THE increase in the number of coal-cleaning plants employing dense-medium processes occurring since 1946 is especially interesting when viewed historically. Both sand and magnetite were introduced as material for heavy mediums at about the same time, sand in the Chance process in 1921 and magnetite in the Conklin process in 1922, but from that point on their records diverge. The Chance process enjoyed a steady growth from its inception, whereas no additional magnetite plants were built in the United States for over 20 years. Then, following the close of the World War 11, magnetite was again introduced, this time with marked success. During the following years some 47 plants employing magnetite medium were built.

THE need for standardizing methods of arriving at definite conclusions regarding the cleanability of a given coal, and for measuring the performance of coal-cleaning equipment, is constantly increasing. Earlier notes by the author on this subject are amplified in this paper, because he believes that better preparation of bituminous coal is a partial solution of the coal operators' troubles. WASHABILITY STUDIES The term "washability" of coal was coined when washing was the universal method of separating coal from its impurities by utilizing their difference in specific gravity. This and analogous terms are still used in their broad sense although pneumatic or air separation is now used to clean coal. These terms are so used in this paper. Too much time or money, can hardly be spent on "feed surveys" to get a "picture" of the coal that is to be cleaned. There have been too many "rule of thumb" methods used. Screen analyses and "sink-and-float" tests on the raw coal enable the coal operator and washery man to predict within reasonable limits the results that may be expected from any efficient cleaning apparatus.

The rich deposits of magnetic iron-ore in the Highlands of northern New Jersey attracted the attention of iron-workers at the time of the earliest settlements in that region. The outcrops of the oreshoots at the Dickerson mine, at Mount Hope, and at Hibernia, in Morris county, and at Ringwood, in Passaic count,y, which were doubtless such as would lead to discovery, location and development of nearly all the large iron-mines in that part of the State, appear to have had their beginnings where the ore cropped out on the surface or where it was scarcely concealed by a thin mantle of earth. Alexander Parkes patented in England in 1851-52-53 a process for desilvering lead by means of zinc, making use of the greater affinity of silver for zinc than for lead, discovered by Karsten in 1842. The efforts in England to develop it commercially were not particularly successful, nor was the attempted introduction into the United States. This last was not surprising, as it was about the beginning of our Civil War, and at that period there was very little lead-bullion produced in the United States and there was no field for the process here. There was at that time on Staten Island an establishment that pattisonized lead, probably from Rossie, N. Y., and Chester, Pa., and possibly some Spanish lead, but the production of lead-bullion in the Far West had not yet begun. In 1864, Edward Balbach, of Newark, N. J., patented in this country a process for desilvering lead by means of zinc, and in 1867 Edward Balbach, Jr., patented a " movable black-lead retort with a neck, placed in a furnace," for the purpose of distilling the alloy of zinc, lead, and the precious metals. A brief comparison of the Parkes and the Balbach processes is interesting. The Parkes process as practiced in England consisted in stirring into silver-bearing lead, melted in a kettle, from 1 to 2 per cent. of zinc, cooling, skimming the alloy of lead, zinc, and silver that rose to the surface, liquating it in an iron retort, distilling the residual rich alloy in fire-clay retorts, thus regaining the zinc, and refining the desilvered lead at a low heat in a shallow cast-iron pan that formed the hearth of a reverbera-tory furnace. Professor Ruff's most illuminating paper' describing his extremely valuable investigation of the carbon-iron equilibrium diagram assigns definite temperatures to certain very important lines in the diagram, viz.: the eutectic temperature EB (Fig. 1) and the " near-eutectic " temperature E'B', but without indicating clearly enough the reasoning which warrants these assignments. These temperatures are of such primary importance that it is well to indicate the apparent gaps in the reasoning, in the hope that they may be filled in. In his diagram, Fig. 1, the point X and the liues B'D'lII represent the experimental results reached by Ruff and Goecke;a AB, AEB, and SE represent the liquidus, the solidus, and the solubility of the carbon in solid austenite in the absence of graphite according to Gutowsky,3 AB being also in accordance with Spiecker's data; S'E' the solubility of carbon in solid austenite in the presence of graphite according to Ruer and Iljin;5 GS the line A3 after Ooerens and Meyer; 6 and EBC the true eutectic line as inferred by Prof. Ruff from Gutowsky's data. This paper gives the results: first,, of a research into the somewhat extensive literature of titanium; and second, of a series of original tests upon the effect of titanium on iron castr ings. New investigations have also been made upon the effect of titanium on steel, but I hope to treat this subject in an independent paper at some later date, and, therefore, will not discuss the experiments in detail