In the drive for faster development advance rates, railbound systems can be advantageous, in the right application. Skanska BS, the contractor to mine-owner VSK Mining, is driving an adit access deep into the Volouské Urchy Mountain in Slovakia to access the Gemerská Poloma talc deposit, some 70 km (43 miles) west of Ko?ice, the economic and cultural center of eastern Slovakia. Skanska began driving the Stolna Elisabeth drift in February 2007, extending 25 kg/m (50 lb/yd) rails (with 750 mm or 30 in. between sleepers) into the mountain to provide the main haulage to bring talc ore and waste out of the new mine once it gets into production. It will also be used for personnel transport, and is now almost complete. As a second egress and for ventilation, a 2.5-m- (8.2-ft-) diameter shaft of about 300-m (984-ft) depth will be sunk from surface down into the orebody. Stolna Elisabeth is a 4.2-km- (2.6-mile-) long drift mined at a cross section of some 11 m2 (118 sq ft). The finished profile is 3.2-m- (10.5-ft-) wide by 3.6-m- (11.8-ft-) high. It has been developed on a very slight incline so that water runs down it to the portal. The portal is 450 m (1,476 ft) above sea level and the end of the tunnel is 475 m (1,558 ft) above sea level. Much of the rock through which it has been developed is magnesite with a compressive strength of 150 MPA. The drilling jumbo is an Atlas Copco twin-boom Boomer 282 Raildrill drilling 42- to 45-mm- (1.6- to 1.7-in.-) diameter holes to a maximum length of 2.5 m (8.2 ft), depending on ground conditions. This is a drill jumbo that Skanska has used successfully on a number of projects during its life. The condition of the rock through which this drift has been driven is extremely variable. Five classifications of A1 and A2 and B1, B2 and [ ] B3, where A1 is the most competent rock and B3 is the worst, have been established. The amount of support used, of which more later is determined by the classification of ground conditions. At the time of the author?s visit, the project it was about 40 days ahead of schedule, thanks to high advance rates. For instance 6 m/day (20 ft/d) was the plan for the advance to be achieved in B1 rock, but sometimes the crews have achieved 8 m/day (26 ft/d) ? which is the average for the whole project ? in those conditions. In A1 the best advance rate achieved is 12 m/day (39 ft/d). The loading unit is a Häggloader 9HR-B on crawler tracks with a pony track to run on the rails. This allows the unit to be towed up and down the drift along the rails. To load from the face, the Häggloader lowers the foot of its onboard conveyor system to the floor and the backhoe pushes material on to it. This digging arm-conveyor combination produces uninterrupted, optimal volume loading of the haulage unit, without spill ? a technique offering load capacities as high as 180 m3/h (6,356 cu ft/hour). Guidelines for publication of information defining the amount and grade of resource material available in a deposit are well established in Australasia?s JORC Guidelines, Canada?s National Instrument 43-101 and similar documents in South Africa, Peru, Chile and elsewhere (Table 1). These guidelines provide standards to apply regarding the geologic and geostatistical basis for describing the level of confidence to be assumed for an estimate of the amount and grade of material. All of them provide for a strict distinction between material that has been demonstrated to be economically mineable and that which has not, and all of them provide terms such as ?resource? or ?exploration information? to be applied to data regarding material that has not been demonstrated to be economically mineable. It is not until an economic study has been completed that we are allowed to apply the powerful terms ?reserves? and ?ore? to our deposit material. Indeed, the application of these eye-catching labels immediately tells the reader that an economic study has been completed by a qualified person, and that the results of the study were positive. While extensive guidelines are established for describing the level of confidence in published geologic data, and the nature of the economic study that should be accomplished before using the terms ?reserves? or ?ore?, surprisingly little guidance is provided regarding the process to use, and the level of detail to attain, for estimating capital and operating costs for the study. The intent of this paper is to lay the groundwork for development of suitable guidelines for the cost estimating process. While the codes do not provide specific instructions for the cost estimate, they do provide numerous hints and clues to help determine the level of detail expected and the type of procedure to apply in preparing the estimate. This paper will first review the various codes to gain an insight into the thinking of the drafters of the codes regarding their unstated expectations for the cost estimating process. Based on this review, a series of guidelines are proposed for this purpose.

The Leigh Creek Coalfield is owned and operated by the Electricity Trust of South Australia to supply fuel to the Northern Power Station. To supply electricity at lowest cost, a costing and decision process that establishes the role of the Leigh Creek Coalfield in the overall system planning and operation is required. The costing is integrated in that it is based not just on a particular mine plan but on the wider need to supply a particular electrical demand. The detail costing has evolved over time from manual to main-frame computer to microcomputer techniques. Now there is a choice between fast consistent costs and a slower but more detailed and flexible costing.

