U.S. Minerals Coordinating Council Advised. -The Critical Materials Act of 1981, H. R. 4281, introduced on July 27, would create a Council on Critical Materials in the White House Executive Office to oversee Federal materials programs involving $1 billion committed to research by 14 agencies, and to serve as the President's focal point to evaluate materials policy. It was introduced by Congressman Fuqua (D-Fla.) whose Committee on Science and Technology has over-sight over the implementation of P. L. 96-479, the National Materials and Minerals Policy, Research and Development Act of 1980. Bulgaria's Mineral Bank. -Recently Bulgaria established a mineral bank to facilitate receipt of foreign credits for exploiting Bulgaria's mineral raw materials. The bank has wide powers to enter into business arrangements with foreign creditors. Bulgaria's main interest in trading with the West is to import the technology for developing energy and mineral resources.

A shortage of technical skills in all areas of the mining industry is being experienced worldwide. This has significant consequences for design, operations, productivity and safety and, therefore, needs to be seriously addressed, both in the short and longer term. It is therefore both a strategic and a tactical issue. Importantly, however, since mining is a long-term business, the shortage of skills must be dealt with from a strategic point of view to ensure the supply of the necessary skills for future mining. This paper will deal specifically with the provision of high level technical skills, that is, university graduates in mining engineering, and the outlook for the institutions that are currently producing such graduates.

The use of protective canopies can result in canopy roofing and/or serious restrictions to operator comfort and vision. To document this experience, BCR conducted a field study of cab and canopy design and application which resulted in a catalog of 164 canopy designs and an analysis of field data which showed no simple relationship between working height and canopy-related problems. The relationship also involves (1) machine frame height, (2) mine floor undulations, (3) operator compartment dimensions, (4) canopy design and location on the machine. Data analysis indicates (1) present technology does not always permit successful application of canopies in working heights below 42 inches, and (2) development of satisfactory low-coal canopies is doubtful. The basic conclusion of the study is that future R&D studies should be directed at development of alternative protection systems and remote mining methods.

A pile driving and testing program was undertaken to evaluate installation procedures, assess capacity, particularly in uplift, of 360- and 460-mm (14- and 18-inch) square prestressed concrete piles and provide foundation design parameters for the New Mid-Point Bridge project in Fort Myers, Florida. Nine piles were dynamically monitored during installation, and six piles were monitored during restrike driving to evaluate pile drivability and uplift and bearing capacity including time related capacity increases due to soil "set-up". In addition, two static load tests (tension and compression) were performed to calibrated the results obtain during the dynamic testing. This paper presents descriptions of the pile driving testing program along with findings regarding pile uplift and compression capacities from the static load testing, pile capacities from dynamic testing (CAPWAP® analyses), soil-pile adhesion values, wave equation factors, soil strength vs. time dependency, foundation design (anticipated pile tip elevation) and pile driving recommendations.

Native asphalt was produced in 1982 by five companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by White Uvalde Mines and by Azrock Industries, Inc., Uvalde County, Tex. Historically, gilsonite, a solidified hydrocarbon found only in Utah and Colorado, had been mined by American Gilsonite Co. and by Ziegler Chemical and Mineral Corp. from properties near Bonanza, Uintah County, Utah. During 1982, Hydrocarbon Mining Co., a subsidiary of the Oberon Oil Co., entered into a joint venture with Miocene Resources Inc. of Novato, Calif, to form Hydrocarbon Resources Co. for the purpose of mining gilsonite about 50 miles south of Vernal, Uintah County, Utah. Under the agreement, Hydrocarbon Mining contributed gilsonite-bearing properties held by lease or sublease as well as mining equipment to the venture. The property contained leases totaling 760 acres with probable reserves of 268,000 tons of gilsonite. Miocene Resources provided the partnership with a minimum of $200,000 to develop two of the leases and were to be responsible for management of the mining operations.2

This report describes operations at the Rosiclare Fluorspar Works of the Aluminum Co. of America at Rosiclare, Hardin County, Ill. The works include the Fairview mine, the fluorspar mill, and related facilities. The publication covers exploration, development, mining and milling practices, mine-drainage problems, and other activities and is presented as part of the Bureau of Mines series of publications on mining and milling practices in various parts of the United States. The Rosiclare fluorspar area, for its size, has been the largest producer of high-grade fluorspar in the United States and probably in the world. The vein system in this area is over 5 miles long and 1/2 mile wide, and ore has been found as deep as 900 ft.

