Mr. President, and Members of the Rocky Mountain Coal-Mining Institute-Gentlemen : I appreciate the distinction of addressing this representative body of men upon a subject that lies so close to the heart of each one of us, and which is one of the principal objects of our gathering here today, in this beautiful city-so beautiful, with its grand and glorious mountains looking down upon us, that its charm makes us almost forget the men we left toiling "underneath the ground." But that object-the safeguarding of our coal-miners, who spend the greater part of their lives delving in the bowels of the earth-is the cause of our gathering from the "rock-ribbed" States of Utah, Wyoming, New Mexico, and Colorado. And, as I look about me, my eye lights on the face of many an old-time friend- on some with whom I have walked for more than thirty years; so, whatever the merit of this little talk of mine, it cannot be said that it was made by a "tenderfoot." You must not for a moment think that I shall attempt the impossible task of completely covering so comprehensive a subject as '(Accidents in Coal Mines,' and take much more time than has been allotted me, or would be advisable for me to consume. So I shall confine myself, as briefly as possible, to some of the most common causes of accidents, and the possible means by which these disasters may be diminished. For a great many years the cause of mine accidents and their prevention have been the subject of grave thought and investigation by both national and state governments. As early as 1835 Great Britain appointed a royal commission of talented men, possessing special knowledge in the conduct of coal- mining, also eminent authorities in science and its application, to search into these matters. Eng (Mining Engineering) degree The Self-directed work team concept is the product of relentless performance pressure on American industries during the late eighties and early nineties from other world industrial leaders like Japan. The concept proved to be a successful vehicle by which the Americans could increase their production and improve their safety statistics. The aim of this study is to evaluate the concept as a means to improve the overall performance on South African goldmines. he study is directed by a historical research section, answering questions like: ?Why do we need to change? ?What is a Self-directed work team? ?What are the principle advantages of the concept? ?What are the essential requirements for the concept to succeed? The study also includes an empirical research section that focuses on the current Self-directed work team situation in the South African gold mining industry. The empirical research section is limited to three case studies within Anglogold due to a study period of only six weeks. The mines chosen for the case studies have been labelled Mine 1, Mine 2 and Mine 3. The latter being the base mine allowing for a more in depth study. This includes a perception analysis towards Self-directed work teams within the mine. The study proves the truth of the Latin proverb ?Tempora mutantur, nos et mutamur in illis? meaning ?The times are changing, and we are changing with them?. The chief change catalysts identified are a dwindling gold price and a projected labour crisis. From the study it is evident that the Self-directed work team concept disposes of the critical parameters required for a dramatic improvement in performance. The study also indicates that for the concept to succeed, certain factors like top-level commitment and management-employee trust have to be in place. Sadly, the concluding part of the study proves that very few of the identified critical success parameters are present in the South African gold mining industry. This can serve to explain why the industry only has success with the concept when monetary gain is the chief motivator. The study only focuses on the reasons why the concept is not performing to its full potential and does not wander into explaining the reasons for the current unsupportive milieu in the industry. Self-directed work teams could well rescue the South Africangold mining industry but currently we are driving a square pin into a round hole! The Bureau of Mines Minerals Information organization collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Minerals Information activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral- material production or consumption.

In South African metalliferous mines, stoping operations are largely confined to narrow, tabular orebodies making mechanization extremely difficult. Limited flexibility in terms of stope width has necessitated drilling by means of handheld, pneumatic rock drills at most of our operations. As the largest producer of platinum in the world, we drill in excess of forty million stope blast holes per annum. Cleaning of the broken ore is also done by conventional means?utilizing scrapers and scraper winches. Conventional methods such as these carry high costs in terms of risk exposure as well as labour intensity. The purpose of this paper is to describe the development of a long hole stoping system suitable for the narrow platinum reefs. The new system had to be substantially safer and more cost effective than conventional mining. We selected a site that was conducive to mechanized mining and set out the parameters that we considered would meet our requirements. We then conducted a feasibility study to evaluate the conceptualized long hole stoping system in terms of specific goals. An analysis of the proposed system identified the Key Performance Indicators (KPIs). One of the most critical goals was to be able to create a man-free stope. This would mitigate the safety risk associated with normal stoping operations, as well as the inefficiency cost previously referred to.

