The Kell Process has been developed for the extraction of platinum group metals (PGMs) and base metals from sulphide flotation concentrates. The process has been successfully tested on several different sulphide flotation concentrates, including those from the UG2 chromitite horizon and the Platreef mafic/ultramafic layer. It has been shown to provide high (>95 per cent) and selective extraction efficiencies for the key valuable metals, i.e. Pt, Pd, Rh, Au, Ni, Co, and Cu. The Kell Process consists of several commercially proven unit operations. S, Ni, Co, and Cu are first selectively removed by use of a pressure oxidation step during which the dissolution of PGMs is minimized. The residue from pressure oxidation is subjected to a thermal treatment to ensure efficient PGM recovery by subsequent chlorination. All the core steps are very similar to well-proven conventional unit operations in common use, as are the subsequent metal recovery steps to provide marketable end products. Typical metallurgical responses of flotation concentrates from UG2 and Platreef to the Kell Process are provided, and key outcomes of an energy comparison study with smelting are summarized in this paper. Kell presents a potentially substantial improvement in PGM concentrate processing technology, in terms of economics via much-reduced power costs, ease of processing, and various environmental benefits. It allows for the treatment of high-chromium low-grade 'dirty' concentrates, such as secondary concentrates from the platinum industry's 'mill-float-mill-float' (MF2) flotation circuits and concentrates from retreatment of tailings. It allows greater concentrate mass pulls, has higher tolerance to gangue intergrowths in concentrates, and its use can provide substantial increases in overall PGM recovery. Its adoption would be a step change in the platinum industry, and given the commercially proven unit operations embodied in the Kell Process, at much-reduced risk compared with other more experimental technologies. Since the initial process development work, significant improvements and refinements have been introduced as a result of further compre¬hensive testing and process modelling. Pilot-scale testing and engineering study work is in progress for several selected sites.

Kemess South Mine ended operations in March 2011. Final reclamation works began during operations in 2008 in anticipation of closure. The focus of reclamation during mine operations was on the inactive areas of the tailings dam, waste rock dumps, and expended borrow areas. The general reclamation strategy for the Kemess Mine site marries long-term erosion control with successional reclamation principles. For disturbed areas, this requires application of growth media, proper preparation of surfaces, and introduction of native pioneer plant species to initiate successional processes of recovery. Tailings are retained behind an earthfill dam of approximately 140 m in height, with a crest length in excess of 1 km. Reclamation activities at the dam have included placement of growth media, specialized surface preparation and construction of diversion ditches. The final closure spillway is currently being constructed, with completion scheduled for summer 2011. The two main waste rock dumps contain segregated non-acid generating (NAG) waste rock and potentially acid generating (PAG) waste rock. Resloping of the NAG dump for long-term stability commenced in 2009, followed by placement of growth media and ground preparation. The PAG waste rock will be fully relocated into the expended open pit for final, permanent subaqueous disposal.

On June 4, Kennecott Utah Copper (KUC)marked the centennial of the founding of the original company. Bill Champion is president and chief executive officer of KUC. He said, “What has happened during the past 100 years far surpassed even the most optimistic visions of men like Daniel C. Jackling and Robert Gemmell when they promoted the concept of mass production techniques for a low-grade deposit of copper ore. At that time, it was a totally new way of doing things and the mining leaders of that day scoffed at the idea. They said it would never work,” Champion said. The company will celebrate this once-in-a-lifetime occasion with a few special projects, mainly for the benefit of our employees, said Louie Cononelos, director of government and public affairs for KUC. The company has designed and minted a commemorative copper coin that reflects early steam shovel and locomotive operations on one side, and today’s modern electric shovels and huge haulage trucks on the other side. “The history of the company stems from the ores of the Bingham Canyon Mine. That coin has been encased as part of a10-panel brochure that captures the company’s 100 year history,” he said. KUC also developed special centennial banners and comparable framed posters that were displayed throughout its operations and at selected community locations that have enjoyed a long-time partnership and special relationship with the company. Some of the plants also designed their own centennial hardhat decals.

