The Finnish Defence Forces Technical Research Centre (PVTT) studied the effect of shape of boost-er to its ability to ignite insensitive (IM) plastic bonded explosive (PBX). Therefore an explosive fac-tory produced 20 insensitive (IM) plastic bonded explosive (PBX) charges for the tests. The mass of each of the charges was exactly 9.2 kg (20.3 lb). The charges were equipped by two different type of boosters; RDX and PETN. Both the explosives contained some parts of plasticizers. The weight of all the boosters was exactly 300 g (0.66lb). On the bases of their shape, the boosters were also divid-ed into two different groups, cylindrical and “pancake”. In the middle of the “pancakes” there was also shaped a small cone in such away that the detonation could accelerate to its full speed after the charge was ignited. The application of commercial explosives in an underwater environment, sometimes referred to as submarine blasting, presents the blaster with a unique set of demanding conditions which require exacting detail in design and application. There are two basic methods for removing rock under water: 1) "the drill and blast method"; and 2) "the dobying method." Because it is a far less effective method of blasting, dobying will not be addressed in this 'paper but suggested criteria can be found in the 16th Edition of the **DuPont Blasters' Handbook" page 371. Some examples of submarine blasting utilizing the drill and blast method include channel expansions, harbor construction, bridge pier footer excavations, utility excavation and demolition work.

Underwind and overwind protection system concepts for mine hoist shafts were developed in conjunction with and for the Safety in Mines Research Advisory Committee (SIMRAC). End-of-wind operation of mine hoists is the most hazardous aspect of mine hoisting, carrying the highest risk of loss of life, injuries to workers and loss of production. Systems operating mechanically and with local actuation were developed. This was done in order to remove the increased risk associated with dependency on remote or external energy and information supply associated with most existing protection systems. The proposed underwind protection system concept absorbs the energy of motion of a conveyance overrunning the design lower limit of travel by drawing a metal strip through a set of rollers. This action causes dynamic cyclic plastic bending of the strip material that converts the kinetic and potential energy of the conveyance into strain energy of the metal. In the concept design a pair of steel wire rope slings attached to the strips catch the overrunning conveyance and transfer the retardation force. The proposed overwind protection system concept absorbs the energy of motion of a conveyance overrunning the design upper limit of travel by early detaching of the conveyance from the hoist rope. This detaching is carried out via an additional detaching hook activation mechanism fitted at a sufficient height below the spectacle plate to allow the conveyance to retard to standstill under gravity before it would crash into the spectacle plate. The conveyance so brought to rest is prevented from falling by means of jack catches on the conveyance interacting with a rack (toothed profile) fitted on the guide rails in the retardation zone. Scale models (1:10 scale) of both protection systems were designed to conform to established retardation standards. The retardation standards were limited by the requirement of passenger safety in retarding cages. The models were then built and tested in a1:10 scale shaft model. Retardation performance close to the required levels was achieved. The retardation distance required should allow such systems to be retrofitted in most existing shafts. Given the simplicity and robustness of the designs, further development was recommended because of their enhanced self-sufficiency and reduced risk of malfunction. Little data exists on the high strain rate behavior of geologic materials. Uniaxial stress tests by Kumar1 and by Serdengecti and Boozer2 present some results to strain rates in the range 10 to 103 per sec. The two references cited are the only ones the authors found for high strain rates. Techniques for experiments at high strain rates are not well developed and, in general, leave questions with respect to interpretation of data when the material behaves in a brittle manner. The most reliable data at very high strain rates (104 to 106 per sec) are found in some recent flat-plate work3-5 where experimenters have impacted one plate into another, thereby creating a uniaxial strain loading. The standard uniaxial stress-strain curves cannot be obtained directly from these tests; however, yield (or fracture) may be studied by measuring the "elastic" wave magnitude. These data then may be compared to uniaxial stress data by resorting to some preassumed yield/fracture criteria. Even with the most liberal interpretation of existing data, little can be said of the effects of high strain rate on stiffness, yield/fracture, and post-fracture behavior of geologic materials. It is the purpose of this work to begin to add to the understanding. The data presented here are intended to provide material information for use in calculating the response of geologic materials to high rate deformations. These data can be applied directly to determine parameters such as the elastic modulus and Poisson ratio as a function of stress. Furthermore, these data can be used to derive an understanding of yield/fracture and the effect of rate on the yield/fracture surface. The work presented is a first step, and is

