"The increasing realization of the fire hazards involved in the use of wooden shingles caused the National Lumber Manufacturers' Association to beginsome five years ago a search for a suitable fire-resistant paint. The problem was submitted to the Educational Bureau of the Paint Manufacturers' Association of the United States and work was started by Mr. Henry L. Gardner at the Institute of Industrial Research, Washington D.C. in collaboration with Dr. Herman von Schrenk, a timber expert of St. Louis.The results of this,work have been described by Heckel, in ""Asbestos"", (Heckel G.B., Asbestos in the Paint Industry, Asbestos, Vol. 2, July, 1920,pp.- 5-10).,,who gives the following formula for one of the colors as typical: It will be noted from this formula that ""asbestine"" forms 33% of the total liquid pigment by weight or 31.8% of the solid constituents. Hockel in the article referred to describes this paint,as ""asbestiform"" and assumes since ""asbestine"" is magnesium silicate it must be the chrysetile variety of ""Asbestine"", however, is not asbestos but is a trade name for a fibrous variety of talc mined in the Gouverneur district, St. Lawrence County, New York. This rather natural error persists through the article and credits asbestos with many desirable properties which are characteristics of talc."

"Introduction.Investigations of the oil shales of the State of Colorado were begun February 1, 1920, by the U. S. Bureau of Mines and the State of Colorado, under cooperative agreement entered into by the Bureau and the State, funds for which were provided by the State. The investigations are for the purpose of determining by large-scale Laboratory retorting tests, those conditions which will produce optimum yield of best quality products from Colorado shales. (For an outline of the work and description of the apparatus, see Gavin, Martin J., and Sharp, Leslie H., ""investigations of the Fundamentals of Oil-shale Retorting,"" Reports of Investigations, Bureau of Mines, July, 1920.)In the preliminary work which is usually required when a new material is being dealt with, certain physical and chemical constants of the shales being investigated, and their products, were determined; these data will be of much value not only to the thorough retorting tests now under way at Boulder, but to engineers who will design and construct oil-shale plants. While the figures presented in this report apply only to the shale used in the determinations, strictly speaking, the shale used was selected to represent, as well as possible, an average of the massive type of oil shale encountered in Colorado. The figures, therefore, can probably be applied with little danger of serious error to any massive Colorado oil shale which yields in the neighborhood of a barrel (42 gallons) of oil to the ton.This paper is based on a more complete article now being prepared in which experimental methods are explained in full, and complete experimental data. For the purpose of presenting the data with as delay as possible, it has been decided to anticipate the more complete article with the present report."

"The Republic of Colombia on December 30, 1919, enacted a new petroleum law. The Act is expressly limited to mineral oil, natural gas, bitumen, wax and fossilized resin and to asphalt intended for export.The law is not only intended to encourage local investors, but to attract foreign capitalists for oil development. Provision is made for a special edition ion of the law in such languages as the Government may deem necessary to give it extensive circulation within the country and abroad. The published editions must contain the provisions of the law relating to alienship and naturalization.All public lands, or what are termed unclaimed lands, are open to flee prospecting for the purpose of discovering the deposits named in the law, A prospector must obtain from the Government a, license which binds him to deliver to the Government topographic plans of the lands prospected, together with reports of their prospective yielding capacity. This license does not vest the li¬censee with any preferential right for contracting or leasing and may be drawn by the Government at any time.If a discovery is made by a licensee of any of the deposits named and he desires to exploit the same, he must present a memorial or application to the Ministry of Public Works, stating:- (a) the location and municipal district in which deposit beds are found; (b) boundaries of the zone of exploitation, which shall not be more than 5,000 or less than 1,000 hectares; (c) the names and nationality of all persons for whom the lease is sought and the action and time within which,they propose to make the exploitation; (d) the name of the corporation and its legal representatives with their residences; (e) if an alien, he must state his willingness to comply with the law relative to alienship and naturalization; (f) agreement to abide by all of the provieions of the law with regard to Government supervision, payment of taxes, rate of lease and causes of forfeiture; (g) the rate of rent or royalty that the applicant offers to pay, together with any other circumstances that may make the proposed lease advantageous to the Nation."