The mining industry is generally regarded as a high risk industry, mainly because of the difficulties in estimating the tonnage and grade of mineral resources, the fluctuations in metal prices, mining problems and other problems which occur with mining in offshore and remote locations, such as appropriation or disruption to supply. As a consequence, finance providers require a high reward from mining projects. In the past two decades, the development of "mega" projects has led to the packaging of the finance becoming more sophisticated. Some would see this move as a measure of the evolution of banking rather than an intrinsic facet of mining finance itself. Project financial managers now require a thorough knowledge of all the financial tools which are available and have to be aware of the funding options so that they can put together a finance package which minimises the cost of the financing with the risk spread adequately between the partners of the financing. The different sources and types of finance for mining projects are described herein along with the factors which determine their costs. To understand the ramifications of financing mining projects, it is essential to appreciate the fundamental difference between debt and equity, which illustrates the importance of gearing. Costs of finance are determined by the interaction of supply and demand forces. Bankers and other financiers have become more adept at isolating a wide selection of risk elements and have devised a formidable range of insurance mechanisms. There is still a lot of money looking for good project risks and if a good project is properly presented and structured, financing can be obtained in today's market.

Tunnelling today is a lot more than drilling and blasting. The developments in drilling and blasting technique have made it pos¬sible to save costs both by increasing the advance per round and optimizing the demands on the final contour. Increasing the hole depth by using longer feeds and bigger dril¬ling rigs make the drilling time shorter compared to the set up time. It is important that the deeper holes are followed up by using a suitable cut. The most common cut in Sweden today is a parallel hole cut with one or more large holes; with a diameter corresponding to the hole depth and wanted advance per round. It is often specified that smooth blasting is to be carried out with a specific drill hole spacing. It is extremely rare, however, for specifications to be issued concerning the alignment of the raw of holes closest to the contour holes. It is very easy to ruin the effect of smooth blasting altogether by firing the rest of the round carelessly with an excessively high charge distribution. The drilling and blasting of the contour holes and the line of holes closest to the contour holes is therefore an extremely important part of any underground work. Accuracy and care in connection with the drilling of contour holes is also extremely important since it is possible to reduce the amount of overbreak, the result being more rapid mucking out, smoother and more durable surfaces and also less consumption of concrete for lining purposes.

In order for mines to operate profitably throughout their life it is important to monitor and maximise ore recovery. A common problem facing many mines is the underestimation of clay type and its distribution in ore at the mine face, blast hole or in the ore stockpile. Too much clay entering the heap leach ore stream for example causes a dramatic reduction in heap leach efficacy and or increased leaching times. The end result is poor leaching performance and much reduced metal production. Poor clay identification and quantification is attributable to many factors, including costly and slow off-site mineral analysis techniques, such as XRD, XRF and petrology, the visual and subjective limitations of the core logging geologist and a lack of suitable low cost, high throughput mineral logging instruments. To get round these problems a new, non-contact, imaging spectrometer - the SpecCam - was developed by Spectra-Map Ltd, to allow high throughput identification and quantification of minerals from mineable material. Its novel imaging design can collect millions of data points (pixels) per day; each pixel contains spectral information that allows a wide variety of mineral types, including the smectite and illite clays, and phyllosilicates such as talc and kaolin, to be identified. Because all the ore can be imaged a much more reliable mineral log can be made. Hence, mapping changes in mineral composition - related to variations in phenocrysts, macrocrysts, veining or wall rock - is possible. Examples of SpecCam data from Goldfields Cerro Corona Porphyry stockpile and from Rio Tinto?s Argyle Diamond mine illustrate the mineral identification and quantification capabilities of the SpecCam. More importantly, for the first time very accurate % abundances for the different minerals can be obtained using an image-based modal count technique. The modular design of the camera, plus its extremely flexible high speed filter, mean that the SpecCam can be easily installed on different equipment, each one suited to different ore recovery problems. For example the SpecCam can be used on an automated portable logging frame to measure drill core, RC chips, hand samples or powder, or alternatively installed on a Geotek multi-sensor core logger for high-throughput, automated logging of drill or blast hole core using co-registered multi-sensor data. An exciting recent development has been the installation of the SpecCam on CommoDas ore sorting equipment, used around the world for 24 hour mill-feed monitoring and automatic ore sorting. Real-time ore sorting decisions can be made as material is monitored on a conveyor belt running at 3m s-1, from which the ore can be automatically sorted into high-grade, low-grade or waste streams for example. The three installation options for the SpecCam mean that most mineral analysis and automated core logging or ore monitoring needs can be met at the mine. For the first time rapid and automatic mineral identification and accurate quantification can be made. All of which allow the mine geologist or metallurgist to make important decisions about maximising the metal recovery process.

