The Blair Athol Coal Mine (BAC) is a large open cut operation in the Bowen Basin of Queensland, Australia. Current mine capacity is about 11 million tonnes per annum(Mtpa) of export coal. On-line analysis at BAC consists of two Coalscan 9500s installed directly on the output of the crusher plant and immediately before the product stockpiles, while a third Coalscan 9500 is installed on the transfer conveyor feeding the train loading bin. The two product Coalscans have a dual purpose. The first is to provide real time coal quality data directly back to the mining operations. The second is that of modeling the product stockpile with accurate on-line information. This modeling enables both production and coal quality personnel to accurately examine the coal quality of each stockpile with a degree of resolution which previously had never been achieved.

Stopes are used in several underground mining methods. Boundary determination of these stopes is generally based on simple rules of thumb. While several stope boundary optimisation techniques are available, they fail to guarantee true optimum results. The first part of this paper reviews some important stope boundary optimisation studies and proposes a new algorithm to optimise stope boundaries and layouts for underground operations. The second part applies the proposed algorithm to a block model to test its ability to produce optimum results and demonstrate its applicability in a number of different scenarios. The results demonstrate that the proposed algorithm can find optimum stope boundaries and layouts in three dimensions for different stope sizes and economic conditions.

Economics is a social science dealing with the allocation of scarce resources. In modern times the “science” was identified by Adam Smith in his book, The Wealth of Nations, written in 1776. Mr.Smith, highly influenced by the Mercantilists of the 17th and 18th centuries, identified the “Invisible Hand” which would lead every individual to pursue selfish rewards in purchasing goods. He speculated these selfish motives would result in the best good for all. Price would be determined by barter, at a point where self-centered customers and vendors were mutually satisfied. Today, Smith’s theory is known throughout the world as “Capitalism” but most often termed “Free Enterprise” in the United States.

In this paper the system of an operative expert estimation of innovative policy of mining enterprise technological development on sustainable development principles, created in the laboratory of economic analysis, planning and management of Mining Institute after D A Kunayev is represented. It is based on application of technology of satellite navigation and global positioning system (GPS). It allows to estimate the geotechnological complex functioning efficiency in the automated mode and on the basis of the obtained results to develop a complex of management measures on the competitiveness increase, realised by means of the automated corporative management system of geotechnological complex. The estimation of complex competitiveness is carried out on such basic aspects, as: technical, technological, organisational, ecological and economic as all of it give certain expenses and influence on complex overall performance. The major difference of the given approach is its realisation within the limits of the automated corporative management system of geotechnological complexes. It is based the fact that data of monitoring of complex's work will provide a sustainable development of geotechnological complex of mining enterprise.

Long-term closure alternative selection for heap leach pad effluent is a daunting task. Passive water treatment, if designed with enough long-term capacity, can minimize long term O&M while meeting water quality objectives. Leach pad effluent from a 30-acre leach pad at Basin Creek Mine, Basin, Montana was targeted for long-term water treatment using a passive water treatment system. The objectives and results of design and construction are: 1. Design a long-term passive system utilizing existing infrastructure. 2. Construct a field scale pilot test at the mine site.