"Since the beginning of the petroleum industry in 1839, up to within two or three years ago, these has been a dearch of engineers who have had the fundamental technical training also sufficient practical experience so that they could compete with practical men. Need for Technical Investigations in Industry: As in the early stages of the mining industry, the petroleum industry has been rather slow in realizing the need for technical assistance and investigators in the development and production of oil lands. The rapid increase in consumption, however, during the past few years has accentuated this need more than anything else could have done. When it is realized that our production cannot longer keep pace with the demand, it is easily understood why it is imperative that be instituted which will tend to conserve and prolong the supply of oil from the fields now known. It is interesting to note from preliminary production figure given cut by the U. S. Geological Survey, for the year 1919, that the United States produced about 430,000,000 barrels, an increase of 22,000,000 or 6 per cent over 1918 production and also there was imported, chiefly from Mexico, a little over 52,000,000 barrels, making a total of 430,000,000 barrels, to satisfy the trade demand in the United States of which almost 6,000,000 barrels was exported. Stocks were not materially increased.Other significant facts regarding our petroleum industry, are that just recently the U. S. Shipping Board in soliciting bids for 24,000,000 barrels of fad oil to meet prospective needs, received bids for only 1,500,000 barrels at prizes ranging from 75 to 90 per cent higher than was paid last year. One large company on the Pacific Coast has stopped its export trade, and has notified consumers,of gas-engine distillate that they will no longer make deliveries of this product. This will materially affect the farmer, in many instances, through his use of the truck and tractor."

"Purpose and Nature of Tests:The rapidly increasing use of motor vehicles and trucks in the United States is creating an entirely new problem in the proper ventilation of tunnels, subways and other confined spaces through which such machines must pass. This problem has become of immediate importance because a tunnel 3,000 ft. long is being designed to pass under the Hudson River between New York City and New Jersey. Another tunnel at Pittsburgh 5,700 ft. long through the South Hills, is already under construction, and a third tunnel, 6,000 ft. between Boston and Past Boston is proposed. It is probably that other tunnels will be started in various parts of the United States in the near future.The ventilation of such tunnels is a serious matter, on account of the poisonous nature of automobile exhaust gases. It not uncommon to read about finding a man dead in his garage. Generally this happens on a cold, winter morning, after he has been running the engine with the doors and windows closed."

"There seems to be some confusion between the terms carbon black and lamp black, although in American lampblack is generally understood to be a soot formed by the smudge process. In this process oil, coal tar, resin or some solid, or carbonaceous substance is burned in an insufficient quantity of air, while on the other hand carbon black is a product resulting from the incomplete combustion of gas and is deposited by actual contact of flame upon a metallic surface.The various carbons, such as gas retort coke, oil retort coke, graphite, carbon black, lampblack, vine black, wood-pulp,black, willow charcoal, and blacks made from refuse material such as leather have different characteristics as to flocculence strength of color, and physical structure. These blacks are made by one of the following methods:(1) Formation by direct contact of a flame upon a depositing surface.(2) Production by combustion of an oil, tar, etc., in an inadequate supply of air; the soot is allowed to slowly settle out on the floors and the walls of the collecting chambers.(3) Carbonization of solids and subsequent reduction to a state of small subdivision.(4) Production by heating carbonaceous vapors or gases to a decomposition temperature by external heating with or without air in the forming chamber. This is usually referred to as cracking or thermal decomposition."

"Employee representation in the management of large mining enterprises was first introduced in organized form, by the Colorado Fuel and Iron Co. in 1915. Within the past few years a number of the larger mining enterprises have introduced similar systems and there is growing interest in the subject. This will be stimulated by the final report of the President's Second Industrial Conference, in which the following statement occurs:""The conference finds that joint organization of management and employees where undertaken with sincerity and good will has a record of success. The general principles governing such organizations are stated at length under the title 'Employee Representation. It is not a field for legislation, because the form which employee representation should take may vary in every plant. The conference, therefore, does not direct this recommendation to legislators but to managers and employees.""If the joint organization of management and employees in the plant or industry fails to reach a collective agreement, or if without such joint organization, disputes arise which are not settled by existing agencies, then the conference proposes a system of settlement close at hand and under Government encouragement, and a minimum of regulation. The entrance of the Government into these problems should be to stimulate further cooperation."""

A remarkable explosion of fire-damp caused by a discharge of lightning at the new shaft at the Sitalpur coal mine, has been reported by the Chief Inspector of Mines of India, who gave the following details: "The explosion occurred during a thunderstorm, and the evidence showed that a flash of lightning had, to all .appaarances, passed down the shaft causing disruptive disohalges at certain points between the guides and the winding rope, Tending the latter at two places situated respectively 228 feet and 278 feet frem the surface, The distance between the winding rope and the side of the shaft was 6 feet 4 inohes, indicating a spark gap;of this width, and an intensity of discharge which could not fail to ignite the explosive mixture of gas and air known to be present in the shaft."

