This U.S. Bureau of Mines report identifies the types of serious accidents that occur most frequently at small underground coal mines and describes the strategies that could help prevent these accidents. A wide variety of methods for improving safety are suggested, including improvements in the design of equipment, work procedures, work schedules, safety programs, and emergency response plans, as well as techniques for diagnosing the potential hazards associated with new technologies and work procedures. Some of the papers in this volume focus on preventing specific types of mining accidents--ones associated with materials handling (primarily back injuries), equipment maintenance, improper machine guarding, and ground failure during retreat mining. Although the recommendations in this volume are heavily influenced by research performed at underground coal mines in the Appalachian coalfields, most of the papers contain advice that is equally pertinent to almost any type of mine.

The use of electrical or electronic safety systems to protect personnel, and the engineering tasks associated with the design, manufacture and maintenance of these systems are referred to using the term ‘functional safety’. In the past ten years, the use of such systems has transitioned from its traditional base, in oil and gas major hazard facilities, to being a part of most large mining and materials handling projects. In particular, functional safety is rapidly becoming a significant component of Australian iron ore projects, typically in the form of emergency stops, remote isolation, drive through interlock, robot cell entry or mobile machine anti-collision systems. While these types of systems have been in use in iron ore for a long time, functional safety standards (eg AS61508, AS62061, AS4024.1503) require more rigourous demonstration of the level of risk reduction provided by the systems.The early engineering project development phases require a number of key decisions to be made around functional safety implementation. The decisions made at this point in a project will go on to dictate the required types of risk assessment and analysis, equipment selection, sizing of substations, and training and maintenance requirements for owners. For project teams that are unfamiliar with functional safety, or inexperienced in its application, an incorrect decision or failure to understand the requirements of the chosen standard can lead to a failure to meet contract requirements, as well as major cost and schedule overruns.This paper examines the implications of functional safety on early engineering studies, focusing on the following questions: How does a designer or company determine what standard is best suited to their project? What key aspects of functional safety design need to be considered during project development? Perhaps the most significant development in China's base metal sector is the discovery of major copper porphyries in northern Jiangxi Province and the adjacent southern Anhui Province. At the center of the new exciting district is the proposed Dexing copper complex, located some 350 km east of Nanchang, the provincial capital of Jiangxi. This project represents China's first attempt to put together a major large-scale open-pit operation, comparable in magnitude to Arizona porphyry operations. With the aid of Fluor Mining and Metals, the Chinese plan to develop a 135-175 kt/d open-pit mine, a matching large-scale mill, and the infrastructure needed to accommodate the big operations. An operation of this magnitude would significantly reduce China's import requirements by some 75%. China imports of the red metal are running around 200 kt/a. Under the direction of the Ministry of Metallurgical Industry, the Chinese are currently operating a 10-kt/d mine and mill with equipment primarily of Chinese origin. Dexing engineers told ME that they are considering a possible scale-up to 20 kt/d. How this effort will ultimately jell with the major expansion program is largely a matter of conjecture. Fluor Mining and Metals received a $10-million contract in December 1978 to develop a preliminary engineering and design program. While the original plans called for a 175-kt/d capacity complex, the Chinese subsequently decided to scale it down somewhat. The current proposal is around a 135 kt/d, which would in- elude the existing operation, according to Dexing engineers. Completion of the engineering and design phase is expected by March 1980 and a go-ahead decision will likely be made at that time. The value of the engineering and construction contract is estimated between $800 million and $1 billion. At right, mined ore is dumped 150 m down the mountain to a holding pocket below for rail haulage to the processing plant. Below, a Chinese miner tackles the universal problem of hard toes in the pit with a jack leg. Reserves and Early History The Dexing mineralization consists of three principal ore bodies, including the Chushahung on the north mountain, and the Tungchang and Fuchiawu on the south mountain. Combined ore reserves are estimated by mine geologists at 1.7 Gt of 0.4-0.5% copper. As is characteristic of porphyries, the ore contains important associated values of molybdenum, rhenium, pyrite, gold, and silver. There is also some secondary calcocite and bornite with an oxidized capping. Historically, copper was recovered with iron from the pregnant solutions emanating from the Tungchang deposit as early as the Tang Dynasty (700 AD). All of the coal resource in North Dakota is lignite. The lignite fields of North Dakota cover approximately 40 percent of the total area of the state, with reserves estimated to be 9.8 billion tons, two percent of the U.S. base. The first commercial coal mine in North Dakota opened in Morton County in 1873. As the railroads crossed the plains, the demand for coal increased. Coal for fuel was supplied by the state's underground mines. By 1884, North Dakota's lignite production had reached 35,000 tons. North Dakota was among the fist states to shift from underground to large-scale commercial surface coal mining. By 1927,40 percent of the total production was by surface mining, compared to 2 percent for the nation as a whole. By 1959,86 percent of the total production was by surface mining, while the national average was 22 percent. Since 1966, surface mining has been the exclusive coal production method in North Dakota. North Dakota's regulatory program received conditional approval December 15, 1980. Following approval of amendments to the program, it received full approval February 18, 1986. The Abandoned Mine Lands Program was approved December 23,1981.

