The annual report f the Secretary of the Navy for the fiscal year, ending June 30, 1917, but including operations and recommendations up to Dec. 1 of that year, contains the following remark about the activities of the Naval Consulting Board. The members of the Institute who are members f this Board are William L. Saunders, Benjamin B. Thayer, Thomas A. Edison, Thomas Robins, Lawrence Addicks, Joseph W. Richards, W. R. Whitney, assisted by 47 other members f the Institute, in the capacity of associate members of the Naval Consulting Board. During the year, the work of this board, organized and approved by Congress in 1915, has increased very materially in importance and volume, its meetings have been frequent and the work of its individual members has been such in some cases as to occupy almost their entire time in the service of the Government. During 1916 and 1917, the E. J. Longyear Co. of Minneapolis, Minn., carried out a campaign of exploration for nickel-copper ore in the Sudbury District of Ontario. The work was initiated by W. E. Smith, a resident of Sudbury, who called the attention of W. J. Mead, Chief geologist. The E. J. Longyear Co., to the fact that explorable lands in the Sudbury District were still available. Five diamond drills were employed, and holes were drilled in the townships of Levack, Trill, Denison, Blezard; Garson, Falconbridge and MacLennan. The general map of the District, Fig. 1, shows the distribution of the lands chosen. As a result of this exploration, a large body of nickel and copper ore has been found in the western part of the Township of Falconbridge. This property lies in the eastern part of the Sudbury District, east of the Garson mine.

The Gulf Coastal plain of the southern United States is that area bordering for a large part, the Gulf of Mexico and extending inland and northward to the main interior highland region. It is more or less V-shaped and includes the States of Florida, extreme southern Alabama, all .of Mississippi and Louisiana, the eastern and southern half of Arkansas, and the eastern, southeastern, and southern portions of Texas. While the contents of this paper apply to. the Gulf Coastal plain in general, they are intended to refer more specifically to that portion of the plain included between the 90th and 97th meridians, and the 29th and 33d parallels, an area that may be described geographically as comprising western Mississippi, all of Louisiana, part of eastern and all of south-eastern Texas. It is within this area that numerous and prolific oil pools have been developed during the last 17 years.

The cost of labor turnover in industry is so large as to justify the adoption of almost any means to bring about its reduction. Intensive study has shown that faulty methods of hiring and discharging men is the most important factor in labor turnover. Complete control over hiring and discharging by the foreman is a relic of outgrown industrial conditions; centralized hiring permits this work to be put on a scientific basis and also does away with many serious evils that cannot, otherwise be reached. Centralized hiring does not impair the authority of the foreman; he hires his men from the employment office and discharges them back to it, instead of from and to the street. The employment manager, being a direct representative of the employer, tends to restore the former relation of direct intercourse between employee and employer that was helpful in avoiding friction between them. Being a specialist,, he is able to bring special knowledge and skill to bear upon the task of selling employment in his concern to desirable workmen; he is also able to give the foreign workman the special attention he requires. Employment managers have been used for the past few years by a number of large organizations, a few of which are engaged in the mining and rnetallurgical industries. They have invariably reduced labor turnover, in some cases to as little as one-tenth of what it had been. So great a reduction is due in part to other changes made in the light of the data made available by scientific study of the labor problem. In my former paper on personnel work' I advocated the more general use of the employment manager in mining and metallurgical enterprises as a means of reducing labor turnover. The form of organization recommended seems not be to understood by all, and I have requested the privilege of explaining it at greater length, since it is perhaps the most important factor of all in personnel work, and has a vital influence on the cost sheet of every industrial enterprise.

