Risks and abatements associated with preliminary reconnaissance, plugging and filling, and maintenance of perched mine water pool are examined. This case history showed that the initial appeal of portal plugging was replaced by concern over potential environmental hazards when details of implementation were investigated.

"When blasting is required in critical areas and anticipated shot movement and quick cleanup areessential to the success of the project it is extremely important to use the best technology available to achieve the goals expected by the customer. Wampum Hardware was given such a challenge in 2014-2015 when the PA Turnpike and New Enterprise Stone and Lime hired the company to do presplit blasting along the PA Turnpike. The face height averaged 45 feet (13.72m) and the shots had to be controlled to stop within 60-75 feet (18.29-22.86m) of the face or in this situation before they entered the travel lanes on the PA turnpike. In many if not most blasting environments, it is essential in controlling the movement of a blast, to make certain that the face holes are drilled at exactly the right place, with the proper amount and type of burden in front of and to the sides of the borehole. Profiling is an important first step to insure that the holes are drilled at exactly the right place and showing us the correct amount of burden in front of each and every drill hole."

A two-year study focused on current noise exposure levels in the South African mining industry, aimed at helping the Mine Health and Safety Council of South Africa meet its milestones for eliminating noise-induced hearing loss (NIHL). Methods A multi-task methodology was adapted from international baseline studies to determine the exposure to noise in both large-scale and small- to medium-scale mines. Results On average, 66.7 per cent of the employees sampled in year 1 and 78.4 per cent in year 2 were exposed to noise levels of above the 85 dB A legislated occupational exposure level. Conclusions Information obtained through the study could be developed into a national personal noise exposure database, including audiometric results, equipment noise emission levels and initiatives for noise engineering control by mines and equipment manufacturers to facilitate targets of eliminating NIHL. Este artículo analiza la nueva producción de cobre a partir de "minerales de desecho" de baja ley usando la tecnología de Blue Planet Strategies DEMET™ (Dynamic Electrode Mining Effluent Treatment, por sus siglas en inglés), que tiene como objetivo salvar la brecha de procesamiento entre la solución débil de lixiviación en operaciones de extracción por solventes/electrowinning (SX/EW), removiendo electroquímicamente los metales a partir de corrientes débiles y a la vez generando productos concentrados en metales objetivo en un análogo funcional de extracción por solventes (SX). Se estudió el tratamiento de la débil solución de lixiviación pregnant (PLS por sus siglas en inglés) y se usó para estimar los impactos económicos y de producción para una hipotética lixiviación en pilas de cobre brownfield y una operación aumentada DEMET usando SX/EW para tratar el "mineral de desecho." Se presenta la remoción de cobre a un 86% de eficiencia en las placas por debajo de 0,1 g/L de cobre con un consumo de energía de 0.55 kWh/lb de cobre y una concentración del producto mayor a 10 g Cu/L. El modelamiento arrojó aproximadamente $2/ lb para la producción total de cobre y costos de tratamiento menores o iguales a $1/lb con un inmediato aumento del margen bruto de operación del 12% para el brownfield incrementado. Se indicó también un aumento de la vida de la mina con un margen bruto promedio de 38% en la producción aumentada de "mineral de desecho" con valores de cobre de $3.25/lb.

The Program of Mine Safety and Health Research described in this document reflects the continuing commitment of the Spokane and Pittsburgh Research Laboratories to focus on the most important areas where research can make a difference in reducing risk and improving safety and health for miners. It is the first program of work conducted since Congress mandated closure of the former U. S. Bureau of Mines (USBM) in the Department of the Interior and supported integration of the health and safety research function of the former USBM into the National Institute for Occupational Safety and Health (NIOSH). Organizational changes made FY97 a challenging year of transition. Ongoing research was reviewed and revised to reflect the new, more limited, health and safety mandate of the research laboratories. The mining industry, mine worker representatives, and interested government agencies provided broad input to assure that the research performed would focus on the most critical safety and health problems confronting mining today and which are expected to be faced in the future. The two laboratories worked to evolve coordinated programs of safety and health research, each with a special focus. The work of the Spokane Research Laboratory is directed toward issues of special importance to the Western mining industry, particularly those safety hazards found in metal/nonmetal mining and surface mining. The work of the Pittsburgh Research Laboratory will continue to focus on Eastern mining, particularly underground coal mining. Traditional areas of expertise for understanding and preventing fires and explosions and for controlling the hazards of dust and noise will continue to reside in Pittsburgh. Each laboratory is developing new capabilities in the analysis of relevant safety and health information to assure that program priority-setting decisions are informed by the best available data. Recognizing the continuing importance of communicating the results of research to all who are capable of improving safety and health conditions in mining, each laboratory has developed an activity for information dissemination and coordination with stakeholders. In the midst of organizational self-examination and change, the research staff in Pittsburgh and Spokane have never wavered from their continuing commitment to conduct the highest quality scientific research-solution-oriented scientific work meant to reduce the risk of injury, disease, and death from occupational hazards in mining. The pages that follow give insight into some of the program activities and accomplishments from FY97. I hope you share my pride in the many accomplishments of the NIOSH mine safety and health research program during this year. This report comes at a time of increasing stability for the mine health and safety research program. The organizational changes in Spokane and Pittsburgh have been concluded, and NIOSH has succeeded in recruiting a new, permanent associate director for mining to lead this critically important national program. Congress has contributed to an optimistic future by providing expanded funding for NIOSH mining-related research for the next fiscal year. On a personal note, I greatly appreciate the opportunity I have had to serve as the NIOSH Acting Associate Director for Mining during this transitional year. The commitment and intelligence with which the mining research staff pursued their mission was matched by their patience and understanding in moving into a new organizational environment. All of us committed to improved safety and health for this Nation's miners owe them our respect and appreciation.