Landscape interpretation, geology and mining history is being successfully used to explore options for sustainable community tourism product development. Recent work by the author in Europe and Australia has indicated the value of adding and producing interpretive information about mine and quarry locations - both active and inactive. This work has allowed for the branding and development of new sustainable community tourism products based on the landscape, folklore, mine and geological heritage.   Communities in rural areas are seeking new opportunities to sustain their local economies. Using a relatively new phenomenon called geotourism as a starting point; they have developed themed products connected to walking/cycling guides, interpretive panels and visitor centres. These themes can be linked to geology, archaeology, botany, local history and to industrial heritage sites such as old mines, to generate local employment. This new geotourism approach has successfully brought a new and greater audience to discover the value of geology and mining history.   Communities have established a unique place for themselves within the tourism marketplace using the geotourism brand. Other communities with an established tourism product are also now using geological and mine heritage via geotourism to rebrand and meet changing global trends. The pooling of resources under the banner of geotourism has led to cost effective marketing, targeting and promotion of products.   Geotourism has emerged strongly in Europe, North America and China in the last decade. The Australian minerals industry now has an opportunity to implement this new branding concept to assist and benefit the communities in which they run their activities. Communities can also take advantage of the potential to develop a sustainable geotourism business around a past or present mineral industry in their vicinity.

SRC rockmass classification have been applied to 25 tunnels in Spain and Italy, for which it was found that much heavier supports than those estimated by the RMR index were required. SRC and RMR indices and other relevant geomechanical data were obtained during the site investigation and construction stages. Data corresponding to in situ stress measurements, analysis of tectonic structures, and instability problems arising during construction were used to asses the state of stress. The relationship between tunnel section convergence and the SRC and RMR indices was also analysed. Support measurements based on SRC and RMR classification were compared with those actually used during construction. These analyses indicate that for most of the tunnels examined, supports estimated using the SRC were much closer to those actually installed than those predicted by the RMR index. Bei der Verwendung des SRC-Systems zur Klassifizierung des Gesteins als Baugrund für 25 Tunnel in Spanien und Italien wurde festgestellt, dass viel schwerere Abstützungen benötigt wurden, als wenn die Beurteilung anhand des RMR-Systems angefertigt würde. Die Klassifizierung anhand des SRC- und des RMR-Systems, sowohl als auch andere wichtige geomechanische Daten wurden während des Ablaufs der Erkundungen und der Bauausführung gewonnen. Die Resultate der Messungen der Spannungen vor Ort, die Analyse der tektonischen Struktur und die Stabilitätsprobleme während der Bauausführung wurden dazu verwendet, um den im Felsgrund vorherrschenden Spannungszustand zu definieren. Das Verhältnis der Messungen der Tunnelkonvergenz zu dem SRC- und RMR-Index wurde auch analysiert. Die durch das SRC- und RMR-System vorhergesagte Grösse der Abstützung wurde mit der Grösse der Abstützungen verglichen, die am Bau letztlich verwandt wurden. Diese Vergleiche zeigen, dass für die meisten der studierten Tunnel die Vorhersage der Abstützungen, die anhand des SRC-Systems angefertigt wurden, viel näher der wirklich verwendeten waren als die Vorhersage anhand des RMR-Systems. This paper focuses on the role of the coal mine surveyor at the start of the 21st century. It demonstrates that surveyors must look beyond their legal appointment and pursue opportunities to add value at an operational or corporate level of the company. It also exposes the shortfall of statutory appointments in defining the surveyor?s role in terms of key business drivers of the company. One such an opportunity is the potential role of the surveyor in mineral accounting and quality assurance to meet mine requirements, market specifications and standards pertaining to corporate governance and reporting. Finally, some thoughts are expressed on what can be done to elevate current practice to best practice and how to achieve this goal

