"INTRODUCTION AND OBJECT OF EXPERIMENTAn explosion in and rupture of a gas-tight switch box on an electric loader in a mine located near Pittsburgh indicated that the cause was an internally generated inflammable gas-air mixture. This led to the suspicion that moisture condensation or ""other unusual conditions might have caused a spark or are across the surface of the material and that the heat may have created a carbonized path across the synthetic plastic base which would then conduct a large current with the generation of considerable heat and thermal decomposition of the base materials base in the box which exploded gave every indication that this series of events had taken place, and accordingly it was desired to determine what explosive gases such a decomposition of these insulating materials would produce.ACKNOWNLEDGMENTSThe desirability of making this investigation was suggested to the authors by L. "INTRODUCTION For the past six years the United States Bureau of Mines in cooperation with the University of Alabama, Tuscaloosa, Ala., the Missouri School of Mines and Metallurgy, Rolla, Mo., and certain operating companies of the Florida land-pebble phosphate district have conducted an investigation to determine the amenability of phosphatic sands to concentration. 4 This paper discusses briefly an investigation of the concentration of fine phosphatic sanads of the land-pebble district of Florida. The process used - namely, the tabling of material previously given a selective oiling treatment - is new in its application to the phosphate industry, although old in principle.The feed to the standard phospidate washery is a hydraulically wined mixture of phosphate pebbles, quartz sand, and clay in which the quartz sand grains are segregated in the fine sizes. Me standard method of concentrating (washing) consists of wet-screening. at about 20 mesh to recover the plus 20-mesh material. 5 Lately some of the washeries have introduced hydraulic classifiers for sizing of the screen undersize to recover the coarser spigot products, but even this additional treatment allows much of the fine phosphate to be wasted."

"PURPOSE OF INVESTIGATIONOf more than 300 bituminous mines examined by Crichton 5 and his assistants in connection with litigation in Indian Creek Valley, Payette County, Pa., only four were found to have alkaline water. That work and many observations from of the authors have shown the general prevalence or acid drainage from bituminous coal mines. In connection with investigations pertinent to coal-mine drainage that are being conducted by the United States Bureau of Mines, it was noted with considerable interest therefore, that a mine in the Thick Freeport bed about 20 miles north of Pittsburgh had no acid water in the workings, As it was thought that this condition might be common to all mines,this condition in this bed most of them were visited, samples of the outflow and from different parts of the mine inside were examined, and such general information as was available was gathered.ACKNOWLEDGMENTSThe authors acknowledge with thanks the courteous assistance of mine officials in connection with collecting the data for this paper, and of the analytical and coal laboratories of the Bureau of Mines for analyses."

This circular is intended to present in brief form the statutory provisions of Pennsylvania regarding mining operations, in force at the end of the 1931 session of the legislature. lo reference is made to general laws which affect mining only incidentally in common with other subjects, such as the workmens compensation law. The statements have been condensed as far as practicable, and provisions not deemed of general interest, such as matters dealing only with administrative details, have been omitted. This circular obviously is not written with such particularity as to be of great value to the legal profession, but it is hoped that it will be beneficial to the mining industry in giving this information in a relatively compact form. At the end of each paragraph the statute from which it is derived is cited to facilitate reference to the text of the law. It is planned to publish additional circulars from time to time dealing with the mining laws of other States. Any criticisms of the form of publica- tion followed herein, or suggestions aimed at the improvement of future circulars, will be welcomed.

