The Spokane Research Laboratory/NIOSH and the University of British Columbia (UBC) geomechanics group are focusing on the development of safe and cost-effective underground design guidelines for weak rock masses having an RMR in the range of 15 to 45. Weak ground conditions, ground support, and mining methods used in several North American underground mines were observed. The RMR values were calculated to update both manned entry span design and non-entry stability graphs, plus a database on underhand mining methods was created to reflect existing North American mining conditions. The immediate rock mass was characterized and analyzed in terms of prevailing type of ground support, potential failure mechanisms, and rock behavior to define how existing design curves must be modified for the existing weak rock mass. The current NIOSH research attempts to provide rock mechanics tools to assist a mine operator in making sound economic decisions that will also ensure a safe working environment.

The extraction of ore in panel caving operations also involves the coextraction of non-economic material, known as dilution. Forecasting, avoiding, and understanding the mechanics of dilution is critical to longterm planning. The models of dilution that are currently in use in panel caving operations are those by Laubscher (1994), who postulated that dilution is due to gravitational flow and depends on the height of interaction, the column height, and the draw uniformity. This paper presents a back-analysis of extraction and dilution behaviour at Codelco?s El Salvador and Andina Divisions, which use panel caving as a mining method. This analysis was conducted in order to review the existent dilution entry mechanisms and calculation methods. Three sources of dilution were identified. The first source is ?gravitational dilution?, which is due to gravitational flow and mixing as dilution migrates by gravity from a sector located above the panel under analysis. The second source of dilution is ?caving dilution?, which occurs when an air gap is formed in a large area and a sudden propagation of a hang-up occurs, inducing early ingress of waste into the production level from a level above. The third mode observed is ?lateral dilution?, which occurs when the panel is located next to an exhausted sector and the broken material enters the draw column early during draw. In the last two cases, dilution could migrate large distances horizontally. The mine data indicated that draw and caving strategy are key for long-term planning of large panel caves.

A study has been made of the relationships between grinding selection functions and physical properties of rocks, particularly the failure loads of irregular particles and the compressive and tensile strengths of large regular specimens. The rocks used were limestones of various structures and impurity contents, a carbonatite, and a high-purity crystallized calcite. The selection functions were obtained from carefully performed grinding experiments on selected narrow size ranges in various grinding machines-a laboratory batch ball mill, a Hard grove grindability machine, and a mill of the type suggested by Yang, Mempel, and Fuerstenau. The specific rates of breakage during milling and the failure loads of irregular specimens correlated well for the rocks studied. The testing of irregular particles is suggested as a means of predicting the behavior of commercial mills.

The Late Miocene San Cristobal Ag-Zn-Pb deposit represents syngenetic and epigenetic mineralization with low- and high-sulfidation characteristics. Geology is characterized by barren dacitic ring fracture domes, mineralized resurgent rhyodacite domes, strongly altered and mineralized tuffaceous lacustrine sedimentary rocks, and an extensive crystal-lithic tuff debris apron. The ore body is hosted by intra-cauldron sedimentary rocks and breccias. Fluid inclusions suggest that silver, lead, and zinc were transported as chloride complexes and precipitated by cooling in veins from <5 wt. % NaCl eq. fluids at 170°-215° C. Silver associated with resurgent rhyodacite was transported as a chloride complex and precipitated by increased H2S activity or increased fluid pH.

For years, the strategy was to contain waste and in many applications, is still the recommended method. Recently, it has become acceptable to create filters below ground for the in-situ treatment of waste. Consequently, in lieu of the waste being contained, it is desirable that the waste flow through a pervious treatment zone. For instance, subterranean pervious walls comprised of iron sand are particularly useful in treating chlorinated solvents in contaminated groundwater. The iron acts as a corrective filter to treat the contaminated groundwater. How are these impervious and pervious walls being constructed? One effective means of constructing an impervious barrier is the vibrated beam method. This method, in brief, involves the use of a fabricated steel beam, a vibrator, a pile driving crane, and a mixing plant. This method results in a 4-6" wide wall with depths up to and exceeding 100&apos;. Over one hundred slurry walls have been installed using this method in the United States. The need for the vibrated beam method continues to escalate due to its reduced health and safety considerations, high level of quality control, lack of excavation, narrow working area, and ability to achieve depths greater than 100&apos;. A recent project was in Marinette, Wisconsin at the ANSUL facility. The project consisted of a 28,000 square foot slurry wall and was completed in January of 1999. Another effective means of creating an impervious barrier, where structural support from the barrier is needed, is the Waterloo® Barrier System. This system involves the use of a pile driving crane, Waterloo® steel sheet piles which are patented steel sheet piles due to their groutable interlocks, and a grout plant. This system results in a water-tight barrier due to the grouted interlocks and provides structural support. A project was completed at Beta Steel in Portage, IN for a retention pond to protect Lake Michigan. Due to the new concept of "filtering", there are few accepted construction techniques available. One effective field proven construction technique is the patent pending mandrel emplacement technique. This technique involves the use of a fabricated hollow steel mandrel with a shoe, a vibrator, a heavy duty crane, and a material feeder. This technique results in a pervious wall which may be comprised of pure iron sand or any other flowable media. Using this technique, the pervious wall may be constructed in varying widths to depths in excess of 100&apos;. A successful installation occurred in October 1997 at Cape Canaveral Air Station in Florida.