"This preliminary paper provides a summary of lab and mill flotation investigations into the copper collector at two Canadian operations. The orebodies illustrated in these studies both contain mainly copper and zinc with uneconomic quantities of lead. Silver is also present as a secondary precious metal.Each mill has advanced to the extended mill trial stage with Uniflot SP129 as the sole copper collector. The preliminary metallurgical results have indicated higher copper circuit zinc and lead rejection is possible as shown in Case Study #2. In Case Study #1, improved zinc circuit metallurgy has been realized during all the Uniflot copper circuit collector trials. A slight increase in silver recovery has also been observed in the extended trials at both operations. INTRODUCTIONThe Canadian base metal industry is presently going through a rationalization period in response to low metal prices and low grade ore bodies. The response from flotation mills has been to reduce costs by incorporating new technologies such as energy efficient large cells, low moisture pressure filters and low steel consumption SAG mills. Other optimization strategies have been incorporated to get better metallurgical performance such as improved process control and monitoring techniques.The newer flotation plants have embraced many of the latest equipment innovations but they continue to incorporate off-the shelf reagents like xanthate and methylisobutylcarbinol (MIBC) . New collector chemistries have been mostly unsuccessful. Our approach incorporates the best of the old and new chemistry into proprietary formulations that match the application. We have found most single chemical formulations cannot meet the demands of the optimized modern flotation plant."

IN any manufacturing business, it is of vital importance that the management should know the exact cost of the units of production. Without such knowledge, a company can sell blindly in the open market, obtaining the best prices it can in competition with other firms, and manage perhaps to continue in business for a time; but at any moment, and especially in a period of falling prices, such a firm is at a loss to know exactly at what point it can sell at a profit and exactly how much it is losing per unit if it sells below that point. Furthermore, it is necessary not simply to know the exact total cost per unit, but to know definitely all the different-factors which enter into that cost. A firm manufacturing pocket knives had been doing a profitable business for many years when it began to earn smaller and smaller profits, until there was scarcely any profit at all being realized. Being unable to determine exactly what its future policy should be, it called in experts who studied the past records carefully and followed out for a period a better cost, system. Investigation then showed that on several different kinds of knives in common use, a small profit per unit was being made. On a number of special kinds of knives, of which the firm was very proud, it had been forced to cut prices under the pressure of outside competition and had believed that a small profit per unit was still being made on that product, while a detailed cost analysis showed that a loss was being incurred on each knife of that kind produced. It then became clear that the company must either give up the special line and concentrate wholly on the cheaper knives and extend their sales to territory not yet developed; or expand its plant and produce more of the higher grade knives and thus lower the cost per unit enough to make money on the higher grade knives also, if conditions warranted such expansion. Investigation revealed that the market for large quantities of the high-grade -knives was decidedly uncertain and that the most promising move would be to manufacture only the less expensive knives on a larger scale. That plan was carried out and the concern began again to make a better profit.

"This study considers two lead/zinc/silver orebodies which have historically had a problem with pyrite, pyrrhotite and sphalerite contamination in the lead circuit. The problem was previously addressed with high dosages of sodium cyanide as the primary depressant. However, large amounts of cyanide led to environmental problems in the effluent, especially during winter months. The objective was to reduce cyanide consumption while maintaining or improving overall lead grade and recovery via the reduction of the undesirable sulphides.Extensive laboratory and mill testing was necessary to determine the optimal operating parameters for continuous plant application. Evaluation of data received from this testing has shown that selective addition and optimization of the dosage of Unimax SD100 to specific areas of the flotation and grinding circuits has resulted in improved Pb grade and recovery. Parameters such as pH control, regrind operation, the cyanide/Unimax ratio and sulphide mineral content may also affect the performance of the depressant. Each factor is discussed and optimal operating conditions were determined based on the testing.Results are presented for two case studies. Both indicate that Unimax SD100 improves the lead grade/recovery curve by increasing iron and zinc rejection while reducing cyanide consumption and the resulting environmental concerns. 1. Hart"

