere routine manipulation. The subject is chosen by conference between the three parties to the agreement. The work is carried on under the direct supervision of the instructor involved. THE CHAIRMAN (ALBERT SAUVEUR, Cambridge, Mass.).-Any information likely to throw light on the constitution and proper treatment of high-speed steel in order to obtain maximum results, should surely he welcomed. All users of high-speed steel, I believe, will agree with the authors that, in order to obtain satisfactory results, it is not sufficient to heat all brands of high-speed steel to one and the same temperature; apparently very slight differences of chemical composition seem to call for marked differences in temperature. I think that all of us agree that a properly treated piece of high-speed steel should have a fine austenitic or polyhedral structure and that an appreciable quantity of free carbide may be present in the case of very high tungsten steels. What we seem to lack is a satisfactory method, quick and reliable, of ascertaining when the proper structure has been obtained. I think Mr. Bellis' paper is a step in the right direction. To the untrained eye, however, it is not an easy matter to select from some of his photomicrographs the one representing the best structure; for instance, in the case of steel A, we wonder why temperatures of 2,250 and 2,300 do not yield the same results, seeing that both structures are apparently alike, and the same might apply to some of the other samples. I have no doubt, however, that the experienced observer is capable of detecting structural differences that are not made plain here and by which he is able to select the proper quenching temperature. COLIN G. FINK, East Orange, N. J.-On page 68 the authors say that the use of a barium chloride bath to eliminate this difficulty has the disadvantage that the surface of the tool becomes decarbonized." I would like to ask whether they actually found that the surface was decarbonized, or whether they base this conclusion on softening alone? A. E. BELLIS, Springfield, Mass.-No, we have never demonstrated that it was a decarbonization, it is just the softening of the steel. The addition of ferrocyanide to the ferrochloride bath has been suggested. I think that is not altogether satisfactory, because the ferrocyanide bath changes composition very rapidly at these high temperatures, and it would be just a question of luck whether or not it had too much or too little ferrocyanide in the bath giving equilibrium with the carbon content.

THE purpose of this paper is a comparison, based on genesis, of the ore deposits associated with the igneous rocks of the central Montana Rockies. Considered separately, without attention to their origin, the orebodies appear to be distributed haphazard, with no fundamental laws controlling their position and character. It is believed, however, that if all the factors be weighed, this apparent confusion will to a large degree disappear. The, first essential to such a comparison is detailed knowledge of the individual mines, as to their geographic position (see Fig. 1), their mineralogical character, and in particular the derivation of their ores.1 The authors of this paper have pursued such an investigation for the past 6 years, and have accumulated a mass of evidence that enables a preliminary correlation to be attempted. HAYWARD.-I do not want it understood that I think that the conclusion that the time of tempering temperature is immaterial has been definitely proven, but since these are the first definite figures put out, I thought before continuing on more work ourselves, it would be well to present them as progress and for information. J. A. MATHEWS, Syracuse, N. Y.-I think that if Prof. Hayward would consult the paper of Profs. Barus and Strouhal,1 1885, he would find about 250 pages, mostly figures, on this subject, in which they investigated the tempering effect by electrical and magnetic methods. There are so many figures in the paper that it is very difficult reading. One point particularly brought out was that even at a low temperature, such as the boiling point of alcohol, about 60° C., there is a tempering effect, increasing up to 4 hr. One reason they obtained those results, with which the present authors are at variance, was that they started with a high-carbon steel which hardens thoroughly, whereas the steel Prof. Hayward and his collaborator used was a comparatively mild steel which does not take a great deal of hardening. About 3 years ago Mr. Stagg and I published 2 a few figures bearing on the same subject, but we used .a low-carbon alloy steel of high tempering qualities and found a great deal of improvement, particularly in ductility, by continuing the drawing up to 4 hr. We used a chrome-vanadium steel showing after heat treatment 250,000 tensile strength. On short drawing, we got almost no ductility, but by continuing to 4 hr., we raised it to 12 per cent. I believe Prof. Hayward's results are due to using comparatively mild steel, whereas Prof. Barus used drill rod and carried out a, wonderfully exhaustive