"The City of Ottawa’s Combined Sewage Storage Tunnel consists of two interconnected tunnels totaling 6.2 km with a diameter of 3m including access shafts and hydraulic structures which connect to the City’s most critical sewers. This tunnel will be built 15m to 30m below ground in the downtown core adjacent to, and crossing below, the Light Rail Tunnel, which introduces additional considerations in terms of sequencing and risk mitigation. The City embarked on a unique Procurement Process to address the risks involved with a large tunnel project and those associated with tunneling below downtown, underneath and adjacent to UNESCO World Heritage Sites, and connecting to live critical sewers. This paper describes the unique procurement approach employed and the contractual risk mitigation measures developed to provide the best value while minimizing risk. Specific features include Market Sounding, using a Fairness Commissioner, Contractor Prequalification and Risk Mitigation Measures in the Tender documents. INTRODUCTION This paper describes how the City of Ottawa (the City) and the project design team developed a strategic Procurement Process and Tender that incorporated industry best practices for technical and contractual risk management for the Combined Sewage Storage Tunnel (CSST) project. The process was unique in that, while it employed a systematic review of project risks, it also solicited input from industry, stakeholders and provincial and federal partners to develop the request for Tender for this traditional design-bid-build project. Key drivers for this approach were initiated from the City’s concerns for cost control, cost certainty and overall project risk mitigation. To address these concerns, the City implemented the risk review and mitigation process right from the project design team selection. It was critical that the project design team embraced this risk management philosophy and carried it through each phase of the project. This paper serves as an excellent resource for municipalities or other owners embarking on a similar tunnel project, on how to properly apply industry best practices and the benefits of using them."

No attempt has been made to combine these data and present injury-frequency rates reflecting the mineral-fuel industries because the hazards of the separate industries are not comparable. Tabulations showing the trend of injuries and employment for all mineral industries are presented in Volume III of the Minerals Yearbook. COAL Injury experience of the coal-mining industry was improved slightly in 1963, as measured by the 2-percent decline in the Injury-frequency rate. Although the total number of fatal and nonfatal injuries increased 1 percent, the greater proportional increase of 3 percent in man-hours worked accounted for the improved frequency rate. Employment and injury data for 1963 are based on final data for anthracite mines and preliminary data for bituminous coal and lignite mines.

Tabulations showing the trend of injuries and employment for all mineral industries are presented in Volume III. COAL Injury experience of the coal mining industry was improved in 1964, as measured by the declines of 1 and 14 percent, respectively, in the frequency and severity rates. Although the total number of injuries increased in 1964, a slightly greater proportional increase in man-hours worked caused the frequency rate to drop to 44.65 per million man-hours. The injury-severity rate in 1964 was 7,832 days lost per million man-hours of exposure. Employment and injury data for 1964 are based on final data for anthracite mines and preliminary data for bituminous coal and lignite mines. Fatality experience improved significantly with a record low number of 240 deaths in 1964. This total was 44 less than in 1963. INJURY experience and employment data are presented in this chapter for metal and nonmetal mines, stone quarries, sand and gravel pits, iron blast-furnace slag plants, and metallurgical plants (including ore-dressing and nonferrous reduction plants and refineries) in the United States. Employment and injury experience data for all mineral industries are given in volume II. The 1962 figures are preliminary summations which are subject to revision. They were compiled from all reports from producers received by the Bureau of Mines through April 15, 1963. The data for metal, nonmetal (except well and brine operations), stone, and sand and gravel operations were collected by a mandatory reporting system under the provisions of the act of September 26, 1961, Public Law 87-300 (75 Stat. 649). The act authorized the Secretary of the Interior to study the various aspects of safety in metal and nonmetal mines (excluding coal mines) and report the findings 2 years sub-sequent to the enactment of the law. Data on nonmetal well and brine plants and nonferrous reduction plants and refineries were reported voluntarily by the operators. METAL MINES Preliminary data for the metal mining industry comprise reports on 1,871 mines and pits. The combined fatal and nonfatal injury-frequency rate was 31.95 per million manhours in 1962, a decrease of 8 percent from the similar rate of 34.54 in 1961. Metal operations reported a total of 61 fatal and 3,201 nonfatal injuries.