YouR committee's secretary submits the following report, or summary, to the members of the committee, in an endeavor to lay before them a general review of the information so far received and also his own knowledge of the work as carried on at a number of plants, this being done in part to secure further information and suggestions from members and lead to a more effective means of furthering the work of the committee. It is suggested that more detailed data be compiled regarding engineering features involved, and that papers be contributed which will deal with the safeguarding of underground electrical installations. There are few operating companies which have not started a more or less systematic campaign to safeguard their employees from accidental injuries and unhealthful surroundings, but a great deal is to be gained by experience. All may welcome the advice and cooperation of those who have been actively engaged in the work and have demonstrated the results obtainable by organized effort, and it is, therefore, exceedingly gratifying to note the ready assistance and hearty cooperation rendered by the companies that may be truly termed pioneers in the movement. No solution of the safety problem is to be found in a skrict standardization of methods, rules or devices, as the various mining, milling and metallurgical practices present too many conditions differing broadly in general principles, but some standard system embodying principles already proven to be efficient should be created, which may be modified or elaborated to meet specific requirements of each individual company, or to fit working conditions as they exist in the various mining camps throughout the country. An industrial plant is primarily a business undertaking, therefore the economic side of a safety or welfare campaign is of importance. Many small operators have been deterred from undertaking the work by their belief that it involved an expense beyond their means, and one that could not be counterbalanced by greater efficiency or saving along other lines. This idea is generally due to a lack of knowledge of the actual costs of such work, and of the results secured by judicious selection of a method commensurate with the size and nature of the opera-

During 1916, the St. Joseph Lead Co. milled 2,505,670 tons of ore. This is a daily operating average of 7855 tons. The economic concentration of such a large tonnage necessarily requires a plant equipped with modern machinery and operated efficiently. The milling process used in producing this output has been a gradual development through the long period of years that the company has been in existence. HISTORICAL SUMMARY OF MILLING PRACTICE Ore was first mined at Bonne Terre, Mo., in 1864. The early milling practice was crude. It consisted of breaking the ore into small pieces by hand, pulverizing in a Blake crusher and a pair of Cornish rolls to approximately minus 6 mm., and jigging in the old-fashioned hand jigs. Only the coarse heavy galena was saved, the gangue being shoveled off and discarded. The output for the first year under this method was only 240 tons of pig lead. The first mill of the company was a combination of extensions and additions built from time to time as the mines developed. It was a museum of early milling machinery, such as jigs, percussion tables, buddies, dolly tubs, log washers, etc., following no definite flow sheet. The chats, or tailings, were hauled to waste dumps by mule and ox teams, as much as 500 tons per day being moved in this manner, until a railroad was built in 1880. This mill was burned in 1883, at which time the annual output had reached approximately 7300 tons of pig lead. A new mill of 500 tons capacity was designed and built by C. B. Parsons. This mill has been admirably described by H. S. Munroe.' The ore was crushed in Blake crushers, Cornish rolls, through 6-mm. screens, and treated by jigs of the Parsons type, percussion tables and log washers, or trunking machines, for cleaning the galena. On Aug. 25, 1911, a rail failed on the Lehigh Valley Railroad, causing a disastrous wreck. The surface of the fracture was in a plane at right angles to the length of the rail. There was a dark-colored, oval spot on this surface, located on the gage side of the head, representing the part of the rail which was the first to fracture. The nucleus of this spot showed that the fracture had an interior origin. Other fractures of this kind, the peripheries of which had not reached the surface of the rail, presented surfaces having a (silvery luster. The darkened surface of the present fracture was caused, doubtless, by the air having had access to it. This fracture was recognized as a fatigue fracture, of a modified type, its interior origin having been due to a component in the rail which is not usually present in cases of fatigue fractures. The metal next the running surface of the head of the rail was in a state of internal compression, this being the component not commonly met with in other cases, and which caused the fracture to have its interior origin. For the purpose of giving this modified type of fatigue fracture a specific name, for identification, the term "transverse fissure" was applied. No mystery was thought to attach to its formation, or to its development. The explanation of its occurrence seemed obvious in the light of common knowledge upon the behavior of steel under repeated alternate stresses.' By reason of the state of internal compression at the running surface, the maximum tensile stresses in the head, ander bending loads, were along an interior element. Here the tensile strains were higher than in the fibers more remote from the neutral axis. Under such conditions the fracture of the rail would be expected to have an interior origin. A discussion of the subject of transverse fissures essentially becomes a discussion of fatigue fractures, since they are believed to be identical. The descriptive term employed, merely for the identification of this type of fatigue fracture, had the appearance of creating alarm. The work of an engineer is to direct natural forces so that the: bring about the results that he wishes to secure. Heretofore he ha concerned himself chiefly with physical forces and inanimate objects until he has secured a truly marvelous degree of control over them The great problem of the present age is to secure a like degree of know1 edge and control of the human factor. Progress has already been made along this line, but it is only a beginning. Wilhelm Ostwald says tha scientific knowledge enables a man to be a true prophet; but it must be remembered that a good many people do not seem to be able to main tain a high average in prophecy. In short, 'the average of knowledge is not equal to the average needs of the present time, but continually fails to keep pace with it. It has been aptly said that the really essentia need of the period is for more brains; if we only had sufficient knowledg and sagacity we could not only solve all difficulties, but prevent then from arising. This generalization holds good for an industrial organization. Th most vital need of the management is for more brains. The logica course for an engineer in charge of an industrial organization is, therefore to direct whatever forces may be at his command toward the development training, and guiding of all the brains in his organization. This is easie said than done, for it involves the carrying on toward two objective: the maximum of productive work, and the development of the individual who perform it. This is essentially like the rebuilding and enlarging of plant, keeping it in full operation the while. On the other hand, if th aim is merely for maximum production from an organization, withou offering opportunity for development, the final outcome will necessari be like that of a plant that is driven at full capacity without stoppin for repairs or improvements; it eventually becomes so run down th either a complete rebuilding is necessary or else it has to be abandone

