"Trials of automated technology at underground mine sites around the world have reported increased production and the potential for lower energy consumption. Autonomous mining eliminates a range of delays related to operator downtime and travel to the workface and facilitates continuous operation in conditions that are unsafe for workers. Automation also introduces complexities and safety hazards arising from equipment–personnel interactions; automated processes must be isolated from other stope-cycle–related activities such as production drilling, development, loading, and backfilling, poten¬tially requiring changes to the mine design to maintain an efficient and safe operation. "INTRODUCTION Coal is a complex substance consisting of many different constituents representing many chemical compounds, very few of which are known. It is homo genetic, however, in that it is derived almost entirely from plants. But plants as a whole are complex, being composed of a large number of tissues, each consisting of a large number of cells in a great number of arrangements and composed of a number of chemical compounds in great variety of proportions, and enclosing a large number of waste products representing a large number of' chemical compounds as cell contents. Coal should therefore be expected to be a very complex substance.That coals are formed from plants is no longer debated, but the manner in which coal was formed from the plants leaves many problems still unsolved. However, in general it is now conceded that all coals of all ranks and ages had their origin in deposits completely analogous to our peat deposits of today and that coal formation is a process that runs through the whole series, beginning with peat, and through, the various ranks of lignite, subbituminous, high-, medium-, and low-volatile bituminous, semianthracite, and anthracite in a related chain. In the study of coal, it is therefore of the utmost importance to study and to know not only the plants contributing but .also the manner in which they are transformed into the substances forming the deposits. It is therefore of the greatest value to review briefly the formation of :,eat as it is known today, and to inquire into the facts as to what plants contribute to peat, what parts and products prevail, what are the chemical compounds that enter and which prevail."

This study is primarily directed toward providing an understanding of the economic complexities associated with subsidence damage on the surface resulting from underground mining. Some of the pertinent theories on the physical stresses involved are reviewed, and both remedial measures and relevant laws in various countries are discussed. Part I (Chapters 1-3) is an historical overview of various aspects of subsidence problems (theoretical, remedial, and legal) during pre-World War I, between World Wars, and post-World War II, respectively. Part II (Chapters 4-9) presents a comprehensive analysis of the economic aspects of subsidence in relation to the following mining alternatives: (a) carrying out the lowest cost mining method without regard for any surface subsidence, (b) special mining techniques, (c) partial mining, (d) full recovery with stowing, and (e) sterilization or leaving the mineral unmined beneath selected areas. These alternatives are evaluated in terms of their measurable expenses.

Preparedness is an important element of any underground mine's strategic plan in dealing with an unexpected event, such as a fire. A fully implemented fire preparedness and response plan is essential in reducing the probability and seriousness of a mine fire. This report describes the development of an underground coal mine fire preparedness and response checklist (MFPRC). The checklist is a data collection instrument for profiling both the fire prevention and response capabilities of a mine site and usually requires 3 to 4 days to complete. The checklist encompasses conditions, procedures, and equipment that have frequently been identified as the primary or contributing causes of underground coal mine fires. At least 1 day is needed underground to evaluate the water system. This entails measurements of water flows and pressures at fire hydrants, and water throw distances of fire hose and nozzles at several locations (mains and branch lines). A few of the other topics that are discussed with mine personnel include detection and suppression systems, combustible materials, mine rescue and fire brigades, and firefighting equipment. The MFPRC was developed by the National Institute for Occupational Safety and Health (NIOSH),Pittsburgh Research Laboratory. Under a Cooperative Research and Development Agreement (CRADA) with Cyprus Amax, Twenty mile Coal Co. (Oak Creek, CO), the checklist was field tested and further refined. Additional field tests were conducted at several other operating coal mines.

The past twenty to thirty years have seen unprecedented research activity aimed at understanding the performance of flotation froths. In 1990, Finch and Dobby coined the term froth recovery factor, Rr, to represent the efficiency of the froth in delivering particles from the pulp-froth interface to the concentrate. Originally defined for flotation columns, Rr has also been found useful in modeling mechanical flotation cells, and a number of techniques, based on quite different approaches, have been developed for measuring the froth recovery in industrial flotation cells. None of these techniques is universally successful. This paper reviews the concept of the froth recovery factor, and the basis of each of the techniques that have been proposed to measure Rr, and examines the reasons for this parameter being so difficult to pin down. The first recorded discovery of diamonds in Australia was in 1851 in New South Wales. Subsequent prospecting has shown alluvial occurrences of diamond to be widespread through much of the Tasman fold belts of Eastern Australia. Production is estimated to be some 500,000 carats from several small alluvial fields. Despite extensive exploration, though, no primary rock source carrying significant diamond content has ever been confirmed in Eastern Australia. Conversely, diamond exploration of the older Western and Central Cratons of Australia during the past 30 years has discovered 12 fields containing 360 kimberlites, lamproites and lamprophyric volcanic pipes, dykes and other intrusives. Of those, 180 have been confirmed to be diamondiferous. Only one pipe, however, the 1200 Ma high-grade Argyle lamproite and associated nearby alluvials, has proved to be economically exploitable. Its current annual production is 40 million carats valued at about US$400 million. Production from the open pit will be sustainable until at least 2003.