IN the zeal for opening up new ore-bodies, or for. extracting the ore from attractive bodies gal ready opened up, we very often lose sight of the fact, that, after all, the operation of a mine is a business proposition, pure and simple; and for the best working-results should be treated upon a strict business basis. Of course, in every mine of consequence a record is kept of expenditures and receipts, and such glittering generalities as "gross receipts," " net receipts," " mining expenses," .and " per cent. profit," can be told to the cent; but does this . record show economy of management, either as compared with the same record of other months, or as compared to the record of other mines of the' same class ? Moreover, if such a record shows that the cost of mining is high, does it in any way en¬able the manager to put his finger on the leakage? Does it necessarily follow that a mine which makes a profit of, say, 40 per cent on 25-dollar ore, is doing less economical mining than one which saves 60 per cent on 80-dollar ore ? Of course the figures in the latter case look the more attractive, but when it comes to a point of saving everything which can be saved, and of cutting down expenses to the lowest possible cost of operation, the former mine is doubtless on the most firm and economical financial basis. But as the relative merits of the system of mining in the two cases, nothing could be decided without a basis of detailed comparison ; if one system is more economical than the other, why is it so, and wherein does the advantage lie ? This can be shown only by keeping accurately the cost of each mining operation. And no matter how dissimilar two mines may be in character and operation, yet there are a few general heads common to all mining operations. Any substantial project undertaken by private enterprise would normally be subjected to a Discounted Cash Flow analysis of its commercial viability, and would proceed only if the rate of return was judged satisfactory. A 'national viewpoint' analysis attempts to do the same but from the viewpoint of the community as a whole. The objective is to ensure that those projects are undertaken which yield the best return, economic and social, to the nation as a whole.

Today, the mining and mineral sectors are being impacted by highly fluctuating supply ? demand, extreme price volatility and tremendous market uncertainty on a world-wide basis. This pattern is expected to continue for the foreseeable future. In particular, large consumers of tonnage quantities of industrial gases (oxygen, nitrogen) all have to make informed investment decisions in this uncertain economic environment. Plant owners ? operators need to carefully examine their current and future industrial gas needs in order to develop the most cost-effective industrial gas plant configuration. This can be done by partnering with an experienced engineering company that offers a complete technology portfolio for producing industrial gases. Ideally, the mineral and engineering companies have to work together as a single team to identify the most efficient and economic plant design. This includes an in-depth assessment of capital and operating costs, in order to deliver an optimal solution, taking plant reliability and process safety into account. It is important to consider all the industrial gas needs at a given manufacturing complex, in conjunction with available utilities and infrastructure to develop the best possible long term solution. Oxygen (O2) requirements include: oxygen enriched and oxy-fuel combustion, smelting and hydrometallurgical operations. Nitrogen (N2) is used for annealing. All of these industrial gas requirements have to be examined at a given site over a long term horizon in a holistic manner. Cryogenic air separation was first practiced at a commercial scale in 1902. Since then, the technology has been constantly refined to reduce cost; and improve reliability and flexibility. Today, using advanced engineering techniques, including proprietary process simulation, and modern fabrication techniques, it is possible to build air separation plants that are both low cost and high quality at the same time. It is important to work with an engineering company that owns a complete portfolio of industrial gas technologies, functional engineering capabilities and a variety of plant solutions. Such a partnership can quickly identify a ?sweet spot? for a given situation. By drawing on experience gained from hundreds of projects, it is possible to quickly optimize a given requirement. In situations where a customer wants a complete solution it may be appropriate to provide an air separation plant on a turn-key basis. This will enable the mining and mineral processor to focus on their core business. By using global procurement and construction capabilities it is possible reduce cost and improve project execution, thereby making industrial gas plant procurement simpler and cheaper for the mining and mineral sector.

Refinement of environmental procedures can produce significant cost savings at most mines. Grouting permeable aquifers reduces water pumping and disposal costs. Stable groundwater quality supports reduced groundwater monitoring; and for contaminated groundwater, in-situ or natural restoration should be evaluated. Waste-rock characterization can be minimized using fewer (but more representative) samples, inexpensive surrogate analyses (e.g., NAG instead of humidity cells), and appropriate tests (e.g., avoid meteoric tests on sulfide). Selective waste-rock handling should be compared to random emplacement, which is often cheaper and more stable. Finally, incorporating schedule uncertainty in modeling allows the flexibility to revise mine plans within permits.

