The Bureau of Mines motor gasoline surveys have been conducted in January and July, during 1920 and 1921. The Bureau has obtained and analyzed samples of gasoline representative of that marketed in the larger cities. These surveys have indicated that the gasoline on the market during the winter months is more volatile than that sold during the summer months. Naturally, the motorist desires a more volatile gasoline in the cold winter months, as it affords greater ease in starting. The fourth semi-annual motor gasoline survey, conducted during the month of July, shows an interesting relation between the market price and the quality of motor gasoline. This is particularly evident if figures obtained today are compared with those of a year ago. At the time the Bureau of Mines conducted its summer survey of motor gasoline last year, the average tank wagon price of gasoline was 28.2 cents per gallon. This year it was 21.2 cents, a drop of practically 25%.

ThiS investigation was undertaken primarily to establish the relations existing between temperature and mechanical properties in molybdenum, nickel, and an aluminum-copper alloy. Mlolybdenutn (m.p. 2500" C.) was chosen because it is partly similar to tungsten and partly similar to the common ductile metals. Also it is known to furnish, by proper treatment, a desirable material to use in studying relation of grain size and physical properties. The molybdenum used was of the quality that is drawn into wire 0.003 in. in diameter for use as filament supports in incandescent lamps; Chemical analysis shows less than 0.1 per cent. of impurities. Nickel belongs to the same class as iron. Its melting point is 1450" C. and an allotropic change at about 370" C. results in a loss of magnetism above that temperature. This feature made nickel doubly valuable for the purposes of these tests. The nickel used was obtained from the Driver-Harris Co. as 0.090 in. (2.3-mm.) wire, annealed; analysis showed 99.8 per cent. nickel and 0.150 per ccnt. iron. Aluminum is one of the low melting-point metals. Some tensile tests at clevated temperatures have been reported by Bengough but the possibility of learning more with the low temperature and sensitive apparatus available rccommendcd this metal. The samples marked A1 arc an aluminum-copper alloy that contains 3 per cent. copper, 0.42 per cent. iron, and 0.21 per cent. silicon. The presence of the copper somewhat coniplicates the analysis of the results; but the action of copper in aluminum has been studied so that its influence might have been foretold, in part at least. The material and analyses were furnished by the Aluminum Castings Co. The nickel wire, which was deformed at 400" C., was drawn under a bath of molten lead and through a die, which also was immersed in the bath. The labor policy of the Standard Oil Co. (New Jersey) is founded first of all on paying at least the prevailing scale of wages for similar work in the community; on the eight-hour day at the refinery, with time and one-half for overtime; one day's rest in seven; sanitary and up-to-date working conditions; just treatment assured each employee; opportunity for training and advancement; payment of accident benefits beyond the amount prescribed by the State compensation law; health supervision by a competent medical staff; payment of sickness benefits after one year's service; coöperation with employees in promoting thrift and better social and housing. conditions; and assurance of a generous annuity at the age of 65, guaranteed for life after 20 years of service. Most of these features have been a part of the company's policy for many years, but it is only during the past two years that the cooperation of employees in determining these matters has been definitely assured through industrial representation. Industrial representation, in the Standard Oil Co. (N. J.), is a principle rather than a procedure. It is built upon the belief that personal association of those interested in any problem leads to a mutual understanding and a fair decision as to what is right. Fully believing in this principle, representatives of employees and representatives of management evolved a simple plan, the basis of which is that it gives every individual employee representation at joint conferences on problems and fundamental principles affecting all those interested in the industry. It is based on cooperation, not antagonism; its operation makes perfectly clear both to management and to employees that their interests are identical, and not at variance with the interests of the stockholders, and that mutual understanding and cooperation insure