This paper illustrates the use of variography and moving average plots as an aid to analysing variations in the process that can be used to direct the improvement efforts. The hydrometallurgical processes used in manganese metal production consist of sequential unit operations that include milling and reduction of manganese ores. Leaching of the reduced ore, is followed by solid-liquid separation, residue disposal, solution purification and electrowinning of manganese metal completes the process. The nearly 250 integrated process control loops rely on reports of pH, flow pressure, level, temperature and chemical analyses. Metallurgical accounting, reconciliation and process control is achieved through monitoring of the chemical and mass balances within the manganese reduction plant, requiring approximately 50 000 analyses of solids, powders and liquids each month. The largest numbers of samples are taken in the cell house. Changes and variations monitored by sample statistics ensure that the manganese products comply with predetermined specification limits. Optimising the information-value of the approximately 50 000 samples in the manganese plant is carried out in tandem with ongoing process optimisation. Variographic analysis of daily sampling data suggests that the cyclical behaviour evident in the moving average plots is only a reflection of random residual variability and not a reflection of true underlying variability related to cyclical phenomena. Low resolution in the variogram of daily sampling data masks the short-range variability that emerges when hourly data are analysed. Hourly samples collected over a 39-day period (giving 941 sample data), helped identify short-range cycles in the process. The relative distribution of variability for daily sample intervals, indicate that 57 per cent arises from V[0], 18 per cent from V[process] and 16 per cent from random residual variation. V[0] includes all the uncontrolled sampling error arising from a poor sampling protocol, the fundamental error (FE), the grouping and segregation errors (GSE), the delimitation error (DE), the extraction error (EE), etc. This confirms the suspicions regarding the suboptimality of the sampling protocol and the way it is implemented. The absence of long-term trends in the leach suggests that short-term variation (less than one day) dominates the process. While the control charts indicate that the overall processes are maintained above the lower specification limits and the target values, there is nevertheless a considerable amount of variability in the system that overhangs the processes and threatens to impact them negatively. Although the variability in the leach is above the prescribed limits, the volatility is a matter of concern because it seems to be uncontrolled. The comparison of the various sources of variability in data collected on an hourly basis suggests that the short-term random variability (V[0]) accounts for almost 50 per cent of the variability in the process. The main source of this variability is due to errors in the sampling protocol and is probably related to the size of the fundamental error (FE), the grouping and segregation errors (GSE), the delimitation error (DE), the extraction error (EE), etc. Remediation of FE and GSE will probably lead to a reduction in V[0], whereas V[process] could be mitigated by reducing the biases associated with DE and EE in particular.

"Flotation plants typically aim to maximise recovery at or above a target grade. As the ore from the mine varies, operators increase or decrease the mass pull in different flotation banks by adjusting air and level set points in order to achieve target concentrate grade. A methodology has been developed to maximise overall recovery at target grade by determining the optimal mass pull for each bank. However, the approach of targeting equal grade for each ore type in the deposit leads to sub-optimal overall recovery. This is because some ore types sacrifice a large amount of recovery to reach target grade while others easily achieve target grade and can be processed at higher than target grade for little or no loss in recovery. Processing different ore types at different grades and blending the concentrates therefore gives a higher overall recovery.This paper presents a case study where an 80 year production forecast was made for a large Chilean copper concentrator in feasibility stage. A circuit model was created using SGS’s Integrated Geometallurgical Simulator (IGS) for the different ore types to be processed. The model was calibrated from standard rougher flotation tests (MFT), cleaner tests and from the results of plant surveys of similar operations. The pull rates for each bank in the circuit were determined to achieve an optimal graderecovery curve for each ore type. These curves were combined at different concentrate grades for each ore type to obtain the mathematically optimal overall recovery at target grade. The paper shows a methodology for obtaining an optimal combination of operating conditions for each ore type to maximise overall recovery at a set combined concentrate grade."

Improved metals and other commodity prices have caused the mining industry to open new mines, re-evaluate development opportunities at potential mines and increase production at existing ones. This sense of renewed optimism is being seen at operations and development projects around the world. Except in the United States. The regulatory structure there has not allowed the domestic industry to share much in mining’s resurgence. It can still take up to 10 years to permit a new mine. And, while Clinton-era regulations regarding mill sites have been put on hold, existing mines that wish to expand operations still face significant regulatory and environmental hurdles. But things may begin to improve in the United States.