"INTRODUCTION In compliance with those provisions of the organic act establishing the Bureau. of Mines which relate to improvement of health conditions of persons engaged in the mining, preparation, or treatment of mineral substances, sanitary surveys have been made of towns and villages housing the coal miners, metal miners, and mill and smelter employees of Utah.The purpose of the surveys is to afford studies of conditions prevailing in the various mining and smelter towns so far as concerns housing, water supplies, sewage disposal, refuse disposal the handling of foodstuffs, general sanitation, wash and. change houses, and the control of preventable diseases, all of which directly or indirectly have a bearing on the health and efficiency of employees and their families. Certain other factors have been added to the general sanitary surveys such as school and recreational facilities, which have a decided influence on contentment and efficiency. Through comparisons of favorable and unfavorable conditions and practices, and the dissemination of such information, improvements can be effected which will benefit both the employees and the employers.ACKNOWLEGMENTSAcknowledgment is made of the many courtesies shown by the officials of companies and towns visited. In some instances the towns were entirely under the control of officials of mining companies, being on company property whereas, in other instances, the towns wars incorporated not under company management. "PURPOSE OF REPORTThe purpose of this report, which is the third of a. series on the coal mines of the Western States, is to give the findings of a study of the causes and methods of prevention of accidents from falls of root and coal in the mines of Lincoln County, Wyo. The three mines covered in this report, referred to as A. B. and C, account- for 9 per cent of the coal production in the county and nearly 9 per cent of the State's total production. For comparative purposes some statistical data are presented bearing upon the relation of injuries to their causes, to tonnage produced, to men employed, to days worked, and to days lost as the result of injuries.FATALITIES IN WYOMINGTo show the necessity for this study, Table 1 given the fatalities that occurred during 1928 in the bituminous—coal mines of the United States, of the State of Wyoming of Lincoln County, and in Mines A, B, and C, followed by a brief description of the Kemmerer coal dis-trict, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining timbering for roof support, roof testing, and supervision. All of these factors must be considered in any plan outlined to prevent accidents resulting from falls of roof and coal.ACKNOWLEDGMENTAcknowledgment is made to the officials of the operating companies for their cooperation and assistance during the study and collection of data to complete this report.GENERAL INFORMATIONLocation and Ownership The mines included in this report are within 18 miles north and south of Kemmerer, Lincoln County, Wyo. "INTRODUCTION In a previous reports results were given of a manhole investigation carried out over a period from June,- 1929, to July, 1930, in cooperation with the Edison Electric Illuminating Co. of Boston, Mass., to determine the general hazards of combustible gases and vapors in manholes and other underground openings owned by this company. Considerable time was spent in this initial investigation in developing a suitable detector for determining the range of explosibility of the gases found in manholes. About 17,000 tests have been made with the detector since the investigation was started and its utility has been verified and its accuracy checked, by having complete analyses made of such samples that showed combustibles present equal to or above 25 per cent of the lower explosive limit, and those found deficient in oxygen.The initial investigation made in 1929 and 1930 demonstrated that the detection, control, and elimination of combustible hazards in manholes can best be obtained by a close cooperation of the interested parties through a systematic and continuous inspection of manholes, under proper supervision.COOPERATIVE INVESTIGATI0N DURING 1931The investigation carried out during the year 1931 has been along lines similar to that conducted during 1929 and 1930. In the present investigation the Edison Electric Illuminating Cc. of Boston and the Boston Consolidated Gas Co., have cooperated with the Bureau of lanes. The Boston Consolidated Gas Co. serves a major part of the territory under discussion with gas, but the tests covered the Edison territory irrespective of the gam company furnishing manufactured gas. A test crew consisting of two men, one an employee of the Consolidated Gas Co. and one an employee of the Edison Electric Illuminating Co., has been continuously employed during the year in the testing of games in manholes served by the Edison system. The test crew was under the direct supervision of John Campbell, superintendent of the special service department of the Edison Electric Illuminating Co., and F. M. Goodwin vice president of the Consolidated Gas Co.As in the previous investigation, all manhole tests were given test numbers. The test data sheets on which the information regarding the tests were recorded were prepared in triplicate, one copy going to the Edison Company, one going to the Gas company, and the third to the Bureau of Mines at Pittsburgh. These test data sheets were then filed (1) according to the town, (2) the street location, and (3) the manhole number; in this way a complete record pf each manhole tested was immediately available. A specimen test sheet is given below."

The hazards connected with work under abnormal air conditions are becoming of increasing importance from a financial as well as a physiological stand- point, due to the extension of compensation laws to include diseases caused by dusts, toxic gases, and abnormal temperatures and humidities. The United States, with the excention of California, North Dakota, Wiscon- sin, Massachusetts, and Connecticut, is the only English-speaking country to-day where silicosis is not compensated.3 Cases of permenent total disability or death due to silicosis mar aprear in common-law courts, particularly in the States that have not recognized silicosis as an occupational disease for which compensation should be provided. Such cases have recently been tried in one State, according to a magazine editorial, not providing scheduled commensation for employees affected by silicosis, with results favorable to the claimant. Clearly established cases definitely linked with occupation as the cause may be expected to be recognized as deserving by juries and courts, and awards will be made. In one Atlantic Coast State, according to this editorial, 108 claims for silicosis, including 21 deaths therefrom, are said to have been filed against two small plants engaged in finely pulverizing quartz sand.

