The Otter-Juan mine was closed by WMC Resources? Kambalda Nickel Operations (WMC-KNO) in 1999 due to the combined effects of low Nickel prices and high mining costs. GBF Mining Pty Ltd purchased Otter-Juan Mine from WMC in early 2001 as part of WMC?s disinvestment from the nickel mines in the Kambalda area. Goldfields Mine Management (GMM), (a wholly owned subsidiary of GBF Pty Ltd) re-opened Otter-Juan in May 2001. The Otter-Juan mine is one of the oldest mines in the Kambalda region and is now mining at depths below 1160mbs. Stresses are very high, rock mass deformation considerable, and the mine has a history of serious seismic activity. Orebody widths in the current mining area range from 2 to 2.5m, with dips from 25° to 40°. On taking over the operation, GMM converted the mining method from the previous mechanised drift and fill method to a slot-rise and strip method using hand held airlegs. During the latter years of production under the control of WMC, production averaged around 12000 tonnes per month, with grades of 2.7% and orebody extraction of only 55 to 60%. In the last three years of operation under the control of GMM the mine has produced an average of 12000 tonnes per month of ore at an average grade of 4.2% and with an orebody extraction of 70 to 75%. The mine is now highly profitable with at least another 3 years of reserves remaining at depth. The main benefits of the current method include reduced dilution and increased extraction. In the relatively poor ground conditions experienced this has only been possible using airleg mining, with excavations designed to suit conditions, support to suit rockmass deformations, and with improved extraction sequencing. Other benefits have included improved operating conditions, reduced falls of ground incidents and a dramatic reduction in seismic activity. These achievements have only been possible by stepping back in time and using traditional airleg stoping methods to extract the maximum amount of the orebody with minimum dilution. Air overpressure is becoming an increasingly problematic issue within the quarrying industry. With blasting operations moving ever closer to residential properties, the number of complaints about air overpressure is beginning to increase. It is therefore important for operators not only to have a greater understanding of the blasting parameters that give rise to air overpressure but also the factors which have an effect on air overpressure levels as it attenuates with increasing distance from the location of the blast.

THIS paper does not deal with all sands used in the glass industry in Missouri; it covers only that used in the plate-glass factory at Crystal City. However, it is probably safe to say that other sands, produced throughout the state for this purpose, are of identical nature. The glass sand used in Missouri is commonly called the St. Peter deposit, which is ascribed to the Ordovician Rock series in the form of sandstone. This St. Peter deposit, aside from a few small outliers, covers a large area of eastern Missouri. It forms, through a broad curve, the northeast margin of the typical Ozark region between Cape Girardeau on the southeast and Mineola, Montgomery County, on the northwest. The belt is extremely irregular, varying from one to ten miles in width; its length is 150 miles in a straight line. The outcrop near the entrance to the Crystal City mine appears in the form of a sandstone bluff approximately 30 ft. high, running along Plattin Creek (Fig. 1). Above the sand rock an overburden of Joachim limestone appears, which thickens to nearly 300 ft. and forms the hill commonly called Buck Knob. The definition of mineral rents has historically been somewhat unclear, but a growing understanding of the source and composition of the revenues that comprise these rents mean that they can be more easily identified and quantified. Furthermore the way in which the flow of the rents from mineral developments are captured and then distributed has been a point of contention amongst the various stakeholders. Investors, the host government, the resource owners, environmental interests, indigenous groups and land owners are identified in this paper as the principal participants in mineral development and while each is entitled to a portion of the rent, the size of their portions will differ. A competitive rent-sharing model for southern African countries has been established and indicates how the range of stakeholders could be rewarded for their contribution. Acceptance of the sharing ratios amongst the recipients is a function of their understanding of the size of the rent and their position in the hierarchy of stakeholders. At first glance investors appear to receive the largest share of the rent, but they disburse some of the rent to hidden costs, which when all is said and done, means that investors and host governments retain approximately equal shares of the mineral rent. Both the investor and government are faced with the dilemma of how to equitably distribute the rents they have captured to minority stakeholders. Government captures corporate tax, mineral royalties and a wide range of subordinate taxes, but is required to construct policies that will ensure distributional equity among the various levels of government as well as among the provinces that comprise the country. Investors will have to ensure that a portion of the rents they capture are diverted to other stakeholders namely resource owners, environmental interests, indigenous peoples groups and the landowners. This paper identifies the major recipients of rent and provides some indication of equitable distribution ratios for mineral wealth among them?a first step in ensuring that mineral development is compatible with long-term sustainable development and in the best national interests.

