This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a single subject. The Bureau of Mines and the Alabama Power Co., jointly, conducted the first experiment undertaken in the United States in underground gasification of coal in place, at Gorgas, Ala. Milton H. Fies, manager of coal operations, Alabama Power Co., proposed the cooperative investigation to Arno C. Fieldner, chief, Fuels and Explosives Branch, Bureau of Mines; and assisted in supervising the experiment. The objectives of the experiment were to determine whether coal in place could be burned successfully and whether the burning could be controlled; the effect of the fire on the coal bed and the overlying strata; and the yield and quality of gas that could be obtained.

"INTRODUCTION The Bynum property is about 15 miles west of Gadsden and 1 mile north of Walnut Grove, Etowah County, Ala. The ore lies in layers and as irregular masses and pockets in the clay residue from decomposed quartzite and limestone formations to the district.The property has been developed by means of numerous shallow shafts sunk to water level - about 25 foot. Operations are confined to small-scale, selective mining of pockets of high-grade ore. The ore is marketed directly, without beneficiation. The property does not yield a large amount of manganese ores. No estimates of reserve ore tonnages are available.A 206-pound sample was furnished for test. It was taken at random from a stock rile estimated to contain 130 tons of ore. The sample con¬sisted of a mixture of manganese oxides, iron oxides, and siliceous fragments in clay. The manganese occurred largely as soft, unconsolidated pyrolusite and wad. Some hard, crystalline pieces of psilomelane were distributed through the soft material. Small amounts of iron oxides were associated with the manganese oxides. Chert, quartzite, and clay comprised the gangue minerals.Dry analysis of the sample was as follows: 36.0 percent manganese, 6.1 percent iron, 2: .0 percent silica, 1.5 percent calcium carbonate, 0.36 percent phosphorus, 3.0 percent alumina, 2.2 percent barium, and 0.31 percent zinc."

"Construction of foundation elements in an urban environment is often complicated by multiple constraints such as existing foundations, utility conflicts, maintenance and protection of traffic on high volume roadways, low overhead clearances, and vibration and displacement monitoring to reduce risks of impact to existing facilities. Micropiles are commonly a preferred foundation alternative in an urban setting to mitigate some of these risks. This paper presents examples in which micropiles helped reduce risk in an urban setting on the two subject infrastructure improvement projects. The case studies presented include the Verrazano Narrows Bridge HOV and Bus Ramp Improvements in Brooklyn, NY and the Kosciuszko Bridge Replacement in Queens and Brooklyn, NY. The paper details the micropile design, how risks were mitigated, and the complications to each of these projects associated with the urban setting.INTRODUCTIONThe paper begins with background information about the Verrazano Narrows Bridge HOV and Bus Ramp Improvements Project, followed by background information for the Kosciuszko Bridge Replacement Project. This introductory background information is followed by discussion of the urban site constraints, which controlled the foundation type selection for both projects. In closing, the paper discusses the micropile design process, load testing, and construction.VERRAZANO NARROWS BRIDGE HOV & BUS RAMP IMPROVEMENTS BACKGROUNDProject ScopeThe project consists of two new ramps; one designated for HOV / Bus traffic between Staten Island and the Gowanus Expressway, and one to be utilized for storing the barrier transfer vehicle. Also included is the complete reconstruction of Ramps B and F to accommodate horizontal and vertical alignment clearances from the new ramps, removal of the median of the upper level to add one lane, utilities improvements, stormwater improvements, and miscellaneous structural repairs. The new HOV / Bus Ramp was designed for reversible traffic flow to accommodate the demand of the peak traffic direction by movable barrier.Geotechnical / Foundation Engineering ScopeThe geotechnical work included a desk study review of existing plans, geotechnical reports, and geologic maps. This data was subsequently supplemented with a subsurface exploration program. Once completed, foundation design was performed for 25 proposed bridge substructures. Four existing battered pilesupported foundations and two shallow foundations were evaluated for increased loading. Upon completion of the foundation design, foundation plans, specifications, and an engineer’s estimate were prepared. Foundation installation was observed on a part-time as needed basis."

Various test results5/ have been interpreted as indicating that cokes from certain coals shrink to a marked extent and that other cokes show very little shrinkage; but no comprehensive experimental study of the shrinkage of coke after its formation and of the factors influencing this shrinkage has come to the attention of the authors.]