Some Otago quartz veins display spectacular open-space filling textures indicative of shallow formation. Fluid inclusions in some such veins show that fluid immiscibility occured before or during mineral deposition. This immiscibility or 'boiling' occured at depths ranging from about 3 km to within as little as about 100 metres of the paleo-surface. Temperatures of mineralization range from 190 - 250¦C. Metals deposited in these veins include: Au(+Ag), Hg, Sb and As. Hydrothermal alteration is confined to minor silicifation of immediate wall-rock schist, less than about two metres from the veins. These veins have some similarities to classical epithermal systems elsewhere in the world, although wall-rock alteration is much less developed in Otago. From analogy to these classical epithermal systems, it is speculated that gold mineralisation may be found beneath Otago stibnite and cinnabar localities.

Occupational exposure to hand transmitted vibration (HTV) arises from the hand held powered tools extensively used in the mining and construction industry such as rock drills, chipping hammers, chain saws etc. Regular exposure to HTV is the major cause of a range of permanent injuries to human hands and arms which are commonly referred to as hand-arm vibration syndrome (HAVS). In addition to this, the percussive tools generate overall sound power levels in excess of 110dBA in most cases. Such a high sound power level greatly exceeds the maximum permissible exposure limit (PEL) of organizations such as National Institute for Occupational Safety and Health (NIOSH) and the Occupational Safety and Health Administration (OSHA). Long term occupational exposure to this noise has been diagnosed as the main reason for permanent hearing loss in the operators. It is therefore important to develop an understanding of the mechanisms which lead to these high vibration and sound levels and in order to do this a detailed computational model of a pneumatic chipping hammer has been made. This paper presents a nonlinear computational model of a pneumatic chipping hammer. In order to better understand the dynamics of the chipping hammer, the hammer was subdivided into components that are shown in figure 1 (a) (based on a chipping hammer manufactured by Atlas-Copco). The hammer mainly consisted of a center body, a moving piston and a chisel. Compressed air is used to drive the piston inside of a cylinder and on the downward stroke this piston impacts the chisel to create the hammer effect. The machine has one pneumatic valve and this valve regulates the air supply either to the upper chamber or to the lower chamber. The valve changes according to the relative pressures in the two chambers and the supply pressure. There are also twelve different exhaust ports at two positions along the cylinder labeled upper ports and lower ports. As the piston moves the ports can be closed or open (allowing exhaust). Fundamentally, the computational model was made up of two different sub-models, a fluid model and a structural dynamic model as shown in Figure 3 (a) and (b) respectively. The first sub-model takes into consideration the fluid dynamics of the machine since the hammer is driven by compressed air. Equations for the mass flow rate though bleed orifices (assuming an isentropic process) 1 is used to determine the mass flow into and out of the upper and lower chambers. The Southwest Pacific is a region of active volcanism and geothermal systems. Only in New Zealand have the geothermal systems been exploited for electricity generation and industrial processing. At present, approximately 280 MWe of geothermal electricity is generated in New Zealand. A considerable amount of further exploration work is required before the total geothermal potential of the region can be assessed and before the significance of these resources can be judged against other local energy sources.

A new system for granting access to mineral rights is proposed in the recently released White Paper, ?A Minerals and Mining Policy for South Africa?. Official policy states that ?Government?s long-term objective is for all mineral rights to vest in the State for the benefit of and on behalf of all the people of South Africa?. In order to achieve this objective, government is presently investigating the feasibility of imposing a financial or tax-related disincentive to holding mineral rights. The paper aims to present the pros and cons and to examine the alternatives which will cause minimal disruption to the minerals industry in the period during which mineral rights are transferred to the State. South Africa is a country whose economic and political history is embedded in the development of its mineral resources and has inherited a system which cannot simply be wished away. Hasty or radical decisions will compound the problem, rather than provide a lasting and widely acceptable solution. Mineral rights ownership and its impact on access to mineral deposits are discussed. Taxation as a possible economic disincentive is also evaluated. Finally, the value of mineral resource related information as a prerequisite to mineral policy decisions and as an alternative to mineral rights taxation is emphasized.