FOR more than 2500 years, natural gas issues in the Surakhany district of the Apsheron peninsula were the object of pilgrimages by fire worshippers and Hindoos from Burma and India. Even as late as 1890, Hindoo priests conducted ceremonies in a temple at Surakhany, which probably replaced a more ancient one; but later, the visits of the pilgrims were prohibited in order to check the spread of Asiatic diseases in that region. For centuries, limited supplies of oil have been abstracted from shallow excavations in the Caspian oil belt and dispatched into the interior of Asia and elsewhere for medicinal and industrial purposes. Statistics show a yield of 37,400 bbl. in 1863, but only since 1869 has there been serious development; in that year the yield was 203,000 bbl. At that time, hand digging was supplanted by drilling, and the enormous wells that resulted from tapping sources hitherto beyond the reach of operators completely demoralized the industry for a time, owing to inadequate outlets for the products. The early activities in this area were greatly hindered by annoying taxation, monopolies, imperial land grants, etc., but when these were revoked or adjusted, in 1877, the industry sprang into prominence and, between 1898 and 1901, the Baku fields produced practically one-half of the world's supply of oil. Within a few miles of Baku lie the two richest oil fields in the world; viz., the Balakhany-Saboontchy-Romany and the Bibi-Eibat, the latter constituting almost a suburb of the city. For many years the gasoline obtained in the refineries of the Baku area was burned in pits, being considered an undesirable product, and until 1870 the residue also was destroyed, its value as a fuel not being recognized. Kerosene was the main product sought by the refiners. It was shipped across the Caspian Sea and up the Volga to the industrial centers of Russia. NEW ZEALAND is dependent on the outside world for its ferro goods, yet it can boast of at least two well-defined iron-ore deposits; namely, Para Para limonite, 3 Fe203 + 21120 also found as lower hydrated oxides, and Taranaki iron-sand, a combined magnetite and ilmenite, 2FeO + 2Fe203 + FeO + Ti02. This latter deposit forms the greater portion of the beach sands of the west coast of the North Island of New Zealand. It is so fine that the whole of a sample passed through a sieve of 40 meshes to the inch. The ilmenite cannot be detected by the microscope, as in the titaniferous ores of the Adirondacks, nor can it be magnetically separated, as in the titaniferous ore of Natashkwan, Canada. To all appearances it is a chemical compound of the double oxides of iron and titanium and not a mechanical mixture, as is the ore of the Adirondack deposits.

MUCH has been written concerning the hoisting equipment of various mines -throughout the country, but most of the literature on the subject, if not all, describes equipment of extraordinary capacity and the small and medium-sized outfits have been neglected. The hoisting equipment here described is capable 'of handling about 1200 tons per day. It has not been worked, to capacity, but 600 to 700 tons, together with men and materials, have been handled in two shifts without any great effort. Only one shaft extends from the surface to the lowest levels of the mine; see Fig. 1. It is composed of three compartments, two of which are used for hoisting and the third for water, air, and electrical lines, and for sinking purposes. In 1909, this shaft was raised from the 1000-ft. (304-m.) level to the 700-ft. There a station was cut and an air hoist installed. At this time all mining operations were confined to the upper levels of the mine; that is; above the 700-ft. The. ore was-dropped to this level through chutes from the 300-, 400-, 500-, and 600-ft. levels and then lowered in cars on cages to the 1000-ft., which is the main haulage adit, the mill and railroad bins being about 3000 ft. from the shaft. Orebodies were, in due time, developed on the 1000-ft. level and below. Therefore, in 1913, the shaft was sunk to the 1150-ft. level and thereafter sinking was continued at regular intervals until the 1500-ft. level was reached. But, hoisting from the 1300-ft. level was a difficult, and slow process with the antiquated air hoist, so, in 1916, it was derided to raise the shaft to the surface and install a modern, electrically operated hoist. This was completed early in 1917 and the hoist was in operation in March of that year.

