Indian tribes own a substantial portion of the West's minerals. More importantly, Indian reservations contain coal, oil and gas, uranium, and oil shale reserves in unusually large and unencumbered blocks. Many tribes are now prepared to intensify development of their large reserves knowing that they can offer energy partners the unique opportunity to develop major energy facilities free of overlapping local, state, and federal permitting authorities. The tribes, therefore, can offer mineral developers both substantial reserves and an unusual degree of freedom from a multiplicity of government regulation. In the past, Indians and energy companies enjoyed only partial success as business partners. Indian tribes lacked the resources and know-how to act as equal partners with large oil and gas and mining operators. The tribes relied on the Bureau of Indian Affairs (BIA) to initiate and execute reservation energy projects, and as a result the tribes never developed adequate tribal structures and the expertise to responsibly manage their energy resources. At the same time industry made little effort to understand and learn the laws, customs, and institutions existing on Indian reservations. To the contrary, industry found it easier to bypass the tribes and deal with BIA officials. But the situation has changed. In 1975 the tribes organized an effective coalition, the Council of Energy Resources Tribes (CERT), which recently acquired substantial federal assistance to bring the tribes a level of technical and business expertise that begins to equal that of industry. Because the tribes have changed the rules of the game, industry must now change and learn to work directly with tribal governments. A working knowledge of Indian law, practices, customs, and policies must be acquired by energy companies before beginning negotiations with tribal governments for development of reservation energy resources.

The gold salting fraud at Busang on the island of Kalimantan, Indonesia was exposed in early 1997 and resulted from the independent drilling, sampling and assaying of PT Freeport Indonesia which reported assays from the South East Zone with negligible concentrations of gold. Since then, a number of legal actions directed at former Bre-X directors, consulting firms and financial or broking institutions are at various stages and are based on numerous allegations surrounding the supposed existence of obvious and numerous warning signs or æred flagsÆ. These include: the absence of references to visible gold in the drill logs; the alluvial nature of the gold grains; the high gravity recoveries; the invalid comparison with Kelian; the absence of outside scrutiny and the lack of external review/audit and surface depletion of gold. The focus on the red flags has been at the expense of the numerous positive indications or ægreen flagsÆ. These include the morphology and chemistry of the gold grains, the gravity testwork, the amalgamation results, the role of external consultants, the results of a review by one of North AmericaÆs leading minerals auditing groups, the behaviour of the gold at surface and the presence of references to visible gold in the drill logs. The flawed nature of the discussion of the technical facts surrounding Busang has prevented a meaningful and informed discussion about what actually happened and has, therefore, prevented the formulation of meaningful remedies for the future.

For drilling large diameter holes for deep foundations, the common and distressing difficulty of long standing has been in coping with ground containing rocky formations and boulders. Where geological formation contains weathered rock or boulders, or deep rock socket is specified, drilling equipment occasionally is found to be unable to drill through and therefore will need supplementary equipment and procedures. Incentive of the MACH Drill Development has been to realize a capable drilling system for rocks of weathered to fresh rock without losing its applicability to usual overburden. Through seven decades' experience of manufacturing and operation of boring machines, the best features of all sorts of drillhead are known such as the drag bit, wing bit, auger bit, diamond bit, rock roller bit, down-the-hole hammer bit, etc.

The data base of failed pillar cases as used by Salamon and Munro (1967) in their original analysis to determine the strength of coal pillars empirically, has been updated for this study. It is shown that the Vaal Basin and Klip River coal fields exhibit similar behaviour that differs from the failures in other areas, i.e. failure at high safety factors within a short period of time. Those collapse cases have been omitted from the new data base. Failures in the other areas that occurred after 1967 have been added. Using a technique to minimize the area of overlap between the populations of safety factors of failed and intact pillar cases, the new data base was re-analysed in conjunction with the original Salamon-Munro data base of intact pillar cases, from which the cases in the areas of weak coal were likewise eliminated. It was found that a linear formula reduced the overlap area by22%. The new formula predicts higher strength for pillars with a width-to-height ratio greater than approximately 2.0 to 3.0 and a lower strength for smaller pillars. It was also found that in order to obtain the same relative measure of stability as with the Salamon-Munro formula, the strength constant in the new formula should be within a range of 2.8 to 3.5 MPa. For most current South African coal mining conditions, using the new formula for pillar strength will result in leaving smaller pillars without sacrificing stability. The reason for this is that the Salamon-Munro formula under-estimated the strength of larger pillars and over-estimated the strength of smaller pillars. The new formula will thus result in improved reserve utilization without sacrificing stability.