progress and success for all. Furthermore, experience has definitely shown that representatives of the employees are not only alert for the employees' interests but are as keen as the representatives of the management in determining and insisting upon fairness to the employer. The furnace used for experimental work is shown in Fig. 1. One fireclay sagger, or pot, was set within another and the space between the two filled with Silox heat insulation. The hearth is a cast-iron plate with an imbedded ribbon of nichrome wire; this wire heater is connected to a potential regulator, which permits a very close voltage control. A mechanically driven arm is fitted with rabble blades so arranged that a uniformly thick ore bed may be maintained indefinitely. This arm is usually driven at about one revolution per minute but its speed of rotation can be varied as desired. Compressed air is led into the furnace through a meter, and it was found necessary to preheat the air in order to secure the definitely isothermal conditions sought. Early in 1917, it became evident, owing to existing and pending market conditions, that a substitute for crude petroleum must be found for firing the smelter furnaces. After a review of the plants then existing, it was deemed advisable to depart from their practice and to adopt the following described system of distributing pulverized coal to the furnaces. The principal advantages of the proposed system, which influenced this decision, were: (I) Equal safety; no pulverized coal is stored at the furnaces; (2) greater ease of operation, furnace fires being controlled by regulating valves in burner branches, as in gas firing; (3) better organization; all machinery, including pulverized coal feed, is under one roof, and the organization is separate from the furnace department; (4) greater cleanliness; all machinery is under vacuum; (5) greater flexibility of application, the coal and air mixture can be piped where needcd. The design of the plant is the result of the combined efforts of the local engineering staff and of the machinery manufacturers. Many new features were embodied in this design to insure greater safety, cleanliness, and efficiency of handling. After 14 months of continuous operation, the plant has proved entirely satisfactory. The building is of structural steel, covered with corrugated steel, with many windows and is painted light gray inside and out. The building floor is of concrete with ample drains to the sewer, and the building is equipped with fire and service water piping. Fig. 1 shows the east side of the building and the incline conveyor from the raw-coal bins. The plant is operated entirely by electric power. All alternating current is 550 volts, 3-phase, 60 cycles. The reclaiming of nietallics from slag and sweepings is of vital interest to every brass-foundry man, but the first cost and interest on the investment often make it prohibitive for the small foundry to enjoy the benefits of a complete concentrating unit. However, the cost of such an installation and the cost of operation are often exaggerated to such an extent that foundries dispose of their copper-bearing refuse at a great loss. This paper gives the actual costs and the returns obtained in the reclaiming plant used at the Ohio Brass Co. This plant is divided into two sections—the preliminary treatment and concentrating departments. In the former occur the screening, crushing, and hand-picking operations whereby rnost of the non-valuable and heavy metallic constituents are removed. The concentrating equipment consists of an elevator, bins, jigs, ball-mill, arid table. Preliminary Treatment The preliminary treatment varies, depending on whether the material is slag, foundry-floor sweepings, or brass casting-floor sweepings. Material of the first class is produced from the operation of six Steele-Harvey and six Schwartz furnaces; the second class represents sweepings from an average of thirty-five. molding floors per day: and the last is collected around the sprue cutters and knockout bench. Treatment of Slag The slag, analyzing 30 to 40 per cent. copper, is passed over a 3-mesh yard screen (Tyler standard mesh) stretched on an inclined rectangular frame supported by adjustable legs and equipped with a hopper which directs the undersize into a barrow. The fine product, running about 20 per cent. copper and representing 20 to 25 per cent. of the total slag, goes direct to a storage bin for concentrator frrd. The oversize is charged into a No. 2 Hill cinder crusher, which takes 175 to 200 11,. to a charge and crushes two charges per hour through 'a No. 4 riddle. It