THE town of Jerome is located in Yavapai County in north central Arizona. It has a population of over 6000 people and the two important mines of the district, the United Verde and the United Verde Extension, lie almost within its limits. Perched high on the southwest side of the Verde Valley, at elevations of 4800 and 5500 ft.. (1463 and 1676 m.), both mines have long tunnels from their lower levels through which ore is hauled to their respective smelters. The two smelter towns of Clarkdale and Verde, out in. the center of the valley and about 2000 ft. (609 m.) below, form part of the wide panorama that meets the eye at Jerome. This panorama and the topographic and surface features and the geologic formations are shown in a separate pamphlet. In the vicinity of Jerome, the great southern escarpment of the Arizona plateau forms the northeast side of the Verde valley. The general level of this escarpment, or "the rim" as it is called, is about 4000 ft. above the Verde River. A corresponding elevation is reached only by the, highest parts of the Black Hills, which bound the valley to the southwest. The two lava-capped mesas, known as Mingus and Woodschute Mountains, form the culmination of the Black Hills. That part of the old Black Hills mining district which lies between their crests -and the Verde River is now known as the Jerome or Verde copper district. However, if the smelters are not included, a strip about 7 mi. long and 3 mi. wide (11 by 5 km.) embraces practically all the properties belonging to the Jerome district. This strip lies parallel to and along the side of the Verde valley from about First View, 2 mi. northwest of Jerome, to the neighborhood of Allen Spring, near the south end of Mingus. Mountain. The rank of the district in copper production, as well as features of peculiar geologic interest in connection with the ore occurrences, entitle the district to much more consideration than it has received in the literature of copper mining. Arizona stands preeminent as a copper-producing state. In 1918, it produced four-tenths of the total amount produced in the United States, and nearly equaled the, combined production of its three chief competitors, Montana, Michigan, and Utah. Tats paper deals with work that has been carried on for over three years by the management and staff of the North Butte Mining Co. in an effort to standardize mining methods, to eliminate lost motion in the operating organization, and to improve the efficiency of the individual workman. Naturally, much of this work is an adaptation of ideas suggested by other mining operations or by practice in manufacturing and other productive industries. The studies, however, have developed some features that it is believed are new. Both new and adapted features are given in detail. The normal capacity of the North Butte mines is about 2000 tons per. day. Hoisting is done principally through the Granite Mountain shaft, which is 3740 ft. (1140 m.) deep and equipped with an electric hoist capable of hoisting 200 tons per hour from a depth of 4000 ft. (1219 m.). The lowest stoping level is the 3400-ft. The Granite Mountain shaft is connected with the Speculator shaft, about 850 ft. (259 m.) south, and with the Gem, about 1150 ft. (350 m.) east, which are 3000 (914.4 m.) and 2000 ft. (609.6 m.). deep, respectively. These two shafts are equipped with reversible fans for ventilation. The Speculator has a; steam hoist with a capacity of 150 tons per hour from the 3000-ft. level. The Granite Mountain shaft is concrete lined from the 1600-ft. to below the 3000-ft. level and gunited with cement from the 1600-ft. level to the surface. Sections of the Speculator shaft with a total combined length of 500 ft. (152.4 m.) are also concreted. There are approximately 36 miles (58 km.) of drifts and crosscuts in the mine, in which there are 15.2 miles (24.5 km.) of track. At normal capacity, about 75 stoping faces, 20 raises, and 30 sill development faces are working. Stoping is usually by the standard square-set method. Where the size of the oreshoot and character of. the walls permit, the rill (or cut-and-fill) system is employed.