A new class of polymeric dispersants for industrial minerals has been synthesized and evaluated. Currently available dispersants give initial low viscosities at high mineral loadings, however slurry viscosities can rapidly double or triple on standing over the first several days. The new dispersants give low initial viscosities that are more stable and maintain a lower viscosity for at least one month. The new dispersants are made possible by controlling the polymer molecular weight distributions during their manufacture such that essentially all of the dispersant is adsorbed onto the mineral surface, preventing depletion flocculation.

The test facility at the Delft University of Technology, in the Netherlands, was characterised. Advantages include the possibility of separating particles with high but different densities up to 9 g/cm3, the ease of adjustment to any required separation density and the absence of moving parts. Simultaneous separation of more than two types of particles is possible and the magnetic fluid is safe and convenient to use compared with other heavy liquids. Disadvantages include loss of magnetic fluid with outgoing particles (cost approx US $10/l) and degeneration of fluid due to bacterial activity, reaction with particles and with surroundings. Only non-magnetic materials can be separated, there is limited potential for scaling up and high investment is required on account of the cost of magnets. Future improvements in the design of the apparatus and the properties of the magnetic fluids can only enhance its attractiveness for commercial applications

"Abstract: Diaphragm walls are used to provide a stable and watertight confinement for the construction of tunnels, underground railway stations, deep basements and other structures requiring deep excavations. Water seepage and soil loss through the joints have occurred on several occasions, causing extensive damage. This may have been due to uncontrolled concrete flow between the joints, unexpected geologic conditions or just poor workmanship.Different ways of quality assurance are applied on construction sites. Most of them rely on recording parameters of the construction equipment and conventional concrete quality control. In the frame of the EUREKA/ZIM project DiWaQ we have looked at several ways to perform non-destructive quality control. Some methods are to be applied after excavation before concreting (phase 1); others after the wall is completed (phase 2).For phase 1 we have used two different principles for checking the shape of the excavation, especially the joint to existing panels. A mechanical device which can be adapted to the excavating equipment was developed; field tested and validated on test and construction sites. It is described in detail in another paper in the same volume. A sonar-based device with a 10 mm resolution has shown good performance in the lab, but is still under development.For phase 2 different temperature sensors have been lowered into access holes to monitor the hydration heat developed during concrete curing. The same tubes can also be used to perform electromagnetic and ultrasonic crosshole measurements across or along joints to detect flaws. Especially the ultrasonic method has shown promising results on validation specimen at the BAM test site at Horstwalde, but limitations as well. Success substantially depended on the joint type, flaw size and distance of the sensors to the joint."