The long-awaited COSMAR study prepared under the auspices of the National Academy of Science reaches one emphatic conclusion that has been enthusiastically seconded by the mining industry: The 1977 federal surface mining act is "poorly suited" as a vehicle to regulate noncoal mining. Though the industry greeted the report with approval, the weight it will carry and the extent of its impact are yet to be felt. The COSMAR report makes no recommendations-that's a job left to the Administration's Council on Environmental Quality-and the prospect of legislation still hovers. For a closer look at the study, MINING ENGINEERING talked to COSMAR committee chairman James Boyd, a well-known presence in the mining arena for over 50 years. After highlighting some of the study's major points, Dr. Boyd comments on the report's impact and possible repercussions. Dr. Boyd, for those readers who haven't seen the COSMAR report, would you summarize some of its major findings? The committee analyzed the surface mining act to determine if it was applicable to noncoal mining and found that there were provisions of the act that either could not be met by existing technology or would be extremely difficult and not necessarily beneficial to adapt. We found that most noncoal mineral mines, despite their obvious diversity, can be considered in two major groups: 93% of all mines move 45% of all materials mined (mostly small units mining construction materials); and the few gigantic regional operations (2%)-copper, iron, phosphate, and uranium mines-that move 50% of the material. With few exceptions, neither of the two groups is amenable to the coal mining practices addressed by the act. The strip mine law was designed for coal mining, where land is regraded, revegetated, and returned to usefulness. In contrast, construction mineral quarries supply local needs for decades, remove most of the material from the immediate vicinity, and cannot be returned to their premining uses (though they have innumerable other valuable uses). The nation's huge mineral deposits require enormous capital investments, are vital to the nation's economy, and can take centuries to exploit. Any attempt to return these locations to premining use would be illogical. Pebble phosphate in Florida and red-bed copper in Oklahoma come near to meeting the conditions contemplated in the act. "Abstract After noting the importance of standardization for piles, the European system is described (execution, tests and design, etc.). Some important aspects of Eurocode 7 are outlined (like the role of pile load tests). Finally, the calculation methods in the recent French standard for the design of piles following Eurocode 7 are shortly addressed.Importance of standardization for piles Like for other fields of geotechnical engineering, pile engineering is a complex art. For piles, the challenges are particularly numerous and many things must be mastered properly: - the soil investigation must be serious and adequate (for instance, deep enough!);- the choice of the pile type and the assumed behaviour must be assessed in order to reach a safe and economic design of the overall foundation;- the execution itself (construction and/or installation) deserves special attention and must follow strict state-of-the art rules.The geotechnical engineer, in charge of the design of a pile foundation, must have in mind the parameters linked to the variety of soils, of soil conditions and of pile types. A wide range of strong environmental issues are also to be considered: minimum disturbance during the execution processes, long-duration friendliness of the “inclusions” into the ground (to avoid pollution of the soils and waters, for instance) and respect of the neighbouring structures.Pile engineering plays in a world which is constantly moving and progressing: constructions expand in new difficult areas, actions on piles are more and more important, new execution techniques of piles are developed, research into the complex behaviour of pile foundations has no end, etc. Our views on how piles and group of piles really work are constantly evolving!"

The vast majority of valuations produced for mineral properties using the net present value method provide an estimate of Investment Value or Use Value. Such an estimate can be a long way from the price that the property would sell at if placed on the market. Indicators from the market need to be used to validate or modify the net present value calculation. The comparable sales and replacement cost approaches used in the appraisal of urban buildings generally fail us in the appraisal of mineral properties. Other methods of sales analysis are introduced. Guidelines for what a minerals appraisal report should contain are presented.

The inquiry into the explosion at the Moura No. 2 Mine in August 1994 recommended -?Emergency procedures should be exercised at each mine on a systematic basis, the minimum requirement being on an annual basis for each mine.? (Windridge et al. 1996). In December 1996 the ?Approved Standard for the Conduct of Emergency Procedures Exercises? was published and has been subsequently revised (Queensland Department of Mines and Energy Safety and Health Division 1999). This document provided guidelines for conducting mine site emergency exercises as well as the requirement for a test of state-wide emergency response by holding a Level 1 Mine Emergency Exercise at one mine on an annual basis. From 1998 to date (January 2008) ten Level 1 Mine Emergency Exercises have been held in Queensland, Australia. This paper discusses each of the exercises conducted to date as well as the logistics, scenario preparation, planning and organising required to conduct emergency exercises at this level.

A review of thermodynamic information and models of slags, including associated software when available, is presented. The pertinence and accuracy of these models is discussed by comparison of their predictions for various slag thermodynamic properties with the available experimental data. Practical industrial applications will be illustrated by a literature review of the dephosphorization process of ferromanganese alloys and by the description of Ti behavior during silico-manganese alloys production. This latter example will show how the thermodynamic models have been used to propose a flotation treatment at low temperature to enhance TiC removal.

Tunnel boring machines continue to develop to take on not only larger and larger diameters but also more difficult ground conditions. Ground conditions consisting of unstable faces with water pressures up to 15 bar has required innovative design approaches. A systems approach has been required to produce tunnelling machines that can not only safely excavate the tunnel but do so in an efficient, cost effective manner that stresses production and labor saving approaches. This paper will review the current design developments and present recent projects where these most recent principles have been applied.