The quality of iron ore fines in terms of high iron content and low levels of deleterious impurities such as Silica, Alumina, Sulphur and Phosphorous is a critical parameter, in sintering and subsequent iron and steel making processes. As the higher-grade ores become depleted, there will be a stronger focus on treating lower-grade haematite/goethite ores and developing suitable beneficiation techniques to reduce the levels of impurities. Innovative flow sheets, based on new and commercially available technologies, is required. These will be needed to include gravity concentration devices, which can handle coarse and fine feed sizes. In this paper, efforts made to reduce the silica and alumina content of a low grade iron ore fines (<1.0 mm size) sample from the Pilbara region in Western Australia are described. The feed sample, a goethite abundant lower grade iron ore fines, which was a plant reject assaying 48.66% Fe with 13.61% SiO2and 5.09% Al2O3 was investigated. To this end, an experimental campaign was undertaken, and beneficiation studies were conducted on the sample using a Floatex Density Separator (FDS), a gravity device which can be operated for size classification and/or relative density separation. The objective was to produce high-quality iron ore material suitable as sinter feed. An iron concentrate with a grade around 57.0% Fe (Calcined Fe of about 63.0%) was achieved while recovering around 67.0% of the feed weight. In addition, a rejection of substantial content of Silica (>75%) and Alumina (>66%) was achieved while securing >77% iron recovery. On the other hand, sharp classification efficiency with low values of imperfection around 0.20 was obtained. Consequently, the response of the lower grade iron ore sample to FDS application, has vast potential to reject deleterious impurities as a single stage separating beneficiation equipment. Remarkably, it was demonstrated, that a great amount of goethite, abundant in lower grade iron ore fines/plant rejects, which are currently being either stockpiled and/or dumped as waste, can be treated using FDS application and potentially can add a significant value to the iron ore mining industry by recovering additional iron ore fines. "In 2006, a Canadian steel maker embarked on an ambitious initiative to become “Best in Class in Energy Management”. This initiative provides the framework for this paper, with some augmentation from other energy management projects carried out by Hatch. The initiative focused on identifying energy/GHG management improvements leading to low-cost implementation of energy savings or GHG emission reduction. The key components of the approach were:• Review site energy management practices and benchmark internationally.• Review best technical practices and benchmark against public energy intensity data.• Conducted a site-wide Energy Assessment and physical review of operating areas.• Facilitation of on site-workshops with staff to prioritize savings opportunities, as well as identify and remove implementation barriers.• Development of an Energy Management Action Plan for implementation of improvements.Most organizations can produce, with relative ease, a list of ideas for saving energy, implementing them is the challenge. This paper addresses these issues as well as the profitability of the energy efficiency improvements and the consequences for GHG emissions.IntroductionWhen one of the authors was an undergraduate engineering student at the University of Cape Town in South Africa, the technical drawing instructor made a statement that was both humorous, and mildly profound. He claimed that the most successful engineer is one who is both lazy and diligent. Lazy, in the sense that the engineer is constantly on the lookout for an easier, more efficient, way to do something. Diligent, in the sense that the engineer will work tirelessly to come up with a good technical solution for the easier way. This paper, somewhat of an anomaly in a compilation of technical proceedings, hopes to break the mould a little, and to show a “lazy-diligent” way of reducing the carbon emissions from an industrial facility, using a steel plant as an example."

Sandstone escarpments surrounding western coal-bearing plateaus serve as critical habitat for animal species. Effects of mining subsidence on escarpment stability are not well documented; therefore, regulatory agencies may limit extraction of coal reserves underlying escarpments. Because millions of tons of this coal exist on Federal Lands, associated public revenues from Federal royalties, and valuable coal reserves, risk being lost. The U. S. Bureau of Mines is using numerical modeling techniques to analyze effects of subsidence on escarpment stability. Finite element models that incorporate bedding plane slip, gob formation, and movement along joints simulate escarpment subsidence observed in the field.

