Abstract - A method to extract certain types of error variance information from paired data is presented, which constitutes an important tool for the calibration of Gy’s formula for variance predictions in the sampling of broken ores. The research summarized here complements publications by others on geochemical precision. The model and method proposed for treating duplicate data provide a practical means of deriving separate estimates of the purely analytical and aliquot sampling variances, from a unique set of duplicate assays, and, hence, proposes a new avenue for estimating effective mineral grain size.

ONE DAY IN the mid-1880s, in a suburb 0f Pittsburgh, Pennsylvania, there dismounted from a train the two foremost leaders of the day in the coal and steel industries-Andrew Carnegie and H. C. Frick. Their attention was drawn to a well-loaded car of coke, which their experienced eyes recognized as a superior product. "I'll bet you that coke is from the H. C. Frick Coke Company," Mr. Frick challenged. "I'll bet it was shipped by my company." In a spirit of fun Mr. Carnegie accepted the wager. Mr. Frick lost the bet: the coke had come from M0rewood, one of three sites being operated under the direction of a young entrepreneur, Erskine Ramsay. If Mr. Frick's confidence was somewhat dented by this occurrence, the responsibility was his own. He himself had opened the way for Erskine Ramsay to become the youngest of mine superintendents; and he had dispersed all dissension regarding his choice with the words : "I'm not interested in his years, I'm interested in his record. He makes more coke in an oven than any other superintendent. And I'll take 'em out 0f the cradle if they can make coke... Suppose he is only twenty years old? ... The d --- kid is a genius, I tell you." Erskine Ramsay was to follow in the tradition of Carnegie and Frick. Not only was he ambitious and a worker his background had prepared him for it. Coal mining was in the Ramsay blood. His father, Robert Ramsay, of whom the son once stated that he had no superior as coal mining and mechanical engineer in this country, once accounted in these words for the phenomenal accomplishments which had attached to the name "It does no harm to belong to a family of mining engineers who are just as good as any in America-if it is myself that says it." Anyone acquainted with Robert Ramsay's character realized that he was not given to overstatement. And the above-mentioned Mr. Carnegie encountered young Ramsay again, a few years later in his career, and wrote of him to young Erskine's father, that he was "going to be a credit `tae us a' " (a quotation from Robert Burns.) Nor have Mr. Ramsay's achievements been identified exclusively with the industrial field in which he early asserted himself. He has been an inventor whose techniques in mining engineering have received international recognition. As an investor of foresight, he has benefitted others immeasurably, as well as himself, being an influential factor in the upbuilding of several communities in his chosen and well-loved adopted home state of Alabama since 1887. "Since Escondida began operations in fiscal 1991, a series of aggressive expansion projects have enabled market share to be increased and ever larger profits to be realized. This was possible due to the very large size of the ore body and its high grade - averaging 2.7% copper from startup through fiscal 1997. The situation has now changed: ore grade is falling rapidly and is projected to be only 1.55% by 2003. Since revenue is directly proportional to ore grade, while costs are proportional to quantity of ore processed, profits will begin to fall dramatically. The Phase IV Expansion Project is intended to forestall this drop in profits by increasing ore processing capacity by over 85%.The Phase IV concentrator is designed for a nominal capacity of 110,000 MTPD and the key to achieving this value is through the proper design of the grinding circuit. This paper presents the general design criteria for the grinding circuit, as well as a description of the facility.INTRODUCTIONThe Phase IV Expansion Project consists of a new copper concentrator located 8.5 km south of the existing operations, a new tailings disposal and water reclaim system, a new concentrate slurry pipeline to the coast, and added concentrate handling capacity at the port of Coloso. The new concentrator has a nominal capacity of 110,000 tonnes per day (MTPD), compared to the existing concentrator’s capacity of 127,500 MTPD. The Laguna Seca concentrator is based on using the largest and most efficient ore grinding mills now available.The concentrator has been designed for a 110,000 MTPD nominal capacity. The process design criteria for the Phase IV project were established from in-house operating information and from test work. Unlike a green field project, Escondida already had an operating plant and it processes ore from the same pit that feeds the Phase IV plant. It is expected that the current mineralization will be similar for the first 6 years of operation of the new project. Therefore, some of the current plant operating conditions were incorporated directly into the design criteria."

The Eskay Creek Mine, a high-grade gold and silver underground mine in northwestern British Columbia started operations in late 1994. For the first three years of operation, ore was crushed to minus 2 inch; blended to satisfy smelter terms and direct shipped to smelters in Japan and Canada. Before commencing the above operations, preliminary evaluations had indicated that an extremely complex metallurgical facility, requiring a large capital investment, would be required to recover the precious and other economic metals. Subsequently markets for raw ore were identified and underground mining and ore transportation operations, at a nominal production rate of 300 tonnes per day, were commenced. Exploration diamond drilling in 1995 and 1996 discovered additional lower grade mineralised zones, which are less economic or uneconomic as direct shipping ore. Test work demonstrated that these lower grade zones could be upgraded to marketable concentrates in a simple flotation mill. The mill was built in 1997 and has been in operation since late 1997. The mining rate now has increased to 400 tonnes per day including 250 tonnes per day of the direct shipping ore and 150tonnes per day of the mill ore. Prime Resources Group Inc. wholly owns the Eskay Creek Mine. Homestake Canada Inc. owns 50.6% of Prime’s shares and manages and operates the mine on Prime’s behalf. This paper discusses the mining and milling operations as well as ore shipment and smelter contracts' administration.

