Powered haulage and haul truck-related fatal accidents are among the most frequent at surface mines. Industry organizations developed guidance on accident scenarios to address haul truck and mobile equipment collision-related accidents. However, there is a need to investigate accident data to prioritize these scenarios and identify factors relevant to developing validation methods for collision warning/avoidance technologies and determining their capabilities and limitations. Standards and effective validation methods are necessary for improving system efficacy within mining operations and promoting industry adoption. To address these needs, researchers from the National Institute for Occupational Safety and Health (NIOSH) investigated available powered-haulage and machinery-related fatal accident reports documented by the Mine Safety and Health Administration (MSHA). Their objective was to gain a perspective for informing the development of test protocols and validation methods through determining the most prevalent accident scenarios and related factors. Our findings afford insight for addressing the most prevalent haul truck scenarios and relevant factors within U.S. surface mining environments.

Queensland legislation, industry codes and policies relating to mine rehabilitation and closure create the expectation of successful progressive rehabilitation and that the post-mining environment is being returned to a condition suited to a pre-agreed, beneficial end use. Yet none of the rehabilitated mined land in the Bowen Basin has been certified as successful by authorities suggesting there is a gap between current rehabilitation and the full environmental outcomes that the legislation could deliver. We tested the veracity of this perspective and reflect on where responsibility for any discrepancy lies.We first reviewed current Queensland legislation and industry codes relating to stakeholder engagement, rehabilitation, closure planning and post-mining land use. We tested the accessibility of the documentation trail for several recent coal-mining projects in the Bowen Basin and examined the level of detail in approval documentation. We then assessed the rehabilitation performance reports of these mines in relation to the contents of their approval documents. Legislation, guidelines and codes repeatedly emphasise the need to plan for closure before mine operations begin and to progressively perform rehabilitation with an agreed end-use in mind. Early stakeholder involvement in these processes and transparency of actions and outcomes are also encouraged by government publications. Overall, in terms of transparency, we found that relevant documents are generally available to the persistent enquirer. However, the rehabilitation and closure undertakings given in both mine company and regulator documentation were commonly generic and rehabilitation obligations were not explicitly incorporated into rehabilitation plans. Rehabilitation reporting was also weak in that no distinction is required between successful and unsuccessful revegetation, nor to closure objectives and mine completion criteria. Responsibility for the apparent disconnect between regulatory intent and actual performance appears to begin with the regulator too readily allowing generic information and in not requiring performance reporting to correspond with approved post-mine conditions. As a result, companies may have a much greater rehabilitation and closure risk than mine management expects. This paper explores recent industry training programs and lessons for supervisors. The Belbin Team Role model was used to increase participants’ awareness of behaviour and its application. The application of the Belbin model to underground, open cut mine and quarry supervisors is discussed.The key to team success may rest with the expertise and experience of its members, but increasingly effectiveness depends on how team members understand, acknowledge and support each other’s behavioural strengths. Discovering strengths is a challenge, both for their measurement and for the encouragement of team members to use the knowledge of themselves and others in the team. Using behavioural models provides a constructive approach and a language for supervisors as they build personal motivation and engagement.Prima facie, the mineral industry’s work may be too vigorous for teams and their managers could be more prone to use ‘solo’ or traditional management styles. Managers and supervisors must know when work allocated to a team is appropriate or where individual effort should be applauded and rewarded. For practical people with well-developed technical skills, improving the soft skills necessary for a supervisor requires some reflection and effort. The Belbin behavioural model can be an effective tool for recognising characteristics that can assist teams to be more productive.Experiencing the Belbin Team Role model as part of an industry qualification is important for supervisors studying to refine their team leadership skills. Data are available for participants to assess the nature of their teams and to confront the appropriateness of the behavioural mix for the work of the team and its individual members.So what are the next steps? All team development must have a place in the strategic thinking and plans of the enterprise. This paper is one of a series being prepared by the U. S. Bureau of Mines describing mining and milling methods and costs at cement-plant quarries throughout the United States, end deals directly with methods and costs at the quarry and mill of the North American Cement Corporation at Catskill, N. Y. The process of manufacturing cement is described only as far as the final grinding of the raw materials. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs may in many instances cause embarrassment to individual producers, as well as to the industry as a Whole. On the other hand, operating costs are essential to the technical discussion and study of methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding; of the scone of the cost tabulations may ensue.

