The Sepon district in Lao PDR contains 1.8 Mt of JORC (2012) compliant contained Cu resources in addition to >4.5 Moz of Carlin-like Au in a Palaeozoic sedimentary package. The Cu deposits are proximal to an EW lineament of Permian rhyodacite porphyry (RDP) intrusive centres that are characterised by intense barren quartz stockworks. The Khanong deposit (42 Mt at 3.0 per cent Cu mineral inventory) is a carbonate replacement intermediate sulfidation deposit verging on a high sulfidation environment, where abundant pyrite, copper sulfides (chalcopyrite, bornite, trace enargite), copper sulfosalts (including tennantite – tetrahedrite, colusite), and base metal sulfides (sphalerite and galena) have replaced low dipping dolomite and limestone layers, forming a manto-style orebody fed by steep dipping intensely silica-pyrite altered structures. The Thengkham deposits (54 Mt at 1.5 per cent Cu) are composed of prograde skarns (garnet, clinopyroxene) and mineralised retrograde skarns (chlorite, magnetite, hematite, epidote, sericite, talc, serpentine, carbonates, sulfides) which are irregularly and semi-continuously distributed around an elongate 4 km long intrusive centre. Thengkham and Khanong have been strongly supergene enriched, forming secondary chalcocite breccias and exotic malachite zones.The Carlin-like Au deposits display a range of stratigraphic and structural controls and lie outboard of the Cu deposits. Similar structural controls, alteration assemblages and trace mineralogies suggest that gold and copper mineralisation are temporally and genetically related. A combination of new radiometric age dates, local field relationships and the regional tectonic history indicate that the low sulphidation, fault breccia-hosted, epithermal gold-silver mineralisation at Umuna is related to continental rifting processes rather than subduction induced deformation and magmatism. K-Ar and Ar-Ar age dating of secondary sericite associated with the gold-silver mineralisation indicates that the alteration crystallised between 4.0 and 3.2 Ma, whereas relative age relationships and SHRIMP II U-Pb dating of the abundant Boiou porphyry intrusions on Misima confirm that the calc-alkaline plutonism is significantly older (8.1 f 0.4 Ma) and related to a different tectonothermal event. The Woodlark Basin sea floor spreading centre occurs to the north of Misima and has continued to propagate westwards, into the continental basement of the Papuan Peninsular, since the end of the Miocene. The westernmost tip of sea floor spreading centre is presently to the east of the D'Entrecasteaux Islands but would have been to the east of Misima roughly 4 Ma. Many of the young tectonothermal features in the D'Entrecasteaux Islands (hydrothermal activity and associated epithermal mineralisation, metamorphic core complex exhumation, detachment faulting, peralkaline volcanism, half graben type basin formation) can be attributed to major extensional deformation ahead of the propagating rift system. Similar tectonothermal features on Misima are temporally associated with the epithermal gold-silver mineralisation at Umuna, suggesting that the D'Entrecasteaux Islands are a modern day tectonic analogue for Misima at the time of precious metal mobility and deposition. Safety performance in many companies and even industries has stalled in the few years. Accidents rates are at a ?plateau? and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas disaster, organizations that have ?exemplary? safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Other classic examples are the Piper Alpha disaster and NASA?s Challenger and Columbia disasters and even the Chernobyl nuclear reactor. Looking into the root causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization?s mindset? What characterizes these organizations? decision making, their approach to safety and to risk and are there specific cultural features that can be delineated? The research and review presented in this paper covers a period since 1994, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions, based on extensive research since 1997 of organizations that suffered unexpected disasters. Their huge focus on safety, the achievement of lofty goals and celebration of safety successes led to ?mindset? that they are leaders in safety, protected by an extraordinary safety system and that their safety incident figures indicated a truly world-class safety performance. The research and review presented in this paper covers a period since 1994, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions, based on extensiveresearch since 1997 of organizations that suffered unexpected disasters.The Piper Alpha Oil Rig disaster in the North Sea, on the 6 July 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry.In short, an explosion and fire occurred when a pipe started leaking gas and ignited. A temporary flange, with no safety valve, was used to block off this pipe during a maintenance operation the previous shift. The permit to advise operators not to start the pumps on this line was misplaced and lost. Several deficiencies, problems and system failures coincided. A key factor was that the water deluge system was inoperable at the time and failed to extinguish the large fire that erupted, followed by an even larger gas explosion. The accommodation unit, situated on top of the oil rig, was the main "killing field" - most men gathered here to await instructions (which never came) and where they died from smoke inhalation. Later, a large explosion of the gas pipeline from an adjoined rig exploded and killed more people.The line of events and the associated system failures are all very relevant in the analysis of the accident, and provide the only insight into what caused the accident. But much "further back", inside the organization’s culture, lurks more dark matter. The first inclination is to ask what was "deficient" in the culture. Did they not care enough about safety, or about their people? Did they have a culture where production decisions were more important than safety considerations? Did they ‘coerce’ supervisors and employees to ignore safety precautions or did they just "fly by the seat of their pants"?Not surprisingly, it is very difficult to identify the true nature of the culture in that business because in such an aftermath of death and destruction, no one dare say that the safety culture was a ‘positive one, focused and caring’ or that the company was doing well in safety and that this is only a freak accident. Indeed, there were many deficiencies in the organization’s systems and procedures, such as the permit to work system.But there are some niggling questions: How is then that the Piper Alpha Oil Rig was actually considered the company’s most productive and safest oil rig in the North Sea? Why would this rig win a safety competition, 6 months before the disaster, with the deficient permit as its most outstanding successful system?"