"In this report, we demonstrate that NF-KB, a ubiquitous transcription factor, plays an essential role in silica-induced inflammatory mediator production in the mouse macrophage cell line RAW 264.7. Compared to the effect of lipopolysaccharide (LPS), silica mediated a stronger activation of NF-KB p50/p50 homodimer at early phase of poststimulation. Furthermore, activation of NF-xB by silica and LPS appears to be mediated by different signal transduction pathways. Both silica and LPS increased mRNA expression in these cells for cyclooxygenase II, inducible nitric oxide synthase, tumor necrosis factor-a and interleukin- I a. This expression was attenuated along with the inhibition of NF-KB activation. It is well documented that exposure of alveolar macrophages to silica can initiate excessive production of inflammatory mediators and cytokines from several early response genes (1-3). At the DNA level, a common structural characteristic of these genes is the presence of one to five NF-lCB binding sequences (KB) in the 5'-flanking region (4-6). In resting cells, NF-KB is retained in the cytoplasm in an inactive form by binding to inhibitory protein known as hcBcx, hcB~. p 105 (precursor of p50) and p 100 (precursor of p52) (7-9). Upon cellular stimulation, these inhibitory proteins are proteolytically degraded or processed by certain proteases, which allows the liberated NF-KB to translocate into the nucleus as an activated form to initiate or regulate early response gene transcription by binding to its consensus element (GGGRNNYYCC)(7).In this report, we demonstrate that silica can efficiently induce NF-lCB activation in RAW 264.7 cells, and that silica displays different characteristic from LPS in the activation of NF-KB, both with respect to NF-KB subtype composition and the signal transduction pathway that leads to the activation of NF-KB. In addition, abrogation of NF-KB activation by inhibiting the protease can dramatically reduce the mRNA expression of cyclooxygenase II, inducible nitric oxide synthase, tumor necrosis factor-ex (TNF-o.) and interleukin-lex (IL-lex). These findings strongly suggest that NF-KB plays an essential role in silica-induced inflammatory mediator production in the monocyte/ macrophage cells."

Dynamic pile test methods to establish the bearing capacity of driven piles were developed in the USA more than 20 years ago. In the Federal Republic of Germany, the first dynamic pile tests were carried out at the end of the 70's. Today dynamic pile tests are successfully used to establish the integrity and bearing capacity of driven and bored piles. The Institute of Foundation Engineering and Soil Mechanics at the Technical University of Braunschweig has developed its own method of measuring and evaluation for the execution of dynamic pile tests. The principles of the dynamic pile tests, the measuring and evaluation plant as well as the experience gained with it in the examination of cast-in-place piles are presented in this contribution.

The paper presents a brief history of endeavours to start a mining education programme which began in the days when Papua New Guinea's first large mine, at Panguna (Bougainville), was coming into production. The status of the Public Investment Programme in Mining Engineering and the facilities being created for the education and training of Papua New Guinean citizens in mining and mineral processing are also described. Future expansion plans are also detailed including those for the commencement of petroleum engineering and geological engineering which would include courses in mining geology, exploration geology, engineering geology and petroleum geology. The paper also looks at the manpower training requirements in the lower levels of mining industry such as pit foreman, blasting foreman and other similar positions. It stresses the need to start mining technical training programs at pre- employment level and at certificate level in a technical college, possibly Lae Technical Colleqe.

Mineral resource management (MRM) practice has developed in South Africa over the course of the last ten years, with the purpose of integrating previously isolated technical functions into a value chain aligned, process organization, responsible for mine planning and optimization. The implementation of MRM within various companies has met with varying degrees of success, often resulting in incremental improvements in the planning process and, conversely, often becoming the scapegoat for poor delivery on plans and projects. The reason for this has been, amongst others, a lack of a suitable metric to define the success rate of MRM in the business at hand, in terms of its contribution to the bottom line. This paper is the result of extensive research by the author into this subject, which has resulted in the conclusion that economic value added is an appropriate measure that will lead to real optimization and value creation in mining companies, if applied within a new, holistic model

Mount Isa Mines' Hilton Mine was brought into large-scale production in 1990/91 at a time of sharply falling metal prices. To ensure the operation's survival and eventual prosperity there was an urgent need to reduce operating costs and increase revenue. A target of a 40 per cent increase in productivity over five years was set. Strategies to obtain the required improvements were developed on the basis of greater involvement and increased contribution from the workforce, major changes to the mining methods and the development and application of new technology. This paper describes the organisational, operational and technological changes that have been implemented at Hilton and presents the results achieved to-date.