Be if enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That deposits of coal, phosphate, sodium, oil, oil shale, or gas, and lands containing such deposits owned by the United States, including those in national forests, but excluding lands acquired under the Act known as the Appalachian Forest Act, approved March 1, 1911 (Thirty-sixth Statutes, page 9G1), and those in national parks, and in lands Withdrawn or reserved for military or naval uses or purposes, except as heroinafter provided, shall be subject to disposition in the form and manner provided by this Act to citizens of the United States, or to any association of such persons, or to any corporation organized under the laws of the United States, or of ;iny State or Territory thereof, and in the case of coal, oil, oil shale, or gas, to municipalities: Provided, That the United States reserves the right to extract helium from all gas produced from lands permitted, leased, or other- wise granted under the provisions of this Act, under such rules and regulations as shall be prescribed by the Secretary of the Interior: Provided further, That in the extraction of helium from gas produced from such lands, it shall be so extracted as to cause no substantial delay in the delivery of gas produced from the well to the purchaser thereof: And provided further, That citizens of another country, the laws, customs, or regulations of which, deny similar or like privileges to citizens or corporations of this country, shall not by stock ownership, stock holding, or stock control, own any interest in any lease acquired under the provisions of this Act.

That there is wide interest in the preparation and properties of metallic zirconium and its salts is indicated by the many articles recently published in scientific and technical journals and the many patents issued. The compounds of zirconium have numerous important uses and more uses will doubtless be found. In the course of the special work on rare metals that were of military importance during the war, the authors of this bulletin were detailed to the Golden mining experiment station of the Bureau of Mines to prepare metallic zirconium and to investigate its properties. A number of investigations in recent years have indicated that sintered or coherent zirconium metal is very resistive to acids; that it can be used for electrodes, and it probably will find metallurgical uses. A steel containing zirconium has been proposed for use in armor plate and automobile parts, and nickel-zirconium alloys have been suggested for high-speed cutting tools and for cutlery. Numerous articles in scientific journals have recommended the use of zirconium oxide as a refractory, an abrasive, a pigment in paints, and as an opaquing agent in enamel ware. The salts have been used in the textile industry' as a mordant and also for weighting silk. When the authors began their investigation, they found it necessary to collect all of the available literature on the general subject of zirconium and its compounds. Pure salts could not be obtained on the market, and in order to get these, as a preliminary step to the preparation of the metal, the literature had to be classified and the methods of preparing the salts investigated. Also, there was much difficulty at first in making satisfactory analyses, and this phase of the work received careful attention. As it was necessary to begin with a historical review of the literature, such a review is given as Part I of this report, and a bibliography is included as Part IV. References to the numbered items in this bibliography are made throughout the text, the usual footnote references being omitted. Analyses of the products and conclusions as to their purity are given under the descriptions of methods of preparation. A table showing the properties of the amorphous metal, and another showing the properties of the coherent metal, will be found under appropriate headings in Part II. No attempt has been made in the historical review to discuss fully all the published information about zirconium and its compounds, but only such material has been assembled as has a direct bearing upon the present work. Considerable difficulty was experienced in collecting this material because of the confusion of terms by various authors who perhaps did not thoroughly understand the chemistry of zirconium.

The output or oil and gas rrom the producing fields in the United States is rapidly deelining. Coincident with this decline is a steadily increasing demand ror petroleum and its products, but at present there are no commercial substitutes ror gasoline and lubricating oil. Undoubtedly, many new fields will be discovered in this country during the next rew years. Indeed, there may be periods or temporary flush production that ror a rew months or a year or perhaps two years will afford a surplus. Such peaks are temporary and should not be given too much weight in considering the relation between petroleum supply and our national lire. In considering this problem we must regard a long period or time, and, ir we do that we shall see that domestic production will be unable to keep pace with consumption. Hence, the public good demands t~at the highest efficiency obtainable be practiced in the production or oil. To accomplish this end, the operator or to-day should so organize his rorces ror development and production that he recovers every barrel or oil that can be recovered at a profit. This necessarily involves the use or eeonomical and scientific methods or development a:nd production and the elimination or waste. The Bureau or Mines has ror years urged the conservation or petroleum and its products, and has pointed out that -such conservation should start before the oil is brought to the surface rather than arter it is in storage tanks. Losses or petroleum underground have undoubtedly been rar greater than losses in storage, in transportation, and in refining. The quantity lost usually is indeterminate, and hence difficult to express in terms or money, but by remembering that entire oil fields have been ruined by invadIng waters some idea may be gained or the importance or underground waste. The petroleum engineer is coming to be recognized as an extremely important aid in the intelligent development or oil fields. In this paper an effort is made to outline ror the engineer and producer a field or work whereby science and engineering not only can but have been applied practically. The mining engineer has been the direct- ing hand in the development of mines, and it is being recognized more and more that the petroleum engineer has a similar function in developing oil properties. Thispaper aims to show the general method of procedure in studying underground conditions in producing oil fields and how such study may not only correct but even prevent great unnecessary losses. Such work provides the company with maximum insurance for the field against loss and is accompliphed at minimum cost and minimum risk. Throughout the paper reference is made to oil wells and oil fields, but to a certain degree many of the suggestions relating to oil wells are applicable in the care and protection of gas wells and in solving gas problems.