The Bureau of Mines conducted a study to develop and evaluate a training workshop for mine safety training personnel. The workshop was based on the Instructional Development Institute (IDI) which has been used for nearly ten years to train educators and administrators in the application of a nine-step model for defining, developing, and evaluating instruction. The Mining Instructional Development Institute (MIDI) was developed by investigators at the University of Southern California as a two-phase project. Phase I involved the modification of the six-day IDI program (including audiovisual presentations, workbooks, games, and exercises) for use by mine safety trainers as a workshop lasting three and one-half days. Phase II involved the evaluation and validation of the prototype MIDI workshop by means of a two-stage jury of experts and a prototype field trial. On the basis of data collected in the validation process it was determined that the institute provided an effective and useful method of instruction in mine safety training and that the institute would be especially valuable for mine safety training administrators and supervisors.

"Sampling may be mandatory for safety or environmental reasons. It may be because the value of a sale needs to be determined or to provide important data for investments. Whatever the reason, an incorrect sample will come at a risk. Only the person that relies on sampling data can imagine what the potential cost of such risk is.Sampling itself has a cost too; the direct cost of a quality control department and indirect cost for interrupting a process, such as stopping a conveyor belt during loading. If all material is the same then only one small sample is enough. But if all the material is different, then a very large sample must be tested; in the conveyor belt scenario it must be stopped very frequently and the associated cost will be high.A good sampling plan finds the proper balance between risk and cost. A good sample must be small enough to handle yet large enough to be representative for what information is required. All good samples have three things in common: there was proper access to the material the sampling tool allowed equal probability of particles being selected nothing was disregarded, everything was included.This too is the core of Gy’s ideal sampling scenario, where all particles have the same probability of being selected and included in the sample. There is risk of bias when part of a lot is excluded from the sample. Extra care is needed when sampling particularly heterogeneous, segregated or layered materials. The sampling tool should never systematically leave out a portion; it shall not push aside large or hard particles. Wet samples shall not stick to the sampling tool. Sandia National Laboratories has developed a semiconductor bridge (SCB) igniter for the ignition of a variety of explosive materials. When subjected to a low-energy current pulse, the bridge bursts into a plasma causing rapid ignition of the explosive material pressed against the bridge. Despite the low energies required for ignition, SCB components have proven to be explosively safe, meeting both no-fire and electrostatic discharge (ESD) safety requirements.

The feasibility is demonstrated of reconstructing the volumetric distribution of liberated particles and middlings by use of a damped, weighted least-square regularisation method. This allows a precise mass balance to be obtained around a separation/concentration unit, permitting evaluation of the partition curve (Tromp curve) of the separator. Areal grade measurements are made on polished sections of feed, concentrate and tailings and a kernel-based inversion technique is then used to obtain the volumetric grade distribution of the three assemblages. A plain kernel (number of occurrences) and a weighted kernel (each occurrence counted with its area) are used for the solution. Testing of the method on computer-generated synthetic areal grade measurements indicates that it offers a valid alternative to the tedious conventional procedure of conducting experiments with heavy liquids

Microwave heating has been proved an effective method to rapidly heat iron oxide. This offers an opportunity to apply microwave heating in the steelmaking process. The reduction reaction of iron oxide is traditionally achieved at high temperature with reducing gases such as H2 and CO generated from various sources, including coke, coal, and natural gas. This study investigates the differences in iron oxide reduction using conventional and microwave heating under H2 and CO atmospheres. A special microwave thermal gravimetric device was designed and built to facilitate the investigation. With this device, iron oxides can be heated by electric resistance heating, microwave heating, or a combination of methods. The incoming CO and/or H2 also can be preheated to simulate a potential utilization of recovered heat. The iron oxide weight and temperature can be monitored during an entire reduction period. A series of reduction experiments have been conducted. The results are presented and discussed.

In 1992, a detailed inspection of the Southfield Sewer revealed a reach of approximately 0.8 kilometers in length, located directly below the freeway lanes, which was severely distressed. Failure of this section of the sewer would result in the closing of the busiest roadway in the state as well as the potential backup of sewage into homes and spilling into nearby surface waters. As such, repair of the distressed section required development of a procedure that would not jeopardize the conveyance of flow through the existing sewer nor impede travel on the overlying freeway. Based on these constraints, the DWSD and NTH team developed a repair concept that entailed the mining of a new, 3.05-meter (10-foot) diameter bypass away from the traffic lanes. The new bypass section was connected to the existing sewer, up stream and down stream of the distressed area, using a “top down” construction approach, that required only minimal freeway closures during weekend periods. This paper, prepared jointly by the Owner, Consultant and Contractor will describe existing conditions, design considerations and construction methods.