"Process mineralogy’ is a form of applied mineralogy which focuses on addressing problems associated with the processing of ores. ‘Mineralogy’ is the scientific study of minerals and ‘mineral processing’ is the production of concentrates from ores. ‘Process mineralogy,’ however can be defined as the practical study of minerals associated with the processing of ores, concentrates and smelter products for the development and optimisation of metallurgical flowsheets, including the waste and environmental management considerations. This hybrid discipline consists of teams that include geologists, mineralogists, samplers, mineral processors and often others, working together. The degree of cross-training, communication and trust dictates the potential capacity of the team and where an appropriate work dynamic is fostered, in which relationships flourish as much as does the ethic of technical excellence, it is possible to develop technical capabilities that surpass those of conventional teams. The world’s demand for metals is ever increasing and ore deposits available for extraction and processing are lower grade and more complex, often containing deleterious elements that require tailored treatment. Generally, in the past, the technical challenges only needed to be overcome and assessed economically to make an ore deposit viable; increasingly and in the future, a more sustainable approach including environmental and societal considerations is needed. Process mineralogical assessment is increasingly providing the critical information that stands between failure or collapse and survival or success of some mining operations. In this paper, selected case studies are used to demonstrate the valuable role of the process mineralogy tools being used to provide the platform for innovative technology development. Their common attributes are discussed and distilled, thus providing some insights and potential guidance for addressing some of the likely future challenges of the mining industry."

The U.S. Bureau of Mines and others have conducted a number of occupational exposure surveys since the publication of the International Agency for Research on Cancer report of 1989, which labeled diesel exhaust as a probable human carcinogen. These surveys have assessed diesel exhaust exposure using measurement of diesel aerosol and/or specific polycyclic aromatic hydrocarbons as indicators of exposure. This paper reviews present diesel emission standards, available diesel exhaust aerosol measurement techniques, and the results of the occupational exposure surveys. In the surveys, diesel aerosol was emphasized because it is a major component of diesel exhaust, is suspected to contribute to the health hazard, and is readily measurable. Three primary aerosol measurement techniques were used: respirable combustible dust, size-selective sampling, and measurement of the elemental carbon fraction. Occupations surveyed included mine workers, railroad workers, forklift operators, fire fighters and truck drivers. The studies found mean diesel aerosol concentration levels in the range of 0.004 to 1.74 mg/m3? Highest aerosol exposures were in confined spaces such as mines where heavy diesel equipment is used. Polycyclic aromatic hydrocarbons typically are found at very low concentration levels and are not unique to diesel exhaust.

"The Jellicoe is the most westerly mine in the Little Long Lac area with a record of gold production. The property is largely covered with overburden and the ore deposit was found by diamond drilling along the projected strike of a gold bearing zone at Magnet lake 1 ½ miles to the east on the property of Bankfield Consolidated Mines, Limited. In 1940-41 Jellicoe mined the whole orebody of approximately 14,000 tons, recovering 5,620 ounces of gold.The vein is in light-coloured greywacke. A mile-long dyke of fine-grained quartz feldspar porphyry 5 to 10 feet in width lies 100 feet south of the vein. A similar, even longer dyke lies 700 to 800 feet north of the vein. Some narrow diorite dykes are also rather closely associated. The porphyry dykes are gold bearing, but not ore. The vein material is quartz and silicified and brecciated greywacke. Mineralization consists of native gold, pyrite, arsenopyrite, and some sphalerite."

This method takes advantage of both strong flexibility and good reliability of fuzzy logic and high precision of PID. The emergence of affordable, portable and versatile wireless devices has enabled a new frontier in mine safety equipment. Existing solutions provide methods for tracking personnel and assets in underground mines but are not designed to optimally integrate into existing and emerging systems. Mine management are often required to coordinate primarily independent emergency, personal protective equipment (PPE), tracking and collision avoidance systems from multiple vendors. These systems involve a variety of wireless technologies that require separate integration projects that discourage adopting new services and policies.

"The paper takes its material from three peat mining and power project feasibility studies sponsored by CANMET and conducted by Montreal Engineering Company Ltd. in the years 1976 to 1980. The role which peat may play in the Canadian energy prospectus is outlined, estimated and measured fuel peat resources are tabulated, and the economic and technical feasibility of mining peat for power generation is reviewed Recommendations are made for future work, and construction and disbursement schedules are developed for a combined peat mining and power generation project. The relationship between the mining of moss and fuel peat is discussed.IntroductionWhereas moss peat has long been produced in Canada, and exported for horticultural use , the underlying fuel peat has received little attention until fairly recently.In the seventies, however, the deepening oil crisis spurred Canadian interest in Irish, Finnish and Russian experiences in the utilization of fuel peat. Among others, Energy, Mines and Resources Canada had long been alive to the possibilities which indigenous peat offers, and in 1976 the Canada Centre for Mineral and Energy Technology (CANMET encouraged a proposal from Monenco to carry out a preliminary study and submit a report on the "" Assessment of Canadian Peat as an Alternative Fuel for Power Generation"". The report was submitted in April 1977. This was the first of a series of studies, and the authors of this paper were involved in its preparation.The escalating price of oil and the increasing problem of relying on its availability have combined to make alternative fuels more attractive. Peat, like other fuels previously uneconomic because oil was cheap, is now progressively gaining in viability. In addition to these factors, the utilization of peat has the following advantages: improvement in the country's balance of payments, by virtue of burning an indigenous fuel;creation of local employment for the mining of peat; improvement in land utilization;peat is a relatively clean-burning fuel, with low sulphur and ash contents."