"Several writers have called attention, in the technical press, to the possible failure of flame safety lamps in coal-dust laden atmospheres. Such writers question the safety or a flame lamp that has been proved only in atmospheres containing methane, believing that the resistance of the lamp to explosion would be lessened it coal dust constituted a part of the explosive mixture.If this be true, it follows that any series of tests devised to prove the safety of flame lamps for use in gaseous and dusty coal mines should not only embrace tests in mixtures containing various proportions of methane, but also in some of the tests the effect of adding coal dust to the explosive gaseous mixtures should be investigated.Some attention has been given this question by investigators, but the more common practice has been to make all tests in gas and air mixtures only, using methane when it was readily available. Apparently the English Accident Committee (1879-1886) who conducted tests upon 250 different lamps did not use coal dust in their tests. The first British requirements for the testing of safety lamps, issued as a result of the Coal Mine Act of 1911, made no mention of tests with coal duet.The Austrian Fire-damp Committee (1890) conducted a series of tests in which coal dust was used in some of the tests. In certain tests, the addition of coal dust apparently lowered the resistance of the lamp 1 meter per second. The Belgium investigators, Messrs. Watteyne and Stassart, conducted a series of tests in 1904 in which coal dust was used in a few tests without any marked difference in safety."

"An important, function of the U.S. Bureau of Mines is to instruct miners in first aid, and as a means of promoting interest in it first-aid contests are held under the auspices of the Bureau, usually in coop; ration with other interested organizations, especially the American Red Cross, the National Safety Council and various operators' and Miners' associations. It was early found that the method of judging first-aid meets is one of the most vital factors in determining the degree of success of the meet.It may be safely stated that there is no method for the judging of first-aid contests that has proved ideal. A method that would give the most uniform judging would necessitate the rating of each team by the same judge or committee of judges and, in order that a judge may rate a team satisfactorily, he should see that team perform several events and average the ratings. Such a procedure is not practicable where there are many terms entered in the contest, as it would prolong the meet indefinitely. To overcome this objection the method has been tried of assigning separate judges to each team but this brings in a new factor the individuality of the various judges, some of whom rate closely, others loosely. The next development was to average the judging by having the judges rate different teams for each event. This would seem to solve the problem out it has been found, after using the method over a wide area for a considerable period of time, that the differences in the judging are too marked to be at all satisfactory. The next development was to appoint a committee of chief judges three to five in number especially trained and experienced, to aid the individual judges in rating the teams. This method has proved satisfactory at small meets but, as committee must review the work of each judge on each event, it has not been deemed feasible for a large meet."