The paper considers the selection of control instrumentation for a modern flotation plant, as well as the best interpretation and most effective use of the process data obtained. Process control computer availability is considered from the outset. A general philosophy of control is proposed which leads toward a system that is its own reliability monitor. The bulk of the problems are in grinding and classification. Alternative control methods are described that use particle size measuring devices. Flotation controls, based to a large extent upon on-stream X-ray analysis, are reviewed in detail. Reagent control methods are also examined. Methods to analyze the data obtained from the various measurement devices are introduced. These methods would enable an estimate of the validity of the data and require some redundant information. Another objective of these methods is the protection of operating equipment from possible control malfunctions. Although the discussion generally considers some degree of computer usage, this paper attempts to describe instrumentation and data analysis methods that enable control with or without the process control computer.

Barite, the sulfate of barium, occurs in many geological environments in sedimentary, igneous, and metamorphic rocks. The commercial deposits of barite may be classified into three major types. 1. Vein and cavity fillings that occur in rock fractures, along bedding planes, and in various solution structures. 2. Bedded deposits in which barite occurs as the principal mineral or cementing agent in stratiform bodies in sedimentary rocks. 3. Residual deposits occurring in unconsolidated material formed by the weathering of preexisting rocks. The geologic characteristics of each type of deposit are of fundamental importance to the successful search, development, and economic use of barite deposits.

Most supergene copper heap leach operations today employ forced-aeration, irrespective of ore grade. Unfortunately, there is little published quantification of its benefit. There is a natural desire to strive for the ideal chemical kinetics. The reality, however, is that physical mechanisms control the commercial extraction rate. This paper presents the performance of a number of operations, their operating conditions and physical ore characteristics, which contribute to non-ideal solution distribution and variable extraction rate. Regardless whether one uses forced-aeration, commercial experience to date suggests it is prudent to design for longer leach cycle times to ensure the production target is met.

Since the introduction of water cooled test rings the operation of cupelling retort bullion has not alone been sImplified, but has also been the means of concentrating the bullion for the fining test in a much shorter time.The first water cooled test ring which I used was rectangular in shape, inside dimensions 5 ft. 3 in. x 2 ft. IQ in., and made of i in. mild steel plates, with a water space of 9i in. x 3t in. However, it was found that as soon as the filling commenced to wear and the litharge came in contact with the jacket, the plate was gradually affected on the lines of the wash, caused by the blast. After a while the inside steel plate went beyond the factor of safety, and was then substituted on the sides and the front of the test ring by a tin copper plate, which has stood now for the last five years without showing the least signs of wear or leakage.The test remains in use as long as the bottom is regarded as safe, and toward the end of the life of the test the litharge is allowed to work against the copper plate.