"The base metal mine at Buchans, Newfoundland, has been producing since 1928. For many years, mill tailings were disposed of by dumping into a nearby natural watercourse via which they were transported to Red Indian Lake and deposited. In 1965, environmental concerns prompted the establishment of settling ponds near the mine site. Effluents fed to these ponds included slimes washed from mine backfill sand and waste water pumped from underground as well as mill tailings. Dusting around the perimeter of the ponds was first observed around 1970and within a couple ofyears reached serious proportions. A program to alleviate the condition by developing a vegetative cover over the tailings was commenced in 1974. The work was successfully carried out and demonstrated that the large area of waste could sustain a permanent cover of grasses.This paper outlines the experimental work done at Buchans as well as the procedures followed and the problems encountered in carrying out full-scale revegetation."

The Brightwater Conveyance System consists of four tunnel segments in three tunnel con-tracts, comprising over 21,760 m (71,400 ft) of pressurized face tunneling in complex glacial and non-glacial soft ground conditions with a large proportion 60 m (197 ft) or more below the ground surface with up to 7 bars groundwater head. This resulted in unique technical challenges for establishing geotechnical baseline values. The process used to develop these baseline values and specifications with regard to the level of risk that the owner, King County, was willing to accept is described in this paper.

Concern exists about the potential release of metals from the proposed mining operation at Martha Hill to the Ohinemuri River. Speculation on possible impacts is fuelled by the dearth of published data on existing metal levels not only for this river system but for streams throughout the Coromandel. At first sight this lack of data is surprising given the apparent interest in this subject and the fact that future mining activity in this region has been a possibility since at least 1979. That such a situation has arisen is not altogether unexpected given the difficulties faced by various organisations, including the mining industry, in determining metal levels which are generally acknowledged to be low. This paper presents data for a number of stations in the vicinity of the proposed operation; it explains the analytical procedures which were adopted and the rationale for them and relates the information which has been obtained to water quality criteria.

In 2009, the Canadian Mineral Processors (CMP) became aware that Canadian securities regulators were amending the contents of National Instrument 43-101. NI 43-101 is a set of regulations which establish how ore resources and reserves are presented to the investing public. The documents produced under NI 43-101 are central to the ability of many companies to raise financing for their projects. With the increase of metallurgical complexity, and decrease of head grades encountered in new deposits, the role of the Qualified Person (QP) in determining process performance has become increasingly critical in determining the classification category of resources and reserves. Given the challenges confronted by those involved in defining the concentration and extraction of minerals and metals, there is a need to provide support to these QPs. To address these concerns, the CMP established a sub-committee in 2010 to create a set of guideline documents to assist the QP involved in process matters as to what should be included at the various levels of study supporting the establishment of resources and reserves in NI 43- 101. The results of the sub-committee work are presented and the considerations in the writing of the documents are discussed.

Project evaluations of mineral deposits are necessary for mineral rights, owners and investors alike. A feasibility study provides a definitive technical, environmental and commercial base and is the key element leading to a decision to invest or not to invest. For example, the study may be used to justify further exploration and development expenditure or to provide a basis for a major underwriting to raise the required capital. There are three distinct phases in the development of a project and the type of study will differ depending on the quality of information available or the level of decision to be made. This paper looks at these three phases in the development of a mineral project and the type of study required; namely, a scoping study, prefeasibility, and a full feasibility study. Their extractive metallurgy is largely driven by mineralogical factors such as gold particle size, association with other minerals, coatings and rimmings, presence of cyanicides, oxygen consumers and preg-robbers, presence of refractory gold minerals, and invisible gold in sulphide and sulpharsenide minerals. Gold process mineralogy helps address issues and problems related to gold ore processing. It is widely used as a predictive and trouble-shooting tool in gold ore processing, and provides useful information on process selection, flowsheet development, recovery improvement, and reagent consumption optimization. By combining classic mineralogical techniques, modern instrumental analysis, and diagnostic metallurgy, the mineralogist is able to balance the various types of gold occurrence in an ore.

Examples will be used where applicable.INTRODUCTIONSince the early 1980’s, a great deal of work has been done in the characterization of gold ores, particularly refractory ores (Gasparrini, 1983; Wang, 1984; Hausen, 1985; Haines, 1986; Henley, 1989; Chryssoulis et al., 1990; Wang et al., 1992, 1994; Kojonen, 1999; Simon et al., 1999; Hong et al., 2000; Pals et al, 2003). Process mineralogy has come into its own as a respected inter-discipline in the fields of mineralogy and metallurgy – a subject that occupies an important place in both research and industry. As the free-milling gold ores are being depleted and more refractory ores are being discovered and processed, gold process mineralogy receives more and more attention from both the mineralogist and metallurgist as it helps to solve various problems encountered during gold ore processing. Steadily rising gold prices are also stimulating the need for gold process mineralogy due to the increasing demand for and production of the yellow metal. At SGS Lakefield Research, gold process mineralogy studies are conducted routinely on all types of gold ores and mill products to assist in a wide variety of metallurgical projects.