A method to predict stress-induced failures around excavations based on the mapped geological and rock mechanical information is studied. Totally of 7 km of newly excavated tunnels are mapped in the Inmet’s Pyhäsalmi mine in Finland at depth between 1000 - 1440 m from which the results and conclusions from the firstly mapped 1.7 km of tunnels are reported. The main rock type at the site is very hard volcanite having uniaxial compressive strength of 230 MPa in median and GSI-value 72 - 80. The maximum in situ stress around the tunnels is 65 - 85 MPa. The prediction of observed stress failures was preceded by comparing elastic 3-D simulation results of tunnels with three statistical yield criteria. Read’s or Hoek & Brown’s yielding criteria are found the most relevant, though, the effect of anisotropy was found to be significant. The most important parameters having a correlation with stress failures are the tunnel orientation and the foliation of rock. Also, the rock type and its strength, tunnel shape and the geological anomalies have their effects. Further, a delay time on mapping was found to clearly diminishing of the most violent failures. Une méthode de prédiction des contraintes à la rupture autour d'excavation, établie sur la base de cartographie géologique et d'information sur la mécanique des roches, à été étudiée. Au total, 7 km d'un tunnel nouvellement percé à une profondeur de 1000 à 1400 m ont été cartographiés dans la mine de Inmet’s Pyhäsalmi en Finlande. La roche principale du site est une vulcanite dur ayant une résistance à la compression uniaxiale de 230 MPa (valeur moyenne) et une valeur GSI de 72 - 80. La contrainte in situ maximale autour du tunnel se situe entre 65 et 85 MPa. La prédiction des contraintes à la rupture observées a été évaluée en comparant les résultats d'une simulation 3D d'un tunnel avec trois critères de limite d'élasticité statistiques. Le critère de limite d'élasticité de Read ou de Hoek & Brown’s se trouvent être les plus important, même si les effets de l'anisotropie sont significatifs. Les paramètres les plus importants ayant une corrélation avec la rupture sont l'orientation du tunnel et la foliation de la roche. De plus, le type de roche et sa résistance à la compression, la forme du tunnel et les anomalies géologiques ont aussi leur importance. Finalement, un délai dans la cartographie résulte en une diminution nette des ruptures violentes. Basierend auf kartierten geologischen und felsmechanischen Informationen, wird eine Methode untersucht, um spannngsbedingtes Versagen um Ausbrüche herum vorherzusagen. Insgesamt werden 7 km neu ausgebrochenen Tunnels in einer Tiefe zwischen 1000 und 1400 m in der Inmet Pyhäsalmin Mine in Finnland kartiert. Das hauptsächlich vorkommende Gestein ist sehr hart und vulkanischen Ursprungs mit einer mittleren einachsialen Druckfestigkeit von 230 MPa (Medianwert) und einem GSI-Wert von 72-80. Die maximale In-situ-Spannung im Tunnel beträgt 65-85 MPa. Die Vorhersage von beobachteten Spannungsversagen werden weitergeführt indem man elastische 3-D-Simulationsergebnisse von Tunneln mit drei statistischen Fliesskriterien vergleicht. Desweiteren haben Gesteinsart, Tunnelprofil und geologische Anomalien ihren Einfluss. Ausserdem zeigt sich, dass eine Verzögerung bei der Kartierung die ausgeprägtesten Versagen deutlich verringern.

This paper documents the growth and projects the future of Green Diamond Sand Products. Since1954, Green Diamond, located in Riddle, Oregon, has been producing sand from granulated nickel slag for use in various markets. Through the years, the company has seen several changes from its ownership to its product lines. In 1991, Green Diamond was producing abrasive sand at a rate of about 30,000 tons per year. It was at this time that Green Diamond became part of Glenbrook Nickel Company. Over the next eight years, Green Diamond would quadruple its production to over 140,000 tons while moving into three new markets, as well. Green Diamond is now producing sand for use in the abrasive, foundry, construction, and roofing industries. In 1998, Green Diamond again found itself under new, private ownership. With plans on developing agricultural sand and spent abrasives recycling, the future of Green Diamond appears to be one of further expansion coupled with diversification of its product lines.

