The 1969 Lignite Symposium was held at Grand Forks, N. Dak., on May 1-2, 1969. Cosponsored by the University of North Dakota and the Department of the Interior, Bureau of Mines, the meeting was the fifth in this series. Registrants from many States and Canadian Provinces attended the meeting representing many segments of energy-oriented companies, State and Federal Government, and universities. At 2-year intervals, these symposia provide a common meeting place where recent research and developments in technology and utilization of energy resources with emphasis on solid fuels (lignite) are presented. Proceedings3 of the previous symposia including a Forum held in 1958 have been published.4

The rare-earth elements, sometimes known as the lanthanides, comprise the series of 15 chemically similar elements with atomic numbers 57 through 71. Yttrium, with atomic number 39, is often included in the group, because its properties are similar and it more often than not occurs in association with the lanthanides. Thorium is included in this survey due to its close association with the lanthanides, particularly in the mineral monazite. The lanthanides were first recognized as elements around 1750 and were the subject of much study by chemists during the 19th century. The purely chemical methods then available failed to resolve the strange intimate relationships between these elements, and it was not until about 1920 that the full series was explained.

Injury experience in the nonmetal mining industry, including and excluding officeworkers, for the a-year period 1961-65 is shown in table 1. The average number of men working, on active days in 1963 was 48,429, or 635 fewer than in 1961. However, mines and mills, wore active an average: of 5 days more for a total of 277 in 1965, and each worker averaged 2,245 hours compared to 2', 190 hours in 1961. As a result, aggregate worktime of 108.7 million man-hours increased 1 percent over the 1964 total of 107.4 million hours.]

More than 400 academic, government, and industry representatives attended the second symposium on ash utilization and technology held in Pittsburgh, Pa., March 10-11, 1970. Sponsored by the National Coal Association, Edison electric Institute, American Public Power Association, National Ash Association, and the Bureau of Mines, the symposium featured 23 formal presentations by leading experts from Europe and the United States on all major phases of ash production, utilization, and research. Abstracts of all the papers are grouped right after this introduction, and the full symposium proceedings follow. Biographical sketches of the representatives are given in an appendix. The Bureau of Mines Helium Activity has developed a computer program for use in the reduction of pressure-volume-temperature (PVT) data obtained with a Burnett compressibility apparatus. This program includes important modifications and extensions of some of the methods currently used for treating these types of data and yields statistical information that cannot be obtained from any other published work. The methods of calculation make use of a general nonlinear least-squares technique developed at the Helium Research Center. Because of a need to investigate different functional forms for representing the compressibility factor isotherm, 2, the computer program has been written in such a way that the only additional coding required is the so-called compressibility function subroutine. This subroutine defines the analytical form of Z and certain of its partial derivatives. The program described herein is believed to be the most advantageous for use in treating isothermal Burnett compressibility data.

The Huntsville study area in northeastern Alabama consists of Jackson, Limestone, Madison, and Marshall Counties. Major emphasis was placed on the Huntsville urban area in Madison County to analyze the relationship of urban growth and the minerals industry. Huntsville was delineated into its component urban, suburban, and rural parts for 1964, and the primary area of growth was predicted for 1990. Population estimates were made for the four-county area as a unit and Madison County separately, and projected to 1990. Demand estimates for crushed stone and sand and gravel were made for the same area units and projected to 1990. Analysis of quarry sites in the Huntsville area was made for the present and for the future. The mineral operations of the study area are all located in rural areas; in the case of Huntsville, the mineral sites are located in areas defined as "rural" in the component urban-suburban-rural system. The operations outside Madison County can expect to have minor problems with urban encroachment, while those operations in Madison County can expect major problems associated with urban growth and development. Some of the problems associated with limes tone production can be reduced if producers invest in capital equipment that will reduce the nuisances inherent in this activity. Although urban expansion endangers some quarry operations in Huntsville, topographic and political restrictions which prevent urban expansion can effectively shield quarry operations for some time.

In a Bureau of Mines supply evaluation, the known uranium resources in the United States are estimated to have a total recoverable uranium oxide (U3O8) content of 3,132,400 tons at prices up to $69.32 per pound. Only those resources were evaluated for which sufficient quantity data are available and process technology exists for recovering uranium. A total of 160,800 tons of U3O8 is available at $8 per pound from ore deposits presently mined and an additional 244,700 tons available at prices up to $30 per pound from similar but usually lower grade deposits. A total of 2,726,900 tons of U3O8 is available from four other resources: copper leach solutions, wet-process phosphoric acid, Florida phosphate rock Leached zone, and Chattanooga Shale. These resources contain from 30,000 tons of recoverable U30, at a price of $7.52 per pound as a byproduct of copper leach solutions to 2,557,300 tons at a price of $69.32 per pound from Chattanooga Shale.

This report presents a structural-mesh-generating computer program for the two-dimensional finite-clement method of mine structural analysis of single and multiple openings in nonhomogeneous rock mass. This program greatly reduces the amount of input data required and the chances of error which otherwise are large owing to the large amounts of data and the complex mesh involved. The program description, a user's guide, example problems, and program listing are included.