Reduction of CO2 emissions is the key driving force behind the development and implementation of new solutions for energy production. One solution is circulating fluidized bed (CFB) combustion technology combined with a high-efficiency once-through water-steam cycle. Foster Wheeler's CFB technology is today commercially available in capacities up to 800 MWe with ultra-supercritical steam parameters. Simultaneously, the Flexi-Burn® CFB technology is being developed to provide capability of flexible operation in air firing and oxy-combustion for carbon capture. CFB technology can offer an attractive solution for the reduction of CO2 emissions, owing to advantages such as fuel flexibility and low emissions that the air-fired CFB technology offers today. Pilot test facilities provide information about the performance of CFB oxy-combustion technology, and the acquired knowledge is being incorporated in boiler modelling and design tools. One of the European R&D initiatives on carbon capture and storage (CCS) is the Technological Centre for CO2 Capture and Transport, which is supported by the Spanish Government through the Fundación Ciudad de la Energía (CIUDEN). CIUDEN is a research and development institution created by the Spanish administration in 2006 and fully conceived for collaborative research in CO2 capture, transportation, and storage. The Technology Development Centre for CO2 Capture and Transport comprises two technologies on oxy-combustion: pulverized coal (PC) and circulating fluidized bed (CFB). This paper will focus on the design and main characteristics of the 30 megawatt-hour thermal capacity (MWth) oxy-CFB boiler. Foster Wheeler is the technology provider of the Flexi-Burn CFB unit, for which commissioning has been completed in the first quarter of 2011. The CFB unit design allows operation either under conven¬tional combustion with air or under oxy-fuel conditions. The size of this experimental boiler is sufficient to allow the scaling of the results to commercial units. In this way, multiple fuels and operating conditions can be tested economically. The results will validate the design of a future 330 MWe supercritical Oxy-Combustion Power Station (OXY-CFB-300 Compostilla Project) intended to demonstrate the CCS technology at commercial scale. The Compostilla OXY-CFB-300 Project is one of the six CCS demonstration projects funded under the European Energy Programme for Recovery (EEPR) of the EU. The project is based on a future 330 MWe CFB supercritical oxy-combustion plant, with CO2 storage in a deep geological formation. The first phase of the project, granted by the EEPR programme and led by the Spanish utility ENDESA, includes all studies and characterization work needed on CO2 capture, transport, and storage, as well the costs, financing, and regulatory and permitting required, prior to the final investment decision for the construction phase of the plant by the end of 2012.

Tertiary volcanic rocks make up a significant proportion of the surficial cover rocks of New Zealand, especially in the Taupo Volcanic Zone. Industrial minerals that are associated with or derived from the volcanic rocks include: amorphous silica, allophane, bentonite, diatomite, ignimbrite building stone, illite clays, halloysite clay, obsidian, perlite, pumice, sulphur, titanomagnetite ironsand and zeolite. Of these: bentonite, ignimbrite building stone, perlite, pumice and titanomagnetite ironsand have been mined and processed for 20 to 30 years, but many of the others require further characterisation of the resource and/or development of markets.   We have compiled interim mineral deposit models for halloysite clays in rhyolite and for zeolites in altered vitric tuffs. These models include geological and mineralogical attributes, which are linked to the underlying volcanic and geothermal processes that have produced the minerals and their source volcanic rocks. Halloysite clay deposits at Matauri Bay (Northland) have formed from hydrothermal alteration and weathering of rhyolite. Clinoptilolite + mordenite zeolite deposits in the Ngakuru area (Rotorua district) have formed from hydrothermal alteration of volcanic glass in lacustrine sediments and ignimbrite. Further refinement and application of these models will result in a better understanding of the mineralogy, localisation and origin of the deposits, with consequent applications in exploration and resource assessments.