here. The combined results of this study, which extended over a period of more than two years, can be briefly summarized as follows : 1. Steel or cast-iron, in which the titanium is properly proportioned, and which has been properly treated, is improved in strength, toughness, and durability against wear, such 'as, for example, the wear of railroad-rails, of steel and chilled-iron rolls, car-wheels, etc. 2. These improvemerits seem to be caused, not so much by the direct effect of titanium on the metal, as by its cleansing influence in removing harmful impurities, such as oxygen and oxides, nitrogen, occluded slags, and perhaps also sulphur. It appears also to reduce segregation, which would contribute to the same end. 3. In order that its effects may be fully realized, the treatment of steel or iron with titanium must be correctly performed. The compression of gases to a very high degree, for purposes of scientific research, has long presented serious difficulties to the physicist. Great advances have been made of late years in the construction of ordinary air or exhaust pumps, while very little has been done towards the improvement of compression pumps. The principal difficulties encountered in the construction of such apparatus are the existence of the so-called "dead space" in the pump barrels, leakage of the piston packings under high pressure, and the trouble arising from the unequal expansion of parts caused by the development of the latent heat of the gas during compression. Of these obstacles to success, the "dead space" is far the most serious, as it fixes a limit to the performance of the pump beyond which it is impossible to carry the compression. Under the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been, that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. The immediate vicinity of the sea-shore, affording special facility for the exportation of ores, makes it possible to work certain mines in the Vladivostok district, which, in more remote places of Siberia., would remain unproductive. Outside of the city of Vladivostok the population is small and the country is very little prospected. Additional discoveries of valuable deposits like the large body of calamine which has recently been opened in the neighborhood of earlier worked lead-silver ores, in the Tetiuhe valley, are still in the field of possibilities. For many years gold alone was produced, in part from the coastal rivers and in part from a quartz-vein on Askold island near Vladivostok. But the production is diminishing, and prospectors are looking for other rivers in the interior, such as the tributaries of the Ussuri. These rivers are now more accessible than formerly, due to the slow but gradual development of colonization by the Russian peasants. The few natives of the country, called Orodjones, are of the Chinese race. They resemble the North American Indian and are hardy fur-hunters. They have given some attention to placers and have already shown good specimens of gold-dust from the rivers Iman, Bikin, Noto, etc. Coal-mining was begun in the Vladivostok region more than 20 years ago, but in a somewhat irregular way. The industry is not as yet important and the best coal-seams are badly prospected, or are even neglected. Copper, lead, and iron exist in several places. The amounts give some encouragement to the anticipation that the discoveries will give rise to important metallurgical works. I here present a review of the various deposits, based upon such safe information as is in hand, when I have not drawn upon my personal observations. The taking of proper samples of crude ores seems to he less thoroughly understood, or less carefully practiced, than its impor tance requires. We all know how often we encounter the reports of very accurate assays and analyses, the weight of which as evidence wholly depends on the method of obtaining the sample, and is very probably nil, because there has been no proper sampling. Pissages might be cited from technical books, and from current technical literature (all the work of writers whom we delight to honor) to show that even among high scientific authorities there is too little acquaintance with the practical art of the sampler. There is no metallurgical or chemical establishment which does not frequently receive samples truly representing nothing. They consist usually of bits of ore, or what not, selected because they are worse or better than the average of what they are meant to represent. And they are worthless, no matter who made the selection. Where conscious choice is permitted to enter into the operation, a fair sample will not result, unless by a miracle. The work of sampling is often looked upon as within the realm of boys and of pensioners only. At least, though the manual labor be left to subordinates, the principles on which it is conducted and the safeguards with which it is surrounded are not unworthy of the study of experts; and experts should he ready to teach these principles and enforce them in practice. For exact sampling is the indispensable first step towards learning the value of any boxful, carload or shipload of ore. I propose to give a simple account of the method of sampling by hand, such as I have always pursued. There is nothing new about it. So far as I know, it is the immemorial old method, as old at least as Cornish copper-mining. Perhaps my fellow-members in the Institute may suggest improvements in it. If not, it will constitute a record in our Transactions to which laymen and beginners may be referred.

