Rehabilitation of mined out areas is often enforced by environmental bonding. It is usually assumed that this process provides financial assurance that rehabilitation will be carried out as agreed at the permitting stage. Shortcomings of the current practice in environmental bonding for mining are reviewed. Of particular importance for the public, for governments and for the environment is the absence of protection against cost overruns and companies defaulting before the bond amount is entirely paid. Elements of solution are identified through the emergence of environmental insurance as a complement to bonding for cost overruns and defaults. A cover of environmental catastrophes could also be added, hence reducing the risk for the public and the environment. We examine the merit of creating a captive insurance company under the responsibility of the mining industry. The use of insurance techniques would incorporate a genuine risk management dimension to the financing of rehabilitation.

After the discovery of the rare-earth mineral deposit in the Clark Mountain area near Mountain Pass, San Bernardino County, Calif., two samples wore obtained through the Mining Division of the Bureau of Mines for investigation of possible method of concentration. Three other samples were received later from different locations in the same area. The rare-earth mineral in this ore had been identified by E. T. Schonk as bastnaesite, a fluocarbonate of the rare-earth metals containing cerium, lanthanum, praseodymium, thorium, uranium, etc. Associated with the bastnaesite were barite, silica, and some calcite. The bastnaesite contained a small amount of iron as a coloration and some manganese. Twenty to fifty percent of the weight of the samples studied was bastnaesite, or ten to twenty-five percent total rare-earth oxides; about half was cerium oxide. Apparently, none of this mineral occurred in pure form. Even the highest-grade particles 'wore contaminated by fine, interlocked grains of barite, calcite, and silica; barite contamination predominated, and the barite was interlocked with varying amounts of bastnaesite. While the specific gravities of pure bastnaesite and barite (approximately 5.0 and 4.50 respectively) differ enough to allow separation by gravity, the interlocking of the minerals nullified this difference. Consequently, only a partial separation could be made by gravity concentration. The extremely fine grained texture of most of the ore prevented grinding to a size that would make concentration by flotation practicable; a partial separation of barite by this means was effected.

Product designed characteristics like reliability and maintainability affect maintenance cost, service performance, and therefore product support strategy must be defined during design stage in terms of these two dimensions. Furthermore product support and service delivery strategy has considerable influence on the total life cycle cost and the economic viability of industrial systems/products. he paper presents a concept for the development of service delivery strategy for industrial products with a special reference to mining systems. In this paper we emphasize that the strategy for product support should not be centred only on ‘product’ but it should also take into account the service delivery capability of the manufacturers/suppliers and users service organization, users competence and capability, product use location, logistics and infrastructures, etc., to arrive at the best performance and economic results. Such strategy should invariably include services supporting the client apart from considering services supporting the product. The discussion in the paper is based on the experiences from the manufacturing industry engaged in manufacturing of mining systems and the observed trends in technology and management of operation and maintenance of mining systems. Aurum Reef Resources is a provincially owned unlisted public company which holds a number of prospecting licences over Otago hard rock historically active minesites. The Bullendale Licence 31 1845 was applied for in 1985, granted 1991, including a DoC special condition allowing re-opening of the historic workings. The underground workings were commenced in 1862 and up to the mine's closure in 1906 some 40 000 ounces were produced at an average grade of 15.5 g Au/t. The purpose of the summer 1991 work programme was to enter the workings in an attempt to observe and sample the mullock between the lodes operated by the early miners. This objective was achieved on the third attempt. Samples were taken and subsequently a contract geologist resampled the workings and prepared a report indicating the Bullendale lode zone to be generally mineralised. Mullock interlode and schist foot-wall consistently returned assays over 0.5 g/t.

The U.S. cement industry, including Puerto Rico, again set a record in terms of production and shipments. The increase in shipments came primarily from imports of portland cement as domestic production from produced and imported clinker gained only 1.9 Mt (2.1 million st). Clinker production as reported to the U.S. Geological Survey (USGS) was 88.6 Mt (97.6 million st), an increase of 1 percent. Gray and white portland cement production from domestic and imported clinker, estimated at 93.5 Mt (103 million st), was up 1.9 Mt (2.1 million st). Masonry cement shipments of 5.5 Mt (6 million st), which equates closely to production, was up 6.3 percent. Blended ce-ment shipments were up 35.9 percent from 2004 at 2.35 Mt (2.6 million st).

This report contains a summary of designs, specifications, costs, and schedules developed for a prototype oil-shale demonstration mining program to be undertaken at the Horse Draw site in the Piceance Creek Basin, Rio Blanco County, Colorado. The objective of the demonstration program is to assess the feasibility of extracting oil shale and associated saline minerals from deep, rich oil shale zones which occur within the central portion of the Basin. Four mining systems were specified for demonstration. These include (1) chamber and pillar mining with backfill; (2) sublevel stoping with backfill; (3) sublevel stoping with full subsidence; and (4) block caving. Commercial-scale designs for each system were modified and scaled down as required to achieve program objectives. The demonstration mine layout and design includes specifications for ore handling, backfilling, ventilation, dewatering, maintenance, and supply systems. A feature of particular interest in the design is the combination of block caving and sublevel stoping methods into a single unit for demonstration of subsidence mining systems in deep oil shale deposits. The report also contains a detailed breakdown of projected capital and operating costs for the demonstration mining program.