Mr Colin M. Spence took office as President of The Federation of Societies of Professional Engineers on 1st July, 1984. Colin Maynard Spence was born in November 1921, and was educated at the Durban Preparatory and High Schools, in both of which he was a Dux Scholar. He graduated from the University of Natal in 1942 with a B.Sc. degree in civil engineering. In 1958 he received a Diploma in Town Planning from the same university. "A new process is disclosed for the recovery of gold and/or silver values from activated carbon wherein they are adsorbed as cyanide complexes. A unique chemistry allows the new process to use mill process water containing an inexpensive, non-hazardous compound as the eluant. The new process has an elution period of 5 hours at 98°C. The gold in the eluant can be recovered by electrowinning or zinc precipitation. The new elution process is simple, reliable, and provides an eluted carbon that may not require thermal regeneration before reuse. Retrofitting the new process to existing processes such as Zadra, Anglo, and others will not require significant capital expenditures.IntroductionThe efficient and reliable elution process for gold/silver from activated carbon is a very important process in the gold mining industry. global mining boom and in-creased demand for iron ore has lead to a resurgence in the mining industry in Minnesota. At the combined 81st Annual Minnesota Section of SME Meeting and 69th Annual University of Minnesota Mining Symposium, April 15-16 in Duluth, MN, this resurgence was the hot topic as new mining projects were featured in the keynote session. The meeting attracted more than 400 mining industry professionals, including engineers, executives, mining managers and suppliers from around the world. This year?s theme was ?New Ventures in Mining.? The meeting included concurrent technical papers sessions, a keynote session that featured three distinguished speakers and a panel discussion that provided updates on new mining developments in the state. The Minnesota Section of SME technical papers were presented in concurrent sessions, one on mining and one on mineral processing. The mining session included papers on drilling, ore blending, slope stabilization, dust control and operations management. The mineral processing session included papers on plant-control technology, ball mills, pellet strength and fans. Also offered was an SME short course titled ?Simulation based pellet induration optimization.? The Minnesota Section of SME held its annual business meeting during the conference. The 69th Annual University of Minnesota Mining Symposium technical sessions were held on April 15 and also consisted of concurrent sessions on mining and mineral processing. Mining session topics included logistics management, real-time performance measurement, uses for taconite aggregate and environmental issues. The mineral processing session included papers on ore liberation characteristics, zeta potential studies, induration modeling, fuel optimization and conveyor belts. The combined conference included a tradeshow with more than 80 booth spaces featuring vendors offering products and services to Minnesota?s booming mining industry. More than 900 people, including conference registrants and special invited guests of the vendors, at-tended the tradeshow opening reception. This was the largest trade show in many years ? an indication of the vitality of the mining industry in Minnesota.

Mintek has been developing Pt-based alloys for high temperature applications in aggressive environments, for example, land-based turbine engines, to replace the currently used nickel-based superalloys (NBSAs). The Pt-based alloys have a similar structure to the NBSAs, and since Pt is more chemically inert and has a higher melting point, the Pt-based alloys can potentially be used at higher temperatures. The greater chemical inertness of the Pt-based alloys compared to the NBSAs means that coatings can be simpler, or perhaps not even used at all, depending on the environment. TEM work was done at NIMS, Japan, to investigate the changes in the microstructure o f Pt-Al and Pt-Al-Ir alloys at elevated temperatures using in-situheating up to1100°C. Initial casting trials showed that work needs to be done to optimise casting parameters before commercialisation can take place. Room temperature tensile tests were performed and results were variable mainly due to microstructural differences. The alloy hardnesses were in the order of 300-350HV with ultimate tensile strengths of ~800 MPa and elongations of less than 10%. Agnico Eagle (Cadillac Quebec, Canada) selected the new Eimco PEC E – CAT™ clarifier thickeners for their counter-current decantation circuit, which handles approximately 200tph leached gold/silver ore. The E-CAT is based on rakeless ultra-high rate thickening technology that originated in South Africa. Four 9m diameter and two 10m EIMCO E – CAT ultra high rate, rakeless thickeners were installed in the fall of 2000. Thickening and clarification performance has been excellent. Problems with level control have been resolved and the plant personnel continue to improve the operating control techniques. The CCD circuit is critical to the success of the operation and good recovery. Data will be presented showing the wash ratios and recovery achieved. A brief history of the operation and the decision to utilize the CCD system will be presented.