THE mine operated by the United Verde Copper Co. is situated near Jerome, Ariz., on the eastern flank of the Black Hills, at an elevation of approximately 5500 ft. (1676 m.) above sea level. The mine and the town of Jerome are located on a steep hillside, which slopes rapidly to the valley of the Verde River. The smelter town of Clarkdale is situated in the Verde valley 4.1 mi. (6.5 km.) distant in an air line from Jerome, and at an elevation of 3560 ft. The two towns are connected by the standard-gage railroad of the Verde Tunnel & Smelter R. R., a subsidiary of the United Verde Copper Co. This road is 11 mi. long and has a compensated 4 per cent. grade. At Clarkdale, it connects with the Verde Valley branch of the Santa Fe R. R. The narrow-gage (36-in.) line of the United Verde & Pacific Ry. was, until 1919, Jerome's only rail connection with a main trunk line. This road connects with a branch line of the Santa Fe system at Jerome Junction, after traversing 26 mi. of mountainous country. From the time of its location, in 1876, until its purchase by Senator W. A. Clark, of Montana, in 1889, the United Verde mine was worked on a small scale and shipments of high-grade gold-silver ore were made from the surface workings. CHARLES CATLETT, Staunton, Va.-A great many important things have been said in an interesting way but the most startling, to me, is that for 25 years, the price has been in the neighborhood of $1.00, with a minimum of 86 cents and a maximum of about $1.25. It is evident that during all that time the price was inadequate. The amount paid to be divided between the land owner, the capitalist, and the laborer was too limited or too irregular to permit of a healthy condition; yet it is evident that the enormous industrial development of this country was fostered by this very cheap coal, probably the cheapest that has been provided in quantity in any country. I entered the coal business when the price was lowest and my interest and sympathy went out to the man who spent his days in the dirt and foul air of a mine and I was filled with schemes for helping. But at the end of the year, after exercising every economy and in blissful ignorance of proper depreciation and obsolescence, there was still only a profit of 1 cent per long ton for what I think is one of the best coals in the world, the best grade of New River coal. We are now paying a great deal more than we did a few years ago and probably will continue to pay more for some time; but any one who thinks we will not have low prices again is very young or very forgetful. Yet we must have larger profits if the industry is to be healthy, if the three parties to the production are to get adequate returns and be in shape to provide the improvements which will be needed to take the place of and supplement the man-power. This will come when the men are making so much money that the operator wants to replace the man by a machine, and when the operator is making so much money as to be in a shape to make the improvements. He will not put in machinery unless the machinery will save money. We have got to pay a higher prime cost for coal, but engineering skill will teach us how to handle it better and use it more economically, and the ultimate result ought to be of advantage to the public.

PETROLEUM is found in almost every province in Persia. On the northern frontier, along the southern shore of the Caspian Sea, it is found near Anzelli and Shakhtesar and gas at Khoremabad. Oil is also found at Gumush Tepe, northwest of Astrabad, on the southeastern shore of the Caspian Sea. Further inland, to the south of Astrabad, oil is found at Schahkuh-i-balae, also on the margin of the Khorasan desert at Semnan, 115 mi. (35 m.) east of Teheran. Along the western frontier, from northwest to southeast, oil is encountered at Ouschachi, north of Lake Urumieh; in the province of Azerbaijan, at Zohab, Khanikin, and other places in the district of Kormanshah in the province, of Ardelan. Further south, in the province of Luristan, oil is found east of Mendeli and in the Pusht-i-kuh districts. Considerable quantities of oil are also obtained from Schuster, Maidan-i-Naphtun, Ram-Hormuz, Beheban, which are almost on a straight line, running northwest and southeast along the foothills of the Bakhtiari Mountains. At Ahwaz, in the province of Arabistan, oil has been found along another range of hills whose axis also lies in a northwest-southeast direction. In the Fars province, boring for oil has taken place at Daliki, and indications of oil are found at Kheri, Fasa, Darab, and other places. A gas show is also recorded at Kuhi-Sung-Atush in this province, 30 mi. (48 km.) east of Darab. In the south of Persia, oil is encountered on. Qishm Island, also at Ahmedi and other places north of Bunder Abbas. On the southeastern frontier, oil is found on the Sarhad range of hills. Thus, oil indications have been noted over a distance of approximately 1100 mi. along the western and 700 mi. along the northern frontiers of Persia.

