Extensions to a correctional institution at Wabash Valley, Indiana, required development over abandoned coal-mine workings, at 90 m depth, where subsidence was possible at surface. Backfilling of the flooded mine in critical areas was determined to be the most cost-effective method of limiting the risk of damage to the buildings. Containment grout was first placed in selected entries and cross-cuts of each mine area; the remaining volume was then filled with a readily flowing infill grout. Where a high proportion of an area was taken up by rubble, calcium lignosulphonate was used as a retarder and plasticiser to increase penetration. Grout movement was monitored from adjacent boreholes with an electrical resistivity probe during grouting, while after the work was finished core samples were obtained from verification holes drilled in the backfilled areas

Mining operations have made tremendous strides in improving the safety of blasting as shown by the significant and continual decrease in fatalities and serious injuries. Advances in blasting technology and blasting practices have played a significant role in reducing fatalities and injuries. However, even with the decline of fatalities and injuries blast area security continues to be by far the leading factor in blasting accidents. Even though there continues to be an increase in the use of industrial explosives and blasting agents in the U.S.A., the decline in fatalities and injuries from blasting accidents has persisted.

During recent years the designing of mine cars has become a very highly specialized art. Mechanical methods of mining, constantly increasing speeds of transportation and thin seams of coal have made it absolutely essential to develop low cars of maximum capacity. The producer of coal from thick seams, because of mechanical mining, which he is already employing or con- templating adopting, is now as much interested in low cars of high capacity, as is the thin seam operator. The mine car builder has been alert to this trend and is equipped with a specially trained corps of engineers and salesmen, who receive the necessary information from the producer and develop therefrom a suitable car design to fulfill the conditions.

ALL mineral production? of Can11.da is transported in a mine car at some stage during its extraction. There are as many types and varieties of mine cars as there are of mines. Many of the cars in use were developed in the blacksmith shop. Others were designed by engineers and improved by the mine foremen and the mechanics. Every mine car has the ideas of miner, blacksmith, mechanic, and engineer incorporated in it. Many of these ideas are not generally known. This paper was written to make at least some of this information available to the mining industry. In drawings, tables, and notes, it gives all the important details pertaining to the cars. It .does not recommend any particular type of car for any particular piece of work, nor does it present drawings from which a car can be built. It gives the engineer or master mechanic information on many cars which he can apply to his own particular problems. It is hoped that this information will be of use to mine operators. If a few new ideas are conceived as a result of the paper, the author will feel that the effort of compiling it has been worth while. In order to obtain the data for the preparation of the paper, a questionnaire, copy of which is here reproduced, was sent to all the operating mining companies in Canada. An accompanying letter briefly explained the purpose of the paper and asked for co-operation in furnishing as complete information as possible.

This paper reviews rehabilitation, closure, and post-closure management of the Tui, Golden Cross, and Martha Mines, all of which are located in the Waikato Region of New Zealand. There was no requirement for rehabilitation of the Tui mine, which was abandoned in 1973. There was a requirement to rehabilitate the Golden Cross mine. Mining at that site ceased in 1997, and rehabilitation is now well advanced. When first approved, there were some requirements for rehabilitation of the Martha Mine, but when reconsented in 1998, those were extended, and in addition a requirement for post-closure management was included. As a result, a Trust, funded by the mining company, has been established to take long-term responsibility for the site following completion of closure. The different rehabilitation/closure requirements at each of these sites illustrates that we have learnt something from the experiences of the past.

San Martin Mine is an open pit, gold heap leach operation located approximately 70 kilometers from the Honduran capital of Tegucigalpa. Mining operations commenced in 2000 and were completed late in 2007, while heap leaching operations continue. Reclamation was executed concurrently with operations to the extent practical. The area has distinct rainy and dry seasons and closure objectives include: prevention and mitigation of acid rock drainage, sediment and erosion control, and mitigation of visual impacts. Final closure is well underway at San Martin and this paper describes the closure processes conducted to date, problems encountered, and the subsequent lessons learned.

Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

For mine closure, the prospect of treating mine drainage in near-perpetuity can be onerous – especially when flow rates are high. One closure option is to construct tunnel plugs within the adits to flood the mine and reduce discharge volumes. Flooding reduces oxygen access within the mine and hence ARD potential. It also reduces hydraulic gradients such that uncontaminated groundwater is not drawn toward open, acid-generating areas of the mine/orebody. Evaluation of the technical and economic feasibility of permanently sealing mine tunnels necessitates detailed hydrogeological and geotechnical investigations. The capital costs associated with tunnel plugs may be relatively high, and there are ongoing maintenance requirements, risk of significant leakage and even risk of catastrophic failure if improperly designed or constructed. In this sense, the paper point put the means available for assessing the liabilities associated with adits at project start up, and the options available for closure of existing adits to reduce long-term environmental liabilities.

Coal is Australia’s highest export earner and Australia is the world’s largest exporter of coal. With coal now being extracted from deeper reserves under increased risk profile, and in the interest of aiding the stability of coal supplies, Japan is funding a number of safety projects in Australia and China. The CSIRO, Australia’s premiere research organisation with the country’s largest exploration and mining research group, are currently undertaking a jointly funded Japan-Australia safety project at Anglo Coal’s new Grasstree Colliery in central Queensland. The project, entitled Mine Communication and Information for Real-time Risk Analysis, will deliver step-change capabilities in data integration, decision support, gas monitoring, geo-technical monitoring, emergency response and personnel safety to the Grasstree Colliery. Some key activities include: developing and installing underground coal mine Ethernet LAN components, real-time monitoring of gas and geo-technical sensors, MODBUS serial to TCP/IP converters, e-reporting of underground conditions, emergency guidance systems and underground trials of Internet Protocol telephone and video. The project seeks to integrate (in real time) key data sets from the comprehensive and diversified range of propriety system currently in use at mines (ventilation, strata, operations e.g. haulage, pumps, conveyors etc) into a single integrated risk management interface. This interface will filter the data through a rules-based inference engine that will cross reference the various data streams, compare with past events and outcomes associated with the similar historical data and present this “intelligence” to

Technology is playing an increasingly large role in the operations of our mines. There is a temptation to regard the implementation of technological systems as the objective itself when, in reality, systems are used to support a business process. Only when the process succeeds will the systems be seen to succeed. Understanding the distinction between system and process is critical. This understanding, together with the resultant holistic approach, is considered to be critical to successful implementation and operation of Mine Control process. This paper examines the critical factors essential to success in establishing and sustaining a Mine Control process that maximises benefits to an operation. These factors have been developed during the author's experience of nearly 30 years in Mine Control projects across over 50 sites. Each factor is discussed in relation to real world examples at well-known mines.

"This paper compares Canadian provincial mining safety regulations regarding the use and testing of cage safety catches, including a brief history and evolution. Regulations are similar across provinces, with only slight variations. Currently, the “Ontario-type” safety dog is the most commonly used safety catch in Canada. Performance estimation of the compensation mechanism for different safety-dog shapes and tooth angles show this shape works well and has consistent braking results, but the best efficiency is obtained for initial tooth angles greater than 10°. Miner safety is questionable for lightly loaded cages, an issue that should be addressed technically and legislatively.RÉSUMÉ Le présent article compare les diverses réglementations de sécurité minière concernant les parachutes des cages dans les provinces canadiennes ainsi que les essais qu’ils doivent subir. Il semble que les réglementations soient semblables à travers les provinces avec quelques légères différences ou divergences. Un bref historique des parachutes et de leur évolution est présenté. De nos jours, le parachute de « type Ontario » est le plus fréquemment employé à travers le Canada et il présente des résultats de freinage uniformes. Une estimation de la performance du mécanisme de compensation pour les diverses formes de taquets de sécurité et les divers angles des dents montre que cette géométrie fonctionne bien; cependant, la meilleure efficacité est obtenue pour des angles de dents supérieurs à 10°. La sécurité des mineurs est mise en jeu pour des cages faiblement chargées et ce point devrait être traité du point de vue technique et du point de vue législatif."