The main tin-producing regions of the world are known to be England, Australia and the Dutch East Indian possessions, chiefly Banca and Billiton. During recent years, the tin of the Malay Peninsula, exported from Penang and Singapore, has been coming prominently to the front. France, Austria, Hungary, Germany, Spain, South America, Russia and China still present insignificant figures. The conspicuous part which the Dutch possessions in the Indian Archipelago have taken in supplying the world with tin, is well known. Tin was discovered in Banca as early as 1710, and has been produced there ever since; but the supply has been most important since Banca came fully into the possession of Holland, in 1821. In Billiton and the adjoining island of Singkep, the existence of tin was known prior to 1822.* The Lingganese knew of its existence in the valley of Embalong, from creeks and streams in the neighborhood of Tima and Simper hills, on Billiton and also on Singkep island, but the prevailing superstition that tin-mining brought misfortune, influenced them to let this industry lie idle. The attempts of the Dutch government to test this question were lukewarm, perhaps by reason of the fear of reducing, through new discoveries, the price of Banca tin, and the island was abandoned in 1826, leaving only a military post. In 1850, Dr. Crookewit, a chemist and naturalist, was sent out to verify the rumors that tin existed in Billiton. His report was unfavorable; but in 1851 Mr. C. De Groot, a mining engineer, found tin readily, and the active work on Billiton dates from that time. Less than 600 tons were produced during the first ten years, and 3000 tons in the next decade. There are comparatively few accurate data on the melting-or the freezing-point temperature of metallurgical slags, or on related physical phenomena, such as fluidity near the melting-point, specific heat, latent heat, etc. With the exception of the work of H. 0. Hofman,' and some older work by R. Akerman, P. Gredt, and H. M. Howe, no information is available that is of direct interest to the metallurgist. Hofman's valuable work is the only one that refers to slags produced in the metallurgy of copper and lead. The classic work of J. H. L. Vogt,2 who views slags from the standpoint of physical mixtures (solutions in which the entities are minerals), has opened up a new field in the study of slags, and has placed the investigation of such properties as melting-temperatures, etc., on a rational basis. The recent work of A. L. Day, E. T. Allen, and W. I?. White, of the Carnegie Institution, at Washington, and of European investigators3 on certain systems of silicate minerals confirms the value of the investigation of silicate series from this standpoint, and it is my aim to apply this method to metallurgical slags, in order to gain exact data of value in metallurgy. The work recorded in the present paper is the result of an investigation of reverberatory-furnace slags made for a Western smelting company to determine exactly the influence of change in composition, within comparatively narrow limits, on the melting-point. For a general discussion concerning the mineralogical character of slags and the principles on which this investigation is based, reference should be made to other work: for the subject is too large to be stated in this paper, except very briefly in the following outline:

Shortly after becoming one of the van-guard of mine-developers in the State of Virginia, during the year 1883, I called the attention of the Institute to certain deposits of pyrites, which have been largely worked since. In all cases these deposits are covered with iron-ore (limonite), extending 40, 50 or 60 feet from surface to water-level. The several classes of brown iron-ores are found almost continuously along a prominent ridge of mineral-bearing slates, which can be traced from the James river northeasterly to the North Anna, the Rappahannock and the Potomac rivers, crossing the counties of Louisa, Spottsylvania and Stafford. Outcrops are plainly discoverable from end to end of this belt, also, in places, to the right and left of it, and at intervals there are evidences of workings, some of them for known purposes and others of unknown age and meaning. These old workings have an interest aside from the minerals they may contain or may have yielded. I have been engaged during the past five years in the collection of facts concerning them, which might determine definitely the site of those iron-furnaces, placed by tradition within reach of " the towne called Germanna," which were the first ever built in this State or on this continent. The events which led to the establishment of this important industry are sufficiently narrated in a paper written by Mr. R. A. Brock, Secretary of the Virginia Historical Society, and printed in the Proceedings of the National Museum, 1885, page 77, from which I quote the following : " To Virginia, the first of the English settlements in America, belongs the honor of inaugurating within her limits, as a colony, that most important industry, iron manufacture. Coal is a valuable energy source in New Zealand and has been mined from the West Coast for over 100 years. Stockton Mine is New Zealand's largest opencast coal producer supplying around 1.5 Mt of hard coking and thermal coal to international markets annually. The Stockton Plateau forms an extensive, gently inclined dip slope on erosion resistant Lower Eocene Brunner Coal Measures unconformably overlying basement rocks. The dip slope rises 600 - 1000 masl, locally dissected by fault scarps and present-day fluvial systems, some of which are deeply incised. Within the Mt Augustus Mining Block overburden comprises of a 30 - 40 m thick sequence of fluviatile, coarse to granular coal measure sandstones. High quality coking coal is preserved as a gently dipping, 10 - 12 m thick seam. High and sometimes very steep cliffs of jointed overburden shape the skyline escarpment, above steep forested slopes and gullies. As mining has progressed at Mt Augustus individual coal blocks are progressively becoming more technically challenging. This paper outlines the scientific approach taken by Solid Energy International and mining contractors to carefully unlock many thousands of tons of coal whilst protecting nearby flora and fauna from the impacts of dislodged rock and other blasting side-effects. The strategy involved: an expert-driven onsite risk assessment,formulation of a management plan to manage impacts,conducting an in situ vibration research program, andanalysis of results and operational designs to eliminate potential environmental problems.