The hafnium-vanadium phase diagram was constructed within an estimated accuracy of ± 10° C and ± 2 wt pct composition. Alloys for investigation were melted under an atmosphere of purified helium by nonconsumable tungsten-electrode arc melting on a water-cooled copper hearth. Melting points were determined by optical pyrometer, and the remaining phase relationships were investigated by metallography, thermal analysis, and X-ray diffraction. The existence of a face-centered cubic intermetallic compound HfV2 (a = 7.38 A) was confirmed. A eutectic reaction occurred at 20 wt pct vanadium and 1,395° C to yield HfV2 and 8 solid solution. HfV2 melted incongruently by a peritectic reaction at 1,480° C, and the 3 solid solution decomposed eutectoidally at 1,165° C and 6 wt pct vanadium to yield HfV2 and a solid solution. The eutectoid, the eutectic, and the peritectic isotherms extended from 1 to 36.3 wt pct vanadium, from 8 to 36.3 wt pct vanadium, and from 26 to 89.5 wt pct vanadium, respectively. Terminal solid solubilities of hafnium in vanadium at 1,300° C and of vanadium in hafnium at 1,100° C determined to be about 3 and 1 wt pct, respectively.

O presente trabalho apresenta um estudo da influência do tratamento de nitretação a plasma sobre a dureza de lâminas utilizadas em prensa-facas de um picador de toras industrial. Tais peças são fabricadas em ligas com alto teor de Cromo e Carbono, assemelhando-se quimicamente aos aços para trabalho a frio AISI da série D. Para o estudo em questão, pequenas amostras das lâminas receberam tratamento térmico de têmpera e duplo revenido,e posteriormente foram nitretadas a plasma por 30, 90, 180, 360 minutos, em temperatura de 450°C, com pressão fixada em 2 Torr e mistura gasosa de 20%N2 e 80%H2. Logo após foram realizadas análises metalográficas com auxílio de microscópio óptico, ensaio de dureza superficial e perfil de dureza com microdurômetro em escala Vickers. Os resultados mostraram que para todos os tempos de tratamento houve endurecimento superficial em relação ao material não tratado, onde o tempo de 180 minutos propiciou a formação de camada com maior valor médio de dureza superficial “1171,20 HV”.

As fibras vêm sendo empregadas nos materiais de construção civil desde o início da humanidade. No começo da década de 50 houve o início da utilização de fibras de aço no reforço de matrizes de cimento. Com isso foram notadas alterações no comportamento do material, sendo detectado o aumento da tenacidade pós-fissuração. Esta é uma pesquisa experimental que teve como objetivo a definição de parâmetros de ensaios para a produção de argamassas de cimento Portland, que utilizem fibras de sisal nas suas composições, tratadas quimicamente por acetilização com intuito de reduzir a absorção de água. O sisal (Agave Sisalana) apresenta boas propriedades físicas e mecânicas. As fibras foram cortadas manualmente nos comprimentos de 20 mm. As diferentes composições de argamassas foram produzidas com 0,2% e 0,4% de fibra de sisal, em relação ao volume total da argamassa. Estudou-se o comportamento mecânico dos compósitos com ensaios de resistência à tração na flexão. Os resultados mostraram uma melhoria na resistência à tração na flexão para argamassas com fibras tratadas quimicamente por acetilização.

Aços ARBL são utilizados na fabricação de tubos para transporte de gás natural e petróleo e, devido ao ambiente agressivo, rico em H2S, em que são aplicados, devem resistir à fragilização por hidrogênio. No presente trabalho, verificou-se qual a influência do alongamento longitudinal dos grãos de um aço API X65, com baixo Mn, sobre a permeabilidade de hidrogênio. O material foi caracterizado com a utilização dos microscópios óptico e eletrônico de varredura e os ensaios de permeabilidade foram conduzidos com base na norma ASTM G 148-97. A microestrutura do aço era composta por ferrita e perlita, com baixo teor de inclusões arredondadas de Al e Ca e sem bandeamento. Com os resultados obtidos a partir dos ensaios de permeabilidade, calcularam-se os coeficientes de difusão efetiva do hidrogênio nas seções longitudinal e transversal do aço, e o valor do primeiro se mostrou levemente superior ao do segundo. Isto indica que pode haver influência do alongamento longitudinal dos grãos sobre a permeabilidade de hidrogênio.

This monograph presents a unified theory of adsorption and desorption of aurocyanide on activated carbon. This theory has proved useful for CIP/CIL carbon adsorption and Zadra and AARL elution process and equipment design; in accounting for the effects of various water qualities and process temperatures; and in the development of reagents to improve these processes. The theory presented is based on rigorous fundamentals : Classical Eyring theory links initial first order kinetics with Langmuir isotherm equilibria, and this isotherm is demonstrated for the first time to be a consequence of the activated complex postulate of Eyring theory. Simple extension to Freundlich conditions at high solution tenors is possible, but not presented. Supporting entropy data determined by the author includes practically all the pioneering CIP plants built in South Africa and Australia in the early 1980s.

