The income of the Institute is derived from dues, subscriptions to MINING AND METALLURGY and sale of publications. These sources are fortunately supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion constituting endowments for especial purposes. Aside from the medal funds the principal endowments are the James Douglas Fund for support of the Library, the Rocky Mountain Fund and the Seeley W. Mudd Memorial Fund. The income from the two last named is available for the support of research and a variety of other purposes. It is allocated by the Board of Directors upon recommendation of standing committees in each case. An active effort is being made to increase the endowments of the Institute, it being felt that unusual opportunities exist for research and public and professional service through the organization and at a minimum of expense. ONE of the phases of mining wide ore-bodies, such as are found in Broken Hill, is the laying-out and design of the sill floor gangway timber, When, in the above operation, a detail has to be repeated frequently, it is desirable in the interests of efficiency that that detail should be standardized as far as possible. Before arriving at a standard design e.g., a crosscut layout-it would seem necessary to compare its strength with some other unit of timber and see that the general design is at least as strong as the unit that has been taken for comparative purposes, In these notes no attempt is made to calculate the stresses to which timber underground is subjected, but merely to draw a comparison between the relative strengths of the various cross sections of timber in common use underground.It has been assumed for the purposes of comparison that the milling exerts pressure in a vertical plane only, and is uniformly distributed over any area. A beam supported at both ends, and with a uniformly distributed load, has the maximum bending moment at a point midway between the points of support, and equals- WL2 8 where W = load per unit length. The federal taxes on incomes and excess profits are of course heavy. In 1917, the value of the mineral production of the United States was a little in excess of $5,000,000,000. The total of federal taxes for that year, for the mineral producing companies, as computed by themselves, amounts, according to tentative compilations, to about $207,000,000, and the total for the comprehensive group of mineral and metal industries to about $766,000,000, which figures represent respectively 9.5 per cent. and 35.1 per cent. of the total tax paid by all corporations. Because of greater complexities in applying the revenue laws to mineral properties than to most other industries, opportunity is afforded for wide differences of view. The taxes indicated above, therefore, are not final and may conceivably be very materially increased. For 1918, the taxes are expected to be still greater, but no compilations are yet available. Taxes at a high rate are to continue indefinitely. The subject is clearly of gravest import to the mining industry in particular. The Commissioner of Internal Revenue, who is charged by law with the administration and collection of the taxes, is determined that these functions shall be performed in a just and businesslike way. Fairness and finality are to be the chief objectives. In view of the peculiar conditions that attach to the tax program as applied to mines and other wasting industries, like oil, gas, and timber, the Commissioner has resorted to professional advice and assistance by manning a Sub-division of Natural Resources with competent engineers, brought in from the several industries, into whose hands he has placed for solution the technical questions involved. These engineers have a two-fold duty: (1) to devote to the solution of these problems their own knowledge and experience; (2) through their acquaintance with their respective industries, and with the men engaged in those industries, to focus upon these problems, by conferences and otherwise, the best opinion of the country. THe conversion of the beehive coke plants, in this country, to byproduct plants has been slow, because the coal supplies were near the centers of the steel industry. With the growth of this industry, especially with its development around Chicago, it became necessary to transport large tonnages of coal from the eastern districts and then convert it into coke. The losses due to transportation costs were partly offset by the value of the byproducts recovered. To save the transportation costs, it was desirable that the coal deposits of Indiana and Illinois be utilized. This coal had always been classified as non-coking; it was also considered unsuitable for the metallurgical field because of the high ash and sulfur contents. The conditions, however, were promising enough to start experimental and development work, which crystallized in the design of the Roberts coke oven. The fundamental features of most coke ovens, with respect to the application of heating gas and the recovery of byproducts, are the same and, in the last few years, the tendency has been toward the better application of heating to the walls, higher thermal efficiency, and, by the control of heating conditions, the increase of byproduct yields. Structural features also have been improved and the use of high-grade refractory material has allowed the use of higher temperatures with the resulting higher rated capacity per oven per day. Great improvements have been made in both recuperators and regenerators, particularly with reference to the individualizing of each oven with respect to its adjacent oven, so that each can be operated as a unit if desired. The highest development of the flue type of oven has been applying individual regenerators for the recovery of waste heat. After some research work, it was found that the high-volatile Illinois coals could be utilized for coke by obtaining the better application and control of the heating conditions in the oven. Most of this high-volatile coal that had been used gave a good coke structure under certain conditions. Jet is a substance of organic origin and has been defined by the U. S. Geological Survey as a "dense black lignite, taking a good polish, and sometimes used for jewelry". Jet is characterized by the lustrous, intense black surface it displays when polished. It is due to this property that the expression "jet black" is so commonly used to imply intense blackness.