Deep underground mines use refrigeration systems to provide a reasonably comfortable ambient environment to increase productivity and to maintain safety as a priority. Deep level gold mines maintain the environment at an acceptable temperature, i.e. 27°C. However, the increasing cost of doing so through refrigeration is becoming a significant factor in the economic viability of mines. This paper discusses of the important facet of energy losses in cooling reticulation systems, laying with the specific emphasis on the subject of chilled water transport pipe insulation and its thermo-dynamic relationships. Aspects relating to the deterioration of open cell-type insulation materials such as polyurethane/styrene foams and the use of Phenolic resins that have good fire retardation properties have been investigated. The thermal conductivities of these insulation media are good (meaning below 0.05 W/°C)However, they are known to be negatively influenced by water vapour ingress and vapour pressure differences that result in the ingress of water into the material by means of absorption, condensation, hygrospicity, permeability and capillary action, to name a few of many. The overall effect on mine cooling efficiency takes in the two forms: first by the loss of refrigeration or increased chill in the water temperature arriving in a given section and second, by a loss in transfer efficiency when the gap between the arriving water temperature and the actual air temperature decreases. The paper poses certain questions relating to mine design aspects of deep shaft pillars. It then explores these questions in relation to Western Deep Levels (South) where a sub-shaft system is to be sunk to 4 000 metres below surface to exploit two narrow tabular reefs in the down dip extension of the mine workings. After brief discussion of some broad considerations, the findings of a major rock mechanics investigation are reviewed. Some overall conclusions as well as the outcomes of separate studies of the anticipated behaviour of shaft pillars on each of the two reef horizons are outlined. Mina Santa Rosa, in west central Panama, is the first large-scale gold mine in Panama and will soon be the largest single-mine gold producer in central America (Fig. 1). At full production, the mine will process 1.8 Mt/a (2 million stpy) of ore and produce more than 1.8 t/a (60,000 oz/year) of gold and 9.3 t/a(300,000 oz/year) of silver. Mina Santa Rosa is a subsidiary of Greenstone Resources of Toronto, Ontario. Freeport-McMoRan geologists first visited the area in 1985. Their rock chip sampling adjacent to old shafts and adits confirmed widespread gold and trace element geochemistry anomalies. Surface mineralization appeared to be localized in and adjacent to narrow veinlets. However, they recognized astructural setting similar to the Nevada Tertiary volcanic-hosted epithermal gold systems.

Underground development drill and blast practices have generally remained unchanged for decades. Historically, development optimisation has focused mainly on the application of perimeter control products in order to reduce overbreak, and efficiencies in development cycle times to increase advance rates. In today’s environment of ever increasing operating costs and lower ore grades, it has become even more critical to focus on the optimisation of drill and blast in development mining. It is a crucial component in ensuring mining schedules are maintained, but more importantly achieving the objective of getting to the orebody in the shortest possible time.This paper will focus on the development optimisation process used in a trial at Xstrata’s George Fisher Mine in North Queensland. Not only did the trial include the typical optimisation areas of charge loading practices, perimeter control methods, drill design standardisation and quality control processes, it also investigated the significance of delay accuracy with regards to perimeter control and drill design optimisation.One of the key measures of the trial was a comparative analysis between baseline development and development with the staged introduction of optimisation elements using 3D photogrammetry as a validation tool. A detailed cost analysis between the various stages was also a key measurable of the trial.The results of the work undertaken at George Fisher have shown that the accuracy of electronic detonators can produce significant benefits in development blasting. When combined with standard optimisation philosophies a substantial reduction in overbreak, ground support requirements and development cycle times can be achieved, whilst still being able to reduce the overall development operating costs.CITATION:Kovacs, J, 2014. The selection of a mining plant for carrying on development work presents many problems distinct in themselves, and affected by various local factors. In this paper, the writer proposes outlining and discussing in some detail the chief factors governing the economic selection of such plants. This will be followed by an enumeration of the underground and surface plant required for carrying on several hypothetical exploratory and mining operations. Where it is impossible or not convenient to obtain hydro-electric power, and where wood for fuel is scarce, we now find oil engines being used. A 100 h.p. oil engine, such as would be required to operate a three-drill air compressor, consumes approximately five Imperial gallons of fuel-oil per hour at full load. On the basis of a 60 per cent load factor, this gives, for eight hours' operation, a probable actual consumption of twenty-four Imperial gallons.