East Side Access (ESA) will extend Long Island Rail Road into midtown Manhattan via 11 km of tunnels, a new terminal station and associated rail support facilities. The hard-rock tunneling in Manhattan will traverse under Park Avenue and some of the most historically and commercially significant real estate in the world. The soft-ground tunneling in Queens will traverse beneath Amtrak’s Sunnyside Yard and the Harold Inter locking, the busiest rail interlocking in North America. This paper details ESA’s program-wide geo-instrumentation monitoring system for obtaining, processing and presenting all geotechnical monitoring data. Data streams will be real-time, such as from automated total stations, and manually read, such as from optical survey instruments and handheld data loggers. All data will be input into a web-based Geo-Instrumentation Data Management System, which will be accessible to project stake holders via ESA’s intranet or via the Internet using remote access controls.

Abstract- Emergency shutdown systems (ESDs) for mining machinery provide critical functions to safeguard miners. Traditionally, ESDs were realized with simple hardwired circuits; today, there is a growing trend to use programmable electronic technology such as programmable logic controllers (PLCs). This paper describes an analytical study to quantify the safety integrity of a PLC-based ESD and a hardwired ESD. The safety integrity level of each design approach was determined by quantifying the average probability of failure on demand (PFDavg) as described by the recommendations for programmable electronic mining systems published by NIOSH and the IEC 61508 international standard. The safety analyses addressed system architecture, hardware failure probability, proof test interval, diagnostic coverage, and human error probability. The results indicated that a same level of safety, safety integrity level 3 (SIL 3), could be attained when evaluating random hardware failures. Neither approach could attain SIL 3 if manual activation was used. Human error was the limiting factor where, using human reliability analysis, PFDavg < 1 x 10-1; thus, the ESD does not meet SIL 1. It is apparent that automatic verses human¬activation of the ESD is a very important safety consideration. Manually actuated ESDs can only achieve SIL 1 regardless of the technology; therefore, additional independent safety layers of protection are needed to exceed SIL 1. Secondly, it is apparent that the technology choice is very important. The PLC-based ESD was much simpler to design and to validate safety1.

En quoi consistent les études de suivi des effets sur l?environnement (ESEE)? Les ESEE constituent une méthode de suivi scientifique que l?on peut employer pour déterminer la santé des écosystèmes aquatiques (qui peuvent être touchés par l?activité humaine) et l?efficacité des mesures de protection de l?environnement. Les ESEE sont des évaluations scientifiques itératives du poisson, de l?habitat du poisson et des ressources halieutiques. Le programme comporte des phases séquentielles de deux à six ans de suivi, d?interprétation et de compte rendu au cours desquelles la fréquence et le type de suivi dépendent des résultats des études précédentes. Le programme des ESEE pour les mines de métaux est fondé sur un accord conclu à l?unanimité entre les intervenants. Les exigences du programme et les guides techniques connexes ont été élaborés à la suite d?une consultation multilatérale à laquelle ont participé les représentants du secteur privé, du gouvernement et des collectivités. Toutes les mines assujetties au Règlement sur les effluents des mines de métaux (REMM), aux termes de la Loi sur les pê ches, doivent procéder à une ESEE dans le cadre de l?autorisation qu?ils ont reç ue de rejeter des effluents. Le REMM a été enregistré le 6 juin 2002 et publié dans la Partie II de la Gazette du Canada le 19 juin 2002 (SOR/DORS/2002-222).