In January 1999, a redesign of the Kennecott Flash Converting furnace settler was initiated to enhance furnace integrity and extend furnace life. This furnace uses Kennecott-Outokumpu Flash Converting technology to produce copper directly from copper matte. A detailed assessment was made of all technology available around the world before making a decision on the design features to be incorporated in the new design. The new design includes the following: redesign of all sidewall cooling elements to include the latest cooling element technology; redesign of the furnace hearth to include a stadium hearth at the reaction shaft end of the furnace; redesign of the furnace hearth to include a stepped hearth design adjacent to the furnace sidewalls; addition of flat settler roof cooling elements .around the reaction shaft; replacement of reaction shaft transition elements with an improved design and improvements to the furnace cooling element monitoring systems. The Flash Converting furnace was shut down on a planned basis in July 2001 to implement these improvements after 29 months of operation, converting more than 1,000,000 tonnes of matte. During the 30 day shut down, the improvements were successfully completed, with furnace start up in August 2001

Before 1995, the smelting process at the Kennecott Utah Copper Corp. (KUCC) smelter consisted of Noranda reactors and Pierce-Smith converters. When considering expansion, it was decided that the existing process would not lend itself to a program geared toward processing the total output of copper precipitate and copper concentrate from KUCC mining and concentrating operations. During 1989 and 1990, several smelting options were evaluated. The final selection was the Outokumpu flash smelting process, coupled with the new Kennecott-Outokumpu flash converting technology. Facilities were designed and installed to process 1 Mt/a (1.1 million stpy) of copper concentrate, with the ability to expand to 1.2 Mt/a (1.3 million stpy). The smelter facility that used the Noranda technology was shut down in May 1995. The flash smelting furnace operation began in June with the flash converting furnace start-up a few weeks later.

With the rapid acceleration of the cost of shovel dippers and major standard shovel clipper rebuild components, maintenance management at Kennecott Copper Corp.'s Bingham Canyon mine initiated a dipper maintenance and rebuild program. The program focused on extending the service life of the shovel dipper, reducing field labor in maintaining dippers, and lowering shovel dipper rebuild costs. While comprehensive evaluation of the program is still underway, preliminary benefits of the program indicate: •Reduced field ,gelding for shovel dipper field maintenance, •Fewer dipper rebuild units entering the shop, and •Reduced dipper rebuild costs per unit.

This paper will discuss the inherent value engineering associated with the design and construction of approximately 184,000 SF of anchored tieback wall, installed as part of the widening and drainage improvements for KY9 in Campbell County, Kentucky. The total project is 2.2 miles in length. The anchored walls, excavation grading and drainage total to a complete project cost of $28.4 million. This is one of the largest design-build projects undertaken by the Commonwealth of Kentucky. It also features another first for the Transportation Cabinet - the general contractor is responsible for quality control/quality assurance. The project is located just south of Cincinnati, OH and is situated along the east bank of the Licking River. The slopes along this stretch of the river have had a long history of movement and instability. The Kentucky Transportation Cabinet advertised the anchored wall portion of this project to be designed and constructed by pre-approved specialty contractors. The Transportation Cabinet provided the basic design parameters to each specialty contractor. Aspects to be discussed include the site and project history, previous attempts at slope stabilization along existing KY9, the technical proposal and bidding process, and the actual design and construction.

Although the occurrence of deposits of titanium minerals on Kenya’s present day beaches and adjacent dune systems has been well documented, the potential for older formations to host economically viable deposits had not been recognised until recently. The Magarini sands formation in Kenya has been found to contain deposits of ilmenite, rutile and zircon in quantities and grades that have the potential to be commercially exploited. Since 1995, Tiomin Resources Inc. has explored these deposits and has identified one deposit, the Kwale project, as being able to support the development of a mine producing some 300,000 tpa ilmenite, 75,000 tpa rutile and 37,000 tpa zircon. Tiomin plans to start production by late 2002. Construction of a US$137 million operation is set to commence in the first half of 2001.