This paper describes a newly developed Surface Remote Blasting System (SURBS) for electronic detonators, which is currently being introduced into surface blasting applications. The rationale for developing the SURBS was to meet key needs of mine operations, such as minimizing the shutdown time and the capability to conveniently initiate blasts in difficult terrain from a safe distance. Increased distance from the blast site, combined with a good overview of the site enables maximum safety during blasting. The system also removes the inconvenience of running long firing cables. The SURBS consists of the field-proven detonator and equipment technology of an existing electronic detonator system, a Surface Remote Blasting Box and a Surface Remote Blaster. The Surface Remote Blaster is the Master unit and controls the Remote Blasting Box via encrypted radio communication using a sophisticated safety technology, which guarantees that the highest safety standards are maintained.

This paper presents current finding on truck driver average exposure to acceleration for several different manufacturer’s cab-over trucks on a variety of roads in different countries. The predominant time, for this aspect of the study has been spent in the area around London, England and Warsaw, Poland. The ECE directive 2002/44/EC has provided specific guidelines for vehicle operators 8 hour average acceleration exposure. The primary considerations have been on truck design including the air-ride driver’s seat. The truck manufacturers have produced truck cabs that have some separate suspension from the truck frame. The truck seat manufacturers have been producing air-ride suspension seats for the cab. Both of these designs have had the objective of meeting the ECE directive and providing the vehicle drivers with some degrees of comfort. This paper will provide some information on the ability of the vehicles to operate on a variety of roads and meet the objectives. Method The primary method for evaluation of the driver’s exposure has been the use of a seat pad attached to the driver’s seat. Although this sensor system provides the critical information for the driver, an understanding of the reasons for the values requires additional measurements. The initial study in England used both driver and passenger seat pads, as shown in Figure 1, as well as triaxial accelerometers mounted on the base of the seat. The latest studies used significantly more transducers to better understand the relative rotations and translations on the truck frame, the cab, and the driver. [ ]

Abstract: From the viewpoint of interaction mechanics of solid and gas, a coupled mathematical model is presented for coal/rock mass deformation and gas leak flow in parallel deformable coal seams. Numerical simulations for the prediction of the safety range of mining of protection layer are performed with experimental data from a mine with potential danger of coal/gas outbursts. Analyses show that the numerical simulation results are consistent with the measured data on the spot. Therefore, the coupled model shows a positive future for applications in a wide range. ZUSAMMENFASSUNG:Von der Veranschaulichung der Abhängigkeit Mechaniker für Körper und Gas, wird ein verbundenes mathematisches Modell für festen coal/rock Deformation und Gasleckstelle Fluß in parallele deformable Kohlenähte dargestellt. Numerische Simulationen für die Vorhersage der Sicherheit Strecke, die Schutzschichtbergbau verwendet, werden mit experimentellen Daten von einer Grube mit möglicher Gefahr der coal/gas Ausbrüche durchgeführt. Analysen zeigen, daß die numerischen Simulation Resultate mit den gemessenen Daten bezüglich des Punktes gleichbleibend sind. Folglich zeigt das verbundene Modell eine positive Zukunft für Anwendungen in einer breiten Strecke. RÉSUMÉ: Du point de vue de la mécanique d'interaction pour le solide et le gaz, un modèle mathématique couplé est présenté pour l'écoulement plein de déformation de coal/rock et de fuite de gaz dans les filons houillers deformable parallèles. Des simulations numériques pour la prévision de la gamme de sûreté employant l'exploitation de couche de protection sont effectuées avec des données expérimentales d'une mine avec le danger potentiel des accès de coal/gas. Les analyses prouvent que les résultats numériques de simulation sont conformés aux données mesurées sur place. Par conséquent, le modèle couplé montre un futur positif pour des applications dans un éventail.

As one of the main power sources, lithium-ion batteries (LIBs) will continue to be applied on a large scale in the future market. Commercialized LIBs cathode materials contain various valuable metal elements including Li, Co, and Ni. The development of green and efficient recycling technology is essential. Deep eutectic solvents (DESs) have recently emerged as a new class of green solvents that could potentially be applied for the LIBs recycling industry due to their capability to leach the active materials without the introduction of environmentally hazardous reagents as used in conventional hydrometallurgy process. Considering the rapid progress, a critical review focusing on the progress and fundamentals about the overall efficiency has practical significance for the further advancement of this field. Herein, we briefly introduce the overall process of using DESs for LIBs recycling and specifically focus on the efficiency of each step. Current fundamental understandings and new experimental approaches to enhance the efficiency of the leaching process, the extraction process, and reusability are summarized. We expect this review article to inspire scientists to use DESs as powerful tools for advancing the frontiers of LIBs recycling.