Adaptive re-use of existing structures in urban environments has become very common due to lack of available space in our cities and requirements for increased structural capacity. Often, it involves retrofitting existing foundations to support increased loading. In such cases, Engineers face the need to review existing deep or shallow foundations for their true load carrying capacities in order to determine the required magnitude of retrofit work, if any. To accomplish this, the engineer must track down and cull through the existing construction documentation to determine what was actually constructed, complete an investigation to confirm these conclusions, possibly sample the foundation elements for strength properties, and on occasions complete non destructive or full scale load testing of indicator elements. This paper describes the typical procedure followed by the authors for design of retrofit schemes for existing buildings in the Washington DC metropolitan area. Three case histories are presented that illustrate various issues encountered during design.

The Greater Vancouver Water District is currently constructing the Seymour-Capilano Water Filtration Project to enhance the quality of drinking water in the Vancouver metropolitan area. The Seymour-Capilano Water Filtration Project comprises the 1,800 million litres per day Seymour-Capilano Filtration Plant, the 1,080million litres per day Capilano Pumping Station, twin tunnels with associated shafts, and the Capilano Energy Recovery Facility. The twin tunnels will convey raw water under pressure from the Capilano Reservoir to the Seymour Filtration Plant and return treated (filtered) water for distribution. The Twin Tunnels component of the project comprises twin, 3.7 m diameter, 7.2 km TBM bored tunnels, the 180 m deep Seymour Shaft as the main launch shaft, and two 4 m diameter, 268 m deep raise bore exit shafts at Capilano. The Twin Tunnels have been planned as predominantly unlined tunnels sited at depth entirely within granitic bedrock and cross under two major buried glacial valleys of breadths in excess of 1500 metres that are filled with glacial sediments to depths up to 200 metres. The maximum overburden along the tunnel alignment is approximately 400 metres. Comprehensive site investigations and studies were completed during the detailed design stage of the project. The construction of the twin tunnels started in the fall of 2004 and is planned to be completed by mid-2008.