The absorbed power (PAbs) has been suggested as a better measure of human responses to whole-body vibration, since it relates to the cumulative energy dissipated by the body exposed over a given duration. Moreover, unlike the other measures, the PAbs can adequately account for the intensity of exposure. Although, the vast majority of off-road vehicles impose considerably severe vibration along the horizontal axes, the vast majority of studies on biodynamic response characterization consider only vertical vibration. Only a few studies have reported PAbs responses of the seated human body exposed to horizontal vibration and the major contributing factors [1]. This study aims to characterize the PAbs responses of seated human subjects to horizontal (uncoupled x- and y-axis) vibration as functions of the vibration intensity, subject mass, seat height and the, type of back support. Methods Experiments were conducted using a rigid seat with an adjustable backrest inclination and seat height. The seat was installed on a horizontal vibration simulator and the forces at the seat base and the backrest were measured by three-axis force plates. Two single-axis accelerometers were installed on the seat back and the platform, oriented along the axis of motion. The experiments were performed using three different seat heights (350, 390 and 410 mm), back support conditions (NB- no back support and sitting erect; Wb0- Upper body supported against a vertical back support; and WbA- back supported against an inclined backrest, while sitting relaxed) and three different magnitudes of broad band excitations in the 0.5-10 Hz frequency range (0.25, 0.5 and 1 m/s2 rms acceleration under x-axis and y-axis, applied independently). A total of 8 healthy adult male volunteers with total body mass ranging from 59.4 kg to 92 kg and aged between 21-51 years took part in the experiments. The subjects were seated with their hands in lap, and feet supported on the moving platform for each posture. Each measurement was repeated 2 times, while the data were analysed using a bandwidth of 50 Hz and frequency resolution of 0.0625 Hz. An important requirement in every geological quality control program is that the identity and grades of the control samples (duplicates, certified reference materials (CRMs), and blanks) must remain æblindÆ to the analytical laboratory. Once the entity to be controlled is aware of relevant details of the control process, such as the identity of the control samples, the objectivity may be lost and the control may no longer be completely valid. Whereas the blind insertion of field duplicates and coarse blanks can be easily conducted at site, simultaneously with the sampling process, the rest of the control samples should be inserted into the batches during or after sample preparation and prior to assaying, in order to ensure a proper assessment of precision, accuracy and assay contamination, independent of the internal quality control of the laboratory. Such a procedure raises the concern that blind insertion of crushed or pulverised material in sample batches prior to assaying could represent a breach in the chain of custody principle, as samples would have to be temporarily returned to the custody of a non-laboratory person in charge of the insertions. In this seemingly conflict scenario, what should we give up? Do we maintain the strict chain of custody, knowing that the laboratory will be aware of the identity of some of the control samples, or that some duplicates will not be true same-batch duplicates? Do we ignore chain of custody issues to maintain the anonymity of the control samples and insert blind same-batch duplicates, CRMs and blanks? Is it possible to do blind insertions without breaching the chain of custody? Current NI 43-101 and JORC requirements, as well as real-world QA/QC and sample security practices, are discussed in light of AMECÆs approach to the solution of this apparent dilemma.

INTRODUCTION A prerequisite to the evaluation and management of oil properties is accurate information derived from the analysis of core samples; but reliable data, such as porosity and permeability, can result only if all oil and water have been removed from the core samples analyzed. The most common method of core cleaning used to date has been Soxhlet extraction—a somewhat static technique, which depends upon the slow diffusion of hot solvent through the core sample. Soxhlet extraction performs satisfactorily only with highly permeable samples and at best requires long cleaning periods. The centrifuge method was developed in 1951 by Continental Oil Co. to overcome the inefficiencies inherent in the Soxhlet method. The new method is basically an operation in which hot solvents are caused to flow through the samples under the influence of centrifugal force. The centrifuge unit has proved so successful that samples which formerly required days for partial extraction can now be completely cleaned in approximately one hour. The original idea was conceived in 1950 by Elmer S. Messer, whose early experiments consisted of flowing solvent over sandstone samples suspended in a revolving basket and driven by a vertically mounted vacuum cleaner motor. Results were so outstanding that more permanent units were constructed. A modified model using this basic design was recently built by Core Laboratories, Inc., and is now used regularly in their operations. DESIGN Fig. 1 shows a photograph of the two extractors routinely used to clean small core plugs in the Production Research Div. of Continental Oil Co.'s Ponca City laboratories. For illustrative purposes, the basket from one of the units has been removed, and because both extrac- tors are of identical design only one is described in the following discussion. Each extractor unit consists of a centrifuge and a solvent still. The core basket of the centrifuge is made of mild cold rolled steel 7 1/2 in. in diameter and 1 1/8 in. deep. The basket holds 18 1-in. samples (cubical or cylindrical) and is attached directly to a cone fitted to the shaft of the motor. Both the outer rim and the hollow hub of the basket contain perforations for the passage of solvent and extract. The solvent is delivered to the perforations by means of a copper tube inserted into the hollow hub. The motor is a vertical tool post grinder motor; (115 v, 5.6 amp, 0-60 cycles, AC-DC, rated at 1/3 hp). It has a rated speed of 10,000 rpm under full load and 15,000 rpm with no load. Variation of speed is obtained by the use of a variable transformer. The solvent still was constructed from one end of a stainless steel oxygen bottle by inserting a heating element, sight glass, and piping as shown on the schematic diagram, Fig. 2. The heater used was a three-position, 1,000 w, 115-v, immersion type. Intermittent flow of solvent to the centrifuge is obtained by means of a siphon bottle inserted between the condenser and the centrifuge.