FOR some time past keen interest has been shown in both America and South Africa in the mining drill-steel problem. This interest has extended to Australian mining fields, and Australian drill users, ever desirous of increasing efficiency, are vigorously attacking the problem. The writer has recently been engaged in the investigation of the problem on two of ,the biggest mining fields in Australia, and has formed very definite conclusions concerning the causes of many drill-steel casualties. He puts these views forward in the hope that they may be of interest to, both drill manufacturers and drill users. The subject is here dealt with mainly from the aspect of the properties of the steel and the modifications of these properties whensubjected to various manipulations. It is generally admitted that the drilling machine has greatly increased in power and efficiency during recent years, and the consequence is that the machine is demanding better service from the steel. This is being impressed on the drill users by an increase in steel casualties. This fact has led many mining people to the view that the machine has developed so rapidly that the steel maker has not been able to keep pace, and that consequently the steel isfailing by fatigue 0:1; so-called crystallization. This view is rather depressing. The writer, on the other hand, is inclined to discountenance fatigue as a serious factor under good normal working conditions where the steel is carefully manufactured and supplied to the user under suitable structural and sound conditions, and has subsequently received kind treatment at the hands of the drill sharpener and the drill user.It is not reasonable to attribute failures to fatigue until it has definitely been proved that the steel is fundamentally sound and is in the best structural condition to resist the stresses it is called upon to withstand, and, this being so, that all fundamental principles of...

THE following really forms the second part of, or a sequel to, a paper, " Ventilating Metalliferous Mines: a Method of Attack," read before the Broken Hill Branch of the Australasian Institute of Mining and Metallurgy in May, 1920. In that paper the writer advocated a consideration of the question of ventilation in metal mines from a different aspect to that 'which had hitherto prevailed locally. Various factors regarded as having an important bearing on the subject were set forth, together with the results of observations made during ventilation tests carried out at the mining department of the Zinc Corporation.During the subsequent discussion the question was raised of the possibility of any practical application of the method of attack described, and also whether the theoretical considerations mentioned were likely to be of any real utility to the mining engineer engaged in ventilation work in a metalliferous mine.

Defects in the interior of metal objects are troublesome to both manufacturer and user. For the former, they frequently increase manufacturing cost through the rejection of material when defects appear after considerable work has been done. For the latter, they often cause damage to equipment, personal injury, or loss of life when a part, which has passed all inspections and has been put in service, gives way because of a hidden flaw. Methods of testing that locate such flaws without subjecting the specimen to possible, if not actual, destl-uction are few; x-ray examination, whether fluoroscopic or radiographic, is one. Hitherto, however, x-ray examination has been restricted to objects of nearly uniform thickness and regular outline; the inspection of such articles as those shown in Fig. 1 has been inconvenient and unsatisfactory. AT THE beginning of December, the Lausanne Con-ference was in session. The representatives of the United States declared the American position. The representatives of Russia were received and were heard. The Turks appeared at this conference in the attitude of victors, dictating terms. The British refused to surrender Mosul, and December thus ended with this question unsettled. Early in the month the premiers of the principal powers met in London for the discussion of the German reparations question, the temporary agreement expiring on. Jan. 15, 1923. On Dec. 11 the Conference adjourned without getting anywhere, and at the end of December prospects looked more hopeless than ever. The premiers are to meet again on Jan. 2, 1923. The interruption of the London conference was followed by the intimation of early participation of the United States in European affairs in the practical way of a large loan to Germany. These intimations, ema-nating from Washington, appear to have been in the nature of trial balloons. They showed that the wind was unfavorable, the bankers not considering conditions suitable for the flotation of such a loan. British statisticians are puzzled by the fact that the trade returns of Great Britain show a greater turnover in the volume of goods during the first 11 months of 1922 than in 1920, although the rate of labor employ-ment in 1920 was nearly 100 per cent. and in 1922 only about 86 per cent., with an economic situation admit-tedly so bad as to be alarming. The British Parliament was convened under the premiership of Bonar Law. One of its first acts was confirmation of the constitution of the Irish Free State. Civil war in Ireland continued. Poland, like most of the other countries of Europe, is torn between socialism and conservatism, with the former party at present predominant. Early in December, Gabriel Narutowicz, an engineer but a radical, was elected president. On Dec: 14 he entered office and-on Dec. 16 he was assassinated.