WHEN finely divided ferrous sulphide, FeS, is roasted at a moderate, carefully regulated temperature, the iron and sulphur are oxidized, the first products being probably ferrous oxide and sulphurous acid. In the presence of oxygen of the air the ferrous oxide soon becomes ferric oxide and in the presence of oxygen and the ferric oxide the sulphurous acid oxidizes to sulphuric acid. These facts are well known, having been established by Plattner many years ago. As a further reaction, some of the sulphuric acid parts with a portion of its oxygen to oxidize more ferrous oxide to ferric oxide, and a portion of it escapes uncombined or else unites with the iron oxides to form sulphates. Ferrous sulphate is usually soon oxidized to ferric sulphate and if the heat becomes sufficient this is then decomposed into sulphuric acid and ferric oxide. As a result of these reactions a mass of more or less pure ferric oxide is formed which is generally made porous by the escaping gases and, if rabbled properly, practically all the sulphur is expelled. If ferric sulphide or ordinary pyrites, FeS2, is roasted, a portion of the sulphur sublimes and usually burns to form sulphurous or sulphuric acid, although at times and under favorable conditions some of the sulphur is driven off uncombined and can be collected as such. Under ordinary methods of roasting, however, only a small portion escapes combustion. By the combustion of the sulphur an increase of heat is de¬veloped and, as a consequence, the reactions mentioned take place more rapidly and actively-more sulphuric acid is formed and the oxidation is more complete-nearly all the iron being left as ferric oxide with practically no sulphate or ferrous oxide. Enclosed cabs have been used for many years to isolate workers on mobile equipment in the mining industry for health and safety reasons. These enclosed cabs create a microenvironment for workers where they can be either more protected or more vulnerable to contaminants. Over the past decade, the National Institute for Occupational Safety and Health (NIOSH) has performed substantial research efforts to improve the air quality inside enclosed cabs of both underground and surface mobile mining equipment. In these efforts, NIOSH has partnered with mining companies, original equipment manufacturers (OEMs), and manufacturers of filtrations and pressurizations systems in a synergistic effort to reduce respirable dust and improve the air quality inside these enclosed cabs. Various field studies over this time have shown an array of results ranging from very minor to very significant reductions (protection factor: 3 ? 89) in respirable dust levels inside these enclosed cabs. In addition to and concurrent to the field work, NIOSH also performed a comprehensive laboratory study to evaluate all the factors involved in cab filtration and pressurization systems and identified those factors that were most significant for an effective system. From this comprehensive research effort, the key components for an effective filtration and pressurization system have been identified in an effort to provide the best air quality, thus minimizing the respirable dust exposure, to equipment operators inside of enclosed cabs of mobile mining equipment.

Heathgate Resources Pty Ltd (Heathgate) operates the Beverley Uranium Mine in South Australia, located on the plains between the northern Flinders Ranges and Lake Frome some 600 km north of the state capital Adelaide. The uranium orebody exists in permeable sands within the confined, highly saline Beverley aquifer, approximately 125 m below the ground surface and the uranium is mined using in situ recovery (ISR) technology. The Beverley mine is a highly technologically advanced ISR mine and is operated in accordance with stringent safety and environmental standards. The mine is currently licensed to export 1500 t of uranium oxide (U3O8) per annum. This paper outlines the fundamental differences between ISR operations and the more traditional uranium production methods, such as agitation leaching and heap leaching, where the ore is removed from the deposit, stockpiled, crushed, milled and leached on the surface. Solids tailings from either the mill or the heap are finally deposited in a tailing storage facility. ISR mining differs from conventional mining because the ore remains in place underground (in situ) and the groundwater contained in the ore-bearing aquifer is utilised as the mining fluid. This is achieved by drilling into the deposit and installing wells for extracting and re-injecting the groundwater which is fortified with chemicals. The fortified groundwater (ie mining fluid) flows through the permeable sands containing the orebody, dissolving the uranium. The pregnant mining fluid is then collected and transferred to the recovery plant where the uranium is captured (on ion exchange (IX) resin in the case of Beverley). The barren mining fluid is then re-fortified and recycled to the wellfields. Once mining is completed in a wellfield, the surface infrastructure is relocated to a new wellfield, and the mined-out wellfield is rehabilitated to its original surface condition. A comparison of 'standard' hydrometallurgical plants, heap leach and ISR shows a number of key differences, such as the rate of leaching, the level of control available to the operators, and the type of contact/reaction that occurs. While limited in its applications, ISR mining has proven successful at Beverley and provides another mining and processing method for the production of uranium.

Pongkor Gold Mines is one of seven units of production owned by PT Aneka Tambang (State owned mining company). The mine is located in the western part of Java Island, Indonesia. It is in the Bogor District and approximately 110 kilometres to the south of capital Jakarta. Implementing new technologies in industrial operations entails the challenge of measuring the improvements gained by the applied technology. Nevertheless, it is absolutely essential to assess the technical and economic benefits in objective and comprehensible numbers to create a platform for further management decisions. Underground coal mines are characterized by numerous, quite complex procedures which make it difficult to determine the specific economic benefit of a new machine, technique, or method. In the OPTI-MINE Project funded by the European Union?s RFCS programme, five underground coal mines applied the latest information and communication technologies (ICTs) to improve efficiency, mine safety, occupational health, and environmental im-pacts. An integral part of the project is the assessment of these technologies by using key performance indicators (KPIs). The paper will describe some examples of the selected KPIs and the preliminary findings.