The ores treated at the concentrating plant of the Mahoning Mining Co. at Rosiclare, III., come largely from the blanket replacement deposits of the northeastern part of Hardin County, Illinois, and consist of complex mixtures of galena, sphalerite and fluorspar in a gangue of quartz, limestone and sandstone. The several minerals are so intimately inter-grown that they are not liberated at the sizes usually treated by gravity concentration in the usual fluorspar plant. For this reason, an all-flotation method of concentration was developed in cooperation with the station of the U. S. Bureau of Mines at Rolla, Mo.1 This flotation separation made possible the commercial production of four concentrates: (I) lead, (2) zinc, (3) acid-grade fluorspar and (4) metallurgical-grade fluorspar.2,3 Although fluorspar had been floated in Canada in 1921 and a plant at Rosiclare had been floating fluorspar since March 1929, fluorspar flotation was given considerable impetus by the Mahoning developments, since some features of the separation were quickly adopted by other fluorspar companies. The Bureau of Mines6 reports that in the 10 years preceding 1938 only 50,552 tons of fluorspar flotation concentrates were produced in the United States. The rise from this almost nominal figure to 153,750 tons (largely acid grade) in one year (1944)6 is indicative of the activity in fluorspar flotation occasioned by the war. The industry thus proved to be in a position to expand and keep up reasonably well with the requirements imposed upon it by such developments as occurred in high octane aviation gasoline alkylation, in the use of Freon as a refrigerant and as carrier in the Aerosol "bug bomb," and in the atomic bomb project as well as in the expansion of other activities requiring hydrofluoric acid; for example, the aluminum industry. Despite the fact that the greater portion of acid-grade fluorspar produced in the last few years went directly into war uses, the future of the acid-grade field still appears bright. As a result of the activity in fluorine chemistry during the war, it seems likely that in the relatively near future almost every phase of human endeavor will find some fluorine compound involved. The other three concentrates produced deserve some attention in these introductory remarks. The lead concentrates first produced contained both zinc and fluorspar but these did not interfere with their marketing. As will be pointed out later, the quality has steadily improved until today it is a relatively high-grade product. Although some zinc smelters accept concentrates containing limited quantities of fluorspar, it is a very objectionable impurity. Multiple seam mining interactions caused by full extraction mining, whether due to undermining or overmining, frequently involve tensile failure of the affected mine roof. The adverse ground control conditions may prevent mining for both safety and economic reasons. Prior researchers have identified the geometric, geologic and mining factors controlling multiple seam mining interactions. This numerical study examines the mechanics of these interactions using a modeling procedure that 1) incorporates the essential constitutive behavior of the rock such as strain-softening of the intact rock and shear and tensile failure along bedding planes and 2) captures the geologic variability of the rock especially the layering of weak and strong rocks and weak bedding planes. Specifically, the numerical study considered the effect of vertical stress, interburden thickness, and the immediate roof quality of the affected seam in both undermining and overmining situations. The models show that for overburden-to-interburden thickness (OB/IB) ratios of less than 5, interactions do not occur, and that for OB/IB more than 50, extreme interaction is a certainty. In between, the possibility of an interaction was found to depend on gob width-to-interburden thickness ratio, site specific geology and horizontal stress to rock strength ratio in addition to the OB/IB ratio. The models also showed that horizontal stress was profoundly altered well above or below a full extraction area and that these changes are likely to influence the success or failure of multiple seam mining. The role of horizontal stress in multiple seam mining interactions has received little attention in prior investigations. Four factors control the mechanics of multiple seam mining interactions: 1. vertical stress concentration 2. horizontal stress concentration 3. stress re-direction 4. bedding plane slip bands A combination of vertical and horizontal stress increase and high stress gradients in the vicinity of full extraction areas re-orients principal stresses into a very unfavorable direction. This seemingly small stress re-orientation has a profound adverse effect on bedded rock.

The high cost of constructing mineral processing plants in remote locations warrants a close examination of the alternatives available for reducing the amount of on-site construction work. Among the alternatives are portable process plants, modular design and barge mounted plants. Each alternative has certain advantages as well as limitations depending upon specific conditions. On the basis of practical experience and engineering analysis, the paper examines the potential benefits to be realized by these techniques and summarizes the conditions required to obtain them. The potential savings indicated by such studies should encourage consideration of innovative design features for new plants located in remote areas.

The following is a report on the development of two unique and separate cofferdam systems used in the construction of the marine foundations for the I-205 Columbia River Bridge at Portland, Oregon for the Oregon Department of Transportation. The first of these two systems utilized interlocking H-pile 100 ft long to form a cofferdam 145 ft by 58 ft in plan and 100 ft deep. The second system consisted of two immense bell shaped steel forms. The larger of the two forms was 83 ft by 66 ft in plan, 62 ft high and weighed 450 tons. This form was externally stiffened for a designed hydrostatic head of 54 ft. Both forms were designed, except for the top 14 ft, to be set and stripped in one solidly welded unit. The supporting geological formation for the bridge foundations is the Troutdale, a cemented sand and gravel. This formation is at the ground surface on the Washington Shore and slopes downward to a depth of 115 ft below normal high water at about mid-channel. In this area the Troutdale formation is covered with a layer of fine to medium sand 90 to 100 ft thick. It was the variable depth of the Troutdale which determined the two types of foundations and the corresponding to the two cofferdam systems.