Newmont Waihi Operations is participating in the initiation of a community liaison forum in association with the local district council. The objective is to provide a forum for the free and regular exchange of ideas, concerns and information, and through improved communication seek to achieve a more comprehensive set of solutions to community, operating and closure issues associated with Martha Mine. A similar liaison forum has been operated on two previous occasions during earlier phases of the present mine's operation. This paper deals with the practical aspects of setting up a liaison forum to act as an effective conduit between regulators, mine operators, local businesses and the community. The mechanisms and procedures for identifying community issues and concerns are dealt with. The actions and structures required to ensure effective ongoing community 'buy in' at all levels are discussed. Corporate philosophies are addressed. Specific examples from Martha Mine, Waihi New Zealand will be used to illustrate the paper. This will include a brief explanation of previous and current community issues, Newmont Waihi's operations both at Martha Mine and the proposed Favona underground mine, and the practical issues involved in setting up a liaison forum.

In March 1990, Heritage Mining conducted a 2000 line km high resolution aeromagnetic survey of all its prospects in the Coromandel Peninsula. One of the areas covered was the Onemana Peninsula, situated about 5 km north of Whangamata. Details of location and geology are given by Robson and Stevens (this volume).   The detailed helicopter-borne magnetic and radiometric survey over the Onemana area consisted of 163 line kmÆs of flying, and was carried out in order to assist in the definition of hydrothermal alteration and pre- or post- mineralisation structures. The line spacing chosen was 100 m, flown east-west, with a mean sensor terrain clearance of 80 m. Tie lines were flown north-south every kilometre for levelling purposes. The sensor was a Geoinstruments G-813 proton precession magnetometer in a towed bird, with data recorded using a Geoinstruments G-2000 acquisition system.   The Onemana alteration system is at the northern end of a major north-north east trending structural corridor defined by regional aeromagnetic surveys performed by AMOCO in 1980 (Rabone, 1991). T his structure hosts a number of other extinct hydrothermal systems including Karangahake and Golden Cross. In the Onemana contour plot the predominant north-northeast structures form the boundaries of a large area of subdued magnetism in the southern part of the surveyed area that is caused by intense hydrothermal alteration. This area is about 3.5 km long by 1 km or more wide and contains outcropping sinters and hydrothermal eruption breccias, as described in Robson and Stevens. A number of other structures transect this alteration zone, with strike directions ranging from northwest to north. A northwest feature notably truncates the zone to the south, while the northern end seems to be simi1arly bounded; however as data coverage ends at the coast, this feature is less conclusive.    Two distinctive types of strongly magnetic rock were discernible the contoured data. The strong negative magnetic anomalies the north and west are caused by fresh negatively magnetised rhyolites. This was confirmed by ground follow-up work that showed the rocks to be fresh biotite rhyolites with high magnetic susceptibilities.

The world mineral industry has over the years experienced growth in the production of nickel (Ni) due to its use not only in the catalytic industry but mainly also to its demand in the stainless steel production industry. Hence there is a need to produce more pure and marketable grades of Ni through the use of efficient purification routes such as solvent extraction. The V10-LIX®84-IC system resulted in nickel (Ni) extraction isotherm shifting to lower pH levels. The pH window of opportunity for the extraction of Ni subsequently increased in solution containing magnesium (Mg) and calcium (Ca) even though the system also resulted in slight shifts to less positive pH values for Mg and Ca curves. Results showed a synergistic effect of LIX®84-IC when added to V10 for all elements, Ni, Mg and Ca. The pH50 values for elements Ni, Mg and Ca in the V10-LIX®84-IC system were 2.95, 8.10 and 7.70 respectively. Comparing results obtained when using V10 alone produced ?pH50 for Ni, Mg and Ca being 3.35, 0.15 and 0.70 respectively, which was a confirmation of the synergistic shifts for all the elements. The ?pH50 (Mg-Ni)value was 1.95 with no synergism and 5.15 with synergism and that for ?pH50 (Ca-Ni)was 2.10 with no synergism and 4.75 with synergism. This showed that the Ni-Mg separation factor was relatively larger than the Ni-Ca. Improved loading and stripping kinetics were also observed. The use of small diameter cast-in-place bored piles is becoming increasingly popular in the United States. Such inserts are used as conventional load bearing piles, and are generally referred to as pin piles. The other major application is for the in situ reinforcement of soil slopes or excavations. The paper reviews the applications, construction, design and performance of inserts of each type.
