A few months ago, Congress passed, and President Bush signed, a national energy bill. Designed to decrease the nation’s dependence on foreign sources of energy, the bill earmarked several billion dollars to increase the use of U.S. coal reserves. The bill also modified permitting regulations to speed up development of the coal reserves located on federal land. Coal currently supplies more than half of the nation’s electricity needs. And as housing starts continue to in-crease and with the nation’s appetite for electronic gadgetry, the demand for energy in the United States will only go up. That means coal producers must expand production while at the same time containing costs so they can enjoy this period of improved coal prices.

Access to geoscience reference informa- tion including mining and mineral processing has increased considerably in the last five years in Australia. This has been due principally to the use of computer-based information storage and retrieval systems. The main reference data base for the mineral and petroleum industries and disciplines in Australia is the Australian Earth Sciences Information System (AESIS), cooperatively developed and coordinated by the Australian Mineral Foundation (AMF). AESIS is created on the CSIRO computing network (CSIRONET) which has a CYBER 76 host computer located at the CSIRO Division of Computing Research (DCR) at Canberra. Data entry was until recently carried out by AMF using a dedicated line through the Adelaide CSIRONET node to the CYBER 76 interactive system. Data entry is now done directly at the AMF on a DEC PDP 11/44 mini computer that is also a host work station on CSIRONET. Data collection via magnetic tape media input from other computer-based systems is under development. The software used for data entry and management of the data base was developed by CSIRO CILES Systems Development Group. For public interactive online use the AESIS data base is transferred by tape to AUSINET - the Australian information net- work run by ACI Computer Services, Melbourne, where the data base is converted to a form suitable for the IBM STAIRS software. CSIRO facilities at DCR Canberra are used to produce computer type-set camera ready products and output in microform, on magnetic tape or as graphic display. The latter half of the 20th century has seen the proliferation of a series of codes to address commodity needs which were brought about by rapidly advancing technologies and the globalization of markets and consumerism. This paper addresses the specific needs and the origin of this surge and presents these codes in the context they were developed. It also compares the main codes or groups of codes and elaborates upon their strengths and weaknesses. Three main categories of codes are identified, namely: codes for reporting to international agencies, codes addressing government needs and, finally, codes for the investors and the stock market. Codes governed by international agencies usually relate to strategic commodities which have highly specialized fields of usage like nuclear power generation where international cooperation is eventually the only viable approach for both the development of technologies and their applications. Codes for reporting to governments address the necessity of each state to exploit their mineral potential profitably and to secure the preservation of wealth for future generations. Reporting to investors is experiencing a considerable popularity as of late because of globalization in mining and the growing need for outside financing of mining projects, whose capital requirements are getting out of reach for the average mid-cap mining company. All these codes have advantages and shortcomings dictated by the specific circumstances under which they were developed, therefore necessitating the definition and implementation of some kind of international standard whereby investments and the spread of information across political boundaries would be facilitated. Though none of these codes might ever become international in the true sense of the word because of significantly different legislations at national level, a step that would greatly contribute to the cross-border disclosure of information would be the reciprocal recognition of competent persons by the major mining countries, including China and Russia. It is also becoming essential that financial institutions and investors be properly advised on mining projects by reporting reserves and resources in a transparent and responsible way with the relevant public disclosures being compiled by professionals who take full responsibility for their submissions. "When it comes to new mines being developed, there is a general industry consensus that most low-hanging fruit has been picked. Many projects currently in the mine development pipeline have been around for decades, but were held back because of technical challenges. Future development of these deposits will likely require access to the public capital markets, and in Canada that means providing scientific and technical disclosure on these deposits in compliance with NI 43-101. As many of these “challenged” projects have metallurgical issues, the companies that own the projects need to ensure their metallurgical Qualified Persons provide transparent disclosure regarding proposed solutions to those issues.This paper provides an overview of the disclosure requirements under NI 43-101 that are pertinent to metallurgists, and other Qualified Persons who prepare technical disclosure regarding the metallurgical characteristics of a mineral project. It lists the triggers for a technical report under NI 43-101 and Canadian stock exchange policies, and identifies the sections of the report that should involve input from a metallurgist or process engineer. A near-record crowd of mining history enthusiasts made the trip to Leadville, CO in September to attend the National Mining Hall of Fame and Museum’s 19th induction banquet. Dressed in Victorian garb, black tie tuxedos and formal gowns, the 268 people honored four distinguished men who made a lasting impact on the U.S. mining industry. They joined 188 other inductees. The first induction banquet took place in 1988, with about 500 people attending.