Mineral aggregates are those natural and manufactured industrial mineral and rock materials that provide bulk and strength in port- land cement concrete, bituminous concrete mixes, and plaster or stucco surfaces. They may also provide special characteristics such as thermal and acoustical insulation, weight, surface textures, abrasion resistance, and impermeability to various concrete products and mixes. Most aggregates are relatively inexpensive materials, but despite their low unit value, the tonnages consumed each year in the United States and throughout the world make mineral aggregates by far the leading industrial mineral and rock materials both in terms of volume (tonnage) produced and value consumed. The major use of mineral aggregates is in concrete. The low cost, high bulk aggregates tend to keep concrete construction costs at levels competitive with other building materials. Other major uses of aggregates include highway and railroad base or ballast materials, graded fill, and various industrial uses such as metallurgical and chemical fluxes and raw materials-these latter uses are often considered nonaggregate uses of mineral aggre- gate materials. The value of mineral aggregate materials at the production plant varies from less than a dollar per ton to several dollars per ton for most crushed stone and sand and gravel, $2 to $15 per ton for slag and expanded clay or shale aggregate, to as much as $60 to $100 per ton for expanded perlite or vermicu- lite. The more specialized the use, the higher the price-although there are naturally some exceptions to this rule of thumb. The first four parts of "Construction Materials" deal with the utilization of four major mineral aggregate types: Crushed Stone, Light- weight Aggregates, Sand and Gravel, and Slag. Bus drivers represent a large segment of the US transportation industry and research has shown an association between exposure to Whole Body Vibration (WBV) and the high rates of low back disorders. Impulsive WBV exposures have been recognized as a risk factor for low back injury and new guidelines exist for their measurement and assessment (ISO 2631, Part 5). Methods to accurately and better characterize the impulsiveness of WBV along with the temporal patterns of the exposures are needed. The development of a hardware and software system to measure continuous TWA and raw, impulsive WBV exposures and the design of a subsequent study are presented. Methods Using two Larson Davis HVM 100 as accelerometer amplifiers, small external batteries, and a Pocket-PC (PDA) with 1 Gb of compact flash memory, we can collect up to 16 channels of data for a full day 600 Hz. Tri-axial WBV exposures will be measured and characterized at the frame of the bus and at the driver/seat interface (seatpad accelerometer). Using a repeated measures design, 20 bus drivers will drive on selected routes which include both city streets and highways, and within and between subject components of variability and exposure determinants related to the bus, bus seat, the bus driver, and the route will be identified. Global Positioning System (GPS) data will also be collected and integrated with the WBV exposure data to facilitate the identification of the location, velocity and type of road associated with high average TWA and impulsive WBV exposures. This system may be used to develop administrative (alter speed and/or route of bus, systematically vary type of routes) and/or engineering controls (identify and trigger the need for street repair) to reduce high WBV exposures. Results Our portable Pocket-PC based data acquisition system is up and running and we can collect seven channels of WBV data (seat pan tri-axial accelerometer, bus frame tri-axial accelerometer and GPS data) continuously for a full shift. The software analysis of the data is complex but nearing completion. We have incorporated the vibration dose calculations from ISO 5321, Part 5 and have obtained a Matlab-based routine to appropriately weight the continuous signals. Discussion In summary, the measurement of WBV is complex but new technologies open avenues of collecting and assessing WBV exposures that were previously not possible. The standardization of impulsive WBV exposure assessment methods is needed to further the discipline and better enable comparisons across studies.