"Distinction between Tripoli and Diatomaceous EarthMuch confusion exists both in the literature and in the trade as to the proper use of the terms tripoli, tripolite diatomeceons or infusoriai earth, and kieseigunr. All of these terms are often used synonymously by the trade and even in mineralogists and other reference books. Actually, tripoli is a ma- is a material of definite and distinct physical and chemical properties and all of the other terms belong to a different material with just as definite and distinct properties.Originally the term tripolite (loosely called tripole) was given to a diatomaceous cart from Tripoli in Northern Africa. Dena (J.D. Dana, A System of Mineralogy 6th Ed.) calls this material tripolite and gives no authority for the use of the terms tripoli. Between 1880 and 1890 the deposits near Missouri, were opened and the material placed on the market as ""Tripoli"" no doubt due to its resemblance in some respect to the original tripolite or diatomaceous worth from Tripoli. Since that time the term tripoli has with increasing definitenesss been reserved for the Seneca material and other siliceous of similar origin and physical properties, while all siliceous material of organic origin, containing dilators, has been called diatomaceous earth (or its synonyms infusorial earth, kiselguhr, etc.). Rottenstone is sometimes classed with tripoli."

"The town of Monson in Piscutaquis County, Maine is the, center of an important site industry. Monson slate has a nation-wide reputation, particularly for electrical switch boards, and the deposits have been worked for the manufacture of such products for many years. Open-pit quarrying is the method most commonly employed in obtaining slate. Underground methods have been used in the Peaon Bottom district near Delta, Pennsylvania, but the quarries that were thus operated are now abandoned. Underground methods have been used more extensively in foreign countries, the most famous example being the slate mines at Angers in France, where an over-head stoping method has been employed successfully for many it is only under special conditions that underground methods can be successfully used. If the deposit is wide and relatively thin, or if the material is too unsound to constitute a safe roof, open-pit methods must be used, for slate is too low-priced a commodity to justify the heavy expense of any timbering methods. It is only where the deposit is relatively narrow, of great depth, and sufficiently sound to afford a strong roof that ordinary mining may be employed.The best slate beds in two of the three quarries operated at Monson are no worked by underground methods. The chief bed worked by the Portland Monson Slate Co. is 10 feet thick, stands vertical and strikes N. 63º F. The slaty cleavage is vertical and crosses the strike of the beds at an angle of 5 to 10°. The grain or second direction of splitting is vertical and perpendicular to the cleavage. In addition to the 10-foot bed, to 2-foot beds and one 5-foot bed are available but are not now utilized. In the Monson Maine Slate Co. quarry (the old Pond quarry),a greater number of beds available, but at present quarrying is confined to a single bed about 9 feet thick which dips 30º S.E. and strikes N. 47ºF. The slaty cleavage is vertical and strides N. 45º F., while the grain strikes N. 45-50º W. and is also vertical."

"It has long been recognized that coke is a more desirable fuel than bituminous coal in water-gas apparatus of present design, but still considerable headway has been made in the use of the latter fuel as a substiaute for coke. This is particularly true in the Central States where the supply of high-grade coke has been very limited and uncertain during the past few years, and where coking coals of low sulphur content were available in quan¬tities. In fact, with, the present difference in price of coal and coke, it is possible to realize a marked saving when using a coking bituminous coal as generator fuel.Difficulties have been encountered in the use of such fuel, but they have, to a large extent, been overcome. One of the chief obstacles in the use of the more general utilization of bituminous coal for water-gas manufacture, is the fact that, with normal operation, the capacity per unit of time is reduced. This of course is a serious problem for plants operat¬ing at capacity with coke fuel. However, this difficulty can, to a large extent, be remedied by a changed method of operating, and can be entirely remedied by a combination of the latter with a change in the design (or proportions) of a water-gas set. The preceding statement, the reader will understand, refers more particularly to a carburetted water-gas set.In the manufacture of water gas from coke, present practice requires that for continuous 24-hour service the heat of combustion of all the carbon monoxide (CO) generated during the air blow be utilized in addition to the sensible heat of the gas coming from the generator. This is doubly true when making carburetted water gas from bituminous coking coal. The reasons why this is so are apparent when the following factors are considered."