"At flotation of sulfide-barite ores of one of deposits sulfide and barite concentrates are obtained. In sulfide cycle potassium xantogenate as a collector in consumption of 200 g/ton, methylisobutylcarbinol (MIBC) as a foaming agent in consumption of 30 g/ton and also liquid glass are used. In barite cycle tall oil as fatty acid collector in consumption up to 400 g/ton is used.Sulfide concentrate represents mainly gold- and silver-containing pyrite. The contents of gold makes not less than 10 g per ton, silver - not less than 278 g/t. Barite concentrate contains up to 86% of barite.Factory is working in water recirculation conditions. Owing to that in barite cycle fatty acid collector is used, technological water from tailing repository contains fatty acids soap up to 25 mg/l. Before submission into sulfide cycle this water is conditioned with active carbon to delete the main part of fatty acid collector. The active carbon consumption makes 0,4-0,5 kg per 1m3 of water or 1,5-2 kg per ton of ore. The above mentioned consumption of active carbon improves reducing of contents of fatty acid collector from the initial concentration of 25-30 mg/l to 4 mg/l. At concentration 4 mg/l fatty acid collector does not render negative influence on flotation index in sulfide cycle. At the absence of active carbon pollution of sulfide concentrate and its irrevocable lost are observed."

Geological maps, data, and prospectivity analysis relevant to mineral exploration in New Zealand have recently been released. Regional-scale geological mapping is increasingly available for the country through the QMAP 1:250 000 Geological Map of New Zealand programme. Published QMAP sheets Greymouth, Wakatipu, Waitaki and Dunedin cover large areas of interest for mineral exploration companies. The QMAP geological data are also available in digital form for use with other digital datasets using GIS software. Crown Minerals, in cooperation with GNS, have completed two gold prospectivity studies; the first covering mesothermal gold in the South Island, and the second encompassing epithermal gold in northern New Zealand. These studies have defined areas of interest for these two mineralisation types and assembled geological, mineral occurrence and production, geochemical, geophysical, topographic and cultural data into projects for use with GIS software. Included are the results of prospectivity modeling for gold using these data and specific mineralisation models. The prospectivity studies and relevant data are freely available on CD through Crown Minerals and are intended to encourage mineral exploration in New Zealand.

It is generally agreed that C.C. White was the first to describe and market coal mine roof trusses beginning as early as 1967. White was issued a patent in 1969 1. Coal mine roof trusses were extensively used in the 1970’s, and their use has proven valuable in many difficult conditions. Beginning in the mid 1990’s, several types of bar/cable trusses have been introduced. A new and innovative bar/cable truss recently introduced offers several advantages. By eliminating many small parts, and simplifying the installation, these new trusses are much easier and faster to install, thereby increasing operator safety.

The optimisation of a mining operation requires precise ore grade control, metallurgical accounting, and laboratory sampling protocols, which are implemented by using accurate and flawless sampling systems. Good sampling practices, and sampling technologies in these fields have been historically poor and too many existing sampling systems available on the market are flawed in many ways. This is mainly the result of a poor understanding of the Sampling Theory, and the natural result of international standards on sampling that fail to present the Sampling Theory in a logical way, that still promote non-probabilistic sampling, and that fail to address the important details that make a correct sampling system. Many standards barely mention the Sampling Theory in appendices when it should be clearly the main body of a reliable standard on sampling. As a result, many standards show only little expertise in the Sampling Theory. Conventional statistics should only be a scientific tool for the Sampling Theory to reach its height, which has always been well understood by its creators. Conventional statistics can indeed be addressed in appendices of standards in sampling, but not the other way around. Until the Sampling Theory is recognised as the main body of a standard on sampling, incorrect sampling technologies will plague the market, and make it impossible for mining operations to optimise their mining and metallurgical processes. This paper makes a short list of correct new sampling technologies that have been created with respect to the principles taught in the Sampling Theory. Also, suggestions are presented to create better international standards on sampling, which would provide a stronger incentive for manufacturers to build correct sampling systems, and for engineering firms to install only sampling systems that respect the rules of sampling correctness listed in the Sampling Theory.

We have developed a new shotcreting which is suitable for the primary support of TBM tun- nelling in soft rock. This spraying compound is made from cement, a special accelerating agent and glass fiber. It can be sprayed on to a rock surface using a specially designed gun similar to paint-spraying equipment. Some of the characteristics of this method are as follows: 1) If spraying is done keeping the distance between the gun and the rock surface be- tween 0.2 and 3.0 m, the rebound losses are small and there is little dust. 2) This method can be used on excavated rock surfaces under inflowing water conditions of up to 10 i/m2òmin. 3) After 1 day the compressive strengthes of the sprayed material is greater than 250 kgf/cm2.