In the interest of safety in mining, the Bureau of Mines recommends: 1. That cages or skips used for hoisting or lowering men in vertical and steeply inclined shafts shall be provided with safety catches designed to prevent falling of the cage or skip if the hoisting rope or other connections break; and 2. That cars used. for hoisting or lowering men with ropes in slopes shall be provided with arresting devices, other than ordinary brakes, that come into action if the hoisting rope or other connections break. In presenting this decision, it is recognized that the principal requirements for safety in hoisting operations are the use of hoisting ropes of ample size and strength to provide a factor of safety recognized as adequate by the best en engineering practice; their proper care, protection against undue wear and corrosion, and frequent inspection; and immediate removal of ropes from service when inspection or tests cast doubt upon their further safe serviceability.

This paper reviews the formation of the Canadian Mining Education Council (CMEC) and its terms of reference. CMEC considers that Canada?s mining schools represent a distinct competitive advantage to the Canadian Mining Industry. The core objective of CMEC is to reinforce the links between the constituent schools and their individual Industry Advisory Committees. The latter traditionally provide the schools with a great deal of guidance on a range of planning issues, including recruitment, curriculum, research and infrastructure. Beyond those bounds CMEC intends to improve its ability to network with the industry and government. It is concerned overall with the objective to raise the quality and level of its educational and research contributions to meet the needs of industry and society.

The relationship between comminution testwork results and the milling circuit that is subsequently selected is not a direct one and frequently involves recourse to databases of past test results. This in itself reflects the lack of a systematic engineering approach in the design process. This paper reviews comminution tests for SAG mill design in an attempt to identify where the essential information comes from that will be used in mill selection. The conclusion is that results from traditional test methods, including obscure and little used procedures like the Mokken test, are more valuable from an engineering perspective than parameters for breakage rate based modelling. Suggestions are made on ways in which existing test procedures can be enhanced in order to generate parameters that can be directly related to characteristics of the milling circuit being designed.

Growing Greener is the single largest investment of state funds in Pennsylvania’s history, allocated to address the Commonwealth’s critical environmental concerns. Signed into law by Governor Tom Ridge on December 15, 1999, Growing Greener will enable the Department of Environmental Protection (DEP) to appropriate nearly $240 million over five years, to watershed restoration and protection, abandoned mine reclamation, and oil and gas well plugging projects. DEP has utilized these allocations in some remarkably innovative ways, as it: involves the cooperation of several state agencies, local governments, and grassroots organizations to address environmental concerns of the Commonwealth, provides funds directly to watershed groups based on locally determined decisions for local watersheds and offers a user friendly process. In three years, over $130 million in watershed restoration and improvement projects have been initiated.

The "Service de Protection Technique"of the "Institut de Protection et de Sûreté Nucléaire" was asked by the Commission of European Communities to conduct measurement campaigns which would make it possible to evaluate, on an experimental basis, the collective risk to miners exposed to radon in underground, non-uranium mines located in countries within the European Community. 1. METHODOLOGY USED TO CONDUCT THE CAMPAIGNS This campaign is original in that direct measurements of the individual monthly exposure to potential [a]-energy from short-lived radon daughters are made using personal [a]-dosimeters described previously (1). We call this type of dosimetry "personal dosimetry". The workers who wear the personal [a]-dosimeters were selected taking into account the various categories of workers and their work assignments in the various areas of the mine. Another way of finding out the occupational exposure of these miners consists in making numerous measurements of the radon concentration at the various work places, taking into account the time spent at each place by each worker. This procedure is too complex for an evaluation of the collective risk as requested by the Commission of European Communities and was therefore rejected. Additional data was gathered during these measurements campaigns using the following techniques (table 1). These values, from 2 to 15 ppm, are slightly higher than those usually found (2 to 5 ppm) (table 2). [ ]