This volume summarizes mining and petroleum legislation in 25 jurisdictions of East Asia and the Pacific. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

Almost every form of iron ore and carbon material has been used as a raw material in the production of pig iron in electric reduction furnaces. Experience derived from the operation of the large 33,000-kva. Tysland-Hole furnaces, however, indicates that production results are very much influenced by the raw material conditions. The author presents the principle pattern of the metallurgical structure of the interior of an electric pig iron furnace. On the basis of this, he discusses the variations of electrical and metallurgical conditions for the process which will take place with changing raw materials. The formation of a coke bed underneath the electrodes, and its influence on the furnace operation, is illustrated. Quality and grain size of the coke added to the charge will influence the build-up of the coke bed and will thereby also affect the electrical re-&apos;&apos;Elektrokemisk A/S, Oslo, Norway. resistance and reduction potential in the furnace.

NEPHELINE SYENITE is a feldspathic rock resembling granite in texture and hardness but it is white in colour and contains appreciable quantities of the mineral nepheline, the result of a silica deficiency. It is relatively common, with known occurrences in Russia, Scandinavia, India, Canada, United States, and other parts of the world. However, the particular deposit being mined at Nephton, Ontario, by American Nepheline Limited is unique in its remarkable uniformity and low content of iron bearing minerals, both qualities essential in a ceramic raw material. The orebody is a pear-shaped mass over five miles in length, up to a mile in width, rising in three prominent ridges as much as 300 feet above the surrounding lakestudded terrain. American Nepheline holdings, consisting of 2,200 acres, comprise some 85 per cent of the total mass.

The Newell Creek Dam Inlet/Outlet Replacement Project is located approximately 11 miles north of Santa Cruz, California along Highway 9 in the San Lorenzo Valley. This project will replace the existing inlet/outlet works at the Loch Lomond Reservoir by constructing a tunnel using conventional excavation methods while simultaneously drilling three intake shafts to intercept the tunnel from within the city’s water supply. This project will improve the system’s overall operational efficiency and performance, and provide a safe and reliable facility for the City of Santa Cruz’s drinking water supply. This paper discusses the overall project configuration, construction observations, and challenges during construction, including tunnel excavating through the marine sedimentary siltstone of the Monterey Formation, probing and pre-excavation grouting, and the tools utilized to manage the project.

Many manganiferous silver deposits remain undeveloped because standard chemical extraction methods yield poor recoveries or are &apos; environmentally unacceptable. Biotreatment of such ore deposits in our laboratory resulted in manganese and silver recoveries of greater than 90%. Ore and sediment samples were collected from mining sites in Colorado and Arizona. Portions of samples were incubated in a semi-solid mineral salts medium amended with 20 mM glucose mid manganese dioxide (Mn medium). The cultures were incubated at 3(fC until manganese reduction was detected by a .color change fr:om .black to clear. Bacteria from these cultures were purified on Tryptic Soy Agar and individual isolates were retested for Mn reduction by an agar overlay method. Bacteria were identified according to Bergefs Manual ?of Systematic . Bacteriology. Most of the Mn-reducing bacteria are Bacillus species. Bacterial manganese reduction kinetic experiments were performed in 52 ml mineral salts broth supplemented with manganiferous silver ore instead of manganese dioiide. These cultures were incubated with agitation for 16 d. Aliquots were removed periodically and analyzed for solubilized manganese by atoniic absorption (AA). Cyanide (1,0 M) Vias added to the remaining ore-medium mixture for a 24 h bottle roll. The supernatant was analyzed for soluble silver by AA. Similar experiments were conducted on a larger scale using 15% pulp density. After bfotreatment of the ore, standard bottle rolls were performed. The pregnant solutions and the residues were analyzed for manganese and silver?using AA or fire assay as appropriate. In sterile. controls-which received no biotreatment, manganese and silver recoveries were 0.3% and 10% respectively; During biotreatment, total manganese solubilizatiori was as high as 99.8%. The reduced manganese could . be stripped from ?the growth medium using hydrometallurgical techniques. Silver recovery vaned from 70% to 92.5%. Microbial treatment of refractory mangairlferous ores can result in high recoveries of manganese and silver. Retention time varies depending upon the relative concentrations of manganese, silver, and other metals in the ore with only two days required in some cases, The biotreatment of ore is environmentally&apos; acceptable while the use. of chemicals such as sulfur dioxide is less so.