Increased competition in today’s global economy has put mineral industry under excessive pressure to effectively manage production assets to generate business wealth. Capital intensive industry (CII) organizations are seeking ways to manage skill resources, internal processes, and organizational networks with a view to reduce the cost of ownership of assets and increase efficiency of operations and service. The emerging concept of Enterprise Asset Management(EAM) is a collection of business processes that allow CII with right focus on return on investment on assets, to make right decisions on planning, acquisition, maintenance, operation, rehabilitation, and disposal of assets. Information technology (IT) can drive significant returns if the infrastructure covers seamlessly all business processes and all systems, like geographic information system, maintenance management, investment management, laboratory information management, and supervisory control and data acquisition system. The simple approach to IT in the past with disconnected silos of technology, information, and business processes cannot deliver the expected benefits under the modern business environment. Identification of business and application component is a prerequisite for the development of an asset management system that links effectively disciplined processes having characteristics of agility, speed, and integration. This paper discusses various issues and outlines the steps for developing an asset management roadmap in an organizsation. It also presents major business and application components of the system. The year was 1974. The event - the United States Congress was embroiled over what issues should be included in the proposed national surface mining law. The question - what should be done with underground mines? The leading bills ultimately addressed the environmental impacts associated with underground mines including provisions to protect the surface from subsidence impacts. Amid the fears that this subsidence language might discourage underground mining, sponsors of the bill were asked to explain the meaning of the provision that read "to prevent subsidence to the extent technologically and economically feasible." Was this an attempt to limit mining that caused planned and controlled subsidence? Former Deputy Director of the Office of Surface Mining, Dean Hunt, reviewed some of these historical events in a 1985 presentation before the Eastern Mineral Law Foundation. He reported that in 1974 Congressman Morris Udall took the floor to respond to these concerns expressed by other members of Congress and the industry. Mr. Hunt cited Congressman Udall's July 10, 1974 Congressional Record statement: "The House bill contemplates rules 'to prevent subsidence to the extent technologically and economically feasible.' The word prevent led to fears expressed by the Secretary of the Interior Morton, that the effect would be to outlaw longwall mining, with its obvious subsidence ... in fact the bill's sponsors consider longwall mining ecologically preferable and it and other methods of controlled subsidence are explicitly endorsed." Further, the report that accompanied the front-running bill, HR11500, provided the following clarification on the issue of subsidence prevention: "It is the intent of this section to provide the Secretary with the authority to require the design and conduct of underground mining methods to control subsidence to the extent technologically and economically feasible in order to protect the value and use of surface lands. Some of the measures available for subsidence control include: (1) leaving sufficient original mineral for support; (2) refraining from mining under certain areas---or (3) causing subsidence to occur at a predictable time and in a relatively uniform and predictable manner. This specifically allows for the uses of longwall and other mining techniques which completely remove the coal." It is clear from the preceding statements that Congress considered the removal of all the coal and causing subsidence in a predictable and uniform manner to be equal to or better than leaving support coal and causing no subsidence. While the actual provision in the bills talked of preventing subsidence, a subsequent exception made it clear that the real intent was to control it. This is evidenced in the specific planned subsidence language that appeared in the bills and ultimately in Section 516 (b) (1) of PL95-87, the Surface Mining Control and Reclamation Act. It reads: "...adopt measures...to prevent subsidence ... except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." In spite of this historic record that supports controlled subsidence, something has been lost in the implementation. The primary focus by many regulators over the past few years has been on the "prevent" aspect irrespective of mining method being used. This has appeared to change the original intent of Congress from one of controlling subsidence to one of minimizing damage. The objective of this report is to review some of the current regulatory issues that impede full extraction mining and offer some suggestions on possible ways to deal with these issues.

A voluntary comprehensive environmental Risk Assessment was launched at the end of 2004 by the International Chromium Development Association. The completion is scheduled for mid 2006.EURAS, a leading environmental consultancy, was commissioned for this project, as this firm wrote in particular the Metals Environmental Risk Assessment Guidelines, the reference document for the metals and metals compounds, in particular for the forthcoming European new Chemical Policy and the Globally Harmonized System for the Classification and Labelling of Chemicals (GHS). This project follows a stepwise approach, comprising 3 distinct steps: - Initial Risk Assessment: compilation, evaluation of the existing effects and exposure data for chromium III compounds and chromium metal. This information will be used for the compilation of an initial Risk Assessment Report. - Data gap analysis: which type of additional effects data should be collected and/or which exposure scenarios merit a more detailed targeted risk assessment? Recommendations and/or suggestions for further research will be formulated. - Road map: prioritization and ranking of the different proposed research programs. The presentation will mainly focus on the results and recommendations of the initial environmental Risk Assessment from an International perspective and not from an European point of view. - Hazard assessment ? definition of the Predicted Non effect Concentration (PNEC) for each environmental compartment (water, sediment, soil) - Exposure assessment ? definition of the Predicted Environmental Concentrations (PEC) for each environ-mental compartment - Comparison of the local PEC with PNEC for the chromium III compounds and chromium metal EU industry sectors covered in the project: mining of chromite, metallurgical production of chromium metal, chromium containing alloys production, production of trivalent chromium chemicals and the main applications (pigments, leather tanning, etc..). The current status on the environmental Classification and Ranking for chromium III compounds, Chromium metal and its alloys in the GHS will also be covered.

