The obligations of the European Directive 96/82/EC on the control of major accident hazards, the so-called Seveso II Directive, became mandatory within the E u ropean Member States February 3, 1999. Explosive products have been included within the Seveso II Directive, in the categories of substances capable of generating a major accident. In addition to taking “all measures necessary to prevent major accidents,” explosive manufacturers are also obliged “to limit their consequences for man and the environment.” However, for explosives in particular, no pro c e d u res, nor specific re f e rence values for damage calculation, are given either in the Directive or in the corresponding Italian Legislation, “Ministry of the Environment decree of 20 Oct. 1998.” This article presents a simplified but scientifically rigorous approach for the first approximation calculation of the effects on the surrounding area following an accidental explosion. As an example of the method of calculation, the damage areas in a hypothetical explosives manufacturing facility, as shown in F i g u re 1, will be anal y z e d . In This Chapter [Methane ignition as initiation source for much larger secondary coal dust explosions Rock dusting requirements to prevent coal dust explosions Dangers of hybrid mixtures of methane and coal dust] Although methane explosions are dangerous, those that involve coal dust are even more so. If exploding methane disperses and ignites the coal dust that has accumulated on the mine ribs and floor, the burning coal dust immeasurably increases the strength of the explosion. Such methane-dust explosions are prevented by inerting the coal dust in a way that prevents the exploding methane from igniting it. This chapter discusses the dust hazard and how it is pre-vented in U.S. coal mines. METHANE IGNITION AS INITIATION SOURCE FOR MUCH LARGER SECONDARY COAL DUST EXPLOSIONS The typical scenario for coal mine explosions starts with the ignition of a flammable methane-air atmosphere near the face. The turbulent winds from the primary methane explosion then disperse the coal dust. If there is insufficient rock dust (usually limestone), a secondary coal dust explosion then propagates throughout large sections of the mine. These scenarios have been studied extensively at the Bruceton Experimental Mine (BEM) and the Lake Lynn Experimental Mine (LLEM) of the NIOSH Pittsburgh Research Laboratory. The minimum quantity of methane required to initiate a coal dust explosion was studied in 1930 in the BEM [Rice et al. 1933; Nagy 1981] and then later in the LLEM, whose cross-sectional area (130 ft2) is over twice that of the BEM [Sapko et al. 1987a]. Studies conducted in the BEM closely simulated conditions that existed in operating mines in the early 20th century. The later tests in the 20-ft-wide entries of the LLEM simulated the geometries of modern mines with advanced roof support technology. The data from the BEM tests show that 13 ft3 was the minimum quantity of methane at the face that, when ignited, would disperse and ignite coal dust. In the BEM, this amount of methane was mixed with air to form a total flammable volume of about 140 ft3 of a 9% methane-in-air mix-ture. In the wider entries of the LLEM, about 37 ft3 of methane was required to disperse pure coal dust and start a self-sustained coal dust explosion. This amount of methane was mixed with

HISTORIC SIGNIFICANCE OF EXPLOSIVES TO MINERAL PRODUCTION The ancient method of breaking rock was to build a wood fire against the face, heat the rock through and then pour water on the heated ore-bearing rock to cause it to break by tension. It was too slow and costly as the forests around the mines were cleared and transport of wood became difficult. Black powder had been used for 300 years as a gun propel- lant. ('Black' after Berthold Schwartz, a German monk, Figure 1, and the inventor of the gun who was given the epitaph `Here lies Berthold the Black, the most abominable of inhumans who by his invention has brought misery to the rest of humanity'). Only at the beginning of the 17th Century, black powder was introduced for loosening rock in European mines. In 1802 Dupont started black powder manufacture on the Brandywine Creek. The ignition train of powder was enclosed in goose quills, straws, rushes, paper or wooden tubes. The time interval between igni- tion and blast was pure speculation.