Joint ventures exist as a means of sharing risks and obeying regulations. An unincorporated joint venture allows a company to take a share only of a project yet allows that company to treat such share as though it were an integral part of the company. The nature of the risks inherent in many ventures is described and comparisons made with alternative corporate vehicles. Different procedures for managing joint ventures are also reviewed and the types of problem encountered in establishing and operating joint ventures are discussed. The basic characteristics of successful joint ventures, in Australia, are listed and a conclusion reached that, despite its difficulties, the joint venture will continue to proliferate as a corporate vehicle for project development.

The trona deposits near Green River, in southwestern Wyoming are world class in size and quality. They contain more than 25 times the reserves of the next largest trona deposit at Lake Magadi in Kenya. Based on present rates of production, the Green River reserve should last for more than 500 years. Since their discovery in 1938, the Union Pacific Corp. has been instrumental in the promotion, development and production of soda ash in Wyoming. Union Pacific spent several years drilling the deposits and trying to promote them to chemical companies. In 1947, Westvaco and Union Pacific entered into what became the first trona lease agreement. Today, the Green River Basin leads the world in soda ash production, accounting for about 25% of the world's supply. Green River producers process more than 14.5 Mt/a (16 million stpy) of trona to produce more than 8 Mt/a (9 million stpy) of soda ash. The future for Green River soda ash looks good, with more of the world looking towards the cheaper and higher quality source of soda ash coming from the natural deposits. Production from the Green River deposits should continue to grow as trade barriers and tariffs begin to fall in Europe and energy and environmental costs force the synthetic producers to exit the market.

"The most economical way of dewatering mineral concentrates is to reduce the moisture content in the material mechanically using thickeners and filtration avoiding thermal drying whenever possible. In addition to this, the dewatering process should produce low moisture cake, high quality liquid, consume little energy. As a part of the dewatering process The CERAMEC® capillary filter has been proven to meet these requirements in over 150 installations. The filtration is done by using ceramic filter plates with small pore size. The capillary action in the filter medium secures gas free filtration at good vacuum, and due to the small pore size, filtrate is crystal clean and particle free. The energy consumption is minimal. This paper will discuss results from filters installed at Pyhäsalmi Mine Oy in Finland where the technology was has been used since the late eighties. Results from more recent installations like Los Pelambres in Chile and LKAB in Sweden will also be discussed.INTRODUCTIONThe idea of using capillary action to make dewatering more efficient was invented two decades ago. Ten years later whole filter plants utilizing the new method were delivered to mine concentrators for dewatering of mineral concentrates. Further development of ceramic membrane plates made it possible to meet the requirements in iron ore dewatering. In the spring of 1993, construction began on an ambitious building project in Boston, Massachusetts. The Shriners organization committed to offer state-of-the-art adolescent burn treatment and rehabilitation in its Boston facility by expanding in a most unusual way. In short, the concept included installation of caisson foundations and perimeter slurry wall panels to enable construction of a completely independent structure around and above the existing, continually functioning, hospital. Two distinct phases of work were detailed in the Contract Documents. At the completion of the first phase, patients will be moved into the new building, above, and demolition of the old structure, beneath, will be performed. In Phase I, sections of the slurry wall and caissons, located outside the footprint of the existing building, were planned. The next phase of the work includes the installation of the remaining caissons and slurry wall. Once excavation is completed, the balance of the new hospital structure will be constructed from the bottom upward, connecting to the under side of the new structure.