The Cliffs and Associates Limited (CAL) 500,000 tpy HBI plant located in Trinidad was commissioned after modifications in early 2001. This plant employs the novel Lurgi Circored® process to reduce iron ore fines using a combination of circulating fluidized bed and conventional fluidized bed reactors in a hydrogen based. This paper will review the advantages offered by working in the Caribbean nation of Trinidad and Tobago, the Circored® processes, and plant start-up experience.

Climate and hydrology data are required during all phases of mining projects, including impact assessment, mine planning and design, operational water management and mine closure and reclamation design. In the Canadian north, data sources are spatially sparse and often short-term in nature, and design parameters are often estimated based on data collected at sites far distant. Confidence in such data can be increased by verification or modification using data collected during properly implemented baseline and operational monitoring programs. A data set that accurately reflects conditions at the project is more readily accepted by regulatory agencies during the permitting process, and allows development of more effective and economic water management, mitigation measures and compensation. Data requirements and collection methods for developing an adequate data set for mine development are reviewed. These are illustrated using examples from oil sands, diamond and metal mines in the Canadian north.

In spite of the increasingly polarized and politicized view of climate science and climate change in the United States, many of the principles behind the ?theory? of Anthropogenic Global Warming (AGW) or Global Climate Change (GCC) are in fact firmly established both in fundamental physics and detailed observations and are widely accepted elsewhere. The discovery of the earth?s ?greenhouse effect? dates back nearly 200 years to the work of French mathematician and physicist Joseph Fourier in 1824 and 1827. In 1872, John Tyndall an English physicist and mountaineer, described the capacity of various gasses to absorb radiant heat. He identified water vapor and carbon dioxide as the principal ?greenhouse? gasses. The work of Fourier and Tyndall was the foundation for the theory that increasing carbon dioxide (CO2) in the atmosphere might be responsible for an increase in global temperatures developed by the brilliant Swedish chemist Svante August Arrhenius in 1896. This was backed up by the additional work of Gilbert Callendar in the 1930s, and Gilbert Plass, Hans Suess and Roger Revelle in the 1950s. There is little scientific dispute about the physics by which this occurs: carbon dioxide in the atmosphere absorbs long wave radiation that would otherwise escape into space, thus warming the lower atmosphere and respective temperatures worldwide. The Intergovernmental Panel on Climate Change (IPCC), approximately 2500 climate scientists from around the world, has concluded that increases in carbon dioxide resulting principally from the burning of fossil fuels are responsible for most of the continuing increases in global temperatures (IPCC, 2007). NASA?s Goddard Institute for Space Studies (GISS) states; ?The ten warmest years all occur within the 12-year period 1997-2008? (GISS, 2009). 2009 was the second warmest year on record and 2010 was tied with 2005 for the warmest year on record (GISS, 2010, 2011). The science is in fact settled; the earth has not cooled since 1998 as some have claimed. It continues to warm as evidenced by not only surface temperature records but also ocean temperature records as well as changes in physical and biological systems (IPCC, 2007).