Combining action features of explosive shock with those of natural lignocellulosic biomass structure, we have successfully developed a new explosive shock dilatation and separation technique for pretreatment of natural lignocellulosic materials in the laboratory. Based on a brief introduction to the technical background and experimental procedure of this new method, some preliminary experimental results are given and discussed: the scanning electron microscope (SEM) qualitative observation results show that for treated natural lignocellulosic sample such as corn cob etc., their length of fibre bundle shortens, fibre bundle arrange disorders, biomass appearance and structure of samples largely change to be dilatation and loose state. The dilute acid hydrolysis quantitative measure results show that for treated samples, the overall yield of the reducing sugar largely increases, hydrolysis rate of corn cob sample is over 80%, rate and speed of hydrolysis are increased by times.

Año a año el incremento de muertes por ignición del gas metano o carbón en concentraciones mayores a las soportable, se hace cada vez mayor. Por tal motivo, el presente texto refiere la importancia de las normas de control y seguridad, como las factores sobre la explosividad del polvo del carbon. Entre estos tenemos: la distribución de partículas, composición de polvo, el gas inflamable en el aire, cantidad de polvo, distribución de polvo en la mina, fuentes de ignición, rugosidades de la labor y cambio de sección. Existen dos formas de prevenir dichas explosiones: la primera, es a través de la prevención de acumulación de gas por medio de la ventilación y la segunda, es por medio de la eliminación de las posibles causas de la ignición. Asimismo, se sugiere una serie de recomendaciones de prevención de explosión, como se describe los reglamentos del Código de Minería.

In some parts of the world explosions in mines are more commonplace events. Even in the more developed nations explosions have occurred in recent times. In some cases these mines have significantly lowered their lost time injury frequency rates and as such considered themselves to be ?safe? operations. The consequence of these explosions has been devastating. It is not just the loss of those underground, but also to the families that have lost people in them and the broader community that has lost friends, income, business opportunities, and in many cases support and sponsorships. It begs so many questions, ?What went wrong??; ?Why were the circumstances not foreseen??; ?What could have been done to prevent it??; ?How is it that no one stopped it, reported it, fixed it etc.??. Being held accountable for negligence, should not be overlooked, however this may not aid the processes required to find all the answers. If the nature of explosions is understood, the circumstances and tools to prevent them are readily available then the occurrence and reoccurrence are due to weaknesses or inadequacies of the systems of work or in the implementation of them. This paper restates the fundamentals of gas explosions, examines the options to control the underground environment through ventilation, gas management and monitoring, education and training. Case studies have been used to examine systematic failures in ventilation management. In some of these cases it is not so much, the system that had been developed, but the interpretation and implementation of the system that resulted in the failure and subsequent loss.

An experimental test program being conducted at Colorado State University and involves the study of the behavior of water saturated sands under shock and explosive loadings. The study is being conducted to evaluate potential blast induced changes in dynamic soil properties, soil shear strength loss (liquefaction) and densification of water saturated sands under single and multishock loadings. This paper presents testing and measurement objectives, and the equipment and instrumentation developed to load, measure, record and analyze the transient and long term soil behavior. The laboratory shock facility is capable of generating multi-shock pulses with milli-second rise time, peak stress amplitudes of up to 35,000 KPa (5000 psi), peak particle velocity of 5000 cm/set and peak acceleration of 10,000 g. The field explosive facility subjects saturated soil to controlled explosive loadings. Of major interest is the soil strain and water pressure, both during and after the passage of the stress wave, as a function of peak particle velocity, peak strain, loading rate, soil density, initial confining stress and the number of loadings. Based on data obtained to date, soil densification is due to consolidation following liquefaction.