Investigations were undertaken to assess the suitability of CSIROflotation methods for improving the efficiency of separation of heavyminerals in the monazite circuit at the Westralian Sands Limitedoperations at Capel, Western Australia. Flotation work was conducted on two plant samples. The first was a high-titanium product containing considerable amounts of zircon and silica as quartz and aluminosilicates, and the second was a low monazite/zircon material containing high levels of silica. A three-stage process including reverse flotation was developed totreat the first sample. In this process monazite, zircon, quartz, andaluminosilicates were selectively concentrated by flotation and screening to produce a titanium-rich product. In the first stage, an acid amine float, monazite, zircon, and some non-zircon silica were recovered and in the second stage, an alkaline amine float using a fluoride activator, more quartz and staurolite were floated. The titanium minerals were thus concentrated in the unfloated fraction. In the third stage, the titanium-rich flotation tail was screened at 250 ¦m to remove the remaining coarse aluminosilicates. In a single pass, the three-stage process yielded a TiO2 recovery of 64.0 per cent with the titanium-rich product assaying 70.3 per cent TiO2.

The ever more present necessity for greater precision in foundation structures on vertical piles subject to horizontal forces applied to the heads, in the light of of the latest knowledge about the elastic-plastic behaviour of the soil has led to the use of numerical calculation for the formulation of a general resolution method for the problem. The calculation method that will be set out, applicable to piles with inertia moments variable discreetly along their axes is especially useful when studying steel structures for medium and large tonnage vessels for which the metal piles are often constructed for the assembly of section of equal external diameter but different thickness and therefore different inertia moments. Two examples are given of constructions whose foundations have been projected with these calculation tools, one in the railway sector (foundation pile for the river Nera viaduct - Italy) important for the limitation of horizontal relative deck displacement, the other maritime (Dolphins of the petroleum pier of the port of Bandar Abbas - Iran).

Two dry docks are currently under construction on the northern banks of the Persian Gulf by Iran Shipyard and Offshore Industries Co. (ISOICO). The construction of these dry docks forms a huge civil offshore project. The foundation system include more than 6500 large diameter (40-48 inch) spiral pipe piles with embedded depth varying from 18 to 25 meters. Extensive geotechnical subsurface investigations were carried out in the project site in order to provide enough information and proper perspective on the underlying soil layers. The results of geotechnical investigation indicated that a 20 m thick dense silty sand layer exist which can be considered as the main bearing stratum. Due to short clear distance between the piles (less than 3 m) refusal occurred for some piles, accordingly led to actual length less than their design length. To verify and in-situ evaluation of piles capacity, static and dynamic full scale loading tests programme were performed. The data from 40 static compression and tension and also 50 dynamic tests with PDA were interpreted and analyzed by current approaches and CAPWAP software. The results of analysis demonstrated that the safety factor of bearing capacity of piles must be increased to reach a safety factor of about 1.8. To achieve this purpose the interaction of combined piled-raft system has been realized.

Washington?s King County is constructing a new regional wastewater treatment facility, called Brightwater, in response to growth in the greater Seattle region. Planning conducted in the late 1950s identified the need for two regional treatment facilities. Constructed in the 1960s, these plants have served the region well. However, an eventual need for a third facility was also recognized. The Brightwater project implements the final phases of the long-term plan. The project includes a new treatment plant and an extensive conveyance system. When completed in 2010, the Brightwater facilities will treat sanitary sewer flows from growing populations living in northern King County and southern Snohomish County. The new system will fulfill commitments to provide wastewater services to local jurisdictions and sewer service providers in the King County Service Area. It will also provide more flexibility in the operation of the King County regional wastewater system. The Brightwater wastewater treatment plant will provide secondary treatment capacity using membrane bioractor technology in 2010 for 36 million gallons per day (mgd), with anticipated expansion in 2040 to 54 mgd, using membrane bioreactor technology. These capacities are for average wet-weather flows. The plant will also accommodate peak hourly flows of 130 mgd by 2010 and 170 mgd by 2040. The past decade has seen rapid expansion in the West African mineral exploration environment. This expansion has been largely driven by changes in ?Political climate ?Fiscal and legal regimes ?Exploration approaches ?West African geology. Major regional mapping and geochemical surveys by the UNDP, and the BRGM in the late 1970s and early 1980s laid the foundation for the rapid development of mineral exploration and resources during the past decade. An additional driving impetus was the discovery by native artisanal miners of many significant new gold occurrences at Libiri, Essakan, Bouda and Tirahori, during the great droughts of the late seventies and early eighties.