Ceremonies for the induction of five mining industry pioneers into the National Mining Hall of Fame will be on Sept. 12, 2009 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. The five inductees are: Paul A. Bailey, 82, Richard T. Moolick, 89, William Braden and Alonzo Pawling and Henry Harnischfeger. Paul A. Bailly was president of Bear Creek Mining Co., the U.S. exploration subsidiary of Kennecott Copper, from 1961 to 1967. In 1968, he joined Occidental Petroleum Corp. and was tasked with creating the company?s international mining division, Oxymin, which he led as president through 1983. During his distinguished career, Bailly participated in numerous significant mineral discoveries, developed a new exploration philosophy and made important additions to the mineral exploration literature. William Braden was the first to recognize the immense potential of the El Teniente orebody in Chile. He founded Braden Copper Co. and developed the El Teniente Mine which now, 100 years later, remains the world?s largest underground copper mine. Braden?s endeavor survives to-day as the El Teniente division of the Chilean state copper company, CODELCO. T. (Dick) Moolick established a lasting legacy in the mining industry, first during a 35 year career with Phelps Dodge Corp. and then as the driving force in establishing the National Mining Hall of Fame and Museum in Leadville. The Hall of Fame and Museum ? a monument to the memory of the men and women who pioneered the discovery and development of the United States? natural resources ? has become one of the fi nest museums in the western United States.

Ceremonies for the induction of five mining industry pioneers into the National Mining Hall of Fame are scheduled for Saturday, Sept. 25, 2004 at the Las Vegas Hilton in Las Vegas, NV. The 17th Annual Mining Hall of Fame Induction banquet will begin with a reception at 6 p.m., followed by the dinner and program at 7 p.m. The five inductees are Georgius Agricola, David William Brunton, Herbert E. Goodman, David Ray Mitchell and Robert Peele. Georgius Agricola (1494-1555) wrote De ReMetallica, an original and valuable work that discussed everything known about mining during the first half of the 16th century. In De Re Metallica, Agricola reviewed practical means of finding ores, methods of surveying and mining, the assaying of ores, types and uses of mining machinery, smelting, mine administration and more. Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept. 22, 2007 at the Charles F. Barber Pavilion (Museum Convention Center) in Leadville, CO. The four inductees are James Harold Courtright (1908-1986), Dr. Howard L. Hartman (1924-2002), Charles Washington Merrill (1869-1956) and Kenyon E. Richard (1915-1993). The inductions will bring to 197 the number of mining “greats” whose engraved photographs and biographical sketches are installed in the National Mining Hall of Fame.

Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept. 13, 2008 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. This will be the 21st Annual National Mining Museum and Induction Banquet. The four inductees are Lew Eklund, 76, Carrie Jane Billings Everson (1843-1914), ?Colonel? William C. Greene (1851-1911) and Arthur L. Hawkesworth (1860-1905). Lew Eklund founded Eklund Drilling that is now based in Elko, NV. He invented many designs that play a major role in today?s mining industry. His Cyclo Blower and various sampling devices he designed helped to revolutionize gold deposit exploration by allowing mining companies to effectively sample microscopic gold. Carrie Jane Billings Everson discovered and proved a method for bulk oil flotation concentration of mineral ores, the precursor to modern froth flotation methods of minerals concentration. She patented her process in 1886. In the early 1890s, coworkers built and operated demonstration plants incorporating her bulk oil flotation process. ?Colonel? William C. Greene was responsible for the development of the great copper mining properties of Cananea, Mexico. In seven years, he went from ragged cattleman and adventurer to the greatest captain of industry the borderlands have ever seen. Arthur L. Hawkesworth was a master mechanic for Anaconda Copper. He invented the detachable drill bit. His invention generated tremendous savings for the mining industry in time, in dollars and in safer operating conditions underground. His bit?s long lasting contribution to improved mine economics is immeasurable. The 21st Annual National Mining Museum and Induction Banquet will begin with an open house and reception at 5:30 p.m. followed by the dinner and program at 7 p.m. The inductions will bring to 201 the number of mining ?greats? whose engraved photographs and biographical sketches are installed in the National Mining Hall of Fame.

Seven legendary figures of American mining will be enshrined in the National Mining Hall of Fame in ceremonies on Saturday, Sept. 7 at the Little America Hotel in Salt Lake City, UT. The 15th annual induction banquet will begin with a reception at 6 pm, followed at 7 pm by the dinner and the program. Of the seven inductees, one is living. He is Alexander Murray (Bud) Wilson, 80, of Los Altos, CA. Wilson led Utah Construction (later Utah International) to become one of the world’s most diversified and successful mining companies in the 1960s and 1970s. It was acquired by General Electric in 1976.