A carefully designed and controlled in-place destruction experiment was performed on a concrete bunker buried in 4.27 m (14 ft.) of soil. The objective was to determine if the explosive charges would collapse the structure in-place without requiring mechanical excavation. Collapse of the buried structure was first attempted by drilling holes in the soil and placing four 13.38 Kg (29.5 lb) Comp B explosive charges at a depth of 2.13 m (6.7 ft.). The configuration of the charges when detonated was 2.13 m (6.7 ft.) off the top of the concrete roof and 3.66 m (12 ft.) apart in a square pattern. Detonation of these charges created a crater ~4.88 m (16 ft.) in diameter and 2.13 m (6.7 ft.) deep, leaving ~2.13 m (6.7 ft.) of soil covering. Very limited spalling occurred on the ceiling of the concrete structure as a result of detonating these four charges. The second attempt to collapse the structure consisted of placing another single 13.38 Kg (29.5 lb) charge, identical to the first four, near the geometrical center of the bunker roof. This charge was detonated in the soil cover 100 to 200 mm (4 to 8 in.) above the reinforced concrete roof, collapsing it. Due to the collapsed roof and remaining soil cover, the structure had been collapsed in place, requiring no further demolition.

The detection, recovery and disposal of commercial explosives and explosive waste has always carried a level of risk and requires specialized equipment and technical expertise. Improperly stored, discarded, deteriorated, misfired, stolen or surplus products are often the primary sources of explosives that require safe disposal. Detection and disposal tools available today have advanced significantly due to developments in Counter-Improvised Explosive Devices (C-IED) operations and commercial blasting technology. These technologies have provided safer more efficient ways to detect, investigate and dispose of commercial explosives products in order to minimize property damage and potential harm to disposal personnel and the general public.

This paper deals with the significance of Explosive Energy in the optimization of blast design parameters, and the benefits emerging out of it. It is based on the original work done by the author in developing and successfully implementing a site-specific software package on ‘Blast Design Optimization’ at Kudremukh Iron Ore Mine in India with a production level of 22.5 million tonnes of crude ore and off-take of Explosives of approximately 5500 tonnes per annum. The software package has yielded tangible results in effecting reduction in Explosive Consumption, substantial savings in the Cost of Explosive, besides Environmental Improvements by way of attenuation of Blast Induced Ground Vibrations as well as Air-Blasts. By carrying out regular ‘Regression Analysis’, and determination of the Rock Constants, it has been possible to further develop software packages as well as prediction curves for prediction of Peak Particle Velocity, Safe Charge of Explosive, Air-Blasts etc. A model has also been developed for the prediction of ‘Fly Rock’ although at KIOCL, fly rock does not pose any problem.

International Training Resources is a company consisting of personnel with extensive law enforcement and military special operations experience, The staff members are qualified to train and certify, assist and advise law enforcement officers and agencies, at any level, in critical incident policy, procedures and tactical resolutions. Successful critical incident resolution is comprised of many elements of professional skills and personnel. (Command staff, negotiators, snipers, tactical teams, uniform patrol, K-9, bomb squad, etc.) Recently, tactical teams have been developing the capability for the use of explosive methods for rapid entry into crisis locations. This document ‘will briefly describe the environment, operational issues and courses of action associated with developing a complete tactical breaching program for utilization by SWAT teams in response to operational conditions in critical incident situations. This topic is being presented to the I.S.E.E. evaluators under “Interesting Blasting Projects” and “Public Relations” categories. Tactical operations differ significantly from traditional industry practices and we appreciate the opportunity to show the industry other professional applications of explosive materials and techniques. Presently, of the few schools from which law enforcement officers can receive training with explosive breaching methods, International Training Resources is the only company currently teaching and certifying officers which has received total endorsement by the California Peace Officer’s Standards and Training Commission (P.O.S.T.) and the state blaster’s licensing commission. We have pioneered the combining of law enforcement needs and blasting industry technology to train tactical officers, nationwide, in the mission essential skills necessary for explosive breaching.

The offshore production of oil and gas resources has been active in the Gulf of Mexico since Kerr- McGee drilled the first commercial well out of the sight of land in 1947. Since then, approximately 60% of the offshore oil/gas production structures used globally have been erected in the GOM to support the production of energy resources’. The shallow, shelf and shelf edge waters of the Gulf of Mexico have reached or are rapidly approaching production maturity, requiring that the fixed structures used to support energy production be removed or otherwise disposed of by suitable means. The use of energetic materials has been determined to be a safe, efficient and cost effective technology to remove fixed offshore structures whose service life has been exceeded.