Slags have many useful functions in iron and steel making. In particular, slags are used to remove impurities such as sulphur, phosphorus and inclusions from the metal, and a large amount of research has been done in this area. Slags also insulate the metal thermally and form reactions with the atmosphere such as reoxidation and nitrogen pick-up. However, slags serve other more unique functions, several of which are reviewed in this paper. The role of slags in new iron smelting processes with regards to reduction of ore and gaseous desulphurization are discussed. In iron smelting processes, much of the reduction occurs by the reaction of carbon in the char and the metal suspended in the slag with iron oxide dissolved in slags. The slags also react with the gas resulting in sulphur removal from the process. The mechanisms of these reactions and pilot plant data for these processes are given in this paper. Slag formation within ferrous burden materials affects the cohesive zone and the performance of the blast furnace. Recent theoretical and experimental findings on this topic are presented. In the electric arc furnace, foamed slags are used to allow for higher power operation and productivity. Of particular interest, foaming in stainless steel production is more difficult than for normal steels. The foam index, or the ability of the slag to foam, for stainless steelmaking is similar to that for carbon steelmaking slags. The poor foaming is due to the lack of gas generation for the foam. Methods to increase foaming in stainless steelmaking are discussed.

When an oil operator becomes a party to a proration agreement he may wonder, with good cause, whether production prorated .today is merely deferred until tomorrow or whether oil might be lost. Various types of evidence obtained from production records when studied quantitatively are of great assistance in arriving at definite conclusions. A study of individual examples cited in this paper leads towards some solution of the problem, particularly when they are considered in the aggregate. Many production curves on various pay horizons were studied. A disappointingly large number of these were of contributory value, but inconclusive. However, there were enough curves of similar type from the Wilcox sand at Earlsboro, Bowlegs, Seminole City, the Cromwell horizon at Little River, and the Simpson dolomite at Valley Center, Kansas, from which reasonably definite conclusions were drawn. Assuming that deferred production is later made up with no increase in ultimate recovery, a curve (Fig. 1) shows the normal flowing and pumping life of a composite well, contructed by the family curve method. The initial production of the well shown is 1700 bbl. daily and the allowed production is 25 per cent. On this basis the average daily allowed rate for the first month is 425 bb1., or the area BCDE, which is equivalent to the area AFDG under the normal decline curve. The potential production for the second month is 1500 bbl. and the allowed production 375 bbl. daily. By this procedure a potential curve for each succeeding month is obtained (points A, H, I, J and K). If the well is opened it should produce somewhere near its potential curve for a short period and then decline at a more rapid rate than the potential curve. This theoretical analysis is basic. Actual examples exhibiting all points raised by the ideal curve are rare. Report of President The important fact of the year 1916 is that on July 25 contracts were executed by which the American Society of Civil Engineers because an additional Founder Society and arranged to make its permanent home in our building. The contracts provide for the construction of three additional stories to the building, the American Society to pay the cost tip to $250,000, this being considered equivalent to what each other Founder Society had contributed, the American Society to participate in the original Carnegie gift and have an equal share in the property with each other Founder society. The construction of the addition to the building is under way, $62,525.04 having been expended thereon in 1916. It has been found that, clue to war conditions and the advanced price of materials, the cost of the addition will be $300,000. The founder societies have been requested to assume the extra $50,000, one quarter each. This work is in charge of a Building Committee consisting of H. H. Barnes, Jr., Chairman, E. G. Spilsbury, Charles Warren Hunt and Charles F. Rand. At the request of the Founder Societies, important alterations were made in the lecture halls on the fifth floor of the building to make the same suitable for social functions of the societies. The cost, $6,642.08, was advanced by the United Engineering Society but is to be paid eventually by the Founders. The Library of the civil Engineers is being merged with the Library of the United Engineering. Society and the other founder societies. At the present time the membership of the four founder societies is 29,000 and of associate societies 23,000, so that a total of 52,000 engineers now have their headquarters in our building. The value of the real estate now owned by this Society is $1,647,171.16. This sum will be increased at the end of 1917 by the amount of the cost of the addition to the building.

APELL was developed by the United Nations Environment Program, in cooperation with industry groups, governments and local communities. Since its beginnings in1988, the program has been implemented in more than30 countries. APELL is a tool for bringing people together to allow effective communication about risks and emergency response. The program provides a common-sense approach to accident prevention and response.