Phosphate occurs in many places in Egypt, in two main zones: one in Upper Egypt, along the Nile Valley, principally on the right side, and one near the Red Sea coast. In the Nile zone, the principal layers of phosphate rock are to be found: in the mountains east of Mahamid (right side of the valley); in the hills near Sibaiya, also called Sebaieh (both sides); in the hills of Agula, Hagaza and Gurn (right side); and further on, along the camel road leading from Kena to Kosseir, a few miles east of Legheita's Oasis. Following that track, after having crossed the watershed, underlain by rocks like granite, serpentine, porphyry, and diabase, one comes again to the Cretaceous formation containing considerable quantities of phosphate, at Gebel Duwi, Gebel Nakheil, and Gebel Kosseir El Kadim, not far from the coast. More to the north, in the hills near Safaga Bay (Um El Uettat El Wasif) is another rich bed of the same formation. There are reports of phosphate existing near Suez and in the Sinai peninsula, and possibly some other zones can be traced or discovered in the future. The mines are well developed on the right bank of the Nile at Sharawna (near Sebaieh Station) and along the Red Sea coast, at Safaga and near Kosseir. Prospecting work has been done at Gebel Duwi, Gebel Gurn, Agula, Hagaza, and near Mahamid. The phosphatic formation in Egypt is quite variable, not only from place to place, but even within small areas. The phosphate is all of Cretaceous age, as is proved by the fossils found in it. It is considered to belong to the Campanian or, more appropriately, to the Maestrichtian series. The principal fossils are: Alectryonia Villei Coq. sp.; Roudereia Aures-sensis Coq. sp. = R. Drui Mun. Chalm.; Trigonoarca multidentata, Newton.; Cardita libyca, Zittel; Libycoceras Ismaely, Zittel; Nautilus sp.; Ancystrodon libycum Dam.; Corax pristodontus Ag.; Lamma biauriculata Zittel sp. Above the Maestrichtian beds, we have the Danian series, unconform-ably covered by Lower Eocene beds. Under the phosphate is a grayish marly clay, and beneath this, bluish-gray scaly shales resting on the Nubian sandstone (Santonian).

The fundamental reasons underlying the choicc of a method of mining a coal seam are safety of operation, cheapness of producing the coal and the character of the product as a saleable article. From the standpoint of safety, open or strip coal mining is always preferable, as many of the dangers inherent to underground work are absent, such as explosions of gas and dust, falls of roof and coal, and also to a great extent those due to haulage and the use of explosives, thus eliminating three of the chief causes of accident from which about 75 per cent. of the underground accidents in coal mines occur. The conditions under which coal is stripped also make the work much safer than ordinary quarry work, as the depth of the pit is usually comparatively small. Prom the standpoint of low mining cost, there is much misapprehension and many of the costs given are misleading in that they do not take into account such items as the destruction of the surface for future use, the full cost of the removal of the overburden, depreciation, amortization, coal depletion, loss of time through floods and from bad weather in winter, etc. Coal is no doubt often put on the cars at less cost by stripping than by underground mining, but by no means always so, as is too generally assumed. In some cases coal must be obtained by stripping or not at all, because the small amount of overburden renders underground mining impossible.