New perceptions of the nature of volcanic hazards on Bougainville Island have resulted from a recent remapping of the geology of the island. Ignimbrites and calderas have been identified at six Quaternary centres (Emperor Range, Tore, Kunua, Billy Mitchell, Loloru, and Laluai), and large-scale explosive activity now must be identified as a significant volcanic hazard on the island. Billy Mitchell and Loloru volcanoes are identified as the most likely sites of future, major, explosive activity. Billy Mitchell was recognised formerly as an extinct volcano, but is now known to have produced major eruptions 370 and 918 years BP. Five ignimbrite units recognised at Loloru range in age from about 12 700 to 3200 years BP. Bagana is an active volcano in central Bougainville, but its explosive activity is relatively minor and does not significantly affect areas beyond the uninhabited area of the volcano itself. Balbi is the largest volcano on Bougainville and has an extensive geothermal area at its summit. It was thought to have been in eruption last in the early nineteenth century. However, 370 and 940 year BP plinian ashfalls from Billy Mitchell cover the central area of Balbi, so the latest significant activity from Balbi may have been at least 1000 years ago.

Many advanced military systems and civilian power generation concepts postulate the availability of compact sources of electrical power capable of delivering gigawatts over microsecond time scales. For example, such a compact power source is essential for future practical pulsed high-powered microwave sources. An explosive-driven flux-compression power generator (EDPG) could fill this requirement. A basic strength of this concept capitalizes on the inherent high energy density storage capacity of modern chemical explosives. It relies on the physics of magnetic flux compression to convert that stored chemical energy into very large amounts of electrical power over short time scales. The generator also has the additional advantage of employing the same types of explosives that are already routinely used in conventional munitions. However, the self-destructive nature of this type of power generator places serious limitations on power pulse-lengths and ranges of applications. This paper describes how a multi-disciplinary team led by researchers from the University of Missouri-Rolla (UMR), Texas Tech University (TTU), and Texas A&M University was awarded a grant by the U.S. Air Force Office of Scientific Research to perform basic research to resolve several fundamental EDPG problem areas. Described are the utilization of UMR’s extensive explosives research expertise and facilities to investigate questions of energy conversion efficiency and the mechanics of energy production. Also, UMR explosives researchers will provide inputs to improved dynamic computer models of the complex, intertwined physics and chemistry operative in these devices. In addition to explosives expertise, UMR provides facilities for basic explosives material research, as well as the storage, machining, and formulation of explosives. UMR researchers are also using test facilities and data collection equipment at the Rock Mechanics and Explosives Research Center and at the UMR Experimental Mine to perform “proof of principle” and subscale tests of explosive-driven flux-compression power generator components. An integral part of the paper is a description of the development of an extreme intensity flash system by UMR and TTU to allow for the high-speed photography of EDPGs in operation. This multi disciplinary research program offers major advances regarding the size, weight, and electrical characteristics of compact EPDGs. Such breakthroughs could dramatically accelerate the practical realization of systems currently under study. Also, these power sources may have far reaching relevance to other Department of Defense and certain commercial compact power applications.

The ability to simulate the explosive effects of land mines on military vehicles is a valuable capability in the defense community. The current competency levels of such simulations, however, are in need of improvement. Experiments have been conducted to measure the explosive induced impulse of a land mine on a steel plate placed above the explosive charge. The purpose of this paper is to report the findings of a variety of simulation tests conducted in order to correctly predict the empirical impulse data gathered in corresponding experiments. The computer hydrocode, AUTODYN v5.0.01 (Century Dynamics, 2003), is the simulation code used to simulate, and process the results. The experimental data has not been made available to allow computer analysts to exercise their codes on the problem without the temptation to tweak parameters in order to match computer code predictions with experimental results