Hard rock underground mining has been wedded to the drill-blast method of breaking rock. Current practice and technology have focused on greater efficiencies in the blasting and handling of ore, on the basis that thelower costs that come with larger scale operations compensate for the waste dilution associated with the bulk methods. However, it is suggested that new technology is available or is on the horizon that could completely change the shape of hard rock mining in the 21st century. Hard-rock continuous-mining machines, possibly assisted by high pressure water jets, coupled with automated sorting and materials handling systems, could re-orient the miner's focus to winning metal rather than mining tonnes of ore. More continuous mining processes could accelerate the penetration by high technology in the hard rock underground mine, with the potential of greater manpower productivities and lower costs per tonne of metal produced. This new technology will be important in maintaining a competitive supply of metals, given the falling headgrades of the orebodies remaining for development and the increasing market threat from manufactured substitutes.

Acid ferric sulfate solution has been used for heap and dump leaching of low-grade chalcopyrite ores and is being considered as a possible lixiviant for the hydrometallurgical processing of copper sulfide concentrates. For many years, researchers have attempted to explain the leaching behavior of chalcopyrite, since the reaction rate kinetics are extremely slow and seem to be significantly influenced by the nature of the reaction product. A summary of conclusions drawn from reported literature on chalcopyrite leaching is found in the paper by Munoz, Miller, and Wadsworth(1) and more recently by Dutrizac.(2) Lowe(3) and Jones and Peters (4) attributed rate control to a surface reaction. Linge,(5) Dutrizac,(6) Bauer,(7) and researchers at the University of Utah(1,8) reported that the reaction rate is limited by transport in the chalcopyrite lattice or through the elemental sulfur reaction product layer. Munoz et al.(1) presented a model, derived from the Wagner theory of oxidation, which is based on the formation of a protective sulfur layer with rate control by electron transport through the insulating sulfur layer. Filtration of fine particles involves filter cake formation and removal of surface moisture by drawing air through the porous structure. Accurate assessment of the transport properties of porous media (in this case, filter cake) is of major importance in the development of improved filtration processes. Implications from these studies are important in the design and operation of filtration equipment in order to enhance the efficiency of this important solid-liquid separation process. The microstructure and connectivity of pore space are important features necessary to describe detailed fluid flow phenomena in filter cake during fine particle filtration. In this regard, 3D characterization of pore structure is essential. The pore structure has to be described by parameters which are of special relevance to the interpretation of fluid transport phenomena. These parameters should be based on directly measured variables of the pore system and not inferred from indirect variables (such as those determined empirically from transport processes) valid only for a particular pore structure. In this way fundamental relationships between pore structure and fluid transport at the microstructure level can be described. In order to achieve this level of sophistication the three-dimensional interconnected pore structure of filter cake must be determined. Study of fluid transport phenomena in filter cake using x-ray microtomography to characterize the complex three-dimensional pore geometry is discussed. On this basis the Lattice-Boltzmann (LB) method is used to simulate and to establish a fundamental relationship between pore microstructure and effective transport coefficients.

The sign of the surface charge of selected potassium soluble salt minerals namely KClO4 , K2SO4 , KNO3, and KCl was determined from nonequilibrium electrophoresis measurements and found to be negative for each of the salt. Dodecylamine flotation of these salts revealed that the concentration of amine required for flotation increases in the order KClO4< K2SO4< KNO3<KCl. Precipitationof the amine collector colloid was not required for flotation of the oxyanion salts and in this case it appears that adsorption of the dodecylamine cation is sufficient to create the hydrophobic surface state. The order for flotation is explained in terms of surface hydration of these respective potassium salts based on contact angle measurements and FT Raman spectroscopic characterization of water structure.

Sedimentary structures are described from the WiIlyama Complex, New South Wales. Their presence confirms lithological layering within the metasediments as bedding. These primary structures occur not only in low grade rocks as previously reported by other workers, but also in areas of medium and high grade metamorphism.Sedimentary structures include graded beds, cross beds, ripple marks, and ball and pillow structures.The observed parallelism of the early schistosity and bedding in the Broken Hill area has previously led to the idea of transposition by isoclinal folding.In the areas mapped, small scale transposition is precluded on the basis of1. uniform facing of sedimentary structures over wide areas, and2. the existence of large areas in which the early schistosity is oblique to bedding.