As it is probable that a large proportion of the members of the Institute attending this meeting are connected with the metalliferous side of mining, the writer thought that, as coal and coke are required for various purposes in considerable quantities by their companies, some particulars of the coal industry might be of interest, especially when visiting such an important coal-mining centre as Newcastle. It is proposed to deal with the matter from the mining and economic point of view, as the geology has been so well and exhaustively dealt with in various publications referred to in the bibliography at the end of this paper. In the immediate vicinity of the city of Newcastle the collieries are gradually being abandoned, and during the past few years the Wickham and Bullock Island, Stockton, Hetton, Newcastle Coal Mining Company's "B," and the Australian Agricultural Co's Sea pit, have disappeared from the coal-producing list of collieries. AIl of these collieries worked the Borehole seam, from which, up to date, the largest quantity of coal has been produced in the northern district.It is the bottom seam of any present commercial value in the Upper or Newcastle coal-measures, and although the coal-in this seam has not been entirely 'exhausted in the collieries referred to, they have been abandoned for various reasons. For example, although about 60% of the seam (18 to 20 ft. thick) was left in the workings in the form of rectangular pillars under the city of Newcastle, this was not sufficient to 1?revent'the subsidence which took place about twelve years ago.Again, large quantities of coal in the Borehole seam have been left to protect the shipping arrangements at the Dyke, and other...

THE following short paper on the Blair Athol coal-field will no doubt have a twofold interest to members from the fact that its main seam, known as the "Big Seam" of a maximum thickness of 91 ft without a band, is unique, being probably the thickestseam of high-grade clean coal yet known, and also because of the interesting problem it presents the colliery engineer-viz., which system of mining is the best to secure the highest economical extraction.Location - Blair Athol is a mining township in Central Queensland, situated at an altitude of about 1100 ft. above sea-level at the end of a branch railway line 74, miles from Emerald, on the Main Central Western line, and 240 miles by rail from Rockhampton.Geology - The coal-measures appear to lie in a shallow basin of about four or five square miles in area, surrounded on all sides by slates and schists, which are overlaid oh three sides by alluvial deposits of up to 150 ft. in thickness, and on the fourth by a thick basalt bed, as yet unproved, some miles beyond which the auriferous slates outcrop. These alluvial deposits have been largely worked in years past and gave high gold returns, the chief diggings being Clermont and Macdonald's Flats in the south, the Springs and Black Ridge in the north-east, and Yankee Creek and others on the west. The surface of the coal-fields may be described as unbroken, but undulating, with gentle southerly dip, the watercourses opening out into wide flats. Discussion of the paper of A. P. WATT, presented at the St. Louis meeting, October, 1917, and printed in Bulletin No. 130, October, 1917, pp. 1476 to 1563. THE CHAIRMAN (0. M. _BILHARZ, Miami, Okla.).-Mr. Watt's reference to sorting or hand-picking of the ore in the lead district, which is being introduced at Mine La Motte, is especially interesting. I believe, from my former experience in the district, that hand-picking should be practised to some extent by all the companies in the Lead Belt. I know that a great many thousand tons containing only very small amounts of lead are passed through the mills, which, of course, is not to the advantage of milling machinery. That procedure may be Warranted at times of high prices, but I think that hand-picking should ordinarily be adopted to some extent: ERNEST GAYFORD, Salt Lake City, Utah.-On page 1525, speaking of the settling of slime previous to treatment either on slime tables or by flotation, Mr. Watt states: "The settling area allowed per ton of dry slime varies from 11 to 16 sq. ft.-an average for the district would be about 13 sq. ft. of settling area per ton of dry slime. This figure applies when the, discharge contains 20 per cent. solids." Mr. Ramsey, of the Dorr company, is here and I would like to ask him whether a settling area of 13 sq. ft. per ton of dry slime per 24 hr. is not considerably above the average area of Dorr settling tanks, and whether 20 per cent. solids is not above the general dilution for that' capacity? I should also like to know what is the general average on slimes of that character. E. R. RAMSEY, Denver, Colo.-An allowance of 13 sq. ft. per ton does seem rather large. I am not familiar with the settling characteristics of the dolomitic gangue, but as an average over the country, I should say that 6 or 7 sq. ft. would be nearer correct for discharge at that consistency. DELANO, Bowie Terre, Mo.-We have had an opportunity to try our tanks at the highest capacity, and-find that by thickening the slime to 30 per cent. solids we average 12 sq. ft. per ton of dry slime. ERNEST GAYFORD.-DO you find any definite ratio between the thickness of the discharge and the settling capacity of the tank? Do you consider that the tank has a larger capacity if the discharge is 3 to 1 than if it is 50 per cent. solids? L. A. DELANO.-I think it has greater capacity with the thinner discharge. It depends a good deal on the density of feed to the tanks; in our case the feed contains 2.5 per cent. solids.