The authors acknowledge with appreciation the assistance given by Stanly A. Easton, vice.-president and general manager, F. M. Smith, smelter director, and A. F. Beasley, smelter superintendent, whose generosity, sympathy, and assistance made it possible to obtain this information for the mining industry.GENERAL DISCUSSIONWhen the charge has been dropped into the lead blast furnace, it is out of control of the operator to the extent that, whatever the material is, it must practically all be melted and run out of the blast furnace. The necessary uniformity of mixture to produce slags of regular composition and the choice of the slag—forming ingredients and products to be formed can be made only before the charge to dropped.It was found (R.I. 3096) at Kellogg, where the charge is mostly sinter, that the ratio of the slag—forming ingredients taken from each tuyere was nearly constant, in contrast to the irregular composition of slags taken similarly from a furnace whose charge consisted of ingredients differing greatly in chemical and physical nature, including size. If the charge consists almost entirely of sinter, the blast furnace should then operate more uniformly."

"The seventh National Safety Competition, that for 1931, conducted by the United States Bureau of Mines, was participated in by 350 mines and quarries operating in 34 States. Tables 1 to 5 show the relative standing of the various plants, Bronze trophies, known as the ""Sentinels of Safety,"" which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines were awarded to five companies, each company having established the best accident—prevention record within one of the five classes into which all companies were divided — namely, anthracite mining companies, bituminous—coal mining companies, metal—mining companies, operators of nonmetallic mineral mines other than coal mines, and quarries or open—cut mines. The trophies are awarded for one year and are then transferred to the winners of the succeeding year's contest.The outstanding feature of the contest of 1931 was the operation of a bituminous coal mine without a lost—time injury to any employee. While accident—tree records had previously been made by certain quarries, metal mines, and nonmetallic mineral mines, never before has such a feat been accomplished by a bituminous coal mine in the National Safety Competition. Whether or not such a record has been made by a bituminous—coal mining company not enrolled is the competition the writer does not know, but it is believed that the case referred to is unique among large coal—mining companies. The mine to which reference is made is No. 1 mine of the Phelps Dodge Corporation, at Dawson, N. Mex. To that company belongs the distinction not only of being the first coal—mining company among those enrolled in these yearly safety contents to operate its mine without an accident but also of occasioning the 'Sentinels of Safety' trophy for a bituminous mine to take its first journey west of the Mississippi River. For the past six years the trophy has been in West Virginia, Alabama, or Pennsylvania."

"INTRODUCTION The Warrior View mine of the Seaboard Coal Corporation is located in Tuscaloosa County on the Warrior River about 14 miles northeast of Tuscaloosa, Ala. The Brookwood bed at this point yields a coal with fair coking qualities, and the product from neighboring mines on this bed has been used for the manufacture of blast furnace coke. The output of the Warrior View mine, however, is used exclusively for domestic and steam-raising purposes.This paper continues the series° of reports on the washability of Alabama coals which are based upon the study of coal preparation in Alabama now being conducted by the U. S. Bureau of Mines and the University of Alabama with the cooperation of the different coal mining companies. This paper contains screen-sizing and float-and-sink tests of a representative sample of run-of-mine coal, and flakiness and crushing tests on certain sizes.Published information on the Brookwood bed is very meager. Fieldner6 gives the proximate and ultimate analyses for a number of seam samples taken from representative mines working this bed. Gandrud and Britton7 show sections of this bed taken at Searles, Ala. They also give the specific gravities of the coal, the bone, and the shale partings.Table 1 give the proximate and ultimate analyses for the 3/4 to 3/16 inch size of raw coal. Table 2 gives the sulphur content and the ash fusibility temperatures of the float-and-sink fractions for this same size. The character of the coal is very uniform throughout the range of sizes produced and, as it was not convenient to have these analyses on all sizes, this size was chosen as being representative of the coal. From the information available it is evident that the coal preparation problem is restricted to one of ash reduction.SAMPLING AT THE MINEAt the Warrior View mine the run-of-mine coal is dumped from the mine cars upon a 3-inch grizzly. The oversize is crushed in rolls set at 24 inches and joins the undersize before being elevated to the raw-coal bin ahead of the jig. The sample was caught at the point where elevates discharges into the raw-coal bin, by taking a proportional amount of the coal at 10-minute intervals over the period of a day's run, The total sample amounting to 2.7 tons was shipped to the laboratory at Tuscaloosa for the washability studies."