The profitability of gold placer mining operations is determined by more factors than many placer miners recognise until too late. This study is based upon field trips to examine the efficiency of mining and transportation of gravels to a wash plant by bulldozer and truck. At the examined open pit mining operations gravels were washed using water canons, derockers or scrubber trommels. The objective of this study was to determine the relationship between unit costs and power requirements for gravel mining and processing. The author conducted a number of time and motion studies at four open pit gold mines, including the Maly Patom Creek, the Nizhny Patom, the Taimendra Creek and the Kadali-Makit in the Bodaibo District, Irkutsk Region and collected and processed field data. As a part of the study significant correlations were determined and empiric regression equations derived between: power requirements (Ep) and unit cost (Cp) for gravel processing; and total power requirements (Et) and total unit cost (Ct) for gravel mining, transportation and processing. Based on the results of the study it was proposed to modify the current mining procedure methods and to replace water cannons at the Maly Patom Creek with a PPM-5 derocker. Introduction of the proposed technology resulted in 2004 in US$385 000 mining cost reduction at the Maly Patom Creek over a short-time Siberian mining season.

Many mining operations are uncertain of what costs they should be achieving. The majority of cost estimates are based on historical costs that have added contingency factors. Historical costs are a valuable source of information but a more precise costing method is necessary. There are several alternative methods for predicting costs. A methodology which provides the best indication of the achievable costs is one using a standard inventory list and a bill of quantities. The model is termed a Basic Principles model and addresses basic design principles and engineering constraints.

Copper Found in Chile. - Utah International Inc., in conjunction with Getty Oil Co., has discovered a cooper deposit in northern Chile. Early drilling reveals an enriched zone grading 1.2% to 2 3% copper. Chile already has tie world's largest Cu reserve base. Soviets To Aid Laotian Tin Industry. - The U.S.S.R. has agreed to help strengthen the tin industry in Laos, a client state. In the past, Laos has only produced small amounts of tin concentrate, 500 tons to 1,000 tons per year presumably shipped to smelters in Singapore or Penang, Malaysia. Under the agreement made in June, the Soviets are to supply equipment to increase the out put of tin from the Phontieu, Neng, and Nongsen mines and help Laos with the construction of a tin smelter. The U.S.S.R. itself is a net importer of tin, although a substantial producer of the metal.

U.S. Minerals Coordinating Council Advised. -The Critical Materials Act of 1981, H. R. 4281, introduced on July 27, would create a Council on Critical Materials in the White House Executive Office to oversee Federal materials programs involving $1 billion committed to research by 14 agencies, and to serve as the President's focal point to evaluate materials policy. It was introduced by Congressman Fuqua (D-Fla.) whose Committee on Science and Technology has over-sight over the implementation of P. L. 96-479, the National Materials and Minerals Policy, Research and Development Act of 1980. Bulgaria's Mineral Bank. -Recently Bulgaria established a mineral bank to facilitate receipt of foreign credits for exploiting Bulgaria's mineral raw materials. The bank has wide powers to enter into business arrangements with foreign creditors. Bulgaria's main interest in trading with the West is to import the technology for developing energy and mineral resources.