"A recent premature explosion in a quarry that resulted in the death of nine men and the injury of several others, was directly traceable to a spark from a steam-shovel working under the face directly in front of the hole being loaded. This accident and similar accidents on record in the Bureau of Mines indicates the necessity for pointing out the dangers in quarries of explosives being ignited by sparks emitted from steam shovels and locomotives, and making recommendations for greater safety.Many premature explosions of which the following are examples, have resulted from sparks, both from steam shovels and passing locomotives. (A) The premature explosion occurred during August, 1920 at a limestone quarry, in a 100-foot drill hole, loaded with 1000 pounds of high-grade nitroglycerin and gelatin dynamites. This hole had been loaded with 500 pounds of 75 per cent strength gelatin dynamite, 300 pounds of 60 per cent straight nitroglycerin dynamite, and 200 pounds of 50 per cent straight nitro¬glycerin dynamite; but no steaming had been placed in the hole. The powderman loading the hole saw the spark enter the hole and was able to run a short distance before the explosion took place, thus escaping serious injury. The explosion of this first hole was transmitted to nearby hole similarly charged. The fall of rocks from these two holes buried the steam shovel and some of the gang of men working around it.(B) In September, 1909, in the Canal Zone, a steam shovel uncovered a misfired charge of dynamite. While the dynamite was being picked up the steam shovel continued working nearby. A spark from the shovel set fire to some loose dynamite spilled on the ground from the troken cartridges. This fire was transmitted to a hole which was being loaded close by and caused a premature explosion. One man was injured."

"Before discussing oil shales it may be well to consider briefly the conditions surrounding the petroleum industry in the United States, because these largely explain why so much interest is being manifested in oil shales. The United States is not only the greatest producer of petroleum in the world, its output amounting to about 65 per cent of the world's total production; but is also the world's greatest consumer, using more petroleum than it produces within its own borders. For the past four or five years it has been necessary to import oil at a continually increasing rate to make up the deficit between domestic production and domestic consumption. Experts who have made a close study of the future supply and demand for, crude petroleum are satisfied that under present production practice and with the development of possible undeveloped productive areas, the gap between domestic consumption and production will steadily .increase.As possible solutions for the impending domestic shortage of oil, various expedients are receiving attention. These may be grouped under three heads, as follows:(1) Temporary measures, such as curtailment of consumption, development of more efficient methods of production, and more efficient utilization of supplies of petroleum still available. It is unlikely that there will be any great curtailment in consumption of petroleum in the United States; rather, consumption will continue to increase unless a real shortage of oil actually forces curtailment of consumption. The other two possibilities mentioned deserve, and are resolving, serious thought. Much experimental work along these lines, some of which has already yielded excellent results, is being done. Obviously, however, any of these remedies are temporary ones only, so far as regards domestic production of petroleum."

Talc mining ·in the state of New York was first started about 1876, but important production did not start until 1880, when about 4,000 tons were shipped, In 1883 the production was about 6,000 tons valued at $75,000, or an average of $12.50 per ton, From this date the production gradually inc~eased to a peak of 93,236 tons in 1916, valued at $961,510 or about $10,30 per ton, In 1918 the production declined to 71,167 tons valued at $902,100, or about $12,70 per ton. For ma.ey years New York ,-Jas the largest producer in the United states, but in 1917 and 1918 its output was surpassed by Vennont in tonnage thou[;h not in value. In June, 1920, there were three companies producing talc in the Gouverneur district, st. La,1Tence Co'Ul'lty, and one near Natural Bridge.

"Numerous accidents are still being reported that have resulted from the delayed explosions in drill holes. Some of these accidents have boon due to retarded burning of the fuse, causing the charge to explode after the miners had returned to the face, but the majority have been caused by the minors drilling or picking into unexploded explosives, either in unexploded bolas or in broken rock. These are minimum recommendations. It would be preferable to allow a longer time, for fuses have been known to hang fire for twelve hours."