"INTRODUCTION In a previous publication4 results were given of numerous experiments made on the in-flammability of gas mixtures consisting of methane, hydro a. carbon monoxide, nitrogen, and carbon dioxide. Data were obtained and tables prepared giving the inflammable limits of each of these combustibles when mixed with various proportions of carbon dioxide and nitrogen. By the use of these data and the application of Le Chatelier's law, it was found possible to calculate the limits of inflammability of any gas mixture containing any or all of the above gases.Various mixtures of the five gases given above were prepared and their limits determined experimentally and then calculated. Good agreement was found between the determined and calculated results when complex gases encountered in mine safety work were tested. Of special significance was the accurate calculation of the limits of inflammability of gases from mine fires, gases from mine explosions, detonation products of explosives, blast—furnace gases, automobile exhaust gas, and other gases of a similar character.Using the method given in the above report, Yeaw5 investigated a number of industrial gases including oven, coal, producer, blue, carbureted blue, and dry quencher gases, and found the determined and calculated results to agree remarkably well, thus giving further proof of the value of such a means of determining dangerous conditions when combustible gases are encountered in practice.GASES FROM A POTASH MINEGases were recently encountered in a potash nine in New Mexico, containing the com-bustibles, methane, hydrogen, and ethane. In one special case a mild explosion occurred when these gases were mixed with the right proportions of air and ignited it therefore became necessary to know the inflammability of these mixtures in order that the proper precautions could be taken to prevent explosions."

"INTRODUCTION In the State of Alabama few mines produce coal clean enough to be marketed directly without being washed. This is particularly true where the coal is to be used for the production of metallurgical coke. In washing plants where single-compartment jigs alone are used to treat a large range of sizes, it has been found that the washed coal finer than 1/4-inch contains a large proportion of free impurities and is much higher in ash content than are the coarser sizes. To reduce the ash content of this fine material with jigs usually entails a greet reduction in capacity and a loss of coarse coal in the refuse. This investigation, conducted by the Southern Experiment Station of the United States Bureau of Mines in cooperation with the University of Alabama and the Alabama By-Products Corporation, was undertaken to determine whether the fine washed coal from jigs could be economically re-treated on coal washing tables.COALS TESTEDThrough,the cooperation of the Alabama By-Products Corporation, samples of fine-sized washed coal were obtained from their washeries at Bradford and Gamma.The Bradford mine, on the Black Creek bed, yields a low-ash, medium-volatile coal with fairly good coking properties. This coal is blended with coal from the Mary Lee bed for coking purposes and compensates for the high ash content of the latter. The Black Creek bed is about 30 inches thick and seam analyses show an ash content of from 2.0 to 4.0 per cent. In the Bradford mine the undercut is about 6 inches high, so that a large proportion of fines is produced."

"INTRODUCTION The U. S. Bureau of Mines in 1930 and 1931 made a study of the properties and characteristics of liquid-oxygen explosives (L.O.X.) at the request of one of the largest users, in order to determine and eliminate the hazards attending its use.This report deals with the examination of absorbents for L.O.X. to (1) determine their most desirable and most undesirable characteristics, (2) to find ways and means of desensitizing absorbents to mechanical shock, and (3) to determine the effect that such desensitization of absorbents has on the explosive Characteristics of L.O.X.ABSORBENT MATERIALS The absorbent used in driving the Simplon Tunnel, the earliest project in which L.O.X. was used, was composed of crude petroleum, soot, and kieselguhr. During the World War, powdered cork, soot, sawdust, powdered straw, or other similar powdered materials were mentioned in the German military instructions for use of ""liquid air"" explosives. At that time the common types of absorbent, materials were compounded ones containing the above ingredients as well as kieselguhr, paraffin, gas oils, charcoal, bituminous coal, etc.Kuryla and Clevenger4 investigated absorbents of the above type and made the following statement concerning them:"