The Carbon Disclosure Project (the pre-eminent global initiative for institutional investor collaboration on climate change) groups the business risks (and opportunities) related to climate change into four categories: 1. Regulatory risks from tightening legislation (and opportunities for companies that can make the carbon market work for them), e.g. rising costs for carbon and energy-intensive processes. 2. Competitive risks & opportunities generated by a possible decline in customer demand for carbon/energy intensive products (and opportunities from a consequent rise in demand for efficient / low carbon products). 3. Reputational risks from perceived inaction on climate change (and benefits to those perceived to be ?solutions providers?). 4. Physical risks from changes to climatic patterns, e.g. asset damage from extreme weather events; project delays; water scarcity; resource risks as certain crops become no longer viable in certain areas and new supply chains become necessary; and potential human and socio-political impacts. All of these are already having repercussions for businesses in certain sectors and geographies. The understanding of specific impacts of climate change is still evolving but it is clear that climate change will have a material impact on the value of many businesses, either directly or indirectly. Many commentators and analysts consider that rising energy costs are likely to represent the most direct and immediate investment risk that climate change and the resulting regulatory responses will create for business in the near term. However, it is already possible to identify numerous examples of competitive and reputational risks and opportunities that are leading to significant value creation or destruction in business: the success of the Toyota Prius; the rush by the UK?s leading supermarket retailers to ?green? their brands; and the surging fortunes of companies involved in the manufacture of renewable energy generation equipment, are all manifestations of this trend. In addition, the potential physical impacts of climate change are also making themselves felt in certain sectors: an example is the Australian wine industry, suffering after an extreme and prolonged period of drought. THE PROJECT This paper describes a project undertaken for a multinational mining company to examine the physical risks from climate change across its international business operations. The study addressed 163 components of the business and included operating sites (mines, smelters, and refineries), key transport routes (road and rail) and port links. The inclusion of the transport networks and ports is extremely important; key transport routes (e.g. a key railway link) may often be impacted (e.g. by flooding) far more than individual sites due to their large geographic exposure and multiple potential failure points. Extreme weather events causing loss of life and major economic damage continue to be front page news. According to the World Meteorological Organization, January to July 2007 ?was marked by record weather extremes in many regions across the world.? Inevitably, the associated phenomena are starting to impact business and investments, not so much as deal breakers, but in changing the parameters of risk management and the approaches required to devise mitigation measures. EXAMPLES OF EXTREME WEATHER EVENTS No one event can be presented as directly attributable evidence of climate change, however climate change projections suggest that the frequency and severity of many extreme weather events can be expected to increase in a warming world. In August 2003, a heat wave struck Europe, with temperatures as high as 42°C (108°F). As summer temperatures in much of northern Europe rarely exceed 30°C (86°F), the area was unprepared for the disaster, and many thousands of deaths occurred. In August 2005, Hurricane Katrina caused catastrophic damage along the Gulf Coast of the United States, forcing the effective abandonment of south-eastern Louisiana (including New Orleans) for up to two months and damaging oil wells that resulted in increased oil prices. Katrina killed over 1,800 people and caused at least $75 billion in damages, making it one of the costliest natural disasters of all time. This was followed in September, by Hurricane Rita which left 119 people dead along the U.S. Gulf Coast, causing $9.4 billion in damage. In January 2006, hundreds of people were killed when Russia, Eastern Europe and Scandinavia experienced the coldest weather for decades. In summer 2007, dramatic floods in the south central region of England, UK left 350,000 people without drinking water and many without electricity. Transport infrastructure was severely disrupted; combined with floods which occurred earlier in the summer in Yorkshire (North England), the damage is estimated to total over £2 billion. ASSESSING RISKS FROM CLIMATE CHANGE To date, only a minority of companies have attempted to quantify the risks from climate change. However, investors are seeking greater disclosure of climate change related risks and opportunities and it is expected companies that can demonstrate they are prepared for climate change will attract higher market valuations. Climate Change Threats A variety of climate change threats were examined for their potential to have a potential measurable impact on the mining company?s business operations. Those considered most significant were included in the study and are shown in Table 1 (see Appendix A). Certain threats can be considered as being cyclical in nature and the future predictions may suggest a change in the frequency and severity of such events (e.g. storms/hurricanes, rainfall, drought). However other threats are associated with a gradual change over time (e.g. loss of glaciers, loss of permafrost, sea level rises). A slightly different approach is needed to address this differing nature of the threats, as described subsequently. Climatic Regions Much of the research and data associated with climate change is collected and reported on a regional basis. An example of the climate change impacts predicted for a number of climatic regions is shown in Table 2 (see Appendix A).