Seven full and partial pillar extraction operations were visited in New South Wales, Australia, in the early parts of 2001. Certain factors unique to these operations have led to the general success of the safe and economic extraction of these coal pillars. Some of these factors attributable to the overall success of these operations are discussed in this paper. In particular, geotechnical mapping, specific legislation pertaining to pillar extraction, mining methods, the role of temporary supports and training are described. It is found that some of these factors have useful attributes which could be used to design a methodology for extraction of underground coal pillars in the Witbank and Highveld coalfields of South Africa.

The problem of instantaneous outbursts remains unsolved after over a century of events and the investigation of the mechanism of the phenomenon and means of treating it. Outbursts have occurred of up to 5,000 tonnes with perhaps up to 500,000 m3 of accompanying gas, either methane (CH4) or carbon dioxide (C02) or mixtures. The low density of CH4 and the high density of CO2 give particular problems. Australia with both gases has experienced outbursts for 85 years with fatalities as recent as 1978. The Bulli Seam of the Illawarra area of the Sydney Basin is affected and outbursts with both CH4 and CO2 occur. The Northern and Central Bowen Basin also experiences outbursts with both gases. Proneness of affected mines is related to the high rank of the'coal and the proneness of the seams-is localised according to depth, gassiness, structure and development geometry. Proneness may be reduced by appropriate choice of mining methods. In addition to outbursting mines other mines have symptomatic phenomena. Traditional preventive methods have been used and control by induce- ment has been practised. It is really an honor and pleasure to be here at the 231d International Conference on Ground Control in Mining. My name is Lew Wade. Until recently I served as the Associate Director of Mining for NIOSH. That's a position that I recently moved out of and that position is now filled by Dr. Jeffery Kohler. I now serve as the Sr. Science Advisor to the NIOSH Director. The topic of my talk today will be coal mine ground control, a look back at the last 30 years, and then a brief look forward. I will start by talking about coal mine ground control statistics and with just a brief look, those statistics clearly show that you people are making a difference and there have been tremendous improvements. I'll then look at reasons for those improvements and those will include people working together (this conference being a prefect example of that), as well as technology development. In the area of technology development, I will give you my top-ten list of technology developments in the area of coal mine ground control. Then I'll end with a look towards the future and point to some possible future developments. Then, I will be so bold as to issue some challenges to the participants of this conference. Again, if you take the broad look back at underground coal mine roof falls and ground fatalities, you see this tremendous improvement that we have all come to appreciate. We have all been a part of improving the safety conditions for our underground miners and the number of fatalities is orders of magnitude less than what it was at the turn of the previous century. We have every reason to be pleased and proud of what we have been able to accomplish. Now, the question is why. What are the reasons for those improvements? Just look around this room. You see evidence of what I think are one of the principle reasons: miners, mine operators, government workers and researchers, equipment suppliers, people in research and academia working together. Coming together and sharing at a Conference like this over the last 23 years.

Thank you, Syd, for the kind introduction and for inviting me to give the Keynote Address at this very prestigious gathering of some of the finest intellect and talent in the domestic and international coal industry. CONSOL Energy has been a part of this conference for its entire 24-year existence. We have presented 27 papers over that time. CONSOL employees have also been members of the planning committee for the conference, and we have been pleased to support the event both financially and with many participants. So I am honored to be here with all of you this morning, especially during such a positive period for coal. You can just feel the enthusiasm in this room for our industry, and for this conference. I can tell you, there?s also a lot of enthusiasm and excitement in CONSOL Energy?s boardroom. And our enthusiasm is mirrored on Wall Street. But there remains an ironic twist to all of this attention. Even when times are good, the coal industry seems to go largely unnoticed by the mainstream. Outside of West Virginia and other coal-producing regions, the industry still seems to lack influence and support, at least here in America. As an example, last month, an ABC News crew visited our Blacksville 2 Mine, near here, to do a feature story on increased employment in the coal industry.