In the United States the value of gold- and silver-ores is everywhere reckoned in ounces troy of the metal per " short ton " (2000 lbs. avoird.) of the ore. In the case of silver, which fluctuates in market value, the New York quotation on a given day must be known, in order to determine the gross value of an ore at that date. In Mexico the assay is reported &apos;in kilogrammes of silver or grammes of gold per metric ton. As everyone is aware, this is practically a percentage system, 1 kg. of silver per metric toll (1000 kg.) being 0.1 per cent., and 1 gramme of gold per metric ton, 0.0001 per cent. The notation is simple and convenient for both assayer and miner.* The Mexican government purchases at an unvarying price for silver, payable in silver, and at a fixed price for gold, payable in gold if the seller insists, but preferably in silver at about the rate of exchange between U. S. gold coin and Mesican silver coin. The value of silver is $40.915 per kilogramme in Mexican silver dollars. That of gold is $675.416 per kilogramme in gold coin. The mints do not, as a rule, issue gold dollars, as the government keeps them to pay the interest on the national debt. Almost all bullion containing a considerable percentage of gold is shipped to foreign countries (principally the United States) to be refined. Buoyed primarily by growing consumer spending, the economy rebounded from a weak second quarter. According to preliminary estimates released by the Department of Commerce, real gross national product (GNP) grew $2 1.9 billion during the third quarter, producing a seasonally adjusted annual growth rate of 2.4%, compared with a rate of 0.6% in the second quarter of 1986 and 4.1% for the third quarter of 1985 (table 1). Third-quarter real personal consumption expenditures and Government purchases of goods and services rose $42 billion and $7 billion, respectively, but those gains were partially offset by the continuing decline of gross private domestic investment, off $16 billion, and the growing trade deficit, up $11 billion. Three quarters of the growth in consumer spending occurred in the durable goods sector as consumers responded to discounted financing offered by automobile manufacturers attempting to lower inventories of 1986 vehicles, Increased purchases of other durable goods, such as furniture and home furnishings, also contributed to the strength of the durable goods sector. The success of the automobile inventory reduction program as well as weak factory output led to a $20 billion decline in inventory growth. Investment for housing and producers&apos; durable equipment expanded, however, and mitigated some of the impact of slower inventory depending on gross private domestic investment, Capital spending for nonresidential structures declined for the third consecutive quarter. The declining capital spending and the growing trade deficit continued to be significant and interrelated problems for the economy. Real capital spending for new plants and equipment during 1986 is expected to decline 2.5% after rising 8.7% in 1985 and 15.8% in 1984 (table 2). It is likely that capital expenditures bottomed out in the second quarter and that they will expand in the third and fourth quarters. The first-half decline was partially attributed to uncertainty arising from the pending tax- overhaul bill. Furthermore, there is little impetus for corporations to invest in new capacity since factories are operating at less than 80% of capacity (table 3) largely because of the continuing growth of imports. The growth rate of the trade deficit dropped sharply in the third quarter to less than half that of the previous quarter. Low oil prices, declining auto- mobile and steel imports, and increased exports of agricultural goods contributed to this decline. The continued low growth of the economy caused the Federal Reserve System to reduce the discount rate for the fourth time this year (in late August), drop ping it to 5,596, the lowest level in about 9 years. Inflation, as measured by the fixed- weighted GNP price Index, continues to remain low, but rose from the revised second-quarter level of 1.7% to 2.596, mostly because of rising food costs.

In this issue, the Bureau of Mines announces the availability of the latest of its Mineral Perspectives series: ?MP-4, mineral Industry of Western Europe." This publication describes the mineral industries of 19 Western European countries. For readers unfamiliar with this new series, reproduced below and on the two succeeding pages, is the section dealing with the mineral industries of France. Information regarding acquisition of this publication is found inside the back cover of this issue. FRANCE France is a moderately important producer of minerals, including iron ore, coal, potash, fluorspar, and uranium. In addition, France is a significant processor of imported minerals, chiefly for its own consumption. In general, it has exportable surpluses only of a little iron ore (low-grade ore exported to Luxembourg) and some nonmetallics.

During the past few years great progress has been made in the United States toward safer, more efficient, and more economical tunneling methods. This advance is partly due, no doubt, to the recent increase in the number of tunnels and adits driven for devel- oping and draining mines and transporting ore. The Bureau of Mines during 1911 and 1912 made a special examination of this phase of mining operations, in connection with an investigation of mining methods and means for preventing accidents. The details especially studied were the provisions for the safety of employees, the kinds of equipment, the methods of driving, and the costs of con- struction. The results and conclusions obtained from that investi- gation are discussed and summarized in this bulletin. Up-to-date information concerning tunneling methods is difficult to obtain. There are few books on the subject; and much of the material they contain, although interesting and of value historically, is now obsolete. The engineering periodicals, it is true, endeavor to keep abreast of the times, and several in nearly every issue present some article bearing upon tunnel work. But the very multiplicity of these articles prevents one from reading them all, and the foreman or superintendent in charge of a tunnel, or the mining engineer designing one, and especially the business man financing the project, has no time for a lengthy search after scattered articles in order to determine the present status of tunnel work. Then, too, knowledge of new methods travels slowly. Valuable inventions and improve- ments in tunneling as well as in all the other industries frequently remain in the notebook of the investigator, or as theses are buried in university libraries, or are published only in journals of small scien- tific societies. New tunneling methods and equipment that are prov- ing safe, efficient, and economical may be totally unknown outside the district in which they originate. This paper, based on a special examination both in the field and in engineering literature, is in- tended to supply data concerning modern and recent tunneling practice in the United States, and to make suggestions that, it is hoped, will result in a saving to the mining industry of energy, capital, and life.