"This presentation will provide a demonstration of the methodology used in designing a modern shaft and hoisting plant utilizing a review of the challenges faced and solutions delivered for the Elk Creek Superalloy Materials Project (Niobium/Scandium). The development of the design required the review of complex hydrogeological conditions, mine production requirements, demanding capital expenditure (CAPEX) limitations and tight schedules. Through an extensive review of various alternatives to satisfy these constraints, the Nordmin Group (including Nordmin Engineering Ltd.) (Nordmin) was able to define a concept and design that addressed risks to the project, met production requirements, cost and schedule constraints and improved constructability. INTRODUCTION The Elk Creek Project, owned by NioCorp Developments Ltd. (NioCorp) presently, will become Nebraska’s first underground metals mine, built to access the Elk Creek Niobium/Scandium deposit. The development of the design for this facility required the review of challenging hydrogeological conditions, mine production requirements, demanding CAPEX limitations and tight schedules. Through an extensive review of various alternatives to satisfy these constraints, the Nordmin Group was able to define a concept and design that addressed risks to the project, met production requirements, cost and schedule constraints and improved constructability. This paper will review the challenges faced, and solutions arrived at in a demonstration of a methodology used in designing a modern shaft and hoisting plant. THE CHALLENGES Nordmin became involved in the project in 2015, invited by the Feasibility Study Consultant to provide input on estimating and layouts for the new operation. Many of the fundamental decisions regarding mining methodology, water handling and production strategy had been made, and the scope of Nordmin’s involvement was very limited in this first engagement. Following submission of that study in late 2017/early 2018, Nordmin had opportunity to discuss the overall effort, and its many assumptions and challenges, with NioCorp’s project team. The dialogue quickly identified several significant opportunities to improve the project construction schedule and costs along with the mine production profile and operational approach while reducing project risk."

The paper outlines the need for high-volume ventilation in a uranium mining operation based on the design to meet environmental requirements for dust, radiation and diesel equipment. Mining methods in a highly mechanized operation, a key factor in design, are discussed. The construction and installation of major intake and exhaust fans are described briefly, together with the development of the mine airways and distribution system. Controls in the form of doors and bulkheads are important considerations in planning. Finally, the need to lower ventilation requirements in response to increasing power costs will result in future improvements.

Modelling stockpiles is a key factor of a project’s economics and operation in mining, because not all the mined ores are not able to mill for many reasons. Furthermore, the financial value of the ore in the stockpile needs to be reflected on the balance sheet. Therefore, automatically tracking the boundaries of the stockpile facilitates the mine scheduling engineers to calculate the tonnage of the ore remaining in the stockpile. This paper suggests how the dynamic of stockpile shape changes caused by dumping and reclaiming operations can be inferred using polygon models. The paper also demonstrates how the geometry of stockpiles can be inferred in the absence of reclaimed bucket information, in which case the reclaim polygons are established using the digger’s global positioning system (GPS) positional data at the time of truck loading. This work further compares two polygon models for creating 2D shapes.

An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2 ) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs' estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.

Research performed on arcing faults and their interaction; with electrical insulating materials within coal.-mine power-system enclosures is described. This work was performed at The Pennsylvania State University from 1 December, 1976 through 30. November, 1977. Results presented are interim in nature and future research is planned to integrate the simulations which have been constructed, as well as to apply developed experimental procedures to the evaluation of electrical insulating materials for use in coal-mine enclosures. The thrust of this research has been divided into several primary areas. These include the development of a theoretical procedure for computation of three-phase and line-to-line arcing fault currents as a function of time, formulation of an arc model based upon thermal-arc plasma properties so that arc voltages and energies may be computed, development of a simulation for pressure and temperature rises when an arc interacts with an electrical insulating material within an enclosure, experimental evaluation of electrical insulating materials in terms of their tendency to support an arc as well as their potential contribution to enclosure pressure rises, and integration of the above research areas to form overall procedures for theoretical and experimental evaluation.

This report contains the results of an investigation into the feasibility of periodically measuring parameters of the insulation for a mine electrical power system in order to detect incipient faults. The variety of insulation parameters evaluated included insulation resistance, dissipation factor, power factor (vs. applied voltage), current harmonics, leakage current, infrared radiation, as well as certain circuit breaker parameters and tests. In order to augment field tests a program of accelerated life testing was also carried out. Apparent inconsistencies in data were identified as the result of environmental effects, primarily temperature and relative humidity. A series of environmental tests were conducted to develop correction factors that allow one to refer measured parameters to standard conditions. A portable data collector was develop-ed to aid in the accurate collection and analysis of laboratory and field data. The primary conclusion is that insulation deterioration can be measured and failure predicted with reasonable confidence. The secondary conclusion is that most of the tests are impractical in the field although useful in the laboratory. Infrared sensing, insulation resistance and dissipation factor are the best insulation field tests when portability is taken into account.