"A number of Reports of Investigations pertaining to the extraction of potash from cal¬cined polyhalite have been made by various members of the Nonmetallic Minerals Experiment Station of the United States Bureau of Mines. These reports describe results obtained in the study of samples of polyhalite (2CaS04.K2S04.MgS04.2H20) from deposits of possible com¬mercial importance in Texas and New Mexico.3Storch and Clarke6 in their initial paper presenting data on the properties of Texas polyhalite demonstrated the desirability of calcination and subsequent hot extraction with water as a satisfactory pronedure for treatment of this potash-bearing salt. Their preliminary data have been supplemented by an additional report7 dealing more particularly with the leaching of raw and calcined polyhalite with water and with saturated sodium chloride solu¬tions. Further data8 have been reported as a result of experiments made in a small labora¬tory rotary-tube furnace under various calcination and extraction conditions. Hot water was used as the leaching solution in all of these tests.In addition to the data on calcination and extraction, two processes as proposed by Storch and Clarke have been published by Wroth,9 and more recently a number of very promising processes have been proposed by Storoh and Fragen.10"

"Observation of the use of trailing cables in ""mines shows that the chief limiting factor in the life of the cables and their safe use is the smashing or crushing of the cables in service, together with the effects of consequent splicing.Trailing cables are crushed when run over by cars, mining machines; and locomotives or when hit by falls of roof. Crushing damages the insulation and may cause failure at once or in later use. Failure may be either by short circuit between the conductors or by grounding to the track. The failure of a live cable causes electric arcs capable of igniting explosive mixtures of methane and air. Every cable failure in a gassy or dusty mine is, therefore, a real or potential hazard.Some mine operators do not allow the splicing of trailing cables for use in gassy mines, bet require that a damaged cable be immediately replaced and if repaired that it be used only in nongassy mines. Other operators allow the making of temporary splices to permit completion of the shift but require that such splices be remade and vulcanized before the cable is used again.Still other operators allow the continued use of temporary splices, which in general means that a cable is used until the splices give trouble in reeling, or overheat, or pull apart. Then the spliced sections are either cut out or the whole cable is replaced.Splices often determine the useful life of a cable. A splice poorly made may pull apart ueder mechanical strain and cause arcing that burn* the surrounding cable or ignites as or coal-dust. If it has lower conductivity a splice is the first part of the cable to heat; it may become so hot under load that it will burn apart and damage other parts of the cable, or, if it be a soldered splice, the solder may melt and allow parting of the cable. A poorly made splice often has insufficient insulation which may alloy short-circuiting between conductors or permit external contacts capable of giving an electric shock to one handling the cable. The splice is sometimes bulky from too much insulation and takes up too much room on the reel, causing uneven reeling; also by catching on the spooling device the oversized splice may receive expressive pulls and wear. Splicing is therefore a very important factor in the use of trailing cables."