Abstract Hydraulic fracturing is a technology that has been utilized for more than 50 years in the oil industry. It was originally used for stimulating hard, brittle formations which typically exhibit low permeabilities and roughly linear elastic behavior. Nonetheless, an increasingly important segment of the industry is currently stimulating very soft and poorly consolidated formations; where the assumptions of ideal elasticity and relatively small fluid leakoff fail to hold (e.g. Gulf of Mexico, West Africa, Alaska, East China). In these rocks, hydraulic fracturing stimulation has been used for several years to control and solve critical production problems such as sanding and formation damage (caused during completion and drilling operations). Although successful1, the application of this method has not been accompanied by robust fracturing modeling techniques. In addition, long term production increases were often not materialized. In other words, engineers have been able, via trial-and-error, to avoid major ‘operational’ problems but with no optimization of such treatments. Thus, most hydraulic fracturing projects carried out in poorly consolidated rocks render unexpected results. A recent worldwide survey on net pressures by the Delft Fracturing Consortium (Papanastasiou, 1997) indicated that net pressures encountered in the field are 50% to 100% higher than the net pressures predicted by conventional fracturing simulators. The difference is yet higher for the case of poorly consolidated formations (Pak, 1997). The theory for the construction of a fully coupled elastoplastic three-dimensional hydrofrac simulator, specifically conceived for unconsolidated rocks, is presented in this paper. This novel model calculates the dimensions and changes in shape of the fracture(s) being created during hydraulic fracturing operations. No assumptions are made regarding either shape or geometry of the crack(s). Three main failure criteria are used simultaneously in this model: tensile and shear stresses, and volumetric strain. Incremental forms of the governing equations of equilibrium and fluid flow are presented. The scheme chosen for solving this problem is the finite elements method, which allows both equations to be solved simultaneously at any instant in time. Résumé La fracturation hydraulique est une technologie qu’a été utilisé pour plus que 50 ans dans l'industrie pétrolière. Elle a été utilisée au début pour stimuler les formations dure et fragile que typiquement ont des perméabilités basses et un comportement élastique à peu près linéaire. Néanmoins, un segment plus important de l'industrie stimule actuellement des formations mal consolidées; où les suppositions d'élasticité idéale et de relativement petite fuite de fluide ne se tiennent pas raison (par exemple le Golfe de Mexique, l'Afrique d'ouest, Alaska, la Chine de l'est). Dans ces roches, la stimulation avec fracturation hydraulique a été utilisée pour plusieurs années pour contrôler et résoudre les problèmes critiques de production comme les dommages de formation et d’ensablement (causé pendant les opérations de l'accomplissement et forage). Bien que prospère, l'application de cette méthode n'a pas été accompagnée de techniques robustes pour le modelage de fractures. En outre, les augmentations à long terme de production n'ont pas été souvent concrétisées. This study provides an effective determination process of the interface microstructural parameters in the numerical modelling of the mechanical interaction between two different geomaterials involved with frictional-bonded interfaces, such as the interaction between backfill columns and the surrounding rocks, or the soil-structure interaction, by using the coupled finite-difference and discrete-element (FD-DE) method. Three-dimensional numerical direct shear tests were conducted on the coupled FD-DE model of the combined rock-cemented rockfill (R-CRF) specimens with the frictional-bonded interface. With the microstructural parameters determined, the macro-mechanical properties of the interface of the coupled model were calibrated to well fit with the theoretical values of the combined specimen under the direct shear condition assumed according to the Mohr–Coulomb strength criterion. Evident elastoplastic shear behaviour was observed on the interfaces, and excellent agreement was attained between the shapes of the theoretical and simulated shear stress-displacement curves of the coupled models at different servo-controlled normal stresses. Particulate-scale force chains inside the DE model of the CRF specimen were highly consistent with the force contour on the FD model of the rock specimen, demonstrating the shear stress evolution of the coupled model at different shear displacements. Parametric studies verified the effects of the deformation properties of the interface parallel bonds on the shape of shear stress-displacement curves of the coupled models. The test results validated the feasibility and rationality of the coupled FD-DE method for modelling the combined specimens with frictional-bonded interfaces or joints. Furthermore, this study provides valuable numerical modelling experience for investigating the shear behaviour at the interface between cemented backfill columns and surrounding walls by using the coupled FD-DE method.

The spherical element computer code DMC (Distinct Motion Code) used to model rock motion resulting from blasting has been enhanced to allow routine computer simulations of bench blasting. The enhancements required for bench blast simulation include: 1) modifying the gas flow portion of DMC, 2) adding a new explosive gas equation of state capability, 3) modifying the porosity calculation, and 4) accounting for blastwell spacing parallel to the face.

The influence of solution ionic strength (IS) and electrolyte valence on the flotation behavior of malachite has been investigated. The microflotation tests were conducted over a range of solution IS (1?300 mM) at a constant speed (340 rpm), pH (9.5), flotation time (10 min), and sodium oleate dosage (5.3×10-7 moles/g). The size of malachite ranged from 45 to 53 µm, and two different types of electrolytes (NaCl and CaCl2) were employed. Electrophoretic mobility was also measured over the same IS range employed in the microflotation study. Overall, strong coupled effect of solution IS and ion valence was observed. Specifically, the flotability of malachite increased with increasing IS in the presence of monovalent cation (Na+) while the flotability increased up to 30 mM and decreased with increasing IS in the presence of divalent cation (Ca2+). Notably, the flotability of malachite was greater with the presence of Na+ compared with Ca2+ under high IS conditions (IS>30 mM). Consistent trend for Na+ versus Ca2+ was observed from the flotation results with different SO dosages. The characterization and flotation results suggested that the trend was likely attributed to the increased unfavorable interaction between malachite and bubble via the charge reversal of bubbles and malachite at higher IS in the presence of Ca2+.