AIR conditioning, or air cooling, for the improvement of ventilation in the Butte mines has come into increasing use during the past 10 years. In part, the methods practiced have been described in previous publications of the Institute, but some improvements on earlier methods have been made and a number of new features have been developed. This paper is presented as a record of progress made, and for the sake of completeness describes all general features of the work. The need for air conditioning in the ventilation of mines in the district arises from the fact that the temperature of the ground and mine water has shown a very great increase with increase in mining depth, and has now reached a maximum of slightly over 130°F. The most difficult part of the ventilation problem is the maintenance of temperature and humidity of a satisfactory standard in the working places, especially on the lower levels. Although ordinary ventilation is adequate to maintain good conditions in most of the working places it is subject to a number of limitations at great depth. Most important among these limitations is that with increase in depth the air becomes heated before it reaches the working places, both by compression from increase in atmospheric pressure and by heat transferred to it from rock at high temperature, so that its capacity for lowering temperatures is greatly reduced before it reaches the operating zone. Increasing depth of mining also increases the distance traveled by the air in its passage through the mine, and this causes a corresponding increase in resistance to air flow, so that there is greater difficulty in maintaining even the same volume in circulation. Thus, in the face of a demand that the ventilating system have a very much greater capacity to remove heat from the mine, the tendency is for that capacity to diminish. The only evident alternatives were (I) the opening of additional air shafts to increase the volume of air in circulation, (2) an extension of the existing system that would be subject to the same limitations, or (3) the adoption of an entirely different method such as air cooling. Fortunately for an economic solution of the problem, the mean annual temperature of the surface atmosphere at Butte is about 40°F., with very low relative humidity in summer, so that there is unlimited natural cooling power at a temperature range adaptable to air-conditioning methods. METHODS Two similar methods of air conditioning are used, as necessitated by service requirements and dependent upon the equipment available. In one, which is the more important and has the greater cooling capacity, water is circulated in a closed circuit, and, alternately, first absorbs heat from warm mine air and then dissipates it in the surface atmosphere by cooling at a cooling tower. The prevention of silicosis by metallic aluminium has been reported by Denny, Robson, and Irwin in two papers. The first was published in 1937; the second in 1939. The results definitely established that silicosis was prevented in animals by the inhalation of small quantities of aluminium. The present communication records subsequent progress in this field of research.HARMLESSNESS OF ALUMINIUMAnimal experiments having served their purpose, it became necessary to consider means to test the discovery on humans. A question for immediate consideration was: Is aluminium harmful to man when inhaled as a fine powder? While the animal experiments were reassuring, since they conclusively showed the powder to be innocuous when breathed by animals, it was, nevertheless, desirable to have additional reassurance with regard to its effect upon human beings.Through the courtesy of the Aluminium Company of America and especially the valued interest in this problem displayed by that Company&apos;s Director of Research, Dr. Francis C. Frary, a study was made of the records pertaining to the health of a group of 125 employees who had for many years been engaged in the manufacture of finely powdered, metallic aluminium for the paint and ink industries. The conditions were such that these employees had inhaled varying and oft-times very dense concentrations of this powder daily over periods ranging from 6 to 23 years, the average 101 the group being 12 years. X-ray pictures of their chests showed no abnormalities attributable to aluminium. Their general health seemed better than that of the 3,000 workers in other sections of the plant. In fact, the early films of three employees in this group of 125 showed shadows suggestive of minimal tuberculosis, which shadows were not discernible in films taken after considerable periods of exposure to aluminium powder.The harmlessness of aluminium was; by this study, reasonably well established at the outset, a finding subsequently verified by Ontario research on humans.PROPOSAL TO TREAT HUMAN SILICOSISBased upon these findings, a proposal to treat silicotics with aluminium was discussed by officials of the Mclntyre Mine and the Banting Institute.

This is the fourth in a series of coal technology reviews being prepared. in accordance with a recommendation voted by the Coal Division C.I.M. in session at the Jubilee Meeting, Vancouver, 1948, that the Department of Mines and Resources be requested to arrange for publication by the proper Government authority of a Quarterly Review of Coal Technology for distribution among those concerned in the production and use of coal in Canada. Copies of the first review, which appeared in the November, 1948, BULLETIN, pp. 612-614, of the second review in the June, 1949, BULLETIN, pp. 272-275, and of the third review in April, 1950, BUL-LETIN, pp. 1,9?3-196 (also, respectively, in Transactions, Vol. LI, 1948, pp. 262-264 Vol. LU, 1949, pp. 117-120, and Vol: LIU, 1950, pp. 133-136), were distributed by the Dominion Coal Board and are still available on request. In this review, the first in the series in the field of combustion, development and trends during the period approximately from World War II to the present time are described and therefore the presentation is general. Later reviews will particularize developments in relation to the range of coals available in Canada.-ED. INTRODUCTION THE utilization of coal in heat and power producing equipment has become of paramount importance to the coal industry in maintaining stable and profitable markets.