THE INCREASING scale of mining operations over the past decade, particularly in connection with the exploitation of large bodies of comparatively low-grade copper ores, has made necessary the study of the behavior of rock under failure. When extractions of as high as 40,000 tons a day are reached in steam-shovel operations and as high as 20,000 tons per day in underground mining operations, it is evident that excavations soon become of such size that the behavior of the rock will often be dependent on fundamental principles applicable to more or less homogeneous materials under stress, rather than on weathering or local planes of weakness. In the ordinary rock excavations encountered in civil-engineering practice, such as excavations for subways, highways, railroads, etc., rock faces are not carried to depths sufficient to develop any pressures, or consequently any failures, except those due to loose masses resulting from local planes of weakness. When, however, orebodies whose tonnage is measured by hundreds of thousands are to be extracted by steam-shovel operations in open pits, it is necessary to determine if possible in advance the slopes that the sides of the pits will assume, for these slopes influence the shape of the excavations and thereby the amount of ore that may be extracted by the open-pit method. When large orebodies are mined underground at depths of 300 to 500 ft. (91 to 152 m.) by caving methods, the surface subsiding as the ore is withdrawn, it is necessary to determine in advance the outermost limits of fracture in the subsiding surface, for on the delineation of these limits depends the location of surface improvements, mills, smelters, etc. and also the location of development work, such as hoisting shafts, main haulage levels, and all other underground openings that must remain undisturbed during the period of ore extraction. THE following note describing the behavior of copper under rather unusual conditions is offered here for its suggestiveness rather than as a complete study of the question. The examinations described were made because of a request for information concerning the embrittlement of copper when heated in a molten salt bath (sodium chloride) for the purpose of cleaning it, as well as for softening it. It is well known that metals may be rendered very brittle by electrolytic action, in aqueous solutions, in all probability by the action of nascent hydrogen, and it was suspected that perhaps the embrittlement of the copper by means of the molten salt was produced in a somewhat similar manner. It was found that the copper was in contact with iron (or steel) while immersed in the molten salt, through the occasional use of an iron stirring rod, iron forceps for handling the pieces, and an iron pot for containing the fused salt. In the electrochemical potential series iron and copper stand some distance apart, copper being electronegative to the iron. Assuming that the two metals bear a similar relation to each other, when immersed in a bath of molten salt, as they do in an aqueous solution, they would be expected to form a galvanic couple, the copper being the cathode. By this means the copper might be embrittled, as often happens in aqueous solutions, by the action of the liberated hydrogen. In this case, however, the embrittlement must be attributed to some other agent than hydrogen. To demonstrate how copper may be embrittled under these conditions, two small rods, one of copper and the other of mild steel, approximately 3/8 in. (9.5 mm.) in diameter, were immersed in a bath of sodium chloride that had been heated somewhat above its fusion point (melting point of sodium chloride is 819° C.) and an electromotive force of approximately 6 volts from a storage battery was impressed upon the system. THE MOGOLLON mining district, New Mexico, has received little public attention, although for 15 years it has been the leading silver producer of the state; it is situated in a region remote from the principal lines of travel, and its activities have usually been limited to the operations of two or three companies. The value of the total production of the district in the 44 years of its history has been estimated at $15,000,000. For the years 1904 to 1917, inclusive, the output was: gold, $4,370,000; silver, 10,042,000 oz.; copper, 874,862 lb.; total value, approximately. $10,500,000. In 1913 the district contributed 80 per cent. of the total silver production of New Mexico, but in 1917 only 41 per cent., due to serious interruption in the operations of the leading producer. Since 1914 the silver output has diminished one-half, and the present high value of silver is nearly offset by the increase in cost of production. The output of gold has rarely exceeded 35 per cent, of the total for New Mexico. The ratio of silver to gold, by weight, has averaged 46:1 based on the whole output of the district. LOCATION AND TOPOGRAPHY The town of Mogollon is 75 mi. (121 km.) by a poorly located highway from the nearest railroad terminals, at Silver City and Tyrone. All supplies are transported by motor trucks and teams. The area, sometimes called the Cooney Mining District, lies on the western flank of the Mogollon Mountains, which occupy the western part of Socorro County. The elevations drop steeply on the west to the valley of the San Francisco River, adjacent to the Arizona boundary. The topography is very rugged, the whole area being sharply dissected; deep canyons with steep gradients and rugged walls are characteristic of the whole western-slope of the Mogollon Range. IT HAS been known for centuries that iron and steel could be hardened by cold hammering and that the metal could be restored to the normal condition by heating to a red heat and cooling either rapidly or slowly with nearly pure iron and slowly with steels containing considerable carbon. The art of tempering steels is also very old. When a medium- or high-carbon steel is quenched from a cherry-red heat, the hardness is increased; this hardness can be reduced by heating to various temperatures below the lower thermal critical point, which is near 700° C. The present paper will not consider these old and well-known changes in iron and steel below the thermal critical range but will confine itself to the more unusual changes, some of which have been studied recently. Stromeyer,1 for example, in 1886, reports that both working steel and heat treatment of steel in the blue-heat range are highly injurious. Recently, however, some metallurgists believe that the straightening of warped steel forgings at a blue heat produces a beneficial effect on the metal.2 The Engineering Division of the National Research Council has constituted a committee on Physical Changes -in Iron and Steel Below the Thermal Critical Range, which has the following personnel: R.