Heavy (exceeding 35 tons) roadheaders have not seen much use in the United States, but are used extensively in Europe to excavate many types of underground openings in civil and mining applications. Early models of roadheaders were light and suitable only for utility excavation such as drift enlargement or chamber excavation, unless the ground was very soft and easily cuttable. Frontier-Kemper Constructors, Inc. is now using a 45-ton roadheader to excavate two mine slopes in Kentucky and a 70-ton roadheader to excavate a long decline at a new mine in Utah. Results to date indicate that heavy roadhead machines are an effective alternative to both conventional excavation and full-face boring machines in many cases; and where circumstances are favorable are a superior choice. This paper concentrates on applications in the mine development construction industry, but the conclusions are no less valid for civil construction.

The mining industry worldwide is currently facing a significant restructuring process. In most underground mines, widespread mechanization of the mining processes increases production while reducing staff numbers. At the same time, mining depths as well as the lateral spread of the mine workings are increasing. This ever-changing mining environment requires sophisticated solutions for the design and operation of underground mines. In fact, a reduced number of mining engineers is taking responsibility for everincreasing mine operations. This applies not only to the excavation of the minerals, but also to all other aspects of the mining operation, including health and safety, disaster management, and mine rescue organization. Most mining engineering graduates entering the industry lack experience in mine emergency management. Young engineer trainees must learn mine emergency management and rescue work in addition to their normal training experience on the job. Often, and unfortunately, emergency and rescue training at different mining companies is not carried out to the highest level and standard and with the best possible training outcomes. The tasks and challenges a young engineer faces while being trained in a new position do not leave much room for additional training in mine rescue and emergency management. At the same time, experienced, ?old hands? are retiring and cannot easily be replaced due to limited graduation numbers. Strategies are being developed at mining universities worldwide to train mining engineering students in handling mine emergency situations and to provide hands-on experience for managing potential accident and disaster scenarios underground. Two of these strategies, from the USA and from Central Europe, are presented in this paper. These specific strategies have to be seen under special consideration of the local and regional boundary conditions, but might serve as case studies for mining schools and universities in other countries.

A NIOSH study on occupational deaths between 1980 and 1989 indicated that in the United States, mining had the highest average annual fatality rate (3 1.9 per 100,000 workers) of any other major industry. Since "lack of training" was often cited as the primary cause of accidents, NIOSH has been investigating new methods for effective training. One such method is the use of low- cost, desktop computers to simulate a virtual mining environment. Computer-based training offers several advantages over conventional training because the computer programs provide a three- dimensional environment that allows the trainee to practice using evacuation routes, encounter mining hazards, and view mining operations without being exposed to any real danger. One major focus of the project is mine escapeway multiuser training using desktop virtual reality programs. Researchers have imported mine maps into the software for the purpose of practicing actual evacuation routes and procedures. Various scenarios for evacuation can be practiced in a three-dimensional computer simulation of the mine in a disaster situation, complete with smoke, fire, and other dangers. Depending on the trainee's job description (i.e., foreman, shift boss, beltman, etc.), certain tasks need to be performed in addition to navigating primary and/or secondary escape routes. Each scenario allows for individual or team-based training and provides a means to educate mine workers in hazard recognition and hazard avoidance. Using this program, mine workers can practice evacuating various mine layouts without the danger and expense associated with escapeway training in an actual underground mine. Each scenario can be changed to test the trainee's reaction in a variety of circumstances and run many times so the trainee can practice concepts. This training experience will help reinforce the knowledge acquired during more conventional classroom instruction, and the inherent flexibility of the program allows training materials to be tailored to meet the specific requirements of individual mines.