The classical metal-slag-gas equilibrium technique was used to study the thermodynamic activity of cobalt, iron and their oxides in iron silicate based slags containing under controlled oxygen potential (3.70 x 10-8 to 2.95 x 10-7 atm) at 1573 K. The measured activity of cobalt oxide in FeOx-25 wt per cent SiO2 slags showed positive deviation from ideal behaviour for melts with up to ten wt per cent CoO. At higher silica contents, the behaviour became closer to ideal and in accord with previous studies on silica saturated slags. The activity coefficient of FeO in these slags had virtually no dependence on the CoO content. Partial substitution of silica by lime resulted in an increase of the activities and activity coefficients of CoO, FeO, Fe2O3 and Fe3O4. The results indicate that saturation of the slag with a magnetite phase occurs at CaO contents of five wt per cent and higher. Phase equilibria studies SiO2-FeO-Fe2O3-CaO slags containing cobalt were also carried out using the drop-quench technique. Results from these experiments confirmed the formation of a magnetite solid solution containing about three wt per cent CoO at lime contents of five wt per cent and higher at 1573 K and 2.9 x 10-7 atm of oxygen.

Coal-bearing regions cover about 18,464 square miles or one third of Iowa, primarily in the south-central part of the state. Coal quality ranges from subbituminous to high volatile bituminous. Iowa's coal reserves are estimated to be 2.2 billion tons, less than one-half of one percent of total U.S. reserves. Coal beds are typically thin seams with a maximum thickness of five feet. Coal deposits in Iowa were fist mined in the 1840s for blacksmithing and domestic purposes. Demand for coal increased with the use of coal to fuel steamboats and railroads. Production peaked in 1917, when Iowaproduced9 million tons of coal. Since then, conversion to natural gas and fuel oil has decreased the demand for coal. Today, electrical power generating plants have created a continuing, but declining, demand for Iowa's coal. Coal production in Iowa is by surface mining methods. The Iowa regulatory program was conditionally approved January 21, 1981. Full approval was received March 28,1982, and the Abandoned Mine Land Program was approved March 28, 1983.

This Bureau of Mines publication presents a comprehensive review of mine electrical power-system theory and practice. It discusses fundamental theory and the vital aspects to be considered in planning and designing mine electrical power systems. The report is divided into three major sections. The first presents the history of electricity in mining and the fundamentals of electrical phenomena and components. The second focuses on power-system components: motors, grounding systems, cables, and protective equipment and devices. The final section includes mine power-center equipment, switchhouses and substations, batteries, and mine maintenance.

Partition models are commonly used to assess the separation performance of circuits incorporating density-based processes. Unfortunately, this useful tool has traditionally been overlooked by the heavy minerals sands industry due to difficulties associated with the use of toxic dense liquids. In the present study, this problem has been avoided via the development of partition models based on experimental data from microscopic grain-counts. This technique, which uses different mineral species as density tracers, provides a new tool for evaluating the multi-stage circuits that are required to successfully upgrade heavy mineral sands. The partition model approach easily identifies shortcomings of existing circuits and, when used with conjunction with linear circuit analysis, provides tremendous insight regarding the optimum arrangement of unit operations in terms of separation efficiency and plant throughput capacity. An industrial case involving the redesign of a heavy mineral sand spiral plant is presented to demonstrate the utility of these process engineering tools in plant optimization.

Geotechnical tests were carried out within an area of the coastal sand dune cordon of northern KwaZulu-Natal which is currently being exploited through mining of heavy mineral sands. In situ and laboratory tests were carried out to assess the density, strength and stability of the dune sand material before and after mining. The most stable combination of sand (>63µm) and fines(<63µm) material was determined as well as the effects of compaction on the strength and permeability of the sand dune samples. In situ DCP and density tests showed that the sand dunes fall in density immediately after mining has taken place. However, settlement of the dunes occurs with time and the density increases within the top 2 metres, and particularly once the dunes become re-vegetated. Laboratory tests carried out showed that the dune sand with between 20% and 30% added fines had the highest shear strength and dry density, but the permeability was shown to decrease steadily with increasing fines up to 40% fines added. The addition of fines would result in steadily increasing water flow problems. Compaction of the dune sands was shown to significantly increase the density and the shear strength, but with a corresponding dramatic decrease in the permeability of the material. Slope stability analysis carried out on models of the dunes with increasing fines showed that the addition of fines increases the stability of the dune sands up to a peak of about 30% fines added, and compaction further increases the stability of the dune sands. Despite the benefits of compaction on the stability of the tailings dunes, the loss of permeability is thought to outweigh the benefits as well as the high costs involved. The stability of the tailings dunes greatly increases after re-vegetation. Compaction and densification of the tailings dunes may be necessary within the top 2 m interval if large-scale construction takes place on the sand dunes. Petrographic analysis was performed to understand the granular interactions of the sand and fines fractions, and the effect of the in situ weathering of the dune sands on the stability of the sand dunes. As the fines contents increase the gaps between the sand grains are filled, until a point where the percentage of fines begins to push the sand grains apart.