A team consisting of junior and senior mechanical engineering students at New Mexico Tech worked on the design of an explosively loaded vessel, with a maximum load of 15 grams (0.53 oz) TNT equivalent explosive. The main challenge presented was to meet the stringent sample positioning specification of 3 microns in two Degrees Of Freedom (DOF) and one degree of rotation in a third DOF. This is to accommodate precise sample placement in a tight x-ray beam, and to bring areas such as explosives/metal interfaces into magnified field-of-view photography. This presentation describes the process and design decisions to arrive at the final product presented to LANL in December 2014. Our engineering analysis techniques will be reviewed, including use of American Society of Mechanical Engineers (ASME) Boiling & Pressure Vessel Code (BPVC) Code Case for Impulse Loaded Pressure Vessels (ASME BPVC Code Case 2564-3). Also discussed will be integration of Hydrocode computer models with Finite Element Method analysis.

In another part of this issue we have reported the results of some test results made upon one of the safety powders. It will pay every c o n t r a c t o r, miner, or user of explosives in any form to carefully re a d the article re f e r red to. Dynamite has done a gre a t work in the service of man, as did black powder before it; but its i n h e rent dangers are admitted by all and are proved by the long list of deaths and injuries, and destruction to property which annually occur through its use. Why should we continue to use an explosive that annually kills and maims hund reds of men, when others are available which are equally powerful, no more expensive and far less liable to accidental discharg e ? Dynamite when first manufacture d is pure and comparatively safe; but most unfortunately it does not always stay pure; it “rots,” and then it is exceedingly dangerous. More than this, the explosive part of dynamite is a liquid, nitro - g l y c e rine, which is absorbed or soaked up by sawdust, wood pulp or the like. So long as this liquid nitro - glycerine remains pure and remains “soaked up,” or absorbed t h e re is little danger. It has been found, however, that the nitro - g l y cerine leaks under certain conditions. During thawing it fre q u e n t l y leaks out of the stick, or if it becomes wet the water causes the n i t ro-glycerine to leak out. In either case free liquid nitro - g l y c e r i n e escapes, and in that free state it may be exploded by any very slight shock. Nor is this all, if a stick of frozen dynamite be bro k e n a c ross it has been found by tests that the frozen nitro - g l y c e r i n e w h e re thus broken is very sensitive to shocks afterward .

"In October 1982, Rio Algom Limited, purchased a tin prospect near East Kemptville, Nova Scotia, from Shell Canada Resources. This purchase led to the development of the first substantial tin mine in North America. This paper deals with the drillingand blasting operations at Rio Algom, in particular the use of emulsion explosives technology.This presentation describes what emulsion explosives and Heavy AN/FO are, and the support system used to deliver these products to the blast site.HistoryThe East Kemptville mine site was discovered by Shell Canada Resources (SCR) in July 1978. SCR started diamond drilling on the tin prospect in March 1979. After 8220 m of BQ drilling, it was estimated a reserve of 56 000 000 tonnes of 0.165% Sn was present.The property, which is located 54 km northeast of Yarmouth, Nova Scotia (Fig. 1), showed, after a feasibility study that, given an ore treatment rate of 9000 tonnes per day, a mine life of 17 years could be expected.GeologyThe tin deposit of the East Kemptville Mine, occurs in granitic rocks at their contact with metasedimentary rocks. The mineralization is in the form of cassiterite with associated sulphides of copper and zinc. The tin occurs in a stockwork of tin bearing Greisen alteration zones.East Kemptville MineThe mine planned an open pit operation with the first five years being mined at a rate of 14 000 tonnes per day, of which 5000 tonnes will be waste and low grade ore. Eventually, the total mining rate will be 21 000 tonnes per day, including 12 000 tonnes of waste and low grade ore. Figure 2 shows the general layout of the mine site.East Kemptville Chooses Emulsion ExplosivesIn December 1984, East Kemptville Mine awarded the Explosives Division of C-I-L Inc. a contract to supply explosives to the borehole.