About half a million sucker-rod pumps are installed in oil wells in the U. S. alone. In Venezuela, too, the system is widely used; some 5,000, or 90 percent, of Cia. Shell de Venezuela's wells produce a total of 400,000 BOPD by this method. Most of the crude pumped is viscous, gassy and contains relatively small amounts of free water. API gravities vary from 90 to 16O; dead oil viscosities vary from 10 to 10,000 cp at the pump; and GOR's range from 100 to 2,000 cu ft/bbl. Pumps are set at depths ranging from a few hundred to 6,000 ft; the average setting depth is about 2,500 ft. From the literature, it appears that although recent years have seen significant progress toward understanding the rod pumping system as a whole, relatively little attention has been paid to those key items, the sucker-rod pump and the subsurface gas separator or gas anchor. Perhaps because of proration in the U. S., pump manufacturers have seemingly concerned themselves more with the durability of their product, achieved mainly through robust design and metallurgical know-how, than with its working efficiency. In 1963, CSV commenced a major rehabilitation and expansion of its heavy oil fields along the Bolivar Coast. The advent of the more efficient gravel-packed completion and of large-scale thermal recovery (mainly steam soak) operations resulted in well potentials *Now with B. I. P. M., The Hague, The Netherlands. greater than pump capacities. Hence, an urgent need arose to improve over-all pump efficiencies and to attack those special problems related to the production of both the extremely viscous and the hot, steam-laden crudes that formed an increasing proportion of the total stream. There followed a detailed investigation and testing program, carried out in close cooperation with a major pump manufacturer. This culminated in the introduction to the oil industry of a new line of sucker-rod pumps. Early Investigations and Experiments Field Tests Extensive field tests were carried out in three primary Bolivar Coast wells with an in-situ dead oil viscosity ranging from 400 to 6,000 cp. In these installations provision was made to (1) monitor bottom-hole pressures below, in and above the pump by means of pressure transducers, and record casing- and tubing-head pressures continuously; (2) measure accurately the annulus gas, as well as measure the tubing gas and liquid production from the well; (3) take special PVT samples of the well fluid; (4) measure power consumption of the prime mover; and (5) measure the rod loads at the polished rod. A typical test installation is illustrated in Fig. 1. It was established from the pressure transducers that with viscous oils, there is considerable flow resistance across the pump and gas anchor assembly. In surface mining operations, truck haulage is the largest item in the operating costs, constituting 50 to 60% of the total. In order to reduce this cost, it is necessary to allocate and dispatch the trucks efficiently. This paper describes shovel and truck operation models and optimization approaches for the allocation and dispatching of trucks under various operating conditions. Closed queuing network theory is employed for the allocation of trucks and linear programming for the purpose of truck dispatching to shovels. A case study was applied for the Orhaneli Open Pit Coal Mine in Turkey. This approach would provide the capability of estimating system performance measures (mine throughput, mean number of trucks, mean waiting time, etc.) for planning purposes when the truck fleet is composed of identical trucks. A computational study is presented to show how choosing the optimum number of trucks and optimum dispatching policy affect the cost of moving material in a truck-shovel system. Several industrial-scale HydroFloat separators have recently been installed at Mosaic?s South Fort Meade beneficiation plant for the purpose of improving phosphate recovery and throughput capacity. This technology was implemented after numerous laboratory, bench-scale and on-site, pilot-scale test campaigns. The results from this detailed test work provided sufficient justification for the complete retrofit of the existing coarse and ultra-coarse flotation cells. Data indicate that the metallurgical results obtained with the full-scale separators are consistent with that obtained during both the bench- and pilot-scale evaluations. The benefits, theory of operation and commissioning of the equipment are also discussed.

"PROJECT OVERVIEW Crossrail, Europe’s largest construction project, will increase London’s transportation capacity by 10% when it opens in 2018. The Crossrail scheme is a combination of surface and underground railway that stretches 118km east-west through central London from Reading, Berkshire and Heathrow airport in the west to Shenfield, Essex and Abbey Wood in the London Boroughs of Greenwich and Bexley in the east. Crossrail will serve 40 stations, ten of which are new, and bring 1.5 million people within 45 minutes commuting distance of London’s key central business districts. 21km of the Crossrail route comprises twin-tunnels beneath the heart of central London. It is the central section of the route, and the challenges that had to be overcome to construct its tunnels under the historic capital that forms the subject of this paper. The route of the Crossrail tunnels can be seen in Figure 1. These tunnels weave their way through the city’s underground landscape, linking eight new underground stations which connect to the existing London Underground network, providing interchanges with nine existing lines as well as the National Rail and Docklands Light Railway networks.Crossrail began construction of enabling works in May 2009 and launched the first of eight tunnel boring machines (TBMs) in May 2012. 42km of major tunneling work was completed in May 2015, and included 11km of sprayed concrete lined tunnels at the five mined stations (Bond Street, Tottenham Court Road, Farringdon, Liverpool Street and Whitechapel) in addition to the bored tunnel sections. The remaining three sub-surface stations at Paddington, Canary Wharf and Woolwich were constructed as large open boxes prior to the TBMs passing through. Crossrail, Ltd. is a special purpose company formed by the project’s joint sponsors, Transport for London and the Department for Transport, to manage design, construction and commissioning of the project. In 2009, Crossrail engaged Bechtel Ltd. as its delivery partner and a joint venture, Transcend (comprised of CH2M, AECOM and the Nichols Group), as its programme partner. The project is being managed by an integrated programme management team which is staffed by Crossrail and its partners. The railway, when opened, will be operated by Rail for London. With tunneling completed in accordance with the project’s master control schedule, the new railway is scheduled to commence dynamic testing in late 2017, with a phased opening of the tunneled sections and stations through Central London in 2018."