This computer program determines the price per ton of coal needed to obtain a profit of 12 percent discounted cash flow. From a predetermined equipment and manning list, the program calculates all costs and prints seven tables, Including the equipment and manning tables and the discount cash flow table. Forty-four of the input variables may be readily changed to study their effects upon the final price per ton of coal or upon individual cost items. The method is adaptable for any type of mining and with additions, for beneficiation processes. This program was written in Fortran IV for use on the IBM 11302 and with few modifications can be used on other computers.

This publication contains routine analyses and related source data for 377 natural gas samples from 19 States and two foreign countries. Of this total, 373 samples were collected during calendar year 1970. The remaining four samples were collected during previous years, but releases granting per-mission to publish the analyses were not received until 1970. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Twelve previous publications have presented the results of 9,050 gas analyses prior to 1970. The strippable reserves of bituminous coal and lignite in the United States were calculated in accordance with the prevailing conditions of seam thickness and depth of overburden in each of the several coal-producing areas of the Nation. Within defined limits of seam thickness and depth of overburden, it is estimated that there was a remaining strippable resource of 118 billion tons of raw bituminous coal and lignite as of January 1, 1968. Because of topography, natural and manmade features, and other limitations, only 45 billion tons of the resource are strippable reserves. Of this, 32 billion tons is considered low-sulfur (less than 1 percent), 4 billion tons is medium-sulfur (1 to 2 percent), and 9 billion tons is high-sulfur (over 2 percent) coal. Owing to a cleaning loss affecting that portion of strip coal that is mechanically cleaned, the 45 billion tons of strippable reserves are reduced to 39.6 billion tons of marketable coal. A brief discussion is given for each coal-producing State, summarizing past and present production, historical background, and outlook. Appendix A contains reserve data by State, county, seam, and sulfur content. Appendix B contains the general information and requirements necessary to comply with the current strip mining laws covering 20 States.

An evaluation is presented of the Bureau of Mines process for the recovery of metal and mineral values from municipal incinerator residues. This process employs standard mineral beneficiation techniques and is operating on a pilot-plant scale of 1,000 pounds of incinerator residue feed per hour. Products from this separation process include ferrous, aluminum, and copper-zinc scrap, and colorless and colored glass. Cost estimates were prepared for four plant sizes. The estimated capital and operating costs For the four plants follow: [ ] It is assumed that the separation plant is located adjacent to a municipal incinerator. Provision is made, however, for part of the residue feed to be delivered by truck so that one large separation plant can be used for residue from more than one incinerator.

This study estimates costs of producing bituminous coal and lignite by strip-mining methods in 12 hypothetical mines. Basic costs are developed by geographic area, rank of coal, and output capacity. Seam thickness and depth and type of overburden are considered typical for the area in which the hypothetical mine would be located. The cost analyses are based on the use of new equipment, the prevailing union wage scales, and the payment of all miscellaneous costs including royalties, contributions to the miners' welfare fund, and license and permit fees. All model mines are considered to have a life span of 20 years. Capital costs of bituminous strip mines with a capacity of 1 million tons per year range from $12.7 million in the Appalachian region to $16.0 million in the Interior province. The corresponding selling price, assuming a discounted cash flow return of 12 percent on investment, is $5.40 and $6.95 per ton, respectively. For bituminous coal strip mines producing 3 million tons annually, a capital investment of $24.9 million will render a selling price of, $3.46 per ton in the Interior province, whereas a similar mine in the Appalachian region requires a capital investment of $28.0 million to produce coal selling for $4.01 per ton. Subbituminous strip mines of 5 million tons of output per year range in capital costs from $28.7 million in the Southwest to $13.9 million in Wyoming and Montana. Coal produced in the Southwest would sell for $3.03 per ton, while coal from Wyoming and Montana would sell for $1.83 and $1.64 per ton, respectively. The capital costs for the strip mining of lignite range from $6.4 million for an output capacity of 1 million tons annually to $20.7 million for an annual capacity of 5 million tons. The corresponding selling prices of $3.01 and $2.12 per ton, respectively, Indicate the advantages of a large-capacity strip mine.

On July 1, 1969, the Explosives Research Center merged with the Health and Safety Research and Testing Center to form the Safety Research Center, with facilities at Pittsburgh and Bruceton, Pa. Subsequently, passage in December of the Federal Coal Mine Health and Safety Act of 1969 (Public Law 91-173) had a major influence on the activities of the new center. These activities were conducted under two main programs, Coal Mine Safety Research and Explosives Research. The Coal Mine Safety Research program was concerned primarily with two categories of hazards: health-related hazards associated with the mine environment, due to such factors as respirable dust, toxic gases and vapors, and excessive noise; and accidents due to mine fires, explosions, and roof falls.

Crude oils from fields throughout the world are analyzed by the Bureau of Mines to determine the characteristics of the oils and their contribution to the petroleum resources of the world. Analyses are reported for 169 foreign crude oil samples from 122 oilfields in Africa, Asia, Australia, the Caribbean, Europe, North America, and South America. Tables show the geographic and geo- logic origin of the samples, names of companies that supplied the samples, annual production for the fields, general characteristics and analytical and computed data, hydrocarbon-type data, cumulative production of the larger fields, and references to sources of geological and field development information. The analyses were made by the Bureau of Mines routine method and comparisons may be made with more than 8,000 other such analyses.

This volume summarizes mining and petroleum legislation in 22 jurisdictions of the Near East and South Asia. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes : First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.