Large open pit mines in desert climates, such as the Phelps Dodge Morenci copper mine in Arizona, can create groundwater cones-of-depression of considerable size and stability. The hydraulic containment provided by the groundwater depression prevents migration of process solutions into the surrounding regional aquifer. Copper leach operations that fall within the groundwater depression may not require costly lining if passive containment can be demonstrated. An approach is presented in this paper that was successfully used to demonstrate passive containment. The approach includes a combination of groundwater modeling and a water balance analysis of leaching operations failing within or immediately near the open pit.

The South African base metals industry has been one mainly focused on the production of metals or metal compounds from primary ores. This is true for metals such as titanium, vanadium, chrome, manganese, cobalt, nickel, copper, zinc and aluminium. The steel making industry has traditionally used a substantial portion of scrap steel, and could thus be considered to be somewhat of an exception. Secondary sources have played much less of a role, possibly due to at least some of the following factors. Scrap material is often of unknown composition, and thus it requires additional chemical analysis, and possibly special treatment. Tonnages are relatively small, and the incorporation of secondary materials is possibly seen to carry undue risk and inadequate benefit. South African consumers are still not very conservation and recycling conscious, which limits the amount of scrap made available. This attitude might also be expected to influence decision makers in these industries. Finally, pressure from environmentally motivated activists locally has not been unduly large. This landscape has been changing, and is continuing to do so. Various municipal authorities such as those of Pretoria, Johannesburg and Cape Town are reporting increasingly limited landspace for waste (Bondolfi, 2007). There are increasing concerns regarding the leaching of hazardous metals such as chromium, mercury and cadmium from landfill waste, especially electronic and electric wastes ? the so-called eWastes. In more developed countries such as the United States of America and Western Europe the problem of eWaste has grown to the extent where legislation has been enacted, such as the Waste Electrical and Electronic Equipment (WEEE) legislation of the EU (European Union Directive 2002/96/EC). The 19th and 20th centuries have seen major technological advances. Relevant to this paper is the availability of centrally generated electrical power, telecommunication, entertainment through recorded and transmitted music and images, the growth and pervasive influence of electronics, and the handling of digital data by computers and microprocessors. These developments have placed ever increasing demands on resources for the manufacture of electrical and electronic equipment, as well as on the generation of electrical power. Most of the resources required are non-renewable: copper, steel, aluminium and other metals, various thermoplastic polymers such as PVC (polyvinyl chloride), polyethylene and ABS ( acrylonitrile-butadiene-styrene), thermosetting polymers such as epoxies, elastomers such as butyl rubber, glasses and ceramics, and composites such as fibre reinforced plastic (fibreglass). The conservation of non-renewable resources inevitably includes recycling. To a certain extent, recycling of materials locally is well established. "The Netherlands has major resources of sand, gravel and clay, exploited mainly for construction works and the building materials industry. As in most western countries, mineral extraction meets with considerable societal resistance. To this end, Dutch minerals policy aims to prevent extraction by promoting economical use of materials, and the use of alternative (secondary or renewable) materials. Up till recently, it also included a system of production planning to sustain supplies of regionally scarce materials. Dutch policy development is reviewed and discussed in terms of pitfalls and possibilities for mineral planning in general. Promoting secondary substitution has been quite successful, and presents an example. In contrast, the production planning system has been controversial from the start and ineffective as a result, mainly because it attempted to solve supply problems without properly addressing the underlying resistance. A long history of weathering and bacterial alteration processes have transformed Georgia’s Coastal Plain kaolins from dark organic muds to recrystallized white pigment-grade industrial clays. A sequence of six stages in development of these valuable mineral deposits is outlined over their Late Cretaceous and Tertiary deposition and alteration history. Anaerobic and aerobic iron oxidizing and iron-reducing bacteria are present in the Georgia kaolins. These bacteria may have had a major role in iron and organic matter removal during several of the alteration stages that occurred over the past 60+ million years. Iron was likely solubilized by both iron-reducing and iron-oxidizing bacteria, depending on availability of Fe(II), Fe(III), and NO3. Thus, over long periods bacterial activity slowly led to nearly complete groundwater removal of iron from the kaolin deposits. Further bacterial iron removal on an industrial process scale may eventually prove feasible. “Without the multitude of living reactions as channels for energy and electrons and without the enormous capability of life to transfer with and against chemical gradients, there would be practically no or at least a very reduced geochemical rock cycle on this planet.” (Krumbein and Dyer, 1985, p. 157)