"The paper describes the author's experiences in the startup of autogenous and semiautogenous grinding circuits gained over the last twenty years on both large and small grinding circuits. Typical phases in commissioning from construction to startup with ore are covered. The paper also describes experiences with material handling systems, slurry pumping, vibrating screens, trommel screens and pebbles crushing systems. INTRODUCTIONThe commissioning of any new mineral processing plant is an important and exciting milestone in any project. It is at this point in time that the efforts of developers, design engineers, equipment suppliers and operators culminate in a finished product. The successful completion of any project requires that the plant achieve design throughput as quickly as possible. The success of any startup can generally be anticipated by the amount of careful planning which takes place before equipment is operated. The first part of this paper describes the steps in going from construction through to introduction of ore. The organization and planning of startup activities is also covered.The second part of this paper describes some typical problem areas and past experiences in the startup of semi-autogenous grinding circuits. Semi-autogenous grinding circuits present some special challenges in the startup phase. The description of some of these problems and experiences will hopefully provide other operators with suggestions on how to avoid (or at least prepare for) these problems."

Past studies with blowing face ventilation systems have shown that using a machine-mounted scrubber and water sprays can reduced methane levels at the face. The current research was conducted to determine how the sprays and scrubber interact to reduce methane levels, and what spray configurations provide the best face ventilation when used with a scrubber. Testing was conducted in a ventilation test gallery designed to simulate a full-scale mine entry. In the entry, a model mining machine, equipped with a simulated dust scrubber and water spray systems, was located at the face of a 6.1 m (20 ft) box cut. Face ventilation was provided by a blowing curtain located 12.2 m (40 ft) from the face. Methane released from a manifold at the face was measured at six locations near the face to compare the ventilation effectiveness of the spray systems while operating with and without the scrubber. Airflow movement across the face was affected by the spray configuration and scrubber operation. Average face concentrations were lowest when directed sprays were used with the scrubber. Varying the direction of the scrubber exhaust affected face methane levels.

Asking the question, “What do the world’s leading corporations and cutting-edge practitioners of sustainability put forth to guide a given mine site for planning and action toward ‘sustainability’?”, this paper explores the spectrum of methodologies and mindsets in available literature, then constructs an example for the large near-closure facility at Kennecott Utah Copper. Values, opportunities and constraints spring from physical, unutilized byproducts, from critical ecosystems and wildlife populations, from location relative to those ecosystems and proximate communities, and from the political will to perform adequate feasibility investigations. Patience, determination and thoroughness are imperative. Identifying most productive and, simultaneously, most protective and restorative, practical methods to approach ‘sustainability’ has become a central mission of industry and business, worldwide. A survey of recent international initiatives finds no single approach that establishes either a readily adaptable methodology or an appropriate set of ‘attention’ points, or agenda, to guide individual mining operations at specific locations toward the elusive but essential goal of ‘sustainable’ mining. Untying this convoluted knot of contending factors requires willingness to recognize and work within ecological constraints for community long-term needs. Occasionally, the task requires the sword of Alexander the Great. Through integration that is unflinchingly honest ethically, culturally, economically, ecologically and scientifically, fully cognizant of place and community at whatever scales are of greatest significance, and integrative of both problem-response and opportunity, we may envision a mineral extraction and beneficiation future that achieves the best, most nearly sustainable, results possible. Industrial ecology (IE), with its clear emphasis on community, ecosystems, and sustainable economic stimulation, presents a sufficiently broad and adaptable discipline to facilitate planning and management toward sustainable mining. The creation of sustainable jobs encapsulates IE’s analogy to the niche survival strategies of organisms in nature. Open to common-sense recognition of faults and opportunities at appropriate scales, IE is less a discipline or prescribed methodology than a mindset, willing to be rigorously scientific when science is imperative, but also willing to exercise “art” when creativity or community engagement are needed. IE is also capable of future-looking compassion for peoples and nature. Looking beyond what has occurred to date, the case of Kennecott Utah Copper provides ample illustration of possibilities for community economic development, environmental management, and significant initiatives beneficial at regional and planetary scales, to become recognizable as deserving of the label, ‘sustainable.’ Through what this researcher terms “whole mine, whole region, whole planet” thinking, strategies become visible and subject to serious consideration, presenting a path to best possible accomplishment in mining. Constituting a maximal broadening of mining’s “traditional” scope, the integrative approach proposed here is the ‘paradigm shift’ being made by many other industries around the world. In aggregate, these steps are the only hope for avoidance of environmental, social and economic risks that threaten to curtail resource development and impair mining companies’ ‘social license to operate.’