The metallurgical processing involved in the produc-tion of the new Canadian one dollar coin is reviewed starting with the hydrometallurgical production of pure nickel powder, followed by the powder metallurgy process for the production of nickel strip and coinage blanks, and concluding with the Aureate bronze electroplating and heat treatment procedure. Coinage requirements are then reviewed with regard to economic, public acceptance, and service requirements. Finally the properties of Aureate nickel coinage are presented in the light of the many and varied coinage requirements, and it is concluded that the new Canadian dollar coin exceeds the requirements admirably.

Y,:—Since the presentation of my note on this subject at the New York Meeting, Professor Louis has pointed out an error in my statement of his conception of " pitch "—namely, he understands the pitch, in the restricted sense which he proposes, to be the angle of inclination of the axis of an ore-body, measured on the vertical plane drawn through the body; whereas, I represented him as proposing to define " pitch " as the angle of inclination of an oblique body, measured on the plane of the dip, in the direction of the strike. The difference will appear upon consideration of the accompanying isometric projection, Fig. 1, in which ABCD represents the plane of the inclosing ore-deposit (vein or bed), and AC the axis of the oblique ore-shoot. "The Red Dog Mine has increased mill throughput for most years since startup. Although flotation equipment has been added over the last 10 years, the Red Dog metallurgical performance has been restricted by a lack of adequate flotation capacity. Two reduced tonnage trials conducted in 1997 as well as numerous SAG relines have consistently indicated the potential to significantly increase both zinc concentrate recovery and grade with additional flotation capacity. Late in 1999, a new circuit was designed with increased flotation capacity while simplifylng the current circuit, providing for three stages of dilution cleaning, and creating a retreat section. The purpose of the retreat section is to target the more complex particles and allow the chemical environment to be fine tuned for improved iron depression. In total, twentyone (21) Outokumpu OK50 mechanical flotation cells and four (4) 3.66m dia. column cells will be added to the current flotation circuit. The VIP (Value Improvement Program) Mill Optimization project is also addressing thickening, water treatment and power issues and has a total budget of $US105 M. Startup of equipment will be phased in to minimize the impact on current operations and is expected to be complete by the end of Q3-2001.INTRODUCTIONRed Dog Operations started production in November 1989. The mine is located above the arctic circle in northwest Alaska. It is linked by an 80 km road to a port-site facility where the concentrate is stored. Concentrate is shipped to markets throughout the world during the one hundred (100) days of open seas. Typical of sedimentary exhalative deposits, the metallurgy proved to be challenging and coupled with many mechanical shortcomings, the initial few years were very difficult. The start-up issues were slowly resolved and in 1998, a major grinding expansion, the PRI (Production Rate Increase) project, was completed. The project was designed to allow a 40% increase over the 1995 throughput. In 2000 mill throughput was 3,050,000 tonnes to produce a total of 960,000 and 140,000 dry tonnes of zinc and lead concentrates respectively, making Red Dog the largest zinc concentrate producer in the world. To address a shortage of flotation capacity remaining from the PRI grinding expansion, a project designated as the VIP (Value Improvement Program) Mill Optimization project was initiated. The mill optimization project is targeted to produce 1,100,000 tonnes of zinc concentrate at 56% zinc grade and 87% zinc recovery. The project will add twenty-one (21) Outokumpu OK50 (50m3) flotation cells, four (4) 3.66mO column cells and address water treatment, thickening and power generation capacities."

"In the development of a new product as well as during its introduction on the market, it is very important to give due consideration to problems involving patents, licenses and trade marks. At the very beginning of the research and development program, it is obviously essential to ascertain, through a suitable patent search, that the product in question will not infringe any patents which are still in force. Then, a possibility of achieving one's own patent or proprietary position on the product or the process of its manufacture should be carefully explored. Licensing arrangements that one may reach with respect to patents and know-how covering such new product may, in the final analysis, determine its over-all success or failure. If one can count on licensing revenues or some favourable cross-licensing arrangements with respect to a newly developed product, this may go a long way to achieving profitability and success. The selection of a good trade mark is probably one of the most important acts that one has to perform once the product is developed, as customers will identify the new product by such a trade mark. In many instances, successful marketing and widespread acceptance of a product are largely due to its appealing name or trade mark, accompanied by proper promotion and advertising. Once the trade mark has been adopted, it should be registered in the Trade Marks Office to provide the protection afforded by federal statute. If the product is to be manufactured, sold or licensed in some other countries, similar considerations should be made with regard to each such country."