The intent of this paper is to make mine operators and engineers aware of parameters which affect the loading behavior of passive roof support systems. The strength of a passive roof support element alone is not a meaningful measure of support performance. Passive roof support elements and the surrounding strata act as a system, responding to changes in the physical mine environment due to the extraction of coal and associated redistribution of stresses. The load- ing of a passive roof support element is a function of the stiffness of the roof support structure; a stiffer structure will react a higher load to a converging mine roof than will a more flexible structure. If the stiffness if the support structure is not properly designed, excessive loading will result due to the displacement of the mine roof, causing premature failure of the support. Ideally, the yield strength of a passive support needs to be no greater than that required to support the dead weight of the immediate mine roof, providing the post yield characteristics of the support are compatible with the irresistible convergence of the overburden strata and the support system continues to provide this resistance after reaching its yield load. Idealized design considerations for passive roof support systems in terms load-displacement characteristics discussed. The stiffness and yield characteristics of wood concrete cribbing, as determined controlled tests in the Bureau&apos;s Roof Simulator, are compared preliminary recommendations passive roof support utilization also provided.

The Silver Spring Transit Center is a new three-level transit center that will include bus loops for County, Metro and intercity buses, parking, and retail space. It replaces an existing bus station and connects to a busy metro rail station in downtown Silver Spring, Maryland. Significant site constraints in both plan and profile had to be dealt with in developing a design for support of the structure. Over 90 rock-socketed drilled shafts ranging in size from 3 to 7 foot in diameter were ultimately used to accommodate the limited space and large column loads, and to adapt to the variable rock surface at the site. Site access during design was limited due to the existing active bus station, so contract documents were adapted to include further explorations. Differences in anticipated and actual field conditions regarding the depth, quality, and variability of the rock had to be overcome in construction. Osterberg Load Cell testing during construction allowed for verification and optimization of the shaft design. Additional issues dealt with on this constrained site in an urban setting included construction staging issues, such as working around specialty contractors for tieback walls, blasting operations for rock excavation, productions issues for hard bedrock, as well as coordination issues with third parties, most notably the Washington Metro Area Transit Authority. Aspects of the foundation design and optimization, preparation of the contract documents to deal with the complicated nature of the project, and lessons learned from construction are also discussed.

The aim of this paper is to give an overview of the FrothSim flotation simulator and to demonstrate its ability to predict the performance of real flotation circuits. Example simulations are presented in which the feed rate to the circuit is varied, followed by simulations in which a cleaner section and recycle loop are added to the rougher bank.The simulator is able to predict both the recovery and the grade produced by the cells at all locations in a circuit and the simulator is shown to produce plausible grade recovery curves. It also demonstrated that the performance of banks of cells improve as the feed rate to the bank increased (improved grade for a given recovery), but that more cells are required to give the same overall recovery.

Knowledge of the behaviour of flotation machines had developed and increased considerably over the last few years. Although much work remains to be done on the study of the fundamental processes that influence the collection of hydrophobic particles at an air-water interface, there is enough information to permit the building of realistic models of the gross flotation behaviour of various ores. These models serve as an ideal base for the development of simulation techniques for the steady-state behaviour of entire flotation plants that consist of a large number of individual flotation machines. Simulation techniques have a very real role to play in assisting with the design of new plants and in improving the operation of exisiting plants. Recently, highly efficient data-logging systems have been introduced on flotation plants. These systems are based on the on-line measurement of volumetric flowrate, pulp densities, and metal contents, and they generate enormous quantities of information regarding the operation of the plant. Unfortunately, this information is largely wasted at the present time because efficient data-reduction techniques, although available10 are not in common use. Simulation techniques play a central role in such data reduction because they form the essential link between the fundamental kinetic flotation processes on the one hand and the plant data on the other.