"Explosions in bituminous coal mines are preventable. The combination of adequate ventilation, thorough rock-dusting, and water on the cutter bars of mining machines and of empty and loaded cars will certainly reduce the hazard to a minimum, if not remove it entirely. This is the attitude taken by the Woodward Iron Co. in lessening or removing the dust and gas explosion hazard from its Dolomite and Mulga mines.This report was made possible through the willingness of Frank H. Crockard, president of the Woodward Iron Co. to make records available and to authorize their publication for the benefit of the coal-mining industry.The compilation of these data and preparation of maps was facilitated by the cooperation of M. Heard, general superintendent of coal mines, J. B. Whatley, assistant general super-intendent of coal, and R. P. Whetmore, chief mining engineer.The Dolomite and Mulga mines are about 16 miles southwest of Birmingham, Jefferson County, Ala., on a company owned and operated railroad which connects ore mines, coal mines, coke ovens, and furnaces.In the Dolomite property there is a 30°, 860-foot, double-tracked slope for hoisting, three manway and air slopes and one air shaft, all in rock.At Mulga there is a 220-foot hoisting shaft, an air shaft and two manways, and material and air slopes, all in rock to the coal bed.The coal in both mines comes from the Pratt bed, which is the next coal above the Mary Lee bed in the Warrior Basin. The coal is horizontal or slightly undulating, with thickness varying from 36 to 72 inches and averaging 50 inches.The method of mining is essentially room-and-pillar with modifications for mechanized sections. The mines produced approximately 1,100,000 tons with 2,328,309 man-hours exposure n 1929 and 900,000 tons with 1,697,436 man-hours exposure in 1930.Through the work of the safety department the entire personnel in the coal mines, as well as in other departments, makes safety an essential part of efficient operation.Both mines are gassy; Dolomite produces about 334,000 cubic feet and Mulga about 919,000 cubic feet of methane every 24 hours.The ventilation maps, two of Dolomite mines (figs. 1 and 2) and one of Mulga (fig. 3) give as much of the details of ventilation as is practicable to put on maps of such scale. As will be seen from these maps there are two main ventilating fans in Dolomite mine and two in Mulga mine and the general direction of the air travel is indicated by long arrows to fan 1 and short arrows to fan 2 in each mine. Each fan has a gas or steam auxiliary drive and each mine has a complete fan and power unit ready for operation in emergency.In Dolomite, recently taken data show that fan 1 exhausts 82,000 cubic feet of air per minute at 3.2-inch water-gage pressure, with an analyzed methane content of 0.15 per cent, and fan 2 exhausts 115,500 cubic feet of air at 3.8-inch pressure and 0.10 per cent of methane. In addition, a Capell fan at No. 2 air shaft is a standby or emergency unit.In Mulga recently taken data show that fan 1 exhausts 83,000 cubic feet of air per minute at 3.0-inch pressure and 0.18 per cent of methane, and fan 3 exhaust 119,000 cubic feet of air per minute at 5.4 inch pressure and 0.35 per cent of methane. Fan 2 at No. 2 shaft is a standby or emergency unit for the Mulga mine.The ventilation is on a split system in both mines. All part split and total returns are measured, sampled, and analyzed weekly, requiring one man two days each week. During December, 1930, 77 samples were collected and analyzed in Mulga and 78 in Dolomite. Two weekly reports covering part of December, 1930, are given here so that they can be studied to show control of ventilation in the Dolomite and Mulga mines. In the event that a split sample shows more than 0.50 per cent of methane, immediate steps are taken to lower the explosive-gas content. The reports follow:"

INTERGRANULAR corrosion in corrosion-resistant chromium-nickel steels has been widely discussed in the last few years. So far as the author knows, nothing has been published which definitely shows that this tendency can be eliminated, although suggestions have been made that a remedy is possible if certain specifications are satisfied. Strauss, Schottky and Hinueber1 suggested an increase in chromium content to an extent that would prevent the impoverishment of chromium on carbide precipitation sufficient to cause impaired corrosion resistance in the matrix. Pilling2 suggested an increase in nickel, so that the stability of the austenite matrix would be increased. Aborn and Bain,3 say that "intergranular attack-may be eliminated by preventing carbide precipitation (e. g., by lowering the carbon content or somehow raising its solubility) or by precipitating it permanently under conditions which will not remove chromium from solid solution so drastically at any points." In a later paper Aborn and Bain4 state that many different metallic elements, tungsten, vanadium, copper, aluminum, molybdenum, titanium and zirconium, have been added in small per-centages to increase the stability of these alloys, but that it has been reported that according to the copper sulfate test these added elements act only to retard the intergranular corrosion, and that increased nickel and chromium contents have similar effects. Newell5 showed that the lower the quenching temperature before reheating, the less severe was the intergranular attack.

Canister-type gas masks Pave become an essential part of the equipment of many industries, not only for use in .emergencies, but also in performing normal operations of industrial processes and procedures, particularly where ventilation is not practically or economically feasible. They are also used widely for enhancing safety of operations which previous to the development of gas masks had been performed in harmful atmospheres. Since the inception of industrial gas masks the Bureau of Mines has been actively engaged in endeavoring to increase the efficiency and safety of these devices, and this bureau bas become a source of advice to manufacturers in producing devices of good quality and to industry in the proper selection and use of these devices. In order to give first-hand information and keep current with the demands and needs of industry it is necessary to perform investigations from time to time. This report deals with tests of certain types of commercial gas-mask canisters for protection against mercury vapor.