The National Occupational Research Agenda (NORA) is a partnership program to stimulate innovative research and workplace interventions. In combination with other initiatives, the products of this program are expected to reduce the occurrence of injuries and illnesses at work. Unveiled in 1996, NORA has become a research framework for the National Institute for Occupational Safety and Health (NIOSH) and the United States. Diverse parties collaborate to identify the most critical issues in workplace safety and health and develop research objectives for addressing those issues. NORA entered its third decade in 2016 with an enhanced structure. The 10 sectors formed for the second decade will continue to prioritize occupational safety and health research by major areas of the U.S. economy. In addition, NORA’s seven cross-sectors will continue to focus on the major health and safety issues affecting the U.S. working population. While NIOSH serves as the steward to move this effort forward, it is truly a national effort. NORA is carried out through councils comprised of members with many diverse interests that are developing and implementing research agendas for the occupational safety and health community over the third decade (2016-2026) of NORA. Councils address objectives through information exchange, partnership building, and enhanced dissemination and implementation of evidenced-based solutions. NORA groups industries into 10 sectors using North American Industry Classification System (NAICS) codes. The Mining Sector encompasses NAICS code grouping 21xxxx where “xxxx” represents the different subcodes of the mining “21” classification. Mining encompasses the extraction of solid mineral and mineral-like substances from their place in the Earth’s crust and supplies them to processing industries that produce economically valuable materials. It does not include oil and gas extraction. The Mine Safety and Health Administration, MSHA separates mining into coal, underground and surface, and metal and nonmetal, underground and surface.

Explosives, originally used only in fireworks and warfare, became legitimate contributors to human progress when miners in Eastern Europe began using them to break rock in the early 1600%. Since that time these powerful materials have had a dual role in the world: as agents of destruction in war, and as irreplaceable tools necessary to advance civilization. In the latter role, they serve as agents to enable mankind to produce metals, build roads, and drive tunnels. In other words, to provide those materials, services, and infrastructure without which the modern world could not exist.

For a state whose roots are in mining, most Colorado residents probably do not realize that the industry still contributes heavily to the state’s economy. In 2005, the industry contributed, directly and indirectly, about $8 billion to the state’s economy, according to the Colorado Mining Association (CMA). It employed nearly 10,000 people at mines and support businesses. And the mining industry in Colorado is one of the highest paying occupations in the state, averaging about $80,000 a year in wages and benefits. The state’s coal mining industry produced nearly 36 Mt (40 million st) of coal in 2005, valued at $800 million, the CMA said. That was seventh in the nation. And Colorado’s only major gold mine produced 10.2 t (329,000 oz) last year, valued at $124 million. That was third in the nation. And Phelps Dodge’s Henderson Mine produced about 12.7 kt (28 million lbs) of molybdenum, valued at $350 million. Colorado is the largest molybdenum producing state in the nation.

Nationalization is high on the policy agenda in South Africa. This paper considers the case for nationalizing the local mining sector from an evidence-based perspective, which is derived from theoretical considerations and related to the known features of the South African mining sector and economy. A strong case against nationalization emerges, which can be summarized as follows. The mining sector is competitive and therefore a poor candidate for public ownership. Furthermore, the resources sector does not dominate the South African economy nor does it create the risk of a decrease in the competitiveness of the industrial sector via the unintended adverse impact of an appreciating real exchange rate due to a commodity boom (Dutch Disease). Nationalizing the mining sector will cost the government more than it receives. This is not only a bad idea in itself, but it will limit the scope for distributive policies on the national budget. The contemporary international experience demonstrates the risks of fiscal imprudence. Finally, nationalizing the resources sector will undermine support for those very market-based institutions required to achieve a higher long-run growth trajectory.

In June 1992, the High Court of Australia recognised native title of the Meriam people over parts of the Mer Island in the Torres Strait as a form of common law. The Court also indicated that native title may have survived European settlement of the mainland Australia where it had not been extinguished by Governments and Aboriginal people have maintained their traditional connection with the land. The decision meant that two systems of land law were seen as existing side by side in Australia: ò one which derived from grants from the Crown under laws passed by Parliament; ò another which derived from the diverse laws and customs of the many Aboriginal groups in Australia.

The new underground facilities for the LINAC Coherent Light Source project at the Stanford Linear Accelerator Center in Menlo Park, CA, are constructed in very weak sedimentary rock interspersed with uncemented zones. In addition to several 21-footwide (excavated) tunnels, the NATM excavations include a large, 49-foot wide (excavated) cavern, an unprecedented size in this geology. The critical design issues include characterization of the weak rock, some shallow rock cover areas, and very stringent criteria for final invert slab movements within the tunnel. The design also incorporated severe seismic criteria, since the site is in close proximity to the San Andreas Fault.