The United States Capitol Visitor Center (USCVC) is one of the largest underground structures ever constructed in the Washington, DC, metropolitan area. The 600,000 ft2 (55,750 m2) structure is entirely underground and immediately adjacent to the shallow foundations of the existing U.S. Capitol building. Interior building columns for the USCVC were supported on 186 drilled shafts that varied in diameter from 4 to 9 ft (1.2 to 2.9 m) and in length from 15 to 45 ft (4.6 to 13.7 m). The vast majority of the building utilities were located beneath the basement floor slab. It was decided at the onset of the project to proceed with construction prior to completion of the design drawings, and coordination between the underslab utilities and the drilled shafts had not yet been finalized at the onset of drilled shaft installation. Given depth and location restrictions of the outlets, relocation of the bulk of the utilities was not possible. Almost half of the drilled shafts were affected, leaving redesign as the most feasible remedial solution. The redesign involved adjustments to the shaft length, diameter, and bell. It took place on a case-by-case basis, sometimes only minutes before installation began. Coordination between the field and design team was excellent, and delay associated with the redesign efforts was minimal. In addition, the detailed, high-quality field records kept by both the contractor and field engineers allowed for accurate and fair estimations of the added drilled footage and concrete volumes placed. The additional service fee, which was minimal, was settled quick and fair.

Resource Engineering and Development, Inc. is desigining and building a portable 150 to 225 tpd, flotation-cyanide leach plant with unitized, skid-mounted components. This plant design, with its portability, low capital investment, and high recovery of silver and gold from many partially oxidized ores, is well suited to treat many small, highgrade deposits, old waste dumps, and old mill tailing piles. A description is given of flotation and/or cyanide leach tests run on 18 partially oxidized, newly mined ores; waste dump materials; placer slimes; and old mill tailings.

The introduction of the Higher Education Qualifications Framework (HEQF) and the updated Higher Education Qualifications Sub-Framework (HEQSF) has caused many South African university departments to rethink their programme qualification mixes (PQMs). In addition to the requirements stated in the HEQSF, a number of other factors have to be taken into consideration by a university department. These factors include, for example, the standards generated by the Engineering Standards Generating Body (ESGB) and subsequently approved by the Engineering Council of SA (ECSA) and the need to prepare students for various categories of professional registration with ECSA. This means that a university department has to choose the correct mix of Learning Programmes (LPs) from the HEQSF menu (which consists of 13 types of LPs). Preparing students for ECSA registration is aligned with the mission of universities, which is to teach and undertake research. However, research and the LPs associated with research go beyond the requirements for current ECSA registration. Assuming that universities offering engineering LPs would elect to prepare students for both ECSA registration and teach them to produce research outputs, which is mostly done at Master and Doctorate levels (NQF Levels 9 and 10), then it follows that academics are more interested in NQF Level 5 to 10 pathways (abbreviated as ?L5-10?) rather than the shorter pathways required towards professional registration. (For example, ECSA requires an NQF L5-L7 pathway for registration as a candidate professional technologist. This specific pathway may consist, for example, of two LPs, namely the 360-credit Diploma and the Advanced Diploma.) A L5-L10 pathway is a combination of LPs that will prepare the learner with a NSC (or equivalent qualification at level 4) to Doctoral level (level 10). Universities may choose at least four major pathways from the HEQSF menu in order to educate and develop students from NQF Level 5 to 10. However, various pathways towards registration in the category of candidate with ECSA are also embedded into these four NQF L5-L10 pathways, where each consist of a unique combination of LPs. Each of these pathways has an opportunity cost, and economic reality means that smaller departments may have to choose between the four pathways. Of all the many factors involved in PQM decision-making, the focus of this paper is on the HEQSF requirements, ECSA standards, and ECSA registration and how these, together with the various qualifications and educational LPs provided for by the HEQSF may impact on the PQM decision taken by engineering departments and schools at South African universities. The proposed four NQF L5-L10 ?pathway tool? for PQM decision-making may be useful for pointing out the advantages, disadvantages, and applications of the various pathways and combinations of pathways. Rather than deciding from a menu of thirteen qualifications and associated LPs, this article proposes that decision-making be undertaken on the basis of a menu of four main articulated ?NQF L5-L10? pathways (which also include one or more of the ECSA?s pathways for professional registration). The proposed ?NQF L5-L10 pathway? tool is an attempt to move one step closer to the aim of achieving a structured decision-making approach for designing a PQM at departmental level.