COMPRESSED air is held in high esteem by the mining engineer as a medium for the transmission of power. The transmission, however, is accompanied by a high percentage of loss. Of the total work done by the steam cylinder'in compressing the air inthe air cylinder, less than 50% is ultimately utilized by the machines underground. These losses are due to its essential and inherent properties as a gas. One of the sources of loss is that due to transmission through the pipes which distribute the air from the receiver to the various places where it is used. About twelve months ago, owing to the increasing quantity of stone and dirt being drawn frQm the Victorian State Coal Mine due to the large amount of dead work below ground, cutting, faults, etc, and to the increasing quan#ty of banded coal beingworked, the writer was forced to consider the question of economy in handling the spoil at the surface. The method in operation at the time was to run out level dumps fro,m the, tipping floor of the heapstead, or brace, and to tip most of the skips of stone in tipplers at the ends of the dumps, the remainder of the skips being side-tipped to widen the dumps.The method, whilst quite satisfactory for dealing with a few skips of stone, was found to be costly as the dumps extended, and the number of skips to be dealt with increased from 300. to 400 per day of two shifts;. therefore, in order to expedite thework and cheapen its cost, the writer devised an improved method which may be qescribed as follows :-(1) The stone is tipped into a hopper car which holds about 10 skips(2) The hopper car is hauled up an inclined dump by means of an electric winch.(3) The spoil is dumped from the car forwards or to either side, as required.(4) The car is returned to the starting point for a further load.Plate I Fig. 1 gives an idea of the construction of the hopper car. The purpose of this paper is to make public record of new information in regard to the sustaining power of artificial mine-roof supports (not timber props), the result of investigations recently made in the anthracite coal fields of Pennsylvania. First.—By the "Scranton Mine Cave Commission," appointed to investigate the mining conditions under the City of Scranton. Second.—By the "Pennsylvania Mine Cave Commission," appointed by the Governor to investigate the general subject of mine caves in the anthracite region of Pennsylvania. Third.-—By the personal researches and tests made by the author in an effort to secure a better artificial mine-roof or surface support. During the progress of the work of the Scranton Mine Cave Commission, the Engineers for the Commission, Messrs. Conner and Griffith, being aware of the general lack of exact information in the engineering profession as to the strength of the ordinary artificial mine-roof or surface support, and particularly the stronger kinds, such as mine cogs, rock piers, etc., had tests made at the Fritz Engineering Laboratory at Lehigh University, to determine the sustaining power under various compressions of the several kinds of artificial mine supports in use in the anthracite region of Pennsylvania. A report of these tests wasincluded in the report of this Commission, which was published as Bulletin No. 25 of the United States Bureau of Mines, Washington. A similar series of tests, more extensive and more elaborately planned, were subsequently made for the Pennsylvania Minc Cave Commission at the U. S. Government Testing Laboratory at Pittsburgh, Pa. The report of this Commission was made to the Governor, but has not yet been published.