There has been disappointingly little development in the analysis of rock slopes in open pit mines over the past 30 years. A brief review of literature shows that the application of numerical stress analysis methods to open pit mine slope stability has become only relatively common in recent times, and that there are as yet no standardized approaches. The lack of development in general, and of robust, standardized approaches in particular, is surprising in view of the ?ultra? deep open pit mines that are being developed to depths in excess of 1000 m. In this paper, the results of a substantial programme of two dimensional and axisymmetric analyses of open pit slopes are described. Variations in the following parameters were taken into account in this programme: slope angle, slope height and horizontal to vertical in situ stress ratio. The evaluation of the data has concentrated on the tensile stresses and the extension strains in the slopes. This is believed to be the first publication dealing with strain distributions in slopes. The occurrence of zones of tensile stress was very limited. These zones occur in the crests of slopes, except in the case of low horizontal to vertical stress ratios, in which case the tensile zone is in the floor of the pit. In contrast, very large zones of extension strain can occur, and this finding represents a significant new aspect in slope stability that has not been considered before. The greatest magnitudes of extension strain occur near the toe of the slope, either in the slope itself, or in the floor of the pit. The magnitudes of the strains are considered to be large enough to result in fracturing of intact rock, and the fracture orientations predicted are adverse for slope stability. The large zone in which such extension failure could potentially occur in a 1200 m deep pit is typically more than 100 m horizontally behind the toe and about 400 m up the face from the toe. Fracturing that is extension in nature is common in competent, brittle rocks and often develops with some violence and little or no warning. Such ?strain bursting? produces easily measurable seismicity, events often being audible as well. In the slope situation, the expected physical manifestation of this behaviour would be popping off of rock slabs and plates of rock from slope surfaces and popping up of the pit floor, as well as the formation of new fractures within the rock mass. Such behaviour may cause overall slope failure, or may initiate failure, which may then be driven to overall slope failure by other influencing factors or combinations of factors. In addition to instability resulting from the fracture surfaces themselves, all induced fracture surfaces could interact with natural geological structures to facilitate formation of a significant failure surface. With suitably orientated joints, extension strains are likely to manifest themselves in the opening up of such joints and hence in the loosening of the rock mass in a preferential orientation, with potential effects on groundwater flow patterns.

Accurate sampling of slurry streams is extremely important for metallurgical accounting in mining operations, not only for measuring the ore grade from the mine, but also for measuring the recovery of mineral by the mineral processing plant. Accurate sampling is also required for intermediate streams in complex circuits for determining efficiencies of processing units within the plant. As the profitability of the minerals industry is squeezed more with time, greater emphasis is being placed on efficient use of the resource and accountability of the various sections of the mining operations. This has led to increased awareness and interest in obtaining statistically correct sampling across the operations. Accurate sampling is not only required for metallurgical accounting, but is also required for on-line analysis of the slurry streams for elemental analysis and for particle size. Sampling of slurry streams for metallurgical accounting purposes has traditionally been one of the areas of concern in mineral processing plants. In the first instance, the sampler must be designed to comply with the fundamental principles of sampling theory and must provide a representative sample of the slurry stream. In the second instance, the sampler must continue to reliably provide a representative sample, regardless of wear of the equipment or build up of solids with time and other operating issues. To-date the main type of sampler that has been used in mineral processing plants for metallurgical accounting has been the Cross-Cut sampler. These have a cutter that periodically cuts across the full slurry stream. For large flow slurry streams, these are often followed by a secondary and perhaps a tertiary sampler, to reduce the flow-rate or sample, to a manageable size. This paper discusses a new method of sampling slurry streams that has been developed by Thermo Gamma-Metrics, previously known as Amdel Instrumentation. The new samplers overcome many of the problems associated with cross-cut samplers while providing a sample which is representative of the main stream, throughout the life of the sampling system. The sampler is called the SamStat (Sampling Station) and it is now proven in many applications across many countries and mineral processing plants (PGMs, Cu/Au, Pb/Zn, etc).