INTRODUCTION From its beginnings in the first decade of this century, flotation has gradually moved to a predominant role in mineral separation. There are several reasons for this, the continuing trend toward treat¬ment of lower-grade and more finely disseminated ores being the major one. Not only has this been true for sulfide ores to which the process was first applied commercially, but also for most nonsulfide ores as well. A second factor has been the broad applicability of the process with respect to particle size; it is effective from 8 to 10 mesh to below 10m. Finally, more so than for any other separation process, flotation has almost no limitations in separating minerals. Gravity, magnetic, or electrostatic processes are either applicable to particular minerals, or to a restricted number of mineral combinations. Flotation, on the other hand, can utilize the wide range of surface chemical differences among minerals, and an equally wide range of reagents. The recent availability of selective flocculation capabilities on a commercial scale as an adjunct to flotation should remove one of the limitations to the process in the very fine particle range. History Although flotation was anticipated in a 19th century patent to Haynes, its first significant industrial uses were in the early 20th century in Australia. According to Hoover,' the Pottter-Del-prat pro¬cess had a "measure of success" at Broken Hill's Block 14 mine in 1905-1906, and was definitely successful at the BHP Mine, where it produced 80,000 tpy of zinc concentrates. Both the Mineral Separa¬tion and the Elmore processes had early trials in Australia also, with both successes and failures. The first application in the United States was in 1911, when the Hyde process was used by the Butte and Superior Copper Co. on a zinc ore in Montana. By 1916 Hoover could list 46 applications to copper, lead, and zinc ores, mainly in the United States. Ten years later Taggart2 listed almost a thousand patents covering processes and reagents which with few exceptions laid the foundations for modern practice. Included were: sulfidizing of oxides; leach-precip¬itation-flotation; cyanides, sulfites, sulfides, and oxidants for selective depression of sulfides; starch, tannin, and glue as depressants; and xanthates, dithiophosphates, and oleic acid as collectors. Within an¬other 20 years, all of these were in commercial use along with amines for floating silica from phosphates, and synthetic frothers were com¬peting with pine oil and cresylic acid. Platinum-based alloys are being developed for high temperature and special applications for good corrosion and oxidation resistance. The microstructures are similar to those of nickel-based super alloys, and comprise ~Pt3Al particles in a Pt-based matrix. After assessing binary alloys, the best candidate system was found to be Pt-Al. Testing and selection of alloys based on Pt-Al were undertaken, where the ternary additions comprised Ru, Cr, Ta, Ir and Ti. As well as phase characterization work, mechanical and oxidation tests were undertaken. The best alloys were found to be Pt-Al-Cr and Pt-Al-Ru. However, the volume fraction of the ~Pt3Al was only around40 per cent instead of the ~70 per cent found in Ni-based super alloys. To increase this, trials were conducted on a range of Pt-Al-Cr-Ru alloys, the optimum composition being Pt80:Al14:Cr3:Ru3.Currently, further additions are being made to the quaternary alloys to change selected properties. As well as developing the alloys themselves, another part of the project is to compile a thermodynamic database using Thermo-Calc?. Phase diagram work has been undertaken so that the results can be input to Thermo-Calc? so that the descriptions of the phases can be optimized. The final database will allow the phases and compositions of selected alloys to be derived, thus predicting the alloys? components without necessarily undertaking further experimental work. This will aid the development of the alloys and will be a useful tool to the final developers of the alloys. At mine sites, the operational and required storage volumes of solution and water storage ponds and reservoirs are usually calculated based upon a water-balance approach. Many climatological variables including precipitation, air temperature, solar radiation, pan evaporation and relative humidity along with operating parameters, are used in the water-balance model. The water-balance model often seeks to find a “critical period” of wet or dry climatological sequences which result in a “maximum” pond storage volume or water demand. The problem with this approach is that the designer usually does not know when the project will come on line in relation to the historical record. To avoid this pitfall, we use a more robust approach. In the more robust method, the water-balance calculations begin in each year of the historic climatological record. This method results in the same number of water-balance runs (or realizations) as the number of years of climatological record. Results of this type of analysis guarantee that the critical period or maximum required pond volume will be found if it is assumed that the historical climatological record repeats itself or if a synthetic time series is used. In addition, this method permits calculation of the likelihood (probability) that a given pond volume will be equaled or exceeded in any given month of the operational life of the facility. In this paper, the results of the sizing of a heap leach pad solution pond are presented along with the probabilities of a given solution pond size being equaled or exceeded based on the robust water-balance approach.

The year 1977 generally was a year of growth in overall world mineral industry activity, although there were downturns in major elements of the world's iron and steel industries. The sharp upturns in market economy nation activities that were noted in 1976, following the reduced performance levels of 1975, were moderated, and in the centrally planned economy nations, overall mineral industry activity apparently continued to increase, but at a pace in keeping with that of 1916 rather than at the higher rates of the earlier 1976's. Noteworthy during the year, if only in a negative sense, was the inability of world powers to reach any significant agreement on issues relating to deep seabed mining. Interest from a commercial viewpoint centered around deposits or so-called manganese nodules. These materials, which indeed are chiefly manganese in terms of their content on a quantitative basis, really were of commercial interest primarily far their copper, nickel, and cobalt content. Participants at the Third United Nations Law of the Sea Conference looked into seabed mining rights, but reached no mutually agreeable decisions.