The frequency rate of injuries per million man-hours was improved at metal mills, nonmetal mines, and sand and gravel operations, and was virtually unchanged at metal mines; however" the rate of occurrence of work injuries at nonmetal mills, stone operations, nonferrous reduction and refining plants, and slag plants was higher than in 1963. The severity rate of injuries during 1964, data for which are presented for the first time in this chapter, was better at metal mills, nonmetal mines, stone operations, and slag plants. However, the severity rate was worse at metal mines, nonmetal mills, sand and gravel plants, and nonferrous smelters.

Frequency rates of injuries per million man-hours of exposure were improved during 1965 slightly to moderately over those of 1964 at metal mines, nonferrous reduction and refining plants, nonmetal mills, stone quarries and mills, sand and gravel operations, and slag operations. However, at metal mills and nonmetal mines the rates of occurrence of work injuries were less favorable. The severity rates of injuries during 1965 were better than in 1964 at metal mines and mills, stone quarries and mills, and slag operations. Conversely, severity rates were worse at nonferrous reduction and refining plants, nonmetal mines and mills, and sand and gravel operations.

Volume I of the Yearbook includes injury experiences and related employment data in the metal, nonmetal, and quarrying industries, and in the milling operations connected with the mining of those commodities. Volume II contains the injury and related employment experience of the coal mining, coking, and oil and gas industries. Reporting is voluntary on the surveys conducted by the Bureau of Mines to collect injury and employment data in the mineral industries, except in the coal-mining industry, where operators are required by Federal law to furnish the information requested.

Volume I of the yearbook contains a chapter showing injury experience and employment data treated separately by metal mines, nonmetal mines, quarries and their related plants, metallurgical plants (ore-dressing plants and primary nonferrous reduction plants and refineries are shown separately), nonmetal mills, sand and gravel plants, and iron blast-furnace slag plants. Volume II contains injury and employment experience in the fuel industries (coal, coke, petroleum and natural gas, asphalt and related bitumens (native), and peat. Injury and employment data are submitted voluntarily for the mineral operations through an industry canvass made by the Bureau of Mines, except for the coal industry, whose reports are mandatory. Information published in this chapter is the result of this canvass. Figures presented in this chapter for 1961 are preliminary except for anthracite, peat, coke, petroleum and natural gas, asphalt and related bitumens, and slag. These preliminary data, with the exception of bituminous coal, are a summation of reports received by May 31, 1962, from the operators showing their injury and employment experience. Estimations of injury and employment experience are not included in these preliminary data.

Introduction Examining the short- and long-term job prospects for engineers in the coal industry might include looking at coal tonnage projections, future export markets, federal regulations, and the decrease in overall graduates. But coal is the US most competitive basic industry. As such, why not go back to basics? That is, there are three basic challenges that need to be faced by students, faculty, and members of the coal industry. These challenges are counseling, career placement, and professionalism. Counseling Counseling can include elementary, high school, and college students, as well as individuals already employed. But what happens to students after they have selected a course of study at a particular university? As shown in Fig. 1, only 87,000, or 7.25% of our graduates have technical degrees. Generally, there is a strong market projected for these engineering graduates. However, many students who have majored in other nontechnical curriculums, have to scramble for jobs. This says something about our ability to make students aware of where the real job opportunities are. As a student spends four or five years pursuing a degree, he or she is looking for professional guidance. The student has the right to expect "real world" counseling - counseling that is not "the way it should be" but "the way it is." The influence of faculty members is significant. They should take this long opportunity to tell students not what they want to hear or what the problem&apos;s of academia or the industry are, but what the real job market is all about. If faculty do not use this opportunity, they in-advertently-through omission - mislead their students. Once a student graduates and is a working alumnus, faculty should take advantage of their relationship with the student and continue to stimulate conversation leading to a two-way exchange of ideas and information. Faculty should also encourage and solicit financial support for their mining departments from their alumni. These monies, in many cases, will be matched dollar for dollar or more, depending on the company the alumnus works for. In the private sector, the responsibility is to communicate with faculty and students. Alumni can be effective by participating in this two-way dialogue with their professors at meetings, technical seminars, and conventions. In many cases, alumni will employ summer or co-op students in their organizations. While getting to know these students, industry members should level with them on where the true opportunities are and what it takes to be successful. It is important to communicate with both faculty and students candidly on both the posi-